CITY COUNCIL AGENDA REPORT
MEETING DATE: August 5, 2026 ITEM # 11
SUBJECT:
CONSIDERATION OF AN AMENDMENT TO THE AGREEMENT WITH YOLO COUNTY FOR ANIMAL CONTROL SERVICES FOR FISCAL YEAR 2026/27
INITIATED OR REQUESTED BY: REPORT COORDINATED OR PREPARED BY:

City Manager’s Office
ATTACHMENT [ X ] Yes [ ] No [ ] Information [ ] Direction [ X ] Action
OBJECTIVE
The objective of this report is to provide the City Council with sufficient information to approve an amendment to the agreement with Yolo County for animal control services for fiscal year 2026/27.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council authorize the City Manager, or designee, to execute the attached one-year, $1,268,866 amendment with Yolo County for animal control services for fiscal year 2026/27 and to take any actions necessary to effectuate the provision of animal control services in West Sacramento consistent with the terms described in this report.
BACKGROUND
West Sacramento and the other cities in Yolo County have contracted with Yolo County for animal control services since 1988. The County’s Department of Community Services has responsibility for animal control services, including the operation of the animal shelter. The cost for providing the services is passed through to all cities in the county and the University of California at Davis, with the County absorbing the cost of service to the unincorporated areas.
ANALYSIS
The attached agreement amendment provides for animal control services by Yolo County through the County’s Department of Community Services. The amendment retains the terms of the City’s existing agreement with the County, but increases the City’s cost share to $1,268,866 for FY 2026/27.
Under the County’s cost allocation methodology, estimated fixed costs (approximately 35% of the operating budget) are shared equally by each of the four major contracting agencies (Woodland, Davis, West Sacramento and Yolo County), and a lesser allocation is assigned to the smaller contracting agencies (Winters and UC Davis). The remaining variable costs (65% of the operating budget) are then apportioned based on animal intake and calls for service by jurisdiction.
The County also collects and retains all fees (license fees collected from pet owners, redemption fees, neutering fees, etc.) for the animal control program. Each jurisdiction is, in turn, is credited for fees collected. Previously, the contract amount for a fiscal year was calculated as the net amount of the total cost of service, less the anticipated fee revenues. Beginning in FY 21/22, the contract cost has been the total cost of service without credit for any revenues. Actual revenues received will be offset against quarterly invoiced costs.

Strategic Plan Integration
Providing animal control services supports the City’s Strategic Principle to provide Core Services & Infrastructure.
Alternatives
The City Council’s primary alternatives are summarized below:
1. Authorize the City Manager, or designee, to execute the agreement amendment with Yolo County for animal control services for fiscal year 2026/27;
710
Animal Services Agreement FY 26/27
August 5, 2026
2. Authorize the City Manager, or designee, to execute the attached agreement amendment, subject to specific changes as directed by the Council;
3. Direct staff to bring the proposed agreement amendment back at a future date with changes and/or additional analysis; or,
4. Decline to authorize the execution of the attached agreement amendment and direct staff to cease work on this issue.
Alternative 1 is staff’s recommendation. Staff is prepared to effectuate Alternatives 2 or 3 at the Council’s direction. Staff does not recommend Alternative 4, because termination of the existing agreement with Yolo County would leave residents without access to animal control services.
Coordination and Review
This report was prepared by the City Manager’s Office in coordination with the City Attorney’s Office and the Finance Department.
Budget/Cost Impact
The proposed cost in FY 2026/27 is $1,268,866 which is offset by license and other revenues received by Yolo County. The cost for Animal Services is a General Fund expenditure, and the City Council approved an appropriation of $1,129,600 for Animal Control Services in the FY 2026/27 Operations & Maintenance Budget.
A supplemental budget request may be necessary for FY 2026/27 if the license and other revenues received are not sufficient.

• Due to the Metro Chamber Annual Study Mission (which Council attends) scheduled for September 15- 18, staff recommends moving the September 16 meeting to September 9 (second Wednesday). If necessary, a special meeting could easily be scheduled to accommodate any date sensitive items. • Due to Senior Executive Staff attending the International City/County Management Association Annual Conference the week of October 19, staff recommends cancelling the October 21 meeting. OBJECTIVE
The purpose of this report is to provide the City Council with sufficient information to conduct a public hearing regarding the placement of water, sewer and refuse charges on the secured property tax roll and to also authorize the placement of a lien on the subject properties.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Conduct a public hearing; and
2. Close the public hearing and adopt Resolution 26-70 certifying inclusion of delinquent charges and penalties for water, sewer and refuse services on the secured tax roll in the same manner as the general taxes and directing that a lien also be placed on the subject properties.
BACKGROUND
The Finance Department actively manages utility receivables and pursues delinquent service charges within the limits allowed by State law. Staff employs six basic procedures to encourage timely payment and enforce payment of delinquent charges. These procedures, which are set forth below in two categories, have been developed over many years through trial and error and have been proven both humanitarian and successful.
Many are consistent with procedures used by other public utilities.
Category 1: These procedures are good for all but a few accounts:
1. Monthly Billings. The City has six billing cycles with billing dates set for each cycle on a different day of the month. The billing dates are on (approximately) the 5th, 10th, 15th, 20th, and 25th of each month (two cycles are billed on the same date). Each customer is given a minimum of 27 days in which to pay without assessment of a penalty.
2. Assessment of Penalties and Interest. The utility codes provide for a one-time, basic penalty of ten percent (10%) for nonpayment of service charges additional penalties (interest) of one-half of one percent (0.5%) for two months and one and one-half percent (1.5%) for each month thereafter for nonpayment of the charges. Interest is calculated on the unpaid charges only, not including unpaid penalties or interest. These assessments help ensure that unpaid accounts compete in an equal manner with other creditors the customer may have.
3. Collection on Tax Bill. Annually, Finance staff places delinquent amounts on the tax bill. Starting in fiscal year 2009/10, liens are also being recorded on these properties for the delinquent amounts. The City is more reliant on this third step than many other cities as the City does not employ discontinuation of water service (shut-offs) for delinquent utility accounts.
Category 2. These additional procedures are sometimes required for collection against relatively larger accounts, including multi-family housing, which often involve advocacy groups. 726
Resolution 26-70 Delinquent Utilities
August 05, 2026
1. Recordation of Liens. Throughout the year for large unpaid balances and/or when a customer is taking steps to relieve the debt with the City without paying via sale of property, foreclosure, or bankruptcy, a lien is placed upon the property. The City generally collects on these liens except in cases of foreclosures where a mortgage company has a superior lien, or in cases of bankruptcy where a court judge has forgiven the debtor. Staff reviews unpaid balances monthly and sends notification to place liens on residential property with an unpaid balance of $250 or greater.
2. Legal Action. Accounts with relatively large unpaid balances are referred to the City Attorney for action to collect all charges, obtain court orders for security deposits, and to propose use of a lockbox to ensure an appropriate amount of rents is used to pay for essential municipal services.
3. Water Shut-off. Due to cumbersome procedures provided for under state law and due to humanitarian concerns and public health, this is held in reserve as a last resort. The City Council adopted Administrative Policy IV-G-10 on Discontinuation of Residential Water Service for Nonpayment which provides the policies and procedures the City must comply with before discontinuing water service for delinquent accounts.
ANALYSIS
During the second week of June each year, a list of accounts is prepared with unpaid service charges billed sixty days prior. Notices are mailed to each customer with a delinquent account, encouraging them to pay and announcing the public hearing. A sample of this notice is provided as Attachment 2 to this report.
Payments are recorded daily. The listing of unpaid accounts attached to Resolution 26-70 represents delinquencies as of July 27, with a past due amount over $250. Since July 27 some delinquent accounts have been paid and others will also be paid before a final delinquent list is prepared and transferred to Yolo County in early August.
The comparison below of this year’s delinquencies with last year shows a decrease in the number of delinquent accounts and an increase in the total amount delinquent.

Budget/Cost Impact
The charges listed in the report represent the potential loss of revenue if not placed on the tax rolls. If liens are placed on the tax rolls, the likelihood is that the majority, if not all, of the funds will be collected in FY 2026/27.

Dear Team,
I am interested in adding the following recogniƟons to either a council meeƟng or as a stand alone event to shine light on some female youth heroes.
The first is Lizzie Spink, a local 8th grader who valiantly saved her classmate from severe burns. ProclamaƟon language has been sent and we have thrown around ideas for a private no-frills presentaƟon event at one of our staƟons. With that, if a recogniƟon at a council meeƟng is quicker and more efficient, I’m making the formal request here.
Second, the West Sac 10U and 14U girls have been invited to naƟonals! This is a rare event as I understand it and deserves immense community support and recogniƟon. I’d like our city to recognize the players at a meeƟng to promote their journey and upliŌ their commitment.
Please consider this a formal request for future agenda item as well as my open invitaƟon for ideas to celebrate them.
Thank you!
Quirina
