Staff Report
TO: City Council
FROM: Thaxton Van Belle, Director of Water Reclamation
Kenyon Potter, Principal Engineer
DATE May 6, 2025
SUBJECT: Briefing on Future Wastewater Treatment Plant Solar Generation Project Description Discussion of solar energy generation for operational cost savings.

Background and Analysis:

The WWTP Salt Mitigation Upgrade project was completed on October 24, 2022. The Project upgraded and expanded the City's Wastewater Treatment Plant (WWTP) to meet new basin plan requirements for the total dissolved solids (TDS) reduction, as well as expanded to accommodate growth in the service area.

On May 29, 2024, the City received the final version of the WWTP Climate Action Plan, which recommended the following action:

Install solar on the WWTP site to offset the facility's energy use.

This action directs the City to implement the solar installation project currently being studied for the WWTP site. Solar arrays are a source of renewable energy that can be used to directly power the WWTP, reducing electricity consumption and costs from SCE. The system can also be designed to create climate adaptation co -benefits, including charging the on -site battery storage, which keeps the WWTP running during man-made or climate emergencies.

On March 18, 2025, the City Council approved re -bidding the WWTP Improvements (WW24-01) and directed staff to revise the plans. Staff is presently preparing the revised plans and specifications for a rebid of the WWTP Improvements Project, including two bid packages for civil work and landscaping, respectively. The WWTP Improvements bid packages reserve space for the future solar generation project.

General Plan Consistency
A solar generation project is consistent with the General Plan Goal 8.2.1 "Promote the incorporation of alternative energy generation, e.g., solar, in public and private

Page 841 of 900 ends

development" and Goal 8.3.5 "Prioritize municipal policies and programs that reduce the City's carbon footprint, such as...pursuing solar installations...." Preliminary Design
Staff has prepared a preliminary layout of the ground -mount solar system located on the east side of the WWTP. The system would be sized to generate the approximate actual load (kW) of the WWTP. As envisioned, at full buildout, the system would be 860 kW and have approximately 1500 panels. The system would be interconnected behind the meter, and all power would be consumed by the WWTP to reduce the amount of power purchased from SCE. A conceptual site plan is provided showing the solar array (Attachment A).

Operational Cost Savings.

A substantial portion of the cost of operations is energy, and the energy cost is anticipated to increase each year. At full buildout, the estimated onsite generation, and thus potential reduction in energy purchased from SCE, is 1.4 MWh to 1.5 MWh per year (Attachment B). The WWTP's current SCE tariff rate is TOU-8-D, which has a tariff rate of $0.08 from 8 AM to 4 PM (Attachment C). Based on the current rate, the proposed project is estimated to result in energy cost savings of $105,000 to $120,000 per year, and cost savings are expected to grow as SCE is forecast to continue to raise rates.

Another significant component of the SCE bill is the demand charge, which is the maximum power used in a 30 -day period. With input from consultant SKM, staff is also working to manage and optimize energy loads to minimize the impact of demand charges.

Many water and sanitation districts have implemented solar generation projects due to realizing cost savings.

Funding Options.

The proposed system has a relatively short payback period of approximately 7 to 10 years. The City is currently evaluating a potential refinancing of the 2018 Wastewater Revenue Bonds, which may include the option to issue additional debt to fund this project. This approach is considered the most favorable, as the associated debt service has already been incorporated into the current rate study. However, if market interest rates become less favorable, the City could consider procuring the system directly and financing it through the resulting energy cost savings. As an alternative, the project could be delivered through a design -build -operate -transfer (DBOT) model, in which a private entity constructs and operates the system for a minimum of five years before transferring ownership to the City. Additionally, a 30% federal incentive is currently available, which could significantly reduce the system's upfront costs. The project may also be implemented in phases to address funding constraints. (Attachment D).

Page 842 of 900 ends

Fiscal Impact:

The cost to prepare this staff report is estimated to be $500. As stated above, solar generation has the potential to achieve substantial annual cost savings. The estimated capital outlay is $1.5M for equipment purchase, installation, and interconnection at the WWTP. The estimated hard cost includes materials costs of $700K for panels, racks, inverters, and cabling. The estimated labor cost for the installation of a solar system is $300K. The remaining portion of the budget is for project management and contingency. This capital outlay would be recouped through the projected energy savings.

Recommended Action:

Direct staff to pursue a solar project as a city -owned asset and to procure using bond refinancing dollars, if available, or through traditional financing.

Things you should know
Fixed Recovery Charge
SCE has been permitted to issue bonds that enable it to recover more quickly certain costs related to preventing and mitigating catastrophic wildfires. Your bill for electric service includes a Fixed Recovery Charge that has been approved by the CPUC to repay those bonds. The right to recover the Fixed Recovery Charge has been transferred to a separate entity (called the Special Purpose Entity) that issued the bonds and does not belong to SCE. SCE is collecting the Fixed Recovery Charge on behalf of the Special Purpose Entity.

Micro -business Certification
Pursuant to CPUC D.10-10-032 and D.10-11-037, customers who meet the definition of a "micro -business" as defined by California Government Code Section 14837, may be rebilled for a maximum of three months rather than three years for an undercharge resulting from a billing or meter error. To learn more and what you can do to self -certify as a "micro -business" please call 1-800-990-7788 or visit us at sce.com.

NOTICE OF APPLICATION

SOUTHERN CALIFORNIA EDISON COMPANY'S REQUEST TO INCREASE ELECTRIC RATES APPLICATION [A.25-03-001]
Why am I receiving this notice?
On March 4, 2025, Southern California Edison Company (SCE) filed an application (A.25-03-001) with the California Public Utilities Commission (CPUC) requesting approval to sell SCE's Lower Tule Hydroelectric Project (the Hydroelectric Project) located in Tulare County, California (the Application) to Lower Tule Hydro LLC. In the Application, SCE seeks to increase its revenue by approximately$32.7M. SCE has forecasted that the sale will save customers approximately$17.4M when compared to the costs of continued operation and/or decommissioning.

If the CPUC approves SCE's request, it will affect your rates and bill.

Why is SCE requesting this rate increase?
• The Hydroelectric Project is not currently operationaland is no longer necessary for SCE's generation needs.
• SCE will be paying the buyer a transfer payment upon closing as compensation for assuming the operation, maintenance and eventual decommissioning costs of the Hydroelectric Project as well as other project liabilities.
• This sale is the lowest cost option for SCE's customers when compared to the forecasted costs of the alternatives such as (a) repairing and continuing to operatethe Hydroelectric Project and/or (b) decommissioning the Hydroelectric Project.

How could this affect my monthly electric rates?
If SCE's rate request is approved by the CPUC, the average residential monthly bill using 500 kWh per month would increase by approximately $0.31 (0.2%) per month in the year following the close of the sale.

NOTICE OF APPLICATION
Southern California Edison Company Request to Increase Electric Rates APPLICATION A.25-03-009
Why am I receiving this notice?
On March 14, 2025, Southern California Edison (SCE) filed an application with the California Public Utilities Commission (CPUC) requesting authorization to recover costs related to NextGen Enterprise Resource Planning (ERP) system.

SCE requests approvalto recover $1.162 billion of revenues over the 2025-2032 period related to its NextGen ERP system. SCE proposes to record the revenues in a two-way balancing account to allow for the recovery of NextGen ERP system -related costs, up to the amount authorized by the CPUC.

Why is SCE requesting this rate increase?
The proposed funding in this application is for replacement of SCE's core ERP system that has been in service for over 15 years and will soon be obsolete. This system is very complex and manages a vast amount of critical day-to-day information across SCE's most central processes that are necessary for SCE's business operations. Due to the lead time required to replace the core ERP system, and related software applications, SCE must begin taking the necessary steps for replacement now. Funding for the NextGen ERP system will also enableSCE to make cost-efficient upgradesto the ERP system. This will expand SCE's operational capabilities and enable business improvements that provide grid resiliency and customer benefits.

How could this affect my monthly electric rates?
If SCE's request is approved by the CPUC, the average residential monthly bill using 500 kWh per month would increase by approximately$1.35 or 0.8% per month on average over the 2025-2032 period. The average CARE residential monthly bill with the same monthly usage would increase by approximately$0.85 or 0.8% per month on average over the 2025-2032 period.

Staff Report
TO: City Council
FROM: Thaxton Van Belle, Director of Water Reclamation
Sunshine Sanchez, Management Analyst
DATE May 6, 2025
SUBJECT: Award a General Services Agreement to Infosend to provide Utility Billing Printing and Mailing Services
Description Agreement for utility billing printing and mailing services of the sewer utility bills.

Background and Analysis:

The City of Beaumont currently contracts with Infosend for printing and mailing services of sewer utility bills. Staff processes approximately 24,000 bills every other month.

Given the volume of billing, outsourcing these services remains the most efficient and cost-effective approach.

To maintain ongoing efficiency and cost-effectiveness, it is important to periodically evaluate the associated costs and services. This evaluation focuses on identifying potential cost savings, assessing the quality of customer service, and determining whether current practices continue to align with the needs of both the City and its residents.

On February 27, 2025, in alignment with the City code and best procurement practices, staff issued a Request for Proposal (RFP) to explore alternative service providers. The RFP was distributed to multiple vendors, seeking service reliability, customer support, and competitive pricing. By the March 27, 2025, deadline, the City received six (6) proposals from the following vendors:

1. Lineage Connect

2. Infosend

3. Inland Presort and Mailing Services

4. The PLD Group Inc.

5. QuestMark

6. 360S2G

Page 858 of 900 ends

City staff conducted a detailed evaluation of all submissions based on vendor qualifications, scope of services, pricing, and relevant experience. Following this review, Infosend was identified as the most qualified vendor, offering the best combination of experience, service quality, and competitive pricing. As a local in -state provider, Infosend has consistently delivered reliable and efficient services to the City of Beaumont, with a commitment to fiscal responsibility and excellent customer service.

The initial term of the contract is three (3) years, with the option to extend a maximum of two (2) one-year extensions, each of which must be approved by the City Council in accordance with the Beaumont Municipal Code (BMC) Chapter 3.01.040.

Under the terms of the agreement, the service rate is $0.1742 per mailing, with a 3% annual escalator. Postage rates are applied at the time of mailing. The total compensation is not to exceed $40,000 the first year, plus the US postal rate. A 3% escalator will be applied annually.

Fiscal Impact:

The base rate for services is $0.1742 per mailing with a 3% annual escalator and postage rates are applied at the time of mailing. The cost of the agreement has been incorporated into the FY 25/26 Wastewater operating budget GL 700-4050-7068-0000.

The cost to prepare this staff report is estimated to be $250.

Recommended Action:

Authorize the City Manager to execute a General Services Agreement with Infosend to provide printing and mailing services for utility billing for an initial term of three (3) years, with the option to extend a maximum of two (2) one-year extensions subject to City Council approval; and
Direct staff to issue a Purchase Order for a not -to -exceed amount of $40,000 with a 3% escalator annually.

*Data Processing, Document Composition, Printing and Mailing service fees are bundled into one line item. *Prices assume normal ink/toner coverage for business documents. Flood coating the entire page in color or other types of extremely high coverage designs may cost more or not be technically feasible. Extremely high coverage designs can cause content to bleed through to the other side of the page or to cause the page to curl too much to work properly with high-speed mail inserting equipment.

The postage deposit is subject to ongoing review and may be adjusted at any time to account for changes to Client average mailing volume or changes to USPS postage rates with at least thirty (30) days' written notice to Client.

Fee Explanations
Data Processing
• Setup Fee - Express PDF Input: Requires a final composed PDF is uploaded to InfoSend for processing. Clients maintain control of document look and feel, but InfoSend designs a program to parse the necessary data from the PDF. • Setup Fee - Data Only Input: Requires the client provide a flat data extract, InfoSend creates, hosts and maintains an application to generate documents. Existing document design is copied.

Document Re -Design Fee: Using the "Data Only Input" method, InfoSend's Client Services Team assists in redesigning the format of printed documents to improve communications or to take advantage of new printing capabilities.

Data Processing Fee: Per document image that is processed by the InfoSend system for output.

Printing and Mailing Service
Print Fee: Price includes baseline number of colors printed on the front and back of the document. All variable and static images are dynamically imaged onto white form with a perforation.

Postage: Clients are invoiced for the exact postage used. Leveraging InfoSend's USPS compliance and expertise, clients are provided the lowest possible USPS automated rates when client batches qualify.

Optional Color Upgrades: Different options are available at different prices. Numbers fewer than 4 equal individual colors, 4 equals full color.

The number 1 means black or grey. All sheets are billed at the same rate; the price for the sheet with the highest number of colors is the applicable fee. 4 equals CM K (fu I color).
• Batch Fee: Assessed to cover InfoSend costs when batches transferred to InfoSend fall below threshold. • Inline Insert Print Fee: Price for inserts printed on demand as additional pages. Allows for more dynamic customer messaging without the extra pre -production lead time and overhead.
• Excess Pages Handwork Surcharge: Surcharge is assessed per mail piece (not per page). This surcharge only applies to multiple page bills that have too many pages to be inserted into a #10 envelope by machine. This surcharge covers the necessary manual labor required to process these mail pieces.

Address Updates — NCOALink or ACS: Per reported update. InfoSend electronically reports the addresses it received in your data that need to be updated because the customer filed a Change of Address Report with the USPS. Cost is per update.

Materials
• Paper Stock: White paper stock with or without perforation. Paper is 8.5x11" and 241b. Price includes all inventory costs. A larger 8.5x14" format is available at a higher material cost and higher printing cost.

Outgoing #10 Envelope: #10 InfoSend Standard Double Window Outgoing Envelope. Includes security tint printed on the inside of the paper stock and clear film that prevent the contents of the envelope from being viewed. Sourced with sustainably logged paper (SFI).

Return #9 Envelope: #9 InfoSend Standard Single Window Return Envelope. Includes the same security tint and SFI paper as the #10.

Outgoing Flat Envelope: Single window envelope, only used for multiple page statements that do not fit in the #10 envelope.

Insert Services
• InfoSend Produced Inserts: Utilizing InfoSend printing and/or design services, inserts can be produced by InfoSend. Price quoted on request. • Envelope Messaging (Snipes): Custom messages and images can be printed onto the standard InfoSend #10 double window envelope as a more cost-effective alternative to pre -manufactured custom envelopes. The price depends on the artwork — number of colors and whether it prints on one or both sides of the envelope, as well as order quantity. Price is quoted upon request.

Electronic Inserts: Fee per digital image of a physically produced insert included in the PDF copy of a document. Ensures that client representatives and client customers can get the same information in the electronic bill as would go out physically.

Inserting Fee: Client provided or InfoSend produced inserts to be included with InfoSend produced mail. Additional fee applies if insert arrives at InfoSend but requires folding prior to insertion. Setup fees may apply for programming selective inserting. InfoSend-printed inserts are quoted upon request.

Optional Document Services
Enhanced Print Quality: The baseline print image quality for transactional documents such as statements and invoices is 600 x 600 DPI. Work produced from InfoSend's Anaheim facility can be printed at an enhanced image quality at an additional cost. This option uses high definition pigment ink & variable drop sizes to achieve a perceived 1200 x 1200 DPI image quality.

Print Image Archiving: Fee per document to process, index, and store a document as a PDF for a set number of months. PDFs are securely accessed using an InfoSend website application, and includes USPS mail tracking for all outbound First Class mailed documents. Setup fees may apply depending on configuration needs.

Print Image Archive API Monthly Support Fee: A flat monthly support fee to provide API access to documents in the InfoSend Print Image Archive. InfoSend will work with the designated third parties that a Client chooses, and provide support and open access to API calls on a monthly basis.

Final Doc Transfer FTP: Each completed InfoSend batch is indexed and transferred to you via FTP or SFTP to store on your own network.

InfoSend's standard Batch File format is one PDF per batch with an XML companion file providing meta data and page numbers. If the client requires a custom scheme, including individual PDFs per each image in a batch, the Custom fee applies. Note: setup fees may also apply for some custom setups.

Professional Services Fee: Per hour and performed only upon request for customizations made to processing program or document format after go -live. Work is only started after receiving client approval of a formal quote.

Returned Mail Handling: InfoSend will provide electronic reporting of mail that is returned by USPS, saving clients the hassle of receiving and opening returned mail to update records. All records which are not delivered will be securely destroyed and recycled after reporting.

Remit Tracking: For clients utilizing the Print Image Archiving service, InfoSend can also track inbound mail from customers utilizing an included remittance stub in the outbound mail. With Remit Tracking clients will be able to see when a customer responded to the original mail piece, as well as get a daily report of inbound mail with an estimated value of payment remittances based on the outbound mail.

Data Processing

Page 876 of 900 ends

Setup Fee - Express PDF Input: Requires a final composed PDF is uploaded to InfoSend for processing. Clients maintain control of document look and feel, but InfoSend designs a program to parse the necessary data from the PDF.

Setup Fee - Data Only Input: Requires the client provide a flat data extract, InfoSend creates, hosts and maintains an application to generate documents.

Existing document design is copied.

Document Re -Design Fee: Using the "Data Only Input" method, InfoSend's Client Services Team assists in redesigning the format of printed documents to improve communications or to take advantage of new printing capabilities. • Data Processing Fee: Per document image that is processed by the InfoSend system for output.

Printing and Mailing Service
• Print Fee: Price includes baseline number of colors printed on the front and back of the document.

4 equals CM K (full color).

Batch Fee: Assessed to cover InfoSend costs when batches transferred to InfoSend fall below threshold.

Inline Insert Print Fee: Price for inserts printed on demand as additional pages. Allows for more dynamic customer messaging without the extra pre- production lead time and overhead.

Excess Pages Handwork Surcharge: Surcharge is assessed per mail piece (not per page).

Materials
Paper Stock: White paper stock with or without perforation.

• Outgoing Flat Envelope: Single window envelope, only used for multiple page statements that do not fit in the #10 envelope.

Insert Services
InfoSend Produced Inserts: Utilizing InfoSend printing and/or design services, inserts can be produced by InfoSend. Price quoted on request.

Envelope Messaging (Snipes): Custom messages and images can be printed onto the standard InfoSend #10 double window envelope as a more cost- effective alternative to pre -manufactured custom envelopes.

• Enhanced Print Quality: The baseline print image quality for transactional documents such as statements and invoices is 600 x 600 DPI.

Page 877 of 900 ends

Postage Deposit
InfoSend purchases the postage needed to mail Client documents on the day of mailing. The postage charges are later invoiced to Client based on the Client's payment terms. InfoSend requires Client to submit a postage deposit prior to the first mailing to facilitate the payment terms. This amount will remain in deposit for the duration of the Agreement. Upon Agreement expiration or termination Client must pay in full any outstanding invoices from InfoSend for payables created under this Agreement; the postage deposit will be refunded within fifteen (15) days of the date that the last open invoice is paid.

The postage deposit amount is calculated by multiplying the estimated number of mail pieces per month by the current 5 -Digit pre- sorted first class postage rate. The postage deposit amount due for your account is:
10,800 mail pieces per month x $0.545 x 2 = $11,772.00
The postage deposit is subject to ongoing review and may be adjusted at any time to account for changes to Client average mailing volume or changes to USPS postage rates with at least thirty (30) days' written notice to Client.
