Year 2026-27 Operating and Capital Improvement Budget Book Link The goal of the Annual Opera$ng and Capital Improvement Budget serves to establish both long- term and short-term financial planning for the City while adhering to regula$ons set by the Governmental Accoun$ng Standards Board (GASB) and criteria for the Government Finance Officers Associa$on (GFOA) budget award. The comprehensive budget illustrates City Council’s commitment to providing cost effec$ve municipal services. City Council adopts an opera$ng and capital improvement budget every year, which commits resources for the accomplishment of the City’s Strategic Plan, provision of services to the public, regulatory and statutory requirements, and adherence to policies. The budget report iden$fies target areas while measuring achievements to ensure departments remain effec$ve, efficient, and perform. An abundant amount of $me, analysis, and data from various resources helps establish projec$ons to forecast proper revenue and expenditure budgets. Early financial planning by the City Manager’s Office and the Finance Department is followed with the iden$fica$on of key goals iden$fied by City Council, City departments, stakeholders, and members of the community suppor$ng the determina$on of how the City should manage its assets and liabili$es. The budget is a dynamic document that is amended throughout the year for various reasons, including City Council ac$ons on department requests, ac$ons by third par$es which impact the budget plan, or changes in the economy.
This proposed Fiscal-Year 2026-27 Annual Opera$ng and Capital Improvement Budget document represents the City of Eastvale’s conserva$ve es$mate of the City’s financial performance in the coming year. The proposed budget plan includes $111,724,350 in total revenues and $182,761,784 in total expenditures (excludes transfers of $93,866,510). The proposed budget projects General Fund revenues at $79,433,460, excluding transfers-in of $812,590, and expenditures at $48,111,924, excluding transfers-out of $93,053,920. Net of transfers the total General Fund annual budget surplus is $31,321,536, opera$ng surplus is $14,338,866. A%er compiling budget projec$ons and presen$ng a budget workshop to City Council in April, the proposed fiscal-year budget is brought to the full City Council for considera$on and adop$on. Although the primary emphasis is on the General Fund, the comprehensive budget document includes special revenue funds, capital improvement projects, capital reserves, underlying ra$onale, long-term forecasts, and investment strategy necessary to meet the projects and policies set forth by the City Council.

GENERAL FUND – REVENUES, EXPENDITURES & AVAILABLE RESOURCES:
General Fund Overview
Link
Overall, General Fund revenue projec$ons are $79,433,460 and expenditures are $48,093,365 (excluding transfers). General fund revenues exceed expenditures by $31,321,536, crea$ng a budget 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

surplus. Of the $79,433,460 in revenues, $61,533,460 are aGributable to opera$ng revenues and $17,900,000 are non-opera$ng revenues. Of the $48,111,924 in expenditures, $48,007,184 are aGributable to opera$ng expenditures and $1,266,000 are non-opera$ng expenditures. As a result, the city is expected to end the 2026-27 fiscal year with a $14,338,866 opera$ng surplus, and a $16,634,000 non-opera$ng surplus, however all of this surplus is u$lized for the Civic Center project. Staff u$lized a 40/60 ra$o of non-opera$ng versus opera$ng sales tax as a conserva$ve approach to ensure stable revenue sources are iden$fied, considering the risks to the city's largest single source of revenue.
The fiscal year 2026-27 budget includes $93,053,920 in transfers out to the General Capital Projects Fund and Capital Replacement Funds and a general contribu$on for special assessment districts.

General Fund Revenue Summary Link
All General Fund revenues total $80,246,050; opera$ng revenues total $62,346,050 and non- opera$ng revenues total $17,900,000 for the fiscal year 2026-27. Net of transfers, revenues total $79,433,460.
General Fund Revenue highlights include the following:
Sales and Use Tax
– Staff recommends budget for sales tax revenues for fiscal year 2026-27 at $50,640,000, based on HdL's projec$ons (City’s vendor for sales tax projec$ons). Of the sales tax revenues, $37,140,000 is considered opera$ng revenue and $13,500,000 is considered non-opera$ng revenue. Staff con$nues to u$lize the non-opera$ng sales tax for one-$me non-opera$ng expenditures, such as funding future capital maintenance and replacement projects, future capital projects, and current capital projects. It is unknown how long the non- opera$ng sales tax revenues will last, point of sale loca$on for any business could change at any $me for a mul$tude of reasons, as such it is a conserva$ve approach to only use these revenues sparingly for opera$ng costs and u$lize a majority of the funding for non-opera$ng capital equipment and infrastructure projects. It is likely that at least a por$on of the revenues 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |
eastvaleca.gov
1013
will become a long term revenue source.
Property Tax
– A wave of commercial parcel assessment valua$on appeals has been occurring throughout the county for several years and s$ll con$nues. Although home prices have remained steady and the city experienced development of new commercial property, the influx of assessment appeals will keep the city's overall assessed property valua$on from growing at the same pace as the housing market. However, staff expects property tax revenues to s$ll increase, 2% over the prior year based on projec$ons provided by HdL Coren and Cone.
Franchise Fees
– The city expects to see an $195,000 increase in franchise fees. Although the trend for natural gas and electricity franchise fees has increased, fees for cable has slowly declined over the last several years. Electricity fees have increased mainly due to the price of natural gas, which drives the rates charged for electricity. Refuse fees are expected to increase $200,000 and electric fees are expected to increase $5,000, however a reduc$on of $10,000 is expected in the natural gas category.
Licenses, Fees, and Permits
- PermiOng ac$vity remained steady over the past few fiscal years and saw a heavy increase in permits during the pandemic. However, normal development ac$vity has slowed in the past two fiscal years and is expected to increase only due to large developments in the city. Staff recommends budge$ng building permits, development revenue, and encroachment fees with a 19 % increase over the 2025-26 fiscal year projec$ons at $4,312,900.
Fines, Penal-es, and Forfeitures
- Staff recommends decreasing this revenue category to
$995,000 for fiscal year 2026-27, a decrease of 2% from the previous year based on trend.
This category is dependent upon Riverside Sheriff and Code Enforcement ac$vity and fluctuates with staffing levels and programming priorities.
Vehicle License Fees
– Vehicle License Fee Adjustment Account (VLFAA) revenue, resulted from the passing of SB130 in April 2017. VLFAA revenues are based on property valua$ons, which have con$nued to steadily increase in the city over the last few years. This revenue is expected to increase from $7,075,000 in fiscal year 2025-26 to $7,540,500 in fiscal year 2026- 27, an increase of 7%.
General Fund Expenditures
Overall, the total expenditures for the General Fund total $141,165,844 in fiscal year 2026-27; operating expenditures total $48,007,184 and non-operating expenditures total $93,158,660.
Personnel Highlights:
General Fund Personnel Summary Link
Salaries and Benefits
costs are projected at $14,303,809 for fiscal year 2026-27. The personnel projec$ons were prepared based on current pay rates plus 5% merit for all current employees and a 3.5% cost of living adjustment effec$ve July 1, 2026. Budget es$mates include full benefits, including health and re$rement contribu$ons. Vacant posi$ons are budgeted at top step with full benefits. The proposed full-$me equivalent (FTE) of City employees is 85.25 for fiscal year 2026-27, an increase of 2.5 posi$ons over the amended 2025-26 fiscal year budget.
In total, personnel costs increased $1,399,312 over the prior year. Total proposed staffing includes 75 full-$me staff, 4.75 part-$me staff equivalents, 0.5 part-$me temporary, and 5 elected positions.
Posi-on Changes
for the 2026-27 fiscal year budget plan include adding two new full- 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752

$me posi$ons, one part $me posi$on, nine promo$ons, and three $tle changes. In t otal
the changes will equate to a $718,134 impact to the personnel category, which is a portion of the total $1,399,312 personnel category increase.
Operations Highlights:
General Fund Department Summary Link
Law Enforcement
updated costs are $18,316,155 as compared to $17,153,750 for fiscal year 2026-27. The Riverside Sheriff Office announced a 7.0% contract increase for the new fiscal year plus an addi$onal 1.85% increase over fiscal year 2025-26 projected rates; the proposed budget for law enforcement is increasing based on these new rates. Addi$onally, the city continues to fund a $136,000 line item for special overtime operations within the city.
Non Departmental
includes city wide costs such as copier maintenance, revenue neutrality with Riverside County, transfers out to other funds, and building leases. Riverside County revenue neutrality will con$nue un$l 2040; budget projec$ons are $300,000 for the new year.
Total expenditures for the non departmental category are $95,620,660 for fiscal year 2026-27, an increase of $41,353,490 from the prior fiscal year. Transfers-out to other funds represent the largest expenditure in this category at $93,053,920. Transfers-out include funding the five capital replacement and maintenance funds for informa$on technology, vehicles, street maintenance, facility maintenance, and storm drain maintenance for a total of $1,140,000.
Capital projects transfers total $91,807,660 and include the City Hall, Library, and Police Sta$on. A total of $85,000 is budgeted for vehicle purchases. Finally, $21,260 of transfers are for general benefit contribution to four special assessment districts.
Community Development
expenditures are forecasted at $3,686,418, a decrease of 0.12% or $4,332 from the prior fiscal year. The decrease is mainly due to two reasons. The Building Safety division lowered budget for private development contracts. Secondly, the Building Safety division and Administra$on division both housed Administra$ve Specialists and those divisions now share one posi$on and as a result, the department saw a decrease in expenditure budget.
Community Safety and Technology
expenditures are forecasted at $3,042,744 an increase of 16% or $408,373 over the prior year. The IT and Administra$on divisions are inves$ng heavily in ar$ficial intelligence so%ware, and as a result budget increased by $310,385. The Code Enforcement Division is adding one vehicle purchase for a total of $40,000.
Public Works
expenditures are forecasted at $8,511,204, an increase of $765,655 or 10% over the 2025-26 fiscal year. The increase is caused by several budget proposals, including the addi$on of an Assistant City Engineer and Public Works Superintendent posi$ons, and additional contracts related to citywide private land development, and citywide maintenance.
Finance
expenditures are proposed at $2,280,504, a 3% increase of $56,377 over the prior fiscal year. The increase is mainly caused by CPI on service contracts.

The General Fund Emergency Con$ngency (based upon 50% of opera$ng expenditure appropriations) is fully funded at $24,003,592 and is classified as an assigned reserve.

appropria$ons) is fully funded at $4,989,225 and is classified as an assigned reserve.
This reserve was moved from the Fire Fund to the General Fund for the 2026-27 fiscal year budget in order to free up Fire Fund reserves for the city's future third fire station.
A temporary hold of $36,646,200 is held to cover a General Fund to Development Impact Fee Funds Loan for the Civic Center Project, once an accoun$ng entry is complete this hold will be released; however the funds will be moved to the Development Impact Fee Funds and unavailable for General Fund use.
Addi$onally, $12,017,495 is held in assigned reserve to cover known and expected nega$ve cash flow. A total of $11,583,277 is held to cover reimbursable grants un$l specific projects are complete and the gran$ng agency has reimbursed the city for expenditures. A total of $434,218 is required to cover nega$ve cash flow in 13 special assessment districts.
Staff has also set aside $11.6 million for possible land purchases related to the Civic Center project and other City Council strategic ini$a$ves. Finally, $130,000 for the city's Business Incen$ve Loan Program and $2.0 million for a future financial system implementation is held as assigned reserves.
Committed reserves: $23,685,036
The City con$nues to also hold a commiGed reserve of $6,485,036 million for Civic Center Parking Structure construc$on, $6,000,000 for Public Works Yard construc$on, $2,500,000 commiGed reserve for pension liabili$es, $1,700,000 for a fire truck purchase, and $3,000,000 for public safety rate increase stabilization.
The city is also holding a $5,700,000 debt service reserve for the an$cipated Civic Center lease revenue bonds. Staff expects the maximum annual debt service payment to be $3,800,000 million; a specific reserve for the bond issuance should help the city obtain beGer bond ra$ngs and possibly lower interest rates. Once debt is issued and the city owes an annual debt service payment, 50% of this reserve will be moved into the city's operating reserve and should only hold $3.5 million in this reserve.
Unassigned reserves:
Total projected unassigned general fund reserves are projected at approximately $2.5 million.
Changes Since Budget Workshop:
Budget Development Link
Only a handful of changes that total to a savings of $43,830 have occurred since the Budget Workshop on April 22, 2026. Revenues increased slightly in the General Fund for the Cost Alloca$on Plan (CAP). The CAP increased $304,779, from $507,811 to $812,590. No other changes to revenues occurred. Expenditures decreased $250,614 in several categories. SUMMARY OF OTHER GENERAL PURPOSE FUNDS: FIRE FUND
Fire Fund Link
The
Fire Fund
houses general purpose property taxes levied specifically for the purpose of fire protec$on services. Although a General Fund revenue source, these funds are restricted through the City's incorpora$on procedures and revenue neutrality agreement by the County of Riverside for fire protec$on services and opera$ons. For audit purposes this fund is collapsed into the General Fund.
Revenues are projected at $11,100,000 million and expenditures total $9,978,450 million; the fund 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

is projected to end the fiscal year with a $1,121,550 budget surplus, which will go towards the future third fire sta$on construc$on. The main revenue source for the fund is property tax, which makes up $10.0 million or 90% of the fund's revenue. Main expenditures in the fund are contract fire services at $9,155,250 , building maintenance and opera$ons for the two City owned fire sta$ons at $523,200, and revenue neutrality with Riverside County at $300,000. Contract fire services is increasing by 5% over the prior year due to an es$mated 2% increase to contract rates and a return to the contract s$pulated Advanced Life Support staffing as of January 2027. The City contracts for two medic engines and one medic squad at the two fire sta$ons and dedicated fire marshal support including business inspection services.

Fire Fund Available Resources
The Fire Fund is an$cipated to end the 2026-27 fiscal year with an es$mated total fund balance of $21,576,199. Fire Fund fund-balance is restricted by the County of Riverside, however City Council has assigned and commiGed the following fund balances in order to ensure the ability to con$nue opera$ons in down economic situa$ons and ensure resources are available to purchase apparatus and build vital
infrastructure
, such as the City's third fire station:
Assigned reserves:
The Fire Fund Emergency Con$ngency was moved to the General Fund for the new 2026-27 fiscal year.
Committed reserves:
The City will increase a commiGed reserve of $20,476,199 for a third fire sta$on construction, and $600,000 for apparatus replacement.
Restricted fund balance:
Total projected remaining restricted Fire Fund fund-balance are approximately $500,000.
SUMMARY OF SPECIAL REVENUE FUNDS
Gas Tax Fund
revenues are forecasted at $2,178,500 and expenditures are projected at $2,874,570. Although expenditures exceed revenues, the Gas Tax fund has available fund 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

1017
balance and is projected to end the fiscal year with $584,166 in available fund balance. Gas tax revenues are lower than originally an$cipated; the Governor's final budget included less Gas Tax alloca$ons for local agencies. The gas tax revenues in this fund are solely u$lized to fund vital street infrastructure and maintenance projects.
Measure A Fund
revenues are projected at $3,501,000 and expenditures are projected at $5,040,580. The fund is projected to complete fiscal year 2026-27 with $82,780 in total fund balance. Similar to Gas Tax, these funds are solely u$lized for street related projects. Riverside County allocates the funding from a 1/2 cent sales tax measure to local agencies.
Miscellaneous Grant Fund
revenues are projected at $1,164,845 and expenditures are projected at $2,273,290. The Grants Fund does not have available fund balance and is projected to end the fiscal year at nega$ve $682,404. This is primarily due to the reimbursement nature of the fund and the Limonite Gap Bridge Pedestrian Bridge and Traffic Signal Improvement at Sumner and 68th projects which will likely be reimbursed in the next fiscal year.
Special Revenue Funds Available Resources
A large majority of the special revenue funds are forecasted to finish the 2026-27 fiscal year with a posi$ve fund balance. Funds with an expected nega$ve fund balance are the TDA fund, miscellaneous grants fund, the TUMF reimbursement fund, a few of the City's landscape and ligh$ng maintenance districts (LLMD), several of the JCSD transferred ligh$ng maintenance districts (LMD), and one community facility district (CFD). The TDA fund, miscellaneous grants fund, and TUMF fund are reimbursed a%er projects are completed. The special districts (LLMD, LMD, and CFD) do not generate adequate revenues to offset district expenditures. Any funds with nega$ve fund balances will u$lize General Fund assigned fund balances to bring the funds to zero on the city's Annual Comprehensive Financial Report. As a result, staff maintains an assigned reserve totaling $12,017,495 to cover these negative balances within the General Fund.
SUMMARY OF CAPITAL PROJECT FUND
General Capital Project Fund Link
The
Capital Project Fund
is used to track capital projects funded solely by the General Fund. Funds are transferred into the Capital Projects Fund from the General Fund. For the fiscal year 2026-27 budget, revenues are projected at $91,892,660 and expenditures are projected at the same amount, $91,892,660. The fund is expected to end the 2026-27 fiscal year with $0 in fund balance.
Expenditures for fiscal year 2026-27 include the Hellman Avenue Widening, City hall, Library, Police Sta$on, Civic Center Site Improvement, Public Works Yard, Civic Center Surface Parking Lot, and Civic Center Phase 2 Parking Structure.
SUMMARY OF DEVELOPMENT IMPACT FEE FUNDS
Development Impact Fee Funds Link
The
Development Impact Fee Funds
are used to track development impact fees assessed on
development projects throughout the city. These funds must be u$lized on projects iden$fied within nexus studies. The city adopted a new nexus study in late June 2025 for Park Improvements, Community and Recrea$on Centers, Fire Facili$es, Public Facili$es, and Police Facili$es. Per the nexus study the fees collected for Public Facili$es and Police Facili$es may be used towards Civic Center buildings including City Hall, Library, and Police Sta$on. As a result, significant budget in these funds for the Civic Center Project has been appropriated as a General Fund loan these DIF funds to fund por$ons of the project with future DIF receivables. As revenues trickle into these funds, the General Fund will be reimbursed for the Civic Center loan in accordance with a City 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

Council adopted resolu$on and loan agreement. Available fund balance may not reflect funds fully available for projects until the loan repayments are processed.
SUMMARY OF CAPITAL REPLACEMENT FUNDS
Capital Replacement Funds Link
Staff established five capital replacement and maintenance funds in the prior fiscal year. Each was seeded by the General Fund with an es$mated amount of fund balance to start fund balance accumula$on in the funds. Finance staff is crea$ng replacement schedules and will calculate annual contribu$on amounts for each of the funds, depending on the type of future maintenance and replacement the fund will supply. The expecta$on is to build adequate fund balance to prepare the city to replace and maintain public equipment and infrastructure as a means to support the General Fund during lean economic periods.
CAPITAL IMPROVEMENT BUDGET
Capital Improvement Budget Link
The five-year capital improvement budget iden$fies the highest priority capital needs that can be addressed with available and forecasted revenues. These capital needs are matched with the previous year’s con$nuing appropria$ons and five-year revenue projec$ons iden$fied by the Finance department. Addi$onally, capital needs are delineated to eligible funding sources and programs available to the City’s capital improvements.
Over the next five-years of this capital
improvement budget, Eastvale will program over $227.7 million in funding for City Street Improvements, Maintenance, Roadway and Traffic Safety Improvements, and future Civic Center plans. For the fiscal year 2026-27 the City will commit $121.6 million to fund projects within the categories listed above.
Major capital projects for fiscal year
2026-27
include the Annual Overlay and Slurry Seal ($4.7
million) , Civic Center Project Phase 1 and Phase 2 (City Hall, Library, Police Sta$on, Plaza, Public Park, Parking Structure, Surface Lot $101.7 million), Limonite Gap Pedestrian Bridge ($5.5 million), and Hellman Avenue Widening ($1.2 million).
APPROPRIATIONS LIMIT
The Gann Appropria$ons Limit for Fiscal Year 2026-27 was calculated at $37,380,249 using the $35,320,505 limit approved from the prior year mul$plied by the (1.0495) increase in per capita income mul$plied by the (1.0084) increase in popula$on growth for the City of Eastvale. The city's proceeds of taxes total $75,619,329. The city’s appropria$ons that are subject to the limit are $37,380,249 as a result of qualified exemp$ons from the limit, which consist of appropria$ons for the Civic Center project, capital outlay reserve commitments, and the city's annual CalPERS unfunded liability payment. As a result, the city does not need to u$lize provisions under AB137 for the 2026-27 fiscal year.

GFOA AWARD
The city has been awarded the Government Finance Officer's Associa$on (GFOA) Dis$nguished Budget Award for three consecu$ve years. Over the past several years GFOA has made changes to the award criteria. As a result, the city's budget document con$nues to be adjusted. Long range opera$onal financial plans must now incorporate all appropriated funds, of which the city has 137 budgeted funds. In an effort to expand long-range planning, staff will prepare plans for all of the city's funds, but provide narra$ve for the city's two major funds and several addi$onal funds. At the $me of the publica$on of this agenda, staff is s$ll dra%ing narra$ve for the long range planning sec$on of the budget document. Staff will submit the fiscal year 2026-27
budget document for the
GFOA distinguished budget award.
BUDGET DOCUMENT
Since 2022, staff has been u$lizing OpenGov for budget management. The so%ware provides a budge$ng plaSorm for departments to submit budget proposals, personnel budge$ng tools, repor$ng, and online portals. Staff has u$lized the online portal to create an online budget book, which appears similar to a website. The online budget book allows for a more interac$ve experience for the public, as reports and graphics can be drilled down to line item detail. This is the third online budget book for the city and is s$ll a dra% version. For the fiscal year 2026-27
budget book, staff is
s$ll working through updates and the book may reflect some errors such as broken links or graphs that do not return data. As of the date of the agenda pos$ng, staff has not yet updated all sec$ons of the book. Staff is working diligently to update the online book in $me for budget adop$on. The landing page for the book can be found here:
Online Budget Book.
Typically, a PDF of the website
has been aGached to agenda reports, however because the book is in a rough dra% form, staff has aGached budget reports that mirror the quarterly interim reports. These reports provide all of the budget figures sans narrative.

Fund Balance Reserve Policy
Effective Date:

PURPOSE
This policy establishes the target and minimum levels of fund balance to be maintained in various funds and to identify certain requirements for classifying fund balance in accordance with Governmental Accounting Standards Board (GASB) Statement No. 54, Fund Balance Reporting and Governmental Fund Definitions.
BACKGROUND
In March 2009, the Governmental Accounting Standards Board (GASB) issued Statement No. 54, Fund Balance Reporting and Governmental Fund Type Definitions, to address issues related to how fund balance was being reported in governmental financial statements. The intent of the Statement is to bring greater transparency and consistency to fund balance reporting in the governmental sector.
The standard does not change the total amount of a given fund balance, but it substantially alters the categories and terminology used to describe the components of a fund balance. The new categories and terminology reflect an approach that focuses, not on financial resources available for appropriation within a fund, but on the extent to which the City is bound to honor constraints on the use of the funds. There are almost always limitations on the purpose for which all or a portion of the City’s fund balance resources can be used. The force of these limitations can vary significantly depending on their source. The various components of the fund balance reporting standard are designed to indicate the extent to which the City is bound by these limitations placed upon the resources.
SCOPE
The use of this policy is primarily focused within the City’s governmental funds: General Fund, Structural Fire Fund, General Capital Project Funds, and General Capital Replacement Funds. The City’s primary financial objective is to maintain the fiscal stability of the municipality. Fund balance is an important measure of economic stability. It is essential that the City maintain adequate levels of assigned and unrestricted fund balance to mitigate financial risk that can occur from unforeseen revenue fluctuations and unanticipated expenditures.
DEFINITIONS
Fund balance is the difference between the assets (what is owned) and liabilities (what is owed) reported in the City’s governmental funds. There are generally limitations on the purpose for which all or a portion of the resources of a governmental fund may be used. The force behind these limitations can vary significantly, depending upon their source. Consequently, the fund balance reported in the annual financial statements is categorized into five components whereby each component identifies the extent to which the City is bound to honor constraints on the specific purposes for which amounts in the fund can be spent. The five components of fund balance are as follows:
1. Nonspendable: Resources that are 1) not in spendable form, such as inventories, prepaids, long-term receivables, or non-financial assets held for resale, or 2) required to 1048

be maintained intact such as an endowment. However, nonspendable items that are restricted, committed or assigned when they become spendable are included in those respective categories.
2. Restricted: Resources that are subject to externally enforceable legal restrictions; these restrictions would be either 1) externally imposed by creditors (such as through debt covenants), grantors, contributors, or laws or regulations of other governments or 2) imposed by law through constitutional provisions or enabling legislation.
3. Committed: Resources that are constrained to specific purposes by a formal action of the City Council such as an ordinance or resolution. The constraint remains binding unless removed in the same formal manner by the City Council. Council action to commit fund balance must occur within the fiscal reporting period while the amount committed may be determined subsequently.
4. Assigned: Resources that are constrained by the City’s intent to be used for specific purposes, but that are neither restricted nor committed.
5. Unassigned: Residual resources, either positive or negative, in excess of what can be properly classified in one of the other four fund balance categories. Within all other governmental funds, the negative residual resources in excess of what can be properly classified as nonspendable, restricted, or committed.
The first two components listed above are not addressed in this policy due to the nature of their restrictions. Some examples of nonspendable fund balance are prepaid expenses, notes receivable, inventory and land held for resale. Restricted fund balance is either imposed by law or constrained by grantors, contributors, or laws or regulations of other governments. This policy focuses on financial reporting of unrestricted fund balance, the last three components listed above, committed, assigned, and unassigned.
POLICY
The City shall maintain minimum fund balances as described in detail below. This policy also requires that internal service funds be funded every fiscal year to ensure there is no deficit at June 30. Minimum fund balances are necessary to maintain the City’s credit worthiness and to adequately provide for:
Economic uncertainties, local disasters and other hardships/downturns in the local economy
Contingencies for unforeseen operating or capital needs Cash flow requirements
1. Authority and Hierarchy
a. Commitment of Fund Balance: The City Council, as the City’s highest level of decision-making authority, may commit fund balance for specific purposes 1049

Subject

pursuant to constraints imposed by formal actions taken, such as an ordinance or resolution. These committed amounts cannot be used for any other purpose unless the City Council removes or changes the specified use through the same type of formal action taken to establish the commitment. City Council action to commit fund balance needs to occur within the fiscal reporting period; however, the amount can be determined subsequently.
b. Assigning Fund Balance: This policy delegates to the City Manager, or the City Manager’s designee, the authority to assign unrestricted fund balance amounts where the City’s intent is for those amounts to be used for specific purposes. This delegation of authority is for the sole purpose of reporting these amounts in the annual financial statements and holding funds for specific projects. Amounts will also be reported within the City’s Interim Financial Reports. Such assignments cannot exceed the available (spendable, unrestricted, uncommitted) fund balance in any particular fund.
c. Reporting Encumbrances: Encumbering amounts in governmental funds for specific purposes for which resources have already been restricted, committed or assigned should not result in a separate display of encumbered amounts.
Encumbered amounts for specific purposes for which amounts have not been previously restricted, committed or assigned, will be classified as committed or assigned, as appropriate, based on the definitions and criteria set forth in GASB Statement No. 54.
d. Hierarchy of Fund Balance: When multiple categories of fund balance are available for expenditure, the City will spend the most restricted funds first before moving down to the next category with available funds in the following order, assuming usable funds for the intended use are available in the category of fund balance:
i. Restricted
ii. Committed
iii. Assigned
iv. Unassigned
If funds in the most restrictive category are not available for a specific use, the next less restrictive category of funds will be utilized.
2. Assigned Reserves:
a. Assigned Operating Reserves and Usage:
i. Operating Reserve Fund Balance shall be used only to fund unanticipated needs and/or emergencies as described below:
1. Catastrophic Events and Major Disasters: Operating Reserves may fund the extraordinary operating costs, legal costs, and cash flow 1050

problems associated with delays in State and Federal
reimbursements for any catastrophic event and major disaster (natural or man-made) declared by the City Council of their designee, or by the State of California, or by the federal government that are nonrecurring expenditures.
2. Fiscal Emergencies: Operating Reserves may fund operating expenditures in the event of a fiscal emergency due to unforeseen changes to operating revenue streams.
ii. City Council must appropriate budget in order to utilize the operating reserve funds. A maximum of fifty percent of the prior year-ending balance in the Operating Reserve Fund may be drawn. At no time may the balance be less than 5 percent of the adopted annual appropriations for cash flow purposes.
b. General Fund Operating Reserve:
i. The City has established a General Fund “Operating Reserve” assigned fund balance policy, also known as the Emergency Contingency reserve. At the end of each fiscal year, the General Fund should have a minimum assigned fund balance of 50% of the current year’s General Fund annual budgeted operating expenditures, as calculated by the Finance Director to fully fund the “Operating Reserve.” This target amount has been established in order to provide a reasonable level of assurance that the City’s day-to-day operations will be able to continue even if circumstances occur where revenues are insufficient to cover expenditures. The General Fund’s “Operating Reserve” assigned fund balance policy is reported in the notes to the annual financial statements and is shown in the annual financial statements as “General Fund Operating Reserve” assigned fund balance. The “General Fund Operating Reserve” is also shown in Interim Financial Reports provided to the City Council.
c. Fire Fund Operating Reserve:
i. The City has established a Fire Fund “Operating Reserve” assigned fund balance policy. The Fire Fund Operating Reserve may be funded by one of two methods, only one method is necessary to meet the requirements of this policy:
i.1. At the end of each fiscal year, the Fire Fund should have a minimum assigned fund balance of 7550% of the current year’s Fire Fund annual budgeted operating expenditures, as calculated by the Finance Director. This target amount has been established in order to provide a reasonable level of assurance that the City’s day-to- Formatted

day Fire operations will be able to continue even if circumstances occur where revenues are insufficient to cover expenditures. The Fire Fund’s “Operating Reserve” assigned fund balance policy is reported in the notes to the annual financial statements and is shown in the annual financial statements as “Fire Fund Operating Reserve” assigned fund balance. The “Fire Fund Operating Reserve” is also shown in Interim Financial Reports provided to the City Council.
a. The Fire Fund Operating Reserve is calculated at 75% due to the limited resources available within the fund. The Fire Fund is wholly supported by property taxes and therefore is subject to more volatility than the City’s General Fund.
1. At the end of each fiscal year, the General Fund should have a minimum assigned fund balance of 50% of the current year’s Fire Fund annual budgeted operating expenditures, as calculated by the Finance Director. This target amount has been established in order to provide a reasonable level of assurance that the City’s day-to- day Fire operations will be able to continue even if circumstances occur where revenues are insufficient to cover expenditures. The General Fund provided Fire-Fund “Operating Reserve” assigned fund balance policy is reported in the notes to the annual financial statements and is shown in the annual financial statements as “Fire Fund Operating Reserve” assigned fund balance. The “Fire Fund Operating Reserve” is also shown in Interim Financial Reports provided to the City Council.
d. Capital Replacement and Maintenance Funds:
i. When a General Fund budget surplus is available, the General Fund will contribute to the Capital Replacement Funds for future maintenance and replacement of vital public infrastructure and equipment. These funds will be held in an assigned reserve. Annual contributions to the funds are as follows:
1. General Information Capital Replacement: $50,000
2. General Fleet Capital Replacement: $120,000
3. General Street Maintenance: $500,000
4. General Facility Maintenance: $250,000
5. General Catch Basin and Storm Drain Maintenance: $100,000 1052

ii. The replacement and maintenance funds shall be capped in a method that retains available cash to fund emergency projects, but not in excessive amounts.
1. Maintenance funds shall be capped at 40% of the total five-year CIP or five-year planning document maintenance project costs.
2. Replacement funds shall be capped at 20% of the five-year CIP or five-year planning document replacement project costs.
iii. In deficit budget years, the General Fund will not contribute to the Capital Replacement and Maintenance Funds.
iv. Assigned fund balance in the Capital Replacement and Maintenance Funds shall not available to support operating expenditures of the General Fund, unless the expenditures are directly related to the replacement of capital or maintenance of infrastructure as the funds have been titled.
4. Unassigned Reserves:
a. The City has established a General Fund minimum unassigned fund balance policy.
At the end of each fiscal year, the General Fund shall have a minimum unassigned fund balance of 5% of the current year’s General Fund annual budgeted operating expenditures, as calculated by the Finance Director. This target amount has been established in order to provide contributions to the city’s special revenue funds that may complete the fiscal year with a negative fund balance. The General Fund’s minimum unassigned fund balance policy is reported in the notes to the annual financial statements and is shown in the annual financial statements as unassigned fund balance.
5. Replenishing Fund Balance Deficiencies in any Category of Fund Balance: When fund balance falls below thresholds set by this policy, the City Council must approve and adopt a plan to restore this balance to the target level within three years using the budget strategies described below:
i. Use of budget surplus
ii. Reduction to recurring expenditures to eliminate any structural deficit or, iii. Increase revenues or pursue other funding sources, or iv. A combination of the three options above
The progress of replenishment shall be reported in the annual budget.
6. Deficit Fund Balance: If a fund’s unassigned fund balance is not positive at any year-end, the City shall develop a funding plan and a timeframe to bring it into a positive state. The unassigned fund balance deficit in any fund shall be restored through the following mechanisms, in order of priority:
i. Reduction of (1) assigned fund balance levels, (2) committed fund balance levels;

If unrestricted and unassigned fund balance of any fund exceeds this policy’s targets, the City Council may consider such fund balance surpluses to be used for (a) capital projects and equipment (b) pay down long- term obligations, and (c) one-time expenditures that are non-recurring in nature and which do not require additional future operating expenditure outlay for maintenance, additional staffing, or other recurring expenditure. Appropriation from the General Fund’s unassigned fund balance shall require the approval of the City Council.
