Solicitation No. 10 – Design and Engineering Support Services for the Connecting San Pedro: Pedestrian Improvement and Multimodal Access Project
This Project is part of the Measure M
Multi-Year Sub Regional Plan – Transportation System and Mobility Improvements Program adopted in May 2018, for which the primary goals include improved traffic flow/safety, repaired sidewalks, repaved streets, and improved connectivity. CWE is developing civil plans which include sidewalk and roadway improvements, bus extensions, curb extensions, curb ramps, drainage features, and composite substructure and overhead utilities. Design support during bid, award, and construction phases will also be provided.
City of Covina Active Streets and Multimodal Connectivity Project Manager for preparing a CIP and developing cost estimates for several types of improvements, including linear feet of striping; expected signage; square feet of sidewalks; number of curb ramps/curb extensions; number of pedestrian crossing islands; number of raised crosswalks; number and type of tactile devices; number and type of pedestrian realm improvements, including seating, lighting, and landscaping; number of retrofitted traffic signals and/or signal operation; traffic control such as roundabout, stop sign, yield sign, etc.; bike lanes; and basic infrastructure needs for projects. Also supporting the development of a technical evaluation of existing infrastructure in the study area for the purpose of understanding and identifying the feasibility of active transportation improvements. The infrastructure study will rely on any readily available as-built plans, field work, and aerial imagery to document above-ground utilities, right-of-way widths, and topography along major corridors within the City.
Grace Church Park Traffic Impact Study Task Manager for a project to build a park next to the main church campus in Auburn, California. This project will serve community with outdoor recreational venues for events such as meet and greet, sports, community garden, walking paths, picnic area and recreational games in a 5.6 acres land. Traffic study services include VMT analysis, trip generation analysis for various activities, access and operation analysis for roads, estimated parking demand for different activities, roadway capacity and LOS, and traffic management solutions. City of Buena Park Affordable Housing Trip Generation, Parking, Circulation, and VMT Analysis Task Manager for conducting a VMT analysis as part of a traffic impact analysis for workforce/affordable housing dwelling units at 7101 Lincoln Avenue in Buena Park, California. Tasks include a draft and final report that addresses trip generation, reflecting negligible impact with no effect on the existing LOS; a study to see if the project qualifies for low VMT Area Screening; and identifying local transit for both bus and rail/metro stations, as well as transit stops, multi-modal solutions such as walking and bicycling, designated parking areas for carpools and van pools, information on local ordinances relate to ridesharing, and information kiosks; and a parking and circulation review study to document storage area requirements for safe operations of the proposed facility.
City of San Clemente Senior Housing and Medical Office Traffic Impact Analysis Project Manager for conducting a draft and final TIA with LOS analysis for the General Plan Consistency and the VMT for CEQA regulations for 250 for-rent senior housing units and 7,500 square feet for a medical office at 654 Camino de los Mares in San Clemente, California. The project will be built by demolishing the existing medical building at the site, including the existing parking. The senior apartments units generate an estimated 812 trips per day and the medical office generates an estimated 270 trips for a total of 1,082 trips per day. As it is a multipurpose facility, the proposed project effectiveness in operation and use is determined by the ability of the various modes to operate without conflict. The various modes that will be using this facility includes cars, buses, vans, pedestrians, bicycles, and special vehicles (ambulances). Tasks include data collection of ADT on selected major roadways and TMC at selected major intersections; a Project Trip Generation by using the Institute of Transportation Engineers Trip
Generation Handbook, latest Edition; future volume forecasting to identify what other factors add to future traffic; project traffic trip distribution based on the existing roadway network, TMC, and accessibility to the project site; project traffic scenarios; VMT analysis; identifying local transit for both bus and rail stations, multi-modal solutions such as walking and bicycling, designated parking areas for carpools and van pools, information on local ordinances relate to ridesharing, and information kiosks; and parking analysis to document the storage.
dSantana Arquitectura Compton Head Start Facility Task Manager for conducting a draft and final traffic impact analysis with LOS analysis for the General Plan Consistency and the VMT for CEQA regulations for the project at 804-806 S. As the project is a daycare facility for approximately 60 children, the proposed project effectiveness in operation and use is determined by the ability of the various modes to operate without conflict. The various modes that will be using this facility includes cars, vans, pedestrians, and bicycles. The safety of the children will be paramount in conducting this study. Tasks include data collection of ADT on selected major roadways and TMC at selected major intersections; a Project Trip Generation by using the Institute of Transportation Engineers Trip Generation Handbook, latest Edition; future volume forecasting to identify what other factors add to future traffic; project traffic trip distribution based on the existing roadway network, TMC, and accessibility to the project site; project traffic scenarios; VMT analysis; identifying local transit for both bus and rail/metro stations, as well as transit stops, multi-modal solutions such as walking and bicycling, designated parking areas for carpools and van pools, information on local ordinances relate to ridesharing, and information kiosks; parking analysis to document the storage area requirements for safe operations of the facility, including children drop off and pickup; and “Safe School Route” requirements, such as yellow crosswalks, and new signage. 720

AGENDA STAFF REPORT
DATE:
December 19, 2023
TO:
Honorable Mayor and Members of the City Council
APPROVED BY:
Ernie Hernandez, City Manager
PREPARED BY:
Maria Quinonez, City Clerk
Nancy Blinzler, Office Assistant
SUBJECT:
MAYORAL APPOINTMENTS
Agenda Item # 8.4.
Recommendation:
Staff recommends that the Mayor and Council review and appoint delegates and alternates for the various organizations and committees, and direct staff to notify said organizations on the appointments.
Background:
Members of the City Council serve on various municipal organizations that require representation of government officers. This participation allows the City to receive beneficial information and resources. Previously, the Mayor has made appointments to these organizations, with approval and ratification of members of the City Council.
Discussion and Analysis:
The list of Municipal Organizations and Committees annually updated are:
California Contract Cities Association
City Selection Committee (Mayor is mandated Delegate and may appoint an Alternate) County Sanitation District (Mayor is mandated Delegate and may appoint an Alternate) Gateway Cities Council of Government
Greater LA Vector Control District
Hub Cities Consortium
Independent Cities Association
Independent Cities Lease Finance Authority
City Council City Council Regular Meeting 740

Lynwood Unified School District Board Meetings
National League of Cities
So. California Council of Government (SCAG)
Transportation Committee - Gateway Cities Council of Government (SELAC) Water Replenishment District of So. CA.
As a result of the City Council's recent reorganization, the list of appointments should be updated.
Fair Political Practices Commission (FPPC)
In March 2012, the Fair Political Practices Commission amended FPPC Regulation 18705.5 (renumbered to 18702.5 in 2015) to allow a Public Official to participate in a decision that would appoint him/herself to an external board position, under a specific condition. The conditions are set forth in FPPC Regulation 18702.5.
To implement FPPC Regulation 18705.5 (renumbered as 18702.5), in May 2012, the FPPC adopted Form 806 (Agency Report of Public Official Appointments) that may be used by the City to report additional compensation that officials receive when appointing themselves to positions on committees, boards, or commissions of a public agency, special district, and joint powers agency or authority. This form is to completed by the City and posted on its website, and updated as changes occur.
Once mayoral appointments are made, they will be added to the Form 806, which will be posted on the City's website. Additionally, members will be responsible to submit a Form 700 for every organization they are appointed to.
