This project will upgrade existing traffic signals to include new cabinet, LED signal lighting, LED safety lighting, traffic cameras, and backup batteries.
Many of the existing traffic signals on Sixth Street and Hamner Avenue do not have battery backup systems that allow the signals to function during power outages, which creates a public safety issue for motorists.
Upgrading the signals to include vehicle detection cameras would ensure that traffic can be managed more effectively and reliably than with traffic loops in the roadway. Adding LED light fixtures would allow for energy savings.
This work would be completed by the City's signal maintenance company.

The existing water transmission mainline is located in the center median on Fifth Street and connects to Broken Lance Drive by going directly between two residential properties. This mainline has experienced mutliple mainline breaks in the median. Eliminating this segment through the two properties would eliminate a concern of a main break occuring between the two residential properties, resulting in potential property damage.

Although the City has a robust water valve and hydrant program to help ensure that hydrants and valves are routinely exercised and functioning, there are many times when hydants and valves fail or additional hydrants amd valves are needed in alternative locations to provide better water isolation during emergencies. Having an ongoing annual hydrant and valve installation and replacement program by a third-party contractor provides for an expansion of the water system capabilities.

The current City mainline on North Drive is connected to the City of Riverside potable water connection. The Riverside connection is capable of providing up to 1,5000 gpm but the City mainline is considerably smaller in diameter, therfore the City's maximum flow rate is about 700 gpm. Expanding the size of the City mainline would allow the full capacity of water available to be taken.

The City wells have been impacted by the emergence of PFAS contaminant in the local groundwater over the past three years. While the levels of PFAS are within regulatory standards, the State is continuously reviewing a lower compliance standard to the point where treatment may be required. Staff wants to be prepared by developing an appropriate treatment method that could be installed if needed. Otherwise, the City would need to shut down the wells.

This project will replace the reservoir, which will be increased in size to a 3-million-gallon reservoir to provide more water storage.
The existing Reservoir No. 2 was constructed in the 1950s and has exceeded its useful life. The water system also needs more storage capacity and replacing the 2-million-gallon concrete Reservoir No. 2 with a 3-million-gallon steel tank would provide that additional storage capacity and replace an older asset with a new asset with modern safety construction in mind.

The Western Avenue water mainline has experienced multiple water leaks and main breaks over the past five years, some events with signifcant financial impacts to repair. Based on the age of the water main, reoccuring leaks/breaks and overall impact to residents when water is off due to emergency repairs, installing a new water mainline would be financially prudent.
This project has been awarded to MCC Equipment Rentals, Inc. and constrcution should be completed by December 2024.

Prepared By: Colin Burns, City Attorney
Department: Administration
SUBJECT:
Public Hearing: Introduction and First Read of Ordinance 1119 Amending Chapter
13.08 of the Norco Municipal Code to further require undergrounding of utility installations
RECOMMENDATION:
Approve Alternative No. 1: Introduce and approve a first read of an Ordinance Amending Chapter 13.08 of the Norco Municipal Code to further require undergrounding of utility installations.
SUMMARY:
Proposed for City Council consideration is a first read of an ordinance amending Chapter 13.08 of the Norco Municipal Code to further require undergrounding of utility installations.
BACKGROUND:
Underground installation of utilities reduces hazards to the public, fire fighters, and construction personnel; reduces the dangers of electrocution, fires, and property damage resulting from wind, rain, and electrical storms; tends to reduce the frequency of interruptions of vitally needed public services; and enhances and preserves the natural beauty and rural environment of the city. (NMC 13.08.010.) Considering those vital interests, the City Council previously determined that all facilities and wires for supplying and distributing electrical energy and service, including telephone, telegraph, and cable television service, to be constructed in the city shall be installed underground, as stated in Norco Municipal Code Section 13.08.010.
Chapter 13.08 of the Norco Municipal Code provides that “[a]ll facilities and wires for supplying and distributing electrical energy and service, including telephone, telegraph, and cable television service to be constructed in the city for direct service to
subdivisions, building sites and structures shall be installed underground.” (NMC
13.08.020.) This proposed ordinance would expand that requirement to all electrical facilities and wires, not just those for direct service to subdivisions, building sites and structures, by deleting said limiting language, as follows:
All facilities and wires for supplying and distributing electrical energy and service, including telephone, telegraph, and cable television service to be constructed in the city for direct service to subdivisions, building sites and structures shall be installed underground. Property owners will make necessary arrangements with the utility company for installation and payment.
Further, Section 13.08.030 provides exceptions to the undergrounding requirement for:
“(1) Transmission lines of forty thousand volt capacity and above and (2) Structures where there is an existing overhead service of a utility; provided, however, that at such time as the utilities in the entire area are placed underground, this exception shall no longer apply.” This proposed ordinance would delete that section.
Following these revisions, the undergrounding requirement can still be waived by the City Council “upon a showing by the property owner or a public utility that underground installation of wires is physically impracticable because of crossing of street, underground obstacles or adverse soil, water or geologic conditions,” to the extent “necessary to avoid circumstances of physical impracticability.” (NMC 13.08.040.)
