1. Key Activities and Deliverables
✓ Ongoing Case Management, prioritizing the most vulnerable and costly cases.
✓ City Net will provide two full time case managers and a compliment of other specialized staffing as needed for very particular aspects of the work. ✓ This two-member case management team will work eighty (80) hours per week providing ongoing outreach, engagement, and case management activities at priority locations across the City – including regular outreach coordination with law enforcement as necessary.
✓ City Net will also establish a regular presence at strategic in-reach locations where emergency service provisions are being provided.
✓ City Net will prioritize chronically homeless neighbors, who are typically struggling with mental illness, addiction, and physical disabilities. ✓ City Net's staff will work with homeless neighbors to navigate housing opportunities, develop financial stability, and provide linkage to behavioral health resources and other supportive services.
✓ City Net will collaborate with various nonprofit organizations and community organizations to provide effective case management services. ✓ Once a homeless neighbor has been permanently housed, City Net will follow up with the individual or family for twelve (12) months to ensure housing retention and linkage to supportive services.
✓ Homeless Registry Management. Utilizing professional case management best practices and existing technology resources (that virtually coordinates with law enforcement), City Net will provide ongoing oversight and management of the local, street level homeless registry. ✓ City Net will utilize their ongoing data tracking to provide the stakeholder collaborative with regular updates and recommendations on the street level population.
✓ City Net will ensure that Norco homeless neighbors have access to all local/regional resources, and that city agencies have a conduit in City Net DocuSign Envelope ID: 94496F3B-76D2-4C75-A564-9AD8C81E30F3

Prepared By: Sam Nelson, Interim Public Works Director
Department: Public Works
SUBJECT:

Additional appropriation for Multiple Vendors to Provide Waterworks Parts Supplies for Fiscal Year 2024-25.

RECOMMENDATION:

Appropriate an additional budget appropriation in the amount of $50,000 and authorize an increase to the existing combined purchase order authority for Ferguson Waterworks, Core & Main, and Yofire to a not-to-exceed amount of $300,000 to provide waterworks parts supplies for FY 2024-25.

SUMMARY:

Rising costs in waterworks parts has resulted in the existing authorized budget for purchasing of parts to be nearly expended. Staff is seeking formal approval to increase existing combined purchase order authority for Ferguson Waterworks, Core & Main, United Water Works and Yofire to a not-to-exceed amount of $300,000 to provide waterworks parts supplies for FY 2024-25.

BACKGROUND:

At the June 5, 2024, meeting, City Council approved the Public Works Department's request to authorize the City Manager to issue open purchase orders with Ferguson Waterworks, Core & Main, United Water Works & Yofire to provide waterworks parts supplies in a not-to-exceed cumulative amount of $250,000 for Fiscal Year 2024-25.

Staff is now seeking formal approval to increase existing combined purchase order authority for Ferguson Waterworks, Core & Main, and United Water Works & Yofire to a not-to-exceed amount of $300,000 to provide waterworks parts supplies for the remainder of FY 2024-25.

FISCAL IMPACT:

Page 283 of 1577 ends

The waterworks supplies not-to-exceed purchase order amount of $250,000 is not sufficient to cover the remaining supply costs for FY 2024-25. The request for an additional budget appropriation in the amount of $50,000 will provide sufficient funds for the remainder of this fiscal year (124.804.30415).

Unless the Council determines to reappoint an incumbent Commissioner, it is recommended that interviews be held first before an appointment is made.
a. If the Council decides to appoint at this time, a ballot will be provided to make the appointment to one vacancy for the Planning Commission.

I have been a dedicated professional in the real estate industry for the past 27 years. I obtained my Real Estate License in 2000 and my Real Estate Broker’s License in 2007, which has allowed me to work with clients across Southern California. Throughout my career, I’ve helped individuals and families successfully buy and sell properties, providing them with expert guidance and support. In addition to sales, I also specialize in property management, where I oversee the upkeep and administration of residential properties, ensuring they meet the needs of both tenants and property owners.

Educational Background (List degrees, majors, credentials, certificates and/or licenses) Associate Degree

Relevant Experience (Briefly explain how your background, training, education and/or interests specifically qualify you as an applicant for the governmental body you are applying to serve on)
My 27 years in the real estate industry provide a strong foundation for understanding the key factors involved in land use, zoning, property types, development, and market trends. This extensive background has given me a deep understanding of how these elements influence a community. My experience also keeps me well-versed in the ever-evolving market dynamics, ensuring that I can contribute valuable insights into growth strategies and sustainable development.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I’m passionate about using my knowledge to help shape the future of my community in a positive and meaningful way. Serving on a commission or advisory council for the City of Norco would give me the opportunity to directly contribute to the city’s growth and development, ensuring it remains a thriving and desirable place.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? I want to help shape the future of Norco while preserving its unique equestrian lifestyle. As a resident and professional with deep ties to the community, my goal is to ensure that Norco continues to thrive as an equestrian community while also evolving to meet the needs of future generations. Serving on a commission would provide me the opportunity to contribute to thoughtful planning that balances growth and preserves the Norco lifestyle.

If appointed, how would you help achieve these goals and objectives? I would work to ensure that zoning regulations and development plans continue to support and protect the equestrian lifestyle. This would include advocating for appropriate land-use policies that balance residential development with spaces for animal keeping. I would actively support developments that integrates seamlessly with Norco’s unique character and ensures the city’s longterm sustainability.

I am passionate about protecting and preserving Norco's uniqueness, and bring a commonsense approach to doing so. I attend (or watch online) city meetings and stay up-to-date on current events. I bring the perspective of a storefront business owner, and the experience of working with the business community for many years. I believe in applying fairness and compassion to decision-making, and treating others with respect and integrity.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have been a resident of Norco for nearly 20 years, have actively volunteered in the community for 13-plus, and have been a part of the business community since 2012. I love Norco, its animalkeeping lifestyle, and its smalltown character. lt is very important to me to preserve and protect that lifestyle and character, and the planning commission is on the front line to do that. Whether the projects brought to the planning commission or small or large, the decisions made have the potential to shape the future character of the City. I would like to be a part of that process, to help ensure they benefit the uniqueness of Horsetown USA.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? The Planning Commission must strike a balance between the wants and needs of the residents, the need for economic development and the desire to position the city as a destination, and maintaining Norco's rural atmosphere and animal-keeping lifestyle. lt must focus on responsible development, be consistent in its decision-making, and support the City's Strategic Plan.

If appointed, how would you help achieve these goals and objectives? By approaching every project with an open mind, taking into consideration how it will impact the city as a whole and the specific business or residential area in which it is located. By working within and upholding city code, and by making recommendations for code changes when needed or asked to do so. By understanding that there are shades of grey, and that code cannot cover every situation, and

Page 336 of 1577 ends

applying that to variances, conditional use permits, site plans, and design reviews. By working together with staff, City Council, other commissions, and the community.

If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
No, I see zero potential for a conflict of interest.

I’m very motivated to be a Planning Commissioner for the City of Norco. I have experience working on residential and commercial projects for clients in the community. I’ve always felt I should serve my community however, and my passed work experience allowed me to serve the community on the other side of the counter. I think these characteristics make me a qualified candidate.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
The fact that I have a solid foundation in being a resident and growing up in the city of Norco allows me to solve problems and develop innovative ideas that will positively impact all of our community’s development projects.

I believe serving on a Planning Commission gives me the chance to give back to my city of Norco.

I’ve always tried to find ways to become more involved in the community, and now I have the opportunity to do so. I hope that I can serve as a worthy contributor to this great city.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? Keep Norco, Norco... within the Necessary adjustment needed that's from state legislation.

If appointed, how would you help achieve these goals and objectives? Here’s a plan to make our goals a reality, with four pillars to help us along the way. • First we’ll define, then identify the objectives
• AIM
• Collaboration

• Communication
If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
Based on my background, training, education, and interests, I feel that I'm a good candidate for service. I do not see any conflict of interest that would be created by the nature of my background, training, education, or interests.

My current role requires future forecasting and careful consideration of the impacts of everyday decisions to ensure continued success of programs, and the company at large. I am well prepared to take into account the unique position of Norco as a smaller community centered between larger cities that continue to urbanize, setting goals that preserve our rich history of animal-keeping, horse-loving and agriculture.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I have a passion for planning and the intricacies that make a city work. I believe we have the ability to stack functions providing increased value to our residents, making effective use of the resources and taxes over which we steward. Careful planning and smart design can help build a resilient community that thrives for years to come.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? The planning commission makes decisions that impact the city of Norco for years to come. These members design and provide feedback on policies that attract residents, businesses, and build a base of revenue for the city of Norco that allows us to function with a level of autonomy independent from handouts.

If appointed, how would you help achieve these goals and objectives? As a resident of Norco, I have studied and learned as much as I am able to become a greater asset to the city. I research and communicate my findings, taking feedback into consideration from others in my neighborhood. I will continue to be an ambassador for good ideas, and take public input and perception into account when working as a representative on the Planning Comission.

If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
I do not see any conflict of interest, and am committed to recusing myself where appropriate should one arise.

For the past three years I've attended a lot of the STUC meetings and some city council meetings.

I've had many conversations with council members, STUC commissioners, Planning Commissioners, and city staff regarding trails, our municipal code, zoning, measure R, and more.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I think what truly sets Norco apart is that we are a horse community, not just a community with horse properties. I believe our extensive trail network is lifeblood of preserving the horse community we have. And it is my personal mission to preserve that for my daughter; the reason we bought a house in Norco was to raise our daughter in this horse community.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? Measure R and STUC are both critical to preserving our trail network. Measure R is there to protect those funds and make sure they are only used for the approved purposes. STUC is there to advise staff on behalf of council on how to best protect and enhance our roads, trails, and infrastructure.

If appointed, how would you help achieve these goals and objectives? I think we need to continue the good work that has already been done to maintain our trails (both in front of and behind houses) and correcting encroachments.

If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
No.

I have been on the planning commission for the last two and a half years approximately. During this time I have taken my role seriously and with great passion. My heart is to preserve our agricultural way of life, and am constantly trying to think creatively "outside the box" how we can work with the state's overreaching mandates to still maintain control of our city and way of life, understanding the challenges that we face as a city against Sacramento. I have been dedicated to the rural lifestyle of Norco with participation in community events.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I love Norco with all my heart and want to do everything I can to preserve our lifestyle. My term on the planning commission has brought me great joy and pride, and want to continue to serve our community. I also would like to work to help on projects that I see would benefit the city through tourism, looking at ways that we can bring more agritourism, utilizing programs such as Harvest Hosts or development of an RV park. I also want to see affordable housing that will not only satisfy our approved Housing Element and General Plan, but be able to accommodate the next generation of farmers and ranchers, or even retired ranchers, that can't afford to live in Norco, though they are 100% committed to our agricultural lifestyle.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? We have to look at everything through the lens of a potential consequence, and what the ramifications would be if a project would be approved or denied. For example, the approval of a CUP for a current owner's use may have disastrous effects if they should decide to sell to someone who is not committed to our lifestyle. We also have to make decisions that set precedence, because anything can be legally used against us, so also making sure that we are protecting the city legally by backing up our decisions with clear and concise reasons. We are the gatekeeper on some things before they head to city council, so doing our due diligence is important. We have to look at the

Page 407 of 1577 ends

future of our city and how we want it to look like decades from now, so helping to to shape the general plan is also a part of our responsibility. Lastly, we are at the pleasure of serving our wonderful community and city, so upholding our "Norco Great Commission" of preserving our rural and agricultural lifestyle, working within the confines of state mandates, is the top priority.

If appointed, how would you help achieve these goals and objectives? My voting history has been the ultimate record. I will utilize my experience on the planning commission to continue the momentum. As stated above, I want to continue to think creatively how we can work with the state's ADU mandates as a win for us to bring in more agricultural minded people, networking with local real estate agents and the EAT Center to place people in these ADUs that have the vision for Norco that we do, a place where we can enjoy our agricultural lifestyle. I also want to see agritourism grow through specialized permits that would allow short term rentals, or Harvest Host, for this specific purpose, and/or the addition of an RV park. (See May 14, 2025 meeting)
If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
No.

Relevant Experience (Briefly explain how your background, training, education and/or interests specifically qualify you as an applicant for the governmental body you are applying to serve on)
My background as a first-generation student, active volunteer, and community leader uniquely qualifies me for the role of Youth Commissioner for Norco. As President of FBLA, a member of the Mayor's Youth Council, and an ambassador for the NSHSS, I have honed leadership and advocacy skills that enable me to effectively represent and empower youth. My volunteer work at the Corona Public Library, Kaiser Permanente, and community cleanups reflects my commitment to serving others and promoting a stronger, more engaged community. Additionally, my involvement in programs like Running Start and AVID has taught me resilience, adaptability, and a deep understanding of the challenges and opportunities facing young people today. These experiences equip me to bring fresh ideas and a passionate voice to the commission, fostering meaningful connections between Norco's youth and local government.

Why are you interested in serving on a City of Norco Commission/Committee/Advisory Council?
I am passionate about making a meaningful impact in my community and empowering youth to have a voice in shaping Norco's future. Serving on a City of Norco Commission would provide an incredible opportunity to advocate for initiatives that enhance our city while ensuring the needs and perspectives of young people are considered in decision-making processes. I am inspired by Norco's sense of community and would love to contribute to fostering collaboration between the city and its youth to create programs and opportunities that promote growth, inclusivity, and sustainability. This role aligns with my values of service, leadership, and dedication to creating a positive and lasting impact in my community.

In your opinion, what are the goals and objectives of the Commission(s)/Committee(s)/Advisory Council(s) you are applying to serve on? In my opinion, the primary goals and objectives of the Youth Advisory Council are to amplify the voices of young people, bridge the gap between youth and city leadership, and foster civic engagement. This involves identifying the needs and concerns of Norco's youth, proposing initiatives to enhance their quality of life, and encouraging them to actively participate in the community.

Additionally, the council should aim to collaborate with other commissions and organizations to address broader city goals, such as promoting sustainability, inclusivity, and public service. By acting as a liaison between the youth and the city, the council can ensure that young residents play an active role in shaping Norco’s future while gaining valuable leadership experience and a sense of civic responsibility.

If appointed, how would you help achieve these goals and objectives?

Page 422 of 1577 ends

If appointed, I would help achieve these goals and objectives by actively engaging with Norco’s youth to understand their needs, concerns, and ideas. I would organize outreach efforts, such as forums, surveys, and social media campaigns, to ensure their voices are heard and represented. Drawing from my leadership experience as FBLA President and a member of the Mayor's Youth Council, I would collaborate with city leaders, schools, and community organizations to develop programs and initiatives that address key issues, such as educational opportunities, environmental sustainability, and mental health awareness.

I would also work to foster a culture of inclusion and empowerment by mentoring peers and encouraging them to participate in civic activities. Additionally, I would use my experience in event planning and advocacy to help organize community events and projects that promote youth engagement and align with Norco’s values of community involvement and equestrian heritage. By being proactive, collaborative, and solutions-focused, I believe I can contribute to making a lasting impact as a Youth Commissioner.

If appointed to serve, do you see any potential for a conflict of interest claim based on personal interests?
No, I do not foresee any potential for a conflict of interest claim based on personal interests. My primary focus is on serving the community and advancing the goals of the Youth Advisory Council. I am committed to maintaining transparency, acting ethically, and ensuring that all decisions and actions align with the best interests of Norco and its residents. If any situation were to arise that could be perceived as a conflict, I would address it promptly and appropriately to uphold the integrity of my role.

To whom it may concern,
I am writing this letter of recommendation for Chelsea Panlaqui. This student is truly exceptional in every way! She was a student in my General Chemistry course, here at John F. Kennedy Middle College High School. It was an amazing pleasure teaching a student such as her. She is a student who truly is the whole package. Chelsea will do incredibly well at anything she sets her mind to accomplish. Chelsea has shown much balance and excellence in her life. She excelled in a very tough chemistry course while balancing this with several college courses. This was no small accomplishment, as high school courses taken with college courses present a tough challenge for many students. Despite the challenge, Chelsea has performed exceptionally and has sustained herself as one of the highest achieving students in the class of 2025! Chelsea is not only a student who received high grades in my courses, but she was also one of the best team players I have ever met as a student. She was immensely sweet in helping out her classmates, who struggled with science concepts. She sacrificed her own time to make herself available to assist others. She genuinely cares about others’ success, as much as she cares about her own. Chelsea’s helpful heart comes from being a leader throughout our campus. Chelsea is a part of the AVID and a faithful member for Key Club. In AVID, Chelsea tutors struggling students in various contents, mentors her peers, and plans various college visits across California.

Additionally, Chelsea has been immensely involved in Key Club meetings and various community volunteer activities. She strives to serve her community with various cleanups, tutoring, and yard work. From everything Chelsea is involved in, we can see that she has a sacrificial heart to help others and to lead well in whatever position she holds. She emulates this same attitude in the classroom with her peers as well. Regardless of the extracurricular activities that Chelsea is involved in, she still maintained her wonderful smile, her great composure, her sacrificial heart for others, and her excellent GPA!
I can absolutely say, with much assurance, that there is much success in store for Chelsea’s future. I give the highest recommendation possible, as I believe Chelsea will excel in your program. She is one who has an outstanding work ethic, phenomenal maturity, an incredibly humble attitude, one who perseveres through adversity, and has an intriguingly sharp mind.

City Council

STAFF REPORT
Date: June 18, 2025 Agenda Item:

5.B.

To: Honorable Mayor and City Council Members
From: Joshua Calhoun, Finance Director
Prepared By: Daphne Liu, Interim Finance Director
Department: Finance
SUBJECT:

Approval and Adoption of the City of Norco Operating and Capital Improvement Project Budgets for Fiscal Year 2025-26
RECOMMENDATION:

1.Adopt Resolution No. 2025-42 approving and adopting the City Operating Budget for Fiscal Year 2025-26 and authorizing appropriations therefrom.

2.Adopt Resolution No. 2025-43 approving and adopting the City of Norco Capital Improvement Program Budget for Fiscal Years 2025-26.

SUMMARY:

On May 21, June 4 and June 10, and June 12 staff conducted budget workshops and discussions to review the proposed Operating and Capital Improvement Program Budgets for FY 2025-26. During these workshops, staff presented Preliminary Operating and Capital Budgets to the City Council. The total recommended Fiscal Year (FY) 2025-26 Operating and Capital Improvement Budget appropriation is $126,380,624.

The Funds included in the City’s Operating Budget consist of the General Fund, Water Fund, Sewer Fund, Recycled Water Fund, Housing Fund, Community Development Block Grant (CDBG) Fund, Gas Tax Fund, Measure R Fund, Miscellaneous Grants Fund, Nancy Newman Trust Fund, National Pollution Discharge Elimination System (NPDES) Fund, and Air Quality Management District (AQMD) Fund. Total estimated revenues and available fund balance or working capital for each Fund exceeds the estimated total expenditures for the year, thus providing for a balanced budget for all Funds, with the exception of the Employee Benefits Insurance fund.

BACKGROUND:

The City’s Operating and Capital Budget for Fiscal Year 2025-26 includes the General Fund, Water Fund, SewerFund, Recycled Water Fund, Housing Fund, Community

Page 432 of 1577 ends

Development Block Grant(CDBG) Fund, Gas Tax Fund, Measure R Fund, Miscellaneous Grants Fund, Nancy Newman Trust Fund, National Pollution Discharge Elimination System (NPDES) Fund, and Air Quality Management District (AQMD) Fund with total recommended appropriation of $126,380,624. The Appropriation Schedule is provided as Attachment A .

During the FY 2025-26 budget discussions, the City Council discussed the history of the City’s budget development, noting that for a number of prior years, the proposed General Fund budget often projected a General Fund deficit that was balanced by use of unappropriated fund balance. By the end of each of those fiscal years, the budget would end in a positive fiscal position, through a combination of expenditure savings and revenue surpluses. The Council expressed a desire to improve the City’s budget practices by developing a budget that better approximates the actual results at the end of each budget years.

Revenues:
 Revenues are not expected to grow during FY 2025-26
 Sales tax is expected to remain fairly flat compared to previous fiscal years due to economic factors
 Property Tax in Lieu of VLF is expected to increase due to growth in gross assessed valuation
 Transfer from the Internal Service Equipment Replacement Fund Expenditures:
 Public safety contract expenditures recognize historical savings in each contract.  Departmental expenditures have been scrutinized throughout and adjusted closer to actual historical spending.
 Due to challenges in recruiting staff for vacant positions, the city elected to not fund certain positions and/or augment with contractual services in order to continue to provide quality service to the community.

The City’s General Fund is the primary Operating Fund of the City and is the main source of money used to pay for public safety services (fire and police), community services, facilities and maintenance, administration, community development, engineering, and other essential governmental type services. The total recommended appropriation and projected revenue are $31,373,857 and $31,420,480, respectively.

The end result of these changes is that the Preliminary FY 2025-26 General Fund budget is balanced with the use of reserves. We will continue to exercise fiscal prudence while working to deliver the best quality services possible with the people and resources we have for these purposes, working every day to support the ideals of Horsetown USA and advance the lifestyle.

The Water Operating Fund has total estimated operating revenues of $11.9 million and total estimated expenses of $13.7 million while the Sewer Operating Fund includes total estimated operating revenues of $7.2 million and total projected expenses of $6.9 million. The difference between total projected revenues and expenses in the Water and Sewer Funds are ($1,792,189) and $319,939, respectively. This will reduce the ending working capital for the Water Fund and provide working capital to the Sewer Fund. The

Page 433 of 1577 ends

ending working capital will be used to fund operating reserves, rate stabilization reserves and future capital projects.

For additional information regarding revenues and expenditures estimates for the rest of the City Operating Funds, including Gas Tax, NPDES, CDBG, AQMD, Nancy Newman Trust, Measure R and Miscellaneous Grant Funds, see Appropriation Schedule (Attachment A and the Operating Budget).

The budget data for the Successor Agency of the former Norco Community Redevelopment Agency, which includes total estimated expenditures of $6,302,525, are presented in the City’s budget document for information purposes only. The Countywide Oversight Board and the State Department of Finance have the authority for approving the Recognized Obligations Payment Schedule (ROPS). On the other hand, budget information for the Housing Successor Agency, which includes total estimated expenditures in the amount of $385,200, is included in the total City budget because the City Council is the Successor Housing Entity's Governing Board.

Factors Affecting the Proposed Operating Budget:

The proposed Fiscal Year (FY) 2025-26 Operating Budget has been developed under the key assumption that economic activities are leveling off, with revenue growth slowing overall as compared to expenditure growth due to rising inflation. With sales tax being the City’s most significant source of General Fund revenue, we continue to be focused on how the economic conditions are likely to impact that revenue in the coming year.

Outlined below are additional major factors that are likely to impact Operating Budget revenue in FY 2025-26:
 Sales tax, which represents nearly 33% of total estimated General Fund revenue, is projected to increase by 0.3%. City sales tax revenue has risen substantially in recent years. However, sales tax is highly sensitive to economic conditions.

Rising inflation may lead to a slow down in consumer spending, which along with ongoing redistribution of online sales tax, could have a significant negative impact on the FY 2025-26 sales tax revenue growth.
 Revenue growth is slower than expenditure growth.
 Expenditure growth is driven by inflationary pressures and regulatory requirements.
 Water and Sewer Funds revenues are estimated based on current consumption levels and approved rate structures. The City implemented new rate adjustments that are scheduled to be implemented during the fiscal year. It is important to note that with the rising cost of purchased water and other costs, the Water Fund expects expenses to be greater than revenues. Unless this trend is reversed, future rate increases will be necessary.

Fund and Working Capital Balances:

The estimated beginning and ending fund and working capital balances for the major Operating Funds consisting of the General Fund, Water Fund, Sewer Fund, Recycled Water Fund and Other Funds are discussed below.

Page 434 of 1577 ends

General Fund:

Since FY 2014-15, the City has steadily added to the fund balance through a combination of revenue growth/enhancement and expenditure control. This year, fund balance is expected to remain the same as FY 2024-25 to an estimated fund balance of $34.7 million by the end of the fiscal year. During these years of record fund balance, the City has also continued to make contributions to the Equipment Replacement Fund for future replacement of equipment. Contributions have been made to a Section 115 Trust to set aside funds that can be used to pay down pension costs in the future. The strong fund balance in the General Fund, along with these other financial resources, has created a financially resilient environment in which current service levels should continue to be maintained over the next several years, even in recessionary years when expenditures exceed revenues. Existing City Council resolution requires that an amount equal to a minimum of 25% of estimated General Fund expenditures be maintained as fund balance for emergencies. Based on the recommended total General Fund budget of $33,262,253, the amount of fund balance required for emergencies in FY 2025-26 is $8,315,563.

Water Fund:

The estimated beginning working capital balance as of July 1, 2025, is $6,040,397.

Total estimated expenses including transfers-out during FY 2025-26 is $14,490,035 while total estimated revenue is $13,311,100 resulting in estimated decrease of $1,178,935 in working capital. With this decrease, ending working capital is projected to be $4,861,462 by June 30, 2026. The ending working capital will be used to fund rate stabilization reserve, operating reserves and future capital projects.

Page 435 of 1577 ends

The Water Fund’s working capital balance is reviewed annually to determine the amount necessary to make the required contribution in order to meet the target for operating and rate stabilization reserves; and make transfers to Water Capital Fund for future capital projects. The target operating reserve was set to equal three (3) months of the cost of Water Fund operations or $3.4 million for FY 2025-26. The rate stabilization reserve target is $2 million with a goal to fully fund the reserves by FY 2026-27. The actual amount of working capital balance available to be transferred to Water Capital Fund for future projects will be determined at the end of each fiscal year based on actual results.

Sewer Fund:

The estimated beginning working capital balance as of July 1, 2025, is $1,945,430.

Total estimated expenses including transfers-out during FY 2025-26 are $7,406,654 while total estimated revenue is $8,069,288 resulting in estimated increase of $662,634 in working capital. With this increase, ending working capital is projected to be $2,608,064 by June 30, 2026. Like the Water Fund, the Sewer Fund’s working capital balance is annually reviewed to determine the amount to be allocated to meet operating reserve target and to fund capital projects. The operating reserve target was set to equal three (3) months of the annual cost of Sewer Fund operations or $1.7 million. A rate stabilization reserve was not recommended for the Sewer Fund due to the stability of sewer revenues. The actual amount of working capital balance available to be transferred to Sewer Capital Fund for future projects will be determined at the end of each fiscal year based on actual results.

Recycled Water Fund:

Over the past 20-years, California has experienced multiple prolonged periods of drought that have resulted in historic low levels in storage reservoirs and groundwater levels. As a result, many water supply agencies have been investing in alternate sources of water to augment or offset potable water demands. One of the primary alternate sources is the use of recycled water to meet irrigation demands rather than using potable water. The City is partnering with all the members of Western Riverside County Regional Wastewater Authority (WRCRWA) to fund a new regional recycled water booster station that will allow recycled water to be delivered to each member agency. The Recycled Water Fund has estimated operating revenues of $2.6 million from grant funding and total estimated expenses of $2.7 million to be transferred for recycled water capital projects.

Other Funds:

The proposed budget for other Funds, including CDBG, NPDES, Housing Miscellaneous Grant Funds, and Measure R estimates that there will be sufficient revenues and fund balances during the fiscal year to cover the total recommended expenditure appropriations as shown on Attachment A. For more details, please refer to the City’s Proposed Budget schedules for FY 2025-26. See Proposed FY 2025-26 Operating Budget and Capital Improvement Projects Budget. During the Budget Workshops, staff reviewed key projects funded by the City’s various Capital Improvement Project Funds, including projects to be funded with Measure R revenues.

The Measure R Citizens’ Oversight Committee (COC) met to review funding requests submitted by staff regarding FY 2025-26 budget requests at their April 23, 2025, meeting. The COC completed its review and finalized its recommendations to the City Council for final review and approval (see Measure R staff report).

Page 436 of 1577 ends

FISCAL IMPACT:

Attachment A of the resolution provides a summary of estimated beginning fund balance and working capital; FY 2025-26 estimated revenues, transfers, expenditures/expenses; and estimated ending fund balance and working capital for each Operating Fund. The total operating budget for all City Funds excluding Successor Agency for FY 2025-26 is $126,380,624. Any changes to this recommended budget will be incorporated into the final published budget document.

RELATIONSHIP TO STRATEGIC PLAN:

The allocation of financial resources through the City's Operating and Capital Improvement Program Budget for FY 2025-26 is consistent with all the five Strategic Priorities established by the City Council.

BUDGET OVERVIEW AND ANALYSIS
Economic Factors
With sales tax being the City’s most significant source of General Fund revenue, we continue to be focused on how the economic conditions are likely to impact that revenue in the coming year.

During the pandemic years, taxable spending increased dramatically on home improvements, recreational and other vehicles, and general consumer goods, bringing a temporary spike in spending that has since moderated to more moderate levels. This chart from HDL illustrates the history of sales tax receipts in Norco for the last 13 quarters. While overall sales tax revenues have risen, the chart illustrates that more recent quarters indicate lower levels of consumer spending than had been experienced in Calendar Year 2022.

Looking by sector at this same 13-quarter history, we can see that the City’s auto and transportation sector revenues, our most important source of sales tax, have largely mirrored this overall trend. Since the initial pandemic increases, auto and recreational vehicle sales have moderated. This sector has also been adversely impacted by higher interest rates that have increased the cost of borrowing, and higher prices for used vehicles that are pricing some buyers out of that market.
4

Page 453 of 1577 ends

In Norco, however, the City’s largest categories of taxable sales are general consumer goods, autos and transportation, and fuels and service stations. While restaurants are a significant category, they are predominantly composed of Quick Service Restaurants (QSR) that do not typically generate the higher revenues associated with sit-down restaurants that include bar service. Looking ahead, encouraging new sit-down restaurants with on-site alcohol will help Norco capture a share of this important sales tax growth sector. (Note that HDL groups hotels and restaurants in the following chart, but Norco’s hotels do not have restaurants.) General consumer goods sales continue to be challenged by the ever-increasing growth in online sales. Thanks to the Wayfair decision and subsequent legislation to collect tax on online transactions, the City does see some return of sales tax to the City through the County pool. The top contributor to the county sales tax pools used to be the DMV, as private party vehicle sales taxes collected by the DMV are allocated to the pools, but in recent years Amazon has become the top source of revenue coming into the pools. County pool sales taxes are distributed to the cities and county based on each entity’s proportionate sale of total sales tax for that quarter; Norco’s share is generally 1.5% - 2% of the pool.

OVERVIEW OF GENERAL FUND BUDGET CHANGES
During the FY 2025-26 budget discussions, the City Council discussed the history of the City’s budget development, noting that for a number of prior years, the proposed General Fund budget often projected a General Fund deficit that was balanced by use of unappropriated fund balance.

By the end of each of those fiscal years, the budget would end in a positive fiscal position, through a combination of expenditure savings and revenue surpluses. The Council expressed a desire to improve the City’s budget practices by developing a budget that better approximates the actual results at the end of each budget year.

This presents the “The Norco Dilemma”, of funding the equestrian lifestyle with large lots for agriculture and animal keeping. The challenges faced in this dilemma is a lower tax base with less homes per acre, aging infrastructure, rising cost to maintain streets, trails, parks, facilities 5

Page 454 of 1577 ends

and equestrian amenities, conservation of parks and open space, and limited available land for new revenue growth. The general long-term solution to this dilemma is to support and attract significant revenue generators and control spending and prioritize services in line with the city’s core values.

It is important to note that budgets are planning tools, and as such they rely on estimates and projections that will never exactly match actual revenues and expenditures at the end of a budget year. There will always be some variance between budget and actuals, but it should not be such that the budget swings from a projected deficit to a very positive ending balance; ideally, the actual ending position should be more positive than projected, but within reasonable margins so as to not be so conservative when no deficit truly exists.

With the goal of painting that more realistic picture of Norco’s General Fund, we have worked to bring this year’s budget closer to what we believe will be the actual ending position of the fund.

The preliminary budget includes the following adjustments to reach that goal:

Revenues:
- Revenues are not expected to grow during FY 2025-26
- Sales tax is expected to remain fairly flat compared to previous fiscal years due to economic factors
- Property Tax in Lieu of VLF is expected to increase due to growth in gross assessed valuation
- Transfer from the Internal Service Equipment Replacement Fund Expenditures:
- Public safety contract expenditures recognize historical savings in each contract. - Departmental expenditures have been scrutinized throughout and adjusted closer to actual historical spending.
- Due to challenges in recruiting staff for vacant positions, the city elected to not fund certain positions and/or augment with contractual services in order to continue to provide quality service to the community.

The end result of these changes is that the Preliminary FY 2025-26 General Fund budget is to use some General Fund reserves due to uncertain economic conditions impacting revenue growth that is slower than expenditure growth. The City is faced with the projected challenge of how to maintain our current level of general fund services, which requires cost saving measures to avoid a deficit. We will continue to exercise fiscal prudence while working to deliver the best quality services possible with the people and resources we have for these purposes, working every day to support the ideals of Horsetown USA and advance our lifestyle.

Looking ahead, we continue to face challenges as expenditure growth rates are projected to outpace revenue growth in the near term. Our major cost drivers – public safety contracts, and personnel costs – will grow each year, albeit in a generally modest fashion as we keep our staffing levels generally flat. But salary growth necessary to keep pace with the labor market will result in these costs rising over time, while our major revenue source of sales tax is continually challenged with generally slower growth.

The proposed budget provides generally the same level of services as in the prior year, with some adjustments as noted below. Major budget changes this year include the following:

CAL FIRE/Riverside County Fire Department to a 66-Hour Work Week - CAL FIRE sworn personnel have traditionally worked a 72-hour work week. Most city fire departments work a 56- hour work week schedule. The longer CAL FIRE work week has resulted in a higher level of injury 6

Page 455 of 1577 ends

and fatigue for sworn personnel, and also made it difficult for CAL FIRE to recruit and retain qualified personnel. As part of MOU negotiations with the State of California, CAL FIRE committed to move to a 66-hour work week effective November 1, 2024. FY 2025-26 will be the first full year of implementation.

Personnel Cost Changes – The budget includes costs associated with the salary and benefit resolutions for the Management and Mid-Management/Supervisory groups. Those groups will receive a 1.5% Cost-of-Living adjustment effective in July 2025, as well as an $50/month increase in the City’s maximum medical premium contribution, bringing the total maximum to $1,600 per month. Salary and benefit adjustments for other labor groups are anticipated; however, negotiations are ongoing and/or at impasse at the time of budget adoption.

Personnel Adjustments – No new personnel are proposed in the FY 2025-26 Budget. It is expected that the City’s personnel count will need to stay generally level moving forward in the foreseeable future, recognizing the constraints of our General Fund revenue growth.

Due to challenges in recruitment in various vacant positions, such as Senior Planner, Building Inspector and Building Official, these costs are being supplemented with contractual staffing in order to provide essential services to the community.

Loss of Grant Funding – Allocate funds to continue funding needs for homeless services.

Other Items of Note - The following items are included as part of the FY 2025-26 Operating Budget to enhance City operations and/or fund necessary services:

Contracted Fire Specialist and Part-time Deputy Fire Marshall – to address needs for fire inspection services, the City added a full-time contracted Fire Specialist and a part-time Deputy Fire Marshall to assist with fire inspection services and fire plan checking at $120,000.

Current inflation trends will impact projected revenues and expenditures as cost of services continue to increase outpaced by slow revenue growth. Public safety cost are significantly increasing. City is expecting limited tax growth with no new completed development or hotel openings. Unknown impacts to tariffs may impact the cost of services, materials and spending habits. Federal policy changes may impact the availability of grant funds for the city or other passthrough organizations.

OVERALL BUDGET SUMMARY
The proposed Fiscal Year (FY) 2025-26 Operating Budget has been developed under the key assumption that economic activities are expected to remain stable. However, due to continued inflation and interest rates, there are concerns that consumer spending could slow down, causing key General Fund revenues, such as sales tax, to remain fairly flat. Consequently, revenues and expenditures for FY 2025-26 have been estimated based on a cautious but more optimistic stable economic environment, as well as historical operating statistics.

The total FY 2025-26 proposed Operating and Capital Budget is $126.4 million. Total estimated revenues and available fund balance or working capital for each Fund exceeds the estimated total expenditures for the year, thus providing for a balanced budget for all Funds with the exception of the Benefits and Insurance Funds. The Funds included in the City’s Operating Budget include the General Fund: General Fund, Measure R, and Nancy Newman Trust Fund; Special Revenue Funds: Cal Home Fund, Housing Fund, Community Development Block Grant (CDBG) Fund, Gas Tax Fund, SB1 Road Maintenance & Rehabilitation Fund, Measure A Fund, Miscellaneous Grants Fund, NPDES Fund, and Air Quality Management District (AQMD) Fund; Enterprise Funds: Water Fund, Sewer Fund, and Recycled Water Fund.
