1. Staffing: Provide the number of staff to be assigned to perform the Services and the names/discipline/job title of each as well as your firm’s capacity to provide additional personnel as needed.

The City of Palm Desert is a thriving community with big-city resources in a friendly, small-town setting, offering first class educational opportunities, safe and clean streets, as well as plentiful shopping and community events. As the geographical, educational and retail center of the Coachella Valley, updating and modernizing parks and trailheads is a paramount to ensuring high-quality outdoor experiences for its residences.

We understand the importance of this project. Architerra is dedicated to designing welcoming, inviting and enjoyable spaces for a variety of users. We have experience with creating conceptual designs, community engagement, preparation of construction documents, and construction support for a variety of trail and park projects. Architerra has the creative talent to create data-driven conceptual designs that meet the established community needs, while also capable of developing Management Plans to ensure long-term maintenance to the City’s standard. A recent project of note is Architerra’s preparation and creation of the Desert View Conservation Area’s (DVCA) Maintenance Manual, which is a comprehensive guide to the care of the built improvements within the DVCA in Joshua Tree, California.

Approximately 1.3 miles long this multi-purpose trail is the Eastern most portion of the larger 22 mile regional Pacific Electric Trail which stretches from the border of Los Angeles County at Claremont to the terminus in Rialto, California. ADG designed a historically-themed trailhead utilizing the legacy of the site at the onset of the Pacific Electric Trail within the City and the location of the original “Mother Vineyard,” providing a safe and accessible entry for pedestrian, bicycle, and equestrian trail users, along with connection to the larger regional non-motorized, multi-use commuter and recreational trail system.

Winner of an ASLA Merit Award, the project is located in the fragile and important desert ecosystem of Joshua Tree. The trail system encourages sustainability and environmental stewardship while underscoring native and historic cultural elements. Winner of the 2010 American Society of Landscape Architects (ASLA) “Honor Award” for Specialty Parks, this 1,200-acre natural open-space preserve is in San Bernardino County, north of the City of Rancho Cucamonga, CA. Located within proximity to a large and growing urban population, the trails of the North Etiwanda Preserve provide both active and passive recreational opportunities such as hiking, trail running, and bird and wildlife viewing.

While built to provide flood protection and water quality control, this multi-agency project included habitat restoration and trail design creating open space recreation opportunities within the San Bernardino County Flood Control District. ADG took what would normally be viewed as an obtrusive “hole in the ground” and turned it into an award winning and groundbreaking facility protecting a newly constructed housing community from a 100-year flood in addition to offering a dynamic and self-perpetuating ecosystem providing residents unique recreational and educational opportunities.

ADG prepared the conceptual design, design development, construction documents, bidding assistance, and construction observation services for three splash pad areas at the Lake Gregory Regional Park in Crestline, CA. This project included a Toddler, Family, and Teen splash pad areas, allowing play for all ages.

Follow The Path Amphibians and Water Frogs are cool! Their presence is a sign of biodiversity, a strong ecosystem and everything worth protecting in our natural environment. Frog Walk is a visual reference trail featuring the life cycle of the frog. As most frogs require both land and water environments, the bioswale here will help to create an amphibian garden home.

Frogs are important to the water cycle and to humans. Tadpoles keep water sources clean by feeding on algae, while adult frogs eat pests and insects that can carry disease. Frogs are an important indicator species, meaning that a healthy population of frogs means a healthy natural environment.

Bioswales Bioswales capture storm water runo, as well as any excess water ow from landscape
irrigation. The sloping sides direct water into the swale where the gentle course slows the water, allowing it to percolate through the soil. Larger bioswales can help replenish groundwater resources, while smaller ones provide water for surrounding plants by retaining water on site rather than carrying it away through a storm drain system.

As you follow the life cycle of the frog to adulthood, look over to the bioswale and remember – we are all part of this circle of life and what we do to sustain ourselves and other species only makes the world a better, cleaner and healthier place to live. Frogs can help to teach us how we are all interconnected in this ecosystem we call Earth! Ecosystem An ecosystem is a community of living organisms plants, animals and microbes supported by nonliving components of their environment like air, water, minerals and soil. The interaction of these components provide nourishment and energy to sustain life. Ecosystems can come in any size, from small areas like this bioswale, to the entirety of planet Earth.

you begin this walk you will notice the growth cycle of the frog, and how this ecosystem beside you contributes to this bene
cial amphibian.

Water Cycle In the natural process of the "water cycle," water slowly moves its way through the landscape, as rain, melting ice and snow percolate into the groundwater table through streams and ponds, and all of this water
nally returns to the ocean. Natural vegetation helps to minimize soil disturbance and erosion,
ltering out sediment and debris.

Tadpoles grow and thrive in the water protected by the plants that grow along the banks of ponds, streams and other water sources. As you walk towards the tadpole, take notice of the landscape plants. It’s a frog garden, with all the resources to promote a healthy amphibian population.

Water Table Replenishment
Water is stored in the ground, is moving slowly and is still part of the water cycle. Most of the water in the ground comes from precipitation that in ltrates downward from the land
surface. The upper layer of the soil is the unsaturated zone, where water is present in varying amounts that change over time, but below this layer is the saturated zone, where all of the pores, cracks, and spaces between rock particles are saturated with water. The term groundwater is used to describe this area. Another term for groundwater is "aquifer." All of us need water, not just frogs. It is the most basic requirement of life. By encouraging systems that reuse and replenish our water, we are all helping to maintain a healthy water supply to help sustain life for generations to come.

Oak Woodland habitats typically occur on north-facing slopes and along riparian corridors where soil moisture is high and sun exposure is limited.

This area of Pomona is home to some long-standing oaks that date back long before European settlement of the area. Coast Live Oak and California Black Walnut trees are typically found around the local hills. This area of the park is home to drought-resistant and native plants that thrive in the oak woodland environment. Many wildlife species inhabit this plant community because of the abundant food supply and protective shelter. While not the official state tree, the oak’s nearly universal presence and cultural reverence throughout the state makes it an iconic symbol for all of California.

The Pollinator Garden was designed and planted specifically to attract butterflies, hummingbirds and other insects and animals that help nature reproduce and multiply. Butterflies and other insects move from flower to flower and as they do, pollen gets attached to their limbs. As they continue, they pollinate the flowers as is nature’s design, ensuring growth and propagation of the garden. In addition to the excitement and movement of the birds and insects, the flowers burst with color and provide a visual feast throughout spring and summer. This garden is a vital part of our local ecosystem.

watercourses. The stream beds that wind
through the park are designed to collect
rainwater and runoff. During the winter
months, rainwater collects in the stream
bed and provides additional moisture to
these species. Boulders and rocks
stabilize the stream banks and help
anchor the root systems. This habitat is
home to a variety of animal species,
including amphibians such as frogs and
salamanders. Larger mammals and birds

turf substitute, it is a native plant
community highlighting California’s
unique perennial grasses and wildflowers.

Luiseños
TheOriginalPeople The name Luiseño was given to the area tribes by the Spanish who arrived in Southern California in the 17th century and were so named due to their proximity to the Mission San Luis Rey located in modern day Oceanside.

For over 10,000 years, the Luiseño or Payómkawichum as they are known in their native language – were spread out from what is now known as the southern part of Los Angeles County to northern San Diego County. They were hunter and gatherers with the men hunting deer, rabbits, small game, along with fishing in local streams and the ocean, while the women gathered an abundance of native acorns, nuts, beans, and fruits.

Today there are six federally recognized Luiseño bands. Recent legal victories on both the state and federal levels have assured their sovereignty leading to a renewed sense of purpose, self determination and prosperity.

Salvia apiana ‘White Sage,’ is an aromatic plant noted for its silvery gray to white foliage and beautiful white summer owers. Sage was widely used for its medicinal qualities as well as for use in Luiseño spiritual practices.

Muhlenbergia rigens ‘Deer Grass,’ was one of several plants used as for basket making. Other plants utilized included Sumac ‘Skunk Bush,’ and Juncus ‘Wire Grass.’ Basketry was one of the most cherished and important skills of the Luiseños.

Quercus agrifolia ‘Coast Live Oak,’ is a
revered indigenous tree that grows freely
throughout the area. The acorns were a
steady food source for the Luiseños.

This large rock served as a “Mortar” and the
Luiseños would use a “Pestle” to grind and
mash plants and minerals for medicinal and
food preparations.

This is a photograph of an early (circa 1900)
Luiseño home. The structure is made from natural
and traditional materials found locally, in much
the same way as their ancient ancestors.

Many examples of Luiseño culture and stories can be
found in local pictographs, still visible on rocks
throughout Mockingbird Canyon and many other
parts of what is now Riverside County.

Sweet Orange
Spanish Roots William Wolfskill (1798–1866) a native of Kentucky was a skilled hunter, trapper, herder, farmer and horticulturist. He became a Mexican citizen while fur trapping in New Mexico and moved to the Los Angeles area in the 1830s. He established farm and livestock operations in several ranchos around the region and at one time was the largest wine producer in the West.

He is most famous for being the “Father of the Citrus Industry,” and his profits from citrus was noted by an official with the Citrus Grower’s Union as having done more to “stimulate orange growth in Southern California” than any other factor. He is known for hybridizing and patenting the very popular sweet Orange known as the Valencia. Named for the Spanish City of the same name, the orange is a favorite of commercial growers and is known for its sweetness and its high vitamin C content as well as being the only commercial citrus crop to yield its harvest during the summer months.

The climate is semi-arid Mediterranean and much like our home state requires well managed irrigation practices. Water rights and use disputes are decided by the Tribunal de las Aguas of Valencia which has been held in the same plaza for over 1000 years. *The answer is Spain, the photo is from an orange grove in Valencia.

Valencia lies in the Andalusia region of Spain, an area that was contested between the Christians of Northern Spain and the Moors of the Arabian Pennisula for hundreds of years. The architecture at Plaza de la Virgen shows both early Spanish and Moorish inuences.

The contemporary version of the the Tribunal de las
Aguas of Valencia meets every Thursday to settle
disputes and water issues at the Plaza de la Virgen.

Project Management & Oversight
Gregg Denson will play a key role with the projects. He will participate in community outreach efforts and will contribute design solutions that reflect the needs and vision of stakeholders. His expertise will help ensure that the final design is both functional and responsive to community input.

One of our highly experienced project managers, Peter Dalman, Kay Kite, Ryan Skolny or Aaron Odland, will actively participate in community outreach, lead the design process, and oversee our design staff in preparing bid-ready documents. They will serve as the primary points of contact with city staff, ensuring clear communication and alignment with project goals. Topographic Survey
To create accurate base sheets, we have included the preparation of a topographic survey for all the park and trailhead projects being bid on within this proposal, conducted by Madole & Associates, Inc.

This survey will locate above-ground improvements to support accurate planning and design. It is being included as an optional fee in the event the City requires these services.

Electrical Engineering & Lighting
JCA will provide electrical engineering services, including lighting design, electric design and construction documents for Homme Adams Park, University Park, Washington Center, Randall Henderson Trailhead, Freedom Park, and Ironwood Park, including lighting standards and enhancing park usability during evening hours.

Geotechnical Evaluation
Geo Tek will perform geotechnical and infiltration evaluations for 3 parks, providing critical soil and foundation assessments to support the design and construction process. (Homme Adams Park, Randall Henderson Trailhead, and Ironwood Park)
Water Feature Design
California Waters will assist with the design and preparation of construction documents for the water feature at Ironwood Park, ensuring a well-integrated and functional aquatic element.

DSA Approval for School Improvements
SVA Architects will support the project by assisting with the DSA (Division of the State Architect) approval process for planned improvements at Washington Charter, overseeing compliance with regulatory requirements.

Environmental Analysis
ECORP will conduct an environmental analysis for Homme Adams Park and Randall Henderson Trailhead, for compliance with environmental regulations and identifying potential project impacts.

ADG will provide professional services for the Trailhead and Park Revitalization at Homme Adams Park (and Trailhead) Project in the City of Palm Desert. Currently there are a number of amenities existing at the trailhead, including monument signage, two rail fencing, trash enclosures, educational signage, a small shade structure with seating, and a drinking fountain. Which while all functional are dated and the City wishes to update the amenities at the park and include a new disc gold course, to do this ADG anticipates:
• Additional parking to be implemented on site
• New amenities such as a pre-fabricated restroom, shade structure seating area and amenities identified during community engagement
• Disc Golf Course Design with tee boxes and disc baskets (total number of holes to be determined)
• New landscape around key areas like the parking areas and trailhead This retrofit will align with established park standards while promoting both functionality and visual appeal.

PROJECT APPROACH:

ADG, having already visited the site, has a solid understanding of the existing conditions and is prepared to meet with the City immediately upon selection.

ADG will engage with the City to discuss the proposed scope of work, initial budgets, project details, and an updated timeline based on realistic expectations and starting points. Following this meeting, ADG will conduct a comprehensive site analysis of the park site and surrounding conditions at Homme Adams Park.

The findings from this site analysis will help identify existing challenges and potential opportunities. These insights will be integrated into the public engagement plans using the TIERS methodology, ensuring a well-informed and community-driven approach.

ADG will facilitate three community engagement meetings as part of Task I: Public Engagement Phase. This will begin with an initial meeting with City and Parks and Recreation Staff to establish the approach for public engagement. Following this, ADG will conduct initial stakeholder and secondary stakeholder meetings, as well as broader community outreach efforts.

Simultaneously, Task II: Preliminary Planning and Conceptual Design Phase will progress in parallel to ensure that all necessary materials are prepared for these meetings.

After gathering community input, ADG will compile and analyze the feedback to develop a comprehensive report for the City Council. This report, which will include an overview of requested amenities and recommendations for any further input if needed, will be submitted no later than three months from the contract start date.

PROJECT ASSUMPTIONS:
• The Scope for Homme Adams Park as defined in the RFP shall be focused on the additional parking, a new shade structure, a dry well pre-fabrication restroom, additional park furnishing, a disc-golf course, and the possibility of some additional landscape. If the scope expands beyond this after Task I and Task II, ADG and its consultants reserve the right to adjust fees accordingly. • The City has indicated the possibility of providing topographic surveys but has requested an optional survey fee from our consultants for convenience. • If new lighting fixtures need to be added to the exiting lighting system, JCA has provided a separate fee for the City to consider.
• Structural engineering for various amenities are not included in this fee. It is anticipated the manufacturers will provide these, however if that is not the case or the scope expands during public engagement and amenities requiring engineering are to be implemented ADG will reach out to a structural engineer for an additional fee.

8. Secondary Public Engagement Meeting, where ADG shall present multiple design alternatives (two anticipated). ADG will collect feedback for both the designs to make design revisions and finalize the preferred design (one anticipated) with the feedback received.

Final Public Engagement meeting, where feedback from the City and Stakeholders, as approved by the City during the previous meeting, will be incorporated into the final design and presented during this meeting. Any final feedback will be incorporated after this meeting to provide a final concept for the City. 10. Following the completion of each of the engagement meetings, a Public Engagement Report will be drafted reporting on each of the meetings findings. It is anticipated that three months after the contract start date this report will be finalized and completed for City review.

11. Monthly in-person meetings will be attended for an anticipated six months (six meetings). This will cover the conceptual design through construction documents. Monthly meetings in the construction phase are not anticipated.

Which, while all are still functional they are dated and the City wishes to update the amenities at the trailhead, to do this ADG anticipates:
• Additional parking to be implemented on site.
• New amenities such as a pre-fabricated restroom, shade structure seating area and amenities identified during community engagement.
• New landscape around key areas like the parking areas and trailhead.

This retrofit will align with established park standards while promoting both functionality and visual appeal.

PROJECT APPROACH:

ADG, having already visited the site, has a solid understanding of the existing conditions and is prepared to meet with the City immediately upon selection.

ADG will engage with the City to discuss the proposed scope of work, initial budgets, project details, and an updated timeline based on realistic expectations and starting points.
