METHODOLOGY & WORK PLAN

SCOPE OF WORK
FCG proposes to provide the City with staff augmentation services for Construction Management and Inspection Services.

Understanding of Need
FCG will provide the City of Pico Rivera with as-needed Construction Management and Inspection Services for capital improvement projects at the City’s request. FCG provides services including roadways, structures, utilities, street lighting, traffic signals, Irrigation and landscaping, and various other public works developments. We are ready to assist the City with constructability reviews, contract administration, construction management, cost estimating, inspection, collaboration with stakeholders to solve problems, maintaining records, and reporting, as well as document control, claims mitigation, utility coordination, and project acceptance. FCG has extensive public works experience, civil engineering construction expertise, depth of resources, and knowledge of local and regulatory issues. Projects may be funded through various state, local, and federal funds and it is important for the consultant team to have knowledge of City/County Standards, Greenbook Caltrans design procedures, Caltrans Local Assistance Procedures Manual (LAMP), Caltrans Local Assistance Program Guidelines (LAPG), Caltrans Standard Plans and Specifications, and state regulatory requirements.

Specific services FCG offers the City to assist in managing its capital improvement program include but not limited to:

Project Management
Our goal as the Project Management and Construction Management consultant is to successfully deliver projects on time, within budget, and according to plans and specifications. The tables below briefly list the construction management services provided by The FCG Team:

Project Management Services

Construction Management Services
Conduct a pre-construction meeting and bi-weekly construction meetings with the contractor, the City, and all other involved parties. Prepare and distribute meeting agendas and minutes.

Manage and coordinate all aspects of the project including coordinating with City staff, multiple contractors, agencies, and project stakeholders.

Prepare Weekly Status Reports and Statements of Working Days.

Coordinate design changes with the Engineer of Record.

Provide the City with As-Built and electronic sets of drawings at project completion.

Monitor materials documentation and testing results as well as enforce corrections.

Conduct labor compliance per LAMP requirements. Maintain project files per LAMP guidelines.

Review and approve the contractor’s safety program and traffic control plan.

Review and respond to all RFCs.

Process all project documentation per City and Caltrans guidelines.

Perform a constructability review of the 100% plans, specifications, and estimates.

Prepare cost estimates.

Verify contractor conformance with the City’s Community Workforce Agreement (CWA).

Maintenance and Facilities Construction Support
FCG staff have managed Maintenance and Facilities for municipalities and will perform the following:

Assessment
FCG will assess the current concrete condition (damaged, cracked, displaced, and ADA) of the entire length of proposed project and other miscellaneous areas concrete facilities (sidewalks, curbs and gutters, ramps, driveway approaches, spandrels, and cross gutters, etc.) and other areas as assigned. This assessment will include determining if the sidewalks and other facilities need replacement, grinding, temporary ramps, etc. for the consultant to generate lists of actions needed. The process and techniques used to evaluate the concrete facilities will be explained in a report.

FCG will input information that includes location, measurements, etc. on a spreadsheet.

FCG will generate a google map that lists the addresses of locations identified, list of items for bidding purposes.

The FCG team is highly experienced in coordinating with utility companies and third parties to achieve successful project completion. Third-party coordination services include the following tasks:

Utility & Outside Agency Coordination Services
Send notification of the pre-construction meeting to all affected utility companies, the Sheriff’s Department, the Orange County Fire Department, and other project stakeholders prior to construction.

Review project scope of work with each utility company at the construction conference and review possible conflicts. Work with each utility to ensure that specific needs of the project are understood.

Labor Compliance
The FCG team is highly experienced enforcing labor compliance in accordance with State and Federal requirements, specifically LAMP and Community Block Development Grant (CBDC) program requirements:

Labor Compliance Services
Verify eligibility of selected contractor and its subcontractors to receive contract awards by confirming current, active license status with Contractors State License Board; current, valid contractor’s bond and workers’ compensation coverage; LAPM submittal requirements; nonappearance on Federal List of Parties Excluded and State Division of Labor Standards Enforcement lists.

Attend preconstruction meeting to present federal labor compliance requirements to contractor and subcontractors; prepare minutes and attendance record.

Verify and document jobsite posting of wage rate information and required labor compliance posters. Conduct site visits to monitor workforce utilization; perform labor compliance interviewing of employees on site, using appropriate forms, in the proper frequency and of the proper work classifications required by governmental authorities.

Receive and review labor compliance documentation from public works observers or inspectors and compare with contractor-submitted documents and interviews and information obtained from site visits. Monitor contractor payroll documentation of certified payroll reports, fringe benefit statements, apprenticeship documentation, and payroll deduction authorizations.

Review and verify the contractor’s skilled and trained workforce certification and monthly skilled and trained workforce reports.

Follow up with contractor by telephone, email, and/or certified mail regarding required document submittals and payroll discrepancies. Provide detailed description of deficiencies; outline corrective actions; and enforce deadlines for compliance.

Receive, pursue, and document labor complaints and/or violations; prepare violation reports to oversight entities as required; recommend special action to be taken if contractor continuously fails to comply with requests and requirements.

Coordinate with City staff the withholding of progress payments if contractor fails to abide by labor compliance requirements.

Maintain content and format of federal labor compliance file in conformance with applicable government requirements.

Coordinate project file reviews by authorized county, state, and federal agencies.

Submit complete federal labor compliance file to City for retention.

Project Close-Out
The FCG team will assist the City with all aspects of project close-out, including, but not limited to, the following tasks:

Coordinate a final walk-through with all affected stakeholders, prepare the punch list, certify completion of the project, and recommend acceptance.

Transmit the contractor’s approved Record Drawings (As-Builts) to the City. Provide an electronic version of all drawings. Provide paper and electronic files of all construction documents in the City’s approved format.

Finalize record drawings, contract bid items, claims, change orders, and punch list items.

Prepare all final reports, including report of completion for acceptance of the project.

Finalize and deliver all construction files to the City for archives.

Address any unresolved issues including, but not limited to, change orders, claims, etc.

Complete documentation required by LAPM.

METHODOLOGY
1) Constructability/Biddability Reviews - The FCG Team will review the plans and special provisions during design for errors and constructability and biddability issues, report those findings to City of Pico Rivera, and will coordinate with the design team to eliminate such issues. By being active during design, these findings typically provide for accurate and concise bids that eventually reduce RFI’s, changes or claims during construction. Most importantly, bid items in the Special Provisions must be clear as they describe the work, measurement of the work, and what is included in the payment of each item.
2) Value Engineering (VE) - The FCG Team will conduct value engineering as requested by the city. We will follow the FHWA VE process during the concept and design phases, by using a multidiscipline team of engineers not involved in the project, that will provide recommendations for:
 the needed functions safely, reliably, efficiently, and at the lowest overall cost.  improving the value and quality of the project.
 reducing the time to complete the project.
3) Public Bidding Phase Support - The FCG Team will assist the City of Pico Rivera in the construction bid procurements, including contract documents, Federal and State requirements, Plans and Special Provisions, and permit requirements. We will perform all work per the City and Caltrans Construction Manual and Local Assistance Procedure Manual.
4) Submittal Tracking and Reviews - The FCG Team will provide the contractor with a list of submittals as per the Special Provisions, then perform a thorough, comprehensive review of the contractor’s submittals. We will work closely with City of Pico Rivera to determine which submittals the design consultant will review, and which will be reviewed by the FCG Team. A Submittal log will be developed, maintained, and tracked according to when they are received and returned to the contractor and a copy will be included with each transmittal and at the weekly meetings.

Materials releases and certificates of compliance will be kept in the appropriate filing categories, and materials summary sheets will have a running total of materials used on the Project. Anticipated submittals include, but are not limited to, baseline schedule, bi-weekly lookahead schedules, shoring plans, falsework plans, demolition plan, bridge materials, concrete mix designs, HMA job mix, shop drawings, quality control plans, traffic handling plans, piling plans, health and safety plan, lead compliance plan, and temporary lighting plan. 5) Construction Staking – Under the direction of the Resident Engineer and FCG inspector will coordinate with the Contractor for verification of Contractor’s staking, layouts, controls, spot check reference points, and finished work.

The Surveyor will acquire the horizontal control and record maps from the City and identify existing survey monuments/right-of-way.
 The FCG Team will verify contractor’s surveyor staking and layout to ensure compliance with State’s requirements in terms of preservation and/or re-establishment of survey monuments, including recordation requirements.  The FCG Team will verify contractor’s surveyor work to ensure compliance with all required construction survey requirements including, but not limited to, setting lines and grades, construction staking, and preparation of cut sheets.  The FCG Team will prepare and file any documentation required for recordation with the LA County Recorder’s Office.  The FCG Team will perform any other survey activities as deemed necessary by the City to ensure construction of the Project is following the PS&E.
6) Construction Management & Controls - Our goal as the construction management consultant is to successfully deliver projects on time, within budget, and according to plans and specifications. The FCG Team will provide the following services:
 Conduct a pre-construction meeting and bi-weekly construction meetings with the contractor, the City, and all other involved parties.

Prepare and distribute meeting agendas and minutes.
 Manage and coordinate all aspects of the project including coordinating with City staff, multiple contractors, agencies, and project stakeholders.

The FCG Team will receive, process, track, and document Project requests for Contract Change Orders from the Contractor and a CCO log will be established at the beginning of the Project and will be continuously maintained and updated by the RE. To the delegated level of approval, and under the City of Pico Rivera’s direction, the FCG Team will determine the need, merit, scope, estimated cost, and schedule impacts to the project because of potential contract change orders. The FCG Team will also negotiate change orders with Contractor as directed. Once merit is established, The RE will prepare change orders based on the Contract Documents and in close coordination with the Design Engineer and City Project Manager.
 FCG’s CM will manage the Project’s budget and will set up an internet-based document controls system. The team will prepare independent monthly estimates for the Project duration, review payment requests, make payment recommendations, and prepare progress payments in the City’s standard format monitoring both the Project and contingency budgets. Our report to City of Pico Rivera will include amount paid to contractor to date, previously paid amount to contractor, percent complete of each bid item, executed change orders, and retention withheld from each pay estimate. Our intent is to keep the City of Pico Rivera fully informed of the financial status of the project.  Provide the contractor with a list of submittals as per the Special Provisions, then perform a thorough, comprehensive review of the contractor’s submittals. We will work closely with City of Pico Rivera to determine which submittals the design consultant will review, and which will be reviewed by the FCG Team. A Submittal log will be developed, maintained, and tracked according to when they are received and returned to the contractor and a copy will be included with each transmittal and at the weekly meetings.  Process all project documentation per City and Caltrans guidelines.  Provide community public relations and outreach services. 7) Contract Administration – The FCG’s CM/RE and Office Engineer will establish and maintain a filing system in hard copy as well as electronically, using the Caltrans Construction Manual as a guideline to ensure compliance with Federal funding requirements. FCG typically utilizes the Caltrans filing system on projects. Additionally, FCG’s Office Engineer will upload the electronic data documentation to the City. All hard copy files will be scanned as PDF files and stored digitally on a server with a filing structure duplicating the hard copies and will provide regular reports as required by the funding agreements.
8) Inter-agency and Third-Party Utility Coordination - The FCG’s Team will manage the Project’s utility coordination efforts with the contractor and the local utility companies. A critical factor for constructing any project is early

Our CM and the FCG Team will coordinate with each utility company and work diligently to communicate, schedule, and achieve the timeline for each relocation or new construction. For utilities planned for relocation during construction, the FCG Team will initiate coordination with the contractor and the respective utility to plan for USA Dig Alert, potholing, and scheduling of the relocation work of the facilities. The CM will verify the Contractor incorporates work related to the utilities in the baseline schedule. The FCG team is currently providing these same types of services to Cities of Irwindale, Downey, Burbank, and other municipalities and agencies throughout the state. The FCG Team utilizes a system for tracking building and public works permits using a spreadsheet. This system is simple and allows the permittee and City officials to view the current budget and status of each permit. The FCG Team will keep every agency involved should any changes or modifications are needed. The FCG Team will ensure that the baseline schedule submitted by the contractor includes the permits requirements.
9) Construction Inspection - FCG will provide the City with a team of qualified construction inspectors experienced in street, bridge, water, sewer, storm drain, safety lighting, utility relocation, street rehabilitation, pavement preservation, traffic signals, constructing and widening ramps, signing and striping, retaining walls, parks and trails, irrigation & landscaping, traffic control, drainage systems, and asset assessment and reports. We have completed this work enforcing different specifications, including Caltrans Standard Plans and Specifications, Greenbook Standard Plans and Specifications, SWPPP, Safety, Cal-OSHA, Caltrans Safety Requirements, and City of Pico Rivera Safety Requirements. The construction inspection services FCG provides are listed below.  Ensure project construction in accordance with approved plans, specifications, and estimates; City standards; Standard Plans and Specifications for Public Works Construction; and Caltrans Standard Plans and Specifications.  Coordinate with City staff, including emergency responders and utility companies, and other project stakeholders.  Coordinate construction activities inclusive of temporary parking restrictions, temporary traffic control, etc.  Complete daily measurements of quantities of work with the contractor and daily inspector reports. Provide complete and documented measurements and calculations to administer progress payments, change orders, extra work, etc.  Provide daily reports to City staff on a weekly basis.  Attending all project meetings such as pre-construction, field, and progress meetings.  Prepare in-progress punch lists at the completion of each phase of the project.  Ensure all construction activities are witnessed. If deemed necessary, inspection for night work shall be performed.  Ensure compliance with the NPDES program, and the Construction Site Best Management Practices (BMP) Manual.  Inspect materials and equipment upon delivery for compliance with construction contract documentation.  Each working day, meet with the Contractor to review proposed work plans, including specific details that may affect progress. Inform City’s Project Manager of any work which may result in a noteworthy impact to the City.  Document field changes and maintain red-line as-built set of construction drawings.  Closely monitor compaction, material, and other necessary testing results and require the Contractor to provide corrective measures to achieve compliance.
 Maintain copies of all permits needed to construct the project and enforce special requirements of each. 10) Labor Compliance – The FCG team is highly experienced in enforcing labor compliance in accordance with State and Federal requirements, specifically LAMP and Community Block Development Grant (CBDC) program requirements. The FCG Team will:

We will review the contractor’s SWPPP to ensure compliance with the Regional Water Quality Control Board (RWQCB) permit requirements. We will conduct regular inspections of the site with the contractor and upload reports and documents to the SMARTS database. Our team will ensure the contractor adheres to the approved SWPPP plan and installs and maintains appropriate BMPs. FCG inspectors understand the importance of managing the SWPPP. All FCG inspection staff have completed their Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD) training and are QSP/D certified. The inspectors are trained in the preparation of SWPPP diaries including the on-line reporting, review of Best Management Practices (BMP’s), and erosion control measures both during the rainy season and throughout the year. They will immediately notify the Resident Engineer of any problems during the implementation of the SWPPP. Proper implementation is especially important on all inlets and discharge points.
12) Multi-Trades Materials Testing (asphalt, concrete, masonry, steel) – Material testing shall conform to all Caltrans Standards and the LAPM The services include but are not limited to:
 Review and approve AC mix designs.
 Review and approve PCC mix designs. Consult with City for approval of PCC mix for the Project.  Provide all material source inspection, sampling and testing by a qualified materials engineer as required.  Provide requested miscellaneous consultation during the Project, including discussion with the contractor to emphasize proper treatment of concrete. Provide all compaction tests per plan, specifications, and regulations per LAPM and contract documents. Provide nuclear compaction testing and provide geotechnical soil testing.  Provide coordination for traffic controller testing and other traffic signal equipment as needed. 13) Progress Meetings and Reporting - The Resident Engineer will conduct weekly progress and field meetings with the contractor, City of Pico Rivera, as necessary and appropriate, and the inspectors, Office Engineer, and other subconsultants will attend and participate in the discussions and documentation of the meetings. Our RE will prepare the meeting agendas, which will include reviews of the Project schedules, a summary of submittals and RFI’s, unresolved issues, and new issues requiring follow-up. Our RE will produce meeting minutes for each meeting. In addition, The FCG Team will coordinate and meet with residents, business owners, utility firms, and other agencies involved with this project as needed. The RE will discuss issues with the Inspectors, and Office Engineer to ensure previous meeting minutes have been documented and distributed.  Public Community Relations/Outreach - The FCG Team believes that public outreach is essential to the success of any project that will have an impact on motorists, residents, businesses, and schools.  Traffic Control – If the Contractor is required by contract to submit a Traffic Control Plan (TCP). Coordination between the TCP and the construction staging proposed by the contractor is imperative. There are some issues to be considered and resolved during construction and the FCG Team will look forward to assisting with constructible

Per specifications, the job site shall be maintained in a neat and orderly condition and safe pedestrian pathways always provided along all sidewalks, without exception.

The FCG Team will coordinate all efforts with the City and the Contractor to ensure full compliance with the requirements of MUTCD, WATCH Manual, and project specifications.  The FCG team will coordinate with schools to incorporate their schedule and activities as part of the TCP.  The FCG Team will coordinate with the Contractor and residents and businesses regularly through flyers, weekly and monthly meetings as needed to mitigate concerns, traffic impacts, noise, and dust control. FCG will contact managers of each establishment in the area and explain to them the nature of closures and detours, and parking restrictions. 14) Progress Payments and Grant/Fund Tracking - The FCG’s CM will manage the project’s budget and will set up an internet-based document controls system. The team will prepare independent monthly estimates for the Project duration, review payment requests, make payment recommendations, and prepare progress payments in the City’s standard format monitoring both the project and contingency budgets. Our report to City of Pico Rivera will include amount paid to contractor to date, previously paid amount to contractor, percent complete of each bid item, executed change orders, and retention withheld from each pay estimate. Our intent is to keep the City of Pico Rivera fully informed of the financial status of the project.
15) Change Order Management - The FCG Team will work with the City of Pico Rivera during the construction contract award and change order process to assist City of Pico Rivera in controlling the costs of the project and controlling the factors that may escalate project costs. The FCG Team will receive, process, track, and document project requests for contract change orders from the Contractor and a CCO log will be established at the beginning of the Project and will be continuously maintained and updated by the RE. To the delegated level of approval, and under the City of Pico Rivera’s direction, the FCG Team will determine the need, merit, scope, estimated cost, and schedule impacts to the project because of potential contract change orders. The FCG Team will also negotiate change orders with Contractor as directed. Once merit is established, The RE will prepare change orders based on the Contract Documents and in close coordination with the Design Engineer and City Project Manager. 16) Permit Monitoring - The FCG team is highly experienced in coordinating with regulatory agencies and R/W permits and understands the criticality of keeping them informed and involved during the project, The FCG team is currently providing these same types of services to Cities of Irwindale, Downey, Burbank, and other municipalities and agencies throughout the state. The FCG Team utilizes a system for tracking regulatory, building and public works permits using a spreadsheet. This system is simple and allows the permittee and City officials to view the current budget and status of each permit. The FCG Team will keep every agency involved should any changes or modifications are needed.

The FCG Team will ensure that the baseline schedule submitted by the contractor includes the permits requirements. 17) SWPPP & Erosion/Sediment Control Monitoring – As previously stated, the FCG Team includes members certified as Qualified Stormwater Developers (QSD) with applicable certifications. We will review the contractor’s SWPPP to ensure compliance with the Regional Water Quality Control Board (RWQCB) permit requirements. We will conduct regular inspections of the site with the contractor and upload reports and documents to the SMARTS database. Our team will ensure the contractor adheres to the approved SWPPP plan and installs and maintains appropriate BMPs. 18) Claims & Disputes Prevention/Mitigation - The FCG Team’s renowned claims division and our claims experts have a proven track record with Caltrans and other public agencies on similar projects. We will monitor all site records of events, labor, materials and equipment for potential claims or dispute issues. This data will be essential when analyzing the contractor’s CPM schedule and claims. Our team will address every issue that will contain all relevant RFI’s, change orders, correspondence, pictures, inspector’s dairies, cost analysis and schedule analysis. Our objective will be to minimize issues by providing concise analysis of all issues on the project. Our Resident Engineer will establish an open communication plan with the Contractor to discuss all project matters and will respond to all issues timely to minimize any potential for claims. Typically, claims arise from lack or shortage of communication and delay in response to RFI’s and change order requests. The FCG Team will address all concerns, RFI’s, and change order requests in a timely manner and will document all matters in case a claim is submitted. The FCG Team has experience reviewing and responding to claims arbitration to resolve such matters.

Construction Management and Construction Inspection Services 19) Comply with Federal and State Grant Requirements Including Reimbursements – The FCG Team has extensive experience working on federally funded projects that utilize FHWA and Local Assistance Procedures Manual requirements for documentation and filing, verifying certified payroll of contractors, and producing documentation and reports accordingly. We estimate that 90% of the projects we manage are Federally funded projects. 20) Comply with CDBG Requirements - The FCG Team has extensive experience working on CDBG grants and will submit all required quarterly reports, project performance measurement plan, preconstruction checklist, amendment to the original agreement, etc. In addition, the FCG Team will assist the City in incorporating the CDBG requirement in the contract special provisions
21) Project Closeout - The FCG Team will recommend to City of Agoura Hills that final acceptance be issued to the contractor when all punch-list work is completed, and all issues and Project walks are signed off by City of Agoura Hills, LACFCD, LVMWD, and Utility Companies. Finally, all as-builts will be inventoried and verified completely prior to final acceptance and recommendation of final payment to the contractor. The FCG Team will perform the project closeout as follows:
 Coordinate a final walk-through with all affected stakeholders, prepare the punch list, certify completion of the project, and recommend acceptance.
 Transmit the contractor’s approved Record Drawings (As-Builts) to the City. Provide an electronic version of all drawings. Provide paper and electronic files of all construction documents in the City’s approved format.  Finalize record drawings, contract bid items, claims, change orders, and punch list items.  Prepare all final reports, including report of completion for acceptance of the project.  Finalize and deliver all construction files to the City for archives.  Address any unresolved issues including, but not limited to, change orders, claims, etc.  Complete documentation required by LAPM.
 Prepare and submit the final payment package to the contractor.  Submit final project records to the City of Pico Rivera.  Collect and submit to the City of Pico Rivera release of any liens from the contractor.  FCG Team will prepare Notice of Completion and will coordinate with permittees and City for acceptance.  Submit final funding reimbursement request to the State and any other funding sources. 22) On-Call Services - Staff augmentation is very important to many public agencies for various reasons, including lack of funding for procurement of agency staff, and/or the immediate need based on the number of projects or the funding.

In many instances there may be a combination of reasons why public agencies refer to procuring on-call contracts that produce a level of comfort through hiring outside agencies. FCG fully understands the on-call business and will implement this knowledge to meet the needs of the City.

On-call contracts can be very dynamic in nature. As projects surface for construction so does the need for additional staff. FCG understands that a well-defined communication plan with the agencies can achieve better results. As the need for additional staff increases, our responsiveness to meet the need is imperative for the success of the project.

Responsiveness to immediate and/or planned need for staffing is key since the need may not always be planned.

FCG is always ready to provide staff for agencies, planned or otherwise. 23) Design Support Services - FCG offers Specifications Development and review and can generate project specific special provisions (Green Book – 2021 or older). FCG also offers Peer Design review. 24) Asset Assessment and Report - FCG will assess the current concrete conditions (damaged, cracked, displaced, and ADA) of the entire length of proposed project and other miscellaneous areas concrete facilities (sidewalks, curbs and gutters, ramps, driveway approaches, spandrels, and cross gutters, etc.) and other areas as assigned.

Schedule of Fees and General Terms

TERMS AND CONDITIONS

GENERAL CHARGES
RMA Group requires twenty‐four (24) hour prior notification for scheduling inspectors and/or technicians.

Inspection charges start at the scheduled show up time at the job site. All inspection hours will be billed in the following increments:

There will be a minimum two (2) hour charge for any RMA Group employee presence on site.

Any time less than four (4) hours of work will be billed as four (4) hours.

Four (4) to eight (8) hours will be billed as eight (8) hours.

When personnel are required to work in excess of 5 hours without an uninterrupted meal period of 30 minutes, due to project constraints, ½ hour will be charged at double time rates in addition to any applicable hours worked.

Rates are valid through December 31, 2026. Rates for personnel will increase by 5% per year on January 1st of each subsequent year. Outside services will be billed at cost plus 15% unless billed directly to and paid for by Client.

OVERTIME CHARGES
Work performed in excess of 8 hours per day and / or up to eight (8) hours on Saturdays will be billed at 1.50 times the unit rate.

Work performed on Sunday, recognized holidays, orin excess of eight (8) hours on Saturdays will be billed at 2.00 times the unit rate.

A 20% surcharge will be applied for laboratory tests performed on a Saturday or Sunday.

NIGHT WORK
A $10.00 per hour surcharge will be added to all personnel rates for work performed during night shifts.
