The intersection of Azusa Avenue and Amar Road, one of
the busiest intersections within the City of West Covina, was experiencing heavy traffic congestion, multimodal access and connectivity challenges, and safety concerns. The design and construction of the Azusa Avenue/Amar Road Intersection Widening, Roadway Realignment and infrastructure

This widening and realignment project provided significant relief to traffic congestion, improved safety for commuters, and increased access and connectivity for multimodal and vehicle capacity at the intersection, adding new travel lanes in each direction. These new lanes required critical utility relocation and coordination efforts, while also relocating and reconfiguring the existing medians, and sidewalk, curb and gutter. This project also included key modifications of all existing traffic signals, signing and striping, landscaping and wayfinding.

Pacifica provided comprehensive construction and project management services, including inspections and QA/QC; utility relocation coordination and third-party agency coordination; constructability review; traffic control; SWPPP; ADA compliance; and public outreach. Our team developed strong relationships with key stakeholders, including local agencies, impacted businesses, and residents, to gain early consensus, ensuring the City’s project was delivered on schedule and within budget.

WORK APPROACH

E. WORK APPROACH

APPROACH TO MANAGING THE

SCOPE OF SERVICES
Our approach to seamlessly managing capital
improvement projects is based on proven
management and administrative systems that
have been developed through our experience
to enhance communication among our
clients, our team, regulatory agencies, and all
key stakeholders. At Pacifica, our proactive
management approach is grounded in our
understanding that successful projects are
the result of key elements including ongoing
communication, a thorough understanding of
the project and our client’s needs, schedule
and budget requirements, project execution,
quality control, and risk management.

With our track record of successful project
delivery, Pacifica offers a unique and
comprehensive approach to delivering public
works projects. Fundamental to any project’s
success is our in-depth understanding of the
needs and goals of our clients, knowledge of
our clients’ policies and procedures, as well
as the key stakeholders and the potentially
impacted community. We engage early on with
agency staff, key stakeholders, engineers and
designers, public utilities, applicable regulatory
agencies, and the local community.

For the City’s CIP program, we will develop
a tailored process to each individual project
under this capital improvement program.

A project justification and criteria package
will be defined and will incorporate project
scope, deviations from standards, and specific
programmatic requirements that can be driven
into the bid and award phase, which will then
be represented in the plans and specifications.

This methodology will be outlined and defined
to drive consistency and predictability.

To serve the City with comprehensive services
ranging from construction management and
inspection, to constructability review and
utilities coordination, to labor compliance
and project close-out, Pacifica will implement
the following key directives:

1. Responsiveness and Collaboration
We commit to bringing you our best staff to
deliver your projects on schedule and within
budget. For the City’s on-call contract, we are
dedicating Jeff Camacho, as your Principalin-Charge for overall high-level oversight and resource allocation. Jeff and our project
managers understand your immediate and
long term program/project staffing needs. We
have allocated ample resources that will be
dedicated to meeting the needs and goals of
your projects.

We are committed to providing the City with
exceptional client service and the highest
quality deliverables that you can count on.

Our team is invested in the local community
and committed to ensuring your capital
improvements program is successful and
thriving for years, and decades to come.

2. Schedule and Budget Control
With nearly $14B in construction projects
under our management over the past 45 years,
Pacifica has been fortunate to provide critical
contributions that support the project delivery
and successful completion of significant
improvements for transportation and transit,
buildings and facilities, and local infrastructure
projects for public works agencies throughout
Southern California.

City of Pico Rivera | Proposal for On-Call Construction Management & Inspection Services At Pacifica, we believe that a successful
project lies in our proactive management
approach to project delivery. We have
developed our approach to focus on
exceptional client service and communication,
a detailed project understanding, prompt
execution, quality management, risk
management, schedule and budget control.

I 18
We have successfully managed construction
projects that range from large scale and
high-profile transportation projects, to local
infrastructure and facilities improvement
projects, using traditional and alternative
delivery methods.

Pacifica understands that the project schedule
is vital to the successful and timely completion
of any project, and that each is uniquely based
on the project’s determined critical path
milestones and anticipated budget.

We live by our proactive approach to schedule
control and address and mitigate any situations
or issues that could arise and potentially have a
negative impact on the project’s schedule. Our
method for successful schedule management
and control is achieved through the following
key strategies:
› Early coordination with the Contractor
and all outside entities that will affect the
project (such as public utility companies
and regulatory agencies).
› Early and regular coordination with the
existing project manager for the adjacent
ongoing project to avoid any potential
issues with the staging or exporting of
trucks and materials.
› Daily briefings with all parties including any
third-party contractors to discuss the daily
activities
› Prompt notification to the City of any issues
that arise that could potentially impact the
project or the project’s schedule.

We are excited to work collaboratively with
the City to ensure our best practices and
essential components of project controls and
management procedures are integrated into
an effective system to deliver your projects
on schedule and within budget.

3. Cost Estimating Approach and
Methodology
Our team of project managers looks at each
project and how that project affects the whole
program. From a cost estimating approach
during planning, this may require a budget
augmentation to that project, to either reduce
or add to the project budget depending on the
needs for each project.

There are multiple things to consider when
augmenting a budget during the planning
and programming phase, including how the
project fits into the City’s vision for success
and does the programming meet client needs
and growth goals. The cost estimating for both
the construction cost and the overall project
costs must begin at the conceptual phase to
set a good foundational budget that is updated
and reconciled at each major design milestone,
to keep the project on budget. Appropriate
contingencies are also applied and adjusted at
each milestone.

4. Change Order Management
Construction is a dynamic process with many
moving parts and pieces. Mitigating any
potential change orders is critical to keeping
projects on schedule and within budget.

Our team understands that there is always
a potential for changes, such as errors and
omissions, City directives or contractor-related
requests. We realize that changes and change
orders are not always a negative and view any
changes that come about with an objective
view to make sure it aligns with the best longterm goals and needs of City.

Our team also understands that our role should
never be adversarial; Pacifica takes pride in
partnering with the Contractor while ensuring
our clients’ interests are always maintained.

There is inherent risk for both the construction
manager bidding the project and the agency
issuing the contract documents. Both entities
will try to mitigate that risk in various ways.

City of Pico Rivera | Proposal for On-Call Construction Management & Inspection Services I 19
Our job is to ascertain major areas of risk on
the project and mitigate them early and often.

The intent is to provide the bidder with as
much relevant information as is available so
they can reduce their calculated risk in addition
to providing a better, more accurate price—not
going after change orders for items that are not
clearly scoped out in the bidding documents.

This provides a more reliable budget, and
mitigates claims for time and cost on the
project after it goes out to bid.

We will also request and negotiate all labor
rates at the project’s construction kick off
meeting and verify the rates against the
current applicable prevailing wage rates for
the classification of labor to ensure a more
seamless process for potential change orders.

5. Quality Assurance/Quality Control
Pacifica’s approach to quality assurance
(QA) and quality control (QC) from planning
through construction is thorough, detailed
an uniquely designed for each project. Our
approach is grounded in our understanding
that successful projects are the result of key
elements including a detailed understanding
of the project and our client’s needs, ongoing
communication and full transparency, quality
control, and schedule and budget control.

Most people look at a project and determine
its success based on the change order
percentage and completion date. While these
are important benchmarks, they are a portion
of the overall life of a project when you
consider the planning, programming, design,
bid, construction, closeout and maintenance of
the facility for the next 50+ years.

Without strong and proactive management,
any project has the potential for a higher
change order percentage and a delayed
completion date, due to unforeseen factors,
changes during design, and errors and
omissions. Effective planning and design
management mitigates these risks and
ultimately saves the City money. Additionally,
this practice contributes greatly to time saved
for City staff, key stakeholders and impacted
agencies. Following the defined guidelines of
our QA/QC Program, we will implement proven
techniques from inception through completion
to maintain and ensure QA/QC efficiencies.

For the City’s CIP, we will develop and
implement a tailored, project-specific Ouality
Control Plan (QCP) for each project based on
proven QA/QC elements to ensure quality of
all deliverables and timely delivery of critical
path milestones.

The following outlines the key elements and
procedures of our QA/QC plan:
› Engineering Design/Design Management
› Constructability Review
› Jurisdictional Coordination
› Cost Estimates and Schedule Review
› QA/QC Control Review
Pacifica will quickly establish and implement
the QA/QC Program for the City, providing
you with confidence that the materials,
components, and facilities provided or
constructed by the contractors conform to the
requirements of the contract documents and
the appropriate codes and standards.

City of Pico Rivera | Proposal for On-Call Construction Management & Inspection Services I 20
Once the QCP has been implemented, our
team will provide ongoing management and
oversight to ensure its effectiveness. We will
provide documentation that all materials used,
and techniques employed regarding facilities
and/or systems constructed are in accordance
with construction documents and specifications.

6. Safety
Managing safety during construction is
imperitive to ensuring the health and wellbeing of every person who steps on to a construction site. A solid, well-executed
construction safety management program
can prevent injuries, save workers’ lives,
and significantly reduce costs from potential
incidents resulting in lost time, wages,
investigations, and fines.

Pacifica’s approach to job site safety includes
the implementation of our comprehensive
safety management program - a systematic,
proactive method of identifying any and
all potential hazards early on and actively
managing and mitigating safety risks. Our
safety management program consists of the
following primary key elements:

Safety Policy and Objectives
Pacifica has established firm organizational
safety policies, objectives, procedures, and
roles. Employees are regularly trained and
educated on all current safety standards and
policies on an ongoing basis.

Risk Management
Risks must be assessed, analyzed, and
controlled on an ongoing basis. Pacifica
provides detailed, comprehensive risk and
hazard identification, including utilizing a risk
matrix to prioritize and monitor each risk.

Safety Assurance
Pacifica regularly monitors and assesses
our risk control measures to ensure their
effectiveness, identify areas for improvement,
and monitor for new hazards. Our inspections
and safety audits include establishing an
incident reporting system to help identify highrisk situations.

Safety Advocacy
Pacifica regularly enforces the importance
of work place safety amongst all employees.

Our culture embraces and encourages a sense
of personal and collective responsibility for
workplace safety.

Our staff regularly undergo safety training and
are well-versed in key responsibilities including,
but not limited to:
› Inspecting project sites and mitigating or
eliminating safety hazards
› Assessing and approving subcontractor
safety plans
› Verifying that tools and equipment are in
safe working order
› Promoting safety through ongoing training
and awareness
› Creating and enforcing safety guidelines
› Conducting accident and near-miss
investigations
› Addressing workers’ safety concerns
› Managing communication with state or
federal safety agencies
