Community Enhancement & Invest Fund (Measure H and R Funds) Citizen Oversight Board/Grant Application Reviewers
Re: Letter of Recommendation: Robert Young / Cub Scout Pack 387 I am the Chartered Organization Rep for Pack 387 since it was re‐established in Rancho Cordova and sponsored by the American River Gr
ange. Thank you for taking the time to review this letter of recommendation. I have known Pack 387 Cub Master Robert Young for several years and have high regards for his character, work ethic and passion for leading young boys and girls throughout the scouting program. Robe
rt is not only the Cub Master for the Pack, he is also an Assistant Scout Master in Troop 0363 and the Camping Director for the Three Rivers District for the Golden Empire Council.

Robert has put his heart, money, time and sweat into building and growing Pack 387. There have been many obstacles he and the leaders have had to overcome in order to keep the Pack active in our
community. With the addition of girls into the scouting program in recent years, Robert and his wife, Amber, have embraced the change and challenges with open arms. They are actively recruiting girls into the Pack. The cost to con
tinue a quality program to benefit the youth in the community continues to climb making it a financial hardship on all involved.

In order for the Pack to strive, it is imperative to continually recruit the next generation of youth as they move to the next phase of scouting. The grant propos
al for Branded Pop‐ups and Branded Feather Flags
will help make Pack 387 visible in the community. These items will be utilized continually. The pop‐ups will not only provide shade on sunny days, but they will serve as a beacon and placeholder at commu
nity service events, planned Pack activities at the park, campsites and anywhere the scouts are gathered. The Branded Feather Flags will also identify and attract those seeking information about what we do. These items will increase the number of opportunities the Pack needs to recruit and retain its volunteer forc
e.

I value Robert Young and support his initiatives for growing awareness of Pack 387. Scouting is an all‐ inclusive program that provides a positive foundation for young boys and girls and families to learn, grow and help one another indoors and outdoors while having fun. This is an essential program tha t should be supported and needs to thrive in our community.

Thank you for your consideration.

Kind Regards,

Project Information
Project Name
Food Recovery
Project Synopsis
The Food Recovery program will enable RCFL to continue as the primary recovery partner for grocers in RC. Food Recovery is a vital way to conserve resources and reduce waste thrown in landfills.

Project Description
SB 1383 sets as a goal that not less than 20 percent of edible food that is currently disposed of, is recovered for human consumption by 2025. It requires large commercial edible food generators (Grocery stores) to donate all edible food that would otherwise be disposed to an edible food recovery organization like RCFL . We have agreements with some of the largest grocery stores in Rancho Cordova. There are still stores not currently in compliance and we anticipate they will come online later this year. Five days per week we attempt to collect edible food that would otherwise go to waste and redistribute it to feed peo ple in need. This is the highest and best use for food that would otherwise go to waste. We currently run one large truck and one commercial van daily with limited hours. We need funding for additional drivers, fuel, and vehicle maintenance. Our fleet is aging and re quires  continuous maintenance as we increase the mileage on each vehicle. Currently we have two part time drivers. If we are to meet the growing demand for food recovery, we need to build our capacity. Many of the grocery stores do not understand the role they play in food recovery, as part of this proje ct we will create an education program for the grocery stores on the requirements of SB1383 and their role in food recovery and feeding the underserved. Food recovery in Sacramento County is currently at 50% of capacity. With proper education and infrastructure, we can become the first jurisdiction to reach 1 00% capacity and demonstrate to the region how to run a successful food recovery program!
Project Team

Project Goals
Food Recovery Rancho Cordova is designed to increase food recovery from its current level of 50% to recover 100% of the food available for recovery and redistribute that food to households facing food insecurity. Through education and capacity building its our intention to become a model food recovery program for the region. An a dditional goal is to increase access to fresh fruits and vegetables in order to improve the health of the underserved families we serve.

Our project, Abandoned to Servable, aims to improve the dining experience for customers at our restaurant in the Rancho Cordova community. We have identified an unusable space that is currently covered by a bar and plan to remove it in order to increase the number of tables available for customers. In addition to removing  the bar, we will also remodel the floor in order to create a more welcoming and attractive environment for our customers. Our goal is to serve more customers and better meet the needs of our community. This project aligns with the city’s Community Enhancement & Investment Fund guidelines by enc ouraging community pride. By improving our restaurant’s capacity to serve more customers, we hope to create a welcoming environment that encourages residents to call Rancho Cordova their home. We are confident that this project will benefit our community by creating additional opportunities for residents to come together and socialize in a welcoming envir onment. Additionally, by increasing our capacity to serve customers, we hope to contribute to the local economy by creating jobs and generating revenue. This includes the potential for increasing employment at our restaurant as we expand our operations. Throughout this project, we are committed to working with local partners an d suppliers in order to support other businesses in our community.

Project Team
This project will be led by Hyo Sook Yoo, the owner of the current restaurant. We will also be working with local remodeling contractors who have not yet been determined. Together, our team will be responsible for the development and delivery of this project.

Project Goals
Project Goals : Increase the number of tables available for customers by removing the unusable space covered by a bar. Improve the dining experience for customers by remodeling the floor to create a more welcoming and attractive environment. Serve more customers and better meet the needs of the Rancho Cordova community. Encourage c ommunity pride by aligning with the city’s Community Enhancement & Investment Fund guidelines. Contribute to the local economy by creating jobs and generating revenue through increased capacity to serve customers. To measure progress in reaching these goals, you could track metrics such as : 1. The number of tables added 2. Customer satisfaction ratings 3. The numb er of customers served 4. Community engagement and Application #103

CITY OF RANCHO CORDOVA
SAMPLE FISCAL YEAR 2023/2024 GRANT APPLICATION COMMUNITY ENHANCEMENT &

INVESTMENT FUND
The Fiscal Year 2023/2024 grant application period is open from February 6, 2023 through March 17, 2023 (5:00 p.m.). The City is accepting applications from individuals, organizations, businesses, and community partners who are interested in enhancing our community.

If approved, all grantees will be required to sign a funding agreement with the City. The agreement will require grantees to use the funds for the needs represented in their grant applications (with documentation requirements). The agreements will also contain minimum insurance requirements, statements related to the public purpose of the grant, and a provision requiring all unused funds to be returned to the City.

Please note that a separate call for visual art grant proposals will happen outside of this process. If you are proposing a permanent public art project in Rancho Cordova, a separate application process will be used at that time. Please submit your interest to our Art Interest List: https://www.cityofranchocordova.org/residents/community-enhancement-investment-fund/visual-artgrants.

Calming Kits for Classrooms
Project Synopsis In 50 words or less, please describe the project.

We will provide each FCUSD classroom in Rancho Cordova, with a calming kit. The contents of the calming kit will support young scholars' growth in 3 main SEL competencies: self-awareness, self-management and responsible decision-making. With your support, Rancho Cordova students will be able to better identify their emotions and learn healthy coping strategies to manage their emotions while remaining in the classroom for direct instruction.

Project DescriptionDescribe the project in detail and how it benefits the community based on the City’s Community Enhancement & Investment Fund guidelines and selection criteria. If you need more room to answer the question, please attach a separate document to your application.

This project will benefit the community based on the following Community Enhancement and Investment criteria: Calming kits for Rancho Cordova classrooms will support the growth and development of Rancho Cordova children and youth, enhance the quality of education services to Rancho Cordova students and residents, and improve the quality of life for our families and students by providing a social benefit to Rancho Cordova families.

The purpose of calming kits is to support teachers in building a calming space within their own classrooms that can be accessed by students when they need a space to process emotions or stress. Calming corners are a Tier 1 intervention where students can self-select to spend time in a safe space that has tools and resources for processing emotions, taking a break, or resetting themselves. Calming spaces in classrooms help students practice managing their emotions in healthy ways. These spaces normalize taking a break and engaging in healthy coping strategies, which helps students build resilience, develop emotional regulation, and increase self-management and responsible decision-making. By making kits that are used in all Rancho Cordova schools, calming spaces will have the same language and structure throughout the school building, providing routine and stability from class to class, and from grade to grade. Having a similar structure allows our young people to know what to expect when using these resources from class to class, which also is shown to reduce anxiety.

By providing kits for every teacher in our Rancho Cordova schools, we’re also increasing resources that keep students in their classrooms for best first instruction. Access to calming kits in every classroom can reduce behavior incidents and referrals to resources outside of the classroom.

We will create calming kits for 350 teachers at the following schools: Cordova High School, Kinney High School/Prospect Community Day School, Mills Middle School, Mitchell Middle School, and each of the Rancho Cordova Elementary schools. Kits will be built with age-appropriate resources, such as fidget objects, visual stimulation objects, sensory tools, art or drawing tools, and resources for both students and staff on how to effectively using the calming kits.

Project Team Individuals or organizations responsible for the development and delivery of the project.

FCUSD’s Social Emotional Learning and Educational Equity department Project Goals List goals, and outline metrics by which progress in reaching goals can be measured and the project team’s efforts can be focused.

Our goal is to have the kits assembled and delivered to school sites by September 2023, pending funding. We will measure the success of the project through the delivery of the actual kits, as well as survey data that will be sent to teachers and sites in December 2023 to assess the success of the resources and additional needs.

Growing with the Community at Heart Craft Studio
Project Synopsis
Heart Craft Studio seeks grant funding to both improve existing operations as well as expand into offering more creative and movement opportunities for the younger artists in our community.

Project Description
Heart Craft Studio is a growing small business that provides a unique space to explore creativity both on an individual level as well as a broader community level. The studio has grown immensely on a conservative, independent budget in the year and a half since opening doors, and now seeks funding to improve and expand upo n our existing operations and community impact. There are several physical and aesthetic studio improvements that I believe will greatly enhance the existing experiences we provide: sound and lighting improvements in our back studio, painted murals in both the front and back studios, storage solutions throughout the studio, and a chang
ing table in the bathroom for our guests with little ones. Other miscellaneous needs to help Heart Craft Studio are a marketing assistant and a bookkeeper. We host a wide variety of community events and engaging entertainment opportunities, to include free public events once a month. These improvements will greatly en hance the experience guests have when coming to Heart Craft Studio, thus continuing to amplify the art scene and culture within Rancho Cordova through each of our experiences we offer.

Project Team
The current team at Heart Craft Studio will be responsible for overseeing these improvements and expansions. We will also be hiring additional staff to help facilitate our existing and future operations.

Project Goals
Our improvements are projected to be completed throughout the duration of 2023. Hiring of staff to support our expanded youth offerings is ongoing and will continue throughout 2023‐2024. We closely monitor our data and analytics across our platforms, and will continue to do so to monitor the progress of community engagement. We will also have a  team appointed to monitor our budget and oversee our improvements and timelines. Our focus will be targeted on intentional planning to phase in each of these items in an order that makes sense and provides benefit to our community.

HyFlex Classrooms for Folsom Cordova Unified School District’s Adult Education Students Project Synopsis
Folsom Cordova Adult School is piloting Hyflex classrooms in order to serve more individuals in the community. We are requesting 60 Chromebook computers, 3 Chromebook carts, ... SEE ATTACHED Project Description
This project will benefit the community because the school will be able to serve more people who are working toward their educational and/or work skills goals. It will also improve the use and access of technology; skills that employees in all industries use.

Students who attend online will be using Zoom, Canvas or Microsoft Teams as the pla tform for distance learning. Over the past few years, adult programs have increased options for how students attend school; whether it be in‐person or virtually over the internet.

Up until now, Folsom Cordova adult school has offered classes either face‐to‐face or online but never combined as on e class with student attendance happening simultaneously in either modality. The school will be able to enroll the maximum number of students’ in‐person and enroll additional students who will participate online. This flexibility (and enriching options for students) will result in the participation of many students who could not have otherwise attended be cause of barriers to coming to school in‐ person. Many of the common barriers include childcare issues, family issues, transportation challenges, work scheduling conflicts, or health‐related problems. However, with Hyflex, students with barriers to attending on‐site can still participate at home while other students are participating in‐person.

This type of class is different from traditional distance learning because the students are engaging together. Moreover, in an ever‐changing technology climate, it gives students control over their learning and access to the most up‐to‐date options for how they engage with their peers and instructors. Having the flexibility to cho ose is important to meeting their needs. Hyflex, short for Hybrid‐Flexible...SEE ATTACHED Project Team

HyFlex Classrooms for Folsom Cordova Unified School District’s Adult Education Students Project Synopsis In 50 words or less, please describe the project.

Folsom Cordova Adult School is piloting Hyflex classrooms in order to serve more individuals in the community. We are request ing 60 Chromebook computers, 3 Chromebook carts, and 3 Owl cameras. The computers are to be able to loan to students who want to enroll in Hyflex but need access to technology so they can attend virtually from home. The Hyflex model of instruction will ass ist in alleviating many of the barriers adult students have to attending school in-person. Hyflex gives students the option to attend class synchronously either in-person or online depending on their personal preference or barriers they may have to coming in- person or which option fits best with their family and work life. Hyflex is different from hybrid. Hyflex allows students to attend the same class either in-person or online synchronously, whereas hybrid classes are offered either all in-person or all online. The benefit is we can serve more individuals..

Project Description Describe the project in detail and how it benefits the community based on the City’s Community Enhancement & Investment Fund guidelines and selection criteria. If you need more room to answer the question, please attach a separate document to your application.

This project will benefit the community because the school will be able to serve more people who are working toward their educational and/or work skills goals. It will also improve the use and access of technology; skills that employees in all industries use.

Students who attend online will be using Zoom, Canvas or Microsoft Teams as the platform for distance learning. Over the past few years, adult programs have increased options for how students attend school; whether it be in- person or virtually over the internet. Up until now, Folsom Cordova adult school has offered classes either face- to-face or online but never combined as one class with student attendance happening simultaneously in either modality. The school will be able to enroll the maximum number of students’ in- person and enroll additional students who will participate online. This flexibility (and enriching options for students) will result in the Application #108
ITEM 12.1.

ATTACHMENT 4

2 par
ticipation of many students who could not have otherwise attended because of barriers to coming to school in- person. Many of the common barriers include childcare issues, family issues, transportation challenges, work scheduling conflicts, or health- related problems. However, with Hyflex, students with barriers to attending on- site can still participate at home while other students are participating in-person. This type of class is different from traditional distance learning because the students are engaging together.

Moreover, in an ever-changing technology climate, it gives students control over their learning and access to the most up-to-date options for how they engage with their peers and instructors. Having the flexibility to choose is important to meeting their ne eds.

Hyflex, short for Hybrid-Flexible, is a special teaching approach because it combines both online and classroom components. The teachers will use Owl cameras installed in the rooms so that the students online can see everything happening in the classroom and the in-person students will see the students logged-in online and projected onto the screen.

Fur
thermore, teachers will attend professional development to learn how other schools are implementing Hyflex strategies in classrooms; what are the successes and challenges, classroom management tips, and to structure the course curriculum into content and activities that students can access either in class or online. Two of our project team members are already participants of DLAC (Distance Learning Advisory Leadership) through OTAN (Outreach and Technical Assistant Network). OTAN provides technical support and training to adult educators in the state. Our team members are currently participating in a two -year cohort to assist with the implementation of setting up our classes and ensuring that we are utilizing the best resources and strategies for engaging all students.

The
school will pilot three Hyflex classrooms in 2023-24: Advanced English as a Second Language, Mathematics Success Academy, and High School Equivalency. Once we become established with effective teaching methods and monitor successes, we hope to expand into more classes later. Hyflex classrooms will give us the capacity to increase our enrollment because we will be abl e to accommodate more students. For example, a traditional, face-to-face classroom can accommodate approximately 15-25 students. With a Hyflex model, we can potentially increase enrollment by 50% and still adhere to the rigor and high- quality instruction for every course.

We
are requesting 60 Chromebooks (three carts of 20 computers each) and three Owl cameras. Students residing in Rancho Cordova and want to attend a Hyflex class online can borrow a computer from the school if they need access to the technology. Student s will pay a $100 deposit to take the computer home and receive a refund for the deposit once they return the device back to the school.

3 Hyf
lex classroom example: if the class schedule is Monday through Thursday from 9:00 -11:30 AM, students can show up in person or they can login from home. The roaming Owl camera focuses on the teacher as they move around the room delivering instruction. The students who log in can watch and listen to the instructor and participate in activities and discussions as if they are in- person. This method increases equity, granting online students the same instruction and breakout activities as those students who are physically in the classroom. Equity: to serve each according to their need.

Th
e need:

Every student enrolled in adult education attends because he/she has a barrier to employment. Those barriers include lack of English language skills, lack of a high school education, or lack of work skills or career training. This project benefits the community because we will be able to serve more people who need to overcome those barriers, meet their academic goals and th en move on to college, work, or career training. It is our mission to educate and train individuals so that they gain employment or advance to highe r education or pathways to become productive, self-sufficient members of the community. Adult students need the flexibility and options to learn in new ways.

Dur
ing in-take and orientation, staff conduct surveys to find out the level of students’ technology skills and if they have access to devices at home (other than cell phones). Many of our students either share devices with their kids or do not have access to devices at all. This project will allow us to fill that gap by providing computers for students to borrow while offering options for how they attend the class.

Project Team Individuals or organizations responsible for the development and delivery of the project.

Project Goals List goals, and outline metrics by which progress in reaching goals can be measured and the project team’s efforts can be focused.

Th
e project goals are to increase enrollment and serve more people who want to meet their educational goals and to provide students access to technology while staying current and competitive with the advanced trends in classroom instruction.

Ma
ny other adult schools in the state are also offering Hyflex instruction and have shared their successes through state supported webinars. In fall 2022, we attended a webinar featuring four schools who shared preliminary success data and to discuss how t his model was working for those agencies. All programs agreed that Hyflex led to attendance that is more consistent. In one agency that compared attendance in a Hyflex instruction class to a traditional face- to-face class, the HyFlex class had an average attendance over three months of 54% and the non-Hyflex class had an average rate of 50% (preliminary stats).

Merced Adult School –data from student surveys
o 62% of students agree that participation in a Hyflex room is easy. o 77% of students agree that they are able to communicate online with their teacher. o 82% of students agree that Hyflex instruction allows them to attend class at home if they are sick. o 72% of students agree that Hyflex instruction allows them to stay at home and watch their kids or other family members. o 56% of students agree that Hyflex instruction is helpful because it is hard to find transportation to school. o 51% of students prefer to learn at home.

Project Information
Project Name
2737 Woodberry Way Business Appeal Upgrades
Project Synopsis
This location has been vacant for the past 4+ years. We propose to upgrade the exterior facade for better curb appeal to potential businesses, including making corrections to the fence for fire code.

Project Description
When we acquired this property two years ago, there was a homeless camp on the property as well as across the street.

Approximately 30 people were in the camp. This was during covid, and it was difficult to get help. We actively engaged with the camp inhabitants and in time, most moved on and the Cit y came in and cleaned up the piles of mess that were left behind. This area is still a draw for the homeless and abandoned cars. Code Enforcement has been very helpful in mitigating this issue. This area is known as a "bad area" of Rancho Cordova because of its history here. Th e neighboring property has had two units vacant for over 10 years. We aim to change the public view of Woodberry way. We are surrounded by apartments where the kids aren't allowed to play outside. There are frequent car break‐ins as evidenced by the frequency of shatter ed glass on our streets. The project is intended to bring businesses back to the area by eliminating the draw to those who would bring blight to this community. 1. Make fence corrections per fire dept instructions 2. Update the building facade to make it more inviting to new businesses. 3. Make re pairs needed due to recent storm damage. 4. Examine the potential for change of use within the already permitted uses for the property.

Current use is medical or office space. There are significant other permitted uses that could draw in businesses if we can address those upfront and use that information for marketing.

Project Team
Leeanna Doyle Jerry Mullen
Project Goals

1. Fence Corrections: Permit has already been requested. Once the permit is granted we will get bids for the work within two weeks.

Work will commence as soon as we have funding. This is a top priority. Assuming funding comes in July, the work will be completed by the end of August. 2. Up date Building Facade: This work is intended to be completed directly after the completion of the fence work, to avoid different workers getting in each other's way. Assuming the fence work is completed by the end of August, the anticipated start date will be Sept 1 with a projected comp letion time of Sept 15th. 3. Our roof, some ceilings, and some HVAC systems were damaged by the recent storms. Anticipate the start date as soon as we have funding in July, with 30 days to complete all work. 4. Change of Use: This process has already begun. We've had a zoom meeting with the City o fficials to discuss potential Application #109

2 change of use within the current permitted uses. It will be an ongoing process but the meeting seemed to have a positive outcome.

Change of use is not REQUIRED to complete our objectives, but it will open up more opportunities for new businesses and a potential farmers market to server the apartment communities  that surround our property.

Sacramento Children’s Museum Exterior Renovation Projects: Entryway Enhancements and Side Fencing Installation Project Synopsis
Sacramento Children’s Museum requests $242,652 for two exterior renovation projects – entryway enhancements and side fencing installation – to enhance visitors’ experience at our Museum.

Project Description
Sacramento Children’s Museum (SCM) requests $242,822 in funding support for two exterior renovation projects. First, we would like to renovate the Museum’s exterior main entrance. This includes the addition of a concrete seating area with a bench and gathering area outside the main entrance, and construction of an exterior canopy above the entrance doors. The  canopy will be composed of aluminum columns and beams draped with woven wire mesh panels in the Museum’s brand colors. Second, we would like to add fencing for the side yard to create a safe space for outdoor programming. The fencing would start at the corner of White Rock Road an
d Prospect Park Drive, and continue along Prospect Park Drive. Altogether, these renovation projects support the city’s focus area of Arts, Culture, History, and Entertainment. As the only museum of its kind in the Greater Sacramento region, SCM is a favorite family destination for Rancho Cordova residents and families from afar. Beca use we are such a regional draw, it is in our best interests for our building to stand out, and the entryway renovations would achieve that goal. The new main entrance design will differentiate the building from others nearby and make the building more identifiable as a Children’s Museu m. This also has the potential to draw in more families who pass by the Museum. These transformations also will enhance the Museum experience for the thousands of children and adults who visit each year. The colorful entryway canopy will provide guests with a glimpse of the playful adventures awaiting them inside, leaving a  lasting impact for children and their families. The outdoor seating bench area can serve as a gathering place for school field trips and family picnics. The side fencing project would provide extra safety measures for our outdoor programming on the lawn, including our Batty’s Butterfly Release grandparents celebration and our Reptile Enco unters classes.

Project Team
For the entryway renovations project, the project designer is Marthe Aston, RID, NCIDQ, of Aston Design, and the contractor is MarketOne Builders, Inc. For the side fencing project, the contractor is LV’s Iron Work Inc. Sharon Stone Smith, SCM’s Executive Director, will oversee both projects.

2 The goals for the entryway project are to improve the building’s branding – making the building more identifiable as the home of the Sacramento Children’s Museum – and to create a captivating Museum entry experience for visitors. The goal for the side fencing project is to increase visitors’ safety during our outdoor pr ogramming.  We will measure our success in meeting these goals by seeking visitors’ feedback through in‐person conversations and online surveys.

Project Synopsis
This project is intended to support the Rancho Cordova LGBTQ+ community, their families, and supporters. Will provide community resources, outreach, and medical and emotional support referrals.

Project Description
In the interest of full disclosure, this project will be managed by the son of the people who own the building. The building owner will serve as CFO for this project. There is a separate grant request filed by the building owners. Statistically, members of the LGBTQ+ community are substantially higher than the pop ulation at large. According a national survey by the Trevor Project, nearly half of all LGBTQ+ persons who seriously considered suicide. And up to 73% report symptoms of depression. And the numbers are rising. In People of Color, the numbers are even higher. This project hopes to create an outreach to the LGBTQ+ community and their supporters. An
d a build an educational bridge between the LGBTQ+ community and the mainstream community at large.

Project Team
Jaysson Mullen ‐ Mangager Jerry Mullen ‐ Chief Financial Officer Service Providers to be named later Project Goals
Initially, this will be a referral service and a safe meeting space for the community. Short‐term goals include services for adults 18 and up with a target age of 18‐25. Long‐term goals include onsite visits with therapists who are familiar with issues the LGBTQ+ community face, as well as onsite doctor visits. This facility was formerly a medical of fice and is properly set up for that purpose. We have had some discussions with providers who will accept insurance and in some cases, a first visit for no charge, as well as the potential for no‐charge group counseling. Longer‐term goals will include yout h‐oriented support, once we have sufficient personnel or volunteers with appropriate background checks.

Is this a multi‐year request?
Yes
If you answered yes above, provide the number of years of grant funding you are requesting. 2 If you answered yes above, describe your sustainability plan and whether the project is viable as a single year request.

The grant request is intended to be seed money to fully launch this project. This project will partially rely upon volunteers. Ongoing revenue will be drawn from processing insurance claims for those who have insurance. We have a strategy of accepting vehicle donations for additional support. Any such donations will go directly to th e auction for sustainable income. CFO is very familiar with the auction process and has the ability to retrieve donated vehicles economically. This project is supported by a non‐profit tax ID, allowing donations to be deductible for the donor. Due to the flexibility of the office owners, this project is sustai nable as a single‐ year request.

How many years have you received funding for this project? 0 When will your request for funding sunset for ongoing programs? June 2025
Do you plan to ask annually for funding?
No
What other funding will you seek to support your project? Community donations and revenue from insurance processing.

Project Schedule, Timeliness and Adaptability
Project Schedule
The project has already begun but is only in the development stage currently. The office space is being prepared currently, as well as a website. Official launch may occur before any funding is granted. Otherwise timeline is as follows: April 1 Request business license from City of Rancho Cordova April 15 Website com pleted and test marketed. May 1 Launch vehicle donation program. May 1 Set up banking May 1 Initiate community outreach. May 15 Follow up with possible service providers. July 1 Set up Edd, FTB, and IRS accounts for payroll. July 1 Establish hours of operation and public calendar. July 15 First Payroll. Aug  1 Establish meeting times and invite the community to attend. Sept 1 Have at least one medical professional and one behavioral therapist confirmed service providers. Sept 1 Establish insurance billing protocols. Repeat above until there is sufficient attendance, community support, and funding to warrant the continuation of the prog ram  for the following year. Ideally, the 2nd year will not require the request of another grant.

3 We anticipate strong support from the LGBTQ+ community and the mainstream community. This service is not otherwise provided in Rancho Cordova. There are a couple of helpful services in the Sacramento area, but for those who don't have transportation, it's not an option. In reality, the project will not be completed by June 30 th,  2024. It will be going into its 2nd year, and with the success of our funding strategy, we won't need to request another grant.

Please note, if selected for funding, you will be required to submit a narrative Outcomes Report and a financial Use of Funds Report at least two times during the grant period.

Will you be able to adjust your project if California Public Health and/or Sacramento County Health Orders change? For example, the program could operate virtually  or with other modifications made. Please describe.

This project can be adjusted to offer phone referrals only, or required masking if needed.

Project Information
Project Name
American River Grange No.172 Concrete Work
Project Synopsis
To provide a durable surface in the backyard of the Grange Hall and from the recently completed ADA ramp to the backyard.

Project Description
The American River Grange Hall is open to the public and has many events during the year. A significant number of these events are attended by guests with mobility issues. When we renovated the backyard several years ago, we had no idea that we would have guests set up tables for full cou rse  meals outside. The current patio does not have enough space to accommodate that type of event. The area that is covered in decomposed granite (DG) is currently used for most dinner parties and wedding receptions. During the spring, summer and early fall many events are held outside that include dancing, such  as weddings and anniversaries. Many people ended up dancing on the grass which causes damage to the lawn. Unfortunately, the DG makes it hard to have many events on it or to use wheelchairs and walkers. The Grange also needs to extend the recently completed ADA ramp into the backyard. By increasing the size of the current patio an
d converting the DG into a more durable surface, we can provide easy access for all guests.

We also will be pouring a concrete walk way from the first‐floor emergency exit to the existing patio. Currently that area is dirt and mulch.

Project Team
We will be working with a licensed concrete contractor on this project. He will direct Grange members in all phases of the project and coordinate the procurement and delivery of the concrete. The American River Grange has two members with extensive construction backgrounds and several others with knowledge in concrete work Project Goals
Once funding is approved, removing excess dirt and leveling of the project area can begin. Framing and the addition of the gravel and rebar will be done prior to the delivery of the concrete. The concrete will be colored to match the existing patio. After the concrete pour, it will be stamped to match th e existing patio.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.

Home Repair Workforce Development Academy
Project Synopsis
During the summer 2024, Sierra Service Project will hire a team of 10 local youth and young adults for a workforce development academy, completing home repairs for low‐income City residents.

Project Description
From 2015 to 2022, Sierra Service Project (SSP) hosted 1,427 volunteer days and completed 106 exterior home repair projects for 74 low‐income City residents. These projects took place mostly throughout the school year, with volunteers joining us for a day, weekend, or week of service. For the summer of 2023, the City of Ra ncho Cordova is funding our first‐ever summer program in Sacramento County. We’re looking forward to hosting seven week‐long sessions for youth and adult volunteers to complete exterior home repairs throughout the City. In early 2023, SSP was selected to be a participant in the first round of the City of Sacramen to Climate Action and Resiliency Youth and Young Adult Pathways Program. This program, the Sacramento Sustainability Academy, will offer paid work opportunities for youth and young adults in North Sacramento. Our 2024 Rancho Cordova proposal will be the next iteration of that pilot program. Since we are applying for the next fu nding cycle before we have started our 2023 program funded in part by the City, we are proposing another new format for completing home repairs with youth and young adult volunteers. For the summer of 2024, we will hire a team of 10 local young people (ages 16 ‐30) for a 10 week workforce development academy. Each week participants will spend about 20 hours completing home repairs for low‐income City residents, 5 hours working on a community‐based project, and a presentation from a local building expert, introducing new trades and career opportunities. This team will build hand s‐on construction techniques, gain exposure to various construction trades, and learn and practice conflict resolution and leadership skills. We will also invite youth and adult volunteers from Rancho Cordova and beyond, led by this team, to spend a day (or multiple days) completing home repairs for low‐income residents.

The staff will be supervised by our Executive Director, Megan Taylor, who has spent 8 years involved in our Rancho Cordova program, and 13 years managing SSP’s operations. The headquarters staff based in Sacramento that will support the Academy includes our Director of Finance & Administration, and Director of Engagement & Impact. Our main staf f liaison for the Academy will be Maximilian (Max) Rosa, our Sacramento Program Manager. Max has been working for SSP full‐time since January, but has spent years in the nonprofit sector working with volunteer groups and developing opportunities for young people. Max is also heading up the City of Sa cramento Climate Action and Resiliency Youth and Young Adult Pathways Program, which is the template for this Application #113

2 proposal. We will hire a team of 10 local young people (ages 16‐30) to complete home repairs for City residents. Our priority will be to hire this cohort from within the City. Two more experienced team members, Program Supervisors, will be the leaders and main point of contact for homeowners beneficiaries as well  as for Max and the rest of the headquarters team. We will encourage volunteer groups to join the Academy team for Days of Service, providing additional volunteer labor in the community and leadership opportunities for the Academy participants.

Project Goals

1. To complete between 6 and 12 home repair project units between June and August 2024. These projects will improve the quality of life and safety for homeowners and community pride by repairing or replacing fences, porches, stairs, ramps, exterior paint, and installing drought tolerant yards. 2. To spend at least one work day per week  devoted to a community‐based project. We will connect with local nonprofits that need an infusion of labor or a repair project on their facility. Academy participants will learn about adjacent sectors and opportunities in Rancho Cordova. SSP will supervise the work, provide support, and building supplies as needed
. 3. Academy participants will learn new hands‐on job skills, how to work as a team, leading volunteer groups, and establish additional career pathways that may not have been presented in classroom education settings. Academy participants will be surveyed about their experience and will report an overall 80% satisfaction rate. We will send  out additional surveys one year after the program has ended to begin to measure the impact of the workforce development in these young people. Since this is the first time we are doing this work, we do not have current metrics in place to measure against. 4. To partne r with at least one volunteer group per week to provide additional home repair labor as well as leadership opportunities for Academy participants. Volunteers will be surveyed about their experience and will report an overall 80% satisfaction rate. 5. To complete high quality home repairs which are a source of pride  for the homeowners, neighbors, City, Academy participants, and volunteers. Overall homeowner satisfaction survey responses will be over 80%.

3 Yes
What other funding will you seek to support your project? We will seek in‐kind donations from local businesses for lunches and building materials. These are not anticipated to be a substantial funding source, but will help underwrite some of our overhead costs that aren’t covered by the City. In addition, we will ask presenters to donate their time to speak to Academy par ticipants instead of paying an honorarium to value their time. This has a reciprocal benefit for the construction industry, as an opportunity to connect with future employees.

Project Schedule, Timeliness and Adaptability
Project Schedule
This project spans two funding cycles: December 1, 2023 ‐ August 31, 2024 Dec 2023 ‐ Mar 2024: Recruit and hire two Program Supervisors Apr 2024: Recruit and hire eight Academy participants May 2024: Host paid onboarding session. Participants will complete a survey to gauge their current experience and desired skills they want to learn. Jun 2023 : Host 10 days of training alongside other summer staff. Sessions include tool training, project planning, conflict resolution, and leadership development. The Academy will spend a week conducting intakes visiting homes and planning projects. First home repairs begin. Jul 2023: Complete the majority of repairs. Participants will gain skills and build confiden ce in a variety of project types. Aug 2023: Academy participants and other staff will gather to debrief the summer, sharing highlights and lessons learned with other teams, staff, board, community partners, etc. This will be a valuable time for reflection, since the Academy will be a new program iteration. Participants will complete a surv
ey to gauge their experience and skills gained, and again a year later to understand the impact of workforce development. Funding will be spent by August 31. A few months later, a survey will be sent to homeowners and community organization beneficiaries to gauge their satisfaction. Wee kly schedule: Mon: Morning team meeting. 9 am ‐ 1 pm work day. Tues: 8 am ‐ 11:30 am work day, 90 minute lunch presentation and conversation with a local building expert, introducing participants to new trades/career opportunities. Wed: 8 am ‐ 1 pm work day. Thurs: 8 am ‐ 1 pm work day with a community part ner organization, learning about adjacent sectors and opportunities. Fri: 8 am ‐ 12 pm work day. Lunch team meeting to reflect on the week and optional afternoon recreation activity. Over the summer there will be three BBQ dinners. Our homeowner beneficiaries and community partner organizations will be invited to join at l east once.

In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2024.

SSP has 48 years of experience working with youth, young adult, and adult volunteers through impactful and fulfilling service‐ learning experiences with our partner communities. Integral to that work is our recruitment, training, supervision, and mentorship of young adult staff members. We excel at working closely with our young adult staff to ensure we complete  projects in a timely manner. We have a strong presence of volunteer groups throughout the region (Sacramento County, foothills, Stockton, and Bay Area) who look for opportunities during their summer break. More volunteer hands assures more work gets done! Since this program spans two funding cycles, it will not be complete d by June 30, 2024 but instead August 31, 2024.

SSP has taken the safety of our volunteers, staff, and homeowner beneficiaries very seriously throughout the COVID‐19 pandemic, pausing volunteer groups for almost a full year from March 2020 to March 2021. In 2021, we formed a Medical Advisory Council – healthcare professionals who have experience with our programs – which develops our safety policies . The council meets monthly to review and adjust policies. Our safety policies are currently in flux; we are adjusting our current vaccination and masking requirements to be in line with current CDC guidelines. Since this proposal doesn’t include an overnight component (like our 2023 summer program), there is less  risk involved with someone becoming sick. We are prepared to use testing as needed to keep the Academy participants healthy and safe, and will cancel work days in the event of positive cases within the team. Our goal is to provide safe spaces for participants and community members to expres s their safety desires, and will match the needs of others for their safety. This is particularly important when working with our homeowner beneficiaries, many of whom are vulnerable older adults. Through our partnership with the City, our home repairs have taken place exclusively outdoors, which has proven to be a very safe setting
for reducing the spread of illness. This program has adopted an early start model, shifting the work day to 8 am, completing by 1 pm to avoid the hottest time of day. Program Supervisors will monitor the heat index and air quality daily, shifting the work indoors as needed to work in part nership with community‐based organizations instead of at homes.
