Title: Property Tax Revenue Consulting Services - Professional Services Agreement Contact: Jeannine Thrash 916-774-5473 [email protected]
SUMMARY
Staff recommends approval of a professional services agreement with HdL Coren & Cone to provide property tax revenue consulting services for an amount not to exceed $88,500 and a term of three years, with two optional one-year renewals. There are adequate funds available in the FY2025-26 adopted budget to fund this agreement.
RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing the City Manager to execute a Professional Services Agreement between the City of Roseville and HdL Coren & Cone to provide property tax revenue consulting services.
Staff requests that the City Council authorize the City Manager or his or her designee to execute two (2) additional one (1) year renewals without further City Council approval, provided that the applicable budget is approved by the City Council, or until staff determines that continuing with this consultant is not in the best interest of the City.
BACKGROUND
The City issued a Request for Proposals to identify the most qualified firm to provide property tax revenue consulting services. City staff completed an evaluation of the submitted proposals and recommend that the City authorize the City Manager to enter into an agreement with HdL Coren & Cone (HdLCC) to perform the requested services based on several factors, including cost, experience, staff expertise, and services provided.
HdLCC was founded in 1992 and has been serving cities and special districts for over 30 years. The City has worked with HdLCC for over five years. The services provided by HdLCC include reports detailing assessed property tax data and property tax revenue trends. This information has provided the City with additional data to support the development of short and long-term property tax revenue forecasts. This information is also used for planning, economic development, and public information purposes. The audit services provided by HdLCC will ensure the City is receiving all property tax revenue due.
FISCAL IMPACT
The term of this agreement is three years, with an option to renew for two additional years. The recommended professional services agreement with HdLCC has a not-to-exceed amount of $88,500 through March 1, 2029. This includes a base fixed fee of $27,500 per year for property tax services and a contingency fee equal to 25% of net tax revenues recovered through audit efforts, estimated at $2,000 per year. There are adequate funds available in the FY2025-26 adopted budget to fund this agreement. Staff will incorporate the future year costs of this agreement in the proposed FY2026-27 budget and beyond.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).

All self-insured retentions (“SIR”) must be disclosed to Risk Management for approval and shall not reduce the limits of liability.

TAB E: PROJECT PLAN
Using HdLCC's custom software, a data set of all parcels in the City or Agency will be established. This data is prepared from the Placer County Lien Date Rolls that is purchased annually in July. HdLCC updates the original County roll with any transfers in ownership, which have occurred between the lien date and the current month and updates the ownership information (name and mailing address), date of transfer, sale price, and document (deed) number monthly.
1. Reports and Analytical Services
HdLCC furnishes a variety of reports detailing property and revenue trends for the entire city and for custom defined geographic areas. These reports can be used for budgeting purposes, planning, economic development and public information. Among the reports available are top 25, 50, 100-property owner/taxpayer listings, multiple ownership properties, non-owner-occupied parcels, identification of property ownership transfers for tracking of reassessments.
HdL Coren & Cone will reconcile the annual Auditor/Controller Assessed Valuations Report and will furnish a breakdown of assessed values within the City and Successor Agency.
The identification of escaping revenue through the use of property tax data sets has been a targeted focus for HdLCC during the past 30 years. With the reduction of tax revenues through legislated Educational Revenue Augmentation Fund (ERAF), cities, counties, agencies and special districts have been focusing on ways to increase the limited resources already stretched thin.
The company will provide the following reports based on the current year lien date rolls and will provide the reports annually, quarterly or monthly as appropriate: Reports are also available from prior years if requested. • A five-year history of the values within the City, and custom (city defined) geographic areas;
• A listing of the largest value changes, positive and negative between tax years;
• An annual parcel listing of properties with parcel number changes between tax years identifying parcel splits and combines; • A listing of the major property owners for the City including the combined assessed values of their property and property use code designation;
• A listing and summary of property transfers which occurred since the lien date ordered by month;
• A listing of parcels that have not changed ownership since the enactment of Proposition 13;
• A comparison of property within the City by county use-code designation;
• A multiple year comparison of growth by use code designation over a 5-year period;
• A listing by parcel of new construction activity to identify nonresidential parcels with new construction activity and to provide reports for use in the City's preparation of Proposition 4 and 111 State Appropriation Limit calculations;
• Calculate an estimate of property tax revenue anticipated to be received for the current fiscal year by the City based upon the initial information provided by the County and subject to modification.
This estimate shall not be used to secure the indebtedness of the City.
• Analyses based on geo areas designated by the City to include assessed valuations and square footage computations for use in economic analysis and community development planning.
10
TAB E: PROJECT PLAN
• Tracking of Proposition 8 reductions and restorations • Median sale price data for current year and prior years for comparison
• Five-year budget projections for the city general fund, Successor Agency, special districts, and Vehicle License Fee in Lieu revenues.
This report is interactive for tax modeling.
• Newsletter summary for public and elected distribution.
2. Identification and Correction of Errors
HdLCC has the technology, methodology and trained staff to analyze all secured parcels and unsecured assessments within the City and Successor Agency to identify costly errors resulting in the misallocation of property taxes.
The company has the ability to audit the secured and unsecured property tax rolls two ways, first reviewing the entire county to find parcels miscoded to other jurisdictions; and second, reviewing the parcels within the city, county or agency to ensure that each is coded to the appropriate taxing entity. To date, we have recovered in excess of $100 million in net revenue for our client agencies in 44 counties statewide. Our advanced technology, accuracy and track record have placed us in a unique position to be hired by cities to find additional revenues after audits have been performed by prior consultants. In addition, by filing audit results with the County Assessor in a timely manner, we can make sure that errors from previous years will not continue.
Upon approval of the contract, the company will perform an analysis of the Assessor Rolls to identify all parcels on both the secured and unsecured tax rolls and verify that parcel assessed valuations and the resulting taxes are correctly allocated to the City or its Successor Agency. This analysis is accomplished through the use of specialized computer software, assessor maps, city GIS maps, city records, other pertinent documents, and field investigations. The review will include the lien date secured and unsecured data for the current tax year as well as historical data back for a total of two (2) tax years and be performed no less than every other year.
3. Information Provided Quarterly
• A listing of property transfers that have occurred since the last report will be available through the software provided and updated on a monthly basis. This data will include the new owner/seller of the property, new mailing address if not the situs address, the date of sale, the sale price when verified, document number, and transaction type.
• The average and median single family sale price report is sent to all clients quarterly and includes the same data for all client agencies within the same County.
4. Property Tax Application and Database
HdLCC provides a web-based software application to clients as a user-friendly tool to access the City’s property tax data. HdLCC provides updates to the data portion of the product on a monthly basis to reflect changes in ownership, updated appeals filings, and deed recordings.
As modifications and enhancements are made to the program, clients receive the enhanced version of the software at no additional cost.
Training will be provided to city staff within the first two months after the execution of the agreement for property tax management and audit services and is available annually for new staff members or staff requiring a refresher course. If additional training sessions are required, the fees in the compensation section under hourly fees will be charged.
11
TAB E: PROJECT PLAN
The help manual available within the program is easy to navigate and user friendly. HdLCC staff is available Monday through Friday, 8 a.m. to 5 p.m. to answer questions and assist staff on the use of the software.
Assistance is available either by phone or via email.

8. Consultation
Annual reports presented by a principal or associate of the firm to any City staff member interested in the detailed analysis including property tax revenue estimates performed by HdLCC of the City’s annual property assessed values released by the assessor. Since property data is not confidential, these reports can be shared with staff. Understanding the budget implications of the data released in late summer and presented in late Fall is timely for mid-year budget reviews.
HdLCC also serves as the City’s property tax staff for consultation and questions related to budgeting, revenue collection, the mechanics of property tax allocation and potential changes in the legislation that may impact local agencies. Training is provided free of charge on the use of the web-based software which is updated monthly with ownership changes and appeal information where available. 13

RECOMMENDATION
Staff recommends that the City Council consider a request for a $3,000 sponsorship from Council Discretionary Funds for Volunteers of America, Northern California & Northern Nevada (VOA, NCNN) in support of the Voices of Hope fundraising event on April 30, 2026, from 8:00 a.m. to 10:00 a.m. at the DoubleTree Hilton Hotel.
BACKGROUND
The Volunteers of America, Northern California & Northern Nevada (VOA, NCNN) is requesting a $3,000 sponsorship from Council Discretionary Funds in support of the Voices of Hope fundraising event on April 30, 2026, from 8:00 a.m. to 10:00 a.m. at the DoubleTree Hilton Hotel. The money raised for the Voices of Hope fundraising event will serve individuals experiencing homelessness. The VOA, NCNN has several programs in Roseville serving families, Veterans, and seniors experiencing homelessness. Although the fundraiser is being held in Sacramento, it is meant to raise funds for all of their programs, including those serving Roseville residents. This request is for a sponsorship for this event to highlight the partnership between the City of Roseville and VOA and highlight the City's efforts in supporting local organizations.
The event features a program presentation with speakers who share their life experiences and the impact of VOA’s services on their path to stability and independence. All attendees will be provided with a full breakfast. The sponsorship funds will be used to cover the costs of venue rental, catering, event marketing materials, etc. to ensure 100% of the event donations go towards program needs.
This is a one-time request for Council Discretionary Funds, and VOA, NCNN has not received any grants from the City in the past.
The Citizens’ Benefit Fund was established in 1993 with the net proceeds from the sale of the Roseville
Hospital. The City Council may, after receiving the recommendation of the Roseville Grants Advisory Commission, annually appropriate up to 90 percent of the annual earnings of the Citizens’ Benefit Fund for the purpose of improving the quality of life for the citizens of the City of Roseville. The City Council, without the recommendation of the Roseville Grants Advisory Commission, may annually appropriate a minor amount up to $15,000 of the annual earnings for the purpose of improving the quality of life in Roseville.
FISCAL IMPACT
There is no fiscal impact to the City’s General Fund. Annually, the Assistant City Manager/Chief Financial Officer allocates $15,000 of the annual earnings on the Citizens’ Benefit Fund per section 4.06.040 in the Municipal Code and includes it in the annual budget along with the Citizens’ Benefit Fund resources available for appropriation each year. These earnings are restricted for the purpose of improving the quality of life for Roseville residents and appropriated by the City Council. The balance remaining in the Council’s Discretionary Funds for FY2025-26 is $9,321.

Title: Tax Equity and Fiscal Responsibility Act Hearing for Siena Apartments Contact: Jeannine Thrash 916-774-5473 [email protected]
SUMMARY
Staff recommends Council conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing to consider approval of the issuance of bonds by the California Statewide Communities Development Authority (CSCDA) in an amount not to exceed $17,000,000, for the benefit of Siena Roseville, L.P., to refinance the acquisition, rehabilitation, improvement and equipping of a 156-unit multifamily rental housing project generally known as Siena Apartments. Siena Roseville, L.P. has requested that CSCDA serve as the municipal issuer of tax-exempt multifamily housing revenue bonds. In order for all or a portion of the bonds to qualify as tax-exempt, the City must conduct a public hearing providing members of the community an opportunity to speak in favor of or against the use of tax-exempt bonds for the financing of the Project. Adoption of the resolution is solely for the purpose of satisfying the requirements of TEFRA, the Internal Revenue Code, and California Government Code Section 6500. There is no fiscal impact to the City.
RECOMMENDATION
1. Conduct a Tax Equity and Fiscal Responsibility Act Hearing in consideration of the issuance of tax-exempt bond financing by the California Statewide Communities Development Authority for the benefit of Siena Roseville, L.P., to refinance the acquisition, rehabilitation, improvement, and equipping of a 156-unit multifamily rental housing project generally known as Siena Apartments.
2. Adopt a resolution approving the issuance of Bonds by the California Statewide Communities Development Authority not to exceed $17,000,000, for the benefit of Siena Roseville, L.P., to refinance the acquisition, rehabilitation, improvement and equipping of a 156-unit multifamily rental housing project generally known as Siena Apartments.
BACKGROUND
Siena Roseville, L.P. (the “Borrower”) has requested that the California Statewide Communities Development Authority (“CSCDA”) serve as the municipal issuer of tax-exempt multifamily housing revenue bonds in an aggregate principal amount not to exceed $17,000,000 (the “Bonds”). The proceeds of the Bonds will be used to make a loan to the Borrower to refinance the acquisition, rehabilitation, improvement and equipping of a 156-unit affordable multifamily housing rental project located at 2501 Hayden Parkway, Roseville, California (the “Project”), which is owned and operated by the Borrower. Built in 2008, the Project has been well maintained and comprises 156 units with 50% of the units restricted at 50% of Area Medium Income (AMI) and 50% of the units restricted at 60% of AMI. The affordability restrictions on the property will remain in place until expiration of the 2007 California Tax Credit Allocation Committee ("TCAC") Agreement in 2062.
The City of Roseville previously held a prior Tax Equity and Fiscal Responsibility Act (TEFRA) hearing and
approved the original financing of the Project on June 20, 2007, and CSCDA issued the existing variablerate bonds in December 2007. The proposed refunding bonds will be fixed-rate credit-enhanced for 10 years by Fannie Mae. The refunding and reissuance of the bonds will allow the Borrower to obtain an interest rate that is approximately 1% lower than taxable financing. The refunding bonds are considered a reissuance which requires a new TEFRA approval by the City.
In order for all or a portion of the Bonds to qualify as tax-exempt, the City of Roseville (“City”) must conduct a public hearing (the “TEFRA Hearing”) providing members of the community an opportunity to speak in favor of or against the use of tax-exempt bonds for the financing of the Project. Adoption of the resolution is solely for the purpose of satisfying the requirements of TEFRA, the Internal Revenue Code and California Government Code Section 6500. Prior to the TEFRA Hearing, reasonable notice must be provided to members of the community. Following the close of the TEFRA Hearing, an “applicable elected representative” of the governmental unit hosting the Project must provide its approval of the issuance of the Bonds for the financing of the Project.
CSCDA is a joint powers authority sponsored by the League of California Cities ("League") and the California State Association of Counties ("CSAC"). CSCDA was created by the League and CSAC in 1988 to enable local government and eligible private entities access to low-cost, tax-exempt financing for projects that provide a tangible public benefit, contribute to social and economic growth, and improve the overall quality of life in local communities throughout California. CSCDA consists of more than 530 members, including the City of Roseville, which has been a member since 1994. CSCDA has issued more than $75 billion through over 1,700 financings since 1988.
FISCAL IMPACT
There is no fiscal impact to the City. The Bonds will be issued as limited obligations of CSCDA, payable solely from revenues and receipts derived from a loan made by CSCDA to the Borrower from the proceeds of the Bond. The City bears no liability with respect to the issuance of the Bonds. Additionally, the City is not a party to any of the financing documents related to the Bond issuance and is not named in any of the disclosure documents describing the Bonds or the proposed financing.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.
Adoption of the resolution to issue tax-exempt bond financing meets this criteria and is not subject to CEQA. In addition, environmental review for the Sienna Apartments was previously completed by Partner Engineering and Science, Inc., dated January 14, 2026, and is independent of this particular action. No additional environmental review is required.

Title: Roseville Municipal Code Updates - Electric General Service 5 Rate Contact: Kerri Crosby 916-746-1263 [email protected]
SUMMARY
Staff recommends City Council introduce for first reading an ordinance amending sections 14.24.020 and
14.24.050 of Chapter 14.24 of the Roseville Municipal Code in regards to establishing a new General Service 5 rate class for Roseville Electric customers with recorded demand greater than 7,500 kW and a load factor of 85 percent or higher. The rate is designed to more accurately reflect the cost of service for extra-large customers with highly efficient usage patterns and maintain alignment with Roseville’s costbased rate policy.
RECOMMENDATION
Staff recommends City Council introduce for first reading an ordinance amending sections 14.24.020 and
14.24.050 of Chapter 14.24 of the Roseville Municipal Code in regards to the Electric General Service 5 Rate.
BACKGROUND
Roseville Municipal Code Section 14.24.020 establishes rate classifications to ensure fairness, equity, and alignment with cost of service. Customers with both high load factors and high peak demand generally incur lower per-kilowatt-hour costs because they utilize the electric distribution system more efficiently and spread fixed system costs over greater levels of consumption.
In June 2025, Roseville Electric and EES Consulting completed a comprehensive cost-of-service analysis across all customer classes. The analysis identified that customers with demand exceeding 7.5 MW and load factors of 85 percent or greater represent a distinct usage profile within the Very Large General Service category. As large-load characteristics evolve, establishing a separate classification enhances precision in aligning rates with the cost to serve these customers.
Creating an Extra-Large General Service (GS-5) rate for customers exceeding 7.5 MW with load factors of 85 percent or greater reinforces the City Council’s adopted Rate Policies:
• Cost-Based Policy: Revenues match the cost to provide service. • Adequacy Policy: Rates generate sufficient revenues to operate the utility and maintain a balanced budget.
• Fair and Equitable Policy: Customers pay in proportion to the cost to serve their class. • Stability Policy: Rate structures support predictable and incremental adjustments over time.
The proposed GS-5 rate also aligns with the City Council Strategic Plan goal to remain fiscally responsible in a changing world and supports the strategy to balance utility operating costs to maintain competitive rates. Proactively refining rate classifications ensures the City continues to maintain financial integrity, competitive rates, and equitable treatment across all customer classes.
Based on these findings, staff recommends establishing a General Service 5 (GS-5) rate classification applicable to customers exceeding 7.5 MW in demand with a load factor of 85 percent or higher.
FISCAL IMPACT
The proposed General Service 5 (GS-5) rate reflects the distinct load characteristics of customers exceeding 7.5 MW with load factors of 85 percent or greater and is approximately 5 percent lower than the existing General Service 4 (GS-4) rate. This adjustment is consistent with the City Council’s adopted CostBased, Adequacy, Fair and Equitable, and Stability Policies.
Approval of amendments to the Roseville Municipal Code meet the above criteria and are not subject to CEQA. No additional environmental review is required.

§ 14.24.020. Rate classification.
Rate classifications for sale of service to customers are as follows:
A. The residential rate is the rate charged for service to customers in single-family and multiplefamily dwellings for noncommercial use.
B. The general service rates are the rates charged for service to customers engaged in all general service non-residential activities, whether commercial or noncommercial in nature, and the general service rate classifications are described as follows:
1. Small General Service (GS-1). The GS-1 rate applies to service to customers with metered monthly energy usage less than 8,000 kWh and with metered demand not exceeding 20 kW in a monthly billing period for six or more separate monthly billing periods in the prior calendar year.
2. Medium General Service (GS-2). The GS-2 rate applies to customers with metered monthly energy usage greater than 8,000 kWh or with metered demand greater than 20 kW during six or more monthly billing periods in the prior calendar year, and not greater than 500 kW in six or more separate monthly billing periods in the prior calendar year.
3. Large General Service (GS-3). The GS-3 rate applies to customers with metered demand greater than 500 kW during six or more monthly billing periods in the prior calendar year, and not greater than 1,000 kW in six or more separate monthly billing periods in the prior calendar year.
4. Very Large General Service (GS-4). The GS-4 rate applies to customers with metered demand greater than 1,000 kW during six or more monthly billing periods in the prior calendar year, and not greater than 7,500 kW in six or more separate monthly billing periods in the prior calendar year.
4.5. Extra Large General Service (GS-5). The GS-5 rate applies to customers with metered demand greater than 7,500 kW and load factor of 85 percent or higher during six or more separate monthly billing periods in the prior calendar year.
C. Solar, Wind, and/or Solar/Wind Hybrid Net Metering Rates. These rates shall apply to all eligible solar, wind, and/or solar/wind hybrid electric generation interconnected in parallel to the city distribution system, meeting all of Roseville Electric's Rule 21 terms and conditions.
Failure to satisfy Roseville Electric's Rule 21 terms and conditions will result in the solar, wind, and/or solar/wind hybrid electric generation being deemed ineligible for these rates and may cause the solar, wind, and/or solar/wind hybrid electric generation to be prevented from parallel operation by Roseville Electric. Net metering rates are available on a first come, first served basis until that time when the total installed solar, wind, and/or solar/wind hybrid electric generation net metered generating capacity within the Roseville Electric service territory exceeds the maximum installed kW amount allowable as established by the city pursuant to its policies and state laws.
1. Net Metering Rate 1 (NM-1). The NM-1 rate applies to eligible residential customergenerators and small nonresidential solar customer-generators with a maximum annual demand (kW) of 10 kW or less. The NM-1 rate is available to customers until the total customer net meter installations exceed a five percent capacity cap, as stated herein.
Roseville Electric's five percent capacity cap will be reached when the total kilowatt (kW) demand of customer installed net meter installations reach five percent of Roseville Electric's distribution system historical peak demand. Effective October 1, 2018, the NM-1 rate will be closed to new customers without an active solar building
permit.
a. NM-1 Transition Period. Customers eligible for the NM-1 rate shall remain on the NM-1 rate until October 1, 2028, or through a period of 20 years from the last date of interconnection of the eligible renewable energy generation facility, whichever is later. After the NM-1 rate is closed, existing NM-1 customers can expand their existing system by up to 10 percent and remain on the NM-1 rate.
2. Standard Net Metering. Nonresidential customer-generators with a maximum annual demand greater than 10 kW are not eligible for the NM-1 rate. These customergenerators default to the standard net metering procedures as outlined in the Municipal Code and Roseville Electric Rule 21. Standard net metering is available to customers until the total customer net meter installations exceed a five percent capacity cap, as stated herein. Roseville Electric's five percent capacity cap will be reached when the total kilowatt (kW) demand of customer installed net meter installations reach five percent of Roseville Electric's distribution system historical peak demand. Effective October 1, 2018, the standard net metering rate will be closed to new customers without an active solar building permit.
a. Standard Net Metering Transition Period. Customers eligible for standard net metering shall remain on the standard net metering rate until October 1, 2028 or through a period of 20 years from the last date of interconnection of the eligible renewable energy generation facility, whichever is later. After the standard net metering rate is closed, existing standard net metering customers can expand their existing system by up to 10 percent and remain on the standard net metering rate.
3. Roseville solar 2.0 rate (RS-2) is applicable to customer-generators with eligible renewable generation such as solar, wind, and/or solar/wind hybrid electric system interconnections of less than one megawatt (1 MW) once the NM-1 rate and standard net metering are closed to new customers as noted above.
D. The outdoor lighting rate is the rate charged to customers for service provided to unmetered outdoor lighting facilities, other than facilities for lighting of public streets.
E. The street lighting rate is the rate charged to customers for service provided to unmetered city-owned lights for lighting public streets.
F. The traffic signal rate is the rate charged to customers for service provided to all city-owned traffic signals and associated equipment.
G. Determination of the applicable rate classification as described herein for new customers will be determined by Roseville Electric in accordance with generally accepted engineering standards. D. Primary Service. Service provided at 12,000 volts or higher under delivery arrangements approved by Roseville Electric shall receive a discount of two percent of the energy and demand charges.
E. Contract Rates. The city reserves the right to negotiate and provide, by contract, service at rates other than those specified in the municipal code.
F. Standby Service Rate.
1. Applicability. This service is applicable to any general service customer who utilizes, in whole or in part, generating facilities, as defined in Roseville Electric Rule 21 standards for interconnection, other than solar, wind or solar/wind hybrid customer-owned generating facilities, to supply all or part of such customer's power requirements, and where:
a. Based upon the manufacturer's nameplate rating the generating facilities do not exceed 100 percent of their projected demand as determined by Roseville Electric. b. Pursuant to Rule 21 standards for interconnection, generating facilities are connected to the city's electrical distribution system. The customer shall not operate such customer-owned generating facilities in parallel with the city's electrical system unless otherwise approved in advance by Roseville Electric.
An interconnection agreement between the city and customer is required for service under this rate, when the customer-owned generating facilities are interconnected with the city's electrical system.
2. Effective January 1, 2017 the standby service charge ($/kW of "rated capacity" per month) shall be as follows:
Secondary voltage $6.71
Primary voltage $6.58
"Rated capacity" is a fixed kilowatts value determined by the manufacturer's rating of the generator unit. In addition to the auxiliary or standby service rate, the city will continue to bill for all applicable charges under the appropriate rate schedule, including, but not limited to, basic service, energy and demand charges.
G. Demand/kWh Criteria. Service provided under general service rates shall be periodically evaluated for compliance with rate classification monthly demand and/or kWh criteria. If the monthly demand and/or kWh criteria are not satisfied, the service may be transferred to the appropriate general service rate effective with the next available billing cycle. Exceptions are at the discretion of Roseville Electric or by a customized customer contract (if applicable).
Compliance with monthly demand/kWh criteria shall be determined in accordance with Section 14.24.020 rate classification.
H. Advanced Metering Service Charge. The advanced metering service charge is required for all GS-2 customers who have access to the city's online energy profiler system. GS-2 service, whose maximum demand is equal to or greater than 250 kW in two or more summer months (as defined in Section 14.24.021) in the prior calendar year, will receive a special load profile meter, and the ability to remotely access usage data. Customers with facilities where the necessary metering equipment is infeasible or impractical to employ, as determined by Roseville Electric, will be exempted from this charge. The city will charge a monthly service fee of $42.00 to cover maintenance, software support and related expenses.
