ANALYSIS:
The Mexican Consulate can serve as a strong partner for the City in delivering services and programs that better serve the City’s substantial population of individuals who still hold Mexican citizenship or are descendants of Mexican citizens. Through this partnership, the City can provide targeted support, such as access to legal, health, education, and immigration services through the Consulate. The Consulate also plays a vital role in promoting Mexican culture, language, and heritage, enhancing community pride and inclusion. By working together, both entities can increase community engagement and ensure that services are accessible, relevant, and respectful of the community’s needs. Additionally, the Consulate offers valuable programs like mobile consular services, financial literacy workshops, and other outreach initiatives. This collaboration can also help build trust between immigrant communities and local government, fostering a sense of safety and belonging.
In July, the City Council directed staff to explore potential City facilities to host the Mexican Consulate services. While both the Las Palmas Gym and Recreation Park Gym were considered, these facilities are heavily utilized throughout the month for classes, programs, and community events. Due to the consistent programming demand, availability for long-term or uninterrupted use was limited. As a result, staff continued evaluating alternative locations to ensure that the City’s regular programming and community services are not disrupted.
On August 18, 2025, the City Council directed staff to:
1. Invite Mexican Consulate representatives to the September 2, 2025, City Council meeting to present and clarify facility requirements.
2. Research the San Fernando Aquatic Center conference room and other community venues (e.g., Masonic Lodge) as potential locations.
3. Explore collaboration with the Asociación de Jalisciences Unidos en Acción (AJUA) to identify feasible facilities and advance service delivery.
The Mexican Consulate schedules its Consulate on Wheels program months in advance. October 2025 is currently available for San Fernando, while the next opening is December 2026.
On September 20, 2025, staff met with AJUA representatives to discuss hosting their services at a City facility. Discussions remain ongoing, as AJUA’s services are fee-based and require further consideration. AJUA will submit a list of services they can provide in San Fernando, the fees associated with the services, and confirmation that AJUA is an non-profit organization.
Staff is also coordinating with the Los Angeles County Aquatics Department regarding use of the San Fernando Aquatic Center conference room and has reached out to the Masonic and Odd Fellows Lodges. Both lodges have prior October commitments. The Multi-Purpose Room at San September 2, 2025 Special & Regular Mtg Page 580 of 600 Discussion and Consideration Regarding an Update on Exploring Facility Options for Collaboration with the Mexican Consulate to Host “Consulate on Wheels Program” Event
Fernando Recreation Park remains a viable option, as existing programs could be temporarily relocated within the park to accommodate Consulate on Wheels services.
BUDGET IMPACT:
There is no budget impact incurred by the discussion and consideration of this item.
CONCLUSION:
Staff recommends that the City Council discuss collaboration with the Mexican Consulate on providing Consulate on Wheels services in San Fernando; provide direction on the selection of a facility to host the Mexican Consulate’s Consulate on Wheels Services in October 2025, including consideration of the San Fernando Aquatic Center conference room or the San Fernando Recreation Park Multi-Purpose Room; and provide staff direction as appropriate.
