Whereas, the National Sexual Violence Resource Center has declared April as “Sexual Assault Awareness Month” and Peace Over Violence has declared April 29, 2026 as “Denim Day” in Los Angeles County; Whereas, both campaigns are intended to draw attention to the fact that sexual violence remains a serious issue in our society and harmful attitudes about all forms of sexual violence allow these issues to persist and allow victim/survivors to be re-victimized; Whereas, sexual harassment is part of a continuum of violence whose damaging effects are felt throughout our culture;
Whereas, “Sexual Assault Awareness Month” and “Denim Day” were also instituted to call attention to misconceptions and misinformation about sexual violence, and the problem that many in society remain disturbingly uninformed with respect to issues of sexual harassment, assault, abuse, and rape; Whereas, rape, sexual assault, and sexual harassment harm our community and statistics show that over 53% of women and over 29% of men reported experiencing contact sexual violence in their lifetime; most women and men across all sexual identities who experienced contact sexual violence reported that the person who harmed them was someone they knew; 29% non-Hispanic Black women in the United States were raped in their lifetime; 34% Hispanic women reported unwanted sexual contact in their lifetime; 84% American Indian and Alaska Native women have experienced violence in their lifetime; 32% of adults with intellectual disabilities have experienced sexual violence; and 47% of all transgender people have been sexually assaulted at some point in their lives; Whereas, with proper education on the matter and comprehensive prevention projects, sexual violence and it’s unfair and traumatizing effects are preventable.

COUNCIL DOES HEREBY PROCLAIM APRIL 2026
as “SEXUAL ASSAULT AWARENESS MONTH” and designates April 29, 2026 as “DENIM DAY” in the City of San Fernando, and urges all citizens to wear jeans on April 29, 2026 to help communicate the message that there is no excuse and never an invitation to harass, abuse, assault, or rape.

ADMINISTRATIVE SERVICES DEPARTMENT 117 MACNEIL STREET, SAN FERNANDO, CA 91340 (818) 898-1200 WWW.SANFERNANDO.GOV REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager To: Mayor Joel Fajardo and Councilmembers
From: Kanika Kith, City Manager
By: Erica D. Melton, Director of Administrative Services
Date: April 6, 2026
Subject: Consideration to Adopt a Resolution Approving the Warrant Register RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 26-041 (Attachment “A”) approving the Warrant Register.
BACKGROUND:
For each City Council meeting the Finance Division prepares a Warrant Register for City Council approval. The Register includes all recommended payments for the City. Checks, other than special checks, generally are not released until after the City Council approves the Register. The exceptions are for early releases to avoid penalties and interest, excessive delays and in all other circumstances favorable to the City to do so. Special checks are those payments required to be issued between Council meetings such as insurance premiums and tax deposits. Staff reviews requests for expenditures for budgetary approval and then prepares a Warrant Register for City Council approval and or ratification. Items such as payroll withholding tax deposits do not require budget approval.
The Director of Administrative Services/City Treasurer hereby certifies that all requests for expenditures have been signed by the department head, or designee, receiving the merchandise or services thereby stating that the items or services have been received and that the resulting expenditure is appropriate. The Director of Administrative Services/City Treasurer hereby certifies that each warrant has been reviewed for completeness and that sufficient funds are available for payment of the warrant register.

Subject: Consideration to Authorize Submittal of a Grant Application to the Department of Alcoholic Beverage Control for the Under-Age Alcohol Purchase Prevention Program
RECOMMENDATION:
It is recommended that the City Council authorize the preparation and submittal of a grant application to the Department of Alcoholic Beverage Control in an amount up to $100,000 to support the San Fernando Police Department’s Under-Age Alcohol Purchase Prevention Program.
BACKGROUND:
1. Since 2005, the San Fernando Police Department (SFPD) has applied and received grant funds through the Department of Alcoholic Beverage Control (ABC) for the Under-Age Alcohol Purchase Prevention Program.
2. On September 16, 2024, the City Council accepted ABC Grant funds in the amount of $60,000 to support the Police Department’s Under-Age Alcohol Purchase Prevention Program aimed to reduce underage drinking, reduce youth access to alcoholic beverages through the education of alcohol licensees, and enforcement intervention.
3. On September 2, 2025, the City Council accepted $75,000 in ABC Grant funds to support SFPD’s 2025–2026 Alcohol Beverage Control Program, focused on reducing underage drinking and limiting youth access to alcohol through enforcement operations, including Minor Decoy, Shoulder Tap, and IMPACT inspections, and education and outreach efforts such as LEAD trainings, community presentations, and public awareness campaigns.
4. In January 2026, the Police Department was notified of a Request for Proposals (RFP) for the 2026-2027 Alcohol Policing Partnership (APP) Program.

Consideration to Authorize Submittal of a Grant Application to the Department of Alcoholic Beverage Control for the Under-Age Alcohol Purchase Prevention Program
ANALYSIS:
Established in 1955, the California Department of Alcoholic Beverage Control (ABC) is the State agency responsible for regulating the manufacture, distribution, and sale of alcoholic beverages, including licensing, education, and enforcement. Since 1995, ABC has partnered with cities and counties through the Alcohol Policing Partnership (APP) Program to address alcohol-related issues in collaboration with local law enforcement.
ABC’s stated funding priorities for the 2026-2027 program year include the following activities:
• Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT): IMPACT is a prevention and education program that helps alcohol licensees understand their responsibilities and reduce alcohol-related crime through cooperation with law enforcement. During IMPACT inspections, officers check businesses for compliance with state and local laws and provide guidance on responsible alcohol sales. If violations are found, officers explain the required corrective actions, provide information on relevant laws, and conduct follow-up visits to ensure compliance. • Licensee Education on Alcohol and Drugs (LEAD): LEAD is a free, voluntary training program for alcohol licensees, their employees, and applicants. It provides practical instruction on responsible alcohol sales and related laws, with curriculum tailored to business owners, managers, and staff. LEAD sessions are three and a half (3½) hours long (two (2) hours for fairs or special events), and are limited to 50 participants. • Minor Decoy: The Minor Decoy program allows law enforcement agencies to use individuals under age 20 to attempt to purchase alcohol from licensed businesses. These operations are an effective enforcement tool to identify unlawful sales of alcohol and deter businesses from selling alcohol to minors, particularly when conducted regularly. • Retail Operating Standards Task Force (ROSTF): ROSTF is a proactive program that addresses nuisance issues at alcohol-serving businesses on a community-wide level. ABC agents and local law enforcement inspect locations for compliance with the Business and Professions (B&P) Code Section 25612.5, including requirements related to cleanliness, graffiti removal, lighting, and signage.
• Shoulder Tap: Shoulder Tap operations target adults who purchase alcohol for minors. A minor decoy, supervised by law enforcement, asks adults outside licensed stores to buy alcohol. Individuals who agree are cited or arrested for violating B&P Code Section 25658(a).
• Target Responsibility for Alcohol Connected Emergencies (TRACE): TRACE investigates serious incidents involving alcohol, particularly those involving minors. When a crime April 6, 2026 Special & Regular CC Mtg Page 108 of 502
Consideration to Authorize Submittal of a Grant Application to the Department of Alcoholic Beverage Control for the Under-Age Alcohol Purchase Prevention Program
results in great bodily injury or death, or involves an impaired driver, ABC works with local law enforcement to determine where the alcohol was obtained. This includes vehicular manslaughter cases involving impaired drivers, regardless of age. • Trap Door: The Trap Door Program targets minors attempting to purchase alcohol or enter bars or night clubs using false identification (ID). Law enforcement officers work directly with ABC-licensed premises to detect and cite individuals using false IDs.
Enforcing laws that prohibit alcohol sales to minors, along with ongoing collaboration with local licensees, is a key part of the Police Department’s operations. Previous ABC grant funding supported these efforts and resulted in arrests and misdemeanor citations. The 2026–2027 grant will allow the Police Department to continue these enforcement and compliance efforts.
The Police Department is requesting authorization to apply for grant funding to conduct targetted enforcement and education activities. If approved, the following operations will occur approximately every two (2) months throughout the grant period:
• Five (5) Shoulder Tap operations;
• Five (5) Minor Decoy operations;
• One (1) LEAD operation; and
• Five (5) IMPACT inspections.
These activities provide a structured approach to education, compliance, and enforcement.
Officers will begin with outreach to licensees, followed by compliance inspections and targeted enforcement operations. In prior years, these efforts resulted in citations for unlawful alcohol sales to minors and adults purchasing alcohol on their behalf. LEAD training will further support compliance through education.
Grant funding will primarily support overtime costs associated with these operations, allowing proactive enforcement without impacting regular patrol staffing.
BUDGET IMPACT:
There will be no budget impact on the Fiscal Year 2025-2026 Adopted Budget to authorize the submittal of the ABC grant application and there is no need to appropriate funds at this time.
This is the initial step in approving funding from the California Department of Alcoholic Beverage Control.
If the City is awarded funds through the ABC Alcohol Policing Partnership Program, staff will return to the City Council with a resolution to formally accept the award and appropriate funds.

Consideration to Authorize Submittal of a Grant Application to the Department of Alcoholic Beverage Control for the Under-Age Alcohol Purchase Prevention Program
CONCLUSION:
It is recommended that the City Council authorize the preparation and submittal of a grant application to the Department of Alcoholic Beverage Control in an amount up to $100,000 to support San Fernando Police Department’s Under-Age Alcohol Purchase Prevention Program.

V. USEFUL INFORMATION
SPECIAL PROGRAMS
The following is a description of ABC’s enforcement strategies that, when used together in a comprehensive program, achieve dramatic results in combating alcohol-related crimes. We encourage all grant proposals to include a variety of these strategies.
IMPACT (Informed Merchants Preventing Alcohol-Related Crime Tendencies) The IMPACT Program is a prevention and education program. Its main objective is to teach licensees how they can help reduce alcohol-related crime. The program is a change from the traditional law enforcement philosophy. It is designed as a crime preventive approach in a relaxed atmosphere of cooperation between merchants and law enforcement officers.
During an IMPACT Inspection, officers remind licensees of the responsibilities and accountability associated with the sale of alcohol. The officers also inspect licensed premises for compliance with State and local laws.
If a licensee is not in compliance, the officers will tell the licensee or employee on duty what issues need to be addressed and provide copies of any laws or rules. Licensees must then correct any problems. Later, officers/deputies will conduct follow-up visits.
LEAD (Licensee Education on Alcohol and Drugs)
The LEAD Program is a free, voluntary prevention and education program for retail licensees, their employees, and applicants. Its mission is to provide high quality, effective, and educationally sound training on alcohol responsibility and the law.
The curriculum is designed for licensees, managers, and employees. There is no separate management curriculum. Program length is 3 1/2 hours, except for Fairs/Special Events Training, which is 2 hours. Participation is limited to 50 persons per class.
April 6, 2026 Special & Regular CC Mtg Page 123 of 502
Pg. 13
MINOR DECOY
This program allows law enforcement agencies to use persons under 20 years of age as decoys for the purpose of purchasing alcoholic beverages from licensed premises. The use of underage decoys to check whether licensees are selling alcohol to minors can show a dramatic drop in the illegal activity when the minor decoy program is repeatedly used.
ROSTF (Retail Operating Standards Task Force)
ROSTF is a pro-active strategy to address public nuisance problems at the point of sale on a community-wide scale. ROSTF is operated similar to an IMPACT program, but ABC Agents and local law enforcement officers gather evidence of specific violations of Section 25612.5 Business and Professions Code (B&P). This law requires licensees to, among other things, remove litter daily, control graffiti, provide exterior illumination, and keep windows and doors clear of excess signage.
SHOULDER TAP
“Shoulder Tap” is a common method used by persons under age 21 to solicit a person to purchase and furnish them with alcoholic beverages. The Shoulder Tap Program is an enforcement program used by ABC and local law enforcement agencies to detect and deter shoulder tap activity. During the program, a minor decoy under the direct supervision of law enforcement officers/deputies, solicits adults outside ABC licensed stores to buy the minor alcohol.
Any person seen furnishing alcohol to the minor decoy is arrested (either cited or booked) for furnishing alcohol to a minor (a violation of Section 25658(a) Business and Professions Code).
TRACE (Target Responsibility for Alcohol Connected Emergencies) TRACE investigates alcohol-related incidents involving alcohol and minors. It was created to combat the increasing problems of youth access to alcohol.
Any crime involving someone under the age of 21, with victim(s) or suspect(s) under the influence of alcohol and/or drugs, resulting in great bodily injury or death will initiate an investigation by ABC to determine where the alcohol or drugs came from. In October 2020, the criteria were expanded to also include anyone charged with vehicular manslaughter that was under the influence of alcohol. For this criteria, they do not have to be under 21 and ABC will investigate the crime to determine if the drive was obviously intoxicated when they were sold or served alcohol.
April 6, 2026 Special & Regular CC Mtg Page 124 of 502
Pg. 14
Working together with the first responding agency, ABC conducts a parallel investigation to determine if an ABC licensed premises was involved and who the suspect(s) were. These investigations can result in criminal action against the individual along with administrative action against the ABC licensee.
TRAP DOOR
Trap Door is an operation that targets minors who are either trying to purchase alcohol or trying to enter a bar or night club with a false ID. During the operation, officer’s/deputies work directly with employees of ABC licensed premises to detect and then cite the person trying to use the false ID.

PUBLIC WORKS DEPARTMENT 117 MACNEIL STREET, SAN FERNANDO, CA 91340 (818) 898-1222 WWW.SANFERNANDO.GOV REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager To: Mayor Joel Fajardo and Councilmembers
From: Kanika Kith, City Manager
By: William Evans, Interim Public Works Director
Will Pettener, Assistant to the City Manager
Date: April 6, 2026
Subject: Consideration to Approve a Professional Services Agreement with R3 Consulting Group for Solid Waste Management Consulting Services
RECOMMENDATION:
It is recommended that the City Council:
a. Award a Professional Services Agreement to R3 Consulting Group, Inc. (Attachment “A” – Contract No. 2493) for solid waste management consulting services, in an amount not to exceed $174,970;
b. Authorize the City Manager, or designee, to make non-substantive changes and execute the Agreement; and
c. Adopt Resolution No. 8447 (Attachment “B”) amending the budget for Fiscal Year (FY) 2025-2026 to appropriate funds from the General Fund reserves for solid waste management consulting services.
BACKGROUND:
1. On April 13, 2013, the City Council awarded Contract No. 1705 to R3 Consulting, Inc. (R3 Consulting), to administer and process applications for a refuse and recycling franchise.
2. On November 18, 2013, the City Council accepted the Republic proposal and directed staff to prepare a Franchise Agreement to provide residential, commercial, and organic waste collection services for Citywide refuse and recycling services.
3. On December 2, 2013, the City Council approved a 10-year franchise agreement (Contract No. 1731) with Republic to provide solid waste collection services in the City of San Fernando.
Services went into effect on February 15, 2014, with an initial termination date of February 14, 2024, with an option to extend for three (3) separate one (1) year terms.
4. On June 16, 2025, the City Council established a Waste Hauler Services Ad Hoc Committee to review the current waste-hauling services and the agreement with Republic Services. The ad April 6, 2026 Special & Regular CC Mtg Page 133 of 502
Consideration to Approve a Professional Services Agreement with R3 Consulting Group for Solid Waste Management Consulting Services
hoc committee was tasked with reviewing service complaints, communication with residents and businesses, and the terms of the upcoming request for proposals (RFP) for solid waste services.
5. On January 8, 2026, the City issued a Request for Proposals (RFP) for Solid Waste Management Consulting Services (Exhibit “A” to Attachment “A”).
6. On February 18, 2026, the City issued Addendum No. 1 (Exhibit “A” to Attachment “A”) responding to questions from prospective firms.
7. On March 3, 2026, by the deadline of 5:00 p.m., the City received four (4) proposals.
8. On March 25, 2026, staff reviewed and evaluated the proposals and selected R3 Consulting as the highest scoring proposal.
ANALYSIS:
The City is a small, fully built-out urban community providing municipal services to residential, multifamily, commercial, and institutional customers. Currently, solid waste, recycling, and organics services are provided through an exclusive franchise agreement with Republic Services, a waste hauler operating under City oversight. The City’s current agreement with Republic Services began on February 15, 2014. Following three (3) approved contract extensions, the agreement now has a termination date of February 14, 2027.
The City anticipates issuing a RFP later this year to secure continued solid waste services to start at the conclusion of the current franchise agreement in 2027. The City’s goals for that future RFP process are to:
• Maintain reliable service at reasonable rates.
• Ensure full compliance with California Senate Bill (SB) 1383 (State law designed to reduce methane emissions from landfills by targeting organic waste). • Develop a selection process that is administratively feasible for a small city with limited staffing resources.
• Ensure that the selection process reflects the needs of residents and businesses in the community.
To assist the City in the preparation of the future RFP for solid waste services and the selection of a contracted or franchised waste hauler, it is best practice to retain professional services by a consultant with both expert knowledge of the refuse industry and how to manage complex negotiations. A consultant will also have current knowledge of refuse costs and services at other municipalities to establish benchmarks for the development of the new contract. Outside assistance is critical at this time due to limited City staffing available to dedicate to this time consuming task. Also, obtaining an outside consultant often demonstrates to the public that the April 6, 2026 Special & Regular CC Mtg Page 134 of 502

procurement process is being handled in an objective manner to establish the best cost and service.
Work to be performed by the selected consultant will include:
• Evaluating the current solid waste management program; • Preparing a RFP for Citywide Solid Waste Management Services; • Supporting the evaluation of submitted proposals; and • Assisting with negotiations between the City and the selected Solid Waste Management contractor.
A total of four (4) firms submitted proposals in response to the RFP. The firms and the proposed costs submitted by each are shown below:
Firm Name Proposed Cost ($)
CityGreen Consulting, LLC $ 54,625
R3 Consulting Group, Inc. $174,970
HF&H Consultants, LLC $199,000
Raftelis $202,420
A review team comprised of five (5) staff membersfrom the City Manager’s Office, Administrative Services Department, and Public Works Department was formed to evaluate the proposals, based on the following factors:
a. Completeness and comprehensiveness of the proposal;
b. Responsiveness to City’s issues;
c. Experience of the firm providing similar services to other municipalities; d. Quality of proposed staff; and
e. Cost effectiveness
After assessing all submitted proposals, staff determined that R3 Consulting Group, based on their submitted proposal (Exhibit “B” to Attachment “A”), met all required criteria outlined in the RFP. R3 Consulting Group demonstrated extensive experience assisting California municipalities with solid waste franchise procurements, financial analyses, and contract negotiations. The proposal included a comprehensive work plan tailored to the City’s timeline and demonstrated a strong understanding of regulatory compliance requirements and procurement best practices.
R3 is a highly recognized firm with demonstrated ability to handle the complexity of solid waste management procurement process and assist entering into the next franchise term with a durable, enforceable agreement that supports the City’s service goals, regulatory compliance, and competitive pricing for residents and businesses, and public confidence through the process transition.

BUDGET IMPACT:
Funding for consulting services will require an appropriation to amend the Fiscal Year 2025-2026 Budget accordingly (Attachment “B”). The proposed agreement with R3 Consulting will be in an amount not to exceed $174,970. With the Refuse Fund (072) being inactive, the initial investment towards this process will need to be budgeted from General Fund reserves. It is noted as an investment in this instance, however, as it is common practice that the costs for procurement services be incorporated as a negotiable item for reimbursement with the selected refuse provider.
CONCLUSION:
Staff recommends that the City Council:
a. Award a Professional Services Agreement to R3 Consulting Group, Inc. (Attachment “A” – Contract No. 2493) for solid waste management consulting services, in an amount not to exceed $174,970;
