SUBJECT: Vacant Positions
RECOMMENDATION:
Staff recommends that the City Council hold a public hearing to present vacant positions in the City to meet the requirements of AB 2561 and accept the results of the report.
BACKGROUND:
Effective January 1, 2025, Government Code Section 3502.3 was added to the Meyers-Milias-Brown Act. There is a statewide interest in ensuring that public agency operations are appropriately staffed and that high vacancy rates do not undermine public employee labor relations where applicable. Pursuant to Government Code Section 3502.3, the City is required to present during a public hearing before the City Council at least once per fiscal year information on: a status on vacancies, recruitment and retention efforts, and any necessary changes to policies and procedures that may lead to obstacles in our hiring process.
DISCUSSION:
Vacancy Rates:
There is a total of 76 full-time budgeted positions in FY 2025/26 with currently 7 vacant positions.
Management Analyst (PW) – vacant since May 2026 – reorganization of department to underfill with Administrative Analyst
Maintenance Worker I – Streets – vacant since May 2026 – probationary release Maintenance Worker I – Streets – vacant since April 2026 – resignation Maintenance Worker I – Streets – vacant since June 2026 – temporary employee unable to obtain Commercial Driver License before 960 hours.
Sr HR Tech – added position in July 2025, priority lowered due to other vacancies.
GIS Technician – added position in July 2025, priority lowered due to other vacancies.
The City’s vacancy rate is currently 10%. The City does not normally hold positions vacant for a long time, unless the position is hard to fill. FY 2025/26, six positions were added, two (Deputy City Clerk and Human Resources Analyst) of which were high priority due to the department heads being on leave of absence. Additionally, the Finance Director position became vacant. Two employees from the Streets division transferred to other divisions.
Recruitment and Retention Efforts:
There are a total of 76 full-time budgeted positions FY 2025/26 with 15 recruitments posted during the fiscal year to date.
A total 2 recruitments of the 15 recruitments were filled through promotion/transfers, 11 filled externally (8 full-time, 2 temporary), and 3 currently still pending. The City’s average time to fill open positions is 92 days. Hard to fill positions have taken several recruitments.
Policies and Procedures:
The Human Resources department continuously reviews applicable policies, procedures, and recruitment activities to identify potential barriers in our hiring processes and consider changes in various areas to address these concerns such as staff development for internal opportunities, recruitment timelines and candidate experience, salary and benefits, job descriptions and minimum qualifications, as well as marketing and outreach of our positions.
FISCAL IMPACT:
There is no fiscal impact from this report.

SUBJECT: Adoption of FY 2026-2027 Budget
RECOMMENDATION:
Staff recommends that the City Council ADOPT Resolution No. 4136, adopting the FY Budget 2026-2027 for the General Fund and all other funds. The Budget of the Successor Agency is also adopted by separate action.
BACKGROUND:
For each fiscal year, which begins on July 1, the City Manager and staff prepare a proposed budget for the operations and improvements of the City for the City Council’s review, deliberation, and adoption. The budget is adopted by resolution, which provides for appropriations and expenditures to operate the city government for the ensuing fiscal year.
A detailed summary of the budget is presented to the City Council here in the form of the Proposed Budget. This document summarizes the recommended expenditures in all budget funds and programs, as well as any recommended service level enhancements and reserves.
DISCUSSION:
The General Fund Operating Budget estimates revenues of $41,682,849 and expenditures of $43,399,158. Total General Fund Budget revenues, including capital projects, is estimated at $46,925,249 while expenditures (assuming all capital projects are completed in FY26/27) is estimated at $56,705,478. Total expenditures include capital projects, development services, and other transfers, but do not include the Public Safety CFD subsidy. All other funds, with the exception of the Public Safety CFD, are balanced by adequate revenues or fund balances, and in the case of capital projects, by the transfer of funds from the capital projects reserve and by new capital funding scheduled to be received.
The proposed total budget is categorized as:
General Fund $ 56,705,478
Non-general Fund 128,576,635
Capital Projects 68,150,565
Total Budget $253,432,678
The proposed General Fund operating budget is distributed as follows:
General Government $14,712,387
Development Services 4,233,063
Public Safety 24,453,708
Total GF Operating Budget $43,399,158
Advance to Public Safety CFD #2003-1 $ 2,655,929
Reserves
At June 30, 2026, after proposed transfers, the General Fund Contingency Reserve is projected to be $6,085,972, the Capital Projects Reserve is projected to be $7,065,927, the Development Services Fund Balance is projected to be $2,500,000 and the Measure V Fund Balance is projected to be $10,000,000. The Unreserved Fund Balance is projected at $500,000.
Additional supporting documents will be sent to City Council and made available in advance of the meeting.
FISCAL IMPACT:
Fiscal impacts of recommended expenditures are balanced by estimated revenues, and in some funds, the use of available fund balances. With this Budget, the Public Safety CFD will again require a subsidy of about $2,655,929.
