Council Member Farrar-Rivas reported attending several community events, including the Morton’s Hot Springs Restoration Unveiling on April 24, 2026; the Sonoma Community Center Earth Day event on April 25, 2026; a Climate Champion event in St. Helena on April 26, 2026; a Pets Lifeline event; and the ribbon cutting for the annual Tuesday Night Market on May 5, 2026.

Council Member Ding reported visiting Shanghai, China, with the Mayor of San Francisco to celebrate six years of the Sister Cities partnership with San Francisco.

Mayor Wellander reported attending several community events, including the Treasure Artist Reception celebrating Ada Limón on April 16, 2026; Trashion Fashion on April 18, 2026; the Napa Valley Larsen Park Reopening on April 19, 2026; the Cornerstone Ribbon Cutting on April 24, 2026; the annual Pétanque Tournament on April 26, 2026; the Kyle Petty Charity Ride and a Polenta Dinner at Shell Vista Fire Department on April 30, 2026; and a Water Advisory Committee meeting on May 4, 2026.

4. CITY MANAGER COMMENTS AND ANNOUNCEMENTS
Interim City Manager Alilovich recognized Public Service Appreciation Week and highlighted the new artwork on display in the Council Chambers, featuring submissions from the 2026 Earth Day Photo event. Ms. Alilovich also reminded the public that the deadline to provide input on the Citywide Historic Study and Survey project is May 8, 2026. She announced that Bike to Work Day will take place on May 14, 2026, and that a Cemeteries Clean-Up Day will be held at Veterans Cemetery on May 16, 2026, from 9:00 a.m. to 12:00 p.m. She further noted that Music in Place will return this year and will be held from June through September.

5. CITY ATTORNEY COMMENTS
City Attorney Ruderman stated that he will attend the CalCities Attorney’s conference next week and will report back after he returns.

Council Member Farrar-Rivas attended a Sonoma Clean Power meeting on May 7, 2026, and provided updates from that meeting.

Vice Mayor Lowe attended a Local Agency Formation Commission (LAFCO) meeting on May 6, 2026, and provided updates from it.

Council Member Gurney attended a Special Finance Committee meeting on May 14, 2026, along with Council Member Farrar-Rivas.

Mayor Wellander attended several community events, including the Sonoma Valley Fire District’s Pinning Ceremony at Firehouse #1 and the Ribbon Cutting Ceremony for the Sonoma Valley Visitors Bureau on May 8, 2026. The Mayor also toured Sonoma Water to view its newly installed weather radar and met with Senator Cabaldon for lunch on May 16, 2026.

4. CITY MANAGER COMMENTS AND ANNOUNCEMENTS
Interim City Manager Alilovich expressed appreciation to the eight volunteers and City staff members who participated in the Veterans Cemetery cleanup on May 16, 2026, in preparation for the Memorial Day Ceremony scheduled for May 25, 2026. Ms. Alilovich also reported that the City received two awards at the recent California Association of Public Information Officials conference. Sarah Tracy, Senior Management Analyst/Public Information Officer, was recognized with the Public Information and Community Engagement Award, and Carolyn Fulton, Cemeteries Manager, was recognized for her efforts to improve operations and enhance cemetery communications and public access. Interim City Manager Alilovich also shared that the Sonoma Valley Fire District’s annual weed abatement efforts are underway and reminded the community that fire season is approaching and residents should make appropriate preparations. She provided an update on Measure M, the Parks Sales Tax, and extended congratulations to all Sonoma Valley High School graduates. In celebration, City Hall will be illuminated green next week. She further announced that City Hall will be illuminated in rainbow colors on June 1, 2026, in recognition of Pride Month, and that a Pride celebration will be held at the Plaza on June 14, 2026. Lastly, Ms. Alilovich shared that the City is launching a new partnership with the National Academy of Athletics, bringing a new lineup of sports camps to the Field of Dreams.

5. CITY ATTORNEY COMMENTS
City Attorney Ruderman shared that he attended the CalCities City Attorney’s Conference and provided an overview of what was shared at the Legal Advocacy Committee meeting.

Summary
Background
The City of Sonoma’s Master Fee Schedule details the fees charged for city services. To ensure these fees reflect the true cost of providing services, the City selected Matrix Consulting Group (Matrix Consulting) in August 2024 to update the Master Fee Schedule and conduct an Overhead Cost Allocation Analysis to determine the fully burdened costs. The results are summarized in the Full Cost Allocation Plan (CAP) and Draft Comprehensive User Fee Study Report (Fee Study).

Additionally, Matrix evaluated impact fees for new development to offset the fiscal impact on public facilities and services, in accordance with the California Mitigation Fee Act and the applicability of additional impact or in-lieu fees for parking, tree replacement, and public art. The results of this analysis are provided in the Development Impact Fees and In-Lieu Fees Memo.

Cost Allocation Plan
A CAP is a best practice tool since it creates a clear and identifiable methodology for determining the proportion of centrally provided services, such as Finance, City Clerk, City Manager, and Human Resources that are attributed to conducting operations. The CAP prepared for the City is a “Full Cost Allocation Plan” that allocates the cost of general government and support services across the direct services provided to the public. This allows the City to know the full cost of all departments and is used as a mechanism to charge enterprise funds for shared services and in setting updated user fees in the future. The results of the CAP were used in the Draft Comprehensive User Fee Study Report.

Comprehensive User Fee Study Report
Matrix Consulting analyzed the cost-of-service relationships that exist between fees for service activities in the following areas: Building, Cemetery, Finance, Planning, Police, Public Works, and Special Events. The results of this study provide a tool for understanding current service levels and the cost for those services. These provide the basis for the maximum the City can charge for that service. Based on policy guidance from the Finance Committee and approval by City Council these fees can be adjusted based on what the desired cost recovery is for the service.

Agenda Item #8.1:

According to the results of the Fee Study, the City is under-recovering its costs by approximately $1.1 million or recovering 40 percent of its costs; the largest deficit is in relation to Building services which recovers just 25 percent of its cost.

Methodology
Matrix Consulting utilized a cost allocation methodology that makes time assumptions, vetted by staff, that are multiplied by the fully burdened hourly rate of the staff performing the work to determine the full cost of the service. The fully burdened hourly rates were determined by the FY25-26 budgeted salaries and benefits, department overhead, and citywide overhead (based on the Cost Allocation Plan).

The following is a summary of the results of the Fee Study by Service Area and recommended surcharges.

General Plan Maintenance Fee (surcharge)
The General Plan Maintenance Fee is governed by Government Code Section 66014(b), which states that fees “may include the costs reasonably necessary to prepare and revise the plans and policies that a local agency is required to adopt before it can make any necessary findings and recommendations.” This statute states that fees can be charged against zoning changes, zoning variances, use permits, building inspections, and filing applications.

The City currently does not charge a General Plan Maintenance Fee. The project team calculated the full cost of the General Plan Maintenance Fee as a percentage of the Building permit fee, which is 23 percent. This fee would only be applied to major building permits (i.e., new or remodel / tenant improvements). This would mean for every $100 of a major building permit, a $23 surcharge will be applied ($10,000 = $2,300). City Council can reduce the surcharge if desired, but staff recommends a surcharge be applied.

The General Plan Maintenance surcharges will be collected and accounted for in a separate account to ensure compliance with funding requirements and enables appropriate allocation of funds to general plan activities.

Technology Fee (surcharge)
The City currently charges a flat rate of $48 per permit. For a stronger nexus between the service provision and cost, the consultant recommends an 8 percent charge on the permit fee.

This fee is based on the total annual technology costs divided by our annual permitting costs.

This would mean for every $100 of any permit issued, an $8 surcharge will be applied ($10,000 = $800). City Council can reduce the surcharge if desired, but staff recommends a surcharge be applied.

The Technology surcharges will be collected and accounted for in a separate account to ensure compliance with funding requirements and enables appropriate allocation of funds to technology-related activities.

Administrative Fees
Administrative fees charged by the City relate to services such as media duplications, photocopies, and administrative appeal. All administrative fees are proposed to increase to more accurately reflect the services being provided. Administrative fees generally underrecover. The largest deficit is in relation to ‘Appeal (Administrative)’ at $186. City staff proposes to add fees for new services including use of the City Council Chamber, Notary, and wedding license fee.

Agenda Item #8.1:

The City’s current administrative fees show an annual cost recovery of roughly 90%. The annual revenue impact will be minimal as these fees are not assessed very often.

Police Fees
The fees examined within this study are collected by the Sheriff’s Office but are administered by and remitted to the City. These fees relate to Dog Licensing, Impound Fees, and Residential Parking Permits and currently under-recover. The largest deficit is in relation to ‘Dog License’ fees, specifically the ‘Senior Citizen (62 and Older), altered’ fee at $40. It is common for such fees to be subsidized. The smallest under recovery is in relation to the ‘Duplicate / Transfer’ fee at $4.

Police has an annual cost recovery of roughly 50% due to the dog licensing fees. The City has the option to increase these fees to allow for increased cost recovery of staff time used to provide these services or can continue to subsidize fees charged for dog licenses and further subsidize those for senior citizens.

Building Fees
The Building Division collects flat fees for Appeals, Express and Limited Scope Permits and Mechanical, Electrical, Plumbing, and Grading inspections. Staff proposes to eliminate some fees, create new fees, and modify others. Staff proposes altering its building permit fees to be based on the occupancy and square footage of the project rather than based on project valuation. This allows the City to more accurately account for the level of effort associated with reviewing and inspecting these projects, further described below. The building plan check is proposed to be 75 percent of the building permit fee and planning plan check is proposed to be 10 percent.

The Building Division currently assesses all new construction, remodels, and improvements based on a complex valuation process. The total cost calculated for each service includes direct staff costs and Departmental, Divisional, and Citywide overhead. The proposed fees are broken out by building use / occupancy type, square footage, and the total cost calculated (inspection only). The fee includes a base amount, so any square footage up to the base, would just be the base fee, and then above the base would be the base amount plus the amount per 100 sq. ft. or fraction thereof.

The Building Division has an annual cost recovery of 25%. The primary source of this underrecovery is new construction, remodel, and tenant improvements that have been converted from being valuation-based to square-footage-based. By setting the fees based on square footage and occupancy, the City is better able to capture the full cost of providing these services.

Planning Fees
The Planning Division is responsible for current and long-range planning within the City. The Planning Division collects fees for appeals, design reviews, environmental reviews, ministerial permits, use permits, variances, telecommunications, and other administrative reviews. The Division also maintains and updates the City’s General Plan and interprets and enforces the City’s zoning regulations. Staff proposes to eliminate fees for services that are no longer offered, are covered under other fees, or are now offered by other departments. There are also a number of new and modified fees that reflect the services offered by the Planning Division.

The fees charged by the Planning Division are a mix of under and over-recoveries. The Planning Division has an annual cost recovery of roughly 80%. Staff worked with the project team to right-size these fees, ensuring the time to administer these services reflected the Agenda Item #8.1:

current process needed to conduct these reviews. For larger projects with multiple entitlements, or entitlements that will have different costs depending on scope, staff proposes to keep requiring deposits for cost recovery. However, for more streamlined projects, staff is recommending to only charge a flat fee to reduce the time and cost of project management for time tracking and issuing additional invoices or returning unused deposits.

Public Works & Utilities Fees
The Public Works Department is responsible for the operation and maintenance of the City’s water and transportation systems. The fees examined in this study include those for encroachments, barricading, plan review and inspection, utilities, and miscellaneous hourly rates. Like other City departments modifications including new fees are proposed that more accurately reflect the services provided by Public Works staff.

The fees charged by the Public Works Division under-recover the associated costs. Public Works has an annual cost recovery of about 56%. The largest under-recovery is in relation to the ‘Encroachment Permit Fee’, especially the ‘Major’ Fee, which makes up $53,000 of the deficit.

Special Event Fees
The fee study identified Special Events as having an annual cost recovery of about 46%. This percentage of cost recovery is in alignment with the higher end of the industry standard range.

Proposed changes include updated rental rates for parks and event spaces, revised picnic rental fees, adjustments to small private event and wedding fees, and standardization of fee structures between hourly and flat-rate charges. Additional fee categories have been introduced for items such as amplified sound, banners and equipment storage, and amenity rental.

One of the most significant changes is to the rental fees for Plaza and park use. Existing rental rates were historically structured as flat fees that effectively included up to eight hours of use, regardless of event duration or operational impact. The updated methodology applies to a more comprehensive cost-based rental structure intended to reflect market rate for space, actual use, and level of City staff support.

In order to support community access to park and gathering spaces and reduce financial barriers for local organizations and residents, staff is recommending the implementation of discounted fee structures, including the following:
·A 25% discount for residents; and
·A 50% discount for local nonprofit organizations
Several longstanding community events would continue to receive fee waivers in accordance with the adopted Special Events Policy, including the Easter Egg Hunt, Cinco de Mayo, Fourth of July celebration, Vintage Festival, Tractor Parade, and other recognized community traditions.

Staff evaluated various scenarios of events that currently utilize Plaza Park and surrounding public spaces. While most non-profit and private resident events would see little or no increase under the new structure, the proposed rental fee structure would substantially increase overall event costs for large-scale exclusive-use events. The most significant increase is associated with updated rental rate calculations. The City Council may wish to consider opportunities to reduce these increased costs in order to balance cost recovery goals with the overall economic benefit events of this nature bring to the community.

Cemetery Fees
Agenda Item #8.1:

The fee study also evaluated cemetery operations, including interment rights, endowment contributions, administrative costs, and operational service fees associated with opening and closing services. Current fees do not consistently capture staff-related operational costs, particularly for opening and closing services. While direct service costs are captured under this study, Property Interment Rights (PIR) are treated differently and are based on updated marketrate analysis and include a combination of base pricing, endowment care contributions, and administrative fees.

Key proposed changes include:
·Standardization of fee categories
·Capturing staff time associated with after-hours and weekend rates ·Elimination of charges for child grave interment property; ·Updated pricing for new Columbaria niches to encourage utilization and sales; and ·Increases to Private Estate Lot pricing to better reflect market value and long-term maintenance obligations
Under the proposed fee schedule, most standard burial and cremation services would experience moderate increases generally ranging from approximately 5% to 8%. In contrast, some levels of newly added inventory are proposed to decrease in an effort to improve affordability and drive sales forward.

Overall, the proposed fee adjustments are intended to improve cost recovery, provide greater consistency for customers, and establish a more sustainable long-term funding structure for cemetery operations while preserving community access through targeted discounts and policy-based fee waivers.

Annual Fee Escalator
A common method of increasing fees or cost is to look at regional cost indicators, such as the Consumer Price Index (CPI) or Employment Cost Index (EPI) or a Cost of Living Adjustment (COLA). Staff recommends an annual CPI increase. This factor is calculated by the Bureau of Labor Statistics and is specific to states and regions. This is consistent with the annual increase applied to fees charged by the Fire Department.

Master Fee Schedule
The City of Sonoma has a Master Fee Schedule for services that benefit only the specific users of a service and do not benefit the general public as a whole. Fees are generated from a variety of services including building and planning permits, special event fees, appeal fees, public safety fees and certain water service fees (late fees & disconnect fees). Revenue from fees offsets costs of services that would otherwise be paid using general fund revenue. The City Council has the authority to establish these fees and charges as defined by state law.

On April 3, 2023, the City Council adopted Resolution #18-2023 updating the City of Sonoma Master Fee Schedule for FY 2022-23. On September 18, 2023, staff identified removed, modified, or added to the Master Fee Schedule which was approved by Resolution #61-2023.

The fees for City services have not been raised since then.

On March 24, 2026, the consultant, Matrix Consulting Group, and City staff presented the results of the Comprehensive User Fee Study and the proposed Master Fee Schedule to the Finance Committee. On April 21, 2026 staff presented additional information in response to specific questions. At that meeting the Finance Committee recommended a Master Fee Schedule that charges 100 percent of the full cost of providing services except for Non-profit Agenda Item #8.1:

Special Events and a Resident discount for Cemetery services. (See Attached Master Fee Schedule)
If the Master Fee Schedule is approved, the fees would become effective in 60 days, on August 2, 2026.

Impact Fees and In-Lieu Fees
The City imposes design requirements on development projects to mitigate their impact on the community. An in-lieu fee provides the developer or applicant the option to mitigate an impact themselves or pay the city a fee “in-lieu” of mitigating that impact. The City of Sonoma based on its municipal code may charge three different kinds of in-lieu fees: Parking, Trees, and Public Art. In-lieu fees are voluntary alternative to providing the design alternative (parking space, tree, art) on-site. (Staff is working with a separate consultant on the affordable housing in-lieu fee update to be brought forward separately this summer/fall.) Trees
The most common in-lieu fee the city may see is for the replacement of trees. The City’s municipal code (SMC Section 12.08.35(E)) currently requires a replacement 1:1 ratio and a 15- gallon box size for each six inches of tree diameter. So larger trees have to be replaced by more than one tree. Some sites have limited space to plant the required trees so the current inlieu for a development project is $100 per tree and the proposed fee is $700. This in-lieu fee is currently only applicable to development projects but staff intends to modify the ordinance to allow application to all tree replacements.

Public Art
For public art projects, the proposed in-lieu fee is 1% of the project valuation for new public, commercial, and/or multi-family development projects valued over $250,000. This value of art can be spent on public art to be installed on site (required to be visible from the public right-ofway, not necessarily made accessible to the public.) or contribute to a public art fund to be utilized under set policy standards adopted by the City Council. Currently, the City’s Municipal Code (SMC 19.51.030) requires all public projects with a total valuation over $250,000 to dedicate 1% to public art with no cap. For projects with a valuation of $250,000 the fee is $2500.

For a project with a valuation of $25 million (50,000 sqft x $500/sqft) it would be $250,000. It is common to not charge the fee for projects with 100% affordable residential units and facilities built by non-profits.

Parking
For parking spaces, the proposed in-lieu fee is $32,000 per parking space. This per space cost was based on the average cost of construction for parking spaces varying from a low of $8,000 per space to a high of $70,000 per space depending on whether it’s a surfaced lot or a parking structure. Staff does not foresee this in-lieu fee being used often, as the City has reduced the parking requirements for most projects and takes into account the limited parking availability in the Plaza.

High in-lieu fees can have the potential to impact financial feasibility of the project. Staff recommends adopting the in-lieu fees as proposed with an exception that the valuation of affordable residential units be excluded from the in-lieu fee for art projects. The Finance Committee did not have any modifications to the proposed in-lieu fees. If the City Council approves the in-lieu fees as proposed, staff will bring back a request to amend the Sonoma Municipal Code at a future meeting to be in alignment with the approved and updated fee structure.

Agenda Item #8.1:

Conclusion
The proposed fee schedule demonstrates a full cost recovery model in response to the findings of the recent fee study completed by Matrix Consulting Group, which determined that the City is currently under-recovering approximately $1.1 million or about 40% of the actual cost of providing services on annual basis. Staff’s recommendation to increase fees in certain service areas is one that does not come lightly but is done with the mindset of long-term financial sustainability at the forefront.

While the City has benefited from prudent fiscal management in recent years and currently maintains healthy General Fund reserve levels, the City’s ongoing expenditures are now outpacing the rate of revenues, which is illustrated by an anticipated deficit of approximately $1 million for the proposed fiscal year 2026-27 budget. With no new significant ongoing revenue streams on the horizon and growing service demands, current financial projections indicate that this structural deficit will continue to deplete the General Fund reserves. Establishing a more comprehensive cost recovery model will help preserve the City’s fiscal health, protect core public services, and improve the City’s ability to address future operational and capital needs during periods of economic uncertainty. The recommended fee adjustments and increases represent just one component of a broader long-term financial strategy. The goal of these fee increases is to better align fees with the actual cost of service delivery.

Based on the Finance Committee’s recommendation and input, staff is recommending a full cost recovery framework for services, while providing local (resident and nonprofit) discounts for certain programs and services that provide broad community benefit, as proposed in the attached fee schedule.

Environmental Review
Staff recommends that City Council determines that the proposed fees do not meet the requirements for a “project” pursuant to Sections 15378(a) and 15378(b)(2) of the California Environmental Quality Act Guidelines and the action is statutorily exempt under Public Resources Code Section 21080(b)(8) as the establishment and modification of charges by a public agency to meet operating expenses.

Recommended Council Action
Approve a Resolution adopting the Cost Allocation Plan, accepting the Comprehensive User Fee Study Report, adopting a Master Fee Schedule, and finding these actions exempt from CEQA under CEQA Guidelines Sections 15378(B)(4) and 15273(A).

Alternative Actions

1. Adopt the proposed Master Fee Schedule and direct staff to return to the City Council with options for a phased implementation of selected fees.

2. Take no action and continue the current practice of subsidizing fees.

Financial Impact
Fees and charges comprise approximately 3% of FY25-26 General Fund Revenue. Total revenue derived from fees, fines, permits and licenses (excluding Business Licenses which are considered a tax) is projected to be about $1,056,000 exclusive of the proposed fee increases.

No additional revenue as a result of the updated fee schedule is included in the Draft FY26-27 Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SONOMA

ADOPTING THE COST ALLOCATION PLAN, ACCEPTING THE COMPREHENSIVE USER

FEE STUDY REPORT, ADOPTING A MASTER FE SCHEDULE, AND FINDING THESE ACTIONS EXEMPT FROM CEQA UNDER CEQA GUIDELINES SECTIONS 15378(B)(4) AND 15273(A).

WHEREAS, California Constitution, Article XI, Section 7 gives cities police power to engage in regulatory activities for which they may charge a fee for reimbursement of costs; and WHEREAS, Article XIII C, section 1, subdivision (e) of the California Constitution provides that a “tax” does not include: (1) a charge imposed for a specific benefit conferred or privilege granted directly to the payor that is not provided to those not charged, and which does not exceed the reasonable costs to the local government of conferring the benefit or granting the privilege, (2) a charge imposed for a specific government service or product provided directly to the payor that is not provided to those not charged, and which does not exceed the reasonable costs to the local government of providing the service or product, (3) a charge imposed for the reasonable regulatory costs to a local government for issuing licenses and permits, performing investigations, inspections, and audits, and the administrative enforcement and adjudication thereof, (4) a charge imposed for entrance to or use of local government property, or the purchase, rental, or lease of local government property, and (5) a charge imposed as a condition of property development; and
WHEREAS, Article XIII C, section 1, subdivision (e) of the California Constitution and Government Code section 66014 provide that fees, including, but not limited to, fees for building inspections and fees for filing and processing applications, may not exceed the estimated reasonable cost of providing the service for which the fee is charged; and WHEREAS, the City desires to put into effect a revised fee system that includes a cost recovery-based fee recovery system; and
WHEREAS, the City retained the services of Matrix Consulting Group to conduct an Overhead Cost Allocation Analysis, attached hereto as Exhibit A, to determine the cost of general government and support services across the direct services provided to the public to identify the fully burdened costs; and
WHEREAS, the Matrix Consulting Group then conducted a comprehensive analysis of the actual costs, time, materials expended by the City and its staff in processing the various development and permit applications subject to this Resolution and have prepared a detailed listing of said costs upon which the fees and charges which this Resolution authorizes are based and said detailed analysis is attached hereto as Exhibit B as the Comprehensive User Fee Study Report; and
WHEREAS, the Matrix Consulting Group also analyzed potential in-lieu fees for trees, parking spaces, and public art, attached hereto as Exhibit C; and WHEREAS, Matrix Consulting Group and City staff provided an overview of the methodology and analysis along with the Master Fee Schedule and options at the March 24, 2026, and April 21, 2026 at Finance Committee meetings; and Agenda Item #8.1:

WHEREAS, on Sept 18, 2023, the City Council adopted Resolution Number 61-2023 adopting a schedule of user fees, licenses, and permit charges with an effective date of November 17, 2023; and
WHEREAS, Government Code section 66016 requires the City Council to hold a noticed public hearing prior to adopting a new fee or service charge, or prior to approving an increase in an existing fee or service charge; and
WHEREAS, the City Council desires to adopt and/or increase the fees and service charges included in the report analyzing the associated costs therewith and attached hereto as Exhibit D, which has been prepared by City Staff; and
WHEREAS, on June 3, 2026, the City Council of the City of Sonoma held a duly noticed Public Hearing to allow public input and review amendments to the adopted fees and charges.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Sonoma hereby:

Section 1. City Council finds the Recitals above are true and correct and are incorporated herein by this reference.

Section 2. Adopt the Overhead Cost Allocation Analysis. The City Council of the City of Sonoma adopts the Overhead Cost Allocation Analysis (Exhibit A) and directs staff to utilize its findings for indirect cost assessments to enterprise fund, fee studies, and other appropriate actions.

Section 3. Accept Comprehensive User Fee Study Report. The City Council accepts and adopts the Comprehensive User Fee Study Report prepared by Matrix Consulting Group (Exhibit B) and, for the reasons explained in that report, the City Council finds and determines that the amounts of the fees and charges therein: (a) do not exceed the estimated reasonable costs of providing the services or products identified in the report, and (b) do not recover more than the regulatory costs incurred by the City for providing the services or products for which they are charged. Therefore, the City Council of the City of Sonoma finds and determines that the increase of existing fees and the establishment of certain new fees as approved herein are for the purpose of establishing fees for services in an amount not in excess of the estimated reasonable costs for providing said services.

Section 4. In-Lieu Fees. Matrix provided an In-Lieu Fees memo (Exhibit C) demonstrating the in-lieu fees that offset the direct material or infrastructure costs associated with the activity.

Section 2. Fee Schedule Adoption. The Master Fee Schedule as set forth in Exhibit D which is incorporated herein shall be charged and collected for the outlined services. The fees and charges at cost are to be computed and applied by the various City departments and to be collected by the Finance Division for the listed special services when provided by the City or its designated contractors.

Section 3. Separate Fee for Each Process. All fees set by this resolution are for each identified process; additional fees shall be required for each additional process or service that is requested or required. For applications requesting multiple entitlements, the deposit shall be the sum of the individual amounts attributed to each entitlement.

Section 4. Cost Recovery Fees and Process. The following cost recovery policies are Agenda Item #8.1:

to be implemented.

A. Flat Fee Applications — This is an application fee that is based on an average estimated cost to process.

B. Other Services — For services requested of City staff for which no fee is listed on the City fee schedule, actual costs shall be charged using hourly rates set in the fee schedule.

C. Deposit Based Full Cost Recovery Applications — This is an application fee that includes a deposit amount for the actual costs of the staff time, consultants, legal costs and required materials. The applicants will be billed for the full cost of processing the application based on staff time and materials billed and the City's adopted Cost Allocation Plan for staff time. Staff hourly rates shall be the fully burdened cost allocation rate and be determined by the City of Sonoma's Finance Division for the given fiscal year(s) in which the application is processed.

Consultants and legal staff will be billed at the amount charged to the City.

D. Cost Recovery Agreement — All applicants for development projects governed by this Resolution shall be required to enter into a cost-recovery agreement obligating the applicant and the owner of the property which is the subject of the development project application to pay the deposit and fees approved hereby in a form subject to the approval of the City Attorney.

E. External Consultant Administrative Fee – This fee is based on the federal deminimis indirect rate of 15% to cover general administrative support and oversight of external pass-through consultants. This is only for external third-party services, not for oversight of augmented consulting staff.

F. Annual CPI Adjustment -- The Finance Director is authorized and directed to adjust the fees and service charges set forth in Exhibit D attached hereto not later than July 1 of each year based on the change, if any, in the Consumer Price Index (CPI) for All Urban Consumers for the San Francisco-Oakland-San Jose Area published by the United States Department of Labor, Bureau of Labor Statistics for January of that year.

Section 5. Studies for Environmental Review and Compliance — In order to comply with CEQA and/or NEPA, environmental studies and analysis of various types may be necessary.

The services funded by the applicant are based on the full cost recovery hourly rate for the staff and legal counsel involved, outside agency fees, public notices, advertisements, and postage, as well as actual costs for professional consulting services to assist in environmental review. It is the financial responsibility of the applicant to pay for special studies and environmental analysis up to and including an Environmental Impact Report and any subsequent CEQA document/report plus the external consultant administrative fee. This financial responsibility will be outlined in a Cost Recovery Agreement. The City Council authorizes the City Manager to execute all cost recovery contracts for contract staff and/or special studies since these contracts are reimbursable and not subject to any City funding.

Section 6. Implementation. Any current fees not included in the fee schedule adopted by this Resolution shall continue in effect. In the event of any inconsistency between the fees in effect as of the date of the adoption of this Resolution and the new or increased fees Agenda Item #8.1:

adopted hereby, the new or increased fee schedules shall control.

Section 7. Effective Date. This Resolution shall take effect immediately upon its adoption but the deposit and fees approved herein shall become effective sixty (60) days following the adoption of this Resolution.

Section 8. CEQA Exemption. The City Council hereby determines that the proposed fees do not meet the requirements for a “project” pursuant to Sections 15378(a) and 15378(b)(2) of the California Environmental Quality Act Guidelines and the action is statutorily exempt under Public Resources Code Section 21080(b)(8) as the establishment and modification of charges by a public agency to meet operating expenses.

1. Executive Summary
The Matrix Consulting Group has prepared this Full Cost Allocation Plan (CAP) for the City of Sonoma, California. The report, which follows, presents a summary of the comprehensive analysis undertaken to identify the appropriate distribution of citywide administrative and support costs to all City operating departments and programs.

Methodology
The primary objective of a CAP is to spread costs from central support departments, generally called “Central Service Departments” to those departments, cost centers, and/or funds that receive services in support of conducting their operations. In doing so, an organization can both better understand its full cost of providing specific services to the community, and also generate organizational awareness regarding indirect (overhead) costs associated with operations.

Allocation Principles
This plan was compiled in accordance with Generally Accepted Accounting Principles and is also based on many of the methods of indirect cost allocation defined by the federal Office of Management and Budget’s (OMB) Title 2 CFR 200. These principles can be summarized in the following points:
• Necessary and reasonable: costs included for allocation should be necessary to the purpose of a department and the services it provides. Expenditures should be in alignment with reasonable costs associated with services, not arbitrarily or intentionally inflated.
• Determined by allocation “bases” that relate to benefit received: allocation metrics used to allocate costs should have a nexus to the service being provided, and generally reflect associated service levels.

Following the above principles ensures the production of an equitable and fair plan.

Double-Step Down Method
In addition, OMB guidelines outline a method for allocating indirect costs called the double step down allocation method, which utilizes two “steps” or “passes” to fully allocate costs. The double-step down procedure is reflected in this plan and ensures that the benefit of services between Central Service support departments are recognized first, before final allocations to receivers of services are made. For example:
• First Step: Central Service department expenditures are allocated to other Central Service departments such as Human Resources, Information Technology, etc., as well as to Receiving departments. • Second Step: Distributes Central Service department expenses and first step allocations to Receiving departments only.

Other methods of distributing Central Service costs to Receivers do exist, however, the project team used the double step down method as it is the most equitable means to distribute costs.

Types of Cost Allocation Plans
It should be noted that there are two types of cost allocation plans: Full Cost and OMB Compliant. The below dot points outline the two types of plans and provide examples of plan utilization. • Full Cost Allocation Plan: is generally concerned with determining indirect costs associated with non-general fund sources, as well as funds and departments that charge fees for service. For example, a Full Cost Allocation Plan could be used to justify transfers from non-general fund sources or included in a cost-of-service study to account for indirect overhead.
• OMB Compliant Plan: is generally concerned with the use of the resulting cost allocations to develop, submit, and secure approval for claims. For example, OMB Compliant allocations could be used to reimburse indirect costs associated with the administration of State and/or Federal grants. An OMB Compliant Plan is far more sensitive in terms of recovering administrative costs within the framework of the specific federal requirements outlined by OMB.

2. Reading the Plan
The final documentation of a CAP can be hundreds of pages in length. The following provides a guide for navigating and reviewing the plan:
• Table of Contents: All summary and detail allocation schedules can be referenced here; and appear in the same order as shown.
• Summary of Overhead Allocations: Lists Central Service departments on one axis and Receiving departments on the other. Shows how much was allocated from each Central Service department to each Receiving department.

Summarized with unallocated and direct billed entries and produces a grand total for each axis. • Summary of Functions and Allocation Bases: Recaps the source and basis for each function of each Central Service department. For example, if the Building Maintenance function of the Facilities Management Department allocates by square footage, then the basis for the allocation of that function shown on this schedule would be square footage and the source would potentially be blueprints of the building or square footage records. • Central Service Departments: Lists all Central Service departments, including their fund, department, and or division number, along with expenditure totals per department, subtotal of disallowed costs, and a total of all expenditures being allocated through the plan.
• Grantee Departments: Lists all Receiving departments, including their fund, department, and or division number. • Detail Reports: There is one set of reports for each Central Service department in the plan. The reports show an aggregate picture of the department’s expenses, a function-by-function breakdown of the expenses, each function’s allocation, and an allocation summary. Each set of Detail Reports contains:

– Costs to Be Allocated: This is a summary of the costs being allocated for the identified Central Service department. This worksheet shows the total expenditures for the Central Service department, along with the incoming allocations from all other Central Service departments. – Departmental Expense Detail: This worksheet details the Central Service’s direct expenditures, provides a recap of the incoming expenses, and arrives at a total this department encumbers on each pass of allocations.

Additionally, this worksheet compounds incoming allocations and breaks total costs down by function. Lastly, it demonstrates how the G&A (General and Administrative) column is reallocated and displays subtotals for each pass of allocations. Here, unallocated functions are dropped from the Plan’s calculations. – Allocation Detail: For each allocable function, this report shows the Receiving departments its costs are allocated to and shows the dollar amount of allocations per pass. – Allocation Summary: This worksheet shows the total costs being allocated to Receiving departments by function.

The Summary of Resulting Overhead Allocations and the Summary of Functions and Allocation Bases are the optimal documents for beginning review of the Cost Allocation Plan. The Summary of Resulting Overhead Allocations provides a summary of results and “bottom-line” picture of the analysis. The reviewer may then refer to the Detail Reports for more information on how allocations are derived and shown on the Summary of Overhead Allocations. The Summary of Functions and Allocation Bases provides a matrix detailing the allocation methodology applied to each Central Service department along with the source of the data.
