CONT'D Mr. Dominguez urged the City Council to fully fund the Infori'nation Systems Technician position in the Administrative Services Department, noting it is essential for operating the call-in feature.
Jirni'ny Ozaeta, a South Gate resident, stated that the report shows the city hired 45 employees, 23 full-time, and promoted 20 staff during a fiscal year projected to have a $9.4 million deficit. However, the report does not list hiring dates, job titles, costs, or wliether these positions previously existed, nor how long any vacancies had remained open. Without this inforination, the reported 52 vacancies lack context and do not convey the urgency of the issue. He stated the city cannot cite a fiscal crisis, a hiring freeze, and 45 new hires in the same year without providing detailed justification. Although the city says the hiring freeze applies to non-essential positions, there is no disclosed policy or criteria explaining how positions were classified or selected.
Edgar Pelayo, a South Gate resident, stated that the city is only disclosing this information now because the law requires it, and that this level of transparency should have occurred earlier.
Liz Ruiz, a South Gate resident, stated that while the information is alarnning, she disagrees with the two former colleagues who spoke earlier.
She recalled that many of these vacancies were discussed during budget talks, along with how long they had been open and the challenges of maintaining staff morale. She noted that she personally knows staff who are leaving and whose positions likely will not be filled. Ms. Ruiz said it is hypocritical to raise these concerns now, especially after Council was criticized not long ago for giving staff well-deserved raises. She said that it is wrong for Council MemberAvalos and certain commissioners to pit residents against staff, who are part of the community. She hopes everyone can work together to support a Utility Users Tax or, if not, propose alternative ideas to address the $9 million deficit.
Having no one else come forward, Mayor Barron closed the audience portton.
Council Member Hurtado thanked staff for the presentation and noted that the city has faced a structural deficit for decades. He stated that since 2012, the city has consistently reduced staffing and held positions vacant as part of long-term cost-saving measures. He expressed surprise that the two speakers were unaware of this history, emphasizing that the city has operated for years without the 100 police officers and 6 code enforcement officers it is supposed to have. He added that the 2025 law was intended to ensure unions are infonned about vacancies, and the city has been working closely with them to explain why positions remain unfilled without overburdening staff.

CONT'D Council Member Avalos asked how the vacancy rate impacts overtime costs and service delivery.
Mr. Hamilton stated he could not directly link the vacancy rate to overtime or service impacts, noting that some vacancies resulted from program reductions.
Mr. Houston stated that with fewer staff, service levels will decline, and programs identified for budget cuts will need to be reduced, although some minimum standards must still be maintained.
Council MemberAvalos asked how the frozen positions create hidden operational risks or costs.
Mr. Houston stated that the issue is not just a defined risk but an ongoing reality of reduced services, which the community is already experiencing.
He noted that impacts will intensify after July 1 when final reductions take effect.
Council Member Avalos noted that the Police Department includes two CSI-related positions and asked when they were added, stating that these positions did not exist when she first joined the Council.
Mr. Houston stated the CSI positions were budgeted before 2003 but were never filled. As budget pressures increased, staff deprioritized hiring for those positions despite their continued inclusion in the budget.
Council Member Avalos stated that although the city budgets for police officer positions, it has been difficult to fill them, and the city does not want to hire unqualified candidates. She noted that applicants must attend the academy, where those not suited for the job are filtered out. She expressed disappointment that the Police Department has not reached its budgeted staffing levels in the past 10, 15, or even 20 years, stating that this long-term gap prevents the city from showing the community that their tax dollars are fully supporting a staffed police force.
Mayor Barron cautioned the Council against suggesting the city failed to use tax dollars appropriately.
Council MemberAvalos clarified she did not say that.
Mayor Barron stated that officers were covering those hours through overtime and were actively patrolling during that time.
Council Member Avalos clarified she was not disputing that officers covered shifts through overtime. Her concern is that relying on overtime to

CONT'D fill budget positions risks officer burnout, which can lead to mistakes. She then asked: If tlie city budgets for 81 officers, how many are currently staffed?
Mr. Houston stated the current number is about 69 to 70 officers.
Captain Camacho reported a total of 76 officers.
Mr. Houston stated the department has 76 officers, with some on leave. He explained that staffing challenges stem from finding qualified candidates and offering competitive pay and benefits. Because the city has limited funds and pays below what many cities offer, it struggles to achieve full staffing. The city aims to pay at the 50th percentile of the market, based on SELA communities, not cities like Pasadena or Manhattan Beach, but years of smaller increases have left the city about 10% below that benchmark.
Mr. Hamilton stated that staffing shortages are a statewide issue, as agencies across California are struggling to recruit police officers and sheriff's deputies. He attributed this to highly regulated policing standards, which make the profession less appealing, and a decline in public perception of law enforcement. In the 1990s, the city received about 100 applications for each position; today it must recruit continuously. The city hires candidates and sends them to the academy only after they pass background checks, psychological evaluations, and other required suitability tests.
Council Member Avalos asked when the Council would receive the next recruitment and retention update.
Mr. Houston stated that this is an annual exercise. He added that if the Council would like a more comprehensive report on a set schedule, staff can prepare one; however, he noted that the city is cunently focusing on many other performance measures.
Vice Mayor Rios noted the city has long discussed its vacancies and continues to face recruitment challenges. He asked how many additional hires are expected by the end of the year.
Mr. Houston stated that if the city starts with 349 positions and eliminates 32 through layoffs or removal to meet the $9.4 million target, the workforce will be reduced to 317 positions, which is the minimum needed to maintain services.

HOUSING Following the conclusion of the Public Hearing, the City Council unanimously continued until June 9, 2026, City Council meeting by motion of Council Member Davila and seconded by Council Member Avalos:
ROLL CALL: Council Member Avalos, yes; Council Member Hurtado, yes; Council Member Davila, yes; Vice Mayor Rios, yes; Mayor Bairon, yes.
a. Adopting Resolution approving the Fiscal Year 2026-2027 Annual Action Plan;

Gabriel Perez, Director of Community Development, stated that this is a routine annual item outlining how the City will allocate Community Development Block Grant and HOME funds through the Annual Action Plan. Staff recommend continuing the item until June 9, 2026. The Housing Manager, who administers the program, is available to answer questions or provide a presentation if requested.
City Attorney Salinas recomi'nended keeping all public hearing comments together, noting it would be better to record them at the same time rather than splitting them across multiple meetings.

ROLL CALL: Council Member Avalos, yes; Council Member Hurtado, yes; Council Member Davila, yes; Vice Mayor Rios, yes; Mayor Barron, yes.
Gabriel Perez, Director of Community Development, stated this is a routine update required when the state revises its California codes. The

CONTID city must adopt the updates by July 1, 2026. Building Official William Campana will provide a brief presentation.
William Campana, Building Official, stated that Building and Safety is responsible for enforcing the California Code of Regulations, which is updated and adopted every tl'iree years.
Mayor Barron asked if anyone in the audience wished to speak on this item. Seeing no one step forward; Mayor Barron closed the audience portion.
Council Member Hurtado thanked Mr. Campana for the presentation. He noted that the state periodically updates safety and energy-efficiency codes, and the city must update its municipal code accordingly. While these updates are beneficial, they come with costs. He added that enforcement is challenging because the city is short-staffed, and residents frequently complain about unpermitted work and code violations.
Council Member Davila questioned the $7,000 budgeted for training and asked about the cost of the code book.
Mr. Campana stated the code books cost $21,000, spread over three years.
As the city adopts the 2025 codes, he purchased some books last fiscal year and will buy the remainder this year. He added that staff participate in professional groups that offer training, including some free courses.
Council Member Davila asked how many staff attend training.
Mr. Campana replied that the city currently has six staff members.
Vice Mayor Rios stated that while he understands there are many regulations, he wants to know whether the costs relate only to training or if the mandates require mechanical upgrades as well. He noted that the state often imposes requirements without providing funding and asked if that is the case here.
Mr. Perez replied that this is exactly the case, and that the city must apply the updated rules when plan-checking building permits as they come in.
Council Member Avalos asked how the new requirements might disproportionately impact small contractors, homeowners, and underserved community members who may not be able to afford the fees.
She also asked about the fiscal impact on both the community and the city, and whether the city will be able to recover those costs.

3 MUNICIPAL CODE ADMIN
CONT'D Mr. Perez asked Mr. Campana to address tl'ie impacts with tlie greatest effect. He noted there are also positive changes, including an extension of building permit validity from 180 days to 365 days, allowing applicants more time to act without needing to reapply or pay for a new perinit.
Mr. Perez asked Mr. Campana whether the updated building codes include stricter standards that may affect contractors.
Mr. Campana responded that while building requirements have not significantly changed, other trades, such as electrical, now face additional requirements, and contractors are notified through the State Contractors Licensing Board.
Council Member Avalos asked whether Building and Safety has enough staff to inspect permitted work sites, noting many residents still do unpermitted work.
Mr. Campana said the department is managing but falling behind; inspections that once took 24 to 48 hours now take three to four days.
Council Member Avalos stated the city lacks sufficient staff.
Mr. Campana responded that this is not by choice.
Mayor Barron asked what would help increase staffing.
Mr. Campana said the department has updated its fees to align with surrounding cities, which may help.
Mayor Barron asked if that means more revenue.
Mr. Campana replied yes.
Jose De La Paz questioned the Board ofAppeals section, noting it states the five members would be planning commissioners. He pointed out that the job and board member descriptions require specific technical backgrounds, which planning commissioners typically do not meet.
Mr. Campana explained that the Board of Appeals was created to review the Building Official's decisions and interpretations, not the building code itself. He noted the city has not needed the board in many years. The board was originally composed of members with construction expertise, such as an engineer, an architect, a licensed contractor, an ADA advocate, and a resident, which is why planning commissioners could not serve.

3 MtJNICIPAL CODE ADMIN
CONT'D Mr. De La Paz noted the staff report states the Board of Appeals must consist of five planning commissioners.
Mr. Campana responded that historically the board's members were appointed by the Planning Coini'nission and City Council.
Mr. De La Paz expressed confusion.
Mayor Barron asked the City Manager for clarification.
City Attorney Salinas clarified that Mr. Campana is correct. The Board of Appeals has not met in years because there has been no need, and its members are not the same individuals who serve on the Plaru'iing Comi'nission. Serving on the Plaru'iing Coinmission is not a requirement for the board, and if the section suggests otherwise, that was not the intent.

Tina De La Rosa, Acting Director of Parks & Recreation, mentioned past and upcoming community events.
Gabriel Perez, Director of Coininunity Development, announced a community input session on Thursday, April 30th at 5:00 p.m. at the civic center to discuss repurposing the courthouse as a comi'nunity resilience center. Funding is available for construction and prograrni'ning, with centers intended for use during emergencies such as extreme heat, floods, earthquakes, or fires, and for year-round activities. A flyer includes a QR code for a survey, which can be completed by May 18th.
Luis Frausto, Director of Administrative Services, clarified that the funding source referenced by Mr. Perez pertains specifically to grant funding rather than city funding. He addressed both todays and the previous meeting's inquiries by stating that audits are conducted by independent third parties; the city does not audit itself. Additionally, certain audits required by the state or other agencies engage third-party CPA fin'ns, such as KPMG, to perform audits of the city.
Mr. Frausto provided an update regarding challenges experienced with the city's water utility payment portal system. The city has signed a contract with a vendor to implement a new payment portal, which is anticipated to be operational within three to four months. This upgrade will offer improved functionality for residents, including convenient access to downloadable statements, options for automatic payments, and expanded online services that currently require in-person visits to city hall.
Additional information will be shared as the project approaches its launch date.

REGULAR CITY COUNCIL MEF,TING MINUTES OF APRIL 28, 2026
REPORTS AND COMMENTS
FROM CITY OFFICIALS
CONT'D Rob Houston, City Manager, inquired whether City Council has any specific input regarding the Amazon matter. The city is currently collaborating with Ainazon to address their traffic impacts, while several unresolved iSsues from the initial approval process remain under discussion. The city continues to evaluate these impacts. However, decisions related to Amazon's hiring practices generally fall outside of the city's jurisdiction. Should the Council wish to issue a letter of support for any group, staff can prepare one at the Council's direction.
Mr. Houston clarified that his previous comi'nents were not meant to target all social media users. He expressed disappointment toward a few individuals who use their platforms to spread false infonnation and attack Council members or community members, which he believes harms the coininunity and limits potential revenue opportunities needed to maintain services. His intention was only to acknowledge this issue, not to single out anyone personally. He emphasized that even when disagreeing with others, he does not view them as enemies. Moving forward, he hopes people will choose a more constructive path for the city's future.
Council Member Hurtado asked if it's possible to give directions on sending a letter even though it's not on the agenda.
Raul F. Salinas, CityAttorney, noted that the mayor can collaborate with the city manager. This approach has precedent; when St. Francis Hospital employees addressed the Council, it supported them and sent a letter. The item isn't on the agenda due to time constraints.
Council Member Hurtado mentioned that, as an individual, he would also like to collaborate with the city manager on drafting a letter.
Council MemberAvalos plans to draft a letter individually to show Ai'nazon that the Council stands united and rejects their treatment of the employees who happen to be South Gate residents.
City Attorney Salinas advised the Council to consider a motion under the Brown Act provisions that permit discussion of an item not previously included on the agenda. The Council must determine that urgent circumstances exist, as suggested by the recent expression of concern regarding individuals who are currently unemployed. Bringing this matter forward as an urgency item would require approval by at least four-fifths of the City Council, based on these findings.
Council Member Hurtado moved, and Avalos seconded.

REPORTS AND COMMENTS
FROM CITY OFFICIALS
CONT'D City Attorney Salinas explained that the urgency arose because this matter was raised for the first time by individuals infon'ning the Council about the layoffs of 75 people and their effect on local residents.
Mayor Barron asked if anyone in the audience wishes to speak on the urgency item.
Mr. Dominguez comi'nended Council for demonstrating leadership.
David Enriquez, representing Teamsters Local 396, thanked the City Council.
ROLL CALL: Council Member Avalos, yes; Council Member Hurtado, yes; Council Member Davila, yes; Vice Mayor Rios, yes; Mayor Barron, yes.
Council Member Avalos directed staff to draft a support letter from all five City Council members, seconded by Council Member Davila.
Jose De La Paz, City Treasurer, would like to be included in the letter as well.
Council Member Rios explained that the main concern arose when Ainazon entered tlie community, prompting questions about their intentions for choosing this location. He noted that Amazon plaru'ied to hire residents of South Gate.
Council Member Hurtado emphasized earlier today that his father was a union member and underscored the importance of consistent union support. He noted his presence during the Kaiser strike, as well as the UTLA strike, and his active participation alongside the United Health Workers Union. Council Member Hurtado also referenced writing letters in support of these unions and affirmed his commitment to advocate for Amazon employees, stating he will not stand by without taking action.
Robyn Logan is unsure whether Council is aware, but the Amazon employees still have not received their final paychecks. She thinks this information should be included in the letter as well.
Council Member Avalos requested that Mr. Enriquez specify the issues in detail so they could be addressed in the letter.
Mr. Enriquez stated Amazon came in looking for some reason to find a breach of contract in their terms of agreement and laid off the 75 employees that had just recently organized. The employees demanded

Tlie traffic Ms. Logan spoke about, that's just non'nal traffic that Amazon puts into the city, taking no consideration for safety. Ai'nazon is a trillion-dollar company that can afford to fly to space. They can afford to take care of their workers. They can afford to pay them living wages, healthcare, and union pensions. Ai'nazon is taking away work from tl'ie postal service, DHL, FedEx, and UPS. Mr. Eruiquez appreciates City Council's support.
