"The stop signs on the bike path are too small. Bike riders don't stop for oncoming traffic. Per- haps no one has been run over yet, but I have seen many near miss situations where the bike riders won't stop. This is a very dangerous situation. Perhaps the bike path stop signs should be blinking. Perhaps the riders should be ticketed. Thanks." Letters from Community Members:

RE: City Master Mobility Plan
I am writing on behalf of Rancho Monte Vista Apartment Homes. We are located between Central Ave.and Monte Vista St.at 2100 W.Arrow Route, Upland. We have numerous residents that walk, ride bikes and jog between Central Ave and Monte Vista on a daily basis. This includes a variety of residents who either work or are students at the Claremont Colleges,as well as using the retail center known as College Park Retail Centre on the SW corner of Arrow Route and Monte Vista, and accessing the Montclair Metro Link. The path to Monte Vista is uneven, without sidewalks, curbs and gutters and is generally not easily accessible to our residents and anyone coming from east of Central Ave.

We would like the City to seriously consider adding curb, gutters and sidewalks to the south side of Arrow Route between Central Ave and Monte Vista, especially in front of the City of Upland's Recharge Basin. We believe these additions would make the area safer, more convenient and generally open up Qfor all people using bikes, walking or otherwise being able to use this area in a much safer way than in it's current condition. Please consider these urgently needed improvements.

RE: City Master Mobility Plan
I represent Arrow Vista Village Apartment homes, located at 2398 W.

Arrow Route, Upland and would like the City of Upland to address the difficult area in front of the City's Recharge Basin between Monte Vista and Central Ave. We have many residents that use the pathway to access the east side of Monte Vista going to school, accessing retail users and generally using the area for recreation/exercise. The south side of Arrow Route in front of the Recharge Basin does not have sidewalks, curbs or gutters making the use of this area very difficult. I am asking the City to make these needed improvements so make the area safer, more accessible and clean up a blighted area. Your consideration is appreciated.

Sincerely,
Brian Whitcomb
Regional Manager

D. PRIORITY PROJECT SUPPLEMENTAL MATERIALS
Active Transportation Counts
Conducting bicycle and pedestrian counts before and after constructing active transporta- tion projects is essential to monitoring the impact of new improvements on travel patterns and behaviors. Active transportation counts were conducted at selected priority project in- tersections during the morning and evening peaks on Wednesday, June 4th, 2025. Table A-16 lists the count locations. Results are presented on the following pages.

Conceptual Drawings
The following pages contain planning-level conceptual drawings for the Conceptual Design Segments of the Plan's top ten priority projects, which can be used by the City to apply for and secure grant funding. All improvements shown in the conceptual drawings are subject to further evaluation. As the City begins the construction design process, the conceptual drawings presented in this Plan may be modified based on considerations for cost, maintenance, safety, feasibility, developer agreements, and availability of adequate right-of-way to install the improvements. While the Conceptual Design Segments may be positioned as "grant- ready" project options, the City reserves the right to implement projects at its discretion and/ or as funding opportunities become available.
