County of San Bernardino
Emergency Vehicle Operations Center

SITE DEVELOPMENT
IMEG provided civil engineering and field surveying design for improvements to the paved surfaces used for training at the San Bernardino County Sheriff’s Emergency Vehicle Operations Center (EVOC), one of the premier driver training facilities in the country.

The 78-acre site features various training opportunities, including a mile-long high speed track, a large skid pan made of polished concrete that becomes slick when watered, a motorcycle obstacle course, residential street grid with numerous intersections, 4-wheel drive obstacle courses, and a simulated rail crossing.

The design included rehabilitating most of the pavement surfaces at the site (including the city grid, high-speed track, motorpad, parking, and new ADA accessible parking spaces), as well as upgrading the site lighting, including the replacement of the racetrack site lighting fixture, control system, and conductors.

NEW POCKET PARK AND STORM WATER IMPROVEMENTS
IMEG provided full engineering services for Los Angeles County Department of Parks and Recreation and the Department of Public works for the construction of a new 0.5 acre pocket park in the unincorporated community of Walnut Park.

The amenities and features of the park include a staff office and public restroom building, drought tolerant plants, walking paths and benches, fitness stations, shade shelter, public restrooms, playground areas, performance stage, splash pad, picnic areas, and an open lawn area.

In addition, IMEG provided civil engineering services for the design of stormwater diversion system to capture stormwater from a 27-acre drainage area. The system is designed to improve water quality for the Los Angeles River watershed and assist in compliance towards MS4 Permit requirements. This was achieved by implementing nine drywells (six within the park site and three on the adjacent public street) that are fed by a new public storm drain system, which include:
• Two curb opening catch basins on Pacific Blvd.
• A hydrodynamic separator
• Stormwater quality monitoring system
• Underground storm drain pipes
The project was funded by a joint agreement with Public Works and Parks and Recreation using dedicated state and regional funds. Challenges encountered included dealing with unforeseen constraints with existing features of neighboring properties for construction of the perimeter screen wall and existing utility conflicts for the construction of the public storm drain system.

These problems were solved by collaborative effort with IMEG, architect, and the County on reaching an acceptable resolution with the least impact to cost and construction schedule.

IMEG’s civil team played a vital role in ensuring the County’s needs were met by coordinating critical design elements and issues with the rest of the design team and staying on track with deadlines.

IMEG also worked with the architect, landscape architect, and Parks and Recreation in the design based on direct feedback from local community outreach.

IMEG | City of Hemet | On-Call Land Surveying Services 5 City of Diamond Bar
Sycamore Canyon Park Trail Diamond Bar, CA

SLOPE REPAIR
IMEG’s civil engineering expertise was instrumental in a $1.2 million repair of the Sycamore Canyon Park Trail, a 2.7-mile hiking loop near Diamond Bar, CA.

Major winter storms in January 2017 had rendered access unsafe, forcing the trail to close due to substantial erosion and slope failure at the upper drainage terrace of the trail system, undermining two of the four tiers of stairway leading to the trail.

This was the third slope failure since the inception of the site slope and drainage system in 1984. IMEG’s civil engineers were tasked with determining the best course of action to prevent a similar event from happening again.

IMEG provided an existing topographic survey, hydrology and hydraulic analysis of the existing and proposed conditions, along with site design, assistance with FEMA funding, and construction administration services. The proposed slope repair included reinforcement to the 1-1/2 to 1 (horizontal to vertical) fill slope with geogrid layers. The proposed storm drain system included modifications to the existing terrace drains and terrace storm drain inlets to provide sufficient capacity to effectively intercept storm water flow and convey it safely into the existing storm drain system.

The proposed storm drainage system also included essential emergency overflow down drains, should the storm drain inlet(s) fail due to lack of maintenance or other unforeseen situations.

A block interception wall directs the flow down a drain system that ultimately delivers it to the upper terrace and upper terrace drains.

After a delay due to FEMA approval, construction began in the spring of 2019 and completed with a ribbon-cutting ceremony reopening the trailhead Nov. 5, 2019.

IMEG | City of Hemet | On-Call Land Surveying Services 16 Survey Phase Services
Research and Control Establishment
IMEG will utilize City of Hemet horizontal and vertical control – to be supplied to IMEG by the City – to perform a field Topographic Survey and Cross Sections within the project limits. IMEG will propagate additional control points along the scope limits as necessary to serve as initial control for future construction efforts.

Topographic Cross Sections
Topographic Cross Sections of existing roads will be performed at 25-ft intervals, and from 10 feet north and south of the existing rights-of-way, where accessible.

Topographic Survey
IMEG will locate all visible features within the scope limits including all hardscape such as curb and sidewalk, observable above-ground utility features, trees, changes in grade, permanent structures, and walls. Spot elevations will be collected in a manner sufficient to produce 1’ contour intervals.

Right-of-Way Mapping
Based upon Record Maps of the subject portion of existing streets, said maps to be provided to IMEG by the City. IMEG will plot record (paper) rights-of-way.

Centerline and Station Marking
Upon completion of the Topographic Survey and Existing Street Plan & Profile, IMEG will locate the Record Street Centerline and mark Stations on curb or curb line projections at 100 foot intervals.

Existing Utility Research and Notification of
Utility Companies
The Team will conduct thorough research of the existing utilities within the project area. This involves identifying all underground and above-ground utility lines, including water, sewer, gas, electricity, telecommunications, and any other relevant services.

The Team will gather existing utility records from relevant utility companies and municipal agencies. This may include reviewing asbuilt drawings, utility maps, and GIS databases to understand the location, size, and depth of existing utility infrastructure.

We will notify utility companies of the upcoming project to ensure awareness and collaboration. This notification process involves contacting each utility provider to inform them of the project scope, schedule, and potential impacts on their infrastructure.

The notification letter responses will be collected, documented, and forwarded to the City for their records. The Utility Map layout will be produced in AutoCAD 2020 and forwarded to the IMEG Civil Team to incorporate into the topography base.

Existing Utility CAD Base to Overlay our Design
Topo Base, adjusted to Match Found Utilities
To effectively integrate existing utility information into the design process, the IMEG team will create a CAD base that overlays the project’s design topographic base. This involves incorporating existing utility data onto the design site plan, adjusted to match the location and alignment of found utilities during field investigations.

The Team will import existing CAD files containing utility information, such as utility locations, alignments, and dimensions, into the design software. These CAD files serve as a reference for accurately positioning utilities within the project site.

Next, field-verified utility information obtained through on-site investigations is overlaid onto the design site plan. This involves adjusting the location, orientation, and elevation of utilities to match the observed conditions on the ground.

Utilizing advanced CAD tools and techniques, such as
georeferencing, scaling, and alignment functions, ensures precise integration of existing utility data with the project’s design base.

This allows for accurate visualization and coordination of utility layouts within the context of the overall site plan.

IMEG | City of Hemet | On-Call Land Surveying Services 17 Street Plan & Profiles Sheets with Cross Sections
The IMEG Team will prepare the Plan and profile sheets with cross sections. Plan sheets will depict horizontal layouts of the project, showing the arrangement of site elements such as buildings, roads, parking areas, and utilities. These drawings provide a comprehensive overview of the project site, including property boundaries, setback lines, easements, and other relevant features.

The Profile sheets will be prepared illustrating vertical views of the project, showing the elevation changes along the centerline and top of curb alignments or corridors. (1’=20’ Horizontal Scale, 1’=4” Vertical Scale or as required by the City))
The IMEG Team will prepare the Cross-sections that depict roadway cross slopes, utility depths, and other critical design parameters, helping to ensure proper coordination and integration of site components.

Deliverables
IMEG will prepare CAD drawings of the survey area(s) in AutoCAD Civil 3D utilizing IMEG’s layer standards suitable for use as a design background file. IMEG will also provide a pdf of the final Topographic Survey deliverable signed by a Licensed Land Surveyor.

The Topographic Survey is to include 1’ contour intervals, spot elevations on top of curb, flow line, finished surface, and ground, and be on project datum and coordinate system.
• IMEG will prepare an Existing Utility Plan and CAD background file as described above.
• IMEG will prepare Street Plan & Profile drawings of the existing conditions along with Cross Sections at 100 foot intervals as described above.

IMEG is fully capable of performing
all of the following tasks:
• ALTA surveys
• Field topographic surveys
• Research of existing utilities information or base maps • Boundary surveys
• As-built surveys
• Construction staking
• Preparation of legal descriptions
• Corner records
• Lot line adjustments and lot mergers
• Aerial mapping and photography
Quality Control
IMEG has a proactive and well regimented quality control process that is used for all our projects – steps and milestones are adapted based on project scope and delivery method. Our philosophy of quality control starts in the beginning of a project and continues throughout the design. For most projects, we would follow these steps:
• Hold kick-off meeting with client and design team leaders to review design standards and coordinate everyone into the same thought process.
• Coordinate weekly internal design team meetings to identify questions, research, and ideas for design options that may develop during the project.
• Prior to the release of documents at milestones, senior personnel not involved in the design review the documents.

Early in the project, these reviews are used to verify design concepts and intent, while later in the project these reviews are used to catch as many project details as possible that could lead to issues in the field during construction. We request users to review construction documents to assure user group buy-in and approval.

The method by which design is completed also serves as a quality control mechanism in itself. A coordinated REVIT model is the proposed deliverable for most projects. This allows the team to collaborate to make sure systems are coordinated, laid out efficiently, and allow for access/maintenance, as well as perform clash detection.

IMEG | City of Hemet | On-Call Land Surveying Services 18 Project Schedule
IMEG has provided engineering services to local, state and federal agencies in California for more than 68 years. This vast experience includes successful completion of projects both in a prime capacity and as members of various A/E teams. As a result, our firm is very familiar with managing task orders under multi-year contracts in various regions simultaneously. We look forward to better understanding your approach to initiating task orders and pride ourselves in being able to be flexible and work within the format desired by the client, while adding value and expertise where we can.

For each individual task or initiative, one of the first steps in the process is to identify the stakeholders and core team of individuals that will assist in providing direction. This process allows us to engage a large number of users, if needed, to provide input and suggestions and then vet options through the core team to ensure personal agendas are not guiding the process but rather ideas that are in the best interest of the client and the project. We also feel it is important to stay engaged with the stakeholders after they provide input so they feel their ideas and suggestions have been heard and addressed. This is done with follow-up meetings that review progress.

Active techniques for managing IDIQ contracts
include, at a minimum:
• Maintaining a master schedule for tracking each task order, with milestones identified to assure appropriate staffing on active and forecasted tasks
• Weekly design team leadership conference calls/web meetings to discuss each individual task order status, schedule, and quality control and to proactively identify any technical or owner specific information needed for successful outcomes.

This process has proven highly effective on contracts that span multiple IMEG teams and office locations
• Monthly conference calls/web meetings with the contract representative to connect on the overall contract status and to discuss any topics as needed
We have reviewed our current workload and can assure the City of Hemet of our availability and our commitment to provide our time and resources deemed necessary for the successful completion of our services. As a national firm of 2,800 employees (250 in California), we have the resources to augment staff if and when necessary to accommodate any schedule adjustments.

As your engineer and partner, we are there with you when the concept design begins, we align the design intent to your goals, we serve as your partner throughout the construction process, and then see that the initial goals are achieved in actual operation.

At the beginning of each project, we review current workload. We prepare an estimate of man-hours for each phase of the project.

Hours are based on individual tasks and by personnel required, i.e. principals, engineers, design technicians, CAD technicians, and specification coordinators. Team members are chosen based on both availability and experience with the project scope. Schedule of estimated man-hours is coordinated with our rolling four-month database of assignments. We have the manpower to commit to begin working on projects to the City immediately upon award.

It is our mission to provide high
quality consulting engineering
services to our clients.

With this approach, there is no fragmentation or hand-off, we take you through the entire process from start to finish. It is our standard practice that no team members will be replaced for the duration of a project without prior approval of the City. We understand that each project presents a unique set of challenges that demands the attention of the design team to develop innovative solutions to meet the City’s objectives.

IMEG is well-equipped to meet the diverse requirements outlined in the scope of work for the City of Hemet. Our team’s expertise spans topographic mapping, boundary surveys, construction layout, geodetic leveling, and comprehensive research of survey and property records. We understand the critical importance of adhering to Federal, State, and County regulations, ensuring that all our services are conducted with precision and compliance.

Our approach emphasizes close communication with the
City project manager or their representative to address any modifications or concerns promptly. With licensed professionals on our team, including Registered Land Surveyors and Civil Engineers, we guarantee that all tasks will be executed with the highest level of expertise.

Regarding the specified work tasks, we are fully capable of completing property line locates, benchmark surveys, map preparation, survey reporting, property descriptions, and plan checking services. Additionally, our firm is committed to preserving and resetting city monumentation infrastructure, as well as providing drafting and computer-aided drafting support as needed.

IMEG is dedicated to delivering exceptional land surveying services that meet the unique challenges of the City of Hemet. We are confident in our ability to contribute to its success and are ready to address any further inquiries or modifications to the scope of work.

Services
Approach & Understanding
KDM Meridian appreciates the complexity and scope of the City of Hemet (“City”) surveying requirements. Recognizing the City’s need for a comprehensive surveying partner, we are fully prepared to meet the City’s land surveying service needs. Our approach integrates meticulous planning with adaptive execution to meet the City’s diverse surveying needs effectively.

Our methodology begins with a thorough analysis of the City's existing data, objectives, and long-term development plans. We ensure our surveying strategies directly support the City's goals, delivering tailored solutions efficiently and on time. Each project is approached with a commitment to excellence, employing both traditional surveying techniques and advanced technologies such as GPS and LiDAR scanning to achieve precise and reliable results.

Understanding that each project has unique challenges and requirements, we emphasize proactive communication and collaboration with the City’s staff. Our project managers and field teams are trained to adapt to changing conditions and requirements, ensuring that our approach remains relevant and effective throughout the project lifecycle.

KDM utilizes a structured five-phase project management approach:
1) Initiation: Upon receiving a request from the City, requirements are verified and uploaded to our project management software, and appropriate staff are assigned.
2) Planning: Our professional land surveyors (PLS) conduct in-depth research and develop a customized solution and schedule. This plan, including key performance indicators (KPIs), is submitted to the City for approval. 3) Execution: Expectations are set for our staff, who then execute the work according to documented procedures. Data is collected, and initial deliverables are generated.
4) Monitoring: Our project manager continuously monitors progress against KPIs, conducting data verifications and multiple reviews, culminating in a sign-off by a licensed land surveyor. 5) Closure: Final deliverables are submitted to the City, and the project is invoiced.

A client-centric approach is key to successful service delivery. KDM strives to ensure that all interactions and communications are tailored to meet the specific needs of our clients. We maintain high levels of responsiveness, adjusting solutions as necessary to provide the City with exactly what it needs, when it needs it.

Resolution of Problems: KDM maintains an open communication policy. When issues arise, we welcome direct communication, enabling swift identification, confirmation, and corrective action development. KDM is proactive about preventing recurrence of issues, ensuring continuous improvement in our services and processes. 4

By maintaining open lines of communication—via telephone, email, videoconference, and in-person interactions—KDM ensures that all stakeholders are well informed and that any issues are resolved promptly and effectively.

Services & Detailed Work Plans
Prepare Legal Descriptions, Plat and Maps for Subdividing Property KDM Meridian brings decades of specialized experience to the preparation of legal descriptions and plats essential for the various stages of real property development and enhancement. Our approach to legal descriptions begins with a meticulous review of the current title report and underlying maps and documents. This initial step ensures an accurate assessment of vesting documents, ownership details, and any third-party interests that may impact the property.

Every legal description crafted by KDM Meridian is accompanied by a detailed plat. These plats are designed for clarity, making them easily interpretable by non-experts, which facilitates better understanding and communication among stakeholders. To ensure the highest standards of accuracy and compliance, all legal descriptions and plats are rigorously reviewed and authenticated by a licensed land surveyor before submission. Furthermore, we adhere strictly to the City’s/County’s prevailing standards for legal descriptions and plats, promoting consistency and reliability in property records management.

Our expertise extends to the modification and correction of existing legal documents. Whether clarifying ambiguities in deeds or rectifying inaccuracies in previously prepared documents, KDM's seasoned team brings precision and diligence to every task. Our capabilities include preparing and processing a wide array of documentation critical for subdividing or modifying real property, such as:
• Lot Line Adjustments: Fine-tuning property boundaries to meet current needs and specifications.

With each project, our objective is not only to meet but exceed City’s expectations, ensuring all documents are prepared with utmost precision and delivered in compliance with legal and regulatory standards. Our proactive engagement with the City’s planners and other stakeholders throughout the process guarantees that all outputs are finely tuned to the specific needs and circumstances of each project.

By entrusting KDM Meridian with the preparation of legal descriptions and related mapping services, clients are assured of a partner that is deeply committed to enhancing the value and utility of their real estate assets through meticulous attention to detail and an unwavering commitment to quality.

Monument Perpetuation/Preservation
At KDM Meridian, we recognize the critical importance of preserving historical and functional survey monuments, especially when street improvements or other construction activities are proposed. Our processes are meticulously aligned with statutory requirements, such as California Business and Professions Code §8771, ensuring that all preservation efforts comply with state laws.

Our monument perpetuation process begins with exhaustive research. We thoroughly examine record documents and maps housed at both the City and the County Surveyor’s offices. This preliminary investigation helps us accurately pinpoint the potential positions of all recorded monuments and reference ties within the project’s scope.

Following the initial research, KDM’s field staff conducts a detailed site walk. Armed with a precisely compiled search map from our office, our team assesses the site to ascertain the actual number of monuments potentially impacted by upcoming construction activities. This crucial step often reveals unrecorded or obscured monuments, including those buried beneath the roadway surface, necessitating special efforts for their preservation.
5

In collaboration with the City’s staff, KDM develops a comprehensive project work plan. This plan not only outlines the phased execution of work, including traffic control and documentation methods, but also addresses specific challenges such as the reestablishment of key monuments previously destroyed. Depending on the situation, we may recommend creating a record of survey instead of using corner records for better clarity and legal standing.

Upon the completion of construction activities, our field team is responsible for installing new, durable monuments and ties to replace those compromised or destroyed during construction.

This step ensures that all new installations are robust and enduring.

Our office staff prepares and files all necessary documentation with the relevant agencies, ensuring that everything is up to date and in compliance with local and state regulations. Copies of these documents are also provided to the City for their records.

KDM has a rich history of preparing and recording both pre-construction and post-construction documents, including corner records and records of survey across Southern California. We are committed to the preservation of all monuments, recognizing their significance in the historical and legal context of real property transactions. These include monuments foundational to the region’s heritage, such as Spanish land grant Rancho corners and traditional section corners, as well as modern survey markers like centerline intersections.

As a stalwart advocate for monument preservation, KDM is dedicated to partnering with the City to prevent the loss of these invaluable artifacts of surveying history. We are eager to continue our collaboration, ensuring that these monuments are preserved for future generations, thus maintaining the integrity and continuity of our shared geographic and legal landscapes.

Boundary Surveying
KDM Meridian has a long-standing reputation for conducting comprehensive boundary surveys to support various propertyrelated projects. Our expertise extends to locating existing monuments, replacing lost or obliterated corners, setting new parcel monuments, and accurately identifying and defining property encroachments. We specialize in resolving boundary discrepancies and are adept at establishing or reestablishing parcel lines for the precise placement of fences, walls, and other property delineations. Additionally, our services routinely include the establishment or re-establishment of right-of-way lines and easements, essential for legal clarity and property development.

Our boundary survey process begins with meticulous research, conducted at both county and city levels to recover all relevant record maps and documents that influence the property's boundary and monumentation. This includes obtaining and thoroughly reviewing a preliminary title report along with any backup documentation associated with the subject property.

To ensure an efficient field operation, we prepare a digital search map that guides our survey teams in locating existing monumentation. Employing a combination of advanced GPS technology and conventional surveying methods, we diligently search for and pinpoint monumentation. Control points are strategically established near property corners, particularly where original monuments have been lost or are no longer visible, to facilitate the accurate setting of new monuments upon completion of the boundary analysis.

All fieldwork is reviewed on a daily basis, undergoing a detailed least squares adjustment to ensure the highest level of accuracy. Each boundary survey conducted by KDM is thoroughly analyzed by a licensed land surveyor. Findings are then cross-verified with a second licensed land surveyor, ensuring reliability and precision in our final reports.

In instances where all monuments are located without material discrepancies, KDM prepares a detailed exhibit that clearly depicts our findings for the City. Conversely, if new monuments are established or if significant differences with existing record data are observed, 6

Page 212 of 471 ends

15.B

Page 976 of 1962 ends

KDM promptly prepares and files a record of survey. All documentation is prepared in strict compliance with relevant statutes, such as California Business and Professions Code §8762, guaranteeing that every aspect of our boundary surveys meets legal standards.

Topographic Field Surveying – (Contour/Earth Surface)
KDM has prepared thousands of topographic surveys to facilitate the design of public works improvements, which have supported countless public works projects. Our success in this field stems from a deep understanding of the specific uses of base mapping and meticulous adherence to project schedules. These surveys serve a critical role in locating existing structures (fixed works) and in developing accurate digital terrain models (DTMs) of the earth’s surface. Typically, our topographic base maps also incorporate detailed record parcel lines, right-of-way lines, and centerlines.

The survey process begins with extensive research, after which initial base maps are crafted to cover the designated work area. These maps display record centerlines, right-of-way, and property lines, integrating information about record monuments. This compiled data acts as a foundational search map for our field teams. Existing monuments are carefully located and documented, providing orientation for the recorded data. To ensure stability and continuity, secondary control points are strategically placed and are designed to remain undisturbed throughout the life of the project. All control work leverages published County or City horizontal and vertical control data and is subject to a rigorous quality review process, including least squares adjustments. This process typically involves using at least two agency benchmarks for accuracy.

For projects requiring detailed utility location, KDM coordinates with utility companies to obtain and mark underground service locations, which are then meticulously documented on our topographic maps. When accessing private properties, KDM utilizes door hangers approved by the California Land Surveyors Association (CLSA), which include a brief explanation of the survey’s purpose and contact information, ensuring transparency and communication with property owners.

KDM Meridian delivers high-quality digital outputs, providing electronic surface model (DTM) files compatible with industry-standard software such as AutoCAD & MicroStation. We also offer DWG, PDF, and ASCII files of the completed project base mapping as required by the project specifications.

Our topographic base maps are comprehensive, including all located features, monumentation, and control points set during the survey. In scenarios requiring exceptional detail or where direct access is challenging, KDM employs LiDAR technology. This method is particularly effective in environments like congested utility tunnels at sanitation plants or in conducting intersection surveys on multi-lane roadways with high-speed limits. LiDAR produces detailed 3D point clouds that can be seamlessly integrated into many standard CAD programs. Upon request, KDM staff can extract and convert this data into standard 2D topographic base maps, tailored to the specific needs of the project.

Through these advanced surveying techniques, KDM Meridian ensures that each topographic survey is not only accurate but also provides valuable insights and data critical for the successful design and execution of public works improvements. 7

Construction Surveying
KDM Meridian has a distinguished history of collaborating with numerous cities and agencies on capital improvement projects, delivering precise surveying services directly for owners/agencies or as part of construction management teams. Our expertise encompasses a broad spectrum of construction-related surveying tasks, including staking for rough and finish grading, slope staking, and improvements to streets such as paving and curbing. We also handle surveys for commercial and industrial building projects as well as both wet and dry utility improvements. KDM is equipped to provide any specific construction staking required by the City.

The initial step in any construction staking project is to verify or establish a new control network. This network, essential for the lifespan of the project, is set using high-accuracy GPS equipment, conventional total stations, and digital levels, based on the City’s Control Monuments. We ensure that new vertical and horizontal control points are strategically placed in locations that will remain undisturbed by ongoing construction.

KDM works in close collaboration with construction and project managers, city inspectors, and contractors' superintendents.

We actively participate in both office and field site meetings, maintaining up-to-date knowledge on changes to work schedules and plan revisions. This proactive communication ensures that staking tasks are completed ahead of the contractor's work schedule, keeping the project on track and responsive to any changes or updates.

For efficient project management, we pre-calculate staking items based on current plans and an approved schedule of work submitted by the contractor. This step involves verifying distances and grades, effectively serving as a quality
assurance and quality control (QA/QC) check of the plans. This process helps to swiftly identify any potential problems or concerns related to the construction or design plans before staking begins.

Upon identifying any issues, we promptly submit requests for information or clarification to prevent any work delays.

KDM typically responds to written requests for staking within two business days. Throughout the project, we maintain a binder and digital file of all staking requests in chronological order, along with
notes detailing the
disposition of these requests, allowing us to track progress and identify any necessary restakes effectively.

KDM surveyors have extensive experience in staking hundreds of miles of curb and gutter, sanitary sewers, storm drains, water lines, and various dry utilities. We ensure optimum offsets and confirm understanding of all staking with the contractor and inspector involved. Our detailed procedures enable us to prepare accurate invoicing and track hours expended versus our project budget matrix. Both the City’s inspectors/project managers and contractors' superintendents are provided with electronic files and hard copies of cut sheets (and field notes when necessary) on approved forms.

Our commitment extends to maintaining excellent public relations with City and contractor staff, the general public, and property and business owners. We also provide proactive support and coordination efforts for construction work involving utility companies and other agencies. This coordination ensures that construction staking projects are not only productive and cost-effective but also integral to delivering successful projects on time and within budget.

For all fieldwork, particularly on construction contracts, we use high-visibility and current safety equipment and signs to ensure the safety of our staff and the public. Regular tailgate/safety meetings are held to discuss project-specific safety awareness and concerns.

We contract with traffic control consultants to provide a comprehensive traffic control plan, staff, vehicles, signs, cones, and related equipment to ensure a safe work area.

Through these meticulous and collaborative efforts, KDM Meridian upholds its reputation as a leader in construction surveying, providing invaluable expertise and support to ensure the seamless execution and completion of capital improvement projects.

Survey Plan Review: Map and Document Checking Services
Introduction to Services at KDM Meridian, we recognize the critical role that accurate land surveying maps and documents play in the governance and management of land resources. These documents directly affect land ownership, public safety, and both public and private investments. Our rigorous review process ensures that all documents meet the stringent requirements set forth by state laws and city ordinances, maintaining their technical accuracy and legal validity. With a deep commitment to precision, KDM Meridian has cultivated a reputation for excellence in checking survey maps and documents for a multitude of local agencies throughout California.

Historical Context and Expertise KDM Meridian's expertise in map and document checking is grounded in a long history of serving as an integral part of survey departments for local public works agencies. Our team brings decades of experience to each project, handling everything from straightforward legal descriptions for utility easements to the intricate development of multiphase tract maps that result in the creation of hundreds of residential or commercial lots. Our extensive skill set includes preparing and reviewing parcel maps, annexation maps, adjustments of lot/boundary/parcel lines, amended maps, certificates of compliance, records of survey, and consolidation maps.

Since initiating our map checking services in 2003 with a major project at the Tustin Marine Base, which involved significant retail and lifestyle development, KDM has expanded to support cities such as Fullerton and Ontario. More recently, we have been honored with the responsibility of acting as the City Surveyor for the City of Laguna Hills. This role underscores our ability to adapt and refine our processes continually to increase efficiency, reduce the iterative nature of checks, and overall improve the services we deliver.

Process Development and Customization KDM's approach to map and document checking is both meticulous and adaptable. We have developed detailed checklists tailored to each type of document based on foundational legislations like the Subdivision Map Act (SMA) and the Professional Land Surveyors’ Act (PLS Act), which are further customized to meet the specific requirements of each city’s ordinances and guidelines.

When engaged as a map checker for a city, our priority is to tailor these checklists and processes to align perfectly with that city’s unique requirements. This customization involves close collaboration with city staff to incorporate and respect local guidelines fully, ensuring that all map and document checks are thoroughly aligned with local development goals.

Detailed Checking Procedures The document review process at KDM begins as soon as we receive the initial submittal package. Our initial assessment ensures that all necessary components are present and adequately prepared for an in-depth review. Each document is then meticulously examined against our specialized checklists. Deficiencies are noted, and corrective actions are clearly communicated through detailed redline comments or supplementary check letters that provide explicit instructions for necessary amendments.

Our review process extends to a wide variety of associated documents that are typically involved in land development projects. This includes, but is not limited to, preliminary title reports, vesting deeds, easement deeds, tentative maps, record maps, traverse closures, and many more. Each of these documents is reviewed to ensure that any issues concerning title or existing easements are properly highlighted and addressed on the subject map or document. 9

Jobman alerts all project members about updates, logs issues, and facilitates immediate action on identified problems, ensuring continuous oversight. • Checklists and Procedures: We have detailed written procedures and checklists for each type of work we undertake. These are designed to cover all potential contingencies and ensure that all tasks are completed comprehensively the first time. Our field crews use these checklists to reduce the need for costly return visits and to guarantee that our work adheres to the highest standards.

Continuous Improvement and Training
KDM places a strong emphasis on continuous improvement and staff training:
• Postmortem Reviews: At the completion of projects, our teams conduct detailed postmortem reviews to discuss what was successful and what challenges were encountered. These discussions are instrumental in refining our processes and avoiding similar issues in future projects.
• Staff Development: Regular reviews and feedback sessions help less experienced staff learn from challenges encountered in projects, ensuring they understand and can apply KDM’s standards of excellence in their future work. • Proactive Problem Resolution: When issues arise, our primary focus is to rectify them promptly, regardless of fault. We collaborate closely with all project stakeholders to identify and correct problems swiftly, minimizing any potential impact on the project. Each challenge is viewed as a learning opportunity, prompting reviews and adjustments to our standard operating procedures to prevent recurrence.

Collaboration and Oversight
• Client and Stakeholder Engagement: Throughout the project lifecycle, we maintain open lines of communication with our clients and other stakeholders. This transparency allows for ongoing feedback and adjustments, ensuring that our deliverables consistently meet or exceed expectations.

At KDM Meridian, our QA/QC processes are more than just procedural necessities; they are integral to our commitment to excellence.

By meticulously applying these principles, we ensure that every project outcome is reliable, accurate, and of the highest quality, reinforcing the trust that clients and partners place in our work. 11

CITY OF HEMET ON-CALL LAND SURVEYING SERVICES
Page | 3
a) SECTION I - EXPERIENCE
Approach / Understanding
Following are typical approaches to various tasks. A more defined Scope/Approach will be prepared for each Task Order issued by the City.

SURVEYING SERVICES
Surveying and Mapping Control | Michael Baker will perform field surveys to locate, measure and mark controlling monuments and benchmarks to establish geodetic control values for the identified project. These values are constrained to a published datum as identified in the task order or as specified to match existing site conditions.

All collected field data will be downloaded and processed through Trimble Business Center and entered in a Star-Net network for least squares adjustment, which allows for project statistical reporting. Broadcast data from surrounding CORS stations (Continuously Operating Reference Stations) will also be downloaded and incorporated into the network adjustment. The adjustment will constrain values to the 2011 Epoch of California State Plane coordinates in Zone 6 on the North American Horizontal Datum of 1983 (NAD83) and the basis for vertical control shall be North American Vertical Datum of 1988 (NAVD88), unless specified otherwise.

All of our local survey crews and office staff are experienced in small and large networks in the Inland Empire. Survey Control values can be delivered in multiple formats, shape files, ASCII coordinate listings, CAD files, xml files, etc. to provide for seamless import to various computer programs.

Aerial Topographic Mapping/Photogrammetry | Michael Baker will prepare topographic maps using a workflow that involves Licensed Land Surveyors at every step, which includes:
 Preparation of a flight plan and layout of ground control targets  Field surveying services to set ground control panels and survey their precise positions on the appropriate coordinate system basis
 Establish horizontal and vertical geodetic control on appropriate published datum  Aerial photogrammetric and triangulation services
 Compilation of planimetric and topographic features to digital medium  Completion of field survey check profile observations and office analysis of said observations to check ground truth of the compiled map.

Michael Baker utilizes the latest technology for photogrammetric mapping, image analysis and remote sensing. Services provided include:
 Aerial Photography
 Analytical Bridging
 Topographic Mapping
 Digital Terrain Models
 Ortho-Rectified Imagery
 Light Detection and Ranging (LiDAR)
We take advantage of modern technology from photographic instrumentation to gather data, process the data within GIS and graphics computer systems and translate the data to usable form for review by engineers and planners. Our Registered Photogrammetry staff has extensive experience in surveying, remote sensing and analytic photogrammetry.

Construction Staking and Layout | Michael Baker will provide line and grade stakes to facilitate the construction of the fixed works on public works projects, working on a task order or work request basis from the City representative. The Survey Party Chief will prepare a survey report and cut sheets daily and email them to the appropriate persons at the end of each workday.

Michael Baker’s Data Controller can upload digital construction plans for use in laying out fixed works. This minimizes the use of office preconstruction calculations.

Our field crews will provide construction staking services in order to translate design information into the construction environment to allow for accurate construction. We will mark grade lines, stations, elevations, grade breaks, top and toe of slope and utility centerlines as necessary for construction. All construction staking for roadways, pipelines, structures, or jacking / receiving pits on construction staking projects will be performed per City or Caltrans standards with regards to relative location accuracy.

Monument Ties, Replacement and Corner Record Preparation | Michael Baker will perform a field survey to verify, set or and / or measure sufficient reference tie accessory points and / or monuments to each location of centerline or right of way control that may be destroyed during the construction of the project, as required under Section 8771 of the Professional Land Surveyor Act. Michael Baker shall use other physical monuments or their accessories if practical to the location. Upon completion of initial field work, Michael Baker shall prepare and submit Pre-Construction Corner Records to the County Surveyors Office, if applicable to the specific task item.

After completion of construction, reconstruction or maintenance, Michael Baker will replace any disturbed or destroyed monuments or their accessories as required under said Section 8773.3 of the P.L.S. Act and submit a final Corner Record to the County Surveyors Office for filing as a public record, said final Corner Record document showing the monument(s) or its accessories destroyed, tied out and replaced.

Copies of all documents submitted to the County will be provided to the City.

Mapping | Michael Baker provides mapping and boundary services for the full range of projects within the survey profession.

All boundary analysis, legal descriptions, parcel maps, tract maps, ALTA / ACSM surveys, records of survey and corner records are prepared by or under the direction of Michael Baker’s registered professional land surveyors. Specific mapping services provided by Michael Baker include:
 Map Checking
 ALTA Maps / ACSM Land Title Surveys
 Boundary Survey Analysis
 Corner Records
 Digital Submissions of Maps
 Parcel Maps

 Records of Survey

UTILITY COORDINATION SERVICES
Utility Determination [Early Identification] | At the Notice to Proceed, the Team will start early identification by issuing a Facility Map Request (FMR) letter to all utility owners identified as potentially impacted by the proposed build alternatives and submit the collected facility maps and/or ‘as-built’ plans to Michael Baker for compilation of the build alternative(s) Utility Exhibit.

Utility Investigation Pothole Plan and Coordination | Michael Baker will develop a pothole plan that clearly delineates the information required to effectively evaluate any potential conflicts with construction and to facilitate development of utility relocations plans for any utility facilities potentially affected by the proposed project construction. Any required potholing services for the project will be coordinated through an appropriate subconsultant Pothole Contractor or one determined by Michael Baker or the City. Michael Baker can then assist the Pothole Contractor with obtaining required Local Public Agency (LPA) permits as necessary.

Caltrans Utility Certification (As Needed) | All federally funded projects require Caltrans Right of Way Certification. Michael Baker is prepared to obtain utility certification documenting that utility interests have been secured and that all utility coordination activities were conducted in accordance with the applicable policies and procedures. During this process, Michael Baker will coordinate and attend certification planning activities and meet with the City, project partners, and stakeholders to determine project requirements. Michael Baker will prepare the utility Liability Package that will include the Report of Investigation form and compilation of the necessary backup documents. The Liability Package can include signed approved relocation plans, owner’s liability claim letter, owner’s estimate of cost, copy of the proposed Utility Agreement, a copy of the proposed Notice to Owner, and any other relevant supporting documents. VALUE ADDED SERVICES
3-D Data Acquisition | Michael Baker’s team was a pioneer and early adopter of LiDAR. The firm is the most experienced, well-respected, proficient, well-travelled and active within the profession. Following Michael Baker’s acquisition of Mobile LiDAR technology nearly a decade ago (the second of its kind in the world), the firm’s Mobile LiDAR Team has successfully performed hundreds of projects throughout 24 different U.S. States. Beginning as a way to augment traditional surveys, LiDAR quickly evolved into highly detailed, 3D surveys. We find ever increasing uses of terrestrial point-cloud data. We have used stationary LiDAR to map roof tops for the deployment of solar arrays. We have used it to map 3D scenes converting point clouds to wire frames to 3D rendered objects. We have used mobile LiDAR to non-invasively map and identify which structures are within a floodplain. Michael Baker was one of the first companies in the nation to develop a mobile LiDAR capability and our unit has since racked up thousands of miles mapping roads, bridges, railroads, runways, levees and beaches.

The company also specializes in the integration of maps with data visualization. A map can tell a story and often the story is enhanced with integrated charts, graphs and other data visualization techniques. Some of our work ends up in the halls of Congress to concisely explain complex spatial data to the lay person.

Geographic Information Systems (GIS) | Michael Baker has long been a leader in the field of computer aided design, drafting and engineering. Michael Baker also offers GIS consulting services to our public and private sector clients. In 1986, Michael Baker began to integrate state-of-the-art GIS software to further expand the firm's information management capabilities from the areas of computer-aided engineering and computer-aided design and drafting into a modern, database driven geographic information system.

Michael Baker's experience provides a clear understanding of the technologies required to create and manage information, offering a comprehensive set of GIS services. As a full-service planning, design and construction firm, Michael Baker professionals correlate the information required from many disciplines and providers to create a comprehensive database that is of most benefit to the end users. GIS capabilities include:
 Needs Assessment / Planning

Unmanned Aircraft Systems for In-The-Field Photography/Mapping | Michael Baker was one of the first firms to receive authorization to utilize unmanned aircraft in the field to provide surveying, GIS / GIT, on-site photography, video and mapping services for projects sensitive to safety as well as accessibility. Though there are restrictions based on areas regarding size, height, air spaces and pedestrians, it is an innovative approach to seeing the progress of the project in 360-degree view for weekly and monthly progress meetings.

Michael Baker will provide the City with fully qualified and experienced professional staff that will act in the best interest of the City. Our team is large and diverse enough to respond to any task order or critical issue, but also flexible enough to quickly adjust to changing priorities or needs. It can address any issue that might arise during the course of the contract term, allowing the City to have all of its resources available within our single, integrated team.

Pavement and Roadway Asset Management | Michael Baker is a leading provider of pavement data collection and innovative maintenance solutions. Each year, our team of pavement engineers, data scientists, surveyors and technology specialists captures, analyzes, and delivers tens-of-thousands of miles of pavement data. Our advanced technology solutions are efficient, safe, and produce repeatable results; enabling DOTs and municipalities to capitalize on our two decades of experience. Working directly with equipment manufacturers we’ve developed tailored pavement solutions that addressed deficiencies in available pavement collection methods with newer technologies and innovative cloud processing solutions to become the first firm to become FHWA certified (AASHTO R-56) with a Laser Crack Measurement System (LCMS). Since that time, we have steadily grown our service offerings from a regional provider to a national, full-service integrator that offers truly scalable solutions.

Our understanding and approach to responding to task order assignments includes:

Understanding the City’s Goals for Each Assigned Task
To be successful on any project, it is vital that the consultant understand the final product. We will meet with City staff to receive submittal package(s) in person or electronically and learn what the critical issues are for each task. We will understand the budget, schedule, and scope of work before planning the project so that we can begin to formulate a detailed scope of work and identify critical path issues.

Schedule, Scope, and Fee Development
Upon request of the City, our Project Manager, Mr. Hills, will meet with City staff to determine the scope of services. Michael Baker will then prepare a detailed scope of work, fee estimate, and schedule in compliance with City requirements. The scope, fee, and schedule will be submitted to City staff for approval and notice-toproceed.

Progress
Updates According to the complexity of the assigned task, Mr. Hills will provide routine project updates at major milestones.

Project Budgets
In most cases, services will be provided lump sum or fee-not-to-exceed. Approved project costs will not exceed the contract amount without prior written approval.

Coordination
We will be readily available to City staff, will coordinate review and regulatory agency approvals, and will schedule and administer project meetings. We will keep the City apprised of work progress, schedule, and anticipated review dates by means of phone calls, emails, or progress reports.

Deliverables
A key component independent of the QC process is to ensure the overall outcome is consistent with the City’s desired objectives. A thorough quality review of all project elements will take place to ensure these objectives are met.

Quality Assurance / Quality Control
As part of our commitment to Quality Service, Michael Baker has an established QA/QC program that is implemented and appropriately scaled for each specific project, and each task order. It is structured to mitigate issues with little to no escalation. This is ensured by building in quality at every step of the process, promoting prevention rather than detection. Senior staff will conduct a formal independent project review at milestone stages. We will analyze all project documents clarity, schedule and cost control, errors and/or omissions and compliance with City requirements. Michael Baker understands that project quality is our responsibility.

Schedule Management | We understand the importance of meeting the deliverable deadlines, and our reputable team is dedicated to meeting each task order milestone for all assignments. Michael Baker has ample resources and uses state-ofthe-art resource management software to maintain schedule compliance. Corporate policy requires frequent updating of staffing and workload projections so tracking systems reflect the latest available information. This allows our project teams to be supplemented from in-house resources to meet surges in workload or unexpected deadlines.

A draft schedule will be provided at the kick-off meeting that illustrates the overall work breakdown structure and scope of work. The schedule will be a dynamic document, updated throughout the life of the project, and shared with the City as updates are made. It will also establish project milestones and critical path elements as part of the overall context of the project.

Cost Control | Weighing any proposed improvements against the project’s purpose and needs while considering cost and longevity is critical. Michael Baker looks for ways to provide additional value and/or improvement opportunities without increasing the project costs with creative but cost effective and practical solutions. Additionally, our Oracle-based ERP manages and control costs throughout the corporation.

This system enables us to compare actual project costs with negotiated budgets as well as forecasted costs on a weekly basis. Our internal accounting cost controls protect Michael Baker and our clients because it requires proper justification and documentation prior to any project cost increase.

Workload | Michael Baker maintains a workload backlog sufficient to accommodate the City's On-Call needs. All professionals assigned to specific tasks will remain committed to its successful completion. If, due to illness or vacations, a key professional is necessary to be replaced, the City will be notified in advance.

Best Team Member for the Task | Team members are selected for each task based on their specific specialty. With the broad depth of bench available to each discipline, the most qualified team members will be assigned with the necessary technical background to help ensure a completed project.

Commitment Assurance | Michael Baker is fully committed to assist the City in meeting its CIP project needs and is willing to supply the resources necessary to meet the demands of each task. Furthermore, Michael Baker understands the importance of keeping key members throughout the as needed contract and each individual task order. Michael Baker is committed to maintaining key members including the Project Manager, Project Principal, and Quality Assurance/Quality Control (QA/QC) Manager. These key individuals will not be replaced or changed without written approval from the City.

Approach to Task Order Execution
It is very important to have a Representative that understands how all of the aspects of a project interact, and who will maintain constant communication and coordination with the City as well as with all of the technical leads. Michael Baker has a system in place which is comprised of the following elements to keep the project/task order within schedule and budget.

The Michael Baker team understands that the scope verification process is very important to ensure that project deliverables are formally accepted. This will be achieved through the use of a well-defined scope of work for the project and by having each team lead develop and agree to the scope. Michael Baker will define the deliverables for each task in the scope.

Completion of Citywide Record of Survey
CITY OF SAN MARCOS | SAN MARCOS, CA
NV5 is currently contracted to update the City of San Marcos’ Survey Control Network and file a Record of Survey. The City has a control network that is memorialized in Record of Survey Map No. 13928; however, the survey is out of date, and many of the original control monuments have been
damaged or destroyed. The project consists of the following phases:

Initial Field Review: NV5 surveyors located existing
monument locations to assess each monument condition.

All existing and proposed locations were documented with written and photographic descriptions. The data was compiled into a GIS database that can be queried to review the observed conditions. The new control points will meet the specifications recommended in GNSS Surveying Standards and Specifications, ver. 1.1, joint publication by the California Land Surveyors Association and California Spatial Reference Center.

Coordination with City Staff: The project consists of establishing approximately 50 new survey control monuments. NV5 reviewed existing and proposed monument locations with City staff before installation of new monuments.

Monument Installation: Once the new monument positions were approved, NV5 installed 2.5-inch brass discs with the City of San Marcos Station Number and Name.

Field Survey: After the installation of the monuments, NV5 performed a rigorous GPS and leveling survey in accordance with GNSS Surveying Standards and Specifications, ver. 1.1, dated December 12, 2014. The survey utilized CORS Stations (Continuously Operating Reference Station) and were tied to the California Spatial Reference System (CSRS), EPOCH 2017.50 (NAD 83). Each control point was observed using GPS survey methods at two (2) separate times for 20- to 40-minute observations. Digital leveling was performed to determine elevations for each new control point. All horizontal and vertical survey data collected were processed through a rigorous least squares adjustments using Trimble Business Center software, and final positions and reports will be generated.

throughout California for the past 30 years. We understand that capacity, clear communication, strong project
management skills and technical excellence are the keys to efficient and effective as-needed contracts, and we will bring all of these skills to meet your needs. We understand that flexibility and responsiveness are critical in order to ramp up or down based upon conditions (project size,
economic, emergency, funding, organizational, etc.). Our firm is structured to provide staff on very short turnaround times to respond to rapidly changing priorities and to meet the needs of our clients.

NV5 has demonstrated through our as-needed contracts
that we are quick to respond with the correct team to solve any issue. Our highest priority is exceeding your needs and goals, so we will strive to constantly provide you with top-notch customer service. NV5 is prepared to offer our professional staff to provide the following services to the City.

FIELD/BOUNDARY/NETWORK/

TOPOGRAPHIC SURVEYS
NV5 has years of experience establishing property
lines, right-of-way lines and network surveys throughout the Inland Empire and Coachella Valley. We possess
record information in our office from local agencies,
county surveyor maps, city and county tie sheets and
benchmarks, and Bureau of Land Management. NV5
has the experience to provide network surveys using
National Geodetic Surveys data and California State Plane Coordinates Zone 6 (Nad 83) and NAVD88. We will prepare and process Record of Survey maps or Corner Records as
necessary.

NV5 provides topographic surveys based on field data of existing sites, streets or structures and prepares a base map showing existing topography and prominent surface
features along with record information of existing utilities.

We will provide information to the City in digital or various other electronic or print formats.

LEGAL DESCRIPTIONS, PLATS AND

RIGHT-OF-WAY MAPS
NV5 will prepare legal descriptions, plats and right-of-way maps from record or survey information or as researched from deeds, recorded maps or as-built surveys. We will
provide the finished product to the City in the form of a hard copy, wet signed and sealed, along with digital or print copies of the product.

PHOTOGRAMMETRIC SURVEYS
NV5 has established an in-house, qualified aerial
photogrammetry group to offer topographic and orthophoto mapping services. Topographic maps can be created for
projects from any NV5 office. Using manned or unmanned
aircraft, NV5’s aerial group can execute any sized project.

The team has flown 1,000-acre projects for stereo
mapping for topographic surveys and 10,000-acre projects to produce LiDAR and orthomosaic data. NV5 uses the
latest in multi-rotor and fixed-wing unmanned aircraft in addition to using sensors such as the Riegl VUX1 LiDAR
Scanner, high-resolution RGB cameras, FLIR long wave
infrared (thermal) and multispectral sensors.

We utilize an unmanned aircraft with the proven reputation of safe and reliable operation, such as the Sensefly eBee and the DJI Matrice 600 Pro, with all aircraft maintained, utilized and stored properly. NV5’s wide reach across the nation promotes our company’s ability to be quick and
responsive to urgent or emergency operations. While
having the capabilities to respond efficiently, NV5’s aerial remote sensing services provide quick data procurement
and processing while maintaining accurate deliverables at an affordable price.

We offer a variety of mapping scales that range from
planning purposes all the way to design scale. We can
accommodate and customize your mapping and imagery
needs to that of your specific project. Having our own aerial group saves the client money and time to complete this task.

QUALITY ASSURANCE
NV5 is prepared to provide survey crews and office staff to produce as-built surveys and grading certifications for City projects. With the type of equipment we have for our fieldwork, we are able to provide a single-member survey crew to the field for these tasks to save the City money, when appropriate. NV5’s field and office staff’s peer review of survey data will be conducted as a quality check, when needed.

GIS MAPPING SERVICES
Our GIS team is equipped with the most up-to-date
equipment and software that allows them to plan
and execute projects cost effectively. Field and office interaction is facilitated by the use of web mapping
applications and technology. Through the intelligent
electronic integration of these resources, we are able to consistently meet and exceed our clients’ needs.

MAPPING SERVICES
NV5 has experienced staff available on short notice to
prepare maps, plats, records of survey, and other exhibits from record or survey information and electronic GIS files using AutoCAD/Civil 3D.

OUR APPROACH
Based on the scope of work defined in the Request for
Proposals and our many years of experience providing
as-needed surveying, NV5 has developed a technical and
professional approach to complete the required as-needed surveying tasks. NV5 survey professionals are seasoned
experts in providing the following tasks:
• Horizontal and Vertical Control Surveys
• Establishing and adjusting benchmarks and survey
monuments
• Performing design, aerial and topographic surveys
• Setting aerial targets and performing photo control
• Performing boundary surveys and boundary analysis
• Providing centerline surveys and centerline ties
• Preparing corner records
• Preparing Records of Survey
• Developing legal descriptions, easements and
plat maps
• Reviewing and/or Preparing Subdivision Maps,
Tentative and Final maps
• Reviewing/Interpreting Title Reports, deeds and
descriptions
• Performing construction surveying/staking
• Other survey-related tasks, as necessary
NV5 has developed very thorough procedures and
guidelines for completing requested work within the
agreed-upon budgets and schedule. Based on our
experience and the proposed scope of work, we present
the general workflow/approach to delivering professional services as follows:

When NV5 receives a request for work, we thoroughly
review and document the work to be performed with City
staff. We will immediately begin a dialogue to understand the specific requirements and usually visit the project site to get a better understanding of the specific requirements and unique challenges given the work environment.

NV5 staff will attend a kickoff meeting to review project elements, deadlines and deliverables. We will attempt to identify physical constraints and issues such as access, right-of-way, utilities and safety. From the start, we
establish direct lines of communication between NV5’s
project manager and the City project manager to answer
any questions and to verify deliverables and schedule.

For each assignment, the NV5 project manager, with
input from the client, will develop a detailed scope of work to meet the specific project criteria. The project manager will consider, plan and document the approach
and include items such as methodology, equipment,
software, completion date with milestones, budget, notekeeping, forms, digital mapping format, safety and security concerns, environmental issues, permits, right-of-entry, methods of access and travel and final product.

Before we perform the surveying, the requested work is put into writing in the form of a QQTR (Quality, Quantity, Time, and Resources) Work Request. The staff that is performing the work then has a chance to review the written request with the project manager. By doing so, staff can ask
questions, review the budget, discuss procedures and
understand the deadlines.

As work progresses, the performing staff must review their work and sign off in order to certify that they have reviewed the work and made any changes or additions.

When the survey fieldwork is handed in to the office, the team leader or project manager must review the work
before it is converted into mapping data or delivered to the client.

As information is converted into mapping, the mapping
staff has the opportunity to review the fieldwork. In turn, any mapping created in the office is reviewed by field
staff — both in the office and also as a field review. Legal descriptions and other data created in the office must be reviewed by another licensed professional.

Before delivery of all material, the team leader or project manager reviews the work to make sure that it has met or exceeded expectations.

The City of Hemet’s focus on improving infrastructure, neighborhood revitalization, and supporting upcoming construction projects calls for a reliable partner who can ensure precise and timely land surveying services. RICK Engineering Company (RICK) understands that delivering accurate, efficient surveys is crucial to maintaining project schedules, managing budgets, and ensuring smooth project execution—challenges faced by growing communities like Hemet.

With nearly seven decades of experience, RICK has a proven history of providing on-call surveying services that meet the unique needs of municipalities. Our team’s collaborative approach ensures that we fully grasp the City’s goals for each task order, allowing us to prioritize critical details like budget control, timelines, and compliance with all surveying requirements. This attention to detail has earned us long-term, on-call contracts with municipalities, including partnerships with cities like Hemet.

Leading our efforts for Hemet, Scott Boydston, PLS, brings over 20 years of experience managing Southern California survey projects. As Project Manager, Scott will oversee all aspects of coordination, ensuring that tasks are completed with accuracy and efficiency. All work associated with this contract will be performed entirely in-house by RICK’s highly skilled team, ensuring seamless project execution from start to finish.

We have thoroughly reviewed the RFP and all addenda and we are fully committed to entering into an agreement under the City of Hemet’s Professional Services Agreement, with no exceptions. Our proposal remains valid for 90 days from October 7, 2024, and all associated costs for project execution are included in our fee schedule.

Our Riverside office, located at 1770 Iowa Avenue, Suite 100, is ideally positioned to support the City’s needs. Additionally, we confirm that our personnel have no conflicts of interest and are fully available to meet the project timelines outlined in the RFP.

We welcome the opportunity to support Hemet’s infrastructure development and community enhancement goals. Please feel free to contact either Scott Boydston or Matthew Reiner with any questions or requests for further information.

Thank you for considering RICK Engineering Company. We look forward to the possibility of partnering with you further.

Sincerely,

METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNI A
On-Call Land Surveying and Mapping Services
RICK was selected as one of 10 firms to provide technical and professional services to the Metropolitan Water District (MWD). The scope included: title search; federal field note research; county map research; site reconnaissance; control surveys; GPS surveys; aerial mapping; survey analysis; preparation of Records of Survey; encroachments disclosure; and installation of final monumentation to document MWD permanent easements throughout MWD’s distribution system area covering several counties. These permanent easement documents were prepared to the positional standards of the 2005 National Accuracy Standards for ALTA-ACSM Land Title Surveys.

In addition, RICK was responsible for providing permanent horizontal survey control monuments. These records were documented and described on MWD designation sheets, with photos illustrating surrounding landmarks. Information provided for each photo included file name, date, latitude, longitude, and azimuth of the photo location.

A total of 35 task orders were awarded to RICK, of which 11 were fully managed and completed in the Riverside office. Although multi-agency research was challenging at times due to the lack of centerline and monument information, RICK’s services were completed within the negotiated time frame of the contract terms.

A featured task order involved a boundary search to locate an adequate number of monuments to create a Record of Survey in Palo Verde, CA.

This task order also involved section break downs, a railroad line, and monument ties set on farming water canals. The Gene Communications task order involved aerial mapping near Parker Dam, CA. This particular project included over 100 acres of aerial mapping and identification of the direction of wires along the towers through the desert environment.

RICK survey staff refined final deliverables to highlight and accurately identify extensive power lines throughout the desert site.

CITY OF RIVERSIDE
Riverside Gateway Parks Master Planning
The Riverside Gateway Parks project is a comprehensive initiative focused on developing Park Master Plans for nine sites situated along the Santa Ana River Trail in Riverside, California. These plans are pivotal components of the broader Santa Ana River Parkway and Open Space system, contributing to a regional vision for a trail and greenway along the river. The project’s master planning process involves thorough site inventory and analysis, extensive community outreach to gather input and feedback, conceptual site design and grading, and compliance with the California Environmental Quality Act (CEQA). Additionally, specialized survey work including aerial control, field boundary surveys, boundary analysis, records of survey, and design-level field topography is being undertaken to support the planning efforts effectively.

The project aims to create new recreational opportunities, engage the local community in the planning process, and ensure environmental stewardship through adherence to regulatory requirements. By fostering collaboration among various stakeholders and incorporating feedback from the community, the Riverside Gateway Parks project seeks to create vibrant and sustainable park spaces that enhance the quality of life for residents and visitors along the Santa Ana River Trail.

Boundary surveys were conducted to accurately delineate the extents of each park, ensuring precise mapping and land management. This involved measuring and documenting property lines, easements, and encroachments to establish a clear understanding of park boundaries.

Topographic surveys captured detailed elevation data and terrain characteristics within park boundaries. High-precision measurements were utilized to map features such as slopes, contours, water bodies, and existing infrastructure, providing valuable insights for park design and development. Utility surveys identified and mapped underground infrastructure, including water lines, sewer systems, and electrical conduits, within park areas. This information is critical for avoiding conflicts during park construction and maintenance activities.

Technical Approach/Scope to Surveying Services
For this on-call contract, the RICK Team will become a seamless extension of Hemet’s Capital Projects Division. We have adapted our workflows to match Hemet’s processes, eliminating unnecessary review time by City staff.

These tasks may include, but are not limited to:

ALTA surveys, field topographic surveys, research
of existing utilities information or base maps,
boundary surveys, as-built surveys, construction
staking, preparation of legal descriptions, corner
records, lot line adjustments and mergers, and
aerial mapping and photography.

Preliminary Surveying Tasks
Upon task order assignment, the RICK Team will
hold a kickoff meeting to obtain deadlines and
other critical factors for the task order. Our team
will then prepare a project schedule to meet
Hemet’s needs and assign staff accordingly to
ensure the timely completion of all tasks.

Research/Land Analysis
The first operation of any task order is to determine
existing project information. The research of
property data and geodetic control, both horizontal
and vertical, provides the foundation to assure
project accuracy. RICK utilizes many resources to
perform project research, including Internet access
to City and County records, as well as services
such as RealQuest and DataTree for real-time
access to necessary public records. The RICK
team will collaborate to ensure property analysis
and title information is comprehensive and reliable.

Monument Perpetuation/
Preservation
Our team will first communicate with Hemet’s
Project Manager to confirm the limits of the survey,
then conduct research of available public records
to obtain documents showing all monuments of
record within the survey limits. Next, our field
survey team will search for and collect all existing
survey monuments, not only within the survey limits
but also outside, to ensure that nothing is missed.

Field data will be collected using Hemet’s field
codes, and written field notes will describe the
character and stamping of each found monument.

Collected field data is processed through
MicroStation InRoads using Hemet’s current
XM seed file. A FWD, ALG, and clean TXT file is
generated for the task order, and the applicable
models of the MicroStation DGN file are populated.

RICK will perform a thorough QA/QC of files prior
to delivery to the City.

Right of Way (ROW)
The RICK team will exhaustively research the
project site, utilizing sources such as Hemet
SRS, City field books, and tie points. If survey
monuments within the survey limits are not located,
the limits will be expanded as necessary to
properly establish centerlines, rights of way, and
lot lines with strong survey procedural methods.

Collected field data will be processed, and the
appropriate MicroStation models populated per
Hemet’s standards and workflows. A FWD, ALG,
clean TXT file, Calibration Report, and MicroStation
DGN file will be created according to Hemet’s
XM seed file. A final QA/QC of all files will be
performed prior to delivery to Hemet.
