Topographic Mapping/
As-Built Surveys
The RICK team has many tools to accomplish
topographic surveys, including in-house
photogrammetric services, conventional methods
using Trimble GPS RTK, Trimble robotic total stations,
and Leica terrestrial laser scanning systems.

Our in-house photogrammetric mapping services
are performed using soft copy stereo workstations
with KLT Atlas software or Summit Professional.

These systems collect major terrain breaklines,
buildings, trees, roads, utility structures, and any
other visible improvements within project limits.

Once collected and field-verified, the data is
directly imported into MicroStation V-8 according
to the City’s CADD & Drafting Standards.

For conventional topographic surveys, our fieldto-finish method allows the field crew to create the main portion of the CADD line work file using
Hemet’s unique descriptor codes. The data is directly
imported into a MicroStation V-8 .dgn file per the
City’s CADD & Drafting Standards.

For both photogrammetric and conventional
topographical surveys, field review plots are
generated and field-walked to verify completeness
and accuracy by a licensed land surveyor as part of
the project’s quality assurance. The reviewed plot
changes are corrected in the file, and a presubmittal
meeting with Hemet is arranged to ensure codes and
levels are correct. Any corrections are made, and the
final map is submitted.

RICK also provides terrestrial 3-D laser scanning to
perform topographic surveys. This tool produces a
high-density point cloud of precise measurements
used to accurately prepare topographic maps of
roads, as-built project sites, model interiors or
exteriors of buildings, pipe networks, bridges, and
more. Laser scanning captures maximum field
information, allowing multiple design disciplines
to utilize data from a single survey mission while
ensuring workplace safety by keeping the survey
team out of hazardous conditions.

Construction Surveys
RICK has been providing construction surveying
for decades. Our experience includes staking
for all aspects of public works projects, as well
as land development tasks for both residential
and commercial projects. Additionally, we have
extensive experience staking facilities for longdistance utility improvements and managing stormwater facilities.

Our survey crews are highly trained in wellestablished procedures that ensure accurate and efficient staking, including the ability to field
audit plans for errors. Our crews can function
independently in the field, adapt to changing
priorities, and perform calculations to modify stake
locations as the needs of the project require.

Cut-sheets are printed electronically daily and
are either provided the next day or emailed to the
appropriate person that afternoon.

Survey Analysis
RICK Survey Analysts are trained and have
access to both MicroStation and AutoCAD Civil
3D software, as well as Word, Excel, and other
Microsoft Office tools. Each analyst has access
to RealQuest property information, DataTree
online map/deed information, and City and County
records. Our Computing and Mapping Division
personnel are experienced in analyzing field
data to prepare and process maps and other
documents for local agencies, with the versatility to
adapt to any agency’s standards.

During the course of a work order, there will be
open communication with the City of Hemet to
report the status as work progresses.

The final deliverable from RICK will consist of an
organized report containing a project summary, all
research records, field notes, site digital pictures,
hard copies of electronic data, and electronic files
in the necessary format. Additionally, RICK has the
technical software resources to provide or archive
the required reports.

Deliverables
During the task order process, there will be open
communication with Hemet to report the status as
work progresses. This communication will govern
the contents of the final deliverable, which typically
includes a project summary report, all research
records, field notes, hard copies of electronic data,
and the electronic files in the required format.

RICK will immediately document and notify the City
of any defects or hazardous conditions observed
in the vicinity of the project site before, during, or
after the construction work.

RICK will document and provide the results of
the work to the satisfaction of the City. This may
include preparation of field and final reports or
similar evidence of attainment.

delivery of any project. The organizational chart

Our Project Manager, Scott Boydston, PLS, will
have full responsibility for meeting this project’s
requirements on time and within budget.

Kevin Gibson, PE, is Principal-in-Charge and
provides signatory authority to the team. Serving

Kevin Gibson PE
Principal-in-Charge
Kevin Gibson manages RICK’s Public Works Division. With over three decades of experience in the San Diego region, Kevin has specialized in the design of public works infrastructure and pipeline projects. His responsibilities include QA/QC program implementation, contract management, civil engineering design oversight, and project team management. Kevin has designed and delivered a variety of public works projects for local agencies through both traditional and alternative delivery methods and is familiar with local and regional agency standards.

PROJECT EXPERIENCE
City of San Diego, As-Needed Civil Engineering Services, San Diego, CA: Principal-in-Charge for multiple task orders for the City’s Engineering & Capital Projects Department, that included providing engineering design, project management, bid and construction support services. These task orders were varied in both size and discipline with RICK providing roadway, grading, storm drain, water quality, sewer, traffic, ADA, and landscape design services in addition to hydrologic and hydraulic analyses for storm drains, green infrastructure design and storm water quality compliance.

City of Banning On-Call Engineering Services, Banning, CA: Kevin served as QA/QC Manager for this project that consists of preparing a design for approximately 7,200 LF of a new potable ductile iron pipe system.

San Diego Unified Port District, As-Needed Civil Engineering Services, San Diego, CA: Principal-in-Charge for this as-needed civil engineering contract providing a variety of civil engineering and consulting services.

These services included preliminary design services for the Chula Vista Bayfront project, this work required coordination with a number of District Departments, in addition to the City of Chula Vista, Caltrans, Sweetwater Authority, and SDG&E.

City of San Diego, University Avenue Mobility Project, San Diego, CA:

Principal-in-Charge of the as-needed task orders for plans and specifications or mobility improvements along University Avenue, within the North Park community. The objectives are to improve mobility for pedestrians and transit users; improve pedestrian safety at numerous street crossings; and reduce traffic.

Richard O’Neill PE, LEED AP, QSD
QA/QC Manager
Richard O’Neill is responsible for the management of the RICK Riverside office, plan preparation, quality control, coordination of projects with clients, as well as supervision of all work performed by his team consisting of project engineers, designers, landscape architects, mapping analysts, and surveyors. He is highly experienced in all aspects of civil engineering related to site development and public infrastructure improvements.

Richard’s 24 years of experience include the design of roads, drainage systems, sewer systems, water systems, precise grading, and site improvements, which gives him the experience needed to ensure that quality assurance and quality control (QA/QC) procedures for RICK and the City of Moreno Valley are adhered to so projects are designed and constructed successfully.

PROJECT EXPERIENCE
City of Banning On-Call Engineering Services, Banning, CA: Richard is the Principal-in-Charge for this project that consists of preparing a design for approximately 7,200 LF of a new potable ductile iron pipe system. The water plans are being broken into 3 phases for construction purposes.

Plans coordinate the connection of existing service for existing businesses and residences affected by the abandonment of the old line. Right of way determination, utility research, potholing, existing topography, proposed easements, and traffic control are also included with the project.

Sommers Bend (Roripaugh Ranch), City of Temecula, CA: Richard is currently serving as Responsible Charge for a master planned community consisting of single family and multi-family residential components, a sports park, 2 recreation centers, an equestrian park and ride, 2 school sites, and two drainage channels. RICK was responsible for the specific plan amendment, financial tentative map, tentative map, and final engineering phases of the project Preliminary and final hydrologic/hydraulic studies and water quality management plans were needed for the project. Final engineering included rough grading, precise grading for the park and recreation centers, storm drain plans, and sewer and water plans. Analyses of the two channels were needed for proper velocity control and side slope protection Urban Housing Community, Veteran’s Village of Cathedral City, Palm Desert, CA: Richard is Principal-in-Charge for this affordable multi-family apartment housing complex for Veteran’s in Cathedral City. The infill development project includes approximately 60 units and a community center. RICK’s design efforts resolved a lack of off-site drainage infrastructure by designing the site and basin to be independent of offsite drainage. RICK’s scope of work for Veteran’s Village includes; research, site topography, ALTA survey / ALTA as-built, Record of Survey, General Plan Amendment and zone Change, Conditional Use Permit, sewer and water plans, storm drain plans, precise grading plans, bond estimates, utility easements, preliminary / final hydrologic and hydraulic studies, SWPPP, preliminary / final WQMP’s, construction administration, as-built plans, Street Plan revisions, parcel merger and landscape plans.

Scott Boydston PLS
Project Manager
Scott serves as the Mapping Director at RICK’s Riverside office. In his role, he oversees staff involved in the reduction of field data, boundary surveys, and right-of-way analysis for a diverse range of mapping projects. Scott’s responsibilities extend to directing office duties, including the layout and supervision of staff in the preparation of legal descriptions, plats, tract maps, parcel maps, records of survey, and ALTA surveys.

With extensive experience as Mapping Director, Scott possesses a deep understanding of performing and guiding staff in research and the processing of all of RICK’s projects in the Inland Empire region. Wayne is a Principal Photogrammetry Technician with 37 years of experience. He is responsible for all phases of mapping projects, including aero triangulation, photogrammetric compilation, orthophotography, planimetric and contour digitizing and final map editing.

PROJECT EXPERIENCE
Lake Skinner Aerial Control and Topographic Mapping, Temecula, CA: Wayne and the team conducted premarking and GPS surveying for a 600-acre treatment plant site. 47 control points tied 64 photographs to the ground coordinate system. Aerotriangulation extended the control into the photographs. Terrain configuration was captured with photogrammetric breaklines and spot elevations. One-foot contours were generated and displayed on 25 map sheets. Planimetric features were captured using softcopy stereoplotters. An orthophoto mosaic was created for the entire lake region, including the mapping area and off-site acres.

OVERLOOK STREET REHABILITATION

LIVE OAK TRAIL STORM DRAIN DESIGN

City of Yorba Linda Live Oak Trail Storm Drain included over 650 feet of 18-inch storm drainpipe, three new catch basins located within Live Oak Trail and the reworking of portions of the trail surface to provide positive flow towards the new catch basins. RTM survey crews performed design survey
including topographic mapping, dipping of existing manholes and catch basins, and surface culture pickups in-order to prepare base mapping for the project.

COLLABORATION & COMMUNICATION
RTM is primed to deliver on-call land surveying servcies to the City of Hemet, incuding various surveying tasks to support the City construction projects. Our integrated project approach allows us to provide extremely responsive and agile services while also delivering high quality engineering. A survey and mapping team will be responsible for the day-to-day management, communication, and design coordination with the City. This team has extensive experience working on public projects and understands the standards and requirements specific to these types of projects.

RTM uses a variety of means and methods to manage and perform the company’s projects. Weekly meetings along with developed schedules help track project deliverables and dates as well as estimated completion percentages. Using this information, RTM delegates responsibilities as required for each task in the projects, from documentation work to assessment reports.

QUALITY ASSURANCE
RTM endeavors to prepare drawings and specifications that exceed industry standards, are free of errors, and effectively convey our design intent. Our method for ensuring these goals are being met is a two-part process that we refer to as Quality Assurance & Quality Control or QA/QC. This process is an important part of delivering engineering excellence, one of the RTM Core Values. The QA/QC process is to be followed on the smallest to the largest projects, allowing our team to control costs or delays throughout the entirety of the project by catching any issues that may arise before they become a costly change order to our client.

Quality Assurance starts with our Project Plan from the outset of the project. This plan details not only the schedule but clarifies each step in the scope of work, who will perform it, who will check the work and who will provide the independent third-party review of the work. We understand that every project encounters roadblocks at some point and having the plan prepared at the outset of the project allows the project manager to react to unforeseen circumstances, make adjustments and stay on schedule and within budget.

Our Quality Control process consists of procedures for evaluating completed activities and elements of the design for conformance with the requirements. It involves other people, outside of the project team, checking the work of our project team members to ensure everything is meeting standards. This process takes place when a project is considered finished and will go to both the engineer of record and to another RTM studio for review and comment.

Delivering engineering excellence that has been reviewed by both engineer and outside party for engineering competence and correctness is the objective of the QA/QC process. It offers significant value as potential conflicts and issues can be identified as early as possible which reduces risks, delays, and added costs. Managing the quality of a project is the responsibility of both individuals and the team as a whole. RTM’s expertise in evaluating quality is a benefit to our clients and just one of them many ways we can help them achieve their goals.

Promontory
Engineer and Surveyor of Record for 160-acre Master Planned Community located Southeast of the French Valley Airport. Design services included preparation of a Master Tentative Map, including backbone infrastructure and ultimate roadway design, Final Subdivision Maps, improvement and rough grading plans. Individual subdivision maps were prepared for the four neighborhoods totaling 268 lots for single family residential and included open space dedications, park lots and dedicate storm facility lots. Survey efforts included construction staking for rough grading, improvements and final monumentation for the subdivision mapping.

Section 3 – Project Approach

PROJECT UNDERSTANDING
We understand the RFQ as published by the City is requesting interested firms to submit their qualifications so the City can develop a list of Pre-Qualified Survey firms to assist the City on an as-needed basis for future City projects.

Through past and current relationships with various Cities, Counties Redevelopment Agencies, and private developers throughout Southern California, SB&O has developed a wide range of experience to draw upon. That experience allows SB&O to have a unique understanding of what our clients and their projects require from a technical and regulatory standpoint, and the level of communication and commitment required to successfully assist in reaching their goals.

PROJECT APPROACH
The following is a general outline of our approach to define, organize, manage and deliver a successful On-Call City project.
▪ Discovery – Understanding the Specifics: Once a request is made by the City, SB&O will perform preliminary project research and prepare an agenda of items for further discussion with City staff and the design team. We will record the objectives, goals, specific project concerns, desired schedule, budget requirements, team structure, responsibilities, protocols and any other concerns the City may have following this preliminary discussion.
▪ Assignments - Project Organization: Based on the specific project requirements and the required team structure, SB&O will organize the project components and define points of contact for all involved parties, chain of command, project roles and responsibilities, and project deliverables. The assigned SB&O Project Manager will be the single point of contact between SB&O and the City and will be responsible for assigning appropriate staff and making recommendations for subconsultants necessary for successful completion of the project.
▪ Definition - Scope of Work: Following discovery and identification of the project team, SB&O will prepare a preliminary scope of work and related fee for City review and approval. The final scope of work will address the City’s concerns and vision of the finished project so there is a clear understanding of expectations and deliverables.
▪ Communication and Reporting - Work closely with City staff and Design Team: During the course of the project, SB&O will work as an extension of the City’s staff. We will communicate regularly with the City and Design Team and keep everyone informed through meetings, telephone contact, memos and email. We propose, if warranted by the project, monthly progress meetings to be held between the SB&O and the City Project Manager, at a minimum utilizing meeting agendas and meeting minutes with action items and responsibilities for maximum meeting efficiency. We do not anticipate these meetings to last more than an hour, and certainly do not intend for them to replace informal day-to-day communication.

The Project Manager assigned to your project will be available to City staff at any time, either by telephone or in person.
▪ Management - Utilize and Apply Sound Project Management Tools: SB&O has established project management techniques that we utilize to successfully complete projects on time and on budget. In order to assist our project managers, we (as a company) implement the following:

A) Backlog and Scheduling: To insure we meet our long-term and short-term deadlines and proper staffing levels, each month all Project Managers are required to prepare a six-month backlog of projects currently under contract and projects that are expected to commence within the same sixmonth period, as well as a weekly schedule. The backlog compares projected person-hours against available person-hours. If there is a staff shortage, working hours are increased or additional staff is hired. Weekly schedules are used to assign staff to projects and to determine the number of hours each staff member needs to work to meet those schedules.

B) Weekly staff meetings: To discuss status and resource requirements and assign staffing for all current projects. Project Managers are responsible for coordinating the client’s schedules against

the in-house schedules for any particular week to ensure proper staffing levels and be certain milestone submittals are not missed.

C) Budget tracking: Our accounting system allows us to determine where the project budgets lie on any given day. We do not rely on reports and invoices at months-end to determine progress versus budgets expended, we do this on a weekly basis. As our client, the City will receive a monthly invoice that will include a spreadsheet with all work tasks appropriately labeled with the amount expended and percent complete clearly identified. The format of the spreadsheet will be discussed and tailored to the City’s needs at the onset of the project. ▪ Monitoring - Project Fees and Schedule: SB&O will prepare a schedule at the onset of the project through communication with the City staff. The schedule will be reviewed and updated regularly in conjunction with other project management tools to monitor progress and ensure project tasks and milestones are completed on time.
▪ Implement Quality Assurance and Quality Control Procedures: SB&O has established procedures for Quality Assurance and Quality Control which are implemented throughout the design process and prior to submittal for reviews and approvals. These procedures are outlined below under Quality Assurance / Control Approach.

PROJECT MANAGEMENT APPROACH
Each of our Project Managers is also a principal in the Company. The individual assigned to manage your project and the direction of subconsultants is authorized to make decisions and command the resources of the company in order to keep your project on time and within budget. Our approach to the management of all projects is that of communication, accessibility, service and timeliness. We understand the City has elected to hire an outside consultant, and that the consultant's staff needs to act as an extension of City staff and will be expected to conduct themselves accordingly.

QUALITY ASSURANCE / CONTROL APPROACH
Quality control is a constant process at SB&O. Our staff and subconsultants are guided by internally established design and drafting standards and the professional judgement of our Project Managers. Quality Control reviews of project deliverables are performed at each milestone delivery, and during the course of the project as “over the shoulder” reviews for further discussion in weekly staff meetings. This approach allows the opportunity for a responsible individual, who may not be involved in the day-to-day process of the project, to review and respond to appearance, and constructability, and value engineering.

➢ Survey Contract, City of Upland – Various Construction Staking, Design Survey and Monitoring Survey Projects, Upland, California: Party Chief for the on-call survey contract. The contract included various public improvement projects, including curb and gutter improvements, monitoring surveys of the 11th Street Landfill, and other capital improvements throughout the City of Upland. Survey efforts include horizontal and vertical control surveys for aerial photogrammetry, and topographic design surveys within the proposed widening’s. Services also include construction staking, property line retracements, and research of existing County maps and records.
➢ Murrieta Hot Springs Road, Riverside County: The project entails both survey and engineering design services for street widening improvements. As Project Party Chief, responsibilities include horizontal and vertical control for topographic mapping, and detailed design surveys and cross sections of approximately 5,300 lineal feet of 4-lane roadway. ➢ Domenigoni Valley Reservoir (Diamond Valley Lake) - Winchester CA: One of six Survey Party Chiefs for the construction of the west end of Diamond Valley Lake. Duties included daily settlement monitoring at the West Dam prior to actual foundation construction. Monitoring lasted for approximately three months prior to the staking for the Dam. Provided daily settlement monitoring at the Saddleback portion of the project to verify the area was stabilized and suitable for construction. Also provided construction staking for various structures throughout the project, and survey control for the In/Out Channel boring and tunneling operation.
➢ Ronald Reagan Sports Park Desilting Basin Project: Party Chief responsible for the placement of horizontal and vertical control and construction staking of 6.5 acre desilting basin in the city of Temecula.
➢ Lancaster Water Treatment Plant: Party Chief responsible for the placement of horizontal and vertical control and construction staking of four 70 acre sewer treatment basins for the County of Los Angeles Sanitation District in the City of Lancaster. ➢ Elysian Reservoir Water Quality Improvement Project: Party Chief responsible for the placement of horizontal and vertical control and construction staking for the Los Angeles Department of Water and Power Elysian Reservoir improvement/reconstruction project. ➢ SR Loma Ridge Slope Warranty Project - Caltrans: Party Chief responsible for the placement of horizontal and vertical control and construction slope staking alongside the 241 toll road.
➢ City of El Segundo Pump Station No. 1 & 7: Party Chief responsible the placement of horizontal and vertical control and construction staking new wet well, dry well, pump station, and 1,100 lineal feet of ductile iron pipe in the City of El Segundo.

Blake has over 19 years of experience with the land survey and civil engineering disciplines. He has been responsible for the preparation of tract and parcel maps, legal descriptions and plats, topographic mapping, design surveys, ALTA surveys, as well as the preparation of of precise grade plans, sewer, water, and street improvement plans.

Most recently, Eric’s responsibilities as the Inland Empire Survey Manager include the management and coordination of construction staking contracts for civil engineering projects, boundary surveys, title analysis, topographic mapping, detailed design surveys, ALTA Surveys and mapping. This endorsement modifies insurance provided under the following:

1. C. WHO IS AN INSURED is amended to include as
an additional insured any person or organization that
you agree in a contract or agreement requiring
insurance to include as an additional insured on this
policy, but only with respect to liability for "bodily
injury", "property damage" or "personal and
advertising injury" caused in whole or in part by you
or those acting on your behalf:
a. In the performance of your ongoing operations;
b. In connection with premises owned by or rented
to you; or

BUSINESS AUTO COVERAGE FORM
A. Broad Form Named Insured
The following is added to the SECTION II
COVERED AUTOS LIABILITY COVERAGE, Paragraph A.1. Who Is An Insured Provision:

Any business entity newly acquired or formed by you
during the policy period, provided you own fifty
percent (50%) or more of the business entity and the
business entity is not separately insured for Bus-iness Auto Coverage. Coverage is extended up to a
maximum of one hundred eighty (180) days following
the acquisition or formation of the business entity.

This provision does not apply to any person or
organization for which coverage is excluded by
endorsement.

B. Employees As Insureds
The following is added to the SECTION II
COVERED AUTOS LIABILITY COVERAGE, Paragraph A.1. Who Is An Insured Provision:

Any employee of yours is an insured while using a
covered auto you don't own, hire or borrow in your
business or your personal affairs.

C. Blanket Additional Insured
The following is added to the SECTION II
COVERED AUTOS LIABILITY COVERAGE, Paragraph A.1. Who Is An Insured Provision:

Any person or organization that you are required to
include as an additional insured on this coverage form
in a contract or agreement that is executed by you
before the bodily injury or property damage occurs
is an insured for liability coverage, but only for
damages to which this insurance applies and only to
the extent that person or organization qualifies as an
insured under the Who Is An Insured provision
contained in SECTION II COVERED AUTOS
LIABILITY COVERAGE.

The insurance provided to the additional insured will
be on a primary and non-contributory basis to the
verage if
you are required to do so in a contract or agreement
that is executed by you before the bodily injury or

D. Blanket Waiver Of Subrogation

We waive any right of recovery we may have against

you by a contract executed prior to any accident or
loss , provided that the accident or loss arises out
of the operations contemplated by such contract. The
waiver applies only to the person or organization
designated in such contract.

E. Employee Hired Autos

1. The following is added to the SECTION II

COVERED AUTOS LIABILITY COVERAGE,
Paragraph A.1. Who Is An Insured Provision:

An employee of yours is an insured while
operating an auto hired or rented under a
contract or agreement in that employee's name,
with your permission, while performing duties
related to the conduct of your business.

2. Changes In General Conditions:

Paragraph 5.b. of the Other Insurance Condition in the BUSINESS AUTO CONDITIONS is deleted and replaced with the following:
b. For Hired Auto Physical Damage Coverage,
the following are deemed to be covered
autos you own:
(1) Any covered auto you lease, hire, rent
or borrow; and
(2) Any covered auto hired or rented by
your employee under a contract in that
individual employee's name, with your
permission, while performing duties
related to the conduct of your business.

However, any auto that is leased, hired,
rented or borrowed with a driver is not a
covered auto .

F. Fellow Employee Coverage

SECTION II COVERED AUTOS LIABILITY
COVERAGE, Exclusion B.5. does not apply if you
have workers compensation insurance in-force
covering all of your employees.

G. Auto Loan Lease Gap Coverage

SECTION III PHYSICAL DAMAGE COVERAGE,
C. Limit Of Insurance, is amended by the addition of
the following:

In the event of a total loss to a covered auto shown
in the Schedule of Declarations, we will pay any
unpaid amount due on the lease or loan for a covered
auto , less:

1. The amount paid under the PHYSICAL
DAMAGE COVERAGE section of the policy; and

2. Any:
a. Overdue lease/loan payments at the time of
the loss ;

b. Financial penalties imposed under a lease for
excessive use, abnormal wear and tear or
high mileage.
c. Security deposits not returned by the lessor;
d. Costs for extended warranties, Credit Life

e. Carry-over balances from previous loans or
leases.

H. Glass Repair Waiver Of Deductible

SECTION III PHYSICAL DAMAGE COVERAGE,
D. Deductible is amended by adding the following:

No deductible for a covered auto will apply to glass
damage if the glass is repaired rather than replaced.

I. Personal Effects Coverage
The following is added to SECTION III PHYSICAL
DAMAGE COVERAGE, A. Coverage, 4. Coverage
Extensions:
c. Personal Effects Coverage
In the event of a total theft loss of your covered
auto we will pay up to $400 for loss to wearing
apparel and other personal effects which are:
(1) Owned by an insured ; and
(2) In or on your covered auto ;
No deductible applies to Personal Effects
Coverage.

J. Hired Auto Physical Damage Coverage
The following is added to SECTION III PHYSICAL
DAMAGE COVERAGE, A. Coverage, 4. Coverage
Extensions:
d. Hired Auto Physical Damage Coverage
If hired autos are covered autos for Liability
Coverage and this policy also provides Physical
Damage Coverage for an owned auto , then the
Physical Damage Coverage is extended to
autos that you hire, rent or borrow subject to the
following:
(1) The most we will pay for loss in any one
accident to a hired, rented or borrowed
auto is the lesser of:
(a) $60,000
(b) The actual cash value of the damaged or
stolen property as of the time of the
loss ; or
(c) The cost of repairing or replacing the
damaged or stolen property with other
property of like kind and quality.
(2) An adjustment for depreciation and physical
condition will be made in the event of a total
loss .
(3) If a repair or replacement results in better
than like kind or quality, we will not pay for the
betterment.
(4) A deductible equal to the highest Physical
Damage deductible applicable to any owned
auto will apply.
(5) This Coverage Extension will not apply to:
(a) Any auto that is hired, rented or
borrowed with a driver; or
(b) Any auto that is hired, rented or
borrowed from your employee .

K. Hired Auto Physical Damage Loss Of Use
The following is added to SECTION III PHYSICAL
DAMAGE COVERAGE, A. Coverage, 4. Coverage
Extensions:
e. We will pay sums which you legally must pay to
the lessor of a covered auto which you have
leased without a driver for thirty (30) days or less
auto ,
provided:
(1) This insurance provides comprehensive,
specified causes of loss or collision covered
on the covered auto ;
(2) The loss of use results from the covered
auto being damaged in an accident while
you are leasing it.

We will pay up to a maximum limit of $1,500 for
this covered extension.

L. Hired Car Worldwide Coverage
The following is added to SECTION II COVERED
AUTOS LIABILITY COVERAGE, A.2. Coverage
Extensions:
f. Hired Car Worldwide Coverage
(1) We will pay all sums an insured legally must
pay as damages because of bodily injury or
property damage to which this insurance
applies, caused by an accident which
occurs outside of the United States of
America, the territories and possessions of
the United States of America, Puerto Rico
and Canada resulting from the maintenance,
or use of any covered auto of the private
passenger type you lease, hire, rent or
borrow without a driver for thirty (30) days or
less.
(2) With respect to any claim made or suit
instituted outside the United States of
America, the territories and possessions of
the United States of America, Puerto Rico,
and Canada:

(a) You shall undertake the investigation,
settlement and defense of such claims
and suits and keep us advised of all
proceedings and actions.
(b) You will not make any settlement without
our consent.
(c) We will reimburse you:
(i) For the amount of damages because of liability imposed upon you by law on account of bodily injury or
property damage to which this
insurance applies, and
(ii) For all reasonable expenses incurred
with our consent in connection with
the investigation, settlement or
defense of such claims or suits
Reimbursement for expenses will be
part of the Limit of Insurance for
liability coverage shown in the
Business Auto Coverage
Declarations, and not in addition to
such limits.
(3) The limit of Insurance for Liability Coverage
shown in the Business Auto Coverage
Declarations is the most we will reimburse
you for the sum of all damages imposed on
you, as set forth in paragraph 2.c. above, and
all expenses incurred by you arising out of
any single accident or loss
(4) You must maintain the greater of the following primary auto liability insurance limits:
(a) Compulsory admitted insurance with
limits required to be in force to satisfy the
legal requirements of the jurisdiction
where the accident occurs; or
(b) Insurance limits required by law and
issued by a government entity or by an
insurer licensed or permitted by law to do
business in the jurisdiction where the
accident occurs; or
(c) Auto liability insurance limits of at least
$300,000 combined single limit or
$100,000 per person/$300,000 per accident Bodily Injury, $100,000 Property Damage.

If you fail to comply with the above, this
insurance is not invalidated. However, in the
event of a loss , we will pay only to the extent
that we would have been liable had you so
complied.
(5) The insurance provided by this coverage
extension is excess over any other collectible insurance available to you whether on a primary, excess contingent or any other
basis.

M. Temporary Transportation Expenses

SECTION III PHYSICAL DAMAGE COVERAGE,
A.4. Coverage Extensions, subparagraph a.

Transportation Expenses is deleted and replaced
by the following:
a. Transportation Expenses
(1) We will pay up to a maximum of $1,500 for
temporary transportation expense incurred
by you because of Physical Damage to a
covered auto .
(2) We will pay only for those covered autos for
which you carry Comprehensive, Colli-sion or
Specified Case of Loss Coverage.
(3) We will pay only for those expenses incurred
by you during the period of time that begins
twenty-four (24) hours after the covered
loss and ends at the time when the covered
auto can be reasonable repaired or
replaced.
(4) This coverage does not apply while there are
spare or reserve autos available to you for
your operations.

Anguish
The following is added to SECTION V

The selected staff that has been assigned to this project between 17 years and 50 years, respectively, of land surveying experience. There will not be any changes in personnel during the contract duration without prior approval by the City.

organized filing system both in hard copy and

3. PROJECT APPROACH
TKE provides turnkey consulting surveying services to
numerous Cities throughout the Southern California. The municipal services provided by our firm include legal
description, plats, lot line adjustments and consolidation preparation and checking, field surveying including both design and construction surveys, utility location and
invert surveys, map checking, monumentation
preservation, related files and representation at

TKE will research, collect and review existing record
drawings and available record information; this shall

All record data used to accurately depict the existing
property lines, easements, and right-of-way will be made available to the City for reference.

Upon request by the City, TKE will notify Underground
Service Alert to acquire a complete list of underground utility purveyors. The utility drawings will include existing drawings from the City, and drawings and/or atlas maps
from all private utility companies and/or agencies. We
will send first utility notice letters to all listed utility companies and agencies requesting their data. We will
maintain copies of the letters and correspondence for
future reference. We shall also provide the City with a complete copy of all correspondence with utility
companies and agencies.

T ASK N O . 3 D ESIGN S URVEYING
TKE will review existing survey data obtained during the Records Research task and after this review, establish
ground control, conduct field surveys, collect field data, and locate existing centerline monuments and property
corners. We propose to use conventional surveying to
locate the existing centerline monumentation and for
preparation of the topographic survey tied to the
California State Plane Coordinate System (NAD83). Our
field survey crew will locate existing street centerline monument utilizing survey control data. The crew will
measure the horizontal angle, horizontal distance, and
vertical elevation difference between each survey
monument. We will complete a traverse for each survey
to ensure closure. Elevations will be tied to existing City or County benchmarks (NAVD88).

TKE will collect all surface culture and prepare cross
sections within the project limits at 50-foot intervals along the proposed alignment collecting all base and top of walls, concrete cross gutters, asphalt concrete swales and flowlines, from right-of-way to right-of-way. The
survey will include all water valves, water meters,
backflow devices, utility covers, fences, walls, gates, curbs, berms, vehicular access gates, corrugated pipes, rip rap systems, perimeter shots on any existing adjacent structures, swales, traffic signs, utility poles and
equipment, street trees, pavement striping, traffic loop detectors. We will utilize standard descriptions while
acquiring topographic data. Data will be collected to
provide 1’ contours for the project area. Results of the survey will be provided to the City in digital and hard copy format.

TKE will prepare the base construction drawings on 24”
by 36” sheets with the City’s standard title block and
layering theme using AutoCAD software at drawing scales of 1”=40’, for submittal and approval by the City of the project concept. The base construction drawings will
include a plan view based on records and survey
data. We will add the sheet north arrow, existing
improvements from data collected in the field, property lines with property addresses, public and private right-ofway, easement areas, street centerline, street names, City and State right-of-way lines, Freeway ramp locations and survey data to the plan view portion of the
drawings. The base drawings will include topographic
contours at 1-foot intervals.

intervals and offsets requested by the Contractor,
providing cut sheets to the Contractor, inspector and City staff and checking various construction related items at the direction and request of the on-site inspector.

DESCRIPTION
TKE provides professional surveying services to the City. TKE is providing surveying services for several small and large tract developments and commercial retail centers within the City. TKE utilizes the City’s online system (Citrix) for access and uploading plan check documents. Services include development project screen checks, response to development community inquiries, determine project impacts, develop conditions of approval, preform plan and map checking for grading, street storm drain landscaping, street lighting, traffic signal, SWPPP, erosion control, and WQMP plans.

1. KEY PERSONNEL EXPERIENCE
The TKE Team is eager and prepared for an opportunity to support the City of Hemet (City) in accomplishing its goals developed for their various land survey projects and to establish the framework for making informed decisions
regarding the community’s future success. Our team
specializes in developing processes and procedures based on professional expertise and lessons learned, which we implement on all of our projects to ensure successful
delivery on schedule and within budget.

The most important aspect of management will be to
ensure that the City’s interest is protected to the
maximum extent possible. TKE will ensure that public
funds and impact fees are used for the benefit of the
community.

TKE’s key staff assigned to perform the services required are identified and discussed in detail within the following section. As discussed previously, TKE currently maintains a staff of 59 personnel who are highly qualified to assist with any of the required services for this contract and who will be assigned as needed to complete services on
schedule.

TKE has two unique advantages associated with the
experience of TKE’s project team. One benefit of TKE’s
project team is our extremely low internal turnover rate.

As a result of our rigorous interview and testing
procedures, coupled with our extremely high employee
satisfaction rates, TKE staff has years of experience
working together. The close relationships each of our
staff members have with one another provide the City
with an extremely well rounded and experienced team.

As such, TKE’s project team experience directly correlates with TKE’s firm experience described previously.

WEBB provided land survey and mapping and engineering services for the Madison Street Improvement Project. The project is located between Avenue 50 and Avenue 52, a distance of one mile. This project was a joint effort between the City of Indio and La Quinta. WEBB performed field topographic surveys from street centerline to existing and/or proposed right-of-way line and 50-FT beyond for construction match-up design (such as unimproved roadway access). WEBB performed cross sections at 50-FT intervals and at 25-FT intervals where needed. WEBB established a Class 1, Level 1 benchmark at the intersection of Avenue 52 and Madison. The benchmark conformed to the City of La Quinta’s benchmark network. WEBB obtained encroachment permits when necessary prior to performing these services. WEBB also prepared the necessary surveys and identify existing right-of-way, including property lines, property ownership, easements, assessor parcel numbers, and access control.

WEBB is currently the City of Indio’s On-Call land surveying, mapping, and drafting consultant for capital improvement projects. WEBB’s duties include the surveying of capital improvement projects from preliminary design through construction and performing mapping services. WEBB serves as a reference and resource pertaining to questions regarding land surveying principles, polices, and practices, providing land surveying, mapping, and drafting support for City projects. Since 1986, JCSD has pursued an aggressive waterline replacement program to upgrade existing service by replacing approximately 10,000-LF of 8-inch to 12-inch diameter water distribution mains annually.

WEBB, under contract with Hillwood Investment Partners (Hillwood), is both the Engineer and Land Surveyor for the Speedway Commerce Center II Project. Located on approximately 520 acres in the unincorporated area of the County of San Bernardino, this project includes renovating the existing NASCAR Auto Club Speedway, from a 2 mile race track to a 1/2 mile race track, along with the construction of seven new industrial warehouse buildings.

WEBB’s scope of work included:
• Preparation of an ALTA survey for Hillwood to allow them to secure funding for the project - Furnishing an aerial topographic survey and supplemented by field topograpahic survey data • Preparation of a Tentative Parcel Map
• Preparation of various legal descriptions and plats for easements, agreements, and dedications needed for the project, including legal descriptions and plats for Fontana Water Company, SCE, and Metropolitan Water District (MWD) easements prepared per their standards and requirements WEBB has prepared, and is currently processing a Parcel Map with the County of San Bernardino to subdivide the property and dedicate easements for the proposed roads that will serve the project. In addition to the Parcel Map, WEBB is also preparing a Composite Development Plan, very similar to an Environmental Constraint Sheet in the County of Riverside.

While continuing to process the Parcel Map, WEBB field survey crews are actively providing construction staking for the project, starting with demolition limits and utility relocations, and will continue with grading, drainage, utility infrastructure (sewer, water, storm drain, electrical, gas, etc.), traffic signals, curb and gutter, subgrade and base certifications, setting of survey monuments, and filing of a Certificate of Correction (if necessary).

7 Project Approach
Management Responsibilities and Procedures
Jason Ardery, PE, TE, LLS, CPESC, QSD, will be the primary point-of-contact with the City as the Vice President.

Jason oversees the scheduling of department resources and will manage the overall scope, schedule, and budget for the City’s Projects. Jason’s extensive experience in Land Survey and Mapping and Land Development projects has trained him to identify potential challenges early on during the project so these can be resolved, minimizing any delay to the project.

Jason will oversee the day-to-day project and technical management which includes:
• Assignment of staff and resources to project specific tasks • Facilitating frequent and consistent communications with the City • Implementing the overall project delivery plan
• Managing the overall scope, schedule, and budget
• Implementing the QA/QC Program
• Overseeing the project controls staff for timely project management reports Michael Johnson, LLS, our Land Survey Practice Area Leader, will provide Technical Oversight, Quality Control, and Quality Assurance for each task. His role will include:
• Providing technical expertise, mentoring, and collaboration with project team members during the preparation of deliverables

9 Scope of Services
WEBB performs a full range of surveying services including all aspects of civil based land surveying. We maintain four Union trained and registered 2-man field crews. However, we can increase our capacity by pulling additional members from the Union or running 1-man crews were safety permits. In-house support capacity can be increased by sharing resources from our large pool of civil engineers available to assist at any time. WEBB has the experience and resources necessary to complete the City’s projects. The scope of services we offer includes, but is not limited to, the following:

ALTA Surveys
WEBB prepares American Land Title Association (ALTA) surveys on a regular basis. For the preparation of an ALTA survey, WEBB will obtain a title report for the property unless one has already been obtained, identify any optional Table “A” requirements that need to be included, research and compile all appropriate reference materials pertaining to the property, including reference Record Maps, Corner Records, Tie Sheets, Vesting Deeds, Right-of-Way Deeds and Easement Documents. WEBB will perform a field survey to locate and verify existing boundary and control monuments based on the legal description provided in the title report, along with surveying the physical topographic features along the boundary perimeter and within the site. An ALTA/ACSM Land Title Survey map will be prepared, adhering to the 2021 Minimum Standard Detail Requirements as adopted by the American Land Title Association and National Society of Professional Surveyors and any Optional Table “A” requirements that are requested.

Field Surveys
WEBB will research record maps and perform the calculations necessary to locate survey monuments to support the project area being surveyed, and corner records will be prepared and filed when necessary. The survey will be based upon California State Plane NAD 83 Horizontal Control and NAVD 88 Vertical Control unless instructed otherwise by City Staff. Once horizontal and vertical control has been established, WEBB’s Land Survey Crews will perform a conventional field survey to recover and establish ground control for the project, as well as conduct a topographic survey of the project limits based on the project needs. Permanent horizontal and vertical control may be established for the project if necessary for future construction. When all data has been collected, processed, analyzed, and adjusted, street centerlines, property lines, right-of-way lines, and/or easement lines will be established based upon the found monumentation. Horizontal and vertical coordinate values will be shown on the survey map. The survey will be prepared by, or under the direct supervision of a state of California licensed land surveyor.

Land Records Research
WEBB utilizes several tools to research and compile existing land records, which include, but is not limited to, County Survey Department GIS Land Records Systems, City Land Record Systems, and County Assessor’s data. WEBB also partners with other business professionals and has access and accounts with TitlePro247, Digital Reel, and First American Data Tree to research and obtain record documents. In many cases it is necessary to obtain title reports for the properties to verify ownership, identify existing easements and encumbrances, and mitigate any risk in property transfers or easement dedications. WEBB works with multiple title companies to obtain the necessary title reports and record documents needed to support the project.

Record Drawing and Utility Research
WEBB has a standardized process for conducting utility research and obtaining record drawings. This process starts with identifying and obtaining the contact information for all the public agencies and utility stakeholders having any jurisdiction or interest within the project limits, with WEBB utilizing Dig Alert for this service. All public agencies and utility stakeholders are then contacted (via mail, email, and/or phone calls) to obtain copies of all available record drawings within the project limits. As part of the standardized process, WEBB tracks each step with each agency until responses are received.

10 Boundary Surveys
A Boundary Survey serves as the foundation of most projects, and as such, WEBB prepares boundary surveys on a regular basis. WEBB will obtain a title report for the property unless one has already been obtained, and research and compile all appropriate reference materials pertaining to the property, including reference Record Maps, Corner Records, Tie Sheets, Vesting Deeds, Right-of-Way Deeds and Easement Documents. WEBB will perform a field survey to locate and verify existing boundary and control monuments based on the legal description provided in the title report, using North American Datum of 1983 (NAD83) State Plan Coordinates for horizontal control unless other specific project requirements are necessary. Boundary analysis and resolution will be performed by office staff along with the retracement and plotting of any easements and right-of-way or records on the subject property. A final Boundary Survey map will be prepared, signed, and stamped by a licensed land surveyor.

Construction Staking
Working with both public and private sector clients, WEBB has a long history of providing construction staking services throughout Southern California. From Caltrans Interchange Improvements to Wastewater Treatment Plants, there are not many projects that WEBB does not have construction staking experience with.

All WEBB projects are setup in the office by experienced staff, allowing any errors or discrepancies to be caught and resolved ahead of time prior to having field crews being on-site. This allows our field crews to be more efficient and productive while they are on-site.

Grade sheets are provided through our automated process from the data exported from our controllers. The grade sheets are then reviewed in the office for quality assurance prior to being distributed to the contractor, inspector, and/ or City as directed.

Legal Descriptions & Plats
WEBB has a great amount of experience in the preparation of legal descriptions and plats, adhering to agency standards and requirements. WEBB has experience in preparing legal descriptions and plats adhering to Caltrans, SCE, MWD, and many other agency requirements.

Legal descriptions and plats prepared for the City will follow industry standards and agency requirements, along with any project specific needs. Unless otherwise required, legal descriptions and plats will be prepared utilizing existing record data.

Monument Preservation, Records of Survey, & Corner Records WEBB will conduct the necessary office research and field survey work as part of our field survey, for boundary control and mapping as needed by the City. Existing survey monuments will be recovered and/or set, when necessary, and Corner Record(s) filed in accordance with Sections 8795(d), 8771, and 8773, of the Professional Land Surveyors Act.

A Record of Survey may be prepared, in accordance with Sections 8762, 8764, and 8765 of the Professional Land Surveyor’s Act based on the specific situation.

Monument Inspections
WEBB has prepared and recorded many Parcel Maps, Tract Maps, and Records of Surveys, has set an enormous amount of monuments, and prepared ties sheets and filed Corner Records, giving WEBB the experience and expertise to conduct monument inspections on behalf of the City, addressing project requirements and understanding City expectations.

11 Right-of-Way Maps
WEBB will meet with City Staff and the design team to discuss the project’s purpose, mapping limits, specific planimetry to be mapped, preferred scale, timeline, and any special requirements for the Right-of-Way Map.

WEBB will research and compile existing recorded maps, property records, and Right-of-Way records from the City, County, and other relevant sources, which may include, but not be limited to:
• Assessor’s Parcel Maps
• Records of Survey

Once research is completed, WEBB will conduct a field survey, as necessary to collect accurate ground measurements, and locate right-of-way boundaries, physical features, and any other relevant on-the-ground information that may not be readily available from existing records.

Utilizing the research information with the field survey data, WEBB will prepare a base map showing existing parcel lines, property ownership, street centerlines, and existing right-of-way lines, with references to the source documentation used for their determination.

WEBB will prepare a Right-of-Way Map, using the requested base map level/layers, and depending on the project needs, show any proposed right-of-way or easement needs, abandonments, vacations, quitclaims, etc., along with the existing lines from the base map.

Review/Plan Check Services
WEBB regularly reviews and provides comments on survey documents for our clients, most recently for the Jurupa Community Services District and the City of Ontario.

WEBB will review documents provided for accuracy, and cross check against any improvement plans proposed to ensure the correct areas are being described/included in the survey document. Documents will be reviewed for conformity with industry standards and agency requirements, and any inconsistencies and/or errors will be noted.

Volume Calculations
WEBB’s experience as both a Land Surveying and Engineering firm allows for seamless communication and expectations from the field survey crews to the office staff, allowing the collection of pertinent data that is useful and expected for the project needs.

Depending on the size and scope of the project, WEBB, with the assistance of sub-consultants, has the ability to conduct field surveys, photogrammetric surveys, and/or Lidar scans for projects which can be used to generate digital terrain models which can be compared and used for volume calculations based on the same surveyed area at different moments in time, as specified.

As an experienced civil engineer and land surveyor, Jason brings a wealth of experience in planning, designing, and managing complex projects from conception to completion. With 19 years of experience in the field, Jason has established a reputation for delivering high-quality results that meet or exceed client expectations.

As a Vice President and having served as the Director of Land Development at WEBB for more than 10 years, Jason led a team of well experienced and diversified Project Managers, Engineers, Designers, Planners, Landscape Architects, and administrative staff in residential, commercial, and industrial development projects.

Jason is very familiar with the entitlement process having been involved with and overseen the approval of many entitlement applications, including Change of Zones, General Plan Amendments, Specific Plans, Specific Plan Amendments, Tentative Maps, Site Plans, Air Port Land Use compliance, and Williamson Act & Agricultural Preserve cancellations. Jason also served on the City of Eastvale General Plan Advisory Committee for the development of the first General Plan for the City of Eastvale.

Jason has extensive experience in site development, grading and drainage design, utility design, roadway design, and construction administration. Jason’s expertise includes designing and managing projects ranging from small site developments to large infrastructure improvement projects. Jason has a deep understanding of civil engineering and surveying principles, which allows for efficient and cost-effective design solutions.

With extensive experience in land development, Jason also has expertise in boundary surveys, ALTA surveys, topographic surveys, construction staking, mapping, and legal descriptions. Jason has a keen eye for detail and accuracy, which ensures that surveying projects are completed with precision and professionalism.

Riverside Transmission Reliability Project - Project involved SCE and the City of Riverside for the Overhead Powerline Project through private properties. WEBB provided engineering support for the private property owners and analyzed the impact to the properties based on the proposed overhead powerline alignment which included review of SCE easement restrictions/requirements, existing and proposed easements, determination of useable development areas, property access, net and gross acreage calculations, development, and preparation of various exhibits.

McCune Flamingo Dairy - Project involves OC Flood Control and the Army Corps. of Engineers and is related to the construction of a proposed dike on private property. WEBB is providing engineering support for the private property owner. Jason’s role has been limited to providing engineering expertise as well as history of the design and development that occurred on the private property.

City of Santa Ava versus Rim Portofino - Jason’s involvement was related to the preparation and review of a boundary survey of the subject property, which included review of the Litigation Guarantee, deeds and easement documents, research of existing maps, documents and survey records, and the plotting of existing property lines and easements from record data.

Caltrans 42B4956 versus Aim High - This project is for the Construction of State Highway 138 and State Highway 18 Bypass Connection. WEBB is providing engineering and surveying support for Caltrans. Jason’s role included the review of the development potential and potential impacts to the property in the before and after condition, which included property areas, land use and zoning, setbacks, property access, grading, drainage, floodplain, and utilities.

Eastvale Civic Center, City of Eastvale - Jason served as Project Manager for the WEBB Team. WEBB utilized the research and investigation data provided by the utility companies and public agencies during the entitlement of the Polopolus site to identify, locate, and accurately layout all underground improvements, easements, centerline, rightof-way, and private property lines. This research included utility maps and as-built plans, as provided by the utility companies and public agencies. Utilizing this information, along with field survey data collected by WEBB, WEBB prepared street improvement plans, storm drain plans, waterline plans, signing and striping plans, and streetlight plans for the proposed extension of Schleisman Road, including the intersection expansion of Schleisman Road and Hamner Avenue, and the design of a roundabout. WEBB also coordinated the project with the development of Hamner Place by Lewis Retail Centers, as well as with several subconsultants, including geotechnical engineering, a pothole consultant, electrical consultant, and landscape architect to provide a complete project for the City. WEBB continues to provide support services to City Staff as construction is nearing completion.

Goodman Commerce Center, City of Eastvale - Jason served as Project Manager for this project. The Goodman Commerce Center at Eastvale Specific Plan is a commercial/industrial business park located in the north portion of the City of Eastvale. The park included water quality basins, a walking trail, benches, LED light bollards, low water use plants, plant buffer zones, and a decorative rock. WEBB executed landscape architecture, entitlement, final engineering, and mapping of Business Park Parcels 3 and 4. The project included a General Plan Amendment to change the land use designation from High Density Residential to Light Industrial, Business Park, and Commercial Retail.

17 Reed Chilton, PE, QSD, is Director of WEBB’s Construction Management and Inspection and Land Survey and Mapping Department. Reed has worked on a variety of private and public projects and has established a strong foundation in the engineering and construction management profession. His project experience includes sewer lines, drainage facilities, water lines, recycled water lines, wastewater treatment facilities, dry utilities, street improvements, street lighting, traffic signals, and landscaping. Director - Construction Management and Inspection and Land Survey and Mapping
Construction Manager for the $25M Wastewater Treatment Plant, City of Imperial - WEBB performed Construction Management, Inspection, and Engineering Support Services for the City’s $25 million WWTP Upgrade Project. This project includes construction of a new MBR treatment system including MBR Basins, waste-activated sludge pumps, blowers, air compressors, permeate storage tank, and non-potable water pumps. A pre-engineered metal building was installed for the MBRS system which included a monorail bridge crane, office spaces, and lab room. A dewatering system with screw conveyors was also installed inside a preengineered metal building. Electrical improvements include a new transformer, main breaker, automatic transfer switch, and Emergency Power Generator. Site improvements include yard piping, paving, and rock installation. The project also includes modifications to existing facilities, shut-downs, and tie-ins to the active wastewater treatment plan.

Construction Manager of a $1.3M Headworks Upgrade, City of Imperial - Improvements included headworks modifications, installation of fine screens, micro screens, splitter box, piping, shade structure, and electrical modifications.

Construction Manager for the $3.1M John J. Benoit Detention Center - Project included off-site storm drain, street, and traffic signal improvement for the County of Riverside Economic Development Agency. Storm drain improvements consisted of excavation/grading of the retention basin of approximately 18,040-CY, installation of 3,660-LF of RCP ranging in sizes from 18-inch to 48-inch, and construction of 161- LF of curb inlet catch basins. Installation of RCP required multiple water relocations and modifications, including vertical offsets ranging in sizes from 1-inch to 2-inch services and 6-inch to 12-inch mainline along with sewer lateral modifications.

Coordination with the following agencies was required: Indio Water Authority, Valley Sanitary District, City of Indio Public Works, and Imperial Irrigation District. Reed also coordinated soils testing with local business owners.

18 Downtown Sewer Replacement Project, Elsinore Valley Municipal Water District - Reed is the Project Manager and is providing construction management and observation services for the Downtown Sewer Replacement Project, FY 2023. This project consists of three separate areas of sewer line installation, abandonment, and replacement of aging sewer infrastructure in the City of Lake Elsinore. WEBB is providing construction management and observation service for all three areas.

The improvements include the following:
• Installation of 3,734-LF of new 8-inch PVC (2,224-LF of SDR- 35 and 1,470-LF of C-900 DR-18) sewer main and a point repair of 40-LF of SDR-35 8-inch sewer, and 19 new sewer manholes - House lateral reconnections are also required
• Street improvement work coordinated with the City of Lake Elsinore inspector • We have included the option to have WEBB provide inspection for the City • Sewer bypasses will be required during mainline installation including tie-ins to the existing homes and manhole construction activities
Highway 74 Sewer Extension, Elsinore Valley Municipal Water District - Reed is the Project Manager for the Highway 74 Sewer Extension Project. The project involves the installation of approximately 12,500-LF of 16-inch diameter sewer along Highway 74 from Wasson Canyon Road east to the District’s service area boundary at Ethanac Road, including a micro-tunneling operation on Wassan Canyon Road.

Wastewater Treatment Plant MBR Replacement, City of Beaumont - Reed is the Construction Manager for the City’s Wastewater Treatment Plant which was recently upgraded and expanded to a capacity of 6-MGD. As part of the upgrade project, several facilities were removed and replaced with more advanced systems that required significantly less space and has resulted in more exposed dirt areas. There are also graded slopes that need to be protected from erosion and runoff going into the stormwater system. The City would also like to improve the functionality, safety, and aesthetics of the Plant entrance by reconfiguring the gate on-site as well as upgrading the landscaping to include an entry monument.

The final component of this project is to construct a permanent receiving station for vactor truck discharges. The Plant currently receives vactor discharge at a temporary facility.

WRF1 Replacement of Centrifuge, Aeration Basin, and Digester Lid, City of Corona - Reed is the Project Manager for this project which consists of installing a new centrifuge and belt conveyor at the City’s WRF#1 site. The project includes site demolition and removal of existing structural, mechanical, and electrical components to accommodate the new centrifuge and conveyor facilities. A new drain line will be installed from the centrifuges to the oxidation ditch scum return lines.

Bain Waterline Replacement, Jurupa Community Services District - Reed is the Project Manager providing construction management services for the Bain Waterline Replacement Project. The project consists of:

19 SCE TRTP Segment 8, Chino Hills - Michael served as the Land Survey Lead of the TRTP SEG 8 Chino Hills Project. WEBB’s Scope of Work for this project was to provide the civil engineering work associated with undergrounding of the TRTP segment 8 transmission lines. The project was very complex and involved grading in hilly terrain, between houses, through parks, a golf course and across many public roads. The project included many environmental constraints which WEBB incorporated into project plans and specifications by working closely with SCE’s environmental team and consultant.

The work included designing construction access roads along the

3.5 mile duct banks between two proposed transition stations generally located from just east of Pipeline Avenue to just west of Canon Lane in the City of Chino Hills. The purpose of the construction access road (with a varied width between

11.5-FT to 33.5-FT) was to facilitate excavation of duct banks trenches and installation of conduits. WEBB designed erosion control plans and measures associated with construction access roads to ensure no erosion or sediment flowed into the natural drainages and streams. WEBB also designed the restoration and the permanent access road plans to be implemented right after the completion of duct banks construction to restore the ground surface as close to the pre-construction condition as possible.

Michael Johnson, LLS, is the Practice Area Leader of WEBB’s Land Survey & Mapping Department. Michael has years of experience in all aspects of surveying from initial project coordination and research, performing survey data adjustments and analysis, to overseeing and providing construction staking through final as-built and ALTA surveys.

Michael trained and supervised several field crews including technical office and support staff. From entitlement to field survey and construction to delivery of a completed product, Michael has the knowledge and experience to provide the entire range of services any municipal, private development, or construction company has come to expect. As part of the private and public sector of development, Michael gained experience with subdivisions, retail centers, commercial distribution centers, pipelines, tank site and reservoir projects, mass grading and hillside slope projects, hospitals, schools, training facilities for fire and police, highways, channels, parking structures, and many others.

Michael is responsible for providing technical support, survey analysis, overseeing field work and management for specific projects, and field data processing and adjustments, among many other duties. He provides his expertise and broad range of skills for solutions to complex and large scale projects.

20 Archibald Avenue and Schleisman Road Ultimate Intersection Improvements, Eastvale – Michael served as the Land Survey Lead for the Archibald Avenue and Schleisman Road Intersection Improvements to the ultimate design configuration per the General Plan. Archibald Avenue and Schleisman Road are both Urban Arterial roads with 152-FT ultimate right-of-way width typical sections. The design included expanded intersection widths to allow for right-turn pockets, dual left-turn lanes in all directions, and raised medians. A new traffic signal and signing and striping was also designed and installed per Riverside County Standards. Existing SCE Poles along the west side of Archibald Avenue also had to be relocated to allow for the widening of Archibald Avenue. This was done through a Joint Use Agreement (JUA) between the County of Riverside and SCE since SCE had prior rights along this section of Archibald Avenue. Michael was responsible for the coordination of plans between three developers (Lewis, Richland, & Capital Pacific Homes), processing of plans through the County of Riverside, and obtaining approvals for construction.

Case Road Sewer, Eastern Municipal Water District - Michael served as Land Surveyor on the WEBB Team that prepared the project feasibility study, which analyzed two different options. The first was the Beaumont option which expands and upgrades treatment at the City’s WWTP. For this option, three different WWTP configurations were evaluated.

In addition, options were explored to dispose of waste brine from the advanced treatment system. The second option was to consolidate treatment with YVWD and deliver all wastewater flow there. For each option detailed cost estimates were developed taking into account capital cost and O&M costs. In the end the City Council selected the Beaumont option. The preliminary design includes the preparation of 20%-30% plans for both the WWTP expansion as well as a 23-mile brine disposal pipeline connecting to the IEBL in San Bernardino.

Dillon Road Water Main Replacement, Coachella Valley Water District - Michael provided Land Survey and Mapping Services for the WEBB Team and was responsible for designing a domestic water transmission main system providing a reliable water supply to the District’s service area located northeast of Sun City Palm Desert in Riverside County near the community of Indio Hills. Currently, this County service area, Improvement District 18, is an isolated pressure zone located near the end of the Sky Valley Domestic Water System, which has limited supply capacity between BS 04701 and R 4711.

The approximately 4.2 mile alignment travels from BS 04701, located near the intersection of Dillon Road and Western Avenue to R 4711 which is 800-FT north of the intersection of 30th Avenue and Sunny Rock Road. Construction of the pipeline occurred on the north shoulder of Dillon Road to match the Phase 1 project.

Enchanted Heights Sewer System, Eastern Municipal Water District - Michael provided Land Survey and Mapping Services for the Enchanted Heights Sewer System Infrastructures Project. In order to provide a sewer collection system for 542 dwelling units located within the 170 acre Enchanted Heights area of Riverside County and City of Perris, WEBB prepared final engineering plans and specifications for a gravity collection system. This system included approximately 23,000-LF of 8-inch gravity pipe, 3,000-LF of 6-inch force main, and a new sanitary sewer lift station (Luckens). As part of this project, WEBB also upgraded the District’s existing Diana Lift Station by installing a new emergency generator, upgrade of MCC site access improvements, asphalt paving, and security fencing. WEBB completed an evaluation of three potential site locations to provide the District flexibility in handling affected property owners and acquiring the right-of-way for the proposed lift station.

Jon Ros, LLS, is a Professional Land Surveyor with WEBB’s Land Survey and Mapping Department. He is a project surveyor with years of land surveying experience. His responsibilities include field to finish data management utilizing various CAD platforms, analysis of survey data, preparation of land title descriptions and exhibits, right-of-way engineering for Caltrans, the preparation of maps (subdivision), title documents, reports, earthwork calculation, project exhibits, and survey crew preparation and scheduling.

Washington Street Turn Lanes, City of La Quinta - WEBB prepared Plans, Specifications, and Cost Estimates (PS&E), and contract bid documents for the Washington Street Dual Left Turn at Avenue 48 and Washington Street Dedicated right-turn at Eisenhower Drive to increase traffic capacity in this area of La Quinta. These projects required preparation of street improvement, traffic signal modification, and signing and striping plans. In addition, the project also required utility coordination and relocation, removal and replacement of landscaping, and preparation of legals and plats for additional right-of-way.

Palm Canyon Crosswalk, City of Palm Springs - As the Community Engineer for this 3,600-acre private community that serves a population of approximately 14,000 residents, WEBB is responsible for planning, design, construction management, and development of the traffic management program for all associated roadways and trails. This community has over 50 miles of roadways and trails. The trail system is a combination of Class I and Class II trails that wind throughout the community similarly to the Whitewater Channel Bike Trail. This system is used by the residents of Canyon Lake to access the amenities throughout the community including over ten parks, 18-hole golf course, equestrian center, community lodge, beaches, and backbone roads. WEBB provides construction management, inspection, civil engineering, design, and environmental permitting services for all facilities including the Association’s 15 parks and recreation facilities.

Madison Street Improvement Project, City of Indio - WEBB provided the alignment study, Project Design Report, environmental, utility relocation, right-of-way acquisition, roundabout feasibility, preparation of Plans, Specifications, and Cost Estimates (PS&E), and multi-agency coordination efforts. Madison Street from Avenue 50 to Avenue 52 is an approximately one mile long arterial roadway located within the City of Indio and the City of La Quinta. The typical street section of Madison Street does not currently conform to both cities’ General Plan Circulation Elements. Jon helped both cities reach an agreement on a modified typical street section. The project will be constructed in two phases. Phase I will install three lanes and Phase II will install an additional two lanes. Phase I of the project has a very aggressive schedule because of the pavement condition and music festival schedule on the polo grounds, which are located at the east boundary. Jon is managing both cities and other agencies involved to move the project forward aggressively and meet the schedule.

He is responsible for overseeing the entire process, from initial coordination to final delivery. His keen attention to detail and strong communication skills enable him to effectively collaborate with clients, ensuring their needs are met and expectations exceeded. One of Andres’ key responsibilities is the preparation and review of construction calculations and cut sheets. He meticulously analyzes project requirements and employs his technical proficiency to generate accurate and comprehensive documentation, laying the foundation for successful construction operations.

Andres excels in preparing base mapping and alignment surveys, as well as conducting topographic surveys. Current position: President / Principal of Inland Aerial Surveys, Inc.

Mr. Hood will be the Project Manager overseeing the acquisition of aerial photography, photogrammetric mapping & digital imaging operations for this project.

Mr. Hood began his Land Surveying career in 1979. Past duties have included, but not limited to, managing the surveying and mapping departments for large Civil Engineering firms in the Inland Empire. Surveying services performed range from performing boundary establishment, control networks – established from conventional and GPS surveying techniques, Construction, Topographic mapping prepared from Aerial Photogrammetry, LIDAR and conventional Land Surveying techniques. He has worked on projects for both the public and private sectors.

In 2000, Mr. Hood became Principal and President of Inland Aerial Surveys, Inc. and during this time has been specializing in photogrammetry.

Mr. Hood holds a Community College Teaching Credential for the subjects of Architectural, Engineering and Related Technologies. He has also served as an instructor for the Southern California Surveyors Apprenticeship Committee. Classes instructed were on the Party Chief level ranging from coordinate geometry, land surveying practices, Aerial Photogrammetry and conventional topography, boundary establishment and public lands.

Mr. Hood also has experience as a Survey Party Chief, Mapping compiler (utilizing Analog, Analytical and Soft-Copy photogrammetric mapping equipment), as well as several hundred hours as an Aerial Camera Operator.

Mr. Hood with his diverse background in Land Surveying as well in Photogrammetry gives him a unique insight for any project.

PROFESSIONAL SERVICES AGREEMENT

FOR ON-CALL LAND SURVEYING SERVICES
BETWEEN THE CITY OF HEMET AND NV5, INC.

THIS PROFESSIONAL SERVICES AGREEMENT (“Agreement”) is made and entered into this 13th day of November, 2024 (“Effective Date”), by and between the CITY OF HEMET (“City”), a California municipal corporation and NV5, Inc., a California corporation (“Consultant”). For the purposes of this Agreement City and Consultant are sometimes hereinafter referred to as “Party” and hereinafter collectively referred to as the “Parties.”

RECITALS

1. City has sought by request for proposals the performance of the On-Call Land Surveying Services defined and described particularly in Section 2, “Scope of Services and Schedule of Performance” of this Agreement.

2. Consultant was selected by City to perform those services.

3. Consultant was selected by City on the basis of Consultant’s demonstrated competence and the professional qualifications necessary for the satisfactory performance of the services required.

4. City has authority to enter into this Agreement and the City Manager has authority to execute this Agreement.

5. The Parties desire to formalize the selection of Consultant for performance of those services defined and described particularly in Section 2 “Scope of Services” of this Agreement and desire that the terms of that performance be as particularly defined and described herein.

OPERATIVE PROVISIONS
NOW, THEREFORE, for and in consideration of the mutual promises and covenants made by the Parties and contained herein and other consideration, the value and adequacy of which are hereby acknowledged, the Parties agree as follows:

SECTION 1. TERM OF AGREEMENT
Subject to the provisions of Section 21 "Termination of Agreement" of this Agreement, the Term of this Agreement is through November 12, 2027, commencing on the Effective Date, unless otherwise extended by written agreement of the Parties. City shall be granted two (2) one (1) year options to extend the Term of the Agreement. City shall exercise option(s) by written notice to Contractor no less than (30) days prior to the end of the existing Term.

(a) The City Manager may, in his or her sole discretion, unilaterally exercise an option to extend the Agreement on a month-to-month basis following expiration on the same terms and conditions, including compensation as set forth in Section 4 “Compensation.” (b) Consultant acknowledges that the Agreement term may extend over multiple City fiscal years, and that the work and compensation under this Agreement is contingent on the City Council appropriating funding for and authorizing such work and compensation for those fiscal years. This Agreement may be terminated by the City Manager at the end of a fiscal year when sufficient funding is not appropriated and authorized for the subsequent fiscal year. City is not obligated to pay Consultant for any amounts not duly appropriated and authorized by the City Council.

SECTION 2. SCOPE OF SERVICES
Subject to this Agreement, all addendums and exhibits attached and incorporated hereto, Consultant agrees to perform the services and tasks set forth in Exhibit “A,” “Scope of Services” (hereinafter, the “Services”), and the City agrees to retain and does hereby retain Consultant for the Services.

SECTION 3. ADDITIONAL SERVICES
Consultant shall not be compensated for any work rendered in connection with its performance of this Agreement that is in addition to or outside of the Services unless such additional services are authorized in advance and in writing in accordance with Section 25 “Administration and Implementation” or Section 27 “Amendment” of this Agreement. If and when such additional work is authorized, such additional work shall be deemed to be part of the Services.

SECTION 4. COMPENSATION
(a) Subject to any limitations set forth in this Agreement, City agrees to pay Consultant the amounts specified in Exhibit “B” “Compensation” and made a part of this Agreement by this reference. The total compensation, including reimbursement for actual expenses, shall not exceed the amount agreed to and set forth in the scope of work for which a purchase order has been issued. The amount shall also never exceed the appropriated budget for these professional services in any City Fiscal Year, unless additional compensation is approved in writing in accordance with Section 25 “Administration and Implementation” or Section 27 “Amendment” of this Agreement. (b) All City vendors and consultants receiving new contracts, contract renewals, or contract extensions must sign up to receive electronic payments through the City's Automated Clearing House (ACH) payments service/provider. (c) Payment to Consultant for work performed pursuant to this Agreement shall not be deemed to waive any defects in work performed by Consultant. (d) If this Agreement is extended pursuant to Section 1 “Term of Agreement,” the City shall pay the same rates specified in Exhibit “B” “Compensation.” SECTION 5. METHOD OF PAYMENT AND INVOICING
(a) Payment shall be made in accordance with City’s usual accounting procedures upon receipt and approval of an itemized invoice setting forth the services performed. The invoices shall be emailed to [email protected]. Under no circumstances shall the total amount paid to Consultant under this Agreement exceed the City Manager’s authority without approval by the City Council.
(b) Consultant shall submit within 30 days of the end of each month a complete and accurate written itemized invoice for services performed and/or goods provided. The invoice must be in a format approved by City. In order to receive payment, Consultant shall submit to City an itemized invoice, on a monthly basis, for services performed pursuant to this Agreement. Each itemized invoice shall identify at the top of the first page, the Not to Exceed Amount (as set by Section 4(a) above), the total amount billed to date, the services rendered during the billing period, and the amount due for the statement invoice for which reimbursement is sought in the statement invoice. The invoice shall detail charges by the following categories: labor (by sub-category), travel, materials, equipment, supplies, and sub consultant contracts. Sub consultant charges shall be detailed by the following categories: labor, travel, materials, equipment and supplies. If the compensation set forth in Section 4(a) and Exhibit “B” include payment of labor on an hourly basis (as opposed to labor and materials being paid as a lump sum), the labor category in each invoice shall include detailed descriptions of tasks performed and the amount of time incurred for or allocated to that task. City shall independently review each invoice submitted by the Consultant to determine whether the work performed and expenses incurred are in compliance with the provisions of this Agreement. In the event that no charges or expenses are disputed, the invoice shall be approved and paid according to the terms set forth in subsection (c). In the event any charges or expenses are disputed by City, the original invoice shall be returned by City to Consultant for correction and resubmission.
(c) Except as to any charges for work performed or expenses incurred by Consultant which are disputed by City, City will use its best efforts to cause Consultant to be paid within forty-five (45) days of receipt of Consultant’s correct and undisputed invoice. (d) The Parties estimate that performance of this Agreement will be accomplished without an increase in the Not to Exceed Amount. Consultant shall notify the City in writing

whenever it has reason to believe that the costs the Consultant expects to incur under this Agreement in the following sixty (60) days, when added to all costs previously incurred, will exceed eighty percent (80%) of the Not to Exceed Amount specified herein. As part of the notification, the Consultant shall provide the City with a revised estimate of the total cost of performing this Agreement.

SECTION 6. INSPECTION AND FINAL ACCEPTANCE
City may inspect and accept or reject any of Consultant’s work under this Agreement, either during performance or when completed. City shall reject or finally accept Consultant’s work within sixty (60) days after submitted to City. City shall reject work by a timely written explanation, otherwise, Consultant’s work shall be deemed to have been accepted. City’s acceptance shall be conclusive as to such work except with respect to latent defects, fraud, and such gross mistakes as amount to fraud. Acceptance of any of Consultant’s work by City shall not constitute a waiver of any of the provisions of this Agreement including, but not limited to, Section 17 “Indemnification” and Section 18 “Insurance.” SECTION 7. OWNERSHIP OF DOCUMENTS
All original maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files and other documents prepared, developed, or discovered by Consultant in the course of providing the Services pursuant to this Agreement shall become the sole property of City and may be used, reused or otherwise disposed of by City without the permission of the Consultant. Upon completion, expiration, or termination of this Agreement, Consultant shall turn over to City all such original maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files, and other documents.

If and to the extent that City utilizes for any purpose not related to this Agreement any maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files, or other documents prepared, developed, or discovered by Consultant in the course of providing the Services pursuant to this Agreement, Consultant’s guarantees and warranties in Section 11 “Standard of Performance” of this Agreement shall not extend to such use of the maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files or other documents.

SECTION 8. INTELLECTUAL PROPERTY RIGHTS ASSIGNMENT
For no additional compensation, Consultant hereby assigns to City all of Consultant’s rights, title, and interest in and to the content of all deliverable materials created by Consultant or its employees, agents, or sub consultants, including copyrights, in connection with the Services performed under this Agreement. Consultant shall promptly execute and deliver and shall cause its employees, agents, and sub consultants to promptly execute and deliver, upon request by the City or any of its successors or assigns at any time and without further compensation of any kind, any power of attorney, assignment, application for copyright, patent, trademark or other
