It is respectfully recommended that the City Council:

Appoint Jennifer Reyes to serve on Seat 4 and reappoint Larry Butler to serve on Seat 5 of the City of Hemet Public Library Board of Trustees until the term expiration of June 30, 2028.

BACKGROUND:

The City of Hemet Public Library Board of Trustees was created to advise the Hemet City Council on the services, equipment, and budgetary needs of the Hemet Public Library and its operations.

Larry Buttler and Felicia Young's terms expired June 30, 2025. In response to the upcoming scheduled vacancies, the City Clerk's Office conducted marketing efforts in the Press-Enterprise, the City's website, and on Social Media Platforms to solicit applications.

Interviews were conducted to fill Seats 4 and 5 on the Library Board. The following candidates were interviewed and have been recommended for appointment:

ANALYSIS:

Should the City Council appoint the recommended candidates, both vacancies will be filled, and the terms of Seats 4 and 5 for the Library Board of Trustees would expire on June 30, 2028.

It is recommended that Jennifer Reyes be appointed to fill Seat 4 and Larry Butler be reappointed to Seat 5 on the Library Board until the term expiration of June 30, 2028.

Hemet Public Library Board of Trustees - 3 Year Term
The Library Board consists of five members appointed by the City Council for three year terms. It meets on the 3rd Friday of each month at 10:00 a.m. Responsibilities are statutory and include setting policy on the operation and services of the Library. The Board advises the City Council on the budgetary needs of the Library, its services, and other related matters.

Measure U Citizen Oversight Committee - 2 Year Term
In accordance with Hemet City Ordinance No. 1918, the Measure U Citizen Oversight Committee consists of 7 members appointed by the city council to serve two (2) year terms. The purpose of the committee is to independently review and advise upon the City’s proposed expenditures of Measure U Funds as well as the actual expenditures of Measure U Funds and review of the annual audit conducted of Measure U Funds as required by the Ordinance. The Committee is advisory only and reports its comments directly to the City Council. Eligible community members must reside within the city limits or the sphere of influence or own a business having its primary offices located within the city limits. A majority (4 or more) of the committee members shall be residents of the City of Hemet.

Mobile Home Rent Review Commission - 3 Year Term
Established by Ordinance No. 772, an initiative of the voters of the City of Hemet, this Commission meets by request only and with duties as outlined in the Hemet Municipal Code. It consists of five members appointed by the City Council to 3 year terms. The Commission shall be made up of one mobile home park owner, one mobile home park tenant and three “at large” residents who do not live in mobile home parks.

Planning Commission - 2 Year Term
Created in accordance with the provisions of the State Planning Act, the Commission consists of five members appointed by the City Council to serve two year terms. The Commission meets on the first and third Tuesdays of the month at 6:00 p.m.

RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

Waive further reading and adopt an Ordinance 2061 of the City Council of the City of Hemet, California, Amending Sections 1-20 and 1-27 of the Hemet Municipal Code, Updating the Definition of "Responsible Person" for Code Enforcement Purposes.

BACKGROUND:

HMC § 1-20 currently defines “Responsible Person” as: “a person who an enforcement official determines is responsible for causing or maintaining a public nuisance or a violation of the Hemet Municipal Code or applicable state codes. The term responsible person includes but is not limited to a property owner, tenant, person with a legal interest in real property, or person in possession of real property.” Section 1-27 currently declares it unlawful to violate the Code, designates such violations as misdemeanors (unless expressly an infraction), and authorizes daily citations and multiple abatement tools.

Despite these provisions, enforcement staff often encounter situations—e.g., short-term rental hosts, property managers, contractors, or Home Owners Associations (HOAs)—where the responsible party is not clearly covered.

ANALYSIS:

The Ordinance replaces the existing definition with an 11-item list encompassing owners, tenants, possessors, managers, contractors, short-term rental hosts, business operators, HOAs, caretakers, and any person who has assumed control over the property. Section 1-27 is revised to prohibit any

responsible person, not only an “owner or occupant,” from maintaining property in a manner that constitutes a public nuisance, thereby closing loopholes and ensuring that all culpable parties are subject to the same remedies.

The broader definition harmonizes local authority with state nuisance-abatement statutes, promotes accountability across modern property-use arrangements, and allows the City to expedite compliance. By expressly identifying additional categories of liable parties, the amendment is expected to streamline investigations, enhance notice procedures, and improve recovery of administrative penalties and abatement costs, ultimately reducing staff time per case and fostering more timely resolution of code violations.

WHEREAS, the City of Hemet seeks to ensure effective and consistent enforcement of its municipal code and applicable state laws; and WHEREAS, the existing definition of “Responsible Person” in Section 1-20 of the Hemet Municipal Code does not fully encompass all individuals or entities who may be in control of real property or responsible for creating or maintaining public nuisances or code violations; and

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF HEMET DOES ORDAIN AS FOLLOWS:

SECTION 1. Recitals. The City Council determines that the above Recitals are true and correct and are incorporated as though fully set forth herein.

SECTION 2. Municipal Code Amendment. The Definition of “Responsible Person” found in Section 1-20 of the Hemet Municipal Code is hereby amended to read as follows:
“Responsible person” means any person who an enforcement official determines is responsible for creating, causing, maintaining, contributing to, or permitting a public nuisance or a violation of the Hemet Municipal Code or applicable state law.

The term includes, but is not limited to:

1. The property owner, as shown on the last equalized assessment roll or otherwise identified through public records;

2. A tenant or lessee of the property;

3. Any person with a legal or equitable interest in the property, including mortgagees, lienholders, and trustees;

4. A person in possession of the property, whether lawfully or unlawfully;

5. A property manager or management company with contractual or actual authority over the property;

6. A contractor, subcontractor, or developer performing work on the property;

7. An operator or host of a short-term rental or other transient lodging use;

8. A business operator or franchisee conducting operations on the property;

9. A homeowners’ association or similar entity responsible for managing or maintaining common areas of the property;

10. A family member, caretaker, or other occupant who exercises control over the use or condition of the property;

11. Any person who has assumed responsibility, whether through written agreement, course of conduct, or actual control, for maintaining the property or ensuring compliance with law.

The determination of responsibility may be based on ownership records, leases, contracts, occupancy, business operations, or any other evidence indicating control over the property or the condition giving rise to the violation.

SECTION 3. Municipal Code Amendment. Section 1-27 of the Hemet Municipal Code is hereby amended to read as follows:

Sec. 1-27. - Violation of Code.
(a) It shall be unlawful for any person to perform any act that is prohibited, made or declared to be unlawful or an offense by this Code, or to violate any

provision or fail to comply with any of the requirements of this Code or for any property owner or occupant responsible person to maintain or use property in the city in a manner that constitutes a public nuisance. (b) A violation of any of the provisions or failing to comply with any of the mandatory requirements of this Code shall constitute a public nuisance. (c) A violation of any of the provisions or failing to comply with any of the mandatory requirements of this Code shall constitute a misdemeanor except when the violation of a provision of this Code is specifically declared to be an infraction.
(d) Notwithstanding any other provision of this Code, any violation constituting a misdemeanor under this Code may, in the discretion of the city attorney, be charged and prosecuted as an infraction. Except as otherwise provided, each and every day that any violation of this Code shall continue shall constitute a separate offense. The person committing or permitting such offenses may be charged with separate offenses for each such violation and punished accordingly.
(e) Abatement of a public nuisance may be accomplished by any of the methods described in this Code, including criminal prosecution, civil injunction, administrative abatement, civil penalties, revocation of permits, notice of violation, recordation of the notice of violation and withholding of future municipal permits.

SECTION 4. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this Ordinance is, for any reason, held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such determination shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have adopted this Ordinance, and each section, subsection, subdivision, sentence, clause, phrase, or portion thereof,

irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.

SECTION 5. Publication. The City Clerk is authorized and directed to cause this Ordinance to be published in any manner authorized by law.

SECTION 6. Effective Date. This Ordinance shall take effect thirty (30) days from its passage by the City Council of the City of Hemet.

RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

Adopt a Resolution of the City Council of the City of Hemet, California, Awarding Professional Services Agreements to the Three (3) Top-Ranked Firms for On-Call, As-Needed Professional Architectural Engineering (A/E) Services.

BACKGROUND:

The Public Works Engineering Division is responsible for overseeing the capital improvement program, development engineering program, and public works inspections program for the City. The Division also supports a wide range of projects in other City departments related to improvements to City facilities and American Rescue Plan Act of 2021 (ARPA) funded projects. Engineering services in several specialty areas are required for the broad scope of work that the City encounters across all departments. The Engineering Division budgets for anticipated architectural engineering services each fiscal year, including those needed for building rehabilitation, facility upgrades, and public safety infrastructure.

Capital improvement projects allocate funds for the required architectural engineering services within their project budgets, projected to the best of the City staff’s ability. The Engineering Division determined that on-call architectural engineering services are needed for capital improvement projects, as well as for projects related to City facility design and rehabilitation. These services include architectural design, structural assessments, mechanical design, electrical design, and plan check services for building renovations and new construction.

The award of an agreement for on-call, as-needed architectural engineering services does not commit a dollar amount to any firm. The work may be assigned by the City as deemed necessary and must remain within existing appropriations or as specifically appropriated by the City Council.

ANALYSIS:

A request for qualifications (RFQ) for on-call architectural engineering (A/E) services was issued on June 24, 2025, via Planet Bids. On July 17, 2025, the portal closed, and the City received ten (10) proposals from the following firms:

The proposals provided the firm’s qualifications and interest in providing architectural engineering services for the City.

DISCUSSION:

Each submission was independently evaluated by three City staff members based on the published scoring criteria. The three (3) highest-scoring firms were BFK Architecture + Planning, IDS Group, and Westgroup Designs. Attachment 2 includes the statements of qualifications for the selected firms.

Staff recommends awarding a professional services agreement to each of the selected firms for oncall, as-needed services. The proposed agreement term is for three (3) years, with an option to extend for up to two (2) additional years. Attachments 3, 4 and 5 contain the proposed agreements with the selected firms.

The City Council of the City of Hemet, California (hereafter referred to as the “City Council”) does resolve as follows:

WHEREAS, following the evaluation process, the top three ranked firms were determined to be BFK Architecture + Planning, IDS Group, and Westgroup Designs; and

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HEMET FINDS, DETERMINES, ORDERS, AND RESOLVES AS FOLLOWS:

SECTION 1. FINDINGS – The above recitals are all true and correct.

SECTION 2. Award on-call, as-needed professional services agreements to the top three (3) ranked firms, BFK Architecture + Planning, IDS Group, and Westgroup Designs for on-call, as-needed professional architectural engineering services.

SECTION 3. Authorize the City Manager to execute all documents related to the on-call, as needed, professional architectural engineering services agreements as approved in final form by the City Attorney.

Our Executive & Project Management Team are experienced licensed engineering professionals who have lead engineering and design teams for decades. They are experts in their fields and each bring a unique perspective to our firm to provide clients with a well-rounded and diverse base of knowledge. Should ADC be awarded this contract, Lorenzo R. Rios will serve as Project Executive/Manager and have support from our Assistant Project Manager & Project Coordinator and other support staff.
• Lorenzo A. Rios, MS, PE, registered electrical and mechanical engineer, and licensed contractor in the State of California, is the Founding Principal and will serve in an advisory and oversight role for the firm. Mr. Rios has over 45 years of multi-disciplinary engineering experience overseeing, managing, and participating in every part of the design process and construction process. His experience includes working extensively with HVAC systems, process piping, fire protection, plumbing, power distribution, motor control centers, generators, boiler installation and replacement, tool installations, and programmable logic control. Lorenzo’s multi-disciplinary background allows him to oversee projects with a deeper understanding of all aspects of the buildings.
• Lorenzo R. Rios, PE, registered mechanical engineer in the State of California, Principal and Project Executive will ensure the quality of the services provided by the firm. His 20 years of experience include a wide range of technical and communication skills which can be applied to an assortment of industries. His primary focus has been in the semi-conductor clean room industry and commercial/industrial building improvements.

His expertise is the engineering design complex facilities in which hazardous products are used in product development along with complex manufacturing tools and equipment. As a Thermal Fluids focus in mechanical engineering, Lorenzo has an extensive knowledge of complex mechanical systems which he applies to all projects he manages. His experience is multi-disciplinary and he is well versed in the electrical engineering, structural engineering and building design standards as well. As Project Executive, Lorenzo will ensure will ensure that the project is well staffed to deliver a quality product within the time and budget established. • Zain Almasarani, Project Coordinator & Architectural Designer, will be assigned to maintain clear and timely communications in the project from beginning to end. She will coordinate collaboration, complete meeting minutes, and assist with scheduling of meetings, both internal and external. Ms. Almasarani is an expert in Procore, MS Suite programs, and other specification and scheduling programs that have been very useful in Public Works projects.

Mr. Aguirre has his Bachelor’s degree in Architecture from Architecture Instituto Tecnologico de Mexico. He brings over 14 years of experience in ADA, interior design, space planning, feasibility studies, building code research, ingress and regress paths.

APPROACH & UNDERSTANDING
Advance Design Consultants (ADC) is submitting Statement of Qualifications for Architecture & Engineering (Mechanical, Electrical, Plumbing) Services.

With properly licensed architectural and engineering consultants, within ADC and its network of sub-consultants, our expertise will allow us to navigate all phases of concept, design, construction, and renovation of City facility and capital improvement projects. ADC understands that work may involve coordination with related disciplines, including structural, civil, and landscape architecture. This On-Call contract with the City of Hemet is similar contracts that ADC has held throughout its existence. ADC understands that the variety of projects assigned may range from small projects to more complex projects that may require a team of sub-consultants to provide the complete scope of work.

Understanding of Contract & Potential Projects
It is understood that if awarded an On-Call contract, as needs arise, ADC may be considered for various projects and tasks through an Request for Letter Proposals (RLP) process or may be assigned work directly based on availability, the nature of the project, and the qualifications and resources we possess. All work performed shall be under the direction of a licensed architect or professional engineer registered in the State of California, as appropriate to the task. ADC is confident that it can provide professional Architectural and Engineering Consultation services to meet the diversified scopes of work that may arise from the City’s needs. ADC maintains long-standing relationships with qualified, expert sub-consultants and other contractors which will allow us to deliver incidental services under our direction if they are required.

ADC proposes to complete any of the representative tasks which may include, but are not limited to, the following::

1. Planning & Design Services
• Architectural planning and design for new public buildings and renovation or expansion of existing City facilities, including but not limited to public safety buildings, community centers, restrooms, and park structures.
• Preparation of conceptual design materials, including sketches, renderings, materials boards, and public presentation exhibits.
• Development of 2D and 3D architectural models, elevations, and visualizations to support project review and stakeholder engagement.
• Review of existing buildings that may not have available as-builts.

2. Construction Document Preparation
• Preparation of construction documents including plans, specifications, cost estimates, and scopes of work suitable for bidding and permitting.
• Integration and coordination of all required technical components, including structural, MEP, electrical, and specialty systems.
• Coordination with subconsultants or specialists (e.g., accessibility/ADA, energy efficiency, environmental compliance, landscape architecture).

3. Permitting Support
• Preparation and submittal of plans for building permits; response to plan check comments from City or outside agencies.

• Assistance with CEQA documentation, site-specific regulatory requirements, and coordination with permitting or funding agencies as needed.

4. Construction Administration
• Architectural support during construction, including review of contractor submittals, shop drawings, and Requests for Information (RFIs).
• Evaluation of contractor change orders and schedule updates. • Site visits to review construction progress and prepare field observation reports. • Attendance at construction progress meetings and coordination with City project managers.

5. Inspection & Quality Control Support
• Periodic on-site inspections to evaluate compliance with approved construction documents. • Input on punch list items, final walkthroughs, and quality assurance reviews during project closeout.

6. Project Reporting & Communication
• Preparation of technical reports, memos, and presentations to support decision-making and Council/ advisory body review.
• Regular communication and coordination with City staff, design team members, contractors, and project stakeholders.

7. Optional Support Services (As Needed)
• Preliminary feasibility studies and space programming for new or renovated facilities. • Energy efficiency assessments and sustainability consulting, including LEED-equivalent design strategies.
• Building system evaluations (e.g., HVAC, structural, lighting) to support asset management or upgrade planning.

Approach to Project Management

SINGLE POINT OF CONTACT
We streamline the communications process by offering a single point of contact for all projects. All client communication will be handled by the Project Manager or Project Executive (depending on the project scope).

This representative from Advance Design Consultants, Inc. will coordinate with our team across all disciples and stages of the project to collect key information, document milestones, and keep the City aware of any relevant details throughout the project. The Project Manager will work with our Team Leads across all disciplines and ensure quality control remains the same for all design elements whether designed internally by ADC engineers or by one of our sub-consultant partner firms. Our approach is to begin our engagement in each project with an in-depth evaluation of any existing design or client-provided information. From there we will move in to the following phases of work:

FIELD WORK
Advance Design Consultants, Inc. is dedicated to making sure all designs are the best possible solution to address City of Hemet’s needs. Each project will start with a review of the City or City Agency-provided information and an evaluation of the space to verify accuracy of all future work. ADC will look for ways to increase efficiency, enhance sustainability, improve functionality, integrate new technology, and develop innovative solutions to bring life to the client’s vision for the project.

FEASIBILITY STUDIES AND FACILITY CONDITION ASSESSMENTS
By providing in-depth research on the areas pertinent to determining the feasibility and viability of your project, ADC will uncover the information you need to know so that you can move forward knowledgeable about the background behind your facility and finely attuned to the factors that will bring your project success. ADC’s team of highly skilled and experienced engineers, architects, planners, and technical experts bring their multi-disciplined understanding to each study no matter the scope, scale or point in the project, teaming with you to understand the City’s goals and continuing on to provide analysis, documentation, recommendations, design and support as needed and in line with those goals.

Facility Condition Assessments from ADC provide an in-depth real-time look at the infrastructure, systems and equipment within your facility to gather much desired practical data so you can make tactical decisions for your company. ADC provides a thorough analysis of each building including: background interviews and research, physical inspection of every building system by a licensed professional engineer, defined options for replacement, repair or alternative options and a detailed plan of action per building with grades for each system, options, engineering and construction costs, and a top ten list of critical needs. In addition, ADC provides all the supporting documentation you need to make informed decisions about your capital planning needs including rough orders of magnitude (ROMs), photos of deficiencies, replacement or repair spec sheets, conceptual design, design development and construction and phasing documents for occupied or critical need facilities.

AMEPCS DESIGN
Advanced Design Consultants, Inc., and its partners, will perform all design work and engineering needed according to the scope of the project. This may include Architectural, Civil, Structural, Mechanical, Electrical, Plumbing, Fire Protection, Sprinkler, Controls, Landscape, Security, Geotechnical, Cost Estimation and other specialty disciplines.

We will address all necessary disciplines as well as ADA compliance, sustainability, LEED certification, historical preservation and/or any other applicable needs. Our team, headed by the Project Manager, will work together to make sure that all plans are accurate, complete, on-time, and on-budget and focused on the City’s needs and desires.

Our design team is well equipped to take a project through all phases from analysis, planning and conceptualization, through comprehensive design (Schematic Design, Design Development, Construction Documents and Specifications) and bidding support and plan check.

CODE VERIFICATION & REVIEW
Advance Design Consultants, Inc.’s services include code evaluation and compliance. We evaluate and coordinate each design with local, state or federal regulations in mind.

CONSTRUCTION ADMINISTRATION
Once the design components are completed, permits have been received, our team is ready to provide construction support through the entire contrition process. Addressing RFI, reviewing submittals, reviewing contractor invoicing and working to assure field conflicts are coordinated in a timely manner is always a top priority at ADC. The project team will stay in communication with the client and builder to ensure that the construction is completed as intended.

PROJECT COMPLETION
Once the project is complete, the Project Manager will review all elements in regards to project close out to ensure a proper package is delivered. As-built drawings, OAC meeting minutes, project photos, manuals, etc. will be

complied in both hard and soft copy for clients’ continual use. Our internal project management system will allow us to quickly archive and store these files for up to 5 years.

City of Sunnyvale - Renovation at Internal Affairs at Community Center Services: AMEC Address: 550 E. Remington Drive, Sunnyvale, CA Performance: Sept 2021 - Aug 2022 Client Contact: Michael Frederick; [email protected]; (408) 730-7565 The first component of this project included tenant improvements to Classrooms within the Arts and Crafts Building. The classrooms were partitioned into meeting rooms and small offices for the use of Department of Public Safety Internal Affairs. The sliding glass doors were replaced with a standard door frame and fully accessible door including operator, with adjacent windows. A keyless card access control system to the exterior Meeting Room entrance was designed. The scope for offices within the Arts and Crafts Building, included improving and upgrading the room which was being used as a storage room and turned into office space. Additionally, a keyless card access control system was designed to the existing doorway as well. Keyless card access control system at Plaza entrance/exit doorways were designed, including running electrical to door locations. Additionally, doors and hardware were replaced. ADC also designed improvements to a workroom, turning it into a storage space, which included shelving outside the newly partitioned storage area.

City of San Jose - Camden Community Shelter
Services: AMEPS Address: 3369 Union Ave, San Jose, CA 95124 Performance: Aug 2022 - May 2023 Client Contact: Rosa Kim; [email protected]; (408) 535-5689 The project consists of various improvements to architectural, mechanical/plumbing, electrical and structural systems in order to facilitate use of Camden Community Center as a temporary shelter site. The project included proving new TPO roofing and insulation for Building C (Classroom/Offices), Building D (Activity Center), and Building E (Gymnasium). This included replacing all existing wood conduit supports with UV resistant, dura-block rooftop supports and investigating and replacing any needed rooftop cables/wires/conduits. Additionally ADC designed for accessibility updates to make the site ADC and code compliant along each of the routes from the site to the designated shelter area (Gymnasium). The project also included reconfiguring the kitchen layout for Emergency Shelter operations and designing all mechanical, electrical and plumbing work for the existing, relocated and new kitchen equipment and appliances. ADC provided all architectural and MEP design for adding one (1) commercial washer and one (1) commercial dryer, two (2) HVAC systems, as well ensuring connection ready portable backup power system and DOC Power and data. The structural scope included structural seismic strengthening for additional rooftop HVAC equipment as well as assessing structure of Buildings C, D & E and identifying any weak points to be addressed through voluntary structural upgrades. The design of the fume exhaust system was completed in conformance with the requirements of the South Coast Air Quality Management District. ADC also designed the fuel transfer system from the existing storage tank including evaluation and design options for the potential deletion of the day tank, and review of existing fuel piping and vents. Drawings included architectural, structural, mechanical (fuel piping and exhaust) and electrical for generator connection to existing ATS and power for ancillary equipment. The firm provided drawings included 30% , 60%, 90% and Final CD along with As-Built Drawings and Project Specifications. City of San Jose - Fossa Night House

The new Fossa Night House is approximately 400 square feet. ADC was responsible for the Architectural and Engineering design of this new building. Natural light was desired

through skylights and high windows. Skylights needed to be operable and entry door required an window. The Zoo requested open spaces between caging and ceiling for mounting heaters and fans. The large stall was to be minimum of 80’ which meant enlarging the building slightly. The Zoo requested a more durable and easier to clean drain than the Red-tailed lemur Night House had previously.

California Military Department (CMD) - Camp Roberts
Services: AMES Address: 6023 Camp Roberts, CA Performance: March 2021 - June 2022 Client Contact: Brian D. Woods, PE, MAJ, EN; [email protected]; (805) 748-1232; ADC designed the following: a new HVAC system, ceiling fans, demolition of existing ceiling mounted gas fired heaters, and demolition of existing floor and wall coverings. The firm designed and upgraded electrical panel and pole mount transformers. All new LED lighting, electrical outlets, switches and wiring for sound systems were included. ADC designed new floor finishes, new theater seating, wall coverings, wall insulations, window trim and interior paint. The design included building code analysis life safety code analysis, automatic fire alarms, detection and suppression systems, water analysis/flow test, a multi-discipline review of the entire project. Construction inspections and witnessing of fire protection acceptance testing/commissioning were included. Finally, the project included repairs and remodeling of the A/V Room and the Communications Room. A new A/V system was placed in the smaller room partitioned inside the A/V Room. ADC remodeled and replaced the floor, walls and drop ceilings in the A/V room. The existing lights were replaced with LED lights inside of both rooms. A ductless AC system, with temperature controls, was installed.

Judicial Council of California (JCC) - Supreme Court CHP Tenant Improvement Services: AE Address: 350 McAllister Street, San Francisco, CA Performance: Sept 2023 - Sept 2024 Client Contact: Alisha Dutta; [email protected]; (916) 643-6947 Advance Design Consultants, Inc. was contracted by the Judicial Council of California (JCC) to provide architectural, engineering, and related professional services for the Supreme Court located at 350 McAllister Ave, San Francisco, CA. The project scope of work includes, but is not limited to: demolition of a wall to expand existing office space, addition of data/power receptacles, addition or relocation of lighting/fire protection/mechanical components, and relocation of door and related hardware. ADC was responsible for providing architectural, electrical, and mechanical information to complete the scope of work. During the project. The scope included provide a detailed design phase schedule including, but not limited to, design kick off meeting and walk, site visits, 50% design drawing submittal, 100% design drawing submittal, Judicial Council and 3rd party plan review, DGS Peer Review, plan review for each AHJ (including: DSA, SFM, and SHPO). This is in a DGS owned building; management of design and construction has been delegated to the Judicial Council. Therefore ADC’s design was required to comply with the Judicial Council Trial Court Standards and DGS design standards. ADC performed field verification of existing conditions, provided estimated construction cost breakdowns, provided construction documents for the procurement of construction services using the Design-Bid-Build project delivery method.

A&E to provide Construction Documents which, at a minimum, reflect compliance with applicable statutes, regulations, rules, guidelines, and requirements. Additionally, ADC assisted in Bidding Phase with the response and preparation of pre-bid RFIs, addenda, etc, and provided Construction Administration services, including attending preconstruction meetings and made visits to the job site as requested by the Judicial Council.

QUALITY ASSURANCE
ADC’s high level of project management, quality and client cost control is derived from its own developed Quality Assurance Plan, which is detailed in the following pages. This plan and subsequent review processes by the Lead/ Senior staff at ADC ensures that all final drawings and design packages that leave our office are free from errors and omissions, and can be fabricated and installed in the manner shown across all disciplines in a coordinated effort.

A. OBJECTIVE:

1. Incorporate quality assurance process in the development of design and construction documents.

2. Start quality assurance at the beginning stage of the project so that as the documents are brought along incorporating successively more detailed information, that quality is constantly being maintained.

3. Include and schedule quality assurance review as part of each design phase.

4. Preparation up-front including a detailed plan for how the documents will be organized and coordinated is vital to the success of the project.

B. RESPONSIBILITY:

1. Overall Principal-In-Charge shall:
a. Assure that Quality Control Protocols are being followed. b. Arrange for peer reviews.
c. Coordinate reviews of ADC Independent QA/QC Committee d. Participate in document checking.

2. Project Manager shall:
a. Supervise and conduct the execute Quality Control Protocols. b. Coordinate with Consultants for document coordination. c. Conduct document checking.
d. Revise documents as needed to respond to quality assurance comments

3. Consultants have primary responsibility for quality assurance of their disciplines and cross coordination with other consultants.

C. PROCESS:

1. Follow City of Hemet requirements.

2. Project Manager assigns team members to specific areas of documentation for QA/QC. a. ADC shall develop a common layout and page format for documents. b. Establish common software programs being used for document preparation. c. Establish common terminologies and titles being used for document preparation.

3. CAD Coordinator (of each discipline) develops CADD Layering Format. a. ADC shall develop a common architectural CADD Layering Format.

4. Establish Building Information Model (BIM) automatic features as early as possible to use for coordination and clash detection, including use of laser scan technology to document existing conditions.

5. Quality Assurance Steps:
a. At the beginning of each design phase, Project Manager shall supervise the preparation. Overall

the Project Manager shall verify that preparation is done. Preparation shall include:
1) A list of the required scope-of-work to be accomplished. Develop list from Memorandum-of-Agreement, submittal requirements and checklists, and from Design Team’s own checklists.
2) A list of applicable data needed for the work is in-hand. 3) A list of applicable City requirements.
4) A list of documents being prepared and their Table of Contents. 5) A sample format for each document type.
6) A “cartoon” set of drawings as appropriate.
7) Hold review session with ADC Independent QA/QC Committee. 8) Review with City’s Project Manager.
b. Project Manager discusses quality assurance with Consultants in bi-weekly meetings c. During each design phase, Project Manager makes periodic checks of documents in preparation, including those of Consultants, as they are available.
f. At end of each design phase, Project Manager (of all disciplines) makes initial document checking.

Checking includes cross coordination of disciplines.
g. Overall Project Manager and Project Manager (of all disciplines) both review final documents prior to submittal to City of Hemet.
h. Conduct peer review by exchanging review sets.
i. Submit documents to City for their quality assurance and criteria review. j. After City’s quality assurance and criteria review, Project Manager supervises the consolidation of all review comments into one control document and distributes to all disciplines. The BFK team understands that the City is seeking a qualified Architectural and Engineering (A/E) consultant to provide comprehensive professional services in support of various facility and capital improvement projects. We recognize that the scope of work encompasses a full range of design and technical services, from early planning and concept development through construction administration and project closeout.

We will ensure seamless integration across all technical disciplines, including structural, mechanical, electrical, plumbing, and landscape architecture, and will coordinate with specialized sub consultants as required, such as those addressing accessibility, energy compliance, or environmental conditions.

Our firm is well-versed in providing permitting support, including preparation and submittal of plans for City review, timely responses to plan check comments, and assistance with CEQA documentation and other regulatory requirements. We understand the importance of proactive coordination with permitting and funding agencies.

During construction, we will provide responsive architectural support services, including review of contractor submittals and RFIs, assessment of change orders, and regular site visits to document progress and adherence to the contract documents. Our team will prepare field observation reports, participate in construction progress meetings, and collaborate closely with City project managers to ensure alignment with project goals.

We further recognize the need for robust quality control measures. Our services will include periodic inspections, punch list preparation, and support through final walkthroughs and project closeout activities to ensure that all work meets the City’s expectations and the approved plans.

The project began with an assessment of existing conditions to identify accessibility barriers related to layout, access, and circulation. Design modifications improved accessibility by adjusting door widths, reconfiguring seating, optimizing circulation paths, and incorporating barrierfree flooring and improved signage.

The Council Chambers were updated to ensure accessible pathways and work areas at the dais, supporting full inclusion. Rest room upgrades on the 2nd and 3rd floors addressed and eliminated existing accessibility barriers, ensuring full compliance with ADA standards.

Elevator improvements included the design of new elevators to meet accessibility requirements. All plans were structured to allow the work to be bid and constructed as separate projects as funding became available.

QUALITY ASSURANCE
Nearly all the projects in our portfolio over the last several years have been designed in a climate of rising construction costs. Nonetheless, all of the projects have met their budget goals by means of the management approach outlined below, including strict management of schedule and budget; sophisticated and experienced construction cost estimating; on-going construction cost estimating and value engineering; efficient document production; appropriate quality control (QA/QC) procedures by project phase; continuity of key personnel throughout all project phases as required; and utilization of state-of-the-art CAD capabilities.

BFK utilizes a number of means to manage its own resources and those of the design team for the timely completion of projects. These include:

Team-Owner Consensus.

At project inception, we will confirm all project logistics in detail with all parties including agreed-upon lines of communication; critical path product flows; detailed project schedule; approval milestones; and responsibilities of all team members, including all sub-consultants and City representatives.

Regular Meeting Schedule.

We will schedule regular reviews with the City and internal team meetings to monitor the progress of design, and to keep you and the consultant team fully informed. We will approach review meetings as rigorous evaluation sessions for the testing of ideas and the timely advancement of the design process.

Documentation.

We provide memoranda documentation of all approvals, corrections and other “action items” in written form, including telephone calls and e-mail. We will provide memoranda documentation of all client and consultant meetings, distributed to the City and the consultant team.

Efficient Document Distribution.

Both hard-copy and electronic format via dedicated project file transfer protocol site will be supplied.

Quality Control.

All phases of work will be overseen by senior personnel to maintain quality control. Quality Assurance/Quality Control efforts begin from the start of the project. The team will review the design package and support documents at appropriate milestones. Where appropriate, a second senior staff member not involved in the project will review the documents at these milestones for quality control. A system of checklists is used to review construction details and double-check the coordination of disciplines. The emphasis is on producing complete, well-coordinated and accurate project documentation.

Continuity of Key Personnel/Coordination of Designer Involvement.

The organization of the project does not change composition throughout the entire project.

Only the hourly profile changes, since key persons continue through the project as needed from day one to completion as required by the work.

We are a 10-person architectural firm, that has been in continuous business for 64 years, with a competitive advantage in Public Works architectural modernization projects including:
building additions, renovation/ retrofit, ADA compliance retrofit, tenant improvements (TI); façade improvement projects, and building systems modernization in the $20,000 to $2,000,000 construction cost range. Although we have completed many new construction projects, building renovation is our industry niche and competitive advantage. We have completed over 2,000 Public Works architectural projects for over 80 local public entities. We have unique expertise in Civic Center Facilities, Community Centers, ADA compliance, Libraries, Parks/ Recreation, Public Restrooms, Senior Centers, Fire Stations, Police Stations, and Security-Workplace Safety Improvements. We can compete favorably with just about any other firm on these building types. Our staff expertise and production systems are geared for these types of architectural modernization and often “messy” renovation projects. Note that we have completed the design of over 500 ADA Compliance renovation projects, over 30 ADA Transition plans, over 300 Parks/ Recreation projects, over 80 Community Centers, over 80 fire stations, 20 libraries, 10 Police Departments, and 20 civic centers.

Consistent with our policy of excellent customer service, we will commit to a response time of 1-hour, which means an Architect or Senior Project Manager with extensive knowledge of your project will come to your office to service your needs within 1-hour.
