decision-making and ensure budget alignment.
5. Quality Assurance and Quality Control
• studio 2G Architects has established rigorous QA/
QC procedures that guide all document production and
coordination efforts.
• All documents undergo systematic peer reviews by senior staff to ensure technical accuracy, constructibility, and alignment with project goals.
• Our internal processes help minimize changes during
construction, reducing costly change orders and schedule disruptions.
6. Construction Administration and Field Support
• During construction, we remain actively engaged, reviewing submittals and RFIs promptly and conducting regular site visits.
• We document observations with field reports and
photographic records to keep the City informed and
maintain high standards of quality and compliance.
• Our proactive coordination with contractors and City
inspectors ensures that issues are resolved quickly and effectively.
Special Concerns and Suggestions
We recognize that many of the City’s future projects may involve:
• Renovations of older buildings without complete as-built documentation, which may reveal unforeseen conditions.
We plan for early site investigations, laser scanning (where feasible), and careful field verification to reduce risk. • Federal and State grant-funded projects, which demand diligent documentation and compliance with funding
requirements. Our team has extensive experience
delivering projects under such constraints and will provide thorough record-keeping and reporting to protect the
City’s interests.
• Sustainability and energy efficiency objectives. We will integrate cost-effective sustainability measures, including strategies aligned with LEED or equivalent standards,
to support the City’s long-term operational goals and
community values.
In summary, studio 2G Architects is committed to providing the City of Hemet with responsive, flexible, and high-quality A/E services under this on-call contract. We are confident that our experience with similar municipal engagements, our collaborative project delivery approach, and our commitment to excellence make us an ideal partner for the City’s future endeavors.

The USDA-OIG Relocation and Consolidation Project involved transforming office space on the 15th floor of the south tower into a modern, efficient workspace. The project required a complete interior demolition, resulting in a new layout that emphasizes security, wellness, and adaptability. The design balanced USDA-OIG’s operational needs with cost-effective solutions, ensuring the space could evolve to meet future requirements.
studio 2G collaborated closely with USDA leadership and GSA, guiding the project through weekly coordination meetings that maintained alignment with client goals and addressed challenges proactively. Extensive programming and space planning during the pre-design phase defined the agency’s functional requirements, while detailed renderings illustrated how modern workplace trends could promote productivity and collaboration.
Key design principles such as equity, simplicity, and biophilic integration shaped the new environment, incorporating nature-inspired features to enhance wellbeing and creativity. The space was designed for flexibility, allowing for future reconfigurations while ensuring critical security measures, particularly to separate secure investigative areas from auditor workspaces. Enhanced mechanical, fire safety, and energy systems were integrated to support sustainability and occupant health.
Value engineering exercises optimized costs without compromising quality, substituting materials like budget-friendly glass panels for higher-end options while preserving the intended aesthetic. Despite supply chain challenges, adjustments to design elements ensured the project stayed on schedule and within budget. The result is a dynamic, secure workspace that fosters productivity and meets USDA-OIG’s current and future needs.

University of Santa Cruz Faulty Housing
Laura Gough (QA / QC Lead for this project) led the modernization and thoughtful remodel of faculty housing at the University of California Santa Cruz, originally built in 1985. The project focused on transforming and reusing existing spaces to create updated, comfortable residences while preserving the building’s core structure.
Every unit underwent comprehensive upgrades—from floor to ceiling—with all outdated fixtures, finishes, and appliances replaced. Embracing a “less is more” philosophy, the team unified previously eclectic styles using clean, modern fixtures, sleek shaker-style cabinetry, consistent countertops, and contemporary flooring. Meticulous plans were developed and issued for bidding, and Laura’s team remained deeply involved through construction, providing guidance and support.
City of San Luis Obispo City Hall
As part of our on-call contract with the City of San Luis Obispo, studio 2G Architects is leading the remodel of City Hall’s Finance and IT Offices, with Ashley Mayou serving as acting Project Manager. The project involves reconfiguring the workspace by removing walls, adding glass elements for natural light, replacing flooring, installing new modular furniture, and constructing a secure Finance safe.
Our design emphasizes flexible layouts to support the evolving needs of both departments, integrating robust IT infrastructure for high-speed connectivity and secure data handling. We’ve planned designated zones for collaboration, meetings, and focused work to enhance productivity.
Additionally, biophilic elements such as natural materials and indoor greenery are incorporated to create a healthier, more inspiring work environment for City staff.

Project Lily Medical Facility
The scope of work for this project includes the design of a new, single story, 4,389 SF building. studio 2G was selected for the project based on its design team’s ability to respond sensitively to site constraints and deliver a project with a robust program on tightly confined property that approaches zero net energy levels of performance. The community served by this new facility will benefit from having an additional source of primary care and a specialty medical staff. The clinic also provides diagnostic and treatment services enabled by their laboratory, consultation room and recovery bays.
The design of this clinic emphasizes privacy, security, and beauty ensuring that each space has access to daylight and views from inside. For this facility, the design intention was realized by implementing a central clerestory above the interior way-finding and perforated metal screens at the lower level fenestrations. This provided the dual benefits of filtering interior daylight into the space and providing the required uniformity of a medical clinic.
Santa Barbara County BeWell Facility
Laura Gough (the Project Arcitect for this project) led the renovation of the Santa Barbara County BeWell Facility, while Ashley Mayou (Project Manager on this project) was the project manager and interior designer for the 2,804-square-foot space. Originally built over 50 years ago as a residential facility for disabled adults, the site is now being revitalized to support approximately 12 individuals receiving behavioral health services through the County’s BeWell Department.
The project involved a comprehensive interior overhaul, including hazardous material abatement, roof replacement, upgraded windows and doors, and a reconfigured layout to better suit the program’s needs. All-new finishes, lighting, mechanical, and plumbing systems were incorporated, along with modern fixtures and equipment to enhance both functionality and comfort.
Our cost estimating subcontractor played a key role in the project by completing several cost estimates to help guide budgeting and decisionmaking throughout the renovation process. We also coordinated with the CO, Lou Gibilisco, and the County to bring complete deliverables on time.
Accessibility was also a priority, with the addition of a new ADA-compliant exterior patio and upgraded walkways leading to multiple building entrances.
These improvements ensure that the facility aligns with BeWell’s operational requirements, creating a safe, supportive, and welcoming environment for residents.

(4.) The QA/QC Architect uses the same checklists that
each disciple had access to, as well as additional Integrated Design QA/QC Checklists, to spot any interdisciplinary
coordination issues. Typical review items include: consistency of the systems in submittal, technical soundness of details provided, and confirming items between disciplines do not need to be relocated.
(5.) Once the files are finished being reviewed, the design team meets to review the documents in what we call a pageturn QA/QC meeting. This is where the QA/QC Architect flips through the design documents and points out any issues they may come across. These are then discussed by the team and a solution is made to resolve the issue.
(6.) The reviewed and marked-up files are then returned to the consultants to use as a reference when they update their drawings, they then send to the architecture team..
(7.) Once all the updated files have been received by the architecture team, the Project Architect and Project Manager review the files to ensure they have been updated. If everything looks acceptable then it is submitted to the City for review.
Design Review Client Conferences
Once the City has been able to review the files we recommend having Design Review Conferences that are facilitated with the City of Hemet to review documents and verify that design At studio 2G, quality assurance is rooted in a firm-wide commitment and proactive management approach that
extends to all our design team partners. Quality control is embedded in every project phase—from documenting design decisions to construction oversight and post-occupancy
evaluations—to ensure exceptional service and deliverables.
We maintain a robust QA/QC program that sets clear
guidelines for each discipline, focusing on constructibility, coordination, and design conformance. Every team member, from architects to engineers, uses tailored QA/QC manuals and checklists throughout each project phase.
QA / QC Process
(1.) Our team members have developed QA/QC Checklists
for each discipline to use throughout the design process. The design team uses the checklist to try to catch any possible errors or omissions prior to sending the documents to the QA/ QC Architect to review.
(2.) Once the design team has finished filling out the QA/QC checklist, they then update their drawings prior to sending it to the QA/QC Architect to review. This eliminates wasted time for the QA/QC Architect since they no longer need to markup items that the design team was aware they needed to fix. (3.) The files are then sent over to the QA/QC Architect for review.

PROJECT UNDERSTANDING
We understand that the City potentially has numerous projects requiring architectural and engineering services. Our firm has the resources to immediately support these projects. SVA is interested in these important projects because we are passionate about our communities and the people served by the City; we truly believe that our skills, experience and creativity will best match your needs for these projects.
The team is organized around the concept of delivering the best in facility improvements that involve maintenance, repairs, renovations, and new construction. SVA has experience in collaborating with City stakeholders and we will work diligently with any agents and representatives that have jurisdiction relative to the design and construction of the projects.
PROJECT APPROACH
SVA is dedicated to using comprehensive project management methods for all of our projects.
These methods include user-driven design meetings and workshops, a robust QA/QC process that produces highly accurate construction documents, and budget and schedule control that adheres to the clients’ needs. In this way, we are able to incorporate feedback and creative design solutions from all team members—owner, architect, construction manager, engineers, and subcontractors—to form a collaborative effort. Our approach involves a three-pronged platform with the owner as one entity, the architect, and engineers as the second, and the contractors or builders as the third; the three parties act as the core group to manage the integrated project delivery process.
WORK PLAN
Below is SVA’s typical project approach broken down by phases. We will customize for each project.
Project Orientation – Members of our project team will conduct an initial meeting with City staff, facilities team, and other stakeholders to review the project objectives and planning premises. We’ll take the chance to tour the existing facility, obtain existing documentation, and will discuss our organizational structure, project budget, and schedule, establishing key architect and client responsibilities. We’ll also conduct an initial input meeting regarding the architectural programming and design issues will be conducted during the concept master planning and programming phase.
Schematic Design – Schematic design will be developed based on feedback from the concept mater planning and programming. These sketch studies will show the functional areas and building utilization and include floor plans, elevations, and landscape/parking lot plans. All major program elements for a completed project with any requirements for future phasing or program expansion will be outlined. The schematic design documents will allow the City to compare major advantages and disadvantages, as
well as cost considerations, encompassing all architectural and engineering systems. SVA will conduct a preliminary building code analysis and construction cost estimate. Upon completion of schematic design components, the preliminary design will be presented for review and approval.

At this stage, we’ll also determine construction materials, methodologies, major products, and materials, and required equipment. Concepts will be prepared and defined based upon function, security, permanency, quality, and cost. An outline set of specifications and a preliminary draft of the final project manual will be created including bidding and contract requirements, general conditions, and all division one requirements, along with a second estimate of construction costs.
Construction Documentation – Based upon the results of previous reviews, the final design of the project will be coordinated with the stakeholders. Updated estimates of construction costs are prepared during this phase. The final construction documents, project manual, supporting calculations, and final cost estimate will be presented to the City for final review and approval. Construction documents will be submitted to the local jurisdictions for plan check and permit approval. We will make all necessary revisions and corrections consistent with all agency reviews and will obtain final approvals from all governing authorities in order to secure final plan check approval.
Bidding Phase – The design team will assemble contract documents and bidding requirements into the project manual, assisting the project committee in the modification as may be required. The design team will coordinate distribution to contractors, assistance with a construction pre-bid conference, and answer bidder’s questions. Any necessary addenda will be prepared, and our design team will assist the City in evaluating all of the bids and the related bidder’s qualifications, and provide a recommendation for the construction contract.
Construction Administration – SVA will provide construction observation to evaluate quality of work and determine compliance with the drawings and specifications. Our design team will advise the City of any deficiencies observed in the work during construction. We’ll conduct both an administrative and physical review, as well as prepare meeting minutes, make recommendations, prepare, and process field revisions and clarifications, construction changes authorizations, and any necessary change orders. Specific job site reviews will be conducted in order to determine the point of substantial and final completion. A detailed punch list will be created for each space, building component, or site element in a detailed manner by the design team and submitted to the contractor for correction and completion. At the time of final completion, the design team will conduct a final job site review.

SVA Architects | City of Hemet | RFQ for On-Call AE Services | 19 e. QUALITY ASSURANCE
Our process starts with resources and standards that help guide our drawings and documentation – we have compiled a vast library of projects that are available for references for different project types, a library of standards that are common for all project, as well as training resources and documents for particular topics, such as waterproofing
and fire/life safety analysis. We publish standards internally on our company intranet, with updates reviewed by our
leadership team and posted regularly. We have regular
training sessions to keep ourselves up to date with code updates, project challenges and new best practices.
Another protocol that has become an SVA standard is to do a ‘page turn’ with stakeholders. During this over the shoulder review, a representative from each discipline reviews each sheet of their design with the group in attendance, which can include the Owners, Contractors, and other key decision makers. This process takes away the need for those individuals to review the set of documents on their own while allowing them to ask questions directly with those responsible for the design they are reviewing. Some clients do request outside constructability reviews of the project, and we are happy to have additional eyes on the project and treat these reviews seriously and work to respond to all comments.
Lastly, every project is reviewed by the project manager as well as SVA’s QA/QC Director (William Koster) who provides a fresh set of eyes to both architectural and engineering drawings; Mr. Koster has over 30 years of project experience. Reviews are built into the project schedule at the kickoff meeting, and deadlines are established for all responses. These QA/QC comments are made in Bluebeam, shared with the entire project team, and must be responded to by SVA staff and all consultants, just as though they were agency plan check comments.
Outlined below are the assets that the SVA team brings to the QA/QC process. • Revit Software - The ability to effectively integrate BIM is a significant part of SVA’s Quality Assurance effort. The nature of the software allows our team to spend time more efficiently on design ideas and technical implementation. Revit has eliminated many of the manual procedures that exist in traditional CAD processes in preparing documents.
• Training - The SVA team utilizes a thorough and ongoing internal training program to remain current in methodologies and standards. We publish these standards internally, distribute them through our intranet, and review them with our teams at regular in-house training sessions. • Document Delivery Checklists - During the design process, the SVA team incorporates tracking documents that monitor the status of deliverables and information required as part of the drawings at major project milestones.
• Detail Standards - The SVA team has established multiple standard detail and project note sheets that outline essential technical information that is consistent from project to project. These standards address accessibility, fire and life safety, structural and code requirements, and other key building components.
• Library of Project References - Throughout the years, SVA has compiled a vast library of documented and constructed projects that is available for our staff to use as references. We also utilize this resource at our regular internal training sessions.

APPROACH AND UNDERSTANDING
1. PLANNING & DESIGN SERVICES
TR Design Group can assist your staff in determining the use and function of individual areas of buildings and grounds. On site observation will determine the style and scope of the project. We can establish relationships between different areas and determine how the building design can be integrated into the surrounding site. Functional requirements will be determined to provide proper circulation for pedestrian and vehicular concerns as well as building services functions and support areas. Each site is unique and requires a unique solution. The architectural style and how it relates to the surrounding area can be very different settings. We will endeavor to use the appropriate design vocabulary to make the architecture a focal point or integrate it into the surroundings, as is appropriate.
The Design Development phase is important to assure that major building components are designed to allow space for mechanical equipment, air ducts, etc. Structural systems are designed and sized; electrical services are calculated; and code requirements are incorporated into architectural design. Drawings are prepared to show building sections, structure and systems components. The drawing package will be provided for your approval and use in preparation for the use of the completed facility.
TR Design Group can prepare concept drawings that illustrate basic issues for the agency’s review and approval. Circulation diagrams will show how areas are connected and indicate the flow of people and vehicles through the streetscape and surrounding site. Elevation drawings will determine the modifications to buildings and their relationship with public spaces and services on a site by site basis.
We’ve worked for, or are On-Call, for numerous public agencies. We understand the on-going needs of an agency with various types of projects, in that, you are looking for a helpful, qualified, well-rounded, experienced and dependable Architect. We have an extensive list of agency projects we have completed in many different project types. This, coupled with our commercial and private clients makes us an excellent candidate for On-Call with you. Additionally, we’ve worked with various funding sources including State and Federally grant-funded projects. We bring the following services to the City of Hemet.
1. c.
18.C.
TR Design Group makes every effort to assure that our plans are in compliance with applicable code requirements and local regulations. We research requirements during all phases of the design process to prepare for the plan submittal. We have extensive experience in securing agency approvals and permits and work closely with those agencies, like the Health Department, to process the permits in a timely manner. driven projects.
Additionally, we have completed projects through various funding sources including General Funds, CDBG, CHFFA State funds and Federal grants.
3. PERMITTING SUPPORT
The preparation of CD’s (drawings and specifications) for use in construction is a complex and detailed process. Dimensioned plans are prepared; architectural details are designed; windows, doors and hardware are indicated; building materials, colors/finishes are selected. Detailed drawings and schedules are prepared for mechanical and electrical systems. Drawings are coordinated with consultant engineers to assure proper fit. An Opinion of Probable Construction Cost can be prepared. A complete set of drawings and specifications are provided for agency review and approval.
TR Design Group can compile the Program, Conceptual Design, Code Analysis and Studies into a defined building design. The building plan and elevations are developed; consultant engineers assist in assuring proper fit of structural and mechanical components and general code compliance is determined and established in Schematic Design. An Opinion of Probable Construction Cost can be prepared to confirm the project can be built within the allocated resources. The Schematic Design package is then submitted for the agency’s review and approval.
2. CONSTRUCTION DOCUMENT PREPARATION
18.C.
We can provide construction observation, including the review of shop drawings and submittals, to assure that products and equipment meet specified requirements. We can review any changes in products and materials for equivalency. We also regularly conduct observation of construction and punch-list reviews as well as the final completion letter to assist you in the completion of the contract. With 5 experienced Senior Architects with over 35 years experience each, we regularly assess and solves difficult occupancy, separation and ADA-access problems.
Our Senior Architects have handled a broad-range of projects that will benefit the City. From an ICC Certified Plans Examiner to a highly-regarded CASp, we have the staff for difficult projects and code challenging construction issues.
6. PROJECT REPORTING & COMMUNICATION
5. INSPECTION & QUALITY CONTROL SUPPORT
TR Design Group will report the status of the project to the City, with regular updates to the team. To understand our process on project reporting and monitoring, all-team meetings can be held during production sequences and periodically as-needed. We review the project scope, schedule, expectations, site issues and building systems throughout the project. The intent and design philosophy of the building is conveyed and ideas are brainstormed for each building system. Alternatives are discussed. With these regular updates, we hold the consultants accountable and are then able to be accountable to the City.
4. CONSTRUCTION ADMINISTRATION
We can assist the City in issuing plans to qualified building contractors, and in the review of bids and awards of contract construction, if required as part of the scope. We regularly work with agencies to review, analyze, and when necessary, challenge bids. Our experience covers a range of entitlements, including comprehensive General Plan amendments, Design Review, Rezoning, CUPs, Variances and more. We can assist with negotiating with other governmental agencies; preparing, coordinating application materials; rebutting oppositions; and leading discussions with, or representing you at high-level board meetings, including the Planning Commissions and the Board of Supervisors.
18.C.
7. OPTIONAL SUPPORT SERVICES (AS NEEDED)
FEASIBILITY REPORTS, SPACE PLANNING AND STUDIES
Our experience with numerous clients has includes preparing complete feasibility reports and due diligence packages in which we assist real estate or site teams in analyzing and selecting properties. We have a CASp on staff to assist with accessibility reviews and we can conduct feasibility reports for adapting existing buildings to new uses and solutions for how to costeffectively achieve the desired results within a building.
Our experience includes space planning for office remodels in multistory buildings, including systems furniture selection, planning and coordination. We work closely with furniture suppliers and designers to provide full integration of the furniture, systems furniture and equipment as requested. We’ve worked with both GM Business Interiors and Total Plan on agency projects.
We’ve worked with several clients to review and implement sustainable strategies, along with our engineers to review and present LEED© strategies and qualifying elements. Concepts on past projects include storm water design; reduction of the heat island effect, light pollution reduction; water-efficient landscaping; recycled materials; low-emitting materials; locally supplied materials; lighting controls and daylighting; sustainability; and life-cycle costs. TR Design Group is a strong team and well-versed in LEED©.
We have served previously as the “on-call” consultant for the County of Riverside TLMA as their Design Review consultant for architectural projects in that, when applications came into the County TLMA and their staff needed assistance in processing applications, responding to applications, or providing additional design guidance, the County sent the projects to us for review. We provided full Development Guideline review to assess the project and respond to the applicant(s). Typically the County looked to us to address site and building issues related to the developments and to assist the County and the applicant in achieving the Development Guidelines.
*As part of our services, we can offer Project Management services. This includes Project Management during construction.

A successful project meets your desired quality
standards and is delivered on time. This is our goal. As your Architect, we consistently monitor Scope, Schedule, and Budget, understanding that changes in any area
impact the others. Our Strategic Process Models for
each project phase include workflows with integrated
checkpoints and checklists, ensuring a clear path to
timely and quality completion.
We regularly prepare and update project budgets
using data from our projects, other agency projects,
and input from contractors. Despite market pressures, recent project bids have consistently aligned with our budgets, allowing agencies to incorporate desired scope enhancements previously thought unattainable. We help you establish realistic budgets, navigating market uncertainties effectively.
Our integrated strategies ensure high-quality projects delivered on schedule. We proactively align your scheduling goals with ours, clearly communicate deadlines, and diligently coordinate with consultants, recognizing their performance directly impacts the project’s success. Our proven track record demonstrates our capability in achieving ambitious deadlines.
We recognize that producing a quality project starts
with research, planning, diligence, a strong set of
drawings and specs, each of which requires dedicated
effort and intention. While there is never a perfect set of drawings, we strive to produce quality, coordinated
and detailed drawings.
Teamwork and an integrated approach by our entire
architecture and engineering consulting team result in
high-quality drawing sets, fewer change orders, reduced project costs, and timely achievement of milestones. We utilize advanced technologies to efficiently manage project delivery. Newforma enhances our project management through streamlined communication, organized workflows, integrated Procore functionality, and comprehensive project histories. Deltek Ajera provides realtime project status and progress tracking to effectively manage deadlines. Additionally, we use Revit (BIM) for detailed project modeling and Bluebeam Studio for real-time markup and team collaboration. These technologies significantly enhance our efficiency, ultimately providing greater value to the City on every project.
QUALITY ASSURANCE &
QUALITY CONTROL

18.C.
The best defense is a good offense. We proactively work with our consultants to establish deadlines and client commitments.
Because there are numerous milestones in the completion of a quality set of drawings, regular communication, commitment and relationships are critical. Our consultants are dedicated to the timely production of the drawings, and we recognize that their performance affects our performance. In order to make project deadlines, we first communicate our intentions, then listen for scheduling concerns and reach a common deadline commitment that affords the required time to produce a quality set. Those deadlines are then communicated to the client.
In the event that there are scheduling or quality issues during the preparation of the drawings, we clearly communicate any issues to the team. When necessary, one-on-one or team meetings are held to express the concerns, review the requirements and expedite the changes required to get back on track. Because of our regular use of several of our key consultants, we have established a working relationship such that we all can speak frankly about areas that are lacking or performance issues.
Consultants also communicate to us their needs for information from either us or the client.
We have sought out qualified professional consultants and we, as a team, have produced numerous projects with the same consultant teams. Through these ongoing relationships we have developed the quality expectations and procedures with our team, as well as responsiveness from our consultants, to respond to our required deadlines. This proactive approach helps keep things on track before they get off track, and to quickly resolve issues when needed.
Regular communication of the delivery times is conveyed to the client in order to keep their expectations paramount.
We have an excellent record of on-time completions for our projects. With a myriad of deadlines at every step of the process, we excel at better than a 90% on-time delivery rate.

15 C. Approach and Understanding
Our team fully understands the City’s intent to engage qualified firms for on-call architectural and engineering services to support a diverse range of public facility projects, including public safety buildings, fire training facilities, park structures, and other City-owned infrastructure. Our approach is guided by flexibility, responsiveness, and a commitment to quality, while aligning with Hemet’s Strategic Plan goals.
Anticipated Approach
• Client-Centered Collaboration: We begin with a thorough understanding of project goals through stakeholder engagement, City staff coordination, and early site and facility evaluations. • Scalable Resource Deployment: Our multidisciplinary team is structured to efficiently scale services up or down based on project complexity, allowing us to meet tight deadlines and shifting priorities.
• Integrated Design Process: We promote early collaboration between architects, engineers, and subconsultants to streamline coordination across disciplines and optimize design outcomes.
Tasks Necessary for Successful Completion
1. Site and Facility Assessments – Including as-built verification and evaluation of existing conditions, especially for facilities lacking documentation.
2. Concept Design Development – Generating renderings, visualizations, and material boards to support stakeholder buy-in and public engagement.
3. Full Construction Document Preparation – Coordinating all technical disciplines (structural, MEP, civil, landscape) into clear, code-compliant, permit-ready construction sets.
4. Permitting and Agency Coordination – Managing CEQA documentation, ADA compliance, and submittals to applicable agencies including City departments and outside authorities.
5. Construction Phase Services – Including RFI responses, submittal reviews, field observations, change order evaluations, and construction meeting attendance.
6. Closeout Support – Conducting final inspections, addressing punch list items, and delivering record documents.
Suggestions and Special Concerns
• Availability of As-Builts: Many City facilities may not have current or complete documentation.
Our team is prepared to perform thorough field verifications and develop existing conditions drawings as needed.
• Grant Compliance & Documentation: For projects funded through State or Federal grants, our team is experienced in preparing detailed cost tracking and reporting documentation to meet audit requirements.
• Community Sensitivities: We are sensitive to public perception and engagement in communityfacing projects, and are equipped to support City-led community input sessions with visual aids and presentation materials.
• Sustainability & Resiliency: We will incorporate energy-efficient design strategies and consider LEED-equivalent solutions where applicable, supporting Hemet’s long-term operational goals.
By applying our adaptive on-call service model and depth of public-sector experience, we are prepared to help the City of Hemet deliver high-quality projects that enhance community life and reflect civic values.

18 E. Quality Assurance
Quality Assurance and Quality Control Process
At Westgroup Designs, quality is a leadership standard
embedded in every phase of project delivery. Our QA/QC
process ensures high-quality work and timely outcomes
through the following practices:
Leadership & Oversight
Quality management begins at the top. Principal-in-Charge PariSima Hassani leads projects with a focus on clear
communication, responsiveness, and alignment with
client goals. Project Delivery Director Craig Whitridge, AIA, brings over 35 years of technical experience and oversees milestone reviews at 50%, 75%, and 100% to ensure
deliverables meet code, budget, and design intent.
Phase-Based QA/QC Process
Our structured QA/QC process spans all phases,
Programming, SD, DD, and CDs, and includes:
• Weekly coordination with consultants using BIM to
identify system clashes early
• Internal QA reviews supported by a firmwide QC
manual and standardized checklists
• Optional third-party reviews for added accountability and risk reduction
Design & Documentation Coordination
We host regular interdisciplinary design workshops
and peer reviews that focus on function, aesthetics,
constructability, and code compliance. These sessions
ensure thoughtful solutions and technically precise
documentation that minimizes RFIs and change orders.
Our cost growth average remains under 3%.
Client Engagement
Progress is regularly measured using a customized
scorecard system to ensure we are meeting expectations.
We take a proactive, responsive approach to project
management, fostering long-term client relationships
based on trust and delivery.
Construction Integration
Our process includes early coordination with construction partners through detailed documentation and open
communication, resulting in clear, buildable, and costeffective solutions.
With over 36 years of experience and a focus on
collaboration, we are committed to delivering quality
work, on time and within budget, every time.
KEY TO THE SUCCESS OF
A QUALITY PROJECT
LEADERSHIP
Leadership is essential to monitor
and measure that “actual” results are
consistent with “planned” results. We
assign a Project Manager on each project
to lead the process from cradle-to-grave
and our Director of Production leads QA
checks on all of our projects.
APPROPRIATE SELECTION OF
TEAM MEMBERS
We carefully select and assign team
members to each project, aligning
client goals and project needs with staff
availability and expertise.
COMMUNICATION & COLLABORATION
Our process is structured to facilitate
active communication & collaboration
among all team members on an
ongoing basis throughout design and
construction.
ESTABLISH PERFORMANCE STANDARDS
We engage the entire team at the
beginning of the project to clearly
establish performance standards,
policies and procedures by which tasks
are to be performed.
PLAN THE WORK &
WORK THE PLAN
Our quality work is not an accident: it is
the end result of a well-thought-out plan
that guides the team and the structure
and provides clear delegation of tasks to
facilitate execution. Page 238 of 307

This Agreement may be terminated by the City Manager at the end of a fiscal year when sufficient funding is not appropriated and authorized for the subsequent fiscal year. City is not obligated to pay Consultant for any amounts not duly appropriated and authorized by the City Council.
SECTION 2. SCOPE OF SERVICES
Subject to this Agreement, all addendums and exhibits attached and incorporated hereto, Consultant agrees to perform the services and tasks set forth in Exhibit “A,” “Scope of Services” (hereinafter, the “Services”), and the City agrees to retain and does hereby retain Consultant for the Services.

If and when such additional work is authorized, such additional work shall be deemed to be part of the Services.
SECTION 4. COMPENSATION

(c) Payment to Consultant for work performed pursuant to this Agreement shall not be deemed to waive any defects in work performed by Consultant. (d) If this Agreement is extended pursuant to Section 1 “Term of Agreement,” the City shall pay the same rates specified in Exhibit “B” “Compensation.” SECTION 5. METHOD OF PAYMENT AND INVOICING
(a) Payment shall be made in accordance with City’s usual accounting procedures upon receipt and approval of an itemized invoice setting forth the services performed. (b) Consultant shall submit within 30 days of the end of each month a complete and accurate written itemized invoice for services performed and/or goods provided. The invoice must be in a format approved by City. Each itemized invoice shall identify at the top of the first page, the Not to Exceed Amount (as set by Section 4(a) above), the total amount billed to date, the services rendered during the billing period, and the amount due for the statement invoice for which reimbursement is sought in the statement invoice. The invoice shall detail charges by the following categories: labor (by sub-category), travel, materials, equipment, supplies, and sub consultant contracts. Sub consultant charges shall be detailed by the following categories: labor, travel, materials, equipment and supplies. If the compensation set forth in Section 4(a) and Exhibit “B” include payment of labor on an hourly basis (as opposed to labor and materials being paid as a lump sum), the labor category in each invoice shall include detailed descriptions of tasks performed and the amount of time incurred for or allocated to that task. City shall independently review each invoice submitted by the Consultant to determine whether the work performed and expenses incurred are in compliance with the provisions of this Agreement. In the event that no charges or expenses are disputed, the invoice shall be approved and paid according to the terms set forth in subsection (c). In the event any charges or expenses are disputed by City, the original invoice shall be returned by City to Consultant for correction and resubmission.

(d) The Parties estimate that performance of this Agreement will be accomplished without an increase in the Not to Exceed Amount. Consultant shall notify the City in writing whenever it has reason to believe that the costs the Consultant expects to incur under this Agreement in the following sixty (60) days, when added to all costs previously incurred, will exceed eighty percent (80%) of the Not to Exceed Amount specified herein. As part of the notification, the Consultant shall provide the City with a revised estimate of the total cost of performing this Agreement.
SECTION 6. INSPECTION AND FINAL ACCEPTANCE
City may inspect and accept or reject any of Consultant’s work under this Agreement, either during performance or when completed. City shall reject or finally accept Consultant’s work within sixty (60) days after submitted to City. City shall reject work by a timely written explanation, otherwise, Consultant’s work shall be deemed to have been accepted. City’s acceptance shall be conclusive as to such work except with respect to latent defects, fraud, and such gross mistakes as amount to fraud. Acceptance of any of Consultant’s work by City shall not constitute a waiver of any of the provisions of this Agreement including, but not limited to, Section 17 “Indemnification” and Section 18 “Insurance.” SECTION 7. OWNERSHIP OF DOCUMENTS
All original maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files and other documents prepared, developed, or discovered by Consultant in the course of providing the Services pursuant to this Agreement shall become the sole property of City and may be used, reused or otherwise disposed of by City without the permission of the Consultant. Upon completion, expiration, or termination of this Agreement, Consultant shall turn over to City all such original maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files, and other documents.
If and to the extent that City utilizes for any purpose not related to this Agreement any maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files, or other documents prepared, developed, or discovered by Consultant in the course of providing the Services pursuant to this Agreement, Consultant’s guarantees and warranties in Section 11 “Standard of Performance” of this Agreement shall not extend to such use of the maps, models, designs, drawings, photographs, studies, surveys, reports, data, notes, computer files, files or other documents.

to at all times avoid conflicts of interest or the appearance of any conflicts of interest with the interests of City in the performance of this Agreement. (b) City understands and acknowledges that Consultant is, as of the date of execution of this Agreement, independently involved in the performance of non-related services for other governmental agencies and private parties. Consultant is unaware of any stated position of City relative to such projects. Any future position of City on such projects shall not be considered a conflict of interest for the purposes of this section. City will pay to Consultant a sum equivalent to the reasonable value of the services satisfactorily provided up to the date of suspension. City may rescind the suspension prior to or at six (6) months by providing Consultant with written notice of the rescission, at which time Consultant would be required to resume performance in compliance with the terms and provisions of this Agreement. Consultant will be entitled to an extension of time to complete performance under this Agreement equal to the length of the suspension unless otherwise agreed to in writing by the Parties.
SECTION 22. EXCUSABLE DELAYS
