Project Manager: Nicole Jules, PE
Project Description/Scope of Work: Ardurra is evaluating various traffic calming techniques for several streets in the City of Lakewood. The evaluation includes identifying target areas for traffic calming (i.e., speeding/cut-through residential/collector roads) and concerns or troubled “hot spots” while taking into account the city’s historical background and current political landscape regarding traffic calming. The Ardurra team developed a list of potential traffic calming devices/tools and a list of parameters for evaluating the tools to reduce speeding based on current industry standards (ITE, FHWA, NACTO), policies developed by local agencies, and our own experience. The list of traffic calming tools and the evaluation parameters was presented to the City for review and approval before proceeding with the evaluation.
The list of traffic calming tools/devices for speeding includes the following:
Horizontal deflection (traffic circle, mini-roundabout, roundabout, chicane, lateral shift) Vertical deflection (speed hump, speed cushion, speed table, raised crosswalk, raised intersection) Street width reduction (curb extension at intersection, mid-block choker, median island, road diet, white edge lines) Routing restriction (diagonal diverter, full road closure, half-closure, forced turn island) Other (speed feedback signs/trailers, education, enforcement) The evaluation parameters for speeding would include estimated cost; historical vehicle speed reduction; historical vehicle volume reduction/diversion; likelihood of acceptability; impact on safety and mobility of pedestrians, bicyclists, motorists, emergency vehicles, and large vehicles; accessibility of adjacent property, relationship to existing environment, and design issues.
Ardurra is developing a list of potential traffic calming devices/tools and parameters for evaluating them to improve pedestrian safety in midblock crosswalks based on current industry standards (ITE, FHWA, NHTSA, NACTO), practices by local agencies, and our own experience. This list of traffic calming tools and the evaluation parameters will be presented to the City for approval before proceeding with the evaluation.
The Ardurra team will contact government agencies regarding the success of the measures they have implemented for midblock crosswalks, including any hard data they have. The team will review the collected information to assess the various traffic calming tools. They will then develop a draft matrix that identifies each tool's pros, cons, and effectiveness and submit it to City staff for review. The team will finalize their matrix based on City staff comments and submit it to the City for final approval.

HOA RESIDENTIAL ROADWAY REHABILITATION PROJECT, CREST DE VILLE HOA | CITY OF LAGUNA NIGUEL CLIENT CONTACT: John Coffman, President; C/O Seabreeze Property Management; (949) 697-0433; [email protected] Start: 2011 Complete: 4/2017
Ardurra provided design, construction management, and inspection services for the rehabilitation of all the roadways within the 250-unit community. The scope of work included developing plans and specifications for the work, procuring bids from several contractors, processing contract documents, full-time construction management and inspection of the project, and processing several project additions through contract change orders.
Previously, Ardurra prepared plans, specifications, and cost estimates for the rehabilitation of over 5,600 feet of roadway. The project included evaluating and designing roadway rehabilitation improvements for four roads. APP also led the bid proposal evaluation and construction management.
Project Background: The Crest De Ville Community (HOA) was developed in 1989/1990 and consists of 249 homes. The residential roadway system infrastructure is approximately 2.9 miles in length. In 2011 the Crest De Ville HOA commissioned APP to evaluate the roadway rehabilitation needs for the community. That study noted that the streets were in generally fair to good condition and provided a preliminary maintenance strategy to be implemented over a 5-year period. Two project construction phases were developed. These projects included the removal and replacement of sections of failed pavement, overlay of existing pavement, and slurry seal for the most part.
The HOA decided to build upon the maintenance strategy developed to upgrade the residential street infrastructure system by implementing a plan to bring all streets into aesthetic equality and continue to provide maintenance strategies that would protect the roadway infrastructure and provide for a generally accepted and reasonable useful life span. Ardurra prepared the necessary plans, specifications, and cost estimates to assist the HOA with this strategy.

If such coverage is cancelled or reduced and not replaced immediately so as to avoid a lapse in the required coverage, Consultant shall, within ten (10) days after receipt of written notice of such cancellation or reduction of coverage, file with the City evidence of insurance showing that the required insurance has been reinstated or has been provided through another insurance company or companies. Consultant shall promptly furnish, at City’s request, copies of actual policies including all declaration pages, endorsements, exclusions and any other policy documents City requires to verify coverage.
5.9 Requirements Not Limiting. Requirement of specific coverage or minimum limits contained in this section are not intended as a limitation on coverage, limits, or other requirements, or a waiver of any coverage normally provided by any insurance. Nothing in this section shall be construed as limiting in any way the indemnification provision contained in this Agreement, or the extent to which Consultant may be held responsible for payments of damages to persons or property.
5.10 Enforcement of Agreement (Non-Estoppel). Consultant acknowledges and agrees that actual or alleged failure on the part of the City to inform Consultant of any noncompliance with any of the insurance requirements set forth in this section imposes no additional obligation on the City nor does it waive any rights hereunder.
5.11 Insurance for Subconsultants. Consultant shall either: (1) include all subconsultants or subcontractors engaged in any Work or Services for Consultant relating to this Agreement as additional named insureds under the Consultant’s insurance policies, or (2) Consultant shall be responsible for causing its subconsultants or subcontractors to procure and maintain the appropriate insurance in compliance with the terms of the insurance requirements set forth in this section, including adding the City, its officials, officers, employees, agents and volunteers, as additional insureds to their respective policies. All policies of Commercial General Liability Insurance provided by Consultant’s subconsultants or subcontractors performing any Work or Services related to this Agreement shall be endorsed to name the City, its officials, officers, employees, agents and volunteers, as additional insureds. Consultant shall not allow any subconsultant or subcontractor to commence any Work or Services relating to this Agreement unless and until it has provided evidence satisfactory to City that the subconsultant or subcontractor has secured all insurance required under this section.
5.12 Other Insurance Requirements. The following terms and conditions shall apply to the insurance policies required of Consultant pursuant to this Agreement:
A. Consultant shall provide immediate written notice to City if (1) any of the insurance policies required herein are terminated, cancelled or suspended, (2) the limits of any of

the insurance coverages required herein are reduced, or (3) the deductible or self-insured retention is increased.
B. All insurance coverage and limits provided by Consultant and available or applicable to this Agreement are intended to apply to each insured, including additional insureds, against whom a claim is made or suit is brought to the full extent of the policies. Nothing contained in this Agreement or any other agreement relating to the City or its operations shall limit the application of such insurance coverage.
C. None of the insurance coverages required herein will be in compliance with the requirements of this section if they include any limiting endorsement which substantially impairs the coverages set forth herein (e.g., elimination of contractual liability or reduction of discovery period), unless the endorsement has first been submitted to the City and approved in writing.
D. Certificates of insurance will not be accepted in lieu of required endorsements, and submittal of certificates without required endorsements may delay commencement of the Project. It is Consultant’s obligation to ensure timely compliance with all insurance submittal requirements as provided herein.
E. Consultant agrees to ensure that subconsultants and subcontractors, if any, and any other parties involved with the Project who are brought onto or involved in the Project by Consultant, provide the same minimum insurance coverage required of Consultant.
Consultant agrees to monitor and review all such coverage and assumes all responsibility for ensuring that such coverage is provided in conformity with the requirements of this section.
Consultant agrees that upon request, all agreements with subcontractors and others engaged in the Project will be submitted to the City for review.
F. Consultant agrees to provide immediate written notice to City of any claim, demand or loss against Consultant arising out of the Work or Services performed under this Agreement and for any other claim, demand or loss which may reduce the insurance available to pay claims, demands or losses arising out of this Agreement.
6. INDEMNIFICATION
To the fullest extent permitted by law, Consultant shall defend (at Consultant’s sole cost and expense with legal counsel reasonably acceptable to City), indemnify and hold the City, its elected and appointed officials, officers, employees, agents and volunteers, free and harmless from any and all claims, demands, orders, causes of action, costs, expenses, liabilities, losses, penalties, judgments, arbitration awards, settlements, damages or injuries of any kind, in law or in equity, including but not limited to property or persons, including wrongful death, (collectively “Claims”) in any manner arising out of, pertaining to, related to, or incident to any alleged acts, errors or omissions, or willful misconduct of Consultant, its officers, directors, employees, subcontractors, consultants or agents, in connection with Consultant’s performance under this Agreement, including without limitation the payment of all consequential damages, expert witness fees and attorneys’ fees and other related costs and expenses. Notwithstanding the foregoing, to the extent that the Work or Services performed by Consultant are subject to Civil Code Section 2782.8, the above indemnity shall be limited, to the extent required by Civil Code Section 2782.8, to claims that arise out of, pertain to, or relate to the negligence,

recklessness, or willful misconduct of the Consultant. Under no circumstances shall the insurance requirements and limits set forth in this Agreement be construed to limit Consultant’s indemnification obligation or other liability hereunder. Notwithstanding the foregoing, such obligation to defend, hold harmless, and indemnify the City, its elected and appointed officials, officers, employees, agents, and volunteers, shall not apply to such claims or liabilities arising from the sole or active negligence or willful misconduct of City.
7. REPORTS AND RECORDS
7.1 Accounting Records. Consultant shall keep complete, accurate, and detailed accounts of all time, costs, expenses, and expenditures pertaining in any way to this Agreement.
Consultant shall keep such books and records as shall be necessary to properly perform the Services required by this Agreement and to enable the Contract Officer to evaluate the performance of such Services. The Contract Officer shall have full and free access to such books and records at all reasonable times, including the right to inspect, copy, audit, and make records and transcripts from such records.
7.2 Reports. Consultant shall periodically prepare and submit to the Contract Officer such reports concerning the performance of the Services required by this Agreement as the Contract Officer shall require. Consultant hereby acknowledges that the City is greatly concerned about the cost of the Work and Services to be performed pursuant to this Agreement.
For this reason, Consultant agrees that if Consultant becomes aware of any facts, circumstances, techniques, or events that may or will materially increase or decrease the cost of the Work or Services contemplated herein or, if Consultant is providing design services, the cost of the project being designed, Consultant shall promptly notify the Contract Officer of such fact, circumstance, technique, or event and the estimated increased or decreased cost related thereto and, if Consultant is providing design services, the estimated increased or decreased cost estimate for the project being designed.
7.3 Ownership of Documents. All drawings, specifications, reports, records, documents, memoranda, correspondence, computations, and other materials prepared by Consultant, its employees, subconsultants, subcontractors and agents in the performance of this Agreement shall be the property of City and shall be promptly delivered to City upon request of the Contract Officer or upon the termination of this Agreement, and Consultant shall have no claim for further employment or additional compensation as a result of the exercise by City of its full rights of ownership of the documents and materials hereunder. Consultant may retain copies of such documents for its own use. Consultant shall have an unrestricted right to use the concepts embodied therein. Consultant shall ensure that all of its subconsultants and subcontractors shall provide for assignment to City of any documents or materials prepared by them, and in the event Consultant fails to secure such assignment, Consultant shall indemnify City for all damages resulting therefrom.
7.4 Release of Documents. All drawings, specifications, reports, records, documents, and other materials prepared by Consultant in the performance of services under this Agreement shall not be released publicly without the prior written approval of the Contract Officer. All information gained by Consultant in the performance of this Agreement shall be considered confidential and shall not be released by Consultant without City’s prior written authorization.

7.5 Audit and Inspection of Records. After receipt of reasonable notice and during the regular business hours of City, Consultant shall provide City, or other agents of City, such access to Consultant’s books, records, payroll documents, and facilities as City deems necessary to examine, copy, audit, and inspect all accounting books, records, work data, documents, and activities directly related to Consultant’s performance under this Agreement. Consultant shall maintain such books, records, data, and documents in accordance with generally accepted accounting principles and shall clearly identify and make such items readily accessible to such parties during the term of this Agreement and for a period of three (3) years from the date of final payment by City hereunder.
8. ENFORCEMENT OF AGREEMENT
8.1 California Law and Venue. This Agreement shall be construed and interpreted both as to validity and as to performance of the Parties in accordance with the laws of the State of California. Legal actions concerning any dispute, claim, or matter arising out of or in relation to this Agreement shall be instituted in the Superior Court of the County of Orange, State of California, or any other appropriate court in such County, and Consultant covenants and agrees to submit to the personal jurisdiction of such court in the event of such action.
8.2 Interpretation. This Agreement shall be construed as a whole according to its fair language and common meaning to achieve the objectives and purposes of the Parties. The terms of this Agreement are contractual and the result of negotiation between the Parties.
Accordingly, any rule of construction of contracts (including, without limitation, California Civil Code Section 1654) that ambiguities are to be construed against the drafting party, shall not be employed in the interpretation of this Agreement. The caption headings of the various sections and paragraphs of this Agreement are for convenience and identification purposes only and shall not be deemed to limit, expand, or define the contents of the respective sections or paragraphs.
8.3 Termination. City may terminate this Agreement for any reason, with or without cause, upon giving Consultant thirty (30) days written notice. Upon such notice, City shall pay Consultant for Services performed through the date of termination. Upon receipt of such notice, Consultant shall immediately cease all work under this Agreement, unless the notice provides otherwise. Thereafter, Consultant shall have no further claims against the City under this Agreement. Upon termination of the Agreement pursuant to this section, Consultant shall submit to the City an invoice for work and services performed prior to the date of termination. In addition, Consultant reserves the right to terminate this Agreement at any time upon sixty (60) days written notice to the City, except that where termination is due to material default by the City, the period of notice may be such shorter time as the Consultant may determine.
8.4 Default of Consultant.
A. Consultant’s failure to comply with any provision of this Agreement shall constitute a default.
B. If the City Manager, or City Manager’s designee, determines that Consultant is in default in the performance of any of the terms or conditions of this Agreement, he/she shall notify Consultant in writing of such default. Consultant shall have ten (10) days, or such longer period as City may designate, to cure the default by rendering satisfactory performance. In the event Consultant fails to cure its default within such period of time, City
Modified Insr Wrty PSA 8082024

shall have the right, notwithstanding any other provision of this Agreement, to terminate this Agreement without further notice and without prejudice of any remedy to which City may be entitled at law, in equity, or under this Agreement. Consultant shall be liable for any and all reasonable costs incurred by City as a result of such default. Compliance with the provisions of this section shall not constitute a waiver of any City right to take legal action in the event that the dispute is not cured, provided that nothing herein shall limit City’s right to terminate this Agreement without cause pursuant to Section 8.3.
C. If termination is due to the failure of the Consultant to fulfill its obligations under this Agreement, City may, after compliance with the provisions of Section
8.4(B), take over the work and prosecute the same to completion by contract or otherwise, and the Consultant shall be liable to the extent that the total cost for completion of the Services required hereunder exceeds the Maximum Contract Amount (provided that the City shall use reasonable efforts to mitigate such damages), and City may withhold any payments to the Consultant for the purpose of set-off or partial payment of the amounts owed the City as previously stated. The withholding or failure to withhold payments to Consultant shall not limit Consultant’s liability for completion of the Services as provided herein.
8.5 Waiver. No waiver of any provision of this Agreement shall be effective unless in writing and signed by a duly authorized representative of the Party against whom enforcement of a waiver is sought. Any waiver by the Parties of any default or breach of any covenant, condition, or term contained in this Agreement, shall not be construed to be a waiver of any subsequent or other default or breach, nor shall failure by the Parties to require exact, full, and complete compliance with any of the covenants, conditions, or terms contained in this Agreement be construed as changing the terms of this Agreement in any manner or preventing the Parties from enforcing the full provisions hereof.
8.6 Rights and Remedies Cumulative. Except with respect to rights and remedies expressly declared to be exclusive in this Agreement, the rights and remedies of the Parties are cumulative and the exercise by either Party of one or more of such rights or remedies shall not preclude the exercise by it, at the same or different times, of any other rights or remedies for the same default or any other default by the other Party.
8.7 Legal Action. In addition to any other rights or remedies, either Party may take legal action, in law or in equity, to cure, correct or remedy any default, to recover damages for any default, to compel specific performance of this Agreement, to obtain declaratory or injunctive relief, or to obtain any other remedy consistent with the purposes of this Agreement.
8.8 Attorneys’ Fees. In the event any dispute between the Parties with respect to this Agreement results in litigation or any non-judicial proceeding, the prevailing Party shall be entitled, in addition to such other relief as may be granted, to recover from the non-prevailing Party all reasonable costs and expenses, including but not limited to reasonable attorneys’ fees, expert witness fees, court costs and all fees, costs, and expenses incurred in any appeal or in collection of any judgment entered in such proceeding. To the extent authorized by law, in the event of a dismissal by the plaintiff or petitioner of the litigation or non-judicial proceeding within thirty (30) days of the date set for trial or hearing, the other Party shall be deemed to be the prevailing Party in such litigation or proceeding.

9. CITY OFFICERS AND EMPLOYEES: NON-DISCRIMINATION
9.1 Non-liability of City Officers and Employees. No officer or employee of the City shall be personally liable to the Consultant, or any successor-in-interest, in the event of any default or breach by the City or for any amount which may become due to the Consultant or to its successor, or for breach of any obligation of the terms of this Agreement.
9.2 Conflict of Interest. No officer or employee of the City shall have any financial interest, direct or indirect, in this Agreement nor shall any such officer or employee participate in any decision relating to the Agreement which effects his or her financial interest or the financial interest of any corporation, partnership, or association in which they are, directly or indirectly, interested in violation of any state statute or regulation. Consultant represents and warrants that it has not paid or given and will not pay or give any third party any money or other consideration in exchange for obtaining this Agreement.
9.3 Covenant Against Discrimination. In connection with its performance under this Agreement, Consultant shall not discriminate against any employee or applicant for employment because of race, disability, medical condition, religion, color, sex, sexual orientation, age, marital status, ancestry, or national origin. Consultant shall ensure that applicants are employed, and that employees are treated during their employment, without regard to their race, disability, medical condition, religion, color, sex, sexual orientation, age, marital status, ancestry, or national origin. Such actions shall include, but not be limited to, the following: employment, upgrading, demotion or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship.
10. MISCELLANEOUS PROVISIONS
10.1 Patent and Copyright Infringement.
A. To the fullest extent permitted by law, and in lieu of any other warranty by City or Consultant against patent or copyright infringement, statutory or otherwise, it is agreed that Consultant shall defend at its expense any claim or suit against City on account of any allegation that any item furnished under this Agreement, or the normal use or sale thereof arising out of the performance of this Agreement, infringes upon any presently existing U.S. letters patent or copyright and Consultant shall pay all costs and damages finally awarded in any such suit or claim, provided that Consultant is promptly notified in writing of the suit or claim and given authority, information and assistance at Consultant’s expense for the defense of same, and provided such suit or claim arises out of, pertains to, or is related to the alleged negligence, recklessness or willful misconduct of Consultant. However, Consultant will not indemnify City if the suit or claim results from: (1) City's alteration of a deliverable, such that City’s alteration of such deliverable created the infringement upon any presently existing U.S. letters patent or copyright; or (2) the use of a deliverable in combination with other material not provided by Consultant when it is such use in combination which infringes upon an existing U.S. letters patent or copyright.
B. Consultant shall have sole control of the defense of any such claim or suit and all negotiations for settlement thereof, Consultant shall not be obligated to indemnify City under any settlement made without Consultant’s consent or in the event City fails to cooperate in

No amendments or other modifications of this Agreement shall be binding unless executed in writing by both Parties hereto, or their respective successors, assigns, or grantees.
10.4 Severability. Whenever possible, each provision of this Agreement shall be interpreted in such a manner as to be effective and valid under applicable law, but if any provision of this Agreement shall be determined to be invalid by a final judgment or decree of a court of competent jurisdiction, such provision shall be ineffective only to the extent of such prohibition or invalidity, without invalidating the reminder of that provision, or the remaining provisions of this Agreement unless the invalid provision is so material that its invalidity deprives either Party of the basic benefit of their bargain or renders this Agreement meaningless.

If the Work or Services are being performed as part of an applicable "public works" or "maintenance" project, as defined by the Prevailing Wage Laws, and since the total compensation is $1,000 or more, Consultant agrees to fully comply with such Prevailing Wage Laws. City shall provide Consultant with a copy of the prevailing rates of per diem wages in effect at the commencement of this Agreement. Consultant shall make copies of the prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Work or Services available to interested parties upon request, and shall post copies at the Consultant's principal place of business and at the project site. It is the intent of the parties to effectuate the requirements of sections 1771, 1774, 1775, 1776, 1777.5, 1813, and 1815 of the Labor Code within this Agreement, and Consultant shall therefore comply with such Labor Code sections to the fullest extent required by law. Consultant shall defend, indemnify, and hold the City, its officials, officers, employees, agents, and volunteers free and harmless from any claim or liability arising out of any failure or alleged failure to comply with the Prevailing Wage Laws.

It shall be Contractor's sole responsibility to comply with all applicable registration and labor compliance requirements, including the submission of payroll records directly to the DIR.

Steve Loriso, PE, QSD/QSP
Project Manager
Steve has 25 years of design, CIP project/program management, design management, plan review, NPDES/water quality compliance, and construction management experience of municipal public improvement projects. Types of projects include roads, drainage, water, sewer, traffic, grading, and parking lots. Steve has managed the implementation of the Municipal Separate Storm Sewer System (MS4) Permit for various municipalities; performed review of compliance documents for private and public developments and acted as the owner’s representative and liaison between design teams and general contractors on facility and infrastructure construction projects.
SELECTED PROJECT EXPERIENCE
Z Citywide Arterial Pavement Rehabilitation Program, City of Moreno Valley Program Manager and Quality Control for the street improvement and signing and striping plans for over eighty (80) miles of arterial/collector streets. The project included the grind and overlay or slurry seal of streets throughout the City. In addition to the rehabilitation or maintenance of existing pavement, the project also included new signing and striping of all streets, including the addition of new Class II and Class III bikeways as well as several bicycle boulevards. HR Green had to take into the account the City’s adopted bicycle and pedestrian master plan and existing on-street parking to design the most effective and efficient corridors. At the City’s request to expedite the project, HR Green was able to complete the design of all forty miles within six (6) months.
Z Van Buren Boulevard Pavement Rehabilitation, City of Jurupa Valley Steve served as project manager and provided design and construction management/ inspection services for 1.2 miles of pavement rehabilitation along Van Buren Boulevard, a major regional expressway. The design evaluated traditional grind and overlay using geosynthetic paving mats versus fiber-reinforced asphalt concrete (FRAC), with both options including an ARHM wearing surface. To minimize traffic disruptions on this critical corridor, the FRAC alternative was selected for its equivalent strength, potential cost savings, and ability to be placed through intersections without switching mixes. During construction, the team provided daily observation, materials testing oversight, contract compliance monitoring, traffic control review, payment approval, and administrative management to successfully deliver this high-profile pavement renewal project.
Z Various Projects for the Cities of San Gabriel, Temple City, San Dimas, Beverly Hills and Pomona
Program Manager of various CIP and On-Call Engineering projects for municipalities.
Provided project and programmatic level support and oversight for a variety of tasks, including preparing consultant RFPs and constract program management, implementation design, construction management, oversight for inventory of wastewater and sewer assets, QA/QC of GIS data for accuracy, and the review of as-built plans to identify maintenance strategies and priority-based CIP and cost estimates for repair/ replacement.

Project Management, Plan Check, and Design
City of Pomona, California
Since 2013 HR Green has maintained various on-call civil engineering, plan check, and project management contracts with the City. From a land development project management perspective, we have provided a contract City Surveyor and ongoing plan review services for land developments citywide. This has included assigning on-site staff to process and track projects.
We have established processes and checklists, and implemented a paperless intake/routing/tracking system to accelerate turnaround review schedules. We have provided on-call project management, staff augmentation, and plan review for the Gold Line light rail project, including the extension of the Light Rail Transit line through the City, two bridges at Garey and Town Avenues, and a flyover heavy rail west of Towne Avenue Comprehensive review services include civil, traffic, railway, environmental and structural engineering, surveying, architecture, landscape, planning, CEQA/NEPA and related proposed work.
SELECTED PROJECTS
HOLT AVENUE IMPROVEMENTS: The Holt Avenue corridor is a major east/west Arterial spanning over 4 miles from Valley Way to east city limits connecting the City’s major downtown core. As part of the City’s adopted Corridors Specific Plan (CSP), HR Green was hired to finalize the analysis and design of the CSP improvements. The project included a thorough traffic analysis of the corridor including taking 24-hour turning movement counts at 85 intersection and 60 private driveways, traffic forecasting, and traffic model development to document existing, future no-build, and build conditions. Four concepts were prepared and presented to Council; after City and stakeholder input and approval, HR Green prepared final design. The final design included pavement reconstruction, new raised medians, signing and striping, traffic signal modifications, streetlighting, landscaping, water and sewer main improvements, stormwater improvements, and BMPs.
ARROYO PARK SIDEWALK IMPROVEMENTS: HR Green prepared construction bid drawings for the sidewalk improvements along Arroyo Park Drive from Arroyo Avenue to Arroyo Avenue (roughly 1,000 linear feet). This included topographic survey and right-of-way mapping for the project area.
Private improvements within the public right-of-way were identified to be removed, relocated, or protected. Reconstruction of all existing driveway approaches were identified and details were provided to maintain ADA compliance throughout the path of travel.
MAP REVIEW AND CITY SURVEYOR SERVICES: HR Green has maintained various on-call civil engineering, plan check, map check, and project management contracts with the City. From a land development project management perspective we have provided a contract City Surveyor and ongoing plan and map review services for land development citywide. This has included assigning onsite staff to process and track projects. We have established processes and checklists, and also implemented a paperless intake/routing/tracking system to accelerate turnaround review schedules.
GOLD LINE LIGHT RAIL: HR Green is providing project management and plan review for the extension of the Light Rail Transit line through the City, two bridges at Garey and Town Avenues, and a flyover heavy rail west of Towne Avenue Comprehensive review services include civil, traffic, railway, environmental and structural engineering, surveying, architecture, landscape, planning, CEQA/NEPA and related proposed work.

Project Management, Plan Check, CM/Inspection, and Design City of Placentia, California
HR Green has provided long-term as-needed civil engineering, CIP program management, construction management, and plan review services. This has included overseeing the pavement management through bond funding and $6.5 million in street rehabilitation improvements citywide; managing the planning, design, and construction as well as value engineering and plan check of the awardwinning, $500 million OC Bridges Program; providing extensive value engineering and design engineering to save time and money, mitigate impacts, and enhance infrastructure improvements. Collaboration with OCTA, OC Flood, multiple cities, utilities, and water agencies to facilitate permits and improvements.
SELECTED PROJECTS
RICHFIELD ROAD WIDENING/DRAINAGE IMPROVEMENT: Value engineering and plan review for the design of Richfield Road improvements included drainage improvements into the County’s Atwood Channel, extending box culvert, and realigning storm drains.
PLACENTIA AVENUE UNDERCROSSING/GRADE SEPARATION: Industrial Way, had very poor pavement conditions within the project area. HR Green’s Project Manager helped negotiate for OCTA to require the contractor to reconstruct the road at a cost of approximately $50,000, incorporating sound attenuation elements and allow for nighttime construction adjacent to apartments. This mitigated community complaints and reduced the detour schedule by several months.
KRAEMER BOULEVARD UNDERCROSSING/GRADE SEPARATION: The lowering of the roadway created a sump condition with the existing 78-inch diameter storm drain system and a 15- inch diameter sewer trunk line. HR Green’s Project Manager worked closely with Anaheim’s City Engineer and OCTA’s design engineer to facilitate drainage and sewer facilities as gravity systems. This avoided the need for a sump pump system, thereby saving more than $200,000 in construction costs.
OLD TOWN STREETSCAPE IMPROVEMENT PROJECT: The City embarked upon a comprehensive plan for the revitalization, activation, and economic growth of the City’s original Old Town area. The City’s intent is to restore key features of this area’s past and positioning itself for the next twenty years. These efforts were intended to create a new destination by reviving and improving Old Town’s unique identity and character to residents, visitors, and the business community. To take advantage of the upcoming Metrolink Station and Parking Structure, the Old Town Placentia Revitalization Plan builds on the core strength of this asset, our community and visitors to the area.
CIVIL PLAN CHECK: HR Green is under contract to provide on-call services. Over the years this has included plan check, city engineering, construction management, inspection, and project management services. Our interim City Engineer was certified QSD/QSP and coordinated stormwater compliance efforts for the City. Our staff continue to provide plan check and WQMP review, consistently meeting the City’s 15/10/5 working day turnaround review schedule. HR Green has provided Plan Check services on the following project (all projects included grading, erosion control, drainage, street, and sewer reviews):
▪ Metrolink Station
▪ Van Buren Industrial Development
▪ Orchard Highlands Development

Project Management, Planning and Design
City of Rancho Cucamonga
The City of Rancho Cucamonga is a city located in San Bernardino County, with an estimated population of 178,000 residents. The city’s Public Works and Engineering Departments play a crucial role in maintaining and improving the infrastructure and services for various essential functions, including street maintenance, transportation planning, traffic engineering, water and wastewater services, stormwater management, and solid waste management. Since 2019, HR Green has provided design and engineering of public improvements.
SELECTED PROJECTS
FOOTHILL BOULEVARD PAVEMENT REHABILITATION: HR Green
provided improvement plans, including separate signing and striping plans with the addition of bikeways, specifications, and cost estimates for the rehabilitation of a 2.5 mile stretch of Foothill Boulevard between Milliken Avenue and East Avenue in the City of Rancho Cucamonga. This segment of Foothill was experiencing some minor distress, mainly longitudinal and block cracking of the existing wearing course with potholes throughout. The City’s preferred rehabilitation strategy was a 0”-2” edge grind and 2” overlay. The City was fine with the existing raised median losing 2” of curb face, but after a thorough field review, HR Green noted that the existing median had several curb cuts throughout the project limits carrying storm water from one side of the median to the other. The existing street was also in need of a full depth cold mill in several areas not previously identified. After further discussion with City staff, it was agreed to perform a uniform 2” cold mill and ARHM overlay. We also replaced 54 existing ADA facilities with a detailed survey and design of each individual access ramp.
TRAFFIC SIGNAL MODIFICATIONS: HR Green prepared traffic signal modification plans for three intersections in Rancho Cucamonga; Lemon Avenue and Carnelian Street, Base Line Road and Etiwanda Avenue, and Foothill Boulevard and Etiwanda Avenue. These modifications included the re-wiring of the existing signals, replacing existing cabinet/ controller assemblies, installing new or replacing ex. conduit, and pulling new wire for future video detection upgrades.
CHURCH STREET ADA IMPROVEMENTS: In conjunction with the rehabilitation of Church Street between the 1.2 mile stretch between Haven Avenue and Milliken Avenue sixteen (16) ADA access ramps were removed and replaced to comply with current ADA standards. This included topographic survey of each ramp with a detailed design included all relevant grade/elevation information to aid the contractor during construction. The plans also include the replacement of ADA push buttons to ensure they were properly placed and compliant.
ETIWANDA GRADE SEPERATION:HR Green assigned a Civil Engineer in a staff augmentation project management role for utility coordination involving the scheduling and facilitation of a weekly meeting with over a dozen utility purveyors to relocate their utilities for the project. Our staff maintained a running matrix with all utilities and the status of their progress to keep on top of each stage and monitor that they stay on schedule. This involved preparing utility agreements and providing CAD support by creating utility and right-of-way exhibits for City Council and other coordination meetings. “I would like to express our sincere
appreciation to HR Green for

Public Works and Capital Improvement Inspection and
Construction Management
F. Project Understanding, Overview and Approach
On-Call Civil Engineering, Project Management, and Support Services Z City of Laguna Hills
Approach:
HR Green’s Construction Managers will be responsible for constructability reviews. We have developed an internal 24-point constructability review checklist that
allows us to identify potential issues in the project
early.
Following this consistent process allows our team to
develop and recommend cost-effective solutions prior to the issues causing costly delays. The review also includes field visits to identify potential utility and/or ROW conflicts and to identify project stakeholder impacts. We will identify and recommend corrections of plan errors and omissions, recommend innovative alternatives, offer potential material substitutions, identify utility conflicts, identify traffic control conflicts, etc. Our team will prepare a summary of the
review and present it to the City and Design Consultant during milestone stages and/or prior to the start of
construction. This established process has led to our
success in maintaining project schedules and budgets on contracts managed by HR Green.
DAILY INSPECTION ACTIVITIES
Related Scope of Work:
XProvide daily construction observation and document
progress through detailed daily inspection reports.
Approach:
HR Green will continuously monitor the project to address unexpected challenges and recommend innovative
solutions to keep the project progressing. Our team will take the lead in addressing issues encountered on the
project, develop recommendations, and present options for the City to consider. The recommendations are developed and evaluated to determine the most cost-effective
solution for the City.
HR Green recognizes the importance of maintaining
detailed and accurate project records. On our projects, we provide the highest level of project documentation
quality to our clients. HR Green has built an excellent reputation for providing clients with project records that are second to none. The project record audits conducted by our clients of previous projects we have managed
are continually documented with successful results. HR
Green’s success with project documentation stems from
our Quality Plan that provides the baseline for the team to monitor their performance during the project. By following these procedures, we can more effectively and efficiently closeout projects.
Our team will maintain a daily log of construction and
inspection activities, maintain progress photographs of the project, record quantities of materials received and/ or used, measure and accurately record quantities for
payment, verify the alignment and elevations of structural items. Our team will verify the materials used by the
contractor are within specifications, we will prepare
samples of unapproved materials for laboratory testing, and we will perform the appropriate compaction and
density testing to verify conformation to the specifications.

outreach that can be scaled to meet the needs of a
project, the needs of the City, and the needs of the
community. Such strategies have included website and/
or social media updates, door hangers, public meetings, door-to-door outreach, and more.
UTILITY COORDINATION
Related Scope of Work:
XCoordinate and facilitate coordination with utility
companies and contractor.
Approach:
The HR Green team has significant experience addressing utility challenges and coordinating construction activities in utility-congested areas. Early coordination with the utility companies and verification that the relocation clears the proposed improvements will help to minimize the probability of costly delays to the project during construction. Our entire Construction Management team will be focused on
finding innovative ways to work around potential conflicts and keep the project on schedule.
Before construction, we will perform a utility engineering investigation to develop a matrix to track the status of the known utility conflicts, the status of their relocation efforts, utility contact information, permits needed/received for the relocation, anticipated start dates/completion dates of the relocation, all temporary or permanent easements and/or ROW are secured, etc. The matrix will be the foundation of how the known utility are tracked. As unknown utilities are encountered, they will documented immediately using contract plan drawings and photos, an investigation into who the unknown utility owner is will commence, and
the utility matrix will be updated and prioritized so all the utilities are addressed according to their impact on the critical path.
HR Green routinely hosts weekly utility coordination
meetings on our projects. These meetings are attended by client representatives, the prime contractor, utility company representatives, and the construction management
leadership. The meetings provide an opportunity for
the project team to collaborate and have an in-depth
understanding of potential impacts to the project schedule and/or project budget. This level of coordination allows for all project stakeholders to more efficiently plan and effectively implement the progress of the contract work.
Keeping the lines of communication open among all the
project stakeholders has been the key to successful

SCHEDULE / BUDGET CONTROL
Related Scope of Work:
XThorough knowledge of critical path scheduling, including an ability to evaluate schedules submitted by contractors and to evaluate and anticipate downstream impacts to
those schedules during construction.
XPrepare shadow or “what-if”schedules.
XReview contractor’s monthly payment request and make
recommendation for payment.
Approach:
HR Green firmly believes that Critical Path Method
(CPM) schedule methodology should be employed
when managing or maintaining any project schedule.
The critical path is imperative to identifying the tasks which are driving milestones and completion dates.
Managing these milestones enables the schedule to be
a tool for crucial decision making and communication.
By updating the original schedule, changes in needs for personnel, coordination and finances can be proactively managed. We will review and verify the baseline progress schedule submitted by the Contractor complies with the
requirements of the contract. The baseline schedule will then be used to monitor the contractor’s weekly progress.
If warranted, our team can also develop “what-if” scenarios that can be used to provide alternative schedules of a
project to determine various outcomes. These different
scenarios can be used to estimate potential cost impacts and/or project stakeholder impacts related to the project.
HR Green understands the importance of cost management.
Our team will monitor and control costs to stay within
the available budget. Utilizing the cost reporting and bid information, the HR Green team records the bid quantities and progress payment information, monitors expenditures, estimates the cost to complete the project, and reports potential cost impacts to the City. The cost reporting
includes the cost of potential change orders and potential issues that may have cost impacts.
On-Call Civil Engineering, Project Management, and Support Services Z City of Laguna Hills

moving forward efficiently. Our expectation is that our construction managers will process RFI’s within two days, shop drawing reviews within seven days, and submittals
within five days.
As part of our overall financial control during the
construction process our team will implement a change
order control system. Once it is agreed there is a merited change in contract cost or time, our staff will develop an independent cost estimate and draft a scope of work
describing the change. A time impact analysis will be
performed to establish any schedule impacts. A request
for quotation of the change order will be issued to the contractor. Upon receipt of the quote from the contractor, HR Green will review it for completeness. Once the
changes are agreed upon, an official change order with be generated and recommended to the City for approval.

Project-specific strategies for final quantities are developed at project startup, including the development of tracking spreadsheets for final quantity status, identification and documentation of specific
requirements for each pay item, and identification of
warranty and final documentation needs for each item. Our Team excels in providing exceptional project records for our clients and protecting their investments during audits. Our clients know our documentation will pass audits and they will receive their full federal funding reimbursement without delay.
The foundation of this process is daily tracking and
documenting of all project activities, which includes
keeping a daily diary with all contractor activities,
On-Call Civil Engineering, Project Management, and Support Services Z City of Laguna Hills
weather, site conditions, and any notable contract related correspondence. All bid item quantities are also tracked daily, documented with plan sheets highlighting the pay item, calculations, and photos attached a daily inspection report. We will index all the daily inspection reports and upload them to a web-based server to always allow our
team access to the documents. Our team will highlight
completed work on record drawings for progress updates
and create a material documentation deficiency list with each pay estimate to be sent to the contractor.
HR Green will maintain all records on the project in
compliance with City, State, and Federal record keeping procedures, including DIR, diaries, shop drawings and
submittals, RFI drawings and sketches of measure items, sets of plans, record set plans, material on hand forms, and general correspondence.
HR Green uses the latest technology to be more efficient in documenting construction activities in the field. HR Green also utilizes Bluebeam software packages to document
record drawings, to provide field change drawings to
the contractor, and to collaborate within the project on a real-time basis.
We make sure the contractor signs off on quantities as the project progresses to mitigate any issues with quantities at closeout. Both the contractor and the assigned project/ construction manager will sign the final quantity sign-off sheet to document both parties’ agreement to the final
quantity of an item. We will incorporate final quantity discussion into our weekly progress meetings with a table of current final quantity status in the agenda and hold a closeout meeting with the contractor to resolve any
quantity discrepancies. We strive to deliver project records and the final pay estimate within six weeks of project
completion.

Our Methodology
Our plan check team has been providing electronic plan reviews for more than two decades. While we still do the hard copy reviews when requested, well over 90% of our reviews are completed electronically. Our land development review services include:
XSubdivision Map Checking: Our survey review team is conversant in the requirements of the California Subdivision Map Act. The review of each parcel or final subdivision map, legal description, lot line adjustment and parcel merger includes the coordination of the documents submitted for review (map, closure calculations, etc.) for compliance with the City’s Municipal Code, Resolutions, Specific Plans, Conditions of Approval, Tentative Map, Conditions of Approval, checklists, and City-approved format/preferences.
XCivil Engineering Design Plans: Most of our plan review team has more than 30 years of experience providing plan review for grading (mass, rough, and precise), erosion control, storm drain, street improvement, street light, signing and striping, utility, traffic signals, storm drains, all supporting calculations, and fiber optics. Each plan is compared to the appropriate Specific Plan, the final map, and other improvement plans for the project to verify conformance and no conflicts. The plans also go through a thorough investigation for compliance to Federal, State, County, and City standards and regulations, Municipal Codes, Ordinances, Resolutions, policies, procedures, Conditions of Approval, site plans, tentative maps, checklists, and City-approved format/preferences.
XSpecial Studies: Special studies such as the TIA, cost estimate for bonding, geotechnical report, Scoping Agreements, VMT, Hydrology and Hydraulics Reports and Studies, Infiltration Reports, PCMP/WQMP, SWPPP, HR Green will provide the best experienced professional to render the appropriate specialty area of expertise for each task.
HR Green has over 700 employees with hundreds of engineers across all disciplines that will be available to Laguna Hills when the need is identified for the specialty task. Geotechnical support will be provided by Ninyo & Moore, a well-respected firm with many years of municipal experience and extensive support to HR Green.
At the conclusion of each development review, the reviewer digitally stamps (signs hard copies) each sheet of the redlined document or the cover page on reports with the date, reviewer’s initials, and submittal number. The redlines, a comprehensive comment letter, and checklist are provided to all stakeholders (City, engineer of work, and developer).
When a project is ready for approval, HR Green will provide a letter recommending approval and mylar submission.
A Robust Electronic Plan Check Platform Offered Free to Laguna Hills HR Green utilizes proven electronic plan review processes that save time and costs of printing, delivering, handling, and storing copies of plans for review. Our plan check leaders are industry-recognized thought leaders in advancing the robustness of paperless plan review solutions. Tina York, PE and our plan check team have served as technical advisors to various software providers to incorporate new tools and refine the latest release of their integrated electronic plan check solutions. We are proficient in using electronic plan review systems and constantly work with agencies and applicants to move exclusively to a paperless environment. This is critical on larger, multidisciplined projects where there may be overlap between design disciplines.
Currently, we are working with Agiline Software, a leading software development firm, and their CityView360°module to seamlessly upload, track, and review plans This software can interface with many tracking programs used by public agencies and provide a seamless conveyance of information between the City and HR Green at NO COST to the City. This is a great example of how HR Green takes one of its core values, Operational Excellence, to heart, not just for its own operation but for our clients as well.
On-Call Civil Engineering, Project Management, and Support Services Z City of Laguna Hills
Comments from each review are summarized electronically by our staff. Design responses can be added and included with the next submittal to verify that all comments have been addressed. This approach has been effective in
resolving comments at early stages, avoiding repeat
comments by reviewers, and coordinating responses
among disciplines.
Step 1 – Project Intake
Prior to beginning our initial plan check project, the Plan Review Manager and Engineering Technician will review
the submittal for completeness and areas of design
concern. Project intake will be conducted by a tech on
the same business day that a review request is received with all necessary documents. If necessary, we will
conduct a meeting or conference call with the applicant to discuss the concerns, local code policies, documentation procedures, plan processing protocols, plan review
checklist items, and scheduling.
Step 2 – Initial Review
Once HR Green receives a complete set of plan
documents, we will perform our plan review in the agreedupon timeframe, checking for compliance to all applicable codes and standards. All corrections are identified based on compliance with:
▪ City Grading Manual and Grading Ordinances
▪ California Building Code (latest edition)
▪ City Standard Drawings and Specifications
▪ City Design Engineer Documents
▪ San Bernardino County Hydrology Manual
▪ Caltrans Highway Design Manual, Traffic Manual,
Standard Specifications and Standard Plans
▪ California Best Management Practices Handbook for
storm water BMP’s
▪ NPDES Municipal Separate Storm Sewer System
(MS4) Permit, Drainage Area Management Plan,
Water Quality Management Plan Guidance &
Template, etc.
▪ City General Plan and Specific Plans
▪ Federal Standards such as FEMA and ADA
▪ Conditions of Approval
Corrections are identified by adding comments to the
plans and a correction letter/memo is generated detailing what items need to be addressed before plan approval.
The correction letter/memo will contain the date plans
were reviewed by our plan review staff, project name,
City reference number, plan type, submittal number and a sheet by sheet list of the corrections.
Site visits will take place as part of the civil plan check process. All projects will use satellite imagery to evaluate initial conditions and to make a determination alongside the submittal(s) to determine if existing site conditions have a minimal impact on the proposed development. An
on-site visit(s) will be performed by an HR Green employee when conditions are unclear and a virtually help meeting with all review staff will take place. If a project has minimal impact on the existing conditions, then a virtual evaluation of satellite imagery will take place an unless specifically identified a more detailed visit to take place.
At your discretion, upon completion of the initial plan review, a debrief between our staff and the City can be coordinated so that our firm is aligning with the City’s expectations. Marked up plans, the corrections memo, and a transmittal will be sent electronically (or by overnight if hard copy submittal) to the City and/or the engineer of work.
Work Plan - Detailed Task by Task Scope of Work
On-Call Civil Engineering, Project Management, and Support Services Z City of Laguna Hills
Step 3 - Rechecks
Upon receipt of the resubmittal package from the
applicant, we will verify that the resubmittal package
is complete. We will assign the package to the same
reviewer who provided the prior review and perform a
recheck in the agreed-upon timeframe. This process will be repeated until the project plan documents are ready to be recommended for approval. HR Green looks to facilitate reviews to ideally be completed in three review cycles. If, a project is identified to likely exceed this; comment review meetings, developer outreach, stakeholder meetings, and any other actions necessary will be pursued to provide
the best opportunity for a project to be approved in the timelines expected.
Step 4 – Plan Approval
Once all comments have been addressed, HR Green will
request the mylars, which will receive a final review by the Project Manager who will initial when complete. The final submittal package will be transmitted to the City with a letter recommending approval.
Step 5 - Post Approval Revisions
These are a part of the development process, and are
important to ensure that approved plans, studies, master plans, specific plans, and other city development elements are properly reviewed to ensure that they meet all codes and regulations, city interests, regional, state, and federal requirements. HR Green will ensure to the best of the
situation that revisions on active project that are being constructed will be prioritized to the best feasible schedule to review and bring them to compliance for approval
to ensure that projects are not delayed any more than
necessary. Impactful revisions to elements such as master plans, specific plans, and other elements not related to an in construction project will go through a comprehensive review process to ensure that all necessary requirements and city interests are addressed. As identified, city staff will be consulted based on the impact or as identified by city staff to aid this review process while capturing all city concerns.

HR Green understands that Quality Assurance (QA) and Quality Control (QC) relies on more than just a quality product; it relies on the processes and management that it takes to deliver that product. The benefit of this to the City is working with a consultant who has established a Quality Management Plan that is distributed company-wide, which streamlines processes and identifies roles on a project-by-project basis.
Chase Keys, PE will be the QA/QC Officer for this project with the responsibility for verifying that the QC processes outlined in the Quality Management Plan are adhered to by using an ongoing QA audit process.

Quality Assurance / Quality Control
Program Elements
1. Quality Management Plan (QMP)
A QMP will be prepared by the Project Manager and
approved by the Quality Manager for each project. It
will be reviewed and adopted by the team at the kickoff meeting. This plan will set forth the quality control and assurance procedures to be used, key staff and their roles and schedules for the various reviews to be conducted.
2. Risk Management Plan
A Risk Management meeting will be held and a Risk
Management Plan will be prepared. The purpose of this
plan is to identify and mitigate technical risks which would endanger the project schedule or budget. This meeting
is chaired by the Project Manager assisted by the QM
and includes all discipline leads. Example risks include determining acquisition needs, construction cost, and
permitting. All three of these can delay the project, but early identification and mitigation will help keep the project moving.
3. Intra-Discipline Check
Ongoing quality control checking of documents will be the responsibility of the Task Leaders in accordance with the project QMP. The Task Leader will perform the check or
assign an experienced member of the designer’s discipline to complete the check. In addition, a QA review will
take place prior to contract submittals to affirm the QC procedures have been followed.
4. Inter-Discipline Reviews
These reviews focus on coordination between disciplines, interference checks and systems integration. This review would take place before each submittal and be performed by senior technical staff with experience in multiple
disciplines.
5. Constructibility / Value Engineering Review
Prior to each contractual submittal, a Constructibility/ value engineering review will take place. This review
is performed by construction staff and focuses on
construction methods and techniques to identify problems and optimize schedule and cost.
6. Peer Reviews
Prior to the conceptual design completion submittal, a
peer review will be performed by a senior engineer not
previously involved with the project. The focus of this review will include key elements as well as mitigation
issues from the Risk Management Plan.
Each team member has specific quality assurance
responsibilities; however, the primary responsibility for quality assurance rests with the Project Manager. The
project manager is responsible for client communications, acts as the liaison among the project team members, and is responsible for meeting the project schedule.
