Project # 24305-000
COUNTERMEASURES
This project aims to address the 11 locations in Yorba Linda and Placentia that have experienced a bicyclist- and/or pedestrian -involved crash resulting in a fatality or serious injury (i.e., KSI crash) from 2018 to 2023. The primary objective is to conduct a desk -level assessment of each site using Google Maps to identify existing safety -related elements and provide a list of potential countermeasures that could help reduce the likelihood of future crashes. Through this approach, the consultant team aspires to provide Yorba Linda and Placentia with potential treatments to improve the local road safety infrastructure, reduce the frequency of crashes at these locations, and foster an environment for safe travel.
FATAL AND SERIOUS INJURY CRASH LOCATIONS
The limited crash information available for the 11 locations gave the team an insight into whether a pedestrian or cyclist was involved and what the party was doing prior to the crash. There are also notes on whether alcohol was involved and whether they were injured or if it was a fatal crash.
The KSI crash locations are:

SITE EVALUATIONS
1. VALLEY VIEW CIRCLE & BRAMBLE COURT
Crash Event: 10/16/2022; Pedestrian involved; Alcohol involved; 1 injured; Unknown violation category - Pedestrian was not on the road
EXISTING CONDITIONS & CONCERNS
This intersection is in a residential neighborhood, approximately 0.5 miles from the nearest major arterial. It is a three -leg intersection that is stop controlled for Bramble Court. Valley View Circle has a posted speed limit of 35 mph and a northbound left -turn lane at the intersection. Bamble Court provides access to the homes in the cul-de-sac and has a notable vertical slope and horizontal curvature that could limit intersection sight distance for all road users. There are no bike lanes and no marked crosswalks at or near this intersection, but the east side of the intersection appears to have access to a separated shared -use path, and the west side sidewalks showed pedestrian activity in the Google Street View images. The recent crashes reported at this intersection both involved a driver under the influence of alcohol and a pedestrian. Figure 1 shows an aerial view of the intersection.

Yorba Linda -Placentia 1069
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments include
• Speed Management. The 35 mph posted speed limit and lack of horizontal curve warning signs may result in motor vehicle drivers traveling too fast for the existing roadway conditions.
o Evaluate operating speeds to determine the most appropriate posted speed limit for Valley View Circle, considering bicyclist and pedestrian activity. o Calculate the proper horizontal curve warning sign speed (e.g., through a ball -bank assessment) and ensure warning signs meet the current CAMUTCD standard.
Consider signing beyond the minimum standard, due to the history of crashes and the vertical curvature.
• Traffic Calming Treatments. Installing speed management treatments (e.g., a speed bump) in the area can reduce potential unsafe speeds near the neighborhood, however, further studies must be done to justify the installation. • Pedestrian Crossing. Installing a marked crosswalk across Valley View Circle with appropriate signage and pavement markings would provide pedestrians with a designated crossing point.
o Speed Table. There is a trail adjacent to Valley View Circle. Improved crossing treatments, such as a speed table, would provide a safer and a more seamless connection for active transportation users.
o Rectangular Rapid Flashing Beacon. To improve pedestrian visibility and crossing safety, installing a Rectangular Rapid Flashing Beacon (RRFB) adjacent to the trail would alert drivers to the presence of pedestrians and encourage them to yield.
2. NORTH ROSE DRIVE & LANDMARK AVENUE
Crash Event: 9/17/2022; Pedestrian involved; 1 fatality; Pedestrian violation
EXISTING CONDITIONS & CONCERNS
Rose Drive runs north -south, serving as a major arterial road connecting the neighborhood and local businesses, and has a 40 mph speed limit. Landmark Avenue provides access to the residential neighborhood and cul-de-sacs. This is a three -leg intersection with Landmark Avenue - the side street - being stop controlled. There are no bike lanes and no marked crosswalks at this intersection. Sidewalks are present along both sides of both roadways. North Rose Drive is a 5 -lane cross section (2 lanes per direction and a center two -way -left -turn lane). Outside/curbside lanes appear wider than 12 feet. There are no businesses or other identified destinations in the direct path of the intersection. "Keep Clear" pavement markings in the northbound lanes of North Rose Drive indicate that northbound traffic queues into this intersection from the Imperial Highway (State Route 90) intersection, which is approximately 500 feet to the north. The fatal crash that occurred at this intersection involved an unspecified pedestrian violation. Figure 2 shows an aerial view of the intersection.

neighborhoods and businesses, and has a 50 -mph speed limit. The Yorba Linda Community Center is located on the southwest corner of this intersection, which may generate pedestrian and bicyclist activity. This is a signalized intersection with protected left turns for Imperial Highway (State Route 90) and permissive left turns for Casa Loma Avenue. There are yellow standard crosswalks across each intersection leg and no bike lanes along either street. The recent crash reported at this intersection involved a driver under the influence of alcohol and several pedestrians; a total of six people were injured. Four were pedestrians, one was a passenger in a vehicle struck in the accident and the other was the driver who caused the crash. Figure 3 shows an aerial view of the intersection.
FIGURE 3: Casa Loma Avenue & Imperial Highway (State Route 90) - Aerial
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments included:
• Pedestrian Visibility Improvements. High visibility crosswalk designs at the intersection can increase driver's awareness of pedestrian and bicyclist activity at those crossings. • Speed Management. The 50 mph posted speed limit encourages speeds that can increase the likelihood of injury outcomes when crashes occur, especially when pedestrians or cyclists are involved.
o Evaluate operating speeds to determine the most appropriate posted speed limit for Imperial Highway (State Route 90), considering bicyclist and pedestrian activity and proximity to the community center.
o Install speed feedback signs to help reduce drivers traveling above the posted speed limit.
• Signal Timing. If not currently installed, Lead Pedestrian Interval (LPI) signal timing provides pedestrians with a WALK phase (typically 3 to 7 seconds) before the vehicle in that same direction receives a green indication. This can reduce conflicts between turning motor vehicle drivers and pedestrians or bicyclists in the crosswalk.

Crash Event: 6/17/2021; Cyclists involved; 1 injured; Automobile Right of Way Crash Event: 7/10/2019; Cyclists involved; 1 injured; Automobile Right of Way
EXISTING CONDITIONS & CONCERNS
This intersection is in a residential neighborhood with no direct access to a major arterial road. It is a three -leg intersection that is one-way stop controlled. Stonewood Drive is a short north -south street providing access to the homes in the cul-de-sac. Hidden Hills Road has a posted speed limit of 25 mph, however, the street design (i.e., vertical curvature) could result in high operating speeds. There is a curvature to this intersection which could limit intersection sight distance for all road users along this road. There are no bike lanes and no marked crosswalks at or near this intersection.
There is a "WATCH DOWNHILL SPEED" with a flasher installed about 100 feet east of the intersection for road users driving westbound. There have been two reported crashes in the last five years at this intersection, both involving bicyclists. The downhill grade may contribute to operating speeds of motor vehicle drivers and bicyclists that exceed the posted speed limit. Figure 4 shows an aerial view of the intersection.

POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments include:
• Speed Management.
o Evaluate operating speeds to determine the most appropriate posted speed limit for all segments approaching the intersection.
o Calculate the proper horizontal curve warning sign speed (e.g., through a ball -bank assessment) and ensure warning signs meet the current CAMUTCD standard.

Consider signing beyond the minimum standard, due to the history of crashes and the vertical curvature.
o Install speed feedback signs to help reduce drivers traveling above the posted speed limit.
o Traffic Calming Treatments. Installing speed management treatments (e.g., a speed bump) at or near the intersection can reduce potential unsafe speeds near the neighborhood, however, further studies must be done to justify the installation. • Designate Bike Lane. Installing a bike lane will provide cyclists with a designated and safer path to travel.
• Signing & Striping. Installing "WATCH FOR CYCLISTS" or"SHARE THE ROAD" signs could help alert drivers of bicyclist activity at the intersection. Adding shared lane markings (SLMs) or"sharrows" would indicate that the road must be shared between cyclists and vehicles.
5. NORTH KRAEMER BOULEVARD & EAST BASTANCHURY ROAD
Crash Event: 5/29/2021; Cyclists involved; Alcohol involved; 3 cyclists injured; Driving under the influence
EXISTING CONDITIONS & CONCERNS
North Kraemer Boulevard runs north -south; it is also a major arterial for this community and has a speed limit of 40 mph for the north leg and 45 mph for the south leg. East Bastanchury Road runs east -west, serving as a major arterial road connecting various neighborhoods and providing access to Brookhaven Elementary School one block to the east of this intersection; it has a 45 mph speed limit. This is a signalized intersection with all left turns protected. There are yellow high -visibility crosswalks across each intersection and bike lanes along both streets. Hardened medians provide separation between directions and access management at the intersection.
The recent crash reported at this intersection involved a driver under the influence of alcohol who struck a cyclist; three cyclists were injured. Figure 5 shows an aerial view of the intersection. ••a•la•cAry ZE

The bike facilities on the intersection approaches do not provide continuity. The north leg of North Kraemer Boulevard has a bike lane for southbound travelers, but this bike lane does not continue the south leg. Similarly, the northbound cyclists have a bike lane on the south leg, but the receiving bike lane on the north leg starts about 200 feet north of the intersection. There are no bike lanes on the west leg of West Bastanchury Road, but there is a bike lane for the westbound traffic on the east leg. The bike lane for eastbound cyclists starts approximately 350 feet east of the intersection.
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments include the following:
• Speed Management.
o Evaluate operating speeds to determine the most appropriate posted speed limit for all segments approaching the intersection, factoring in bike facilities and bicyclist and pedestrian activity.
o Install speed feedback signs to help reduce drivers traveling above the posted speed limit.
• Improved Bike Lanes.
o Protected Bike Lane. Installing a barrier between the bike lane and the vehicles could provide an extra level of safety for the cyclists. This vertical barrier can vary between a raised curb, flexible posts, or bollards. Rumble strips can also help alert the driver that they are entering the bike lane.
o Connected Bike Network. Provide bicyclists with a complete and safe bike path to the school from all directions. This could reduce the conflicts between cyclists and motor vehicles by providing a clear path for cyclists.
o Green Conflicting Striping. Provide bicyclists with bike lane continuity as they approach the intersection and at the intersection itself. Green conflicting striping can help address this.
• Curb Bulb -outs. Consider bulb -outs to reduce the crossing distance for pedestrians and bicyclists.
• Protected Intersection.3 Consider altering the entire intersection design to incorporate new elements, such as setbacks, bike queue areas, waiting zones, pedestrian and corner islands and more safety design elements.
6. DORINDA ROAD & YORBA LINDA BOULEVARD
Crash Event: 1/16/2021; Pedestrian involved; 1 fatality; Pedestrian violation - crossing not in crosswalk
EXISTING CONDITIONS & CONCERNS
Dorinda Road runs north -south; the north side provides access to the residential community, and the south side provides access to the local shopping center at the southwest corner. Boulevard runs east -west, serving as a major arterial road connecting the neighborhood and providing access to Travis Ranch Activity School a block to the east of this intersection; it has a 40 mph speed limit. This is a signalized intersection with permissive left turns. There are bike lanes along Yorba Linda Boulevard for both the eastbound and westbound cyclists. There are three yellow standard crosswalks across the north, south, and east legs. The crash reported at this intersection resulted in the death of a pedestrian who was crossing Yorba Linda Boulevard on the west side which does not have a marked crosswalk. Figure 6 shows an aerial view of the intersection.
FIGURE 6: Dorinda Road & Yorba Linda Boulevard - Aerial
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments include the following:
• Pedestrian Crossing. The intersection's proximity to a middle school increases the likelihood of pedestrians crossing the west leg, as does the information provided in the crash report. Reconfigure the west leg of the intersection to include a marked crosswalk across Yorba Linda Boulevard with appropriate signage and pavement markings. While this will impact signal timing, it will provide pedestrians with a safer designated crossing point.
• Signal Timing. If not currently installed, Lead Pedestrian Interval (LPI) signal timing provides pedestrians with a WALK phase (typically 3 to 7 seconds) before the vehicle in that same direction receives a green indication. 7. WELSH PONY LANE & RED ROAN LANE
Crash Event: 11/1/2020; Pedestrian involved; Alcohol involved; 1 injured; Improper turning - Pedestrian was crossing in crosswalk at intersection
EXISTING CONDITIONS & CONCERNS
• This intersection is in a residential neighborhood with no direct access to a major arterial road. It is a three -leg intersection that is one-way stop controlled. The horizontal curvature of the road can result in reduced visibility for road users at the intersection. Both streets are cul-de-sacs, with the main entrance to Red Roan Lane coming from the west. There are no bike lanes and no marked crosswalks at the intersection (although the crash report stated the pedestrian was "crossing in crosswalk at intersection"). The crash reported at this location resulted in one injured pedestrian due to the improper turning of a vehicle while the pedestrian was crossing the intersection. Alcohol was also reported to be a factor in this crash. Figure 7 shows an aerial view of the intersection.
FIGURE 7: Welsh Pony Lane & Red Roan Lane - Aerial
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments include the following:
• Pedestrian Crossing. Installing a marked crosswalk and associated warning signs across Welsh Pony Lane would provide pedestrians with a designated crossing point at the intersection.
• Intersection Traffic Control Evaluation. It may be beneficial to reevaluate intersection warrants for all -way stop control, signalization, or a neighborhood traffic calming circle; additional studies must be performed to justify any installations. This would provide clear right-of-way rules and potentially reduce vehicle speeds, improving overall safety. • Signing & Striping. Installing "WATCH FOR CYCLISTS" or "SHARE THE ROAD" signs could help alert drivers of bicyclist activity at the intersection. Adding shared lane markings (SLMs) or"sharrows" would indicate that the road must be shared between cyclists and vehicles.

8. VAN BUREN STREET & YORBA LINDA BOULEVARD
Crash Event: 9/2/2020; Cyclists involved; Alcohol involved; 1 injured; Unsafe speed
EXISTING CONDITIONS & CONCERNS
Van Buren Street runs north -south, with the north leg being a residential area and the south providing direct access to Van Buren Elementary School. Yorba Linda Boulevard runs east -west and is a major arterial road that connects the local businesses around the area and has a speed limit of 45 mph. This intersection is controlled by a traffic signal and has standard white crosswalks. There are no bike lanes along either of these streets. The crash occurred west of the intersection and is reported to have had alcohol as a contributing factor. The driver was traveling at an unsafe speed (per the officer's report), striking and seriously injuring a cyclist. Given there is no existing bike lane, cyclists are traveling alongside motor vehicles in the general-purpose lanes. The west leg of this intersection is narrower than the east leg and the three through lanes drop down to two lanes after crossing the intersection going westbound. Figure 8 shows an aerial view of the intersection.
FIGURE 8: Van Buren Street & Yorba Linda Boulevard - Aerial
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
To address the potential needs identified at the intersection and understanding the limitations of the roadway geometry, the following treatments could be considered. • Speed Management.
o Evaluate operating speeds to determine the most appropriate posted speed limit for all segments approaching the intersection.
o Install speed feedback signs to help reduce drivers traveling above the posted speed limit.
• Signing & Striping. Installing "WATCH FOR CYCLISTS" or "SHARE THE ROAD" signs could help alert drivers of bicyclist activity at the intersection. Adding shared lane markings DKS

9. SOUTH MELROSE STREET & WEST LA JOLLA STREET
Crash Event: 5/7/2020; Cyclists involved; 1 injured; Improper turning
EXISTING CONDITIONS & CONCERNS
South Melrose Street & West La Jolla Street is an intersection that provides direct access to Melrose Elementary School on the northeast corner. This intersection has yellow high -visibility crosswalks and bike lanes on both sides of South Melrose Street, but only south of La Jolla Street. The intersection is controlled by a traffic signal, and it has all protected left turns. The eastbound traffic is limited by a no right -turn on red sign, which can help minimize the potential conflict of vehicles with pedestrians and cyclists crossing the crosswalk. The crash involving a bicyclist that occurred near this intersection occurred just south of the intersection. It was reported as a broadside incident with improper turning by the motor vehicle driver. Only one leg of the intersection has existing bike lanes, but students are presumably approaching from all directions. Figure 9 shows an aerial view of the intersection.
FIGURE 9: South Melrose Street & West La Jolla Street - Aerial
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
Potential treatments include the following:
• Signing. Installing no right -turn on red signs for all approaches can help minimize any potential conflicts between vehicles and pedestrians/cyclists crossing the intersection. This may also help discourage drivers from entering the bike lane or crosswalk prematurely if the driver will ultimately still have to wait for the green light to be able to make the turn. • Signal Timing. If not currently installed, Lead Pedestrian Interval (LPI) signal timing provides pedestrians with a WALK phase (typically 3 to 7 seconds) before the vehicle in that DKS

same direction receives a green indication. This can reduce conflicts between turning motor vehicle drivers and pedestrians or bicyclists in the crosswalk. • Improved Bike Lane.
o Protected Bike Lane. Installing a barrier between the bike lane and the vehicles could provide an extra level of protection for cyclists. This vertical barrier can vary between a raised curb, flexible posts, or bollards. Rumble strips can also help alert the driver that they are entering the bike lane.
o Connected Bike Network. It is important to provide riders with a complete and safe bike path to the school from all directions.
10.CASA ORO DRIVE & CASA HERMOSA DRIVE
Crash Event: 12/26/2019; Pedestrian involved; 1 fatality; Driving under the influence; Pedestrian was in the road
EXISTING CONDITIONS & CONCERNS
Casa Oro Drive runs north -south and leads to an arterial road, El Cajon Avenue. This intersection is in a residential neighborhood with no posted speed limits. Casa Hermosa Drive runs east -west and is a small street leading to a cul-de-sac with Casa Oro Drive being its only access point. There are no marked crosswalks. Cul-de-sacs tend to have higher than normal pedestrian and bicycle activity because of the sense of safety the community gets from them. The crash occurred to the north of this intersection towards the end of the cul-de-sac, with one fatality. The driver was noted to be under the influence and the pedestrian involved was in the road; this happened during the day.
Figure 10 shows an aerial view of the intersection.
FIGURE 10: Casa Oro Drive & Casa Hermosa Drive - Aerial
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
There are no apparent needs at the intersection. Although this is a tragic incident, the intersection function and design do not seem to have been a factor in this crash. The volumes and speeds are DKS

normally low in residential areas and the pedestrian and bike activity are usually higher than a through street. There are a few potential treatments for consideration. • Signing. Installing appropriate signage would warn drivers that Casa Hermosa Drive is not a through street. There is a "NO OUTLET" sign, south of the intersection, at El Cajon Avenue and Casa Oro Drive. There could be an additional "DEAD END" sign at the intersection of the incident to steer away any infrequent drivers from the neighborhood. An alternative would be installing a warning sign, such as, "WATCH FOR PEDESTRIANS & CYCLISTS" could help alert drivers to the higher -than -normal pedestrian and bicyclist activity. • Traffic Calming Treatments. Installing speed management treatments (e.g., a speed bump) in the area can reduce potential unsafe speeds near the neighborhood, however, further studies must be done to justify the installation. Coordination with emergency and incident response agencies must be done for speed management treatments.
11. NORTH COMMUNITY DRIVE & ORANGETHORPE AVENUE
Crash Event: 1/5/2018; Pedestrian involved; 1 injured; Pedestrian Violation- Crossing not in crosswalk
EXISTING CONDITIONS & CONCERNS
North Community Drive intersects Orangethorpe Avenue running north -south; the north side is the entrance to a senior living community and the south side is a driveway into a parking lot for the local business. This is a two-way stop -controlled intersection, and there are no crosswalks.
Orangethorpe Avenue runs east -west, serving as a major arterial road connecting various neighborhoods and commercial areas in the region with a 45 mph speed limit. There are bike lanes running along Orangethorpe Avenue. The north side of Orangethorpe Avenue has sidewalks connecting to the nearest traffic signal intersections; however, this is not true for the southside. A bus stop at the northwest corner of the intersection has a bench and a trash can. There is also a bus stop on the southeast corner of the intersection, but this has no additional accommodations nor access to a marked crosswalk to cross Orangethorpe Avenue. The crash reported at this intersection involved a pedestrian crossing Orangethorpe Avenue and being struck by a motor vehicle. Figure 11 shows an aerial view of the intersection.
FIGURE 11: North Community Drive & Orangethorpe Avenue - Aerial YORBA LINDA ACTIVE TRANSPORTATION PROJECT • KSI CRASH LOCATION ASSESSMENT • AUGUST 27, 2024 15 Appendices
Yorba Linda -Placentia 1081
This intersection appears to lack features for convenient pedestrian travel in the area. The absence of sidewalks along the south side of Orangethorpe Avenue may result in pedestrians walking on uneven landscaping or along the bike lane along the 45 mph speed limit arterial. Crossing Orangethorpe Avenue spans more than 100 feet at this location without dedicated pedestrian crossings. The bus stop located on the southeast corner lacks connectivity to sidewalks or crosswalks, requiring commuters to disembark and potentially navigate traffic to reach their destination. This issue is particularly important for the senior community on the north side of the intersection. These residents, who may often walk to destinations (and may use assistive devices), require high visibility and safe crossing options to access essential services and amenities.
POTENTIAL LOCATION -SPECIFIC COUNTERMEASURES
To address the potential needs identified at the intersection of Orangethorpe Avenue & North Community Drive, several safety countermeasures should be considered. • Pedestrian Crossing. Installing a marked crosswalk across Orangethorpe Avenue with appropriate signage and pavement markings would provide pedestrians with a designated crossing point.
o Pedestrian Refuge. Additionally, incorporating a pedestrian refuge island in the middle of the intersection could reduce crossing distance, allowing pedestrians to cross one direction of traffic at a time. This will need to be balanced with left -turning vehicle needs.
o Rectangular Rapid Flashing Beacon. To improve pedestrian visibility and crossing safety, installing a Rectangular Rapid Flashing Beacon (RRFB) at the crosswalk would alert drivers to the presence of pedestrians and encourage them to yield. • Intersection Traffic Control Evaluation. Given the current traffic dynamics, it may be beneficial to reevaluate the intersection's signalization criteria. While the intersection might not currently meet the warrants for a full signal or a 4 -way stop due to low traffic volume on North Community Drive, reassessing the traffic patterns and pedestrian volumes could justify consideration of other traffic control options. This would provide clear right-of-way rules and potentially reduce vehicle speeds, improving overall safety. • Transit Access. Addressing the bus stop on the southeast corner is crucial. Moving it closer to a signalized intersection or providing a designated crosswalk connection would ensure safer access for bus riders, reducing the need for them to navigate across Orangethorpe Avenue in unsafe conditions.
SYSTEMIC TREATMENTS TO CONSIDER
Although the 11 KSI locations represent isolated incidents, they are indicative of a broader systemic issue within Yorba Linda and Placentia's transportation network. After analyzing the sites, the team noticed similarities in the recommendations. The following treatments should be considered for both cities, where feasible.
• Marked Crosswalks. Provide pedestrians a clearly marked path for them to safely cross intersections that are too wide, provide direct access to destinations of interest and transit stops, and provide a safer environment on roadways with higher speeds.
DKS
YORBA LINDA ACTIVE TRANSPORTATION PROJECT • KSI CRASH LOCATION ASSESSMENT • AUGUST 27, 2024 16 Active Transportation Plan
Appendices 1082
o Pedestrian Facility Visibility Improvements. High visibility crosswalk markings and additional signing can increase drivers' awareness of pedestrian and bicyclist activity.
• Traffic Control. It may be beneficial to reevaluate the intersection's traffic control through signal and all -way stop warrant analysis. Reassessing the traffic patterns and pedestrian volumes could justify other traffic control options, such as small neighborhood traffic calming circles.
• Curb Bulb -outs. Consider bulb -outs to reduce the crossing distance for pedestrians and bicyclists, as well as reduce the turning radius.
• Speed Management. Reassessing posted speed limits that consider roadway conditions and active transportation activities can improve safety. Adding traffic calming devices (e.g., speed bumps, curb bulb -outs, etc.) can further reduce operating speeds, however, further studies must be done to justify the installation.
o Horizontal Curve Signing. While less common in urban and residential areas, horizontal curve warning signs provide drivers information to safely navigate roadway conditions. These low-cost treatments can provide speed reduction and safety benefits.
• Bike Lanes. Providing riders with a complete and safe bike path network within Yorba Linda and Placentia, especially near schools, should be considered. Installing protected bike lanes can ensure an extra level of caution and protection. A vertical barrier between the bike lane and the vehicles can vary; a raised curb, flexible posts, or bollards are all examples of what can be used. Rumble strips can also help alert the driver that they are entering the bike lane.
• Impaired Driving Campaigns: Education and Enforcement. Over half of the fatal and serious injury crashes studied at these locations (6 of 11 crash events at these locations) involved one or more impaired road users. Consider working with health advocates, local law enforcement and state agencies, and local businesses such as bars and restaurants to promote sober road use through established or new educational or enforcement activities.
CONCLUSION AND NEXT STEPS
Yorba Linda and Placentia should review this initial desk exercise and confirm real -world conditions for any findings and potential treatments.
Beyond these 11 intersections, Yorba Linda and Placentia should consider the overall themes discussed in this memo and consider treatments (especially low-cost, systemic treatments) at locations exhibiting similar roadway conditions and traffic patterns (for all road users), regardless of past crash history.

Agenda Item No: 3.b
PLACENTIA CITY COUNCIL AGENDA REPORT
Meeting Date: January 14, 2025
Submitted by: Carole Wayman
From: City Clerk
Subject:
Annual City Council Appointments to Various Intergovernmental Agencies, Associations, and City Subcommittees
Financial Impact:
Fiscal Impact: None
Summary:
City Council Members represent the City on various intergovernmental agencies, associations, and City subcommittees which consider and/or recommend policy and legislation that directly affects the City. These appointments are reviewed and modified annually following the reorganization of the City Council and/or swearing in of new Council Members. This item is being presented to give the City Council the opportunity to make annual appointments to various intergovernmental agencies, associations, and subcommittees. for 2025.
Recommendation:
Recommended Action: It is recommended that the City Council:
1. Review the attached list of current appointments to the various intergovernmental agencies, associations, and City subcommittees and make appointments as desired; and
2. Direct Staff to notify the various intergovernmental agencies, associations and City subcommittees of the City Council appointments.
Discussion:
Each year after City Council reorganization and/or swearing in of new Council Members, the Mayor and City Council must consider appointments to numerous intergovernmental agencies, associations, and City subcommittees. These agencies, associations, and subcommittees include, but are not limited to the following:
• League of California Cities Orange County Division
• Association of California Cities Orange County
• Orange County Sanitation District
• Santa Ana Flood Control Protection Agency
• Southern California Association of Governments
1115
The Fair Political Practices Commission (FPPC) has modified its rules governing the appointment process, to account for the fact that councilmembers may be voting on an appointment that will give them additional compensation for serving on outside boards.
Councilmembers may participate in the vote to appoint themselves so long as, prior to the meeting, the City has posted an updated copy of FPPC Form 806, which details current appointments and compensation. The City is in compliance with this requirement. Attached is a list of the current appointments to various agencies, associations, and subcommittees along with the stipend, if any.
