before an event which will be applied to the next allocation period. The applicant will forfeit all payments/deposits and will be held financially responsible for all outstanding fees associated with the permit for events cancelled within fourteen (14) days before an event.
User group may adjust permit to increase usage, but are not permitted to reduce use.
The City of Beaumont reserves the right to cancel Sports Fields Use Permits without notice due to unforeseen circumstances and/or renovation schedules.
FIELD ALLOCATION PROCESS:
Allocations will not be finalized until all required documentation has been submitted.
Incomplete applications will not be accepted.
• Permits are created based on the following criteria: season, sport, number of teams per organization, group classification, age division and league seniority, history of financial obligations, history of strikes issued.
• Permit requests are reviewed with the RYNP Organizations. • User group meetings are scheduled to review allocated field space with all assigned users on each field to resolve any schedule conflicts.
• Permits and user agreements are emailed to the Main Contact signer/representative of the organization.
• Any RYNP organization that has been allocated space and does not intend to use it regularly, must notify the Community Services Department in writing at least two (2) weeks prior to their intent to release their allocation. Any applicable fees will be collected with less than two weeks notice. Released fields will be evaluated and re -allocated per the allocation guidelines. Any fields released by an organization will not be re -instated, but may be requested for the following allocation period.
• Permit Cancelation Fee may be applied to any request submitted less than fourteen [14) days in advance of requested usage.
Use of facilities will be limited to weekdays, 2:00 p.m. - 10:00 p.m., and Saturdays and Sundays, 8:00 a.m. - 10:00 p.m. Permits may be extended on a conditional use agreement.
Park curfew is 10:00 p.m. - 7:00 a.m. Sports Fields are closed from time to time for maintenance and on all major holidays. Permits may be obtained on a rental basis or conditional use agreement. Groups failing to comply with scheduled field closures may have their permits revoked.
The Community Services Department's first priority is to provide game facilities and to maintain the facility. Practice requirements are the second priority.
In allotting facilities, the City will also consider returning teams in each group, over new teams. New teams and organizations must still attend the Sports Field Allocation Meeting.
New teams desiring field use will be placed on a one year wait list. This applies to leagues anticipating a split to form a new league/program or individuals planning to organize a new sports program. This will provide the time necessary to study the impact of the new program City of Beaumont Sports Field Policy Handbook Page 9

on existing facilities.
Every attempt will be made to meet schedule requests. However, youth organizations should not assume field availability for new/or expanding programs. The City has the final say in which field(s) your organization is assigned. Priority does not guarantee that your organization will receive all the fields or times requested.
SNACK BAR USE
Groups approved for snack bar use must enter into a seasonal facility use agreement with the City. This agreement will outline responsibilities. usage periods. and facility standards. All food sales must comply with Riverside County Health Department codes and requirements. Organizations operating a snack bar must also submit proof of insurance. a City of BeaumontBusiness License. and a Riverside County Health Permit before approval is granted. Submittal instructions will be provided upon request.

Staff Report
TO: Honorable Mayor and Members of the City Council
FROM: Kari Mendoza, Interim Deputy City Manager
BY: Olivia Yenulonis, HR/Risk Analyst
DATE: July 21, 2026
SUBJECT: Adoption of Uniform Compensation Plan and Reclassification of Current Positions
Description: Uniform Compensation Plan update to reflect the position title changes recommended by Evergreen as part of the classification and compensation study.
Motion:
If City Council determines that staff's recommendation is appropriate, the following motion is provided:
I move to approve the attached Uniform Compensation Plan with the recommended position classification changes.
Recommendation:
The proposed Uniform Compensation Plan implements the recommendations of the City's comprehensive Classification and Compensation Study conducted by Evergreen Solutions, which included a review of all classifications, a market compensation analysis, and an organizational assessment. The revised plan updates classification titles and salary ranges to align the City's compensation structure with the market median and incorporates negotiated changes with the City's bargaining units. In addition, the proposed organizational changes reallocate existing staffing resources to better support operational priorities, improve service delivery, enhance succession planning, and address evolving departmental needs. Approval of the revised Uniform Compensation Plan and associated organizational changes will strengthen the City's ability to recruit and retain qualified employees while maintaining fiscal responsibility and supporting the City's long-term strategic objectives.
Discussion:
In June 2025, the City retained Evergreen Solutions, to conduct a comprehensive Classification and Compensation Study in preparation for successor Memoranda of Understanding (MOUs). The study included a comprehensive review of all existing
classifications, an analysis of comparable market agencies, and recommendations to ensure the City's compensation structure remains competitive and equitable. As a result of the study, Evergreen recommended updates to several classification titles and salary ranges to align the City's pay structure with the 50th percentile of the comparable market. The attached Uniform Compensation Plan has been revised to incorporate these recommendations.
In addition to the compensation analysis, Evergreen completed an organizational assessment that evaluated departmental structures and long-term staffing needs. The assessment provides a framework to support operational efficiencies, succession planning, and the City's growing service demands. The chart below is a list of recommended title changes that were thus negotiated with the respected MOU groups.

Separately, staff have identified organizational changes within operating departments to improve service delivery and better align staffing resources with operational needs.
Within the Police Department, staff recommend eliminating one vacant Police Sergeant position to create three additional Community Service Officer positions to assist with the
upcoming Drone First Response program. Within the same department, staff also recommends reclassifying one Support Services Specialist position to one a Property and Evidence Technician position.
Within the Community Services Department, staff recommend eliminating one Lead Building and Grounds Maintenance Worker position to establish a second Building and Grounds Maintenance Supervisor position and eliminating one vacant Facility Maintenance Technician position to create one additional Building and Grounds Maintenance Worker position.
Approval of the revised Uniform Compensation Plan and the associated organizational changes will implement the recommendations of the Classification and Compensation Study, enhance the City's ability to recruit and retain qualified employees, support succession planning efforts, and position the organization to meet current and future service needs while maintaining sound fiscal stewardship.
Fiscal Impact:
The revised uniform compensation and classification plan presented by Evergreen Solutions was captured in the adopted FY26/27 personnel budget for the respected departments. The additional negotiated adjustments will adjusted with the mid -year budget.
The elimination of one Police Sergeant within the Police Department 100-2050-6010- 000 and the addition of three Community Services Officers 100-2090-6010-000 will result in $50,000 salary savings in 100-2050-6010-000. The reclassification of one Support Services Specialist position to one a Property and Evidence Technician position has no fiscal impact to 100-2090-6010-000.
The proposed reclassifications within the Community Services Departments also result in salary savings of $29,000 in 100-6000-6010-000.
The cost to prepare this staff report is estimated to be $675.
