Ralston Segment 3 Pavement Project - Staff Report

STAFF REPORT
Meeting Date: March 14, 2023
Agency: City of Belmont
Staff Contact: Bozhena Palatnik, Public Works, (650) 595-7463, [email protected] Agenda Title: Ralston Avenue Pavement Rehabilitation Project, CCN 2023-622 Agenda Action: Resolution
Recommendation
Adopt a resolution approving plans and specifications, authorizing advertisement for sealed bids, authorizing a budget appropriation of $2,173,296 from Measure I Fund balance to the Ralston Segment 3 Re-Pavement Project #3116, authorizing the City Manager to execute a contract with the lowest responsible bidder for an amount not to exceed $1,850,123 plus a ten percent construction contingency, and approving a task order for construction management services with MNS Engineers, Inc. for an amount not to exceed $258,525 for the Ralston Avenue Pavement Rehabilitation Project, CCN 2023-622.

Strategic Focus Area
Infrastructure and Mobility
Background
The City recently completed improvements on Ralston Avenue between South Road and Villa Avenue, as part of the Ralston Avenue Corridor Improvements project – Segment 3. The improvements installed to date include modifications to the curb, gutter, sidewalk and new pedestrian crossings. The improvement plans also included pavement section base repairs followed by slurry seal and striping improvements.

However, during construction it was realized that the condition of the pavement had deteriorated further than was initially identified during the design process and therefore the pavement dig-outs and slurry seal would not provide suitable pavement rehabilitation strategy prior to the placement of the pavement markings. After discussions with the contractor and additional research, the City determined that the Ralston Avenue pavement should be rehabilitated using Cold In-Place Recycling (CIR) method.

CIR is a rehabilitation technique that reuses existing pavement without applying heat. It involves grinding the top 3-6 inches of existing asphalt surface. The reclaimed asphalt pavement is sized per design specifications and mixed with a recycling agent and/or binder in the machine’s heavy-duty chamber before it is put down on the same road. The new mix is spread uniformly across the road by the machine’s spreading auger, which allows the paving screed to place and compact in a single sweep.

CIR is typically a faster, cheaper, safer and greener method to improve roadway surfaces. CIR uses a single unit train that does not leave a lowered section or hole that limits access for emergency vehicles.

The CIR surface can be traveled on within minutes of completion. This translates into reduced disruption of services to the traveling public.

Ralston Segment 3 Pavement Project - Staff Report
Analysis
In in May 2022 Council authorized additional funding (Measure I) to augment existing grant funds to reconstruct the pavement, focusing the project benefits on the long-term investment to the roadway using CIPR. However, since Council approval in May, the contractor was unable to commit to the schedule for work to occur during summer of 2022 and before start of school’s fall schedules, and more problematically, they did not honor the originally estimated cost to complete the cold in-place recycled pavement rehabilitation. As a result, and to prevent cost overruns and disruptions to the heavily traveled corridor, the pavement work is proposed for construction in summer 2023 under a separate contract to complete pavement rehabilitation and restriping work along the Ralston Segment 3 project corridor.

Staff solicited proposals from qualified civil engineering firms under its on-call agreements to provide design services and selected Wilsey Ham to design the project. The design is now complete and includes pavement rehabilitation of Ralston Avenue between Villa Avenue and South Road consisting of pavement base repairs, 3-inch cold-in-place-recycled pavement overlaid with 1.5” Hot Mix Asphalt.

To ensure proper construction management support, staff requested proposals from its on-call consultants and selected MNS Engineers, Inc. based on their previous successful experience with these types of projects. The project construction time is estimated at 45 working days. The engineer’s construction estimate for this project is $1,850,123. The construction management and inspection services cost are $258,525.

The construction management and inspection component of the project are essential for successful implementation. The following tasks are covered by construction management services:
• Conduct constructability review
• Provide construction oversight and full-time inspection of work • Address unforeseen field conditions and provide directions to the contractor based on input from Project Manager and Project Engineer
• Check contractor’s certified payroll and its compliance with Caltrans rates • Organize and conduct weekly progress meeting
• Review construction submittals for compliance
• Coordinate third party compaction testing
• Track and manage contract updates
• Estimate and track extra work
• Produce daily inspection logs
• Review and process progress payments and change orders • Organize project completion punch list items, compile final punch list and ensure its completion • Produce as-built redlines
