The Reserve Account provides for collection by the District of funds to operate the District from the time period of July 1 (beginning of the fiscal year) through January when the County provides the City with the first installment of assessments collected from the property tax bills. The Reserve Account eliminates the need for the City to transfer funds from non-district accounts to pay for District charges during the first months of the fiscal year. The Capital Reserve includes repairs to the improvements and facilities that are not included in the yearly maintenance costs. This may include repair of damaged amenities due to vandalism, storms, etc. Also included may be planned upgrades or replacements of the improvements and equipment that provide a direct benefit to the District.

A Resolution Approving a Wildland Protection Agreement (WPA) Between the City of Hemet and the California Department of Forestry and Fire Protection (CAL FIRE) for Fire Protection Services for Fiscal Year 2026–2027
RECOMMENDED ACTION:
It is respectfully recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2026-___ - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HEMET, CALIFORNIA, APPROVING A WILDLAND PROTECTION AGREEMENT BETWEEN THE
CITY OF HEMET AND THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION (CAL FIRE) FOR FIRE PROTECTION SERVICES FOR FISCAL YEAR 2026-2027,
IN A FINAL FORM APPROVED BY THE CITY ATTORNEY, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE AGREEMENT AND TAKE ALL ACTIONS NECESSARY TO
IMPLEMENT ITS TERMS
BACKGROUND:
The Myers Fire ignited on September 3, 2025, on the north side of Hemet near the intersection of Myers Street and Devonshire Avenue, burning approximately 120 acres of dry vegetation in the Tres Cerritos area.
Due to its proximity to residential neighborhoods, evacuation orders were issued for nearby communities, including Pepper Tree. A coordinated multi-agency response, led by Hemet Fire, utilized both ground and aerial resources to contain the incident. Forward progress was halted within hours, no structures were lost, and evacuation orders were lifted later that same day. Full containment was achieved shortly thereafter.
The Tres Cerritos and roughly is oriented between Esplanade Ave. to the North, Devonshire Ave. to the South, Warren Rd. To the West, and Cawston Ave. to the East. The City of Hemet is responsible for providing fire protection services within its Local Responsibility Area (LRA), which includes approximately 417 acres of wildland interface in the area of Tres Cerritos.
17.E.
To protect the communities around Tres Cerritos during the Myers Incident, Hemet Fire required substantial specialized assistance from CAL FIRE. The resources used were:
Resource Number
Type 3 Engines 4
Type 1 Engines 16
Hand Crews 1
Helicopters 2
Fixed Wing 2
Water Tenders 2
The estimated cost for the services provided by CAL Fire is approximately $219,503.
If this agreement were in place prior to the Myers Fire, there would be no additional charge to the City of Hemet for the resources provided.
ANALYSIS:
This agreement will enable CAL FIRE to provide wildland fire protection services within designated areas of the City at a level consistent with those provided in adjacent State Responsibility Areas (SRA). The agreement is authorized under Section 4142 of the California Public Resources Code, which allows for cooperative fire protection agreements between local agencies and the State.
The proposed agreement covers the period of July 1, 2026, through June 30, 2027, with a total cost of $22,227.58. This amount is based on a per-acre rate of $47.55 plus a 12.10% administrative fee.
Under the terms of the agreement:
CAL FIRE agrees to:
Provide wildland fire protection services within the designated LRA. Deliver services consistent with those provided in adjacent State Responsibility Areas. Dispatch resources based on availability and preplanned response protocols.
City of Hemet agrees to:
Reimburse CAL FIRE for services based on the agreed per-acre rate. Provide mutual aid response for wildland fires within the agreement area. Maintain responsibility for structural fire protection within City limits.
Fire protection services will be coordinated through established dispatch systems and managed using the Incident Command System (ICS) with Unified Command between CAL FIRE and City personnel.
The agreement also includes provisions for annual operating plans, mutual aid coordination, and fire prevention activities, ensuring a comprehensive and cooperative approach to wildfire management.
DISCUSSION:
Entering into this agreement ensures reliable wildland fire protection for areas within the City that are at risk of wildfire. Partnering with CAL FIRE provides access to specialized resources, personnel, and expertise that would otherwise be cost-prohibitive for the City to maintain independently.
17.E.
This agreement supports regional coordination and enhances emergency response capabilities, particularly during periods of elevated fire danger. It also aligns with best practices for interagency cooperation in wildland fire management.
PREVIOUS COUNCIL ACTION:
None
STRATEGIC PLAN INTEGRATION:
GOAL ONE: QUALITY OF LIFE:
To ensure that Hemet is safe, clean, attractive and comfortable for all who live, work, and visit.
Objective 3: Increase Public Safety visibility and response.
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.
Objective 1: Operate in a financially sustainable manner.
Objective 2: Evaluate existing practices to ensure continuity with industry best practices.
Objective 3: Provide Council with policies that are consistent while lessening liabilities.
FISCAL IMPACT:
The total cost of the agreement is $22,227.58 for Fiscal Year 2026–2027. Funding for this agreement will require an appropriation included in the Fire Department’s FY 26/27 operating budget.
ALTERNATIVE(S):
1. Do not approve the Wildland Protection Reimbursement Agreement, which would require the City to independently provide wildland fire protection services; or
2. Provide alternative direction to the Interim City Manager.

OPERATING PLAN
1. OVERVIEW
This Operating Plan, hereinafter referred to as PLAN, is between the California Department of Forestry & Fire Protection, Riverside Unit, hereinafter referred to as CAL FIRE and the City of Hemet Fire Department, hereinafter referred to as CITY. It has been developed to specifically address the Agreement for Protection of Wildlands within a Local Agency, hereinafter referred to as AGREEMENT, between CAL FIRE and CITY for wildland fire protection within the city limits.
2. AUTHORITY
The PLAN is required of both CAL FIRE and CITY as part of the AGREEMENT dated July 1, 2026.
3. PURPOSE
This PLAN will provide the Unit Chief of CAL FIRE and the Fire Chief of CITY a means for executing the AGREEMENT and is hereby attached as Exhibit B with appendices B-1 and B-2 to that AGREEMENT.
4. DEFINITIONS AND RESTRICTIONS
See AGREEMENT for definitions and descriptions of general terms. This PLAN does not allow either agency to operate outside the limitations in the AGREEMENT.
5. PROCEDURES
A. Fire Reporting/Reports-When CITY receives a report of a wildfire within the area of the AGREEMENT, it shall promptly notify the Riverside Unit Emergency Command Center (ECC). Each agency will process their appropriate reports and make the information available, upon request of the other agency, in no more than 60 days.
B. Incident Management-The Incident Command System (ICS) will be used to manage wildfires within the area of the AGREEMENT. Unified Command will be implemented with a CAL FIRE representative and a CITY representative.

C. Fires within the area of the AGREEMENT-Each agency will maintain a preplanned initial attack response (PIAR) for fires within the area of the AGREEMENT. See Appendices B-1 and B-2. Immediate cooperation between agency dispatch centers will occur to ensure prompt response of appropriate resources into the area of the fire. CAL FIRE resources will be ordered according to the terms of the AGREEMENT through the ECC. Any augmentation of the preplanned CAL FIRE response, with CAL FIRE resources, shall be authorized by a CAL FIRE Incident Commander or Agency Representative. Augmentation of the preplanned response may require a post incident audit. The audit will seek to demonstrate that adjacent CAL FIRE Direct Protection Areas (DPA’s) were threatened, or that the augmentation was justified on a cost efficiency basis. Local government and private resources will be ordered through the CITY dispatch center (DISPATCH) to ensure proper utilization of the Master Mutual Aid Agreement.
D. Mutual Aid-All initial attack resources will be considered mutual aid for the purpose of this AGREEMENT.
E. Initial Attack-Initial attack resources will always be based on the closest resources concept identified in the PIAR. See Appendices B-1 and B-2.
F. Move-Up & Cover-Station coverage will be exchanged between both agencies when appropriate. To prevent long-term coverage problems to either agency, the covering agency’s engines will be replaced with the covered agency’s resources as soon as it is practical to do so.
G. Fire Information: Unified Command1. Both agencies will enter into a unified command structure to manage the incident by establishing a common set of incident objectives and strategies.
This will be accomplished without losing or abdicating agency authority, responsibility or accountability. A Unified Ordering Point will be identified and established.
2. Representatives of both agencies will meet as needed to discuss procedures governing and locations of potential Information Centers. Both agencies will strive to maintain a roster of certified Public Information Officers for use during emergencies.
3. The Unified Command will determine which agency will provide the Lead Information Officer. Normally, it will be the agency with the greatest commitment of resources on the incident.
H. Representatives of CAL FIRE and CITY, of the rank of Battalion Chief or higher, may order resources directly from the ECC or DISPATCH when an immediate need arises.

BACKGROUND:
The City of Hemet Facilities Maintenance Division is responsible for the repair and maintenance of over 50 City-owned buildings. As part of those responsibilities, the Division administers a number of City service contracts, including a contract for janitorial services.
The janitorial services contract requires a qualified vendor to provide all labor and supervision necessary for daily, weekly, monthly, bi-monthly, quarterly, semi-annual, annual, and on-call janitorial services at the following locations:
City Hall
Police Department (Administration, Dispatch, Jail Cells, Substations) Police Department Special Unit facilities (PACT, GTF, GIT) Covell/Fire Administration

Public Library
17.F.
The quarterly and semi-annual services include carpet cleaning, floor waxing, and window washing.
The on-call services include, but are not limited to, unscheduled cleaning, special-event cleaning, chair cleaning, and power-washing sidewalks and exterior walls.
ANALYSIS:
On March 2, 2026, the Procurement Administrator issued a competitive Request for Proposals (RFP) for janitorial services through the PlanetBids platform, where 126 vendors were notified. A total of fifteen (15) proposals were received. Upon review, eight (8) proposals were determined to be responsive and met the minimum qualifications outlined in the RFP, while the remaining proposals were deemed non-responsive. The eight responsive firms, listed below, were subsequently evaluated and scored by the selection committee.

Following a comprehensive evaluation and scoring process, Aztec Janitorial Services, Inc. was determined to be the most responsive and responsible proposer, providing the best overall value to the City based on qualifications, experience, and cost. The overall scoring summary is included in Attachment 2.
DISCUSSION:
Aztec Janitorial Services, a division of Aztec Landscaping, Inc., has over 35 years of experience providing janitorial and facility maintenance services. Established in 1971, the firm has demonstrated long-term stability and the capacity to support large-scale municipal operations.
Aztec’s proposal reflects a strong operational approach, including a detailed staffing plan, quality control program, and responsiveness protocols designed to ensure consistent service delivery across all City facilities. Their submittal includes structured inspection tools such as building deficiency checklists and quality control reporting, which will allow City staff to monitor performance and maintain accountability throughout the contract term.
17.F.
The firm also emphasizes employee training, retention, and safety, supported by a formal Injury and Illness Prevention Program (IIPP) and an annual training matrix. This approach helps ensure that staff are properly trained, reducing risk and improving overall service quality.
Aztec demonstrated a commitment to sustainability through the use of green cleaning products, water-saving systems, microfiber technology, and HEPA-certified vacuum equipment, aligning with industry best practices and supporting the City’s environmental goals.
In addition, Aztec holds ISSA CIMS certification with honors, an industry-recognized standard for cleaning organizations that verifies quality systems, service delivery, and customer satisfaction processes.
The firm currently provides janitorial services to a number of public agencies and municipalities throughout Southern California and has teams set up locally in Menifee and Murrieta.
Overall, Aztec’s combination of experience, staffing capacity, quality control measures, and competitive pricing supports staff’s recommendation to award the janitorial services contract.
PREVIOUS COUNCIL ACTION:
On June 27, 2023, the City Council approved a three-year agreement with Coastal Building Services, Inc. to provide janitorial services for City facilities. The agreement has since reached the end of its initial term, and the City elected not to exercise the optional extensions.
STRATEGIC PLAN INTEGRATION:

Objective 1: Enhance the visual appearance of the community to make it attractive and reduce blight.
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS

Supervisors can review the checklist results, track compliance, and follow up on any outstanding tasks or concerns. The app also allows customization to accommodate evolving guidelines, seasonal cleaning variations, or specific event requirements, providing a flexible and efficient solution for maintaining its high standards.

Merchants Building Maintenance is a family owned and operated company with more than 6,000 employees and annual sales of more than 140 million dollars. Merchants is one of the largest janitorial service companies in the west. Our size and scope allow us to be cost effective while our commitment to quality and service make us exceptional.
Merchants is headquartered on the West Coast with branch offices in nine western states.
Our regional offices enjoy the autonomy that allows them to compete regionally by using applicable pay rates, benefits and standards of their unique geographic area. Regional managers and supervisors are free to determine strategies and actions that reflect the needs of their local clients with the support of the home office.
Since our founding we have committed ourselves to providing quality service, as a result we have compiled a portfolio of loyal and distinguished customers who have stayed with us year after year.
We would be happy to introduce you to our
team and give you a first-hand look at our

Merchants is unique in our approach to service in
the integrated facilities management sector.
Rather than just using subcontractors, or
“partners” to provide the service, we use our own
employees, supervised by our supervisors,
managed by our managers, and inspected by our
inspectors.
This approach allows us to have much more
direct control over the entire service delivery
process. Additionally, this also provides more
income for our employees on the front lines that
are providing the service.
No other cleaning company self-performs as
many sites as we do across California, Nevada,
and Arizona. Therefore, no other cleaning
company has as many Managers, Supervisors,
and Utility Crews in these markets.
This depth of management and supervision
resources allows us to provide the hands-on,
consistent service that our clients expect from us.
