Contact: Steve Hancock, Chris Porter 916-774-5631, 916-774-5615 [email protected], [email protected]
SUMMARY
Staff recommends approval of a contract purchase agreement with Burns & McDonnell Western Enterprises Inc. in the amount of $985,000 to provide data migration consulting services to migrate the current Geographic Information System Esri data to the Utility Network data structure. Partial funding for planned work in FY2026-27 is included within the Electric - Geographic Information System Upgrade Project budget for FY2026-27. Any future funding necessary will be included in proposed capital improvement project budgets and is contingent on City Council approval.
RECOMMENDATION
Staff recommends that the City Council adopt a resolution to approve Contract Purchase Agreement (3005881) with Burns & McDonnell Western Enterprises, Inc. for data migration consulting services to migrate the current GIS Esri data to the Utility Network data structure and authorize the City Manager to execute it on behalf of the City of Roseville.
BACKGROUND
The Electric Department is initiating a project to update and standardize its Geographic Information System (GIS) by migrating from Esri’s 10.8.1 platform and a legacy geometric network model to Esri’s Utility Network model on version 11.1. This transition reflects the City’s ongoing commitment to maintaining a resilient, scalable, and future-ready GIS infrastructure aligned with industry best practices. As part of the migration to the Utility Network, this project will also be upgrading Schneider Electric’s ArcFM solution to a version supporting Esri’s ArcGIS Enterprise 11.1. The Electric Department uses ArcFM to support designing, editing, and managing workflows.
Roseville Electric solicited proposals through Request for Proposal No. 07-104 GIS Esri Utility Network Data Migration. Eleven (11) vendor proposals were received and evaluated based on qualifications of firm and team, experience, references, project understanding and plan, and required documents. The evaluation team reviewed and scored the vendor proposals, selecting Burns & McDonnell Western Enterprises Inc. as the firm to provide the requested scope of services.
FISCAL IMPACT
The total cost of the agreement will not exceed $985,000. Partial funding for planned work in FY2026-27 is included within the Electric - Geographic Information System Upgrade Project budget for FY2026-27. Any future funding necessary will be included in proposed capital improvement project budgets and is contingent on City Council approval.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)). Approval of the Contract Purchase Agreement with Burns & McDonnell Western Enterprises Inc. meets the above criteria and is not subject to CEQA. No additional environmental review is required.

Insurance Submission Process
The City of Roseville Human Resources/Risk Management Department uses a service called EBIX to manage our insurance certificate tracking.
How It Works
● The vendor's contact information is entered into EBIX. EBIX will contact the vendor to request proof of insurance.
● The Vendor can forward the request to their Insurance Agent(s) if necessary. ● Vendor/Insurance Agent submits insurance to EBIX by email to [email protected] or by fax to (770) 325-5727. After faxing or emailing the certificate, please DO NOT send the certificate by mail to EBIX. Please do not mail, email or fax any certificates to the City of Roseville. ● Once submitted, EBIX reviews the insurance documentation. If there are deficiencies, EBIX will send a follow up letter or email requesting additional information.

Sub-contractor Plan and Project Delivery Responsibility As one of a limited number of firms in North America that have gained GIS certification as part of Schneider’s EcoXpert program, 1898 & Co. will engage Schneider Electric as a subconsultant for this project to support specific aspects of the ArcFM XI solution that are best delivered by the product owner.
Schneider Electric is the developer and steward of the ArcFM product suite and is widely recognized as the industry leader in electric utility GIS design, editing, and workflow solutions built on Esri’s ArcGIS platform.
Schneider Electric’s ArcFM solution has been used by electric utilities for decades to support critical design, editing, and data management workflows. ArcFM XI represents the current generation of this platform, purpose-built to operate with Esri’s Utility Network and ArcGIS Pro, and to support modern utility GIS requirements such as rules-based editing, session management, and scalable enterprise deployments.
Schneider Electric’s continued investment in ArcFM confirms alignment with Esri’s Utility Network roadmap and evolving utility operational needs.
As part of this engagement, Schneider Electric will provide targeted, product-specific support related to ArcFM XI, leveraging their direct knowledge of the software architecture, configuration options, and supported workflows. Their participation strengthens our overall delivery by providing authoritative guidance on ArcFM capabilities and supported configurations, while allowing 1898 & Co. to focus on overall project delivery, data migration, Utility Network design, integration coordination, testing, training, and project management.
The division of responsibilities for this project are as follows:
1898 & Co. Responsibilities:
1898 & Co. will serve as the prime consultant and will retain full responsibility for overall project management, delivery coordination, scope management, schedule, quality control, and communication with the City of Roseville. 1898 & Co. will lead the Utility Network data readiness assessment, data model design, migration execution, testing coordination, documentation, training, integration touchpoint coordination, cutover support, and hypercare.
Schneider Electric Responsibilities:
Schneider Electric will provide ArcFM XI product experience, including participation in ArcFM-related workshops, guidance on supported ArcFM XI configurations and workflows, and product-level knowledge transfer to support successful implementation within the City of Roseville’s ArcGIS Utility Network environment. Schneider Electric’s role is focused on ArcFM XI enablement and does not include ownership of overall project delivery or integration implementation.
The use of Schneider Electric as a subconsultant enhances solution quality and reduces implementation risk by confirming that ArcFM XI is applied in a manner consistent with vendor-supported practices, while maintaining a single point of accountability through 1898 & Co.

The TAMI application, used by thousands at FirstEnergy, is being redesigned for improved usability, advanced visualization, and integration with systems like Cascade. The project also covers extensive data cleanup to meet Utility Network standards, full system deployment, customized training, and detailed documentation to support long-term sustainability and self-sufficiency.
Project Challenges
A key challenge of this project has been migrating large volumes of mission-critical transmission network data while maintaining continuous availability for operational users. TAMI’s widespread use by thousands of employees added complexity to the redesign, requiring a user-first approach to avoid disruptions.
Additionally, aligning the migration effort with SAMP requires tight coordination with enterprise systems and asset management processes, including integration with legacy applications and evolving data governance models.
Solutions Implemented
To address these challenges, 1898 & Co. deployed a three-tier ArcGIS Enterprise environment to support development, testing, and a safe production rollout. We used ArcGIS Data Reviewer and custom validation workflows to identify and fix data issues before migration. The TAMI interface was rebuilt using modern ArcGIS APIs to enhance usability and integration. We delivered targeted training to GIS editors, admins, and support staff to build internal capability. After deployment, we led an eight-week stabilization period to resolve issues and transition the system to FirstEnergy’s internal team.
Outcomes and Impact
The implementation will result in a fully operational ArcGIS Utility Network designed to support FirstEnergy’s transmission GIS needs, enabling improved modeling, tracing, and asset connectivity. The reimagined TAMI interface is significantly enhancing system usability and staff efficiency, benefiting thousands of users across departments. The utility is now benefiting from more consistent, accurate GIS data and stronger alignment with asset management strategies under SAMP. With comprehensive documentation and targeted knowledge transfer, FirstEnergy’s GIS team is becoming well-positioned to manage and expand the new platform independently.

Our Understanding of Your Objectives
1898 & Co. recognizes that City of Roseville is undertaking a significant and strategic transformation of its electric distribution GIS by migrating from the existing Geometric Network model to the Esri Utility Network and ArcFM Editor XI. We recognize the limitations of the legacy system, including performance constraints, integration challenges, and the approaching end of ArcGIS Desktop support, and we will lead this transition to a more scalable, modern, and interoperable GIS platform.
We understand that this transition must occur while City of Roseville continues to support daily outage response, engineering design, asset maintenance, and customer service activities that depend on GIS accuracy and availability. The City of Roseville’s electric GIS is deeply embedded in downstream systems and established workflows, which means this migration must be carefully sequenced, well governed, and validated to avoid operational disruption.
Based on our understanding of the City of Roseville GIS environment and our experience with similar municipal electric utilities, success for this project requires balancing technical rigor with operational continuity and staff adoption.
Our general approach follows a disciplined, phased delivery model that emphasizes early risk identification, City validated decision points, iterative testing, and controlled progression to production. This approach is designed to reduce uncertainty, protect operational continuity, and provide City of Roseville with clear visibility into progress, risks, and upcoming decisions throughout the migration.
Our approach is designed to:
• Migrate City of Roseville’s electric GIS data into the Utility Network model • Preserve data integrity and accuracy through rigorous QA/QC and validation workflows • Implement key Utility Network capabilities including subnetworks, tracing, and associations tailored to your operational requirements
• Implement ArcFM Editor XI, GDBM XI
• Equip City of Roseville staff with the tools, training, and documentation needed to confidently manage and evolve the Utility Network in-house
• Deliver a fully documented, production-ready Utility Network that meets both current needs and future scalability goals
These objectives are designed to support not only a successful migration, but a system that Roseville staff can confidently operate, maintain, and evolve after project closeout.
By combining deep utility GIS delivery experience with a structured, client-focused methodology, 1898 & Co. is committed to helping City of Roseville modernize its electric distribution GIS and maximize long-term value from the Esri Utility Network and ArcFM XI.
As illustrated in Figure 3 below, we understand that the GIS geodatabase functions as an authoritative hub for multiple operational and planning systems, which reinforces the need for accuracy, stability, and disciplined change management throughout the utility network data migration.

PAGE 23
This understanding directly reflects the scope, sequencing, and evaluation priorities outlined in the City of Roseville RFP for Utility Network Data Migration.
Potential Challenges and Special Considerations
Based on our experience with similar municipal Utility Network projects, we have identified several key challenges that require deliberate planning and focused execution to achieve the City of Roseville’s stated goals.
1. Data Quality and Readiness
Data readiness is one of the most significant risk factors in any Utility Network migration. Legacy geometric networks often contain accumulated issues related to geometry integrity, orphaned features, inconsistent attribution, and domain drift that do not prevent day to day operations today but can surface as blocking errors during Utility Network validation.
For City of Roseville, the scale of the electric system, the number of asset classes, and the presence of long-standing editing workflows increase the importance of identifying and prioritizing data issues early. A structured readiness assessment, paired with severity-based remediation guidance and City review checkpoints, is critical to maintaining schedule control and avoiding downstream rework.
Special consideration is required to distinguish between issues that must be resolved prior to migration and those that can be addressed post migration without impacting network functionality.
2. Licensing and Platform Alignment
The transition to ArcGIS Enterprise 11.1, ArcGIS Pro, Utility Network, and ArcFM XI introduces dependencies across Esri and Schneider Electric platforms. Aligning versions, permissions, and deployment sequencing is a common challenge, particularly when multiple environments are involved.
Figure 3. A modernized electric distribution GIS gives City of Roseville long-term value.

PAGE 24
We recognize that the City will provide required licensing and infrastructure. However, careful coordination is required to confirm compatibility, avoid configuration drift between environments, and support stable testing and production cutover. Early validation of platform readiness and clear delineation of responsibilities between the City, Esri, Schneider Electric, and third-party vendors is essential.
3. Third-Party Systems and Integration Touchpoints
City of Roseville’s GIS supports multiple enterprise systems, including outage management, engineering analysis, asset management, and customer systems. While third-party vendors will manage changes on their respective platforms, the Utility Network migration will alter schemas, connectivity models, and service endpoints that these systems rely upon.
A common challenge in Utility Network projects is underestimating the coordination effort required to align assumptions, testing timelines, and data dependencies across vendors. Special consideration is required to manage these touchpoints without expanding scope or introducing ownership ambiguity.
Successful projects treat integrations as coordinated validation efforts rather than parallel implementations, with defined roles, shared test scenarios, and clear escalation paths.
4. User Adoption and Change Management
This project is not simply a technology upgrade driven by platform obsolescence. It is an opportunity for City of Roseville to modernize how GIS supports engineering, operations, and data governance.
Utility Network introduces new concepts such as associations, subnetworks, dirty areas, and ArcGIS Pro based editing that change how users interact with GIS. Without deliberate attention to adoption, these changes can create friction even when the underlying system is technically sound.
Special consideration must be given to:
• Role based training tailored to editors, administrators, and power users • Clear documentation of revised workflows and editing practices • Adequate stabilization time following cutover to build user confidence • Change management plan
5. Testing Capacity and Resource Constraints
The City has identified limited internal testing resources, which is common for municipal utilities. This constraint requires a testing strategy that is efficient, well scoped, and supported by clear test cases and defect tracking processes.
A key challenge is balancing thorough validation with realistic demands on City staff. Consultant-led testing preparation, combined with City executed validation at defined milestones, supports quality outcomes without overburdening internal resources.
6. Schedule Discipline and Decision Management
Utility Network projects often encounter delays not due to technical complexity, but due to unresolved decisions related to data modeling, asset classification, or workflow expectations. Without structured decision management, these issues can accumulate and impact schedule and cost.
Special consideration must be given to documenting decisions, confirming City approvals at key milestones, and maintaining alignment across stakeholders throughout the project lifecycle.

• Proactive and effective communications with City of Roseville project manager and stakeholders • Provide City of Roseville stakeholders with regular progress reports • Monitor scope/schedule/budget throughout the project
• Deliver the Work Plan for the initial set-up and ongoing delivery of services that addresses all tasks and proposed deliverables, and Change Management Plan to address and changes to SOW or project scope • Project Risk and Mitigation Plan that outlines project risks and mitigation strategies • Quality assurance/quality control (QA/QC) program for project deliverables Communication and Coordination Approach
Clear, consistent, and disciplined communication is essential to the success of a Utility Network migration, particularly when multiple City stakeholders, limited testing resources, and third-party vendors are involved. Our communication approach is designed to support transparency, timely decision-making, and predictable execution throughout the project lifecycle.
1898 & Co. will establish a structured communication framework at project initiation that defines meeting cadence, roles, decision points, and escalation paths. This framework is designed to keep City of Roseville leadership informed without overburdening staff, while maintaining alignment across technical and operational teams.
Key elements of our communication approach include:
Defined Meeting Cadence
We will facilitate recurring meetings aligned to project phase and need, including:
• Project kickoff and phase initiation meetings
• Weekly project status meetings focused on progress, risks, and upcoming decisions • Targeted workshops for data modeling, integrations, testing, and training • Ad hoc working sessions as required to resolve issues or support decisions Clear Documentation and Decision Tracking
All meetings will be supported by documented agendas, meeting notes, and action items. Key technical and business decisions will be recorded and tracked to support clarity, accountability, and schedule control. This approach reduces rework and helps maintain alignment as the project progresses.
Risk, Issue, and Change Communication
Risks, issues, and potential scope changes will be identified early and communicated clearly, along with recommended mitigation strategies. Our team will maintain visibility into these items and support City led decisions at defined checkpoints.
Collaboration Tools and Information Access
A shared project workspace will be used to provide controlled access to project documentation, schedules, deliverables, and meeting records. This supports version control, visibility, and efficient collaboration across City staff and project participants.
Escalation and Governance
An agreed escalation path will be established at project kickoff to support timely resolution of issues. This governance structure promotes efficient decision-making, minimizes delays, and aligns day-to-day execution with City priorities.
Figure 4 illustrates our proposed project escalation path and governance structure, showing how communication and decision-making flow between different organizational levels. Team Members raise issues and report progress to Docusign Envelope ID: ECD7075E-7800-8F2D-809F-AB017A9D5749

Team Leads, who coordinate with Project Leadership. Project Leadership then engages the Steering Committee for higher-level input and direction. The left-hand arrow represents the upward flow of communications, such as status updates and risks. The right-hand arrow shows how decisions and issue resolutions move back down through the organization. For City of Roseville, this structure adds value by promoting transparency, reducing delays in resolving issues, and aligning decisions with both day to day operations and strategic goals. It helps maintain momentum, minimizes risk, and supports effective coordination across all project roles. This communication approach supports City staff by providing predictability, transparency, and clear lines of responsibility throughout the Utility Network migration.

Tab E: Project and Implementation Overview
Approach and Methodology
1898 & Co. views City of Roseville’s transition to Esri’s ArcGIS Utility Network as a foundational opportunity to advance operational performance, increase system reliability, and support enterprise-wide collaboration. We will work collaboratively with City of Roseville throughout this project to enable the transition to be successful and aligned with their strategic goals. This is not simply a technical upgrade; it is a strategic initiative that positions City of Roseville to meet the evolving demands of electric utility operations.
To successfully migrate to the Utility Network and move to the ArcFM XI Solution, City of Roseville will need a strategy that aligns technical execution with organizational readiness, combining data assessment, a utility-specific data model, and a migration framework that integrates with OMS, Synergi, FME, and Maximo. Just as critical are training and change management to equip staff across GIS, operations, and engineering to excel in the future state environments and processes. With these in place, City of Roseville can fully unlock the Utility Network’s potential to improve reliability, streamline workflows, and support real-time decisions.
To support City of Roseville’s strategic transition to the Esri Utility Network and ArcFM XI, 1898 & Co. proposes a structured and phased approach that aligns technical delivery with organizational goals. This methodology supports a smooth migration while strengthening system integration, data quality, and long-term operational capability. Our overall approach is shown in Figure 5.
Figure 5. Our approach to City of Roseville’s transition to Esri’s ArcGIS Utility Network & ArcFM XI will advance performance, increase system reliability, and support enterprise-wide collaboration.
Project Management Across the Delivery Lifecycle
Project management is applied consistently across all phases of the delivery lifecycle illustrated above, from Initialization through Hypercare. 1898 & Co.’s Project Manager maintains responsibility for coordinating scope, schedule, quality, and communication as the project progresses through design, pilot, build, testing, documentation, training, and cutover activities. This approach aligns with the project management framework described in Tab D and is designed to provide the City of Roseville with clear visibility into progress, risks, decisions, and upcoming activities at each phase transition. To support disciplined execution and transparency, 1898 & Co. maintains a structured project workbook that includes standard project-level logs such as the Risk Log, Issue Log, Action Item Log, Change Order Log, and Key Decision Log. These logs are actively maintained throughout the project to support Docusign Envelope ID: ECD7075E-7800-8F2D-809F-AB017A9D5749

accountability, timely decision-making, and effective coordination. Examples of these project workbook logs are provided in Appendix B to demonstrate how they are used to contribute to successful project delivery.
Task 1: Initialization
Esri’s ArcGIS Utility Network combined with ArcFM XI offers City of Roseville a modern, scalable foundation for advancing network management across the organization. However, the true impact of the modernization depends on how well it aligns with City of Roseville’s operational goals, business processes, and technology environment. 1898 & Co. combines decades of utility experience with deep knowledge of GIS modernization and the ArcGIS Utility Network. Our team includes certified Utility Network and Schneider EcoExpert professionals who have applied this technology within electric distribution environments to support real-world operations.
Through stakeholder discovery sessions and a comprehensive review of City of Roseville’s GIS configurations, workflows, customizations, and integrations, we will identify how current systems operate and where improvements can be made. This collaboration will guide the development of a Current State and Future Vision Report, connecting City of Roseville’s organizational needs with the capabilities of the Utility Network.
The insights gathered will lead to actionable recommendations that adapt and strengthen City of Roseville’s workflows, helping the organization fully leverage the Utility Network to advance reliability, efficiency, and operational visibility.
1.1 Kickoff Meeting (Onsite)
1898 & Co. will lead an onsite kickoff meeting with the City of Roseville following contract award to formally initiate the project and establish a shared understanding of objectives, scope, roles, and expectations. The kickoff meeting will review the overall implementation approach for the Utility Network data migration, confirm key assumptions, and align on the project schedule and milestone structure.
These sessions will also be used to identify potential risks, constraints, and dependencies early, and to confirm the communication framework, stakeholder roles, and decision-making processes that will govern the project. The kickoff will establish the agreed project governance structure, identify primary and secondary stakeholders, and confirm the cadence and format of ongoing project meetings to support effective coordination throughout the engagement.
Deliverables
• Kickoff Meeting Minutes
o Confirmed project scope, objectives, and success criteria o Validated project schedule, milestones, and key assumptions o Defined roles, responsibilities, and escalation paths o Agreed communication plan and meeting cadence
o Initial risk and dependency identification
1.2 Requirements Gathering
Following the project kickoff meeting and initial data collection, 1898 & Co. will conduct in-person workshops to familiarize City of Roseville project resources with the foundational concepts of the ArcGIS UN. These sessions will help provide an improved understanding of the Utility Network and the functional differences between the Utility Network platform and City of Roseville’s existing ArcFM GIS environment. These sessions will provide essential knowledge to City of Roseville stakeholders regarding the UN and provide useful information for the later phases of the project.

We will request and review existing documentation and conduct interviews with City of Roseville GIS and IT stakeholders to confirm available information and address information gaps. As part of the interviews, we will ask stakeholders to share their thoughts on expectations for the future state. 1898 & Co. will review City of Roseville’s current state business processes for managing its electric distribution assets, including: GIS data management processes, OMS/ADMS daily circuit builds, construction estimating processes, as-building processes, etc. We will document key pain points and stakeholder priorities for desired improvements.
These in-person workshops are designed to identify and document requirements from both business and technical perspectives. Following the workshops, we will leverage our experience with other clients as input and work with the City of Roseville team to complete an analysis of the requirements to confirm alignment with business needs and leading practices. We will also evaluate the documented current state GIS ecosystem and build out the requirements and specifications for the design and implementation. This evaluation will utilized in the data model design and migration plans. Once the analysis is complete, we will create a summary of requirements for review/confirmation with City of Roseville stakeholders.
1.3 Data Readiness Assessment
Establishing data readiness early is critical to the success of any Utility Network migration. Data cleanup can be time-intensive, and addressing issues later in the project can cause delays. By performing a comprehensive data assessment at the start, City of Roseville will gain early visibility into potential data quality or data modeling concerns and thus have the necessary time to resolve them well before full migration begins. This proactive approach reduces risk, improves migration efficiency, and enables a smoother transition to the Utility Network. 1898 & Co. will conduct a data discovery and requirements gathering session to collect the data required to complete the data readiness assessment. We will use City of Roseville’s source data to perform multiple types of data reviews, including geometry, domain and subtype checks. The data readiness assessment is intended to thoroughly assess existing network data using automated checks and visual spot checks. The results from this report and the remediation actions that are taken will help mitigate data-related issues in the migration to the Utility Network.

Our experienced 1898 & Co. team will utilize the out of the box rules from the Utility Network and perform a draft migration, which we term Rapid Test, to the Commercial Off The Shelf (COTS) Schneider Electric UN file geodatabase for the electric utility types being migrated and provide a summary of the ArcGIS Utility Network dirty areas present after the draft migration. The high-level Rapid Test push helps to identify other errors based on the OOTB Utility Network rules themselves.
The data quality checks will focus on three key areas: basic integrity, attribute integrity, and spatial integrity.
The primary focus of this assessment is to analyze the source data’s readiness for a Utility Network data migration.
We will assign each result a severity code of 1, 2, or 3, shown in Figure 7. These severity codes are based on the potential impact of the data issue on migration to the Utility Network and are classified based on our team’s lessons learned on similar projects.
Severity
Code Description
1 Must be resolved in existing geodatabase instance prior to UN migration (geometry errors: self-intersecting lines, null geometry, out of bounds features, stacked verticies…) 2 Recommended to resolve issues in existing geodatabase instance prior to UN migration (stacked points, orphaned records or unsnapped geometry…) 3 Not critical for UN migration. However, addressing these issues prior to UN migration may result in a better migration experience
(non-Asset Group/Asset Type or migration related domain errors) Figure 7. Each severity code is based on the potential impact of the data issue when migrating to the Utility Network.
1898 & Co. highly recommends that City of Roseville address all Severity 1 type errors in the current production geodatabase before the Utility Network data migration as Severity 1 errors can compromise network functionality. A data readiness report will be provided to give an overview of the Rapid Test results and recommendations for resolving data quality errors. This will allow City of Roseville time to address the Severity 1 items required for allowing the migration of data from the Geometric Network to the Utility Network to occur, as well as supporting the goal of no data loss. The report will also identify issues that, if addressed, may improve the overall data quality in the GIS database. At this stage, errors related to ‘missing’ UN Rules will exist but will decrease in number after Data Modeling workshops are held and the UN model and migration scripts are updated per the City’s requirements.
1.4 Data Cleanup
1898 & Co. is also well-equipped to support City of Roseville through the data remediation process if requested.
Once the data readiness report is complete, we will provide an estimate for the level of effort and associated remediation steps required to address the identified issues to prepare the data for Utility Network migration. Based upon the RFP Q&A, we assume data cleanup will be performed by the City of Roseville, but 1898 & Co. can additionally provide support through a negotiated change order if needed.

2.4 Data Model Development & Workshop
1898 & Co. will conduct an initial detailed mapping of City of Roseville’s existing Electric Geometric Network (GN) data model against the ArcFM XI Electric Commercial-Off-The-Shelf (COTS) Utility Network data model. This effort will ultimately establish the foundation for a modified Utility Network asset package that aligns with City of Roseville’s operational and business needs.
The work will begin with a thorough data discovery process, during which our team will review City of Roseville’s current GIS data model, focusing on feature classes, attributes, domains, and established relationships. This review will identify any gaps between the existing GN schema and the ArcFM XI Electric Utility Network model, including missing asset types, required fields, or domain structures necessary for successful migration.
After our initial efforts, we will engage City of Roseville in a remote, collaborative data model design workshop to validate our work and to complete the build out of the future data model with primary stakeholders.
Building on the results of the mapping workshops, our team will then configure a customized Utility Network asset package tailored to City of Roseville’s electric distribution operations. During this effort, we will have touchpoints with key UN stakeholders to maintain visibility, promote collaboration, and allow for adjustments to be made to the Asset Package as they arise. The asset package will define the structure and behavior of critical system components, including:
• Asset groups and asset types for primary, secondary, and service-level assets. • Customized network rules and domain values to match operational and engineering standards. • Subnetwork definitions to support feeder management, outage isolation, and system tracing.
Throughout this configuration process, 1898 & Co. will maintain compatibility with Schneider Electric’s ArcFM XI environment, building an asset package that fully supports design workflows, editing environments, and Utility Network management practices.
Version alignment and platform compatibility will remain a top priority during Phase 2. Our team will identify, validate, and document the required versions of ArcGIS Enterprise, ArcGIS Pro, ArcFM XI and SQL Server needed to support Utility Network deployment and maintain a stable operational environment.
We will build internal quality assurance and quality control (QA/QC) checkpoints into each step of Task 2 to validate schema mapping and asset package design. After completing the initial versions, 1898 & Co. will lead a review session with City of Roseville stakeholders to confirm finalized structure before advancing to the pilot migration and full system rollout.

Task 4: Pilot Area Migration and UN Testing
Using a system-wide data pull (.gdb) from City of Roseville, our team will execute a complete migration to the Utility Network in a test environment. We will enable network topology and publish services to confirm edit, and trace capabilities. This allows early validation of assumptions and mitigates risks before system-wide rollout. It will also allow City of Roseville staff the first opportunity to interact with the Utility Network, familiarize with ArcGIS Pro processes, perform tracing, and test out integrations with the Utility Network schema and services.
The pilot migration process includes:
• Preliminary Data Migration: System-wide GN data will be migrated to the ArcGIS Utility Network in a file or mobile geodatabase and pasted into SDE. Using ArcGIS Pro & Portal – services will be published. This will allow for the validation of schema mapping, domain configuration, and test subnetwork creation. • Dirty Area Identification: After migration, the Utility Network Dirty Area layer will be auto-populated and can be used to identify rule violations and inconsistencies. These Dirty Areas represent issues where network rules are not being met and must be corrected for accurate tracing and network validation. • Topology and Subnetwork Testing: The pilot dataset will be used to validate network topology and test subnetwork management.
4.1 Pilot Data and Migration Iterations
Migration iterations (.gdb) and final Pilot Migration (.gdb to SDE) will be used to continuously refine the migration process and additionally identify status of error resolution identified in the initial Data Readiness exercise. We propose data issues identified during pilot testing should be addressed in the current Production GN Throughout these migrations processes, 1898 & Co. will closely track observations, lessons learned, and refinements needed to improve the migration methodology. Insights gained during the test migrations and pilot will directly inform and optimize the strategy for the production migration in Phase 9, helping to mitigate risk and support a smooth rollout.
Deliverables

This phase represents the transition from isolated testing to enterprise deployment, with a strong focus on configuration accuracy, system integrity, and cross-platform integration, as determined by City of Roseville.
The full system migration includes:
• Comprehensive Data Migration – All relevant electric distribution system data will be migrated from the Geometric Network into the Utility Network using the finalized schema asset package developed earlier in the project with City of Roseville. Migration processes will follow the tested methodology proven during the pilot.
These migration efforts only include data directly participating in the Utility Network itself. • Utility Network Services Configuration – Core Utility Network services will be published, allowing for network validation, subnetwork management, network topology, and tracing. • Validation and Testing – The Utility Network implementation will undergo full-scale testing for performance, accuracy, and usability. Dirty Area layers, trace operations, editing capabilities, and security settings will be reviewed to confirm system readiness.
• Configure Production ArcFM Tenant and tools – This effort assumes existing configuration from the test environment will be transferred over to production.
Deliverables
• A fully migrated and configured Utility Network for City of Roseville’s electric distribution system. • Final documentation of the migration process, configuration settings, and system architecture Task 9: Hypercare
Following production cutover, 1898 & Co. will provide a structured 60-day hypercare period to support the City of Roseville as the Utility Network and ArcFM XI environment transitions into day-to-day operations. The purpose of hypercare is to stabilize the production environment, support City of Roseville staff during early adoption, and address issues directly related to the implementation and migration activities performed under this project. This hypercare model reflects industry-standard practice for post–go-live support following major GIS and Utility Network implementations and is widely used to provide focused stabilization while controlling overall project cost.
During the hypercare period, 1898 & Co. will support the production environment by identifying, tracking, and assisting with the resolution of post–go-live issues and defects associated with the Utility Network and ArcFM XI configuration. Issues will be logged, reviewed, and prioritized in coordination with City of Roseville staff using agreed severity levels to support effective triage and resolution sequencing.
At the conclusion of the hypercare period, 1898 & Co. will support transition to steady-state operations by documenting outstanding items and coordinating handoff of unresolved lower-priority issues. Any work requested beyond the defined hypercare scope, such as extended operational support, may be addressed through a separately negotiated change. While the City of Roseville’s RFP references a longer-term support duration, separating post–golive stabilization from ongoing support services allows the City of Roseville to procure extended support in a more targeted and cost-effective manner, aligned with actual operational needs following system adoption.

General Assumptions and Project Clarifications
All information presented in this proposal has been provided for informational and evaluation purposes only. This proposal is not intended to constitute a binding offer. Any binding agreement is subject to incorporating a mutually executed Agreement consisting of negotiated terms and conditions and a statement of work with a defined scope, deliverables, schedule, and fees.
• Pricing Structure and Billing
This proposal is submitted on a fixed-price, milestone-based basis. The fixed fee includes professional services and travel associated with two onsite visits for Project Kickoff and Training, with hypercare billed at initiation of the post–go-live period.
• Onsite Commitment
The proposed scope includes two onsite visits to the City of Roseville with an average of three 1898 & Co. team members per visit. The City of Roseville will provide reasonable onsite support, including meeting space and IT connectivity as needed.
• ArcFM XI and Utility Network Implementation Approach
The implementation will use the ArcFM Electric Utility Network Commercial-Off-The-Shelf model, out-ofthe-box AutoUpdaters, and supported ArcFM XI workflows. Custom ArcFM development, custom AutoUpdaters, ADMS feeder service modification, and Conduit Manager configuration are excluded unless explicitly stated.
• Licensing, Infrastructure, and System Access
The City of Roseville will provide required Esri and Schneider Electric licenses, infrastructure, environments, and system access necessary to support ArcGIS Enterprise, Utility Network, and ArcFM XI activities. • Utility Network and Platform Version Alignment
Target versions for ArcGIS Enterprise, ArcGIS Pro, Utility Network, ArcFM XI, and supporting platforms will align with vendor-supported versions mutually agreed at project initiation. Our standard approach and working assumption is to leverage a Network Management Release version (the latest being ArcGIS Enterprise
11.5 and ArcGIS Pro 3.5). Version changes after design approval may affect scope, schedule, or fees. • Integrations and Third-Party Systems
Integrations are coordinated and validated on the GIS side only, and third-party systems remain City and vendor owned. Configuration or modification of third-party systems, middleware, or vendor-managed integrations is excluded unless explicitly defined.
• Third-Party Vendor Responsibility
1898 & Co. does not assume responsibility for inherent defects, limitations, or behavior of third-party software platforms. Vendor product issues, platform changes, or legacy system behavior are excluded from scope.
• Data Access, Quality, and Remediation
The City of Roseville will provide timely access to GIS data and documentation required for assessment and migration activities. Data quality issues unrelated to conversion or migration, including legacy data not previously cleansed, are excluded unless otherwise agreed. • Data Remediation Responsibility
Resolution of Severity 1 data issues identified during the Data Readiness Assessment is assumed to be performed by the City of Roseville in a timely manner that aligns with 1898 & Co.’s project plan. Assistance from 1898 & Co. beyond assessment and guidance may be provided through a separately negotiated change. • Stakeholder Participation and Scheduling
The scope assumes participation in approximately five to ten cross-functional stakeholder workshops over a two-week period. Delays in stakeholder availability or scheduling may impact the project timeline. • City Coordination and Decision-Making
The City of Roseville will designate a primary project contact to support coordination, scheduling, and decision-making. Timely review and approval of deliverables are required to maintain the proposed schedule.

• Feedback and Review Timelines
Deliverable reviews are assumed to occur within five business days unless otherwise agreed. Additional review cycles or expanded feedback beyond scope may require schedule or fee adjustments. • Testing Scope and Acceptance
Testing is limited to validation of Utility Network migration, ArcFM XI configuration, and GIS-side services described in this proposal. Final system acceptance is performed by the City of Roseville with support from 1898 & Co.
• Change in Business Processes or Requirements
Core business processes and requirements identified during design are assumed to remain materially consistent. Significant changes to workflows, asset modeling, or operational requirements may impact scope, schedule, and fees.
• Regulatory, Security, or Policy Changes
Changes to regulatory requirements, cybersecurity standards, or City security policies occurring after project initiation that materially affect system design may require scope or schedule adjustments. • Warranty and Post–Go-Live Support
Consistent with the RFP Q&A, the warranty functions as extended post–go-live implementation support similar to hypercare, and applies only to issues attributable to migration and configuration activities performed by 1898 & Co. It is not a product warranty and excludes third-party software defects, legacy system behavior, and post–go-live operational changes.
• Out-of-Scope Changes
Requests for additional services; extended support beyond hypercare, expanded integration responsibilities, or evaluations beyond those described require a written amendment and may impact fees and schedule. • Proposal Validity
This proposal and fee shall remain valid for a period of ninety (90) days from the proposal submission deadline.

Hourly Rates Statement and Level of Effort
The RFP requests a schedule of hourly rates and the estimated amount of time each proposed staff member will be devoted to the project. 1898 & Co. respectfully notes that this proposal is submitted on a fixed-fee basis, rather than a time-and-expense/time-and-material delivery model.
Under a fixed-fee structure, 1898 & Co. assumes responsibility and risk for managing labor mix, staffing levels, subconsultant and internal effort required to complete the defined scope of work for the agreed price. As such, the project fee is based on overall scope, complexity, risk allocation, and delivery outcomes, rather than a rate-based build-up tied to individual personnel hours. Providing estimated hours and individual billing rates would not accurately reflect how work is planned, staffed, or managed under a fixed-fee engagement and could be misleading when interpreted outside of a time-and-expense framework.
This fixed-fee structure applies not only to 1898 & Co.’s internal delivery effort, but also to any subconsultant services included within the proposed scope, along with the risks of managing the subconsultant. All subconsultant support has been secured on a fixed-fee basis and is fully incorporated into the total proposed price. This approach further reinforces cost predictability for the City of Roseville and avoids the administrative complexity and variability associated with rate-based or time-and-expense arrangements.
The proposed fixed fee represents the full cost for delivering the services described in this proposal, including project management, technical delivery, quality control, coordination, documentation, and travel, regardless of actual internal labor hours expended. This approach provides the City of Roseville with cost predictability, budget certainty, and reduced administrative burden, which aligns with the City’s stated preference for fixed pricing.
If requested during contract negotiations, 1898 & Co. is willing to further discuss high-level staffing assumptions, role responsibilities, and relative allocation of effort to support transparency. To that end, and in good-faith response to the RFP Section 6.8 Cost Proposal requirements, a Resource Allocation Summary table is provided below to illustrate the approximate distribution of the total project fee across key project roles, including subconsultant support, for informational purposes only. This summary is not intended to represent billable rates, hours, or a time-and-expense pricing model, and the fixed-fee commercial structure will remain unchanged.
