Page 2789 of 2838 ends

The General Municipal Election is proposed to be consolidated with the Statewide General Election to be conducted by the County of Riverside on November 3, 2026. The County will provide the majority of the election services. The City Clerk will be responsible for providing and transmitting the necessary documents to the County in order to hold the election, and providing for the receipt of all candidates’ statements and related documents, including the dissemination of information to prospective candidates.

The candidate nomination period will begin on Monday, July 13, 2026, and will end on Friday, August 7, 2026. The City Clerk’s office will be open on Friday, August 7, 2026.

STRATEGIC PLAN INTEGRATION:

GOAL THREE: COMMUNITY ENGAGEMENT
To connect and participate in a constant dialogue between members of the community, City staff, and elected officials to promote togetherness and positivity.

Objective 1: Deliver messaging to the Community that connects, is consistent, and relevant.

Objective 2: Increase transparency for the public.

Objective 3: Increase the community's pride within the City.

GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.

Objective 1: Operate in a financially sustainable manner.

Objective 2: Evaluate existing practices to ensure continuity with industry best practices.

Objective 3: Provide Council with policies that are consistent while lessening liabilities.

Objective 4: Increase employee retention by training and creating a positive workplace.

Objective 5: Streamline fire prevention coordination efforts.

FISCAL IMPACT:

It is estimated that the cost of the General Municipal Election for three (3) Members of the City Council for Districts 1, 2, and 5 will be approximately $150,000, which will be allocated in the City Clerk’s Fiscal Year 2026-27 proposed Election budget. The actual cost to the City for the election, including costs to the County that are reimbursed by the City, will depend upon the number of individuals who file for candidacy, among other factors. In the event that the amount due to the County exceeds the budget amount of $150,000, additional funds necessary to cover the costs will need to be appropriated.

ALTERNATIVE(S):

1. Decline to adopt a Resolution calling the 2024 General Election; provide direction to the City Manager. This alternative is not recommended in that the Council must adopt this Resolution in order to comply with state law.

2. Decline to adopt a Resolution requesting consolidation with the County; provide direction to the City Manager. This alternative is not recommended in that staff does not foresee the launch of a timely standalone election to be feasible.

A Resolution Approving Additional Construction Expenditures for the 24/25 Citywide Street Rehabilitation Project, CIP 2406, in the Amount of $5,000, for a Total Project Cost of $2,370,910 RECOMMENDED ACTION:

It is respectfully recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2026-080 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

HEMET, CALIFORNIA, APPROVING ADDITIONAL CONSTRUCTION EXPENDITURES FOR THE 24/25 CITYWIDE STREET REHABILITATION PROJECT, CIP 2406, IN THE AMOUNT OF $5,000, FOR A TOTAL PROJECT COST OF $2,370,910 AND AUTHORIZING THE ADMINISTRATIVE

SERVICES DIRECTOR TO RECORD A SUPPLEMENTAL APPROPRIATION FROM THE ROAD

MAINTENANCE AND REHABILITATION ACCOUNT (RMRA) FUND BALANCE BACKGROUND:

Senate Bill 1 (SB 1), Chapter 5, Statutes of 2017, established the Road Maintenance and Rehabilitation Program (RMRP) to address deferred maintenance on the State Highway System and local street and road networks. SB 1 also created the Road Maintenance and Rehabilitation Account (RMRA) for the deposit of various program funds. A portion of RMRA funding is apportioned to eligible cities and counties for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads. The City received $2,301,214 in RMRA funds for Fiscal Year 2025/26, a portion of which was allocated to CIP 2406.

On December 9, 2025, the City Council adopted a resolution awarding a construction contract to Onyx Paving Company, Inc. for the 24/25 Citywide Street Rehabilitation Project (CIP 2406) in the amount of $2,111,000. The Council also approved a construction contingency of up to 10 percent of the contract amount, or $211,000, as well as $5,000 for materials testing, $19,010 for surveying services, and $19,800 for geotechnical recommendations. CIP 2406 includes improvements to Kirby Street, Johnston Avenue, Stetson Avenue, Charlton Avenue, Grove Lane, and Vista Way.

Construction began on January 26, 2026, and was substantially complete as of May 13, 2026.

ANALYSIS:

The Echo Hills Waterline Phase III Project (CIP 5598) included a waterline replacement on Alessandro Street prior to paving that was scheduled as part of CIP 2407. Completing the waterline improvements prior to paving avoided the need for CIP 5598 to excavate newly constructed pavement that would be subject to the City of Hemet’s pavement moratorium. However, some outstanding pavement repairs remained within intersections along Alessandro Street that were not included in CIP 2407 and these were incorporated into CIP 2406.

In addition to the original scope of work for CIP 2406, additional roadway improvements were requested by City staff on Kirby Street to provide a continuous paved roadway section from Stetson Avenue to Commonwealth Avenue. This additional work included paving along Kirby Street between Acacia Avenue and the railroad tracks to the south.

Furthermore, materials testing services for CIP 2406 that were originally budgeted at $5,000 resulted in actual an actual cost of $9,200

City of Hemet
City Council Meeting

STAFF REPORT
Meeting: City Council Meeting - Jun 09 2026
Department: Human Resources
Submitted by: Noah Rau, Interim City Manager
Norma Rangel, Human Resources Manager;
☐ Receive and File ☒ Consent Calendar ☐ Business Item ☐ Public Hearing TITLE:

A Resolution Approving the Second Amendment to the Agreement with JL Group, LLC for Continued Administrative Investigation Services in Employee-Related Matters RECOMMENDED ACTION:

It is respectfully recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2026-083 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

HEMET, CALIFORNIA, APPROVING THE SECOND AMENDMENT WITH JL GROUP, LLC FOR

CONTINUED ADMINISTRATIVE INVESTIGATION SERVICES IN PERSONNEL MATTERS, FOR AN ANNUAL NOT-TO-EXCEED AMOUNT OF $100,000, AUTHORIZING THE CITY MANAGER TO

EXECUTE THE SECOND AMENDMENT AGREEMENT
BACKGROUND:

The City entered into an agreement with JL Group, LLC on June 4, 2024, to provide administrative investigation services for personnel-related matters. JL Group specializes in investigative and administrative services for local government agencies and has since assisted the City with several key personnel investigations. Their work has contributed to outcomes that help reduce the City’s liability exposure.

ANALYSIS:

Since the initiation of the agreement with JL Group, costs have increased due to the volume of administrative investigations related to personnel matters. This heightened demand resulted in additional charges in FY 2024–25. In FY 2025–26, demand has remained steady given the nature of ongoing and pending cases. Continued engagement of JL Group is necessary to complete current investigations and initiate new ones.

DISCUSSION:

Page 1 of 9 ends

17.E.

Page 2817 of 2838 ends

Under the current agreement with JL Group, a typical fiscal year with minimal personnel matters would remain within the annual not-to-exceed amount of $80,000. However, due to the continued need for investigative services, an increase to the annual cap is necessary. Given the unpredictable nature of personnel matters, future costs cannot be accurately projected.

With Council approval, staff will continue the agreement with JL Group through a second amendment, increasing the annual not-to-exceed amount from $80,000 to $100,000 annually to address the increased, ongoing, and unanticipated demand for services.

PREVIOUS COUNCIL ACTION:

Council approved the first amendment to the JL Group agreement on May 27, 2025, increasing the not-to-exceed amount to $80,000 annually.

STRATEGIC PLAN INTEGRATION:

GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.

Objective 1: Operate in a financially sustainable manner.

Objective 2: Evaluate existing practices to ensure continuity with industry best practices.

Objective 3: Provide Council with policies that are consistent while lessening liabilities.

FISCAL IMPACT:

There are sufficient funds available to approve this amendment.

ALTERNATIVE(S):

Council may choose to not approve this amendment or may choose to request more information on this amendment for consideration at a later date.

The foundation for this annual celebration was laid during last year’s highly successful inaugural event. According to official data from Placer A.I., the debut show drew an overwhelming crowd of over 10,000+ enthusiastic attendees, cementing its status as a premier regional attraction. Families from all over the valley gathered to enjoy a vibrant community atmosphere that featured over 30 diverse food trucks and more than 20 local vendors, creating a bustling marketplace of flavor and local enterprise.

The undisputed crown jewel of the night was an amazing, state-of-the-art drone light show that illuminated the night sky with stunning, synchronized patriotic displays. The overwhelming positive feedback made it clear that the drone show had captured the hearts of Hemet's residents.

City of Hemet
City Council Meeting

STAFF REPORT
Meeting: City Council Meeting - Jun 09 2026
Department: Finance
Submitted by: Noah Rau, Interim City Manager
Tiffany Barnett, Administrative Services Director;
☐ Receive and File ☐ Consent Calendar ☐ Business Item ☐ Public Hearing TITLE:

The Third FY 2026-27 Budget Workshop
RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

1. Receive a presentation and discuss the Fiscal Year 2026-27 Budget.

2. Receive a presentation of liability insurance options and provide policy direction to the City Manager.

BACKGROUND:

The City conducts annual budget workshops to provide the City Council and the public with an overview of the proposed budget, key financial considerations, departmental priorities, and fiscal challenges for the upcoming fiscal year.

The first Fiscal Year 2026-27 Budget Workshop was held on March 24, 2026.

The second Fiscal Year 2026-27 Budget Workshop was held on May 12, 2026.

ANALYSIS:

The City is currently experiencing flat sales tax revenues, which serve as a primary funding source within the General Fund. At the same time, the City is facing significant increases in liability insurance premiums. This combination of stagnant revenue growth and rapidly escalating costs is creating structural challenges in maintaining a balanced budget.

DISCUSSION:

The Fiscal Year 2026-27 Budget Development Principles established were to:

Page 1 of 4 ends

18.A.

Page 2835 of 2838 ends

 Utilize conservative property tax and sales tax revenue assumptions  Adjust workforce and service levels over the next two years to reflect current budget realities  Limit department expenditure growth
 Remove vacancy factor
 Ensure budget is aligned with Council Workshop initiatives As the budget was developed, the initial structural deficit in the General Fund was approximately $13.3 million. Through various balancing measures, staff was able to further reduce this deficit to approximately $7.6 million for the second budget workshop.

Significant cost containment strategies included:
 Implementing a 10% reduction to departmental maintenance and operations (M&O) line items, which include items such as professional services, software, maintenance agreements, conferences/training, contracts, and supplies. ($866,000)  Suspending the vehicle replacement program. ($860,000)  Freezing 15 vacant positions within Police, Fire, City Clerk, Library, and Community Development. ($2,094,000)
 Utilizing Measure U Fund Balance to pay for the liability insurance buy-down of the Public Safety SIR. ($1,500,000)
As a result of budget developments outlined below, staff was able to further reduce the deficit from approximately $7.6 million to $4.5 million.

Staffing for Adequate Fire and Emergency Response (SAFER) On May 20, 2026, the City was notified from the Department of Homeland Security and FEMA that the City's SAFER grant was approved for an extension through February 28, 2027. This allows approximately $1,265,000 of personnel costs to be removed from the General Fund and be supported by this grant.

The remaining months from March 1, 2027, through June 30, 2027, have been budgeted to be supported by General Fund.

Liability Insurance
Initial budget projections for liability premiums were estimated at the higher, more conservative end for a 15% increase.

On April 9, 2026, City Staff and the City Attorney met with the City's broker, Alliant, to discuss the unsustainable impact the growing cost of liability insurance was having on the City's ability to maintain essential services. Understanding the City's position, Alliant staff dedicated significant time and resources exploring several options in the market that would assist in reducing the premium costs.

On June 2, 2026, Alliant provided three detailed options from their market analysis.

Option #1 –
To keep the expiring coverage as is, the 15% estimate that was initially provide came in at a much lower rate of 4.5% of an increase, for an estimated total of $7,040,000. The result is an approximate $365,000 in savings to the General Fund. As noted by the broker, 4.5% over expiring was by far the lowest liability increase among all of their client accounts and is attributable to the work and efforts of

Page 2 of 4 ends

18.A.

Page 2836 of 2838 ends

the Hemet Police Department to reduce the City's risk exposure. In addition, one carrier, Munich, is offering $5,000 for the implementation of Benchmark Analytics and an additional $5,000 for other risk management related expenses.

Option #2 –
This option accomplishes $945,000 in savings over the expiring Option #1 for an estimated $6,100,000 premium. This option does not include an additional premium or return premium element – it simply stretches the retention buy-down to $8,000,000. This option does have an increased risk element to it, in terms of it being a 3 year policy with a 2x aggregate, which means there are only two limit losses in a three year period. There is no additional or return premium mechanism in this option.

Option #3 –
This option maximizes the savings at $1,100,000 for an estimated premium of $5,930,000 but is the riskiest option and exposes the City to a possibility of paying an additional $4.6 million - $5.6 million if there are losses into the layer. It is a significant gamble and is not recommended by the broker as it is more punitive. This option is essentially getting an additional $150,000 in savings, but exposing the City to millions in additional premium if the City experiences a loss or multiple losses. While this is an option presented by the insurance broker, staff does not reccomend as a viable option for Hemet.

The Fiscal Year 2026-27 Budget currently has Option #1 worked in to the overall numbers.

Additional subsequent cost containment strategies implemented:
 $1,000,000 - Three police positions moved to Measure U Fund Balance  $300,000 - Reduction in City Attorney litigation budget estimate  $130,000 - Freeze an additional vacant position, Senior Engineering Technician

STRATEGIC PLAN INTEGRATION:

GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS

Objective 4: Increase employee retention by training and creating a positive workplace.

Objective 5: Streamline fire prevention coordination efforts.

Receiving the Fiscal Year 2026-27 Budget Workshop does not have any immediate fiscal impact.
