DATE: November 12, 2025
RECOMMENDATIONS:
It is recommended that the City Council:
1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class 1 categorical exemption under the California Environmental Quality Act (CEQA); and

Approval of this action will allow staff to proceed with the bidding of this capital project per applicable Public Contract Code and the City of Montebello’s Municipal Code. As soon as staff evaluate all bids, a recommendation will be made at a future City Council meeting and include a well-defined budget.
BACKGROUND/DISCUSSION:
Staff have identified locations across all five City Council districts for the removal and replacement of damaged and lifted sidewalks in an effort to improve ADA paths of travel.
Many sidewalks have been damaged and lifted several inches due to tree root intrusion,
CITY COUNCIL AGENDA REPORT - MEETING OF NOVEMBER 12, 2025
creating safety hazards for pedestrians. This work will be carried out in conjunction with the Sidewalk Improvements Project (CP 941) and will address areas where sidewalk displacement exceeds a 2½ inch lift.
The final construction specifications (Attachment A) are completed in accordance with applicable engineering standard specifications and are consistent with the City’s procurement policies and applicable municipal code chapters. The City Council is required to approve and adopt construction documents and authorize the bid request for all public projects. The bid advertisement is consistent with Public Contract Code sections 20161 and 20162, which mandate California public works projects to be competitively bid. This action is also consistent with Montebello Municipal Code 3.20.110 – Bidding procedure prescribed.
With City Council's approval, staff will advertise the project for bid in a local newspaper of general circulation and upload the Notice Inviting Bid (NIB) to PlanetBids for posting.
The following tentative schedule has been identified for the bid process:
Bid Period November 13, 2025 – December 10, 2025
Questions/RFIs due by December 1, 2025, at 12:00 pm
Responses to RFIs due by December 4, 2025, at 5:00 pm

Award of Contract (Tentative) January 14, 2026, City Council Meeting Commence Construction Date February 2, 2026
