RE: Letter of Offer, On-call Engineering Services
Dear Mr. Negrete,
Cordoba Corporation (Cordoba) is pleased to present our response to the City of Pico Rivera’s (City) On-Call Engineering Services to provide planning and design services. Cordoba is a locally owned, nationally recognized firm with expertise in program, project and construction management, and engineering planning and design, focusing on the transportation, energy, water, and education and public facilities sectors. Together with our subconsultant partners, we have assembled a team that is local, knowledgeable, and responsive to the needs of the City's projects. We have added specialized expertise anticipating potential needs you may have to realize your 2035 Vision. To fulfill this responsibility, you need a value-based firm, who provides unparalleled benefits and responsive services for public infrastructure by “Making a Difference” where we live and work.
Cordoba’s Differentiators
› Local. Project Manager Terry Nash, PE brings extensive experience in planning and conceptual scoping for various similar projects in the local area. As a proven leader, Terry has demonstrated working with local subconsultants; Arellano Associates, Diaz, Enterris, EGP, Lenax, Mark Thomas, Psomas, Rheia Consulting, Rincon, Studio MLA, V&A, and Vicus Planning. Task Lead, Monica Villalobos (Vicus Planning) previously served as a planning commission member for the City and is excited to work you again. Our team has established roots within the city and is personally invested in advancing the future of Pico Rivera’s infrastructure. › Diverse. We embody the benefits that diversity and inclusion bring to delivering successful projects. As a certified local, minority owned business (and a former small business), Cordoba fully understands the value of diversity and inclusion as reflected throughout our firm’s leadership, management, and professional staff. Embracing this cultural identity is fundamental to all we do internally and for our clients and includes activities in both workforce development and in the business community by creating opportunities for XBEs.
Cordoba actively supports the inclusivity and workforce development programs developed by our clients and committed to the growth of certified firms through mentor protégé programs by engaging certified firms in meaningful roles on our teams.
› Collaborative. More than half of our team of subconsultants have worked with Cordoba on the LA Metro Eastside Phase 2 project, a key transportation improvement planned for Washington Boulevard. By forming this team, we bring continuity with a group of experts that are already familiar with the City’s policies and projects; thereby working seamlessly and effectively together. Through our partnership on the Eastside project, our team has collaborated on various facets and phases of the project and has engaged on the concept development, visioning, and the technical analysis of special planning studies, advanced conceptual engineering, urban planning, and transit-oriented communities. Our team dynamics and the collaborative nature of our past project experiences together, has equipped us with the knowledge and the expertise the City needs to bring their vision for future projects to life.

Cordoba Corporation | Making a Difference Page 2
The success of a project is realized by providing the
appropriate level of staffing with technical expertise
at the moment they are needed, with no excess or
superfluous overhead. Cordoba’s approach is to scale
and provide the level of resources corresponding to
each Task Order to complete specific milestones. Our
size allows us to agilely scale our team up but also
maintain key staff members when work slows down.
Our commitment to the City is to scale the resources
appropriately according to workload and ensure value in our delivery.
We know flexibility and the ability to increase and
decrease staff resources based on project demand
is important so we will consistently monitor the
scaling of resources throughout the project life cycle.
Our team brings a deep bench of locally, nationally
and internationally experienced professionals that
understand the complexities and opportunities of
executing projects in a diverse bi-national region. Our Technical Staff table on page 8 details our staff's
experience.
Commitment to Diversity
Diversity, equity, and inclusion have been an integral
part of Cordoba’s identity in it's 40 years of existence.
We believe there is tangible value in promoting diversity at every level. As we work on the largest infrastructure in California, we bring our own unique backgrounds and
understanding of our community and our culture, as
well as our technical expertise, where together we help solve our clients’ important challenges.

One of our early landmark projects was our work with
the California Public Utilities Commission in 1988 to
establish the Clearinghouse, the first comprehensive
database of disadvantaged small businesses. Our
work included establishing robust, fair, and equitable
guidelines for disadvantaged small business
certification. This effort was instrumental in opening
doors for increased participation for minority and
women entrepreneurs’ infrastructure projects.
Financial Condition
Cordoba has been in continuous operation with the
same owner and operator for 41 years. The financial
base and stability of Cordoba enhances our ability
to provide adequate resources for our clients and
projects. Cordoba produces monthly and annual
financial statements consistent with generally accepted accounting principles (GAAP) which are reviewed by a
licensed independent certified public accountant firm.
Cordoba Corporation is in good financial standing with
the resources necessary to provide on-call engineering
and professional consulting services upon selection
by the City. With nearly 550 employees currently
managing over $5B in California construction projects,
we are extremely proud of Cordoba’s track record with
regards to litigation. In the spirit of full disclosure and transparency, Cordoba Corporation has been party to
the lawsuit described below. However, these lawsuits
will have no effect on Cordoba’s performance under an
agreement with the City of Pico Rivera:
Southern California Municipality v. Developer et. al.
Cordoba is presently named as one of fifteen defendants in a civil lawsuit between a Southern California
municipality and its former developer. Cordoba was
contracted to manage certain aspects of existing
and potential capital improvement projects for the
municipality. This included the development project that was underway before Cordoba was issued a contract
to oversee the municipality’s capital improvement
program. Cordoba denies all allegations and filed a
countersuit against the Southern California municipality.
The case has not yet been resolved.

This project consists of alternative analysis, 15 percent design, right-of-way definition and a recommendation of the preferred alternative for Metro. The most significant changes occur in the segment where a tunnel must be constructed.
The team responded to changing project alternatives by assembling tiger teams to provide detailed analysis and recommendations.
Cordoba team leaders, Melissa de la Pena and Roberto
Ramirez, are providing comprehensive project management services for the advanced conceptual engineering, and urban design of the 14-mile extension of Metro's E Line.
Key issues include mapping existing utilities, creating first/last mile plans for station access, coordinating Metro's transit oriented community policy for each station, and advanced level roadway, drainage, and transit design; developing tunnel construction methods that optimize efficiency and minimize project risk; maintaining negligible impact when crossing under Union Pacific Railroad (UPRR) and Metrolink; and avoiding impacts to and meeting clearance requirements for Southern California Edison transmission lines.

Support
Cordoba was the prime consultant for the alternatives analysis and conceptual design phase which consisted of detailed planning and alternatives analyses, conceptual engineering, and environmental compliance.
Final design was led by Cordoba’s Terry Nash, PE. Under Terry’s management and direction, the team worked
collaboratively to provide OCTA with a seamless transition from the alternative analysis through final design.
This smooth delivery enabled the project to quickly move into final design and meet the expected start date for construction. Cordoba’s study process was consistent with FTA requirements for pursuing New/Small Starts funding, completing the engineering and technical studies necessary to support an Environmental Assessment/Environmental Impact Report, and obtaining concurrence from Orange County, the cities of Santa Ana and Garden Grove and all stakeholders for the LPA.
Once Cordoba delivered the alternatives analysis and conceptual design, Terry Nash led the team in advancing the project through to the submittal of 100% PS&E final design plans for all project elements including track, grade separation bridges, stations, park-and-rides, systems, a maintenance and storage facility, third-party utility coordination, traffic signals and integrating bikeways, pedestrian features and urban/landscape design in downtown Santa Ana.

Project Approach
The successful completion of each project will require
proactive and comprehensive management activities.
The Cordoba team will use lessons learned from past
projects such as effective assessment of the project
site, tight project controls, and close coordination
with the City departments and all involved agencies
to avoid delays and to build project consensus. The
Cordoba team is proud of its recent accomplishments
in maintaining and accelerating project delivery. Our
experience expediting drawing approval and
permits for construction, pursuing advanced
or concurrent plan checks to accelerate review
periods, and maintaining an established, respected
working relationship with the City and other agency
team members, have prepared our team for this
endeavor.
At the outset of the Project, the Cordoba team project
manager will work with the City and other appropriate
agencies and stakeholders to identify specific goals,
objectives, and critical issues, to ensure that project concerns are all fully addressed, and project goals
and objectives are achieved through the course of
completing the scope of services. For all project phases, the Cordoba team will work closely with the City to
agree on mutually acceptable deliverables for each task and element of the scope of services. This first step is essential to obtain a timely approval of the project.
Our approach to each project to complete the required
scope of services is as follows:
A. Project Management
Project Management is a key task in every project.
In an on-call scenario, resources must be allocated
appropriately and overseen to ensure a successful
project. The Cordoba team’s proactive project
management approach will ensure assigned projects
under tight schedules are successful and exceed City’s
expectations.
Dedicated Project Manager: Cordoba’s project
manager, Terry Nash is a proven professional in the
management of large and complex public projects. Terry
employs innovative approaches to all aspects of project delivery, including the use of ‘tiger teams’ to rapidly assess design alternatives to reach early consensus
from project stakeholders. Terry has experience in the
following areas:
› Planning and project development with Cities
(Glendale, Tucson, Santa Ana)
› Transit projects (LRT, Streetcar, BRT, stations)
› Managing projects with multiple tasks and priorities
(Tiger teams, developing an integrated schedule,
understanding how all disciplines fit together)
› Dedication to Pico Rivera (has had several meetings
with City staff to understand their vision for the
future of Pico Rivera; committed to their success)
Project Controls: Cordoba employs several project
controls specialists in the areas of cost estimating,
scheduling, and document control, ensuring project
budgets and delivery schedules are met. Cordoba has
provided these services to many clients, including
California High-Speed Rail Authority, LA Metro, and
Los Angeles County Department of Public Works. The
Cordoba team will use the project control plan to
keep the project on schedule and within budget,
ensure all project participants understand the
requirements of the project, and to provide City
with a quality end product that meets or exceeds
expectations. To track project progress, we will hold
regular status meetings throughout the life of the
project and attended by key project personnel. The
frequency of these meetings will be determined by the
specific requirements of each project. At these meetings we will track the following:
› Status of tasks and milestones
› Status of changes
› Status of decisions and actions
Schedule Management: A project schedule for each
task order will serve as a primary communication
tool for the entire Cordoba team. Our technical team
working with City will develop a master schedule which
summarizes the major activities of each major task
order. We will begin with a realistic baseline, identify and mitigate schedule slippage early, and identify
means to ensure the team can deliver a project with a
tight schedule. Our team will use the following steps
City of Pico Rivera | On-Call Engineering Services
Cordoba Corporation | Making a Difference Page 22
throughout the duration of the project to stay on track and move project goals and objectives forward:
› Development and maintenance of a project
management plan (PMP) and managing project
schedule
› Development and implementation of a master
quality plan to handle our team’s task order
management and execution process
› Project kick-off meeting during the first two weeks
of the project
› Bi-weekly project management team (PMT)
Meetings
› Weekly regular team check-ins to manage internal
team and subconsultants to keep the team and
project deliverables focused and organized
› Monthly progress reports and invoicing
› Document sharing and project data management
› Coordination and facilitation of project meetings
and preparation and distribution of meeting
materials and minutes
› Field reviews, tracking action items for the City
and consultant sub-contractors, and, for federally
funded projects, and preparing all submissions for
the City to submit to Caltrans Local Assistance
B. Community Outreach
The Cordoba team knows the importance of constant
coordination and communication with City staff, City
Council, other agencies, and project stakeholders.
We understand each project will require engagement
and outreach activities with various stakeholders
with a unique approach that will be tailored to
project needs and goals. Our team has an excellent
pool of staff with public outreach and engagement
expertise who have excelled in previous projects in
coordinating and communicating with City, other
agencies, and impacted stakeholders. Our proactive,
spirited approach to building positive team
relationships while maintaining the mutual respect
of all parties has been paramount to our success.
Our team’s top priority is to help the City achieve
its goals and objectives for each project through
intentional community partnerships and multi-agency
collaboration. Our team is committed to serving the
City’s diverse demographics. Understanding that 91%
of the population of Pico Rivera is Hispanic/Latino, we have assembled a team with several spanish fluent
key staff members such as Edna Jimenez (Arellano
Associates); Monica Villalobos (Vicus Planning); and
Melissa De La Pena and David Zamudio (Cordoba).
Equitable and Inclusive Methods for Reaching
Diverse Community Stakeholders
A mix of traditional and non-traditional outreach
methods are necessary to reach out to and seek
input from underrepresented communities. We will
initiate this through the creation of a community
engagement plan – outlining the types, means, and
plans for engaging all types of stakeholders. For
each task, we will execute according to the plan. This
includes scheduling community meetings in easily
accessible locations or going to existing community
organizations’ meetings/events in the evenings and on
weekends, making translated materials available at the
meetings, as well providing interpretation services and bilingual staff at the meetings. Noticing of meetings
will be multi-lingual and include ad placements in
culturally relevant newspapers and online publications.
Participation in special events will allow the team to
meet the community on their terms and allow the
City to capitalize on current outreach efforts. We can
utilize methods and locations already establish by the
City, including the IDEA Lab, website, and mailing lists.
Additional outreach can be achieved by supporting
door-to-door community canvassing, business outreach
efforts, and neighborhood associations. Our team often
City of Pico Rivera | On-Call Engineering Services
Cordoba Corporation | Making a Difference Page 23
partners with community-based organizations to extend
outreach efforts by collaborating with organizations
who have existing and trusted relationships with
underrepresented communities.
C. Preliminary Engineering and Planning
Studies
The Cordoba team will leverage its expertise on transit and transportation planning studies and preliminary
engineering using principles such as Metro’s Transit
Oriented Communities, NACTO’s Complete streets and
transit street design guides, and our work with first/last mile (FLM) analysis and active transportation corridors.
Our approach to this task is to plan, design,
collaborate, engage, and prepare with construction
in mind. We will perform preliminary engineering
design within a framework flexible enough to
accommodate future improvements and nimble enough
to change quickly when needed, while maintaining
linear objectives and delivery. Our team will deliver
any assigned project through a collaborative process
that is responsive to the City’s objectives by targeting innovation in the following areas:
› Beginning already with an understanding of project
goals and objectives and organizing a multidisciplinary tiger team to assess opportunities, requirements, and risks.
› Actively analyzing and continually incorporating
value engineering concepts into 10% plan
development.
› Actively seeking to reduce project cost and
schedule risk by defining the 10% project alignment
footprint.
› Develop a criteria matrix for evaluation.
Our team of planners and engineers have the technical
expertise to provide services on all parameters needed
for final design including:
› Existing and Future Conditions Assessments
› Development of Project Alternatives
› Conceptual and Preliminary Engineering
› Bridge/Structures Reports and Type Selection
› Preliminary Hydraulic/Hydrologic Analysis
› Traffic Operations/ITS/Transit Signal Priority
› Transit Oriented Communities
› Station Area Planning
› Landscape/Urban Design
D and G. Surveys, Mapping, and Right of
Way
Led by Psomas, surveying tasks will utilize the right
technology for the task, including GPS, conventional
surveying (including mobile terrestrial lidar scanning
(MTLS) and Static Terrestrial LIDAR Scanning (STLS))
for surveying street areas and join conditions; and
traditional aerial mapping for areas that require less
detail and accuracy. We have a cost-efficient approach
that provides the right level of accuracy for each design element and supports early design activities. We will
acquire all right of way base maps and perform right
of way surveys to verify information, incorporated into project decision making to minimize impacts and used
to complete the acquisition process for easements and
permanent takes. Psomas has completed projects using
Caltrans’ Local Assistance Procedures Manual through
their many on-call projects completed for District 12.
E. Environmental Studies and
Documentation
The Cordoba team understands the environmental
documentation process and requirements per
the NEPA and CEQA guidelines. Our team has the
expertise and is prepared to complete the necessary
documentation for the for the following environmental
studies: preliminary environmental study (PES) and
completion of any required technical studies for
NEPA compliance, CEQA compliance documentation
and technical studies, NPDES permit regulations,
Regional Board Section 401 certification, and any
agency and stakeholder coordination as required
for completing the environmental NEPA and CEQA
process. Additionally, our team will assist the City with obtaining any encroachment permits as required for
the project from agencies such as Caltrans, County of
Los Angeles. For federally funded projects, our services will include preparation of all required Local Assistance City of Pico Rivera | On-Call Engineering Services
Cordoba Corporation | Making a Difference Page 24
Procedure Manual Exhibits for submittal to Caltrans.
As an example on the OC Streetcar project, our team
completed the environmental analysis which satisfied
the requirements of both the CEQA and NEPA. At the end
of the study process, a locally preferred alternative was recommended and adopted by Santa Ana and Garden
Grove City Councils and approved by OCTA; the City of
Santa Ana certified the FEIR and FTA issued a finding of no significant impact for the project, clearing the way for project design and implementation.
F. Utility Research and Coordination
Our team takes a broad-spectrum approach to utility
research and coordination and believes that by having
a comprehensive strategy for utility coordination,
project owners and managers can mitigate utility risk
by facilitating communication and information exchange
early in the project process. In order to avoid the risk of project delays, high-cost utility relocations, or utility strikes, our team uses utility mapping by reviewing
as-built information and public records and working
closely with utility agencies such as DWP, MWD, and
private and local utilities. A proactive approach to
understanding subsurface utility conditions early
on in the conceptual and pre-design phases helps
project owners, project managers, estimators, and
engineers better understand the utility landscape
of their projects.
Our team’s approach emphasizes the identification
of conflicts and cost-effective resolutions in a
collaborative, iterative process with the utility owners and the design utility coordination team. Together, we
will methodically identify, quantify, and clear conflicts between existing utilities and each project alignment.
We will conduct utility conflict workshops with each
utility owner to discuss proposed resolutions for the
conflicts and identify alternative and perhaps more
cost-effective approaches to resolving conflicts
similar to our efforts on the Eastside project and the
utility investigation process that is already underway.
We will document conflict resolutions in written
correspondence and in meetings. We will also maintain
a utility information sheet for each utility conflict
commensurate with the design phase to make sure all
conflicts are cleared prior to project construction.
H. Design
The Cordoba team brings a wealth of civil engineering
technical strengths accompanied by a client-oriented
approach. Our team offers the following:
Roadway/Geometrics Design: The Cordoba team
brings a proven track record in roadway/street
design and geometrics, evidenced by our work on
Metro’s Eastside project and our prior work with oncall engineering projects for the City. These projects were designed and completed under both very tight
schedules and stringent design conditions, responding
to updated design criteria for roadway and ADA design,
minimizing impacts to adjacent properties and avoiding
major disruptions to traffic during construction.
Development of Plans, Specifications and
Estimates:The Cordoba team brings a proven
capability to design projects through plans,
specifications, and estimates (PS&E). Our team has
developed strong methods of bid package preparation
through its program management disciplines. The team
delivers consistent construction bid packages with
particular attention to providing sufficient and accurate information to save the client money and fewer change
orders during construction. Once the assessment and
pre-design report is completed and approved by the
City, our design teams will quickly move into PS&E
mode: Often, plans will consist of four design package
submittals: 30, 60, 90, and 100%.
Cordoba team’s CADD staff and roadway designers have
hands-on knowledge of local standards and codes from
the layout of the sheet border to the detailed design,
evidenced by our prior PS&E work for the City. Our team has prepared civil engineering and roadway drawings
and design layouts for projects in conformance to
the City’s specifications and other applicable codes
resulting in finished drawings and documentation
packages that are camera ready. Our goal is to provide
drawings that are in the form of “what the City wants
to see” to minimize approval times. With schedule in
mind, the Cordoba team will facilitate over-theshoulder reviews to facilitate the City avoiding any surprises by taking care of issues before each
formal submittal. This approach will allow the City
City of Pico Rivera | On-Call Engineering Services
Cordoba Corporation | Making a Difference Page 25
a clearer, more effective, and more detailed review
of the plans. After submittal of the 60% PS&E to the
City, our team’s construction management experts
will perform constructability and value engineering
reviews. This two-tier proactive approach will provide a higher probability in the accuracy of the bid packages
and cost estimates. We know what to look for and
where mistakes are most often made, increasing the
probability of accurate engineer cost estimates.
I. Construction Phase Authorization
When using state and federal funds, understanding the
required processes is imperative for successful project delivery. The Cordoba team has extensive experience
working with state and federal funds, Caltrans and
their processes. In our experience, early and regular
coordination with Caltrans results in improved
understanding of the often-changing requirements
and expedites authorization of the construction phase.
Several members of our team have extensive experience
with Caltrans projects, providing you with experts to
guide the project review and plan checking process.
J. Bid Support Services
Our team of experts have nearly 100 years of combined
owner-side experience to help agencies and owners
with developing complete bid packages. Our
experience includes development of bid documents,
pre-qualification of bidders, compliance with public
contract code requirements, and managing the process
of responding to requests for information and plan
clarification as well as developing criteria for bid
selection and developing an approach to resolution
of bid disputes. We have previously performed these
functions for the City on past CIP projects, such as
Rosemead/Slauson Avenue and Rosemead/Beverly Hot
Spot Improvements.
K. Construction Support Services
Our construction support staff includes engineers and
construction specialists, all of whom are highly trained, seasoned experts in their field. During construction, our team has the experience and is prepared to work with
City staff to provide and complete the scope of services including, plan clarifications, RFIs, change orders,
contractor meetings, design revisions, and preparation
of as-builts as we have done with you in the past on
the CIP Hot Spots, projects. We provide a wide variety
of specialized experience to support the City with plan checking, and our working knowledge of the codes,
requirements, and general conditions of City contracts
allows us to fill in on plan checking needs immediately.
L. Grant Administration
As discussed above, when using state and federal
funds, understanding the required processes is
imperative for successful project delivery. The Cordoba team has extensive experience working with state and
federal funds, and their processes. In our experience,
the Caltrans local assistance team is highly qualified
and ready to assist; they are problem-solvers and
respond well to early and regular coordination. Cordoba always approaches Caltrans in a spirit of collaboration to find ways for efficient authorization of the preliminary engineering, right of way, utility relocation, and
construction phases of project delivery.
Additionally, our team of grant writing specialists have the required expertise to help the City secure finding
resources for future projects and initiatives. With our extensive experience in securing grant funds for state
and local agencies, the Cordoba team will support
the City in identifying and targeting potential federal, state, and local grants that can augment available City funds for project planning, design, and construction.
Considering the full range of projects anticipated by the City, there is a similarly broad array of available funding programs that our team will examine for best match
for a competitive grant application. Our grant writing
specialty team recently supported the City of Montclair, preparing a benefit-cost analysis for proposed property acquisition and infrastructure investments to support
future public-private development at the Montclair
Transit Center which serves three different regional bus operators adjacent to the Metrolink Montclair Station.
M. Prior Rights Expertise
Our team of experts have years of pre-construction
services experience and have been utilized by owners
and agencies to conduct prior rights investigations and City of Pico Rivera | On-Call Engineering Services

research in order to mitigate project risks. Our approach is to work closely with the project utility relocation
and coordination teams to right of way documents
and title claims to make determinations of existing and prior rights. With experience supporting the delivery
of major capital infrastructure programs on behalf of
the Metropolitan Water District of Southern California, Metrolink, the Alameda Corridor, and LA Metro, our team is very familiar with the importance of documenting
agreements and prior rights to avoid future utility
relocation claims.
Ability to Adapt to Unexpected Work
On-call engineering services encompass significant
responsibility and delivery mechanisms requiring both
a depth of resources, efficiency and flexibility. We have several on-call engineering contracts and understand
how to work with the City on a task order basis. We
have structured our team with a combination of
technical staff and specialized experts in multiple
categories to be prepared for unexpected work.
In addition, Terry can tap into the entire Cordoba
network, including executive leadership, to provide
guidance and strategy where the City requires.
Feasibility of Oversight, Ability and
Willingness to Respond
This work will be managed from our Los Angeles office,
where we have all the local resources needed to ensure
responsiveness. In addition, most of our team members
have local offices in Santa Ana/Los Angeles that will
enhance our ability to respond quickly to the City’s
requests or needs – providing the ability to immediately drive out to check site conditions for a project or drive over for a meeting with the City’s project manager to
collaborate on a critical issue.
The task leads are very experienced at adjusting to
project needs, and have existing relationships between
each other, providing a built-in layer of contingency
in the case of any unforeseen events. Our task leader
teams employ an ongoing exchange of lessons learned
that are shared among the team, ensuring current and
future tasks also benefit. Timely reporting of status
and scope/schedule/budget is key to ensure any
adjustments will be applied appropriately. Task to task, these measures will be scaled to the size of the project and discussed with the client manager to account for
any specific needs or requests applicable to the task.
Methods and standards will also be confirmed at the
onset through a scoping meeting prior to the start of
work.
Our task order management and execution process
will be handled through the implementation of a
master quality plan; this plan will be distributed to all team members, such that quality will be a constant
staple of our delivery, independent of which team
member collaborated the most or led the deliverable.
All deliverables include a QA component. As part of QA, deliverables will be edited by our technical editing team.
Staffing Capability
Cordoba has assembled a team of professional experts
that is structured for optimal responsiveness and to
enable the most efficient identification of appropriate task order teams and mobilization of needed resources.
These staff members are part of a consulting team
that understands local projects. This team will work
toward the successful delivery of every task order. Our staffing plans will be tailored to meet the needs of each individual task order — our team will prove time and
time again that we will do what it takes to exceed City’s expectations.
Workload
Our entire identified management team and
technical support staff is fully committed to the City
and this contract and will be made available upon
request. With the support of multidisciplinary teams,
our task order managers have a successful history of
working on and leading projects that are delivered on
or ahead of schedule and within budget. Our ability to
do so is a result of strong working relationships with
the identified subconsultants, our clients and project
stakeholders, coupled with robust schedule control
tools and techniques.

Melissa de la Peña, PE
Preliminary Engineering and
Planning Services Lead
About Melissa
Melissa has established herself with over 25 years of experience in transportation engineering and management of large infrastructure projects throughout Southern California and for local municipalities throughout the region. She has managed the preparation of corridor studies, feasibility studies, project studies, design, and specifications and estimates - for highway, major urban transit, and complex interchange improvement projects. Her work on all phases of transportation projects from planning through construction has given her a thorough understanding of federal, Caltrans, and public agency standards and requirements. She provides strong project delivery experience having successfully delivered multiple projects (including on-call contracts for Caltrans District 7 and City of Los Angeles) under expedited schedules. She also offers proven project manager capabilities based on her in-depth experience in managing infrastructure projects involving multiple stakeholders, alternative development, design, traffic, and aesthetics.
Project Experience
Project Manager; Eastside Transit Corridor Phase 2 Advanced Conceptual Engineering (ACE) and Urban Design, LA Metro, Los Angeles, CA. The Eastside Phase 2 Project proposes an extension of the Gold Line from its easterly terminus at Atlantic Station, further east towards Whittier. The planning project is to support the supplemental environmental documents and clearance with ACE design and additional studies that will determine the need for refinements to the previously proposed alternatives (the initial Draft EIS/R release in 2014). As project manager of the Joint Venture team, Melissa is responsible for the project delivery, quality, scope, schedule, and budget. She is also involved with stakeholder/owner coordination through the development of the project. Total length of study is approximately 17 miles, and capital cost is estimated at approximately $6B.
Regional Project Manager; California High-Speed Rail Project, Burbank to Los Angeles and Los Angeles to Anaheim Sections, California High Speed Rail Authority; Los Angeles, CA. As the Regional Manager for the Burbank to Los Angeles and Los Angeles to Anaheim corridor of the 800-mile statewide California High Speed Rail project, Melissa was responsible for the overall management of a multi-disciplinary consultant team consisting of several consulting firms responsible for the planning, public outreach, conceptual and preliminary design, and continued on next page

the preparation of required environmental
documentation. These two sections of the program
create the urban corridor section largely within
an existing rail corridor, which involves multiple
owners and stakeholders, also requiring close
coordination with a variety of concurrent planned
projects in this constricted corridor.
Program Management Team; Sixth
Street Viaduct Replacement Project, LABOE,
Los Angeles, CA. This project proposes to
replace the historic Sixth Street viaduct over
rail, freeways, and the LA River due to seismic
deficiency brought on by a chemical reaction
in the concrete. Melissa served on the program
management team (Managing HNTB as contractor
for the project) as engineering lead for roadway
modifications required as part of the bridge
replacement and related to the need for other
improvements to accommodate detours resulting
from the bridge closure, which would last several
years. Melissa was also involved with regular
community coordination, working with the Los
Angeles Fire Department on safety considerations,
and managing the development of mitigation for
the historic structure through development of a
documentary and book covering several historic
structures along the LA River.
Project Report Lead; SR-710 North
Study Alternative Analysis, LA Metro; Los
Angeles, CA. The SR-710 North Study evaluates
transportation options to improve mobility and
relieve congestion within 100 square miles of Los
Angeles County. Working with Metro and Caltrans
District 7, Melissa led the development of the
Project Report which provides an evaluation of
all multi-modal alternatives for the 4.5 mile gap
of the 710 freeway involving scenarios such as
traffic management systems, bus rapid transit,
light rail transit, dedicated freight guideway
system, heavy rail, commuter rail, multi-modal
tunnel, bicycle and pedestrian access, local
roads and freeway improvements, and advanced
technologies. The goals and objectives of the
study included improving north-south mobility and
goods movement on the Los Angeles area freeway
network; making better use of existing capacity on
regional freeways and transit systems; reducing
congestion due to through traffic on the freeways
surrounding downtown Los Angeles; reducing
congestion on local streets near the existing SR710 termini; and decreasing circuitous traffic in the greater Los Angeles Basin.
Project Manager; Soundwall PS&E Package
11 (SR-170 and I-405), LA Metro; Los Angeles,
CA. Melissa was responsible for interdisciplinary
coordination with Caltrans and development of
plans, specifications and estimates for a project
to complete soundwall improvements along 3.7
miles of SR-170 and I-405 to mitigate impacts from
highway improvements. Associated improvements
encompass modifications to utilities, storm drains,
overhead signs, best management practices,
retaining walls, and widening of structures.
Project Manager; I-710 South Soundwalls
Early Action Project (EAP) Project Report
and Environmental Document, LA Metro,
Los Angeles, CA. Melissa was responsible for
the design of individual Sound wall projects
along the I-710 corridor and ensuring the
design was consistent with both existing and
future conditions. The goal for this project was
to maximize the benefits to the surrounding
communities, minimize or eliminate conflicts
with future locations, and minimize right-of-way
impacts to expedite environmental clearance. She
defined the alternatives and potential locations to
minimize impacts and provide consistency with
the proposed improvements. In consultation with
Metro and Caltrans, she developed a strategy to
environmentally clear sound walls that required
further study. The environmental clearance strategy
focused on reusing previously collected data to
avoid duplication; minimizing the time, effort, and
cost to prepare any additional environmental
documentation; and prioritizing sound walls for
early construction.
