Evidence supports that one of the best Positive Behavior Intervention and Supports (PBIS) for students is athletics. During the COVID-19 pandemic the need to support Social Emotional Learning (SEL) for our students is greater than ever and athletics is one of the best models for SEL. Ensuring our athletic programs have the necessary equipment / supplies and means to support our students is paramount to the success of our community.

To Whom It May Concern:
As the proud Principal of Cordova High School, tasked with providing opportunities for students which prepare them for post-secondary success – it is my pleasure to write this strong letter of support in continuing partner with the Rancho Cordova Student Athlete Coalition (RCSAC).
In alignment of our collective mission, supporting our most marginalized students is critical to our success. Given a diverse population of learners which include: English Language Learners, Special Education, and students from single-parent households facing incredible educational barriers – RCSAC seeks to increase year-round academic supports for student via targeted tutoring. I have continued to witness the support provided for academic assistance and the added benefit to our current existing after-school tutoring model, including college access and student recognition.
Additionally, RCSAC has worked incredibly hard to revamp our marketing and facilities plan which included extensive upgrades to our CHS campus, including: the weight room, stadium, storage facilities, and the parking area adjacent to the gym. RCSAC has created a comprehensive plan which seeks to provide upgrades, refreshed signage, and enhanced branding. Most importantly, RCSAC has helped facilitate the addition of key campus equipment, including three new golf carts, as well as provided relief for some of our deserving sport programs.
I urge you to give this application your most serious consideration. Should you or your staff have any questions regarding this letter, please do not hesitate to call. Thank you for the consideration as we partner to positively impact student outcomes.

• Wednesday 3-4:30 pm- Prep for block Thursday schedule • Thursdays 1:30-3:00 pm- often games/practices are not until 3:00, Student Athletes would stay on campus in study hall and would academically use this time. • Saturday- Times and Dates TBD
Study Hall Locations
• Auxiliary Gym Classroom
• Library
• Individual Classrooms/MACH Room
• Offsite Location: PAL Community Center (purpose would be to also build a community relationship)
Staff
• CHS Teachers & Staff
• Outside Academic Support- Example: Miss Jane (math coach), retired or previous teachers, volunteers, non-CHS coaches
• All Non-CHS staff would be cleared
Grade Checks: Year-Round**One of the academic challenges is that the Student Athletes keep up the academic standards only during their sport’s specific season. • Google Classrooms set up for each sport. Coaches and RCSAC academic coordinators would be “teacher of record.”
• Bi-Weekly electronic grade check through Google classroom. • Student Athlete is responsible for their own grade check. Student Athlete would use Powerschool to record grades.
POST- HIGH SCHOOL ACADEMIC PLAN
Enhanced Coordination with Los Rios Community College District • Robust communication plan- Enhanced Social Media and email postings on application deadlines, special financial aid meetings, and Promise Plus applications • Per Los Rios- Current enrollment in the Promise Plus program is approximately 60-70 students. Goal would be 100 students from Cordova and Kinney High Schools. • Start communication and education on Los Rios programs during Freshman year vs.
Junior or Senior year.
• Create a focused plan educating the students on athletic opportunities within the Los Rios Community College District
• Field trips to each of the Los Rios locations beginning Freshman year. The student athlete would attend 1 field trip per year culminating in a grand total of 4 field trips by Application #28
ITEM 12.2. ATTACHMENT 2
the end of their Senior year. The field trips would specifically focus on athletic programs and facilities.
• Los Rios would like to offer college level classes at the CHS site so that students would have 9-12 units when they enroll in Los Rios.
Recognition Program for Student Athletes when they commit to a College, University, or TradeSchool • Recognition on school kiosk
• Recognition on RCSAC social media pages
• Recognition in the Rancho Cordova Grapevine
• Recognition in the Rancho Cordova city newsletter and on city social media pages
SOCIAL MEDIA PLAN
Develop a Facebook, Instagram, and possibly YouTube page Pages would post the following:
• Game & Practice Schedules
• Athletic Accomplishments: wins, special awards, any other honors. • Upcoming parents' meetings
• Volunteer opportunities
• Links to school gear
• Link with other Rancho Cordova social media pages to enhance community engagement and volunteerism.
• Work with CHS students to post content (specifically with student government students)
MARKETING/BRANDING PLAN
• Work with site staff to develop branding guidelines for site. Create a consistent messaging and marketing plan by having recognizable logos, colors, and uniform guidelines.
• Create a band guidebook for staff, coaches, and clubs to reference. • Remove signage that is not consistent with brand guidelines. • Create a new entrance into Cordova High Stadium
• Uniforms: All teams should have uniforms with the same logos and color pallet outlined in the guidebook.
• Spirit wear sales: Sales of branded gear would be available to students and families.
These sales would take place online and at home games and meets. • Create a marketing plan to attract sponsors for teams and field signage.
FACILITIES IMPROVEMENTS Gym
• Update all current logos with new branding
• Inspirational messages installed on upper gym walls.
• Organize banners and hang most recent banners and awards. • Repair or remove rusted screen.
• Clean out storage areas
Application #28
ITEM 12.2. ATTACHMENT 2
Football Field & Field Maintenance
• Refurbish equipment.
• Find location to store equipment.
• Create a maintenance schedule.
• Work with coaches to assign volunteers to help with maintenance.
General Facility - Storage Containers (currently in production) • Move containers within fence perimeter.
• Clean out existing containers.
• Exchange damaged and/or unusable containers for newer more secure containers. • Move containers to more logical locations. Move containers that are not sports related to locations on the upper campus that would make sense. • Recommend security for sports related containers.
General Facility- Future Enhancements
• New Marque- larger marque to recognize student accomplishments, post local Rancho Cordova events, and additional athletic schedules and information. • Decorative fence around entire perimeter of school and stadium. A new fence would put CHS within the standards set forth by the City of Rancho Cordova and would tie in with the existing fence installed at Coloma and Chase as well as what is existing at Mills Middle School.
• New Entrance into Lancer Stadium. It is currently confusing where the existing entrance is. A new entrance would not only enhance the look at CHS but would make it easier for visiting teams and families to locate the entrance. • Screen attached to fencing around Lancer Stadium. By screening the field in, it would force spectators to pay to view the games vs. watching for free through the fence.
• New Signage on Chase drive. New signage would enhance the look of CHS and would be in line with the cities’ current signage initiative. • Paint light posts black to match fencing on Chase drive • Paint storage containers red and or black to match branding guidelines. • Bigger kiosk and signage for performing arts theater. • Repaint CHS Amphitheater- Repaint Block C and Class Names • Repaint and refresh college mural: Remove Wisconsin and replace with Chico, Stanislaus, or local Los Rios Icons.
• General clean up items: Clean up boneyard, remove extra unneeded conduit, work with custodians and maintenance staff on general repairs. • Enhanced security for athletic equipment areas.
• Motorized entrance gate into the D wing area.

Youth Sports Fee Assistance (Rancho Cordova Athletic Association RCAA) Project Synopsis
This project would provide funds to the Cordova Community Council for distribution by the Rancho Cordova Athletic Association to create and manage a fee assistance program for children unable to participate in youth sports programs due to family financial barriers. Cordova Community Council will work with RCAA to establish criteria for assistance, operational guidelines for distribution of funds, as well as bookkeeping and reporting operations.
Project Description
This project meets CEIF project criteria in several ways: (1) supports growth and development of children and youth; (2) improves stakeholder involvement by supporting sustainability of new and legacy youth sports organizations; (3) increases community pride by showcasing a city which cares and focuses on welfare and opportunity of all children, regardless of economic status; (4) Improves the quality of life for city residents; (5) supports sports as a positive outlet for building stronger community connections, promoting physical fitness and an enhanced participation in sporting activities.

The RCAA has set a 2022 goal of increasing league participation by 5 percent over pre‐COVID 2019 registration. The involvement of more children with the help of fee assistance is a component of this strategic goal. Here is how it fits in: Goal #1 Open opportunity for play to children from families who cannot afford to pay Metric: Compare with 2019 attendance and measure growth attributable to assistance program. Goal #2 Assist leagues which are offering fee assistance to the detriment of operating budgets to maintain high quality play for all children Metric: Compare league data from 2019 to 2022 Goal #3 Live up to the vision that Rancho Cordova is Application #30

Matching Funds
It is possible that this project will receive funding from the Rancho Cordova Community Golf Classic to be held on April 30. The project has received previous funding at $2500 per year, however the tournament was canceled in 2020 and 2021 due to COVID.
Thus, 2022 is a rebuilding year and it is not known at time of application what the results may be.
Include Any Other Funding Contributions
This project enjoys the support of the Cordova Community Council, which offers publicity tools and other intangibles, such as translation services, graphic arts support, website services, and by integrating this project into other existing youth sports initiatives managed by the Cordova Community Council on behalf of the Rancho Cordova Athletic Association.
Ongoing Operations and Maintenance Costs (if applicable) It is projected that ongoing support at $20,000 annually will be needed through 2025‐26 Total Community Enhancement & Investment Funds Requested $44,000
Is this a multi‐year request?
Yes
Number of Years
2 If you answered yes above, describe your sustainability plan and whether the project is viable as a single year request.
This project is viable as a single year request. The purpose of a multi‐year request is to provide flexibility needed for optimum operations as the CEIF funding cycle does not align well with youth sports leagues operations, which are planned on a calendar year, not a fiscal year.
How many years have you received funding for this project? 2 When will your request for funding sunset for ongoing programs? We are hoping that with the development of a full‐time staff professional to support the RCAA in the future, that other funding sources can be found to support underprivileged youth in the community, however that structure is currently not in place. If that can be established, it is possible that this project funding could be ready for sunset in 2025‐26.
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? This project currently is supported by the individual leagues at a lower level. The RCAA is watching for additional grant opportunities, however at this time there is a lack of capacity at the league and RCAA organizational level to launch a robust fund drive for this purpose. While we believe ample support for this exists elsewhere, the lack of grant and sponsorship outreach capacity is currently an issue.
Project Schedule, Timeliness and Adaptability Application #30 ITEM 12.2. ATTACHMENT 2
3 Project Schedule
This is an on‐going process, based on league registration calendars. All leagues have the opportunity to access the funds during their individual registration period with a reimbursement request due to the Cordova Community Council within 30 days from the close of league registration.
In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
This is a two‐year campaign that would commence upon funding approval and continue for 24 months. The RCAA has developed a schedule and system for the application and reimbursement protocols. The schedule for execution of this project is highly dependent on league schedules. Through the RCAA, some standardization of registration schedules has been accomplished in order to optimize planning to assure equal access to these funds by all participating leagues (in other words, the money does not run out too early for sports later in the year) and assure equal application opportunities and distribution of funds to families throughout the year and in multiple sports. Training has also been provided in order to encourage leagues to take advantage of this opportunity.
With the fundamentals now in place, plus the return of sports league activity which has recently commenced post‐COVID, it is expected this project is now ready for more optimum operations.
Please note, if selected for funding, you will be required to submit a narrative Outcomes Report and a financial Use of Funds Report at least two times during the grant period.
Will you be able to adjust your project if California Public Health and/or Sacramento County Health Orders change? For example, the program could operate virtually or with other modifications made. Please describe.
Youth sports leagues have a proven record of adjustments to meet health orders as they have changed over the past two years. A total cancellation of youth sports, as seen in 2020, would erase the need for this project, and thus cancel this project.

Other Physical Addresses (if project/program is at multiple sites) While these sports leagues do operate on Cordova Recreation and Park District and Folsom Cordova Unified School District properties, this program is administrative in nature and has no bearing on the facilities, so all questions below will be answered in the negative.
Have you received a letter of support for the project/program from the property owner? No
Letter of Support from Property Owner (not K‐12 schools or park/park facility) Is your project/program intended to operate or take place at a public K‐12 school site and/or a park/park facility?

Project Information
Project Name
Youth Sports Leagues Promo Campaign 2022‐23
Project Synopsis
This project provides funds to the Cordova Community Council to assist the Rancho Cordova Athletic Association to continue efforts to improve and expand promotion for youth sports leagues in the City of Rancho Cordova.
Project Description
The project will utilize digital and traditional outreach efforts to boost the profile of youth sports leagues, including collaborative efforts which include mass distribution of flyers, development of high quality and effective signage and an expanded means to extend information to grow year‐to‐year league participation by 5 percent. The criteria addressed by this project include: (1) Supports the growth and development of children; (2) promotes opportunity for civic engagement; (3) enhances community pride; (4) improves quality of life; (5) supports sports as a positive outlet for building stronger community connections, promoting physical fitness and enhanced participation in sporting activities. This project will build upon previous upgrading of youth sports leagues digital profiles at www.rcathletics.org. The elevation of publicity for youth sports is critical to success for these leagues. During league COVID shutdowns, Rancho Cordova recreational leagues reported that many families have left their leagues to play in “pay to play” private leagues, especially among older players. Leagues will need to be rebuilt with younger players and parents with less experience in skills such as coaching and officiating. This is a nationwide challenge of the post‐COVID era. This proposal would also continue to expand the outreach to schools in Rancho Cordova that are part of the Elk Grove and Sacramento City Unified school districts.

None
Ongoing Operations and Maintenance Costs (if applicable) None
Total Community Enhancement & Investment Funds Requested $42,000
Is this a multi‐year request?
No
How many years have you received funding for this project? 5 When will your request for funding sunset for ongoing programs? The RCAA has received support for league promotion under the Community Enhancement Grant program since 2015. During that period, the funds have been used to create and update a clearinghouse website, linking all youth sports together for improved visibility and impact. Flyers in both English and Spanish enjoyed wide distribution through the schools, supported by high quality signage posted outside schools which has enjoyed full cooperation by school leadership. In 2018, the project began tracking registration data to measure the success of the project. While there has been overall growth in youth sports participation as a result of these efforts, there is still work to be done. Growth tracking was suspended in 2020 and 2021 due to COVID, but has been rebooted in 2022 with a goal of 5 percent overall registration growth in the calendar year. Prior to the pandemic, data showed that the alarming deterioration in participation had been halted and growth was occurring, even though the Cordova Girls Softball League was operating under challenging conditions due to work on their home field and the Cordova Community Swimming Pool was closed. The COVID pandemic brought recreational youth sports to a halt in March 2020. As the pandemic continued, players with sufficient family income migrated to “pay to play” leagues which continued to operate, sometimes in defiance of local public health rules. Others have migrated to neighboring counties, where restrictions are more lenient. Overall, the deterioration of enrollment due to the pandemic was significant. This project was adversely impacted by COVID 19 and the financial/performance failure of the previous provider. However, with the assignment of additional Cordova Community Council staff resources and the return of youth sports following the pandemic, the project is once again gaining momentum.
Do you plan to ask annually for funding?
Yes
Application #31
ITEM 12.2. ATTACHMENT 2
3 What other funding will you seek to support your project? It is hoped that a future project to expand staff support for the RCAA will lead to increased capacity for fundraising for this project.
Project Schedule, Timeliness and Adaptability
Project Schedule
This project was adversely impacted by COVID 19 and the financial/performance failure of the previous provider. However, with the assignment of additional Cordova Community Council staff resources and the return of youth sports following the pandemic, the project is once again gaining momentum. Looking forward, this new round of activity would follow this project schedule: August 2022: Finalize funding agreement and begin online/sign/flyer program in the schools, plus in‐person staffing of information booths at Rancho Cordova school "back‐to‐school nights." September‐December 2022: Continue online/sign/flyer program in schools, activity at Christmas Tree Lighting event January‐May 2023: Continue online/sign/flyer program in schools, display and activity at Kids Day in the Park June‐July 2023: Continue online flyer program, modified sign program with participation at Fourth of July Parade and festival events August 2023: Resume school year operations, including online/sign/flyer program and back‐to‐school nights In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
After trial and error, and lots of feedback from participating leagues, the RCAA believes they have hit upon the most effective strategy given available human resources. The RCAA's new website went live in March 2022 and will be an important tool as a clearinghouse for educating parents about registration deadlines and how to access league sign‐up information, and financial aid if needed.
If all sports leagues are canceled, as occurred in 2019 and 2020, there is likely to be little the RCAA can do to continue this program until leagues are allowed to play. However, leagues have become more adept at adapting to these changing environments. This project supports them, so is therefore dependent upon them being active.

Project Information
Project Name
Outdoor Synthetic Track for Rancho Cordova Track Club
Project Synopsis
Financing to build a new outdoor synthetic track on existing Rancho Cordova city owned property. Future plans would include building fields and amenities that would support additional Rancho Cordova youth leagues such as baseball, soccer, football, cheerleading, rugby, and lacrosse.
Project Description
Rancho Cordova Track Club is in need of a home track & field location for local Rancho Cordova community athletes and other track club members. New build items would include an 8 lane synthetic track, steeplechase pit, long jump pit, discus ring, and move existing hammer cage from Cordova High School to new home track location.
Project Team
Rancho Cordova Track Club Board: Dennis Lamantia‐ Rancho Cordova Track Club President Jennifer Laret‐ Rancho Cordova Track Club Vice President Josh Gruver‐ Race Director & Head Coach of Rancho Cordova Track Club Anthony Davis‐ Board Member & Coach Danielle Davis‐ Secretary
Project Goals
To build a multi‐use sports facility that will support local sports. Sports would include but would not be limited to: track & field, soccer, baseball, football, lacrosse, rugby, etc. Current rental conditions are not conducive to youth sports leagues' current running budgets and fees. Current rental fees are hindering league growth and expansion. Facility availability is limited and current schedules for leagues are secondary to high school athletics making time availabilities late into the evening or not available at all. The hope for this location is that it would become a self‐sustaining facility by hosting regional sporting events. Ultimately bring revenue into the city due to spectators staying in local hotels, eating at local restaurants, shopping at local stores, and using other local amenities.

Project Information
Project Name
Renovation and Maintenance of Youth Sports Facilities
Project Synopsis
This project provides funds to the Cordova Community Council on behalf of the Rancho Cordova Athletic Association to be expended for materials and services to improve and maintain youth sports fields and facilities located on property owned by the Folsom Cordova Unified School District and/or Cordova Recreation and Park District using labor provided by either the property owner or other approved labor source.
Project Description
The project duplicates a program already operating in the City of Rancho Cordova, wherein the school district or park district provides labor or other services for field or facility improvements and repairs on their property with material and other services costs, and volunteer effort provided by the Rancho Cordova Athletic Association (RCAA). The projects are selected by a consortium of Rancho Cordova youth sports league leaders organized under the RCAA, a project of the Cordova Community Council Foundation (CCCF). CCCF provides coordination, reporting, bookkeeping and oversight. The sports leagues which stand to benefit from this project include Rancho Cordova Little League, Cordova Girls Softball, Rancho Cordova Soccer, Rancho Cordova Track Club, Cordova Blue Marlins, Cordova Cordettes, Cordova Jr. Lancers, Rancho Cordova Track Club, and possibly others. This project meets Community Enhancement Fund criteria by advancing community pride, promoting civic engagement, improving quality of life offerings to residents, and by providing growth and education opportunities for youth and children in the community through quality sports programs. This project leverages existing community assets and previous City investments. In partnership with the Cordova Community Council Foundation, the Project Team has proven capacity to deliver the project.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.
Total Project Cost
$50,000
Estimated Breakdown of Project Expenditures
$45,000 for materials and services match, to be determined by leagues actively participating the RCAA during monthly meetings $5,000 for administrative, coordination, oversight and bookkeeping (Cordova Community Council) Matching Funds
Volunteer time provided by parent coaches and volunteers in youth sports is huge. Improvements which support this volunteer pulse point further leverages an enormous community asset, and improved field conditions grows the leagues. Here are the numbers for the Rancho Cordova sports leagues represented by RCAA: o $8.086 million: 900 coaches/volunteers @ 300 hours per season o $22,462: RCAA volunteers 15 @ 50 volunteers hours per year The project also relies on in‐kind contributions of labor from the Cordova Recreation and Park District and the Folsom Cordova Unified School District.
Include Any Other Funding Contributions
None
Ongoing Operations and Maintenance Costs (if applicable) These enhancements are focused on reducing operations and maintenance costs to youth sports leagues and public agency hosts Total Community Enhancement & Investment Funds Requested $50,000
Is this a multi‐year request?
No
How many years have you received funding for this project? 7 When will your request for funding sunset for ongoing programs? Large projects which have replaced the Girls Softball complex at Mills Middle School, the pool at Hagan Community Park, and eventually will renovate the Rancho Cordova Little League home fields should, over time, reduce the need for renovation projects.
However, new facilities also come with a higher standard of care and maintenance, and until participation growth catches up with these costs, youth leagues are likely to require continued support of this kind. During the pandemic, youth sports leagues canceled play. One unintended consequence of this has been the loss of dedicated volunteers, who have migrated to pay‐to‐play leagues and teams in neighboring communities in Placer and El Dorado County. The loss of these volunteers are expected to take time to rebuild, but in the meantime these facilities will need to be recovered and maintained. In addition, as the renaissance of youth sport leagues in Rancho Cordova continues, greater participation is likely to drive the need for additional space and maintenance efforts. Until some sort of equilibrium is reached wherein paid participation is able to offset these costs, it is likely some subsidy will be needed into the future. RCAA has discovered that unwinding years of neglect at many of these publicly‐owned facilities has been daunting and on‐going.
Do you plan to ask annually for funding?
Yes
Application #33
ITEM 12.2. ATTACHMENT 2
3 What other funding will you seek to support your project? Local leagues depend heavily on volunteers to help maintain fields and facilities. In addition, it is the obligation of public property owners like the school and park district to provide maintenance. The enhancements which are accomplished through this grant program elevate playing conditions for Rancho Cordova children, and include the on‐going support of community volunteers which reduce the need for additional cash.
Project Schedule, Timeliness and Adaptability
Project Schedule
July 2022 Contract completed August 2022 Convene RCAA to build project list September 2022 Approve preliminary project list and begin fall projects January 2023 Approve remaining projects and begin spring projects June 2023 Complete all projects In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
Getting projects completed as part of this program has been challenging, especially during the pandemic, when partner organizations were often unavailable to provide the labor support that is envisioned by this partnership. The Cordova Community Council has dedicated additional staff resources to help manage these projects, providing additional leadership and follow‐up to expedite these projects. However, it is an on‐going challenge that grant awards are made after work schedules for partner agencies have been completed for the year, forcing RCAA projects to be inserted into work schedules on an "as available" basis.
These projects were adversely impacted during the pandemic, particularly in the area of volunteer service. In addition, since public facilities were closed, and worker shortages were common, many planned projects could not be accomplished. There has been much progress in the area of work accommodations after two years of pandemic experience and moving forward it would be expected that adjustments would be easier. However, if there were to be a complete shutdown of youth sports, as was the situation in 2020, it would be expected that the volunteer corps would also disappear and labor shortages at public agencies would cause a slowdown or cancellation of these projects.

Because facilities are utilized during prescribed athletic seasons, work is mostly completed during off-season periods and completed before a particular season begins. This creates natural deadlines for the completion of the projects and motivates leagues and volunteers to complete projects before they are needed.
One challenge which has been encountered in the past is the availability of staff at the Folsom Cordova Unified School District to participate as the leverage partner. In these cases, the projects have experienced delays. Projects leveraging labor from the Cordova Recreation and Park District have not been delayed by labor issues.
Adaptability to public health agency orders
Experience has shown that this project is not directly affected by Health Orders and other COVID 19 restrictions. However, the availability of volunteers can be affected could produce unavoidable delays.
History of support and sustainability
The RCAA has received support for sports facility improvements under the Community Enhancement Grant program since 2015. During that period, the funds have been used to correct long-neglected safety problems at facilities across the city, including recovery of the former Mills Little League site located on Dawes Street.
This project enabled both Cordova Girls Softball and Rancho Cordova Little League to continue to offer playing locations during other renovations. In particular, it sustained the Cordova Girls Softball league through the construction of their new facility. Not only have families in both leagues benefitted, but the neighborhood has benefitted, as well. The massive clean-up of the property corrected dangerous conditions created by long-neglected tree trimming, and clearing of over-growth has calmed homeless activities in the area – appreciated by the neighborhood and Cordova Gardens Elementary School community.
The minor investment in the Cordova Blue Marlins for a travel trailer has enabled that program to continue operations during the period that Hagan Park Community Pool has been unavailable. In the case of Little League, the fund has allowed for incremental improvements to their Ahlstrom Park home fields while the City of Rancho Cordova wrestles with the many challenges which need to resolved to provide for a modern, updated facility for this legacy organization.
The funds have also assisted in the long-desired launch of basketball offerings for youngsters in the elementary grades and has boosted care of turf at Stone Creek Park, home to Rancho Cordova Soccer, the largest youth sport league in Rancho Cordova which is offering excellent recreational play to more than 1,000 children each year.
The program has recently provided a small investment in the Rancho Cordova PAL Jr. Giants Program, which serves the neediest children in the community, and is expanding each year, by providing funds for a storage container for Jr. Giants program needs and equipment.
Indeed, this program has filled gaps for virtually every Rancho Cordova youth sport league and is sparking the development of new leagues. While relatively minor in terms of dollars, these Application #33

5 Youth Sports Fields Renovations
small investments in volunteer-driven recreational sports leagues which are providing the backbone for youth sports in the community have been transformative over the years, providing an excellent investment in the families of Rancho Cordova. We can think of no greater community enhancement than that.
Finally, the project represents community collaboration at its best. Because the youth sports community works together through RCAA to set spending priorities, competition for resources is replaced by a collegial and collaborative approach that considers wide community needs over a more singular perspective. The project has also built new partnerships between community taxpayers and user groups and school and park district officials, with each gaining new understanding of the challenges faced by all involved in providing recreational sports opportunities for children.
What is the future need?
Large projects which have replaced the Girls Softball complex at Mills Middle School, and eventually will renovate the Rancho Cordova Little League home fields should, over time, reduce the need for renovation projects. However, new facilities also come with a higher standard of care and maintenance, and until participation growth catches up with these costs, youth leagues are likely to require continued support of this kind.
During the pandemic, youth sports leagues canceled play. One unintended consequence of this has been the loss of dedicated volunteers, who have migrated to pay-to-play leagues and teams in neighboring communities in Placer and El Dorado County. The loss of these volunteers are expected to take time to rebuild, but in the meantime these neglected fields will need to be recovered. In the year ahead, it is expected funds from this grant will be needed to In addition, as the renaissance of youth sport leagues in Rancho Cordova continues, greater participation is likely to drive the need for additional space and maintenance efforts. Until some sort of equilibrium is reached wherein paid participation is able to offset these costs, it is likely some subsidy will be needed into the future. RCAA has discovered that unwinding years of neglect at many of these publicly-owned facilities has been daunting and on-going.
Project Location
All projects in this program have been on property owned by the Folsom Cordova Unified School District and Cordova Recreation and Park District. Together, these two governmental agencies provide all the facilities supporting recreational youth sports leagues in the community.

Project Information
Project Name
Parkway Half Marathon
Project Synopsis
Continue funding the Parkway Half Marathon and Otter Run to align as a first‐class major active‐lifestyle event with the City of Rancho Cordova
Project Description
There are two components of the request 1. Maintain the start and finish line configuration from the previous year’s grant, which considers the start line in William Pond Park (to facilitate larger volume parking accommodations) and all finish lines and the entire Kids Otter Dash within the Rancho Cordova City limits, similar to the Eppie’s Great Race configuration (and what is now the Great American Triathlon). The section along the American River Parkway, from River Bend to Sunrise, is the main route for the Parkway Half Marathon, and travels through the most pristine, remote, and expansive portions of the Parkway. As such, a grant to continue the Parkway Half Marathon route and finish line within the Rancho Cordova city limits aligns the city with a major running event, as well as a meets the goal of having a community health a fitness event. The Parkway Half also raise awareness for, as well as greatly contributes and promotes, Rancho Cordova as an active lifestyle community in concert with other local jurisdictions health resources and environments. The alignment of the Parkway Half Marathon with Rancho Cordova elevates the City as a primary regional supporter of the Parkway, as proceeds from the race are donated to fund projects and improvements along the Parkway. Having the race route and finish line within the City and connected to other existing events should be beneficial to all local residents. 2.
Maintain support for the Kid’s 1k “Otter Dash.” This is known as the Otter Run. The goal is to align this event to the morning of Kids’ Day in the Park. As Kids’ Day is no cost to participants, the object is to continue with keeping the Otter run at no charge to all Rancho Cordova children as well. The participants in the event have all the safety, supervision, and environmental needs of a race event.
Plus they are provided with a shirt, medal, and snacks.
Project Team
Parkway Half Marathon is produced by Sacfit, a charitable non‐profit 501(c)(3) organization. Tax identification number 11‐3782144.
The race committee is primarily volunteer experts working with industry specialists in producing race events, including Rich Hanna’s Capital Road Race Management (CRRM). Sacfit, aligned with CRRM, has a track record of success for the past 13 years. The race is Application # 34
ITEM 12.2. ATTACHMENT 2
2 unique in that it has a separate half marathon runners’ and walkers’ course. There is, also, a 5k run/walker and 1k kids Otter Dash.
The Parkway Half Marathon is an established, first‐class race, and is the third largest in the region. Over 30,000 participants, mostly first‐time half marathoners, have enjoyed the race over the past 13 years. It is the only race that provides: full color shirts, finisher medals, full lunch, more aid stations of any other half marathon, and nearly two dozen bands along the course. The finish line pavilion provides space community organizations, beer garden, music and activities for children. The primary goal of the race is to provide a positive race experience for the participants to inspire regular fitness engagement. The secondary is to help upgrade and improve the Parkway. The race has raised over $370,000, with 100% of those proceeds used to benefit the Parkway. The most recent project was a collaborative effort with the City of Rancho Cordova, the Cordova Recreation and Park District, the Rotary Club of Rancho Cordova and the Parkway Half Marathon, led the project to install an ADA accessible, dog friendly, bike safe and runner/walker useable water fountain in Hagan Community Park next to the Parkway bike and pedestrian path.
Project Goals
1. The goal of keeping the finish line inside the city limits is to provide a vehicle where the event is recognized as a city event.
Provide opportunity to rebrand race. Provide the best affordable half marathon race to the community. Drive out‐of‐town participants to use Rancho Cordova’s hospitality services. 2. The goal of sponsorship of the 1k Kids race is to provide a free event with all the excitement of a race event in concert with the existing Kids Day event in the afternoon. 3. The sponsorship of aid stations staffed by youth organizations as a direct follow through of funds from the grant to local youth programs Funding Request

Capacity Building for Community Bicycling in Rancho Cordova Project Synopsis
Sacramento Area Bicycle Advocates (SABA) and Bicycling Advocates for Rancho Cordova (BARC) seek funding for a host of activities that encourage bicycling in Rancho Cordova. Activities include valet bicycle parking at community events, bicycle repair and maintenance clinics, social rides, bicycle education, and a bicycle apprenticeship program and outreach.
Project Description
SABA and BARC have provided experiences for Rancho Cordova community members with funds from the CEIF for the last four years. These funds have provided bicycle encouragement activities for Rancho Cordova citizens, and has built capacity in BARC, with the goal that it become a self‐sufficient bicycling non‐profit. Activities such as bike valet, social rides, education about bicycle mechanics and cycling skills, have all been a part of a larger community cycling program for Rancho Cordovan citizens. With the pandemic receding, more activities and events are returning to the calendar. BARC will provide valet bike parking at a full set of venues this year. BARC will kindly park your bicycle at the July 4th celebration, the Capitol Air Show and other regular events. With funding from the 2021‐22 grant plus a sponsorship acquired by SABA, we supported four Rancho Cordova community members in becoming Licensed Certified Instructor’s (LCI) with the League of American Bicyclists. We will provide RIDEshops ‐ quick education and refresher skillbuilders ‐ before social rides and BARC will organize and implement two bike rodeos. SABA will provide a senior LCI to coach the new LCI’s, increasing the reach of the events. SABA’s vision is to open a “Bicycle Fix‐it Kitchen”, a place where community members can work on their own bicycles, or have them worked on by mechanics who have completed SABA’s mechanic apprenticeship program. This program teaches basic mechanic skills that are marketable and a service in Rancho Cordova where only one bike shop exists. Few families have the resources to have a bike serviced in the bike shop in town which caters to racing, leaving them with bicycles in need of basic repair. SABA’s apprenticeship program will produce a cohort of bicycle mechanics who can work in the community on bicycles in need of basic repair. The result of our work doubles the impact to support residents in choosing a bicycle for daily trips or recreation.

Goal 1: Continue implementation of a community cycling program in Rancho Cordova. a. BARC will provide Bike Valet services to at least five festivals in Rancho Cordova. b. BARC will hold a set (4‐5) of Social Rides around Rancho Cordova that encourage and boost confidence in riding. These will be open to all residents in Rancho Cordova. c. BARC will provide two energizer activities during May is Bike Month. d. BARC & SABA will host two Bike Rodeo’s. e. SABA will continue to bring lightly used bicycles in safe and good working order to events in underserved neighborhoods for community members in need. Goal 2: Build capacity in Rancho Cordova to service bicycles within the community. a. SABA and BARC will hold (8) bike repair clinics, and (4) of them will be in association with other events (Bike Valet or social rides). b. SABA will run a mechanic apprenticeship program to teach a cohort basic bicycle mechanic skills. Matched with SABA’s master mechanics, this cohort will have classroom training and will service bicycles in the neighborhoods. SABA anticipates working on at least 100 bikes throughout these repair events, which keep people rolling and bicycles out of garages, basements or worse, landfills. Goal 3: Continue building capacity in BARC as a bicycle advocacy organization. a. BARC will continue to broaden its reach within Rancho Cordova by tabling at community events. Engaging the community on topics such as bicycle infrastructure, new developments in street design and other infrastructure about bicycle facilities will help deepen the community’s understanding of how good street design can encourage cycling. b. BARC and SABA will distribute a variety of bicycling information. At tabling events, BARC will distribute lights for bicycles so that riders are safe in dusk lighting and tip books on cycling safety. c. Building a database of volunteers will provide credibility to BARC’s advocacy, measured by the growing number of participants on its roster.

3 SABA has partnerships with the 50Corridor TMA and BikeLab to deepen and broaden this scope of activities. In addition, SABA will be hosting May is Bike Month for the entire SACOG region, which means that SABA will promote and amplify the events that BARC and SABA are hosting in Rancho Cordova‐throughout May. SABA also has a relationship with the Sacramento Bike Kitchen that assists with providing lightly used bicycles for those in need and can’t afford a new bicycle. We expect this partnership to assist with both bicycles and in realizing the long‐range vision of a “Bicycle Fix‐it Café”. SABA has received a SMUD Shine grant to implement a bicycle mechanic apprenticeship program in South Sacramento. We will be using some of the tools purchased through our SHINE Grant for the Apprenticeship program. Plus, the tools that we are beginning to acquire from CEIF funds that are not disposables (cables, chains, brake pads, etc) will be purchased and then handed over to the Rancho Cordova “Bicycle Fix‐it Kitchen” when realize that larger vision.

In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.
Given that all of our events are being held by two partnering organizations, we do not expect to have any challenges to execute all of the activities. The majority of events are seasonally based, with the least going in during the winter months (except Light’s ON!).
Many events and activities are based on either Rancho Cordova community calendar or during May (is Bike Month). We do not anticipate and problems completing by June 30, 2023.
The only activities that would be completely shuttered due to a new variant of the Coronavirus is Bike Valet. Everything else can be delivered either virtually, or on an individual basis. Ex: Social rides can be drawn up and promoted through social media channels, with earned swag to people who participate in all of them. Same is true for May is Bike Month energizer activities. The Mechanic Apprenticeship program is created to be virtual and in‐person. All in‐person events are held outdoors and we would adhere to the latest guidance issued by Rancho Cordova or the CDC. SABA has created a process for Ride Ready Repair clinics that is 95% touch free, with minimal contact with bicycle owners. We hope to not need to pivot for pandemic reason, but if we do indeed need to, we are ready.

Subject: Letter of Support for SABA’s Community Enhancement and investment Fund Dear Ms. Banks:
I am writing to express BARC’s board of directors’ support for the Sacramento Area Bicycle Advocates (SABA) application for Measure H Community Enhancement and Investment Funds.
SABA has supported BARC in building a foundation, as well as assisting us with a path forward to organizational status as a self-sufficient bicycle advocacy group. We have learned how to independently run bike valet events, and SABA has been instrumental in supporting our organization to obtain four Licensed Certified Bicycle Instructors from the League of American Bicyclists.
SABA has remained active in the Rancho Cordova community, offering services like bicycle skills courses and bicycle repair clinics to our residents. In partnering with SABA, BARC’s goal and hope is to expand outreach and service opportunities, as well as to establish an active, engaged, and proud bicycling community in the city of Rancho Cordova. BARC fully supports this request for Measure H Funds, and encourages its approval. Our partnership is vital to the growth of a community bicycling program in Rancho Cordova.
Sincerely,
Nick Buchen, Director

Find Your Voice Creative Writing Workshop Series
Project Synopsis
916 Ink will partner with classroom teachers to provide high‐quality, creative writing workshops for 175 3‐12 grade Rancho Cordova students. Each student will receive 18 hours of California Arts and Common Core standards‐aligned instruction with trained teaching artists and become a published author in an anthology of student work.
Project Description
Find Your Voice is a semester‐length, school site–based program. Each student participating in a workshop series completes 18 hours of creative writing instruction; learns effective communication skills; creatively makes decisions and solves problems; polishes three to five pieces of creative work for publication; and becomes a published author. Students generate original poetry, fiction, and creative nonfiction. 916 Ink releases one anthology of student work per school site at the conclusion of each program. During the COVID‐19 pandemic, 916 Ink's staff found that students were struggling to process their feelings of anxiety and social isolation due to the shift to distance‐learning and the suspension of many wraparound services that our schools provided. Using best practices in trauma‐informed curriculum design, our staff pivoted quickly to design a series of creative writing lessons using the traditional storytelling arc The Hero's Journey. Each step in the journey is examined through a trauma‐informed lens. Students develop social emotional learning skills through interactive writing prompts, revision‐based activities, and lessons in literary devices. This helps students realize the impact of obstacles, relationships, and decisions they make. Our workshop method creates a safe environment for exploration and experimentation for participating students. The writing and sharing of stories builds empathy, increases confidence, and gives youth the agency to understand the power of their personal narratives. We structure our workshops to stimulate social emotional learning, including small group settings, peer collaboration and reflection exercises, multiple modes of response, active listening practice and peer‐to‐peer feedback. By participating in high‐quality, arts‐integrated enrichment underserved student subgroups can improve their academic attitudes, academic behaviors, and experience social‐emotional development, all of which are long‐term predictors of success.

These teaching artists have a wide range of professional, artistic, and cultural perspectives and experiences.
Project Goals
By the end of each 12‐session workshop series, we anticipate that 175 students will: complete 18 hours of ELA instruction; learn effective communication skills; creatively make decisions and solve problems critically; polish three to five pieces of creative work for publication; and become a published author. An ability to read and write is essential for thriving in our increasingly complex and literate world. Those who possess strong communication skills are equipped with the power to connect with, comprehend, and interpret the world around them. Not only does this benefit the individual but it also ultimately benefits the community at large, allowing for a dynamic and growth‐oriented populace. Our pre/post evaluation results show that after successful completion of a workshop series: 84 percent of youth improve in terms of social‐emotional development, with 78 percent believing they are good at using their imagination and 77 percent enjoying meeting people who are different from them. Additionally, 87 percent of students reported improved attitudes toward writing, with 70 percent looking forward to writing down their ideas and 60 percent believing the stories that they can tell matter to others. 916 Ink’s evaluation toolkit includes nine data collection tools developed by a leading evaluation firm that measure immediate, intermediate, and long‐term outcomes. 916 Ink utilizes a pre and post program survey to measure the program’s impact on literacy skills, attitudes towards writing, reading, school, vocabulary, communication, mental health, and personal goals. Where applicable, teachers and parents are also asked to complete surveys on outcomes. Attendance is taken at each session and demographic data collected. Twenty‐eight individual outcome elements are grouped into three primary domains: 1) Academic Attitudes, 2) Academic Behaviors, and 3) Social‐Emotional Development.

Mills Middle School Positive Behavior Intervention Supports Project Synopsis
The PBIS team at Mills Middle School supports the student engagement and the behavioral success of all students.
Additionally, the program supports and promotes the climate and culture of the school. We do this through the use of reward and incentive programs as well as student engagement programs.
Project Description
Rewards / Incentives and Student Engagement: 1. Merit System: All students begin the school year with 100 merits.
Students are required to maintain 96-100 merits to be eligible for participation in school social activities including but not limited to: dances, rallies, assemblies, Fun Friday rewards, Mills Scholar events, access to the blacktop at lunch, sporting events, field trips and more. The program is restorative – students may earn merits back at any time by completing Merit Recovery which includes restorative conversations, helping a teacher in the classroom, campus beautification, letters of apology, participating in conflict mediation, lunch detention, etc. Students with 96 or more merits are rewarded bi-monthly with our Fun Friday rewards. 2. Behavior Expectations: Each month Mills has a Behavior of the Month which is one of our Mustang Pride 5 P's (Positive, Polite, Productive, Prompt and Prepared) behaviors. Lessons are taught during Advisory class that promote the monthly behavior. Students may earn Mills Bills for exhibiting the positive behavior to use at our Student Store. Students are rewarded by being nominated at Mustang of the Month and/or receiving Mills Bills for demonstrating the Behavior of the Month or the Mustang Pride 5 P's. 3. Student Rewards: Mills Bills/Student Store (weekly), Fun Friday events (bi-monthly), Mega Mills Raffle (6x year) Student of the Quarter (quarterly), Mills Scholars (for students who earn a 3.0 GPA or higher and excellent attendance for the first and/or second semester) events, Behavior of the Month challenges rewards, Mustang Round Up end of the year activities. Also includes academic goal setting (iReady/Renaissance Diagnostics - 3x year) and CAASSP (State Testing Raffle & Reward). 4. Field Trips (ex. Yosemite, college visits. Mentors at Cordova High, Mills, and Mitchell
Project Synopsis
This project is to continue the Mentors at Cordova High and MACH@ Mills programs, and expand the program to Mitchell Middle School, with continued focus on promoting positive behavior, improved academics and attendance, community service involvement, and life and vocational skill development, while rewarding participants for their accomplishments.
Project Description
The MACH Program is a FREE community‐based mentoring program focused on promoting positive behavior, improved academics and attendance, community service, and life and vocational skill development while rewarding participants for their accomplishments. Students identified by school staff, teachers, and the MACH program coordinator, are invited to participate in the program. Students receive guidance and direction to help get them on or keep them on a positive path. Participants earn rewards for demonstrating improvement in their attendance, grades, and/or behavior as well as for participating in community service opportunities. Rewards include Educational Experiences, School based rewards, and Social rewards. MACH participants attend weekly meetings where expectations are set, guest speakers from the community deliver life skill or vocation messages, and program participants share and celebrate their successes. Monthly Saturday Support sessions and weekly group Tutoring sessions are held to provide participants with homework support as needed. Funding is being requested for the continuation of the year‐ round MACH program at Cordova High School to include an increase in the funding in the educational rewards category so that we can take selected MACH members on a field trip to the Museum of Tolerance to participate in their full day Tools for Tolerance Teen workshop; for the continuation and further development of the MACH @ Mills program that was implemented in 2021; and to expand the MACH program to include Mitchell Middle School. Beyond the immediate benefit the students participating in the program receive through the rewards they earn and the successes they achieve, the community at large benefits through the reduction in behavioral issues in the community amongst participants and through their contributions as volunteers. Long term the community benefits through the outcomes achieved by the MACH program as these students continue on to become productive adults.

The Student and Landowner Education and Watershed Stewardship (SLEWS) Program with George Washington Carver School of Arts & Science
Project Synopsis
The Student and Landowner Education and Watershed Stewardship (SLEWS) engages high school students in habitat restoration through a series of hands‐on field days at real projects that develop science skills and environmental stewardship in youth. Through this program we would work with students from George Washington Carver School of Arts and Science to complete a restoration project that would incorporate hands‐on, place‐based, environmental education activities.
Project Description
The Student and Landowner Education and Watershed Stewardship (SLEWS) Program engages high school students in meaningful environmental stewardship on local habitat restoration projects. SLEWS connects classroom learning to the real world to enhance high school education and provides students with transformative experiences in nature to increase their appreciation, commitment and respect for sustainable agriculture and the natural world. SLEWS staff recruit and train volunteers from non‐profits, public agencies, and universities to mentor students throughout their SLEWS year. In the program, students “adopt” their restoration site for the duration of the school year, visiting and working on the project for three or more full‐day field trips. Through hands‐on activities such as water quality and bird box monitoring, students develop science and inquiry skills needed for lifelong learning.
Since the program began in 2001, we have engaged more than 8,000 students & teachers in 11 counties in California. This award winning program has been recognized by national, state, & local partners for excellence in conservation education & our SLEWS Academy has trained 8 other organizations to run SLEWS Programs in their regions. Because we partner with restoration professionals from public agencies, local watershed groups, and nonprofit organizations, SLEWS projects have a real & lasting impact on the land. Since its inception, students have planted over 75,021 native trees/shrubs, 332,967 grass/forbs plugs, and installed 827 wildlife structures. By including students in habitat restoration, SLEWS addresses the needs for healthier land & more wildlife habitat, and the need to instill conservation and stewardship values in high school students. With your support, we would be able to expand the SLEWS Program to include George Washington Carver School of Arts & Science and offer Rancho Cordova youth these valuable experiences.

2 Allie Dumas ‐ SLEWS Program Manager, Center for Land‐Based Learning; TBD ‐ Biology and Environmental Science Teacher, George Washington Carver School of Arts and Science; La Niecia H. Kobelt., Principal, George Washington Carver School of Arts and Science; Nadine Mitchell, Front Office Manager, George Washington Carver School of Arts and Science; Restoration Partner ‐ TBD, we are in communication with the Sacramento Tree Foundation currently, but past and current partners include Solano Resource Conservation District, Yolo County Resource Conservation District, Natural Resources Conservation Service, Sacramento Tree Foundation, Sacramento Valley Conservancy, and Audubon California; Landowner ‐ TBD, we work with our restoration partners the summer prior to the field season to select project sites for the upcoming year based on program funding and number of schools interested. Sacramento Valley SLEWS sites are typically in Yolo, Sacramento, and Solano Counties. Our 2021‐2022 SLEWS season included 4 different native hedgerow projects of varying sizes; The Maples and La Tourangelle in Woodland, Free Spirit Farms in Winters, and Good Humus Farms in Capay. Each site consisted of various agricultural techniques from organic farming and vegetable growth to orchards and olive oil production.
Project Goals
The mission of the Center for Land‐Based Learning is to inspire, educate, and cultivate future generations of farmers, agricultural leaders and natural resource stewards. The focus of our youth programming is to introduce students to the education and career pathways available to them in agriculture and natural resources. We equip students with the workforce development and leadership skills they need to be competitive in the job market. At the heart of our work are the experiential learning opportunities available to students that bring to life the topics they learn during field day trips. For our SLEWS Program, field day visits are critical to students as they experience firsthand the work required to become environmental stewards and restore habitats. These hands‐on opportunities help students explore and build their careers in agriculture, science, and technology. Our youth programs are developing the problem‐solvers needed for a healthy, robust and sustainable world. Post‐field day survey results indicate 83% of students are more interested in careers related to agriculture or natural resources after participating in the SLEWS program and an impressive 94% would consider doing SLEWS activities on their own or with others outside of the program. Additionally, 66% of students shared what they learned with family and friends, demonstrating the impact of SLEWS going beyond the students themselves. In addition to our surveys, the SLEWS Program Manager conducts debriefing sessions after each field day to receive feedback from partners and mentors on the quality of the restoration work, the flow of the day's agenda, and the student and mentor experience. After the season is complete, the Manager meets with teachers and partners to assess the program as a whole and identify program strengths and areas of improvement for the following season.

3 Is this a multiyear request?
No
How many years have you received funding for this project? 1 When will your request for funding sunset for ongoing programs? While we had previously received funding last year, we were unable to achieve the project due to the schools limitation on field trips during COVID. This would be the second year the SLEWS Program has applied for funding through the Community Enhancement Fund. This project would allow George Washington Carver students to participate in the SLEWS Program. Our goal is to secure funding from the Community Enhancement Fund in subsequent funding cycles to allow students to participate in the SLEWS Program for years to come. We are now in our 21st year of running the SLEWS Program in the Sacramento Valley and have long‐ established relationships with restoration partners and local high schools. Our program is funded through the receipt of foundation and corporate grants on a rolling basis and through contracts we develop with our restoration partners. Past and current funders include: Natural Resources Conservation Service, Yocha Dehe Community Fund, Yolo Community Foundation, Sacramento Municipal Utility District, Mary A. Crocker Trust, Teichert Foundation, Youth Outside, Yolo County Resource Conservation District, and Solano Resource Conservation District.
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? As stated above some of our past and current funders include: Natural Resources Conservation Service, Yocha Dehe Community Fund, Yolo Community Foundation, Sacramento Municipal Utility District, Mary A. Crocker Trust, Teichert Foundation, Youth Outside, Yolo County Resource Conservation District, and Solano Resource Conservation District. We will continue to sustain these funding sources to ensure the success of our programming.

With 20 years of history and collaboration with high school teachers, restoration professionals, private landowners, state and national agencies, universities and non‐profit organizations, the SLEWS Program is an established and successful approach to youth engagement. Our timeline is tried‐and‐true, and we typically complete between 20‐25 field days annually in the Sacramento Valley and up to 50 statewide. We work with teachers and restoration partners to schedule field trips that work for both the school calendar and the restoration timeline to ensure project completion. Winter is the best season to perform the robust planting portion of our SLEWS projects, thus many of our projects finish up in March. We always aim to have all field days program‐wide completed by the end of April, as student availability diminishes in May and June due to testing and finals. The timeline of our programming year and field day schedule is designed to ensure our projects are completed well before the end of June.
The SLEWS Program typically works with classes of 20‐30 high school students for in‐person field days. Our field days are entirely outdoors, which is advantageous when it comes to COVID‐19 guidelines, but we are prepared to adjust our program to Application #40

4 accommodate whatever school and state guidelines are in place at the time. We have spent the last two seasons navigating the changes COVID requires and devising alternate activities when appropriate. While a virtual option is not conducive to SLEWS we have had great success during the past two seasons going above and beyond the recommended standard of protection including the requirement of vaccination for our mentors and mask requirements at all field days. In the event that our program cannot operate in a normal capacity next fall, we will work with the teacher and restoration partner to devise ways we can continue to serve students and give them a comparable experience. This may include assisting the school with arranging safer transportation options, reducing the student capacity on field days, updating cleaning procedures, connecting with classes of students virtually, hosting volunteer days to keep restoration projects on track, or even considering completing the project on a Saturday when school is not in session.

Project Information
Project Name
Carver College Prep/Summer Bridge Program
Project Synopsis
The Carver College/Prep Summer Bridge Program will create a space where students from Carver and throughout Rancho Cordova can reconnect to school, make up graduation credit and prepare for the college application process. Students will be able to choose to participate in one or both of the courses available in the summer program: Summer Bridge/ College Prep.
Project Description
CARVER COLLEGE PREP PROGRAM: Based on the 2020 Rancho Cordova Education Attainment Information, gathered from the 2020 American Community survey census data and the survey from Common Core Data available for Public Elementary through Secondary Schools, and in comparison to neighboring communities such as Gold River, Fair Oaks, Mather, Carmichael, La Riviera, Rosemont and Sacramento-Roseville, Rancho with Cordova has the lowest percentage of people with a Bachelor’s Degree or higher, with a 27% total. Rancho Cordova also has the smallest proportion of percent of people with an associate’s Degree at 19.5%. Finally, Rancho Cordova has the smallest proportion of people with a master’s degree or higher (0.9%.) More than 80% of school age children that reside in Rancho Cordova attend public high schools. Schools reopened for in person learning for the 2021- 2022 school year.
Students continue to struggle with the transition to full in-person learning, especially with the ongoing interruptions caused by COVID-19/Omicron restrictions and quarantine requirements. Their challenges are multi-dimensional:
they continue to lose valuable time learning in-person with their peer groups and teachers; they continue to have difficulty socially because of their previous isolation; they continue to lose opportunities to prepare for the college application process including taking college admissions tests. College application process has become very uncertain of their options and opportunities. The Carver College Prep/Summer Bridge Program will provide more guidance and access.

5. Increase graduation and college admissions rates at Carver and the Rancho Cordova Community Participants in Carver's College Prep//Summer Bridge will prepare for, register and take the August 2022 SAT exam. All participants will complete a personal statement essay. All participants will meet at least twice on-to-one with the college adviser.
All participants will complete applications for at least five (5) colleges/universities. All students will prepare for and participate in a mock interview with a college admissions representative. Metrics: We will measure the programs’ success by the number of students participating in these activities. We will measure the number of credits students earn. We will also provide a pre- and post-survey of College prep success. Students will complete a survey eliciting their input on school reopening. Our goal is that everyone participating in this program will be enrolled in college by June of each year.

Rancho Cordova Food, Health and Environmental Career Pathway Program Project Synopsis
Soil Born Farms will continue to grow the impact and sustainability of Rancho Cordova’s K-12 food, health and environmental career pathway. School garden support systems will be expanded, curriculum will be integrated at the district level, and students will dig into experiential learning at Soil Born Farms.
Project Description
Please see the full Project Description included as an attachment.
Project Team
Soil Born Farms is a non-profit urban agriculture and education project based in Rancho Cordova whose mission is to empower people to participate in a local food system that encourages health, nurtures the environment and grows a sustainable community. Our Youth Education programs – the Growing Together School Garden Initiative and our on-farm Roots and Wings programs – will be responsible for the proposed project. Since 2005 our Youth Ed team has worked to develop and support school garden and farm experiences that provide standards-based nutrition, science and common core education to low-income schools throughout the Sacramento region. Youth Education Manager Shannon Hardwicke will serve as project lead, coordinating partnerships, intern/volunteer/teacher training, and curriculum integration with FCUSD. Youth Educators Emily Hain and Lacey Carlson will spearhead onfarm field trips. This proposal’s budget includes $27,000 for the new part-time RC Coordinator to focus exclusively on partnering with and serving Rancho Cordova School sites. This position will be created by restructuring our current staff roles or creating a new contract position. The individual filling this role will be familiar with the local community and have experience with public school systems. As a whole the project team will work in close collaboration with teachers and administrators at Rancho Cordova school sites and leadership at Folsom Cordova and Sac City Unified School Districts. Individuals actively co-creating this pathway’s vision alongside Soil Born Farms include CHS Principal Jerad Hyden (letter of support attached); FCUSD Career Technical Education Coordinator Alicia Caddell (letter of support attached); FCUSD Assistant Superintendent Jim Huber; and Cordova Gardens Elementary Principal John Bliss.

Project Goals
GOAL 1: Increase the impact of Rancho Cordova schools’ Food, Health and Environmental Career Pathway through more frequent field trips to Soil Born Farms for all grade levels, benefitting 1,600 to 1,800 youth annually.
Objectives: - Increase Cordova High School field trips to 35 annually (up from 22/yr currently), engaging classes from multiple subject areas and creating multiple visits per student. Begin offering Soil Born Farms to CHS teachers for class use independent of field trips. - Re-engage Mills Middle School in farm field trips, frequency TBD based on teacher needs/interest. Cultivate a new lead garden teacher for the school site. - Facilitate 3 cross-age mentoring opportunities between Cordova High School and Mills Middle/Cordova Gardens students. - Increase field trips for Rancho Cordova elementary schools to 25 annually, serving 4-6 schools (up from 13 field trips serving 3 elementary schools currently). GOAL 2: Build support systems for school garden programs that make it easy for teachers, administrators and students to utilize and sustain garden education. Objectives: - Train and place 16 college interns with Rancho Cordova Elementary Schools to provide garden lesson support throughout the 2022/23 school year. - Train 40 volunteers from partner service organizations (Habitat for Humanity, Master Gardeners), and match graduates with school sites to provide garden maintenance and technical assistance beginning spring/summer 2023. - Collaborate with FCUSD Curriculum and Instruction Department to integrate school garden curriculum into the district’s existing professional development offerings. - Host 2 virtual teacher trainings, and publish weekly educational videos to support teachers and students as they learn in the garden. - Provision partner school gardens with organic plant starts and seeds for seasonal plantings 2x’s per year, with varieties selected for integration with lessons.

Total Community Enhancement & Investment Funds requested $72,875
Is this a multiyear request?
No
How many years have you received funding for this project? 6 Application #42
ITEM 12.2. ATTACHMENT 2
When will your request for funding sunset for ongoing programs? This request is for one year, but establishing a comprehensive food and agriculture education pathway for Rancho Cordova youth is a multi-year process. We are grateful for the City of Rancho Cordova’s ongoing support of this vision. Our approach to sustainability involves empowering schools to gradually take on more ownership and responsibility for their school garden coordination, maintenance and use - while also recognizing that teacher and school resources are limited. After many years working directly in school garden development and instruction, Soil Born Farms’ staff now provides a framework of support for partner schools through the provision of curriculum, seasonal garden kits and plant starts, teacher training, garden technical assistance, and garden-based extracurricular activities for youth. The activities in this proposal add to this web of support. What we and countless other school garden programs across the country have learned is that it is relatively easy to build a school garden; it takes tenacity and creativity to integrate school garden learning into the culture and structure of our education system.
Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? Soil Born Farms pursues Youth Education Program funding from private foundations and state and federal grants.
We are currently preparing a California Farm to School Incubator Grant proposal that will support further connections between our farm education center, local schools, and community organizations. We will continue to support school sites in pursuing small grants and donations to fund supplies and maintenance. Continued support from the City of Rancho Cordova and Folsom Cordova and Sac City Unified School Districts will be needed for ongoing training/technical assistance and, if desired, further expansion or deepening of school garden programs.

Soil Born Farms’ team has gained a wealth of experience adapting to shifting circumstances over the past 2 years of the pandemic. We are confident that our creativity and resolve will carry us through whatever hurdles may come, pandemic-related or otherwise. Should COVID protocol change, we would adjust using a combination of virtual lessons/farm tours/teacher trainings; in-person small group lessons in outdoor settings; and other solutions as necessary. However, we feel optimistic that activities will be able to take place in person given that FCUSD has been in session on campus since December 2020. The larger barrier to continuity is the capacity of individual teachers to commit to school garden participation amidst the requirements and stressors of COVID. The school sites we work with are determined by the receptivity of teachers and school leadership, which has been in a state of flux due to the incredible challenges of COVID and high levels of staffing changes. We will continue to work toward school garden systems that are resilient to these variables.

Project Description – Soil Born Farms
PROPOSED SCOPE OF WORK
The proposed project will build on past years’ successes and continue to grow a comprehensive, standards-based Food, Health and Environmental Career Pathway in partnership with target Rancho Cordova schools, including Cordova Gardens, White Rock, Cordova Meadows and A.M. Winn Elementary Schools; Mills Middle School; Cordova High School, and additional sites based on school interest.
A portion of requested funds will be used to establish a new Rancho Cordova Career Pathway Coordinator (RC Coordinator) position, a key step in solidifying a powerful and lasting education pathway. We have the experience, programmatic expertise, and strong relationships with local schools to fully realize this vision - one where kids from low-income urban neighborhoods receive dynamic farmand garden-based education from kindergarten through high school graduation. The RC Coordinator will work in close partnership with Folsom Cordova Unified School District (FCUSD) to weave the pieces of this pathway into the culture and policies of the district, and to establish Soil Born Farms as a permanent education partner for targeted school sites. COVID has had a substantial impact on our Youth Education programs, with staffing levels reduced and the number of youth served still dramatically lower than prepandemic. But after a decade of groundwork, Soil Born Farms’ team is more determined than ever to see this work through. A staff person dedicated to local schools will allow us to capitalize on this moment of regrowth, and best serve the students who share our roots in the neighborhoods of Rancho Cordova.
With support from the City of Rancho Cordova, this year Soil Born Farms' Youth Education team will collaborate with schools and community partners on three action areas:
1) Leveraging volunteers and trainees for school garden support:
Soil Born Farms will roll out a new volunteer training and placement strategy to provide on-the-ground support of school garden sites. This model creates a win-win system where volunteers are recruited by partner organizations and colleges, trained by Soil Born Farms, and matched with school garden programs to support class instruction and garden maintenance. We have established partnerships with the University of California Master Gardeners, Habitat for Humanity of Greater Sacramento, and Sacramento State College of Education - all of which maintain strong volunteer bases with a service or training hour requirement, and have missions aligned with Soil Born Farms’ work.
Volunteers will complete training tracks at Soil Born Farms targeted to their area of support. Upon graduation volunteers will be matched with school garden sites, working in tandem with teachers and school staff. Habitat for Humanity volunteers will tackle garden maintenance including irrigation, tending crops in the summer, and small construction projects. Sacramento State teaching credential students will provide support to teachers during garden lessons, gaining work experience and earning college credit in the process. And UC Master Gardener volunteers will offer technical support, providing green thumb advice to help gardens thrive.
2) Integrate school garden teacher training with FCUSD professional development:
Soil Born Farms’ Growing Together program offers a K-12 School Garden Curriculum, which is aligned with state standards and designed for urban school gardens in our Sacramento growing climate.
Through the proposed project we will collaborate with the Folsom Cordova Unified School District Curriculum and Instruction Department to identify ways to integrate school garden curriculum with Application #42
ITEM 12.2. ATTACHMENT 2
district teacher training, with the aim of launching garden curriculum in more classrooms. Soil Born Farms will also continue offering virtual teacher training and weekly support videos on curriculum and gardening skills.
3) Increase on-farm learning as a core component of the Food, Health and Environmental Career Pathway:
Soil Born Farms’ education center provides a tremendous opportunity for city kids to explore the natural world. Our 55-acre site is an organic farm, but also so much more - it is a learning laboratory that fuses experiences in nature studies, agroecology, natural resource management, health and wellness, cooking and nutrition. Students dig into field trips aligned with school curricula, bringing topics from the classroom to life in a beautiful outdoor setting.
Though many Rancho Cordova classes participate in field trips to Soil Born Farms, there is potential for more engagement across grade levels and subject areas. As mentioned, we are in the process of building our field trip program back to pre-COVID levels of service. We want to give local schools priority as we ramp up, but are in need of dedicated staff time to help under-resourced Rancho Cordova classes overcome the barriers that prevent them from visiting the farm more often. These pinch points include issues like class schedule blocks that are too short for in-depth farm field trips, and the struggle to obtain field trip permission slips for each student. Solutions are within reach, but require focused time of the proposed RC Coordinator position to collaborate with teachers and school leadership on longterm strategies for success.
Needs and opportunities for each age range include:
High School: Cordova High School neighbors Soil Born Farms, and is enthusiastic about planning and piloting the use of our education center as a frequent hands-on learning laboratory. 22 Cordova High School field trips are currently hosted at the farm annually, with opportunity for many more. This collaboration is a natural fit for the school’s Agriculture and Culinary Academies, general science classes, and floriculture program. We would also like to enable teachers to host their own lessons on the farm, separate from formal field trips. These in-school interactions on the farm inspire students to participate in our related Teen Empowerment and Job Training programs, where teens develop essential life and job skills under the mentorship of Soil Born staff.
Middle School: Also within walking distance, Mills Middle School will re-engage with visits to Soil Born Farms. New teacher and student leadership will be cultivated following a recent departure of their lead garden teacher. Solutions will be sought for the limitations of the junior high schedule, with potential for day-long or club field trips. Cross-age mentoring activities between Mills Middle School and Cordova High and/or Cordova Gardens Elementary will be facilitated, with older grades receiving training and leading younger students in the garden. This activity was very successful when piloted in 2020/2021, with enthusiastic buy in from teens, younger students and school leadership. We see cross-age mentoring as a key strategy for motivating kids to stay engaged with the Career Pathway throughout their schooling.
Elementary School: Our strongest involvement in farm field trips has always come from elementary schools, momentum that we will build on through this proposal. Classes from 3 Rancho Cordova campuses are currently participating in a total of 13 field trips per year. Potential exists to at least double field trips hosted and work with 4-6 elementary school sites. Cordova Gardens Elementary in particular is located very close to our site and is eager for a higher level of on-farm engagement.

COMMUNITY BENEFIT
The Folsom Cordova Food, Health and Environmental Career Pathway Program benefits Rancho Cordova on many levels, fostering an environment at school, at home and in the community that supports academic learning, pathways to gainful employment for youth, healthy eating and physical activity, environmental stewardship, and community connection. The proposed project fulfills many of the Community Enhancement and Investment Fund criteria:
Children and Youth / Education: Garden-based education integrates experiential learning with common core standards, supporting a child’s academic achievement, health, and social-emotional learning.
Community Pride: Youth develop pride in their campus by caring for school gardens. Field trips to Soil Born Farms help students develop connection to place, and appreciate the ecosystems of the American River Parkway and the agrarian history of the Sacramento Valley.
Quality of Life: School gardens inspire students and their families to grow and eat fresh food for improved mental and physical health. Studies confirm that children are eager to eat vegetables when they have participated in growing them. Farm and garden experiences allow kids to explore outdoors, interact with peers, and make a difference in their community - all healthy additions to the 4 to 9+ hours of screen time that adolescents consume daily.
Culture: Garden curriculum and crops celebrate the diverse ethnicities of our community. As kids plant, harvest and cook, they learn about different agricultural and culinary traditions, connecting to their own heritage and those of their classmates.
Business/Economic Development: The suite of garden-based learning opportunities within this Career Pathway provides students with concrete job, life and leadership skills that prepare them for future employment or post-secondary education, with a focus on the booming food, health, environment and agriculture sectors of the Sacramento region. Experiences in these areas of study position students to make informed decisions as they chart a course toward higher education and living wage careers.
California’s $50 billion agriculture sector is the largest in the country by far, supported by a host of professionals in agronomy, engineering, finance, business management, mechanics, inspections, processing, etc. Related work in health and wellness and natural resource management provide hundreds of additional career prospects. On the heels of the economic upheaval of the pandemic, we believe the Food, Health and Environmental Career Pathway is more relevant than ever, and will position young people for essential work that is perennially in demand.
LEVERAGE and SUSTAINABILITY
Our approach to delivering high-quality education leverages many resources including university interns, community volunteers, grant funding, donations, school staff time, school district funding, and the energy of youth working and learning in the gardens. The work proposed here is part of our broader sustainability strategy for school garden programs, the longevity of which is challenged by limited school budgets, heavy teacher workloads, changes in school leadership, and the need for summertime garden upkeep. We continue to build solutions for long term viability. Additional strategies are in play at Soil Born Farms that support school garden sustainability (closely related to but not included in this funding request):
Developing an MOU that details FCUSD and Soil Born Farms’ educational partnership, and will maintain the continuity of agricultural education regardless of future teacher or administrative staffing changes. This process is underway and a first iteration of the MOU is expected to be completed 2022/23.
Providing extracurricular opportunities at Soil Born Farms that complement school garden learning, including year-round paid teen job training, an after school teen empowerment program, summer day camps for youth of all ages, and family-centered activities on the farm.

Partnering with school districts on joint funding opportunities, including an upcoming CA Farm to School Incubation Program grant.
OUTCOMES
The proposed work will create support structures that make it easy for overburdened teachers to conduct school garden lessons, and for students to dig into hands-on garden learning at every stage of their education. Schools will receive help finding solutions to logistical challenges, so that field trips to Soil Born Farms become an easy, frequent and prominent part of Rancho Cordova students’ educational career. And Soil Born Farms will become a fully integrated partner in FCUSD’s delivery of hands-on food, health and environmental education. Stepping back for a wide angle view, our intention is that by engaging youth at many points throughout their education, a new generation of young people will seek meaningful careers in food systems, health and environmental stewardship, and will sustain the work of growing equitable urban food systems at an even broader level.

Physical Education Enhancement
Project Synopsis
Enhancing the Physical Education programs at each of our school sites in Rancho Cordova to promote a healthy active lifestyle and lifelong exercise learners.
Project Description
The Physical Education Enhancement project will allow school sites the opportunities to update equipment and accessories to provide students with a more robust fitness experience. Ensuring our physical education programs have the necessary equipment / supplies and means to support our students is paramount to the success of our community and developing lifelong learners. Due to the pandemic, our school site PTO/PTA's have not been able to operate and provide support for the past two years. Traditionally our physical education programs have gained support from our parent organizations and site funds. This has not been available for various reason at this time.
Evidence supports that one of the best Positive Behavior Intervention and Supports (PBIS) for students is physical fitness. During the COVID-19 pandemic the need to support Social Emotional Learning (SEL) for our students is greater than ever and physical education is one of the best models for SEL.
Project Team
The Team responsible for ensure that this project is implemented will be made up of site administrators and district representation. Site principals, physical education teachers, FCUSD Director of Athletics and Physical Education.
Project Goals
Our goal is to ensure that all of our students have access to updated equipment and accessories at each school site.
To promote lifelong learning about exercise and healthy lifestyles. And to ensure our schools have the most up to date equipment for our students.

PRO Youth - Governments Engaging Youth in the City of Rancho Cordova Project Synopsis
Youth@City Council and Summer@City Hall provide Rancho Cordova youth opportunities to learn about city functions and civic processes. Participants gain a unique perspective into City Hall affairs as they interact with city staff and leaders while also gaining valuable skills that support their success as students and community leaders.
Project Description
PRO Youth and Families is proposing to provide a two-pronged approach for 60 youth (ages 13-18) to engage in government and civic education in the City of Rancho Cordova through the Youth @ City Council Program and Summer @ City Hall program. A Community Investment Project will also be included in both programs. Each of these programs provides high-quality, meaningful and engaging opportunities for youth to become civically-engaged city advocates and develop skills to grow into innovators, business owners, employees, neighbors, and leaders. The proposed programs and projects will allow Rancho Cordova's youth to learn more about the robust, proud history of Rancho Cordova and be provided with opportunities to share their views and suggestions for continuing to improve community relationships by making the city a welcome and safe place for all. Youth participants will meet and interact with local and regional leaders in the private, public, and non-profit sectors to learn about these leaders' views of the business/economic climate in Rancho Cordova and share their own views on innovative and creative ways the city can thrive. Please see attached Grant Proposal for additional information.

Project Synopsis: Youth@City Council and Summer@City Hall provide Rancho Cordova youth opportunities to learn about city functions and civic processes. C. Project Description: PRO Youth and Families is proposing to provide a two-pronged approach for 60 youth (ages 13-18) to engage in government and civic education in the City of Rancho Cordova through the Youth @ City Council Program and Summer @ City Hall program. Youth @ City Council is a civic engagement program designed to develop young leaders and foster civic engagement. The program provides education related to the values of democracy and local, county and state government. It utilizes a wide range of first-hand opportunities, including participating in City Council meetings. Participants initiate and develop a culminating project which requires each of them to identify an issue which they research, compose a legislative proposal for and present that proposal during a program graduation ceremony. At the completion of the program and successful presentation of legislative proposals, student participants receive a $100 stipend.
Providing stipends to youth is becoming a best-practice, particularly for programming that requires high levels of engagement and leadership from youth. Providing stipends helps support equity, overcome barriers to participation, and demonstrate the value of their time, commitment to learning, and service to the community. This program takes place throughout the academic school year.
Summer @ City Hall is a four-week intensive summer program where youth learn about local government, careers in local government, and how to advocate for community change. It includes classes and field trips to city facilities. Fifteen to twenty participants will earn a paid internship three afternoons each week during which they will job shadow a city employee. Student interns with at least 90% attendance receive a $400 stipend at the end of the four weeks. Participants who are not matched with an internship, but complete at least 90% attendance at the end of the four weeks will receive a $100 stipend. As mentioned previously, providing stipends for participants is important to address equity, overcome barriers, and demonstrate the value of their time, commitment to learning, and service to the community. Financial literacy modules will also be included as a component of the program.

Enhanced Family Life Education for Cordova High School Students Project Synopsis
The health education staff at Cordova High School (CHS) would like to purchase parent simulator dolls to provide hands‐on parenting experience. The goal is to educate students about the responsibility of caring for a baby and the importance of preventing pregnancy until ready to take on the responsibility of parenting.
Project Description
According to Sacramento County Public Health, In 2018, the teen birth rate was 5.5 births for every 1,000 females ages 15‐19. An estimated eight percent of young men will become fathers before their 20th birthday. Teen birth rates are highest among Hispanic and Black adolescents. Approximately 55% of CHS student body identifies as one of these high risk groups. Teen pregnancy has a significant impact economically. Teen parenting costs taxpayers an average of $5,500 per year for each teen parent. Teen parents and their children usually require an increased amount of public service support throughout their entire lives related to behavioral problems, chronic medical conditions, and increased need for foster care. The economy also has lost tax revenue due to the teen mom having low academic achievement which often leads to the mom being unemployed or underemployed. One effective way to prevent teen pregnancy is through comprehensive family life education. Comprehensive family life education includes topics about healthy relationships and methods to prevent pregnancy; including abstinence and proper use of birth control. Per California law, high school students must receive family life education at least one time during high school. Health classes are offered two times per year at CHS. The family life curriculum that is taught in the health classes is Positive Prevention Plus. Positive Prevention Plus is an evidence‐based curriculum that is compliant with California’s law. Please see attachment for complete description Project Team

Project Description:
According to Sacramento County Public Health, In 2018, the teen birth rate was 5.5 births for every 1,000 females ages 15-19.
Positive Prevention Plus is an evidence-based curriculum that is compliant with California’s law.
In addition to teaching Positive Prevention Plus, the health education staff at CHS would like to add a hands-on simulation experience to their student’s family life education. This experience would allow students to take home a simulation doll for a few days. Students would take care of the doll as if it were a real baby. This experience would include students identifying the need and responding to the doll when it cries. Also, students will need to ensure adequate childcare is available when the student is not able to care for the baby. Students will learn about how much it costs to buy food and diapers and other items needed to care for a child. This simulation would provide a deeper insight into the time commitment and responsponsibilities of parenting and will emphasize the importance of delaying having children until the students are physically, financially, and emotionally ready.
This simulation experience aligns with several of the City of Rancho Cordova’s goals. First of all, these lessons align with the goals to empower responsible citizenship and promote a positive image of Rancho Cordova by educating teens about the importance of making responsible decisions regarding family planning. As previously stated, teen pregnancy is expensive and resource intensive for communities to support. By preventing teen pregnancy, this frees up resources and helps the city to achieve its goal of ensuring the availability of the best public services in the region while practicing sound financial management.
CHS health education staff is asking the City of Rancho Cordova for a $5000 grant to pay for the simulation dolls. The school district is able to fund core curriculum material. However, Application #45
