City Council Staff Report
December 9, 2025
From: Isaac Moreno, Finance Director
Prepared by: Isaac Moreno, Finance Director
Agendized by: Susan E. Borrego, Interim City Manager

1. ACTION RECOMMENDED:

Resolution: Approving a Recognized Obligation Payment Schedule for the fiscal period from July 1, 2026 through June 30, 2027 (ROPS 26-27) pursuant to Health and Safety Code Section 34177 and taking related actions

2. NARRATIVE:

Pursuant to California Health and Safety (HSC) Code Section 34177, the Successor Agency must prepare a Recognized Obligation Payment Schedule (ROPS) listing the anticipated payments for enforceable obligations to be made during each specified fiscal period. Beginning with fiscal year 2016-17, the Successor Agency has prepared an annual ROPS for a 12-month period (prior to 2016-17 the ROPS was prepared semi-annually for six-month time periods).

After the Successor Agency Board approves a ROPS, it is then forwarded to an Oversight Board for approval. Until July 2018, the Oversight Board was made up of representatives of taxing entities whose boundaries were within the geographical boundaries of the former Turlock Redevelopment Agency. The members of the Turlock Successor Agency Oversight Board included a representative from Turlock Unified School District, Turlock Irrigation District, Stanislaus County, Yosemite Community College District, City of Turlock, the employees of the former Turlock Redevelopment Agency, and an at-large community member.

Beginning in July 2018 and in accordance with dissolution law, the various Oversight Boards within Stanislaus County were collapsed into one county-wide Oversight Board representing all the previous individual Oversight Boards within the County. The Dissolution Law stated the make-up of this new County-wide Oversight Board. The County-wide Oversight Board will be meeting on January 2026 to consider approving the individual ROPS as submitted by each successor agency.

Assuming both the Turlock Successor Agency Board and the County-wide Oversight Board approve the ROPS 26-27, the approved ROPS will then be submitted to the California Department of Finance (DOF) for their review and approval. Health and Safety Code (HSC) Section 34177 requires the submittal to DOF and the local County Auditor-Controller no later than February 1, 2026. In addition, a copy of the Oversight Board-approved ROPS must be posted on the Successor Agency’s website.

The DOF may eliminate or modify any item on the ROPS before approving it. The DOF must make its determination regarding the enforceable obligations and the amount and funding source for each enforceable obligation listed on the ROPS 26-27 no later than April 15, 2026. Within five business days of the DOF’s determination, the Successor Agency may

Page 707 of 1536 ends

Agenda Staff Report

request to “meet and confer” with the DOF on disputed items. The meet and confer period may vary, but an untimely submission of ROPS 26-27 may result in a meet and confer period of less than 30 days.

The County Auditor-Controller may object to the inclusion of any item on the ROPS that is not demonstrated to be an enforceable obligation and may object to the funding source proposed for any item. The County Auditor-Controller must provide notice of its objections to the DOF, the Successor Agency and the Oversight Board at least 60 days before disbursements from the Redevelopment Property Tax Trust Fund (“RPTTF”) are required to be made.

The County Auditor-Controller is required to make RPTTF disbursements to the Successor Agency pursuant to the DOF-approved ROPS 26-27 on June 1, 2026 (to fund enforceable obligation payments from July 1, 2026 through December 31, 2026) and January 1, 2027 (to fund enforceable obligation payments from January 1, 2027 through June 30, 2027).

3. FISCAL IMPACT / BUDGET AMENDMENT:

Preparation of a Recognized Obligation Payment Schedule will allow the Successor Agency to pay enforceable obligations of the former redevelopment agency for the period July 1, 2026 through June 30, 2027. The ROPS will also be forwarded on to the County-wide Oversight Board for their approval prior to submission to the California Department of Finance.

4. ENVIRONMENTAL DETERMINATION:

This action is not subject to the provisions of the California Environmental Quality Act (CEQA) in accordance with Section 15378(b)(5) of the CEQA guidelines. This action consists of “organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment” and therefore is not considered a project.

City Council Staff Report
December 9, 2025
From: Isaac Moreno, Finance Director
Prepared by: Isaac Moreno, Finance Director
Agendized by: Susan E. Borrego, Interim City Manager

1. ACTION RECOMMENDED:

Resolution: Approving proposed administrative budgets for the six-month fiscal periods from July 1, 2026 through December 31, 2026 and from January 1, 2027 through June 30, 2027 and taking related actions

2. NARRATIVE:

The Successor Agency is required to prepare a proposed administrative budget for each sixmonth fiscal period, which must be submitted to the Oversight Board for approval. Each proposed administrative budget must include all of the following: (1) estimated amounts for Successor Agency administrative costs for the applicable six-month fiscal period; (2) proposed sources of payment for the administrative costs; and (3) proposals for arrangements for administrative and operations services provided by the City of Turlock (the “City”) or other entity.

HSC Section 34177 is unclear regarding the required timing for the submission of the proposed administrative budgets to the Oversight Board. However, because the Successor’s Agency’s administrative expenditures also have to be reflected on the Successor Agency’s Recognized Obligation Payment Schedules (“ROPS”), it makes sense that the administrative budget(s) is(are) presented to the Successor Agency at that same time the ROPS is presented.

Pursuant to California Health and Safety (HSC) Code Section 34177, the Successor Agency must prepare a ROPS listing the anticipated payments for enforceable obligations to be made during each specified fiscal period. The Successor Agency’s administrative allowance is one of the enforceable obligations contained in the ROPS. By separate agenda item the proposed ROPS 26-27 is being presented to the Successor Agency Board for consideration and approval. Assuming SA Board approval, the administrative budget will also be presented to the Oversight Board for approval at their next meeting.

3. FISCAL IMPACT / BUDGET AMENDMENT:

Under HSC Section 34171(b), the “Administrative Cost Allowance” is the maximum amount of administrative costs that may be paid by the Successor Agency from property tax revenues allocated by the County Auditor-Controller (i.e., disbursements from Redevelopment Property Tax Trust Fund (“RPTTF”)). The Successor Agency’s annual administrative costs (except for administrative costs paid from bond proceeds or grant funds) must not exceed 50 percent of the total RPTTF moneys distributed to pay enforceable obligations in the preceding fiscal year (which latter amount must be reduced by the Successor Agency’s Administrative Cost Allowance and loan repayments, if any, made to the City for loans re-established pursuant to HSC Section 34191.4 (the “City Loans”) during the preceding fiscal year).

These key developments include the following:

May 2023: Citywide chlorination began, increasing water sampling obligations.

Section 2-4-207 of the Turlock Municipal Code provides that the City Manager is responsible for the efficient administration of all affairs of the City which are under his control. Classification Report
City of Turlock
3 BACKGROUND
In 2023, the City of Turlock contracted with Management Strategies Group, a division of Sloan, Sakai, Yeung & Wong LLP, to conduct a compensation and classification study for city classifications and staff. This study was driven by several factors described below.

The strategies and project tasks described in this report are typical for those used throughout the public sector, employing both best industry practices and adding several special features of Sloan Sakai, including many years of expertise working for Bay Area and Central Valley public employers.

We view our role as a partner with our clients, with the common objective of ensuring equitable classification solutions.

The resulting work products have been finalized by the City of Turlock Human Relations Department and are submitted separately.

PROJECT OBJECTIVES
The goals and objectives of the classification study were as follows:
• Create a classification plan that can meet the needs of the city, especially in the areas of recruitment and compensation.
• Contemporize the current plan documents and structure • Document and confirm current employee duties and position allocations • Support compensation management with information that allows for internal equity and facilitates compensation surveys
• Support recruitment with information that clearly describes work and working conditions as well as necessary job skills
• Support training and development by providing key information regarding important job tasks and the behaviors necessary to perform them
• Revise classification descriptions to ensure that they conform to industry best practices • Identify problem areas and make recommendations for plan revisions • Contemporize the current classification plan
• Ensure that the classification descriptions reflect the current body of work performed by employees;
• Ensure that the qualifications provisions are current and accurately reflected necessary skills, while enhancing the city’s ability to reach the largest number of qualified persons. • Ensure that the city has a classification system that will foster long-term career service.

Classification Report
City of Turlock
4 PURPOSE OF THE CLASSIFICATION PLAN
The classification plan serves as the foundation of public sector personnel systems. It provides a documentary basis for assigning job duties and levels of compensation to employees based on their qualifications and the duties and responsibilities which they perform.

The classification plan is the total of all of the classification documents in an organization. In some organizations this is simply an inventory of all classification descriptions. In other organizations this may also include a classification philosophy and a procedural document describing the processes, guidelines and forms used in maintaining the classification plan.

Virtually all human resource processes rely on an efficient, accurate and equitable plan design. A classification plan provides the basis for a variety of human resources functions, including:
➢ Recruitment - the classification plan identifies both the duties assigned to a classification, along with the skill sets needed to successfully perform those duties, facilitating the recruitment and selection of the most appropriate candidates for each vacancy in a highly efficient and discrimination free manner.
➢ Compensation – the classification plan provides a basis for job valuation internally and serves as the documentary basis for market comparisons, which are essential to the recruitment and retention of qualified individuals.
➢ Training and Development – the classification plan forms a basis for the development of job-related training plans and employee development.
➢ Assessment and Appraisal – the classification plan provides a basis for employee performance standards and associated training.
➢ Cost management – the classification plan provides a clear and rational basis for the assessment of labor costs and the evaluation of alternative models and staffing patterns.

CLASSIFICATION STUDY STEPS
For this study, the city elected to utilize an employee driven study model which involved several major areas of activity. As an informational note, ‘employee driven’ means that only those employees who wished to participate did. No employee was compelled to participate. The voluntary approach does have some issues, as it means that data may not be available for jobs in which the employee elected not to participate.

A total of approximately three hundred (300) authorized positions were studied in nearly two hundred (200) classifications. While not all employees chose to participate, every class was studied, and all revisions were reviewed by Human Relations as well as by supervisors and managers.

The study process included the following major steps which are described below. • Clarify and confirm study objectives and processes
o initial meetings were held with City management to clarify study scope, objectives, processes, and deliverables.

PROJECT DATA
In the course of the study, nearly four hundred (400) employees and their classifications were reviewed, including reviewing completed position questionnaires from about one third of the employee population along with extensive communications with supervisors and managers.

At the outset, the study reviewed approximately three hundred (300) existing city job classifications, many of which proved to be out of date or out of use. The consultants received and evaluated one hundred and five (105) completed employee position questionnaires. The study also involved the retitling and substantial revision of twenty-three (23) class descriptions which were adopted during the study, and the creation of sixty-three (63) new classes, with the majority located in the newly reorganized Municipal Services Department. After the removal of unused classes and the consolidation of others into ‘I/II’ configurations, the consultants produced a total of two hundred and twelve (212) classification descriptions.

POSITION ALLOCATION
Many classification studies result in the reallocation of a large number of the study positions. In this study such major reclassification is not proposed. In many classification studies the primary purpose of the study is reclassification. In this study, the primary emphasis was standardizing and updating the plan so that it is as current as possible. The class descriptions have been updated in a manner that ensures that duties reported by study subjects, supervisors and managers are included. The proposed descriptions, to the extent that job information was provided, now reflect actual duties and requirements. At minimum, this will not only improve recruitment efforts, but should also increase the efficiency of compensation surveys, job development, and employee assessment. The consultants have worked with the HR staff to recommend the reclassification of several positions for which the city expressed particular interest. Additionally, the large-scale development of new classes at the Municipal Services Department is likely to result in substantial reclassification of existing staff.

MAJOR ORGANIZATIONAL CHANGES
During the study two major events took place which impacted both the study timetable and deliverables.

Page 762 of 1536 ends

Classification Report
City of Turlock
7 First, the city reorganized several existing agencies into a new Municipal Services Department, which impacted reporting relationships, functions and the assignment of work. These changes are reflected in both updated class documents as well as in new proposed classes.

Secondly, there have been recent upgrades to the City’s water system have been impacted by new regulatory requirements and operational changes which impacted several key classifications Key events included:
• May 2023: Citywide chlorination began, increasing water sampling obligations. • January 2024: Integration of surface water from SRWA further increased regulatory complexity.
• 2025: A Staffing Study by a contracted agency was completed to better align the Water Quality Control, Electrical, and Utilities divisions with expectations set by the State of California. These changes support a more compliant and accountable water system structure.

COMMUNICATIONS WITH LABOR, MANAGEMENT AND

EMPLOYEES
As described above, the consultants employed an extensive input and communication process for labor and employees through the use of
• Orientations
o Several orientation sessions were conducted prior to the beginning of the study to review study purposes, steps and likely outcomes.
o Several orientations were conducted at the conclusion of the study to review what had taken place and the work products, including an opportunity for comments by management and labor.
• Interviews
o Dozens of interviews were conducted with
o Employees, to expand on information provided by questionnaire o Supervisors and managers, to obtain further information, and validate reported information
• Ongoing discussions
o The consultants were involved in continuing communication with ▪ HR
▪ Managers and Supervisors
▪ Employees
▪ Labor Organization
• Review of draft work products
▪ HR
▪ Managers
▪ Labor Organizations

CLASSIFICATION STRATEGY
In conducting this study, consultants relied on an industry best practice known as the “whole job” method. The whole job focuses on the analysis and documentation of four major work and worker characteristics, including

Page 763 of 1536 ends

Classification Report
City of Turlock
8 • Expertise required to perform job duties, as expressed in the • Training
• Experience
• Decision Making as documented in job level and typical duties • Type
• Independence
• Working Relationships as documented in typical duties • Level
• Purpose
• Working Conditions as provided in the description
• Difficulty
• Pleasantness
In both our audit of study positions and documentation of our findings we attempt to ensure that there is information related to each of these factors.

STRUCTURE OF THE CLASSIFICATION PLAN
The following guidance was used by the consultants in revising and/or creating new classifications descriptions. It forms the basis for the classification plan and can be employed in plan maintenance activity.

Class Levels
The following generally defines the class levels in the City of Turlock.

Class levels are reflected in a class series. A class series is a group of two or more classes similar with respect to the duties performed but different in terms of the scope and level of responsibility assumed by each job classification in the series. Distinctions between class levels are expressed in terms of the level of responsibilities and job scope assigned to each class level. For each position it is possible to generally categorize each classification according to the following levels:

Trainee/Intern/Aide
Entry
Journey
Senior/Advanced Journey/Lead
First line Supervisor
Second line Supervisor
Manager
Senior Manager
Within each job series or family, there may exist a classification at every level or only at selected levels. The levels within a job series reflect the organization of the City of Turlock and are tailored to the City's needs and priorities. There are not classes at every level. But there are almost always, entry, journey and supervisory levels.

Trainee/Intern/Aide: Classes are designed to provide job-related experience to an employee who is still in school or is in the process of changing careers and is exploring job options. This employee has little or no direct work experience and is learning basic duties and responsibilities of a position. They normally receive direct supervision.

Entry level: Classes are designed to provide an on-the-job training opportunity to an employee

Page 764 of 1536 ends

Classification Report
City of Turlock
9 who has limited related work experience and is not yet prepared to perform the full range of work assigned to the journey level class. Assignments are generally limited in scope and are performed within an established procedural framework. They normally receive immediate supervision and as experience is acquired, supervision may become less immediate. They may include in their classification title an "I" or "Assistant" designation.

Journey level: Classes are designed to recognize those positions which require the employee to be fully trained to perform a broad range of tasks within the scope of the class usually under general supervision. Assignments are performed within a framework of established procedures and incumbents are expected to perform the full range of duties with only occasional instruction or assistance. Work is normally reviewed only on completion and for overall results. They may include in their classification title a "II", or "Associate" as a designation.

Senior, advanced journey or lead level: Classes possess a specialized technical, or functional expertise. They typically are assigned significant responsibilities requiring specialized knowledge, abilities, skills and experience and exercise independent judgement in the performance of their duties. They work under direction of their supervisor and may provide technical or functional supervision over lower-level positions. They may include in their classification title a "III" or "Senior" as a designation.

First-line Supervisor level: Classes recognize full, first-line supervisory positions that, plan, assign, and evaluate the work of paid subordinates and are responsible for a program area within a work unit or section of a department. They work under direction of their supervisor and may include in their classification title "Coordinator," "Supervisor", or "Supervising" as a designation.

Second-line Supervisor level: Classes recognize full, second-line supervisory positions that plan, assign, and evaluate the work of first-line supervisors and are responsible for a program area within a section or division of a department. They work under general direction of their supervisor and may include in their classification title "Senior Supervisor" or "Senior Manager" as a designation.

Exceptions to Class Level Guidelines
At times, a classification title has been recommended that uses terminology that may appear inconsistent with the standard level designation terminology described above. In these instances, the recommended title conforms with standards used in the respective industry, trade, or profession or past classification history within the City.

Levels of Supervision
The amount of supervision received and exercised is also utilized in creating class levels. The following terms are used to denote the level of supervision received and exercised in the class plan in the City of Turlock:

Direct Supervision
Immediate Supervision
General Supervision
Direction
General Direction
Administrative Direction
Policy Direction
Direct Supervision: The basic characteristics of direct supervision are the assignment of tasks; the observance, review and evaluation or performance; the administration of line personnel functions such as selection, discipline, grievances and privileges; and responsibility for the worker as well as

Classification Report

10 the work. This type of supervision is generally exercised over trainee's, interns or aides. In the City of Turlock gradations of direct supervision are described below in terms of the supervision received by the employee.

Immediate Supervision: The employee works in the presence of his/her supervisor or in a situation of close control and easy reference. Work assignments are given with explicit constructions or are so routinized that few, if any, deviations from established procedural practice are made without checking with the supervisor. This normally applies to entry level positions.

General Supervision: Assigned duties require that judgement be exercised or a choice among possible actions, sometimes without clear precedents, and with a concern for the consequence of action he utilized. This type of supervision typically pertains to the journey and advanced journey/lead levels in the clerical and maintenance series and the entry level in the professional series.

Direction: The employee receives general instructions regarding the scope of and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.

This type or supervision typically pertains to journey or advanced Journey/lead level professional positions or first-line supervisors.

General Direction: The employee is responsible for program or function(s) and is expected to carry out necessary activities without direction except as new or unusual circumstances require. This category is usually reserved for second-line supervisory positions.

Administrative Direction: The employee has broad management responsibility for a division of a City Department or a set of related functions. Administrative direction is usually received in terms of goals and review is received in terms of results. This type of supervision is usually reserved for managers and deputy directors.

Policy Direction: The employee has broad administrative responsibility for a City department.

Policy direction is usually received in terms of City Manager and City Council priorities and budgetary limitations and review is received in terms of meeting departmental goals.

In the City of Turlock another type of supervision is often paired with direct supervision, called indirect supervision or lead supervision where an employee has authority over the work of another employee but is not responsible for the employee.

Indirect Supervision: Indirect supervision is characterized by some form of authority over the work of the employee but not for the worker. The direct supervisor maintains the administration of line personnel functions such as selection, discipline, evaluation of performance, grievances and privileges while the indirect supervisor offers technical or functional expertise to the employee. The following describes the responsibilities for positions exercising indirect supervision:

Technical Supervision: The "Supervisor" is responsible for prescribing procedures, methods, materials, and formats as technical expert in a specialty. He/she may produce or approve specifications, guides, lists, or directions. He/she may give direction to employees on "how" and "why" but does not conduct performance evaluations or assign tasks. "Technical Supervision" is related to an occupation specialty or function--not to a specific employee.

Functional Supervision: The "Supervisor" is responsible for a project or recurrent activities which involve tasks performed by persons over who he/she has authority to give direction in regard to that project, even though they are under the direct supervision of someone else. "Functional supervision" may include "technical supervision", but goes beyond in that the supervisor schedules and assigns tasks, monitors progress, reviews results, provides input to employee

11 performance evaluations and is the person responsible for the completed work product. Functional supervision is related to a function or set of activities.

MAINTAINING THE PLAN
As noted from the extent of the study processes and outcomes, it can be extremely time consuming and costly to conduct large organizational studies once in twenty or thirty years. The cost also impacts labor relations, and can contribute to overall organizational and human resource inefficiencies. However, the class plan can be maintained based on a few simple strategies.

1. Adopt and utilize clear and easily communicated standards – it is essential to have a set of principles that guide the classification plan, including nomenclature, levels, allocation standards, document formats and content, etc. Without well documented standards there is a tendency for each new classification analyst to write and review descriptions according to their experience and preferences. In reviewing the plan documents at the study outset, there were a variety of styles and approaches apparent. The consultants have offered a set of standards for levels of complexity and supervision above.

2. Revise the plan when new information is acquired- there are two major sources of new information including input from departments seeking updates and changes, and from job analysis conducted when preparing recruitment plans.

3. Review key parts of the plan to ensure conformance with legal requirements- two parts of the class plan are particularly vulnerable to legal challenges including the FLSA determinations and the minimum qualifications. Reviewing these on a continuing basis can help minimize costly risk.

4. Review the plan from time to time to ensure that organizational strategies are consistent with the plan structure – often plans are considered fixed and static in nature. The plans are simply the documentation of what workers do. As duties and work structure change, the plan may also change to reflect those changes.

5. Communicate plan information to employees and managers regularly – the plan is a series of living documents which can have a profound bearing on the work lives of employees and the efficiency of the organization. It is essential that all stakeholders know what is in the plan and how to make changes when needed.
