Subject: Proposal for Construction Management and Inspection Services for Citywide Traffic Signal Safety Upgrades CIP 5651, Federal Project No. 5186(017)
Dear Mr. Keys:
Infrastructure Engineers (IE) is pleased to submit our proposal to provide Construction Management and Inspection Services for Citywide Traffic Signal Safety Upgrades in the City of Hemet.
IE was established in 1994 with a clear mission to provide high quality construction management and inspection services on complex projects to cities throughout Southern California. Our team is comprised of industry leaders and seasoned experts with extensive experience that allows us to offer a broad spectrum of services in the areas of specialized earthwork, concrete and asphalt paving, highway, electrical/traffic signal/lighting/fiber optics, bridge and grade separation construction, stormwater pollution prevention plans, office engineering, Critical Path Method scheduling, and dispute resolution.
We understand the City of Hemet seeks an experienced Project Manager, and a team of accomplished inspectors, to oversee and monitor the Federally Funded Project No. 5186(017). Anticipated duties include attending pre-construction meetings, reviewing shop drawings and submittals from the contractor, providing field inspections of work in progress to ensure compliance with plans and specifications, filing all required forms for Caltrans Local Assistance, providing labor compliance, taking digital photos of each construction phase throughout the duration of a project, serving as inspector of record to create redline(s) on as-built drawings for work inspected; and processing submittals, Requests for Information (RFls), Requests for Changes (RFCs), Contract Change Orders (CCOs), field directives, Notices of Potential Claim (NOPCs), and NonConformance Reports (NCRs).
The IE team is fully equipped to meet the City’s needs and offers the City of Hemet the following features and benefits:
Proven Project Manager Who Understands Construction Projects Our proposed Project Manager/Resident Engineer, Saba Engineer, MSCE, PE, has 31 years of experience serving as a Resident Engineer and Project Manager on pavement rehabilitations, storm drain utilities, parks and recreation, municipal buildings, utility relocations, and traffic signal improvements. Her vast experience brings expertise in the fields of contract administration, change order negotiation, budget and resource allocation, shop drawings review and approval, administration of safety meetings, CPM scheduling, implementation of SWPPP requirements, fugitive dust mitigation, coordination of construction activities and progress meetings, public outreach and communication with local business owners, preparing and maintaining detailed field inspection safety reports, auditing and approving shop drawings, conducting final inspections, preparing punch lists to verify project completion, and overseeing day-to-day field operations.

Carnegie Drive, Suite 244 | San Bernardino, CA 92408 | Phone: (909) 340-9494 | www.infrastructure-engineers.com Proven Construction Inspector Who Understands Construction Projects One of our proposed Construction Inspectors, David Alcala, has over 31 years of transportation and traffic engineering design and inspection experience, including construction of traffic signals, and ITS communication/fiber systems projects. Mr. Alcala is certified International Municipal Signal Association level 2 (ISMA-2) and has worked for cities throughout Los Angeles, Orange, San Bernardino and Riverside Counties, and other agencies in Southern California.
Our other Construction Inspector is James Harris, TSOS. Mr. Harris has over 25 years of hands-on professional experience in all aspects of traffic and civil engineering including design, operations, and maintenance of traffic signal and lighting systems. Mr. Harris is a certified Traffic Signal Operations Specialist (TSOS) and has worked for cities throughout Los Angeles, San Bernardino, and Riverside Counties, and other agencies throughout Southern California, during his 25 years of experience. Mr. Harris will be utilized if Mr. Alcala is unavailable. Both inspectors have experience with federally funded projects and are familiar with all required paperwork.
Meeting the DBE Requirement
IE will also be utilizing Avant-Garde, Inc., for program management, funding administration, compliance management including labor compliance, and construction coordination. Avant-Garde was incorporated in 2002 and is a 100% woman-owned California Corporation. Avant-Garde employs 18 professional staff, is located in Pomona, CA, and has built a strong reputation through providing successful solutions for many cities in the Southern California region. Not only will Avant-Garde bring their expertise to this project, they will also fulfill the disadvantaged business enterprise (DBE) requirement of 46% as they are certified as DBE, minority business enterprise (MBE), women business enterprise (WBE), and small business enterprise (SBE).
A Solid Track Record in Performing Construction Management and Inspection Services Members of the IE team have completed numerous roadway/highway projects by providing contract administration, construction management, and construction inspection services. Team members have served construction management and inspection services across Los Angeles, San Bernardino, Riverside and Orange Counties. We understand fluctuating workloads and other issues and, as a medium firm with deep resources, we offer the flexibility and responsiveness needed to support the City of Hemet for this contract. The IE team has delivered several federally funded projects and is familiar with Caltrans Local Assistance Procedures Manual (LAPM) and related forms and paperwork.
A Local Firm in the City of San Bernardino for Immediate Response to the City’s Needs One of IE’s three offices is located in the City of San Bernardino and all work will be executed directly from this location. We are approximately 40 miles from the City of Hemet and can offer an immediate response to any of the City’s needs. We always answer our phones during business hours, and we can be reached 24 hours a day on our cellular phones for our clients. We recognize that responsiveness is a key attribute of a firm providing excellent service, and our close proximity for rapid deployment is one reason why we are confident in our ability to serve the City of Hemet for construction management and inspection services.
A Flexible, Multi-Skilled Staff
As a rule, the IE team provides staff with multiple skills to complete projects with the smallest possible field team. All our on-site field members are selected based upon their ability to provide expertise in multiple disciplines. Our project experience is extensive and varied including night work, extended weekend closure, work within lane closures, and can operate in vast geographical areas of administration, construction inspection, and materials testing services. We are well accustomed to responding to the changing needs of our clients on construction projects and know how to keep pace.

Cost Effective Services for Efficient Management of Complex Projects IE maintains a very aggressive cost control system to ensure that we are competitive in the industry and cost effective for our clients. Our current fee schedule provides all-inclusive rates that are the same for straight overtime, even on projects requiring payment of prevailing wages for field staff. All truck, phone, computer, and travel time costs are included in our fee structure. This system simplifies tracking and stops overtime and direct costs from chipping away at the budget.
Affirmative Action Plan
IE attests to the City’s affirmative action plan or other policies aimed at eliminating unlawful discrimination and we are in compliance with its policy.
Conflict of Interest
IE has no conflicts of interest regarding the City of Hemet or this project.
Standard Agreement
IE accepts the terms and conditions of the “Standard Professional Services Agreement” per “Attachment A” of the Request for Proposal (RFP).
Debarment and Suspension Certification
In accordance with the Code of Federal Regulations, Title 49, Part 29, Debarment and Suspension Certification, IE certifies that we currently have no suspensions, debarments, voluntary exclusions or ineligibility determinations by any federal agency. A completed Debarment and Suspension Certification shall be submitted as part of the proposal.

Saba Engineer, our Engineering Manager, will serve as the contact person throughout the evaluation period and will be responsible for the services listed in the RFP. Saba can be reached at (714) 940-0100, (818) 522-7966, or by email at [email protected].
As Chief Operations Officer, I am authorized to represent and bind the firm to all commitments made in this proposal. 2. Statement of Qualifications
The engineering design, construction management, and inspection of street improvements and traffic signal safety upgrades are core disciplines for Infrastructure Engineers. Cities rely on us to assist them with this important infrastructure; as such, we have completed dozens of projects similar to the City's traffic signal safety upgrades. In addition, because our staff are experienced, and because we also procure funding for our clients, we are adept at ensuring funding mechanisms and labor compliance on projects.
We have completed many federally funded projects for our client cities throughout our 28 years as a company.
Infrastructure Engineers Advantages
A. Construction Engineering and In-house Engineering Judgment to Overcome Complex Projects Being a firm owned and led by engineers, our in-house engineering expertise is invaluable on construction projects for resolving complex issues under pressure. We know from experience the best way to save money for our clients is to get ahead and stay ahead of the key project issues. We are able to provide a seasoned staff to conduct a constructability review for every project we oversee and roll all identified issues into a Risk Management Plan. The plan can be used to ensure that we are cognizant of all risks ahead of time and have a preemptive plan to manage them with the least impact to the project.
B. Ability to Handle Project Changes
Two characteristics of our team and key staff that contribute to our success are flexibility and responsiveness. We are well accustomed to responding to the changing needs of ongoing construction projects. In addition, we are well accustomed to rapid mobilization of construction field staff, often within one day. Our planning and management ensure that we are always ready to respond quickly to requests from the field, and we are ready to serve on new projects. We offer the flexibility and responsiveness needed to support the City on this important project.
C. Cost Savings Using Multi-Skilled Staff
Infrastructure Engineers offers several proven features and techniques for saving money. To minimize management costs, Infrastructure Engineers provides staff with multiple skills to complete projects with the smallest possible field team. All of our on-site field members are selected based upon their ability to provide expertise in multiple disciplines. For example, our proposed Construction Manager, Miguel Alvarez, PE, not only has the expertise overseeing construction projects from inception to completion, he is an exceptional Resident Engineer and an accomplished civil engineer.

Maintain all critical documentation through the entirely of the project in an organized and efficient manner.
A “preventive” change order and construction claims mitigation process which anticipates construction issues before they surface as problems.
A change order resolution process which is objective, fair, consistent and efficient and one that maintains a “partnered” approach to problem resolution. Timely resolution of all RFIs and identification of their collateral impacts on construction costs and schedule.
Review of contractors completed work, invoices and payroll reports. Sensitivity to surrounding community issues and maintenance of needed exchange of information with the City.
A computerized document management system which allows for ready access to daily reports, construction agenda and meeting minutes, RFIs, change orders review and negotiation documents, and communication with project stakeholders.
A fully documented quality assurance program which incorporates all applicable construction quality standards.
Fully documented daily diaries, incident reports (if any), and digital pictures to support daily reports. Monitoring of contractor’s compliance with Storm Water Pollution Prevention Plans (SWPPP). Strict adherence to job site safety standards, including safety awareness discussions in all weekly construction meetings.

As professional consultants we make it our job and responsibility to understand our client’s specific needs and to focus on the successful delivery of the project, while keeping in mind community concerns. Many of the senior team members at GK & Associates are very familiar with Public Works projects. Our staff specializes in public works related Design, Civil Engineering, Traffic Engineering, Drainage Plan Checking, Project Management, Asset Management, and Construction Management services.
Quality Assurance and Quality Control
Every single project at GK & Associates starts with a detailed Project Management Plan (PMP). Among others, major components of the PMP include project schedule, task by task budgets, manpower assignments, project coordination and communication procedures, sub consultant roles and responsibilities, project filing/documentation procedures, QA/QC requirements, and a risk register, which identifies potential risks, risk triggers, and mitigation measures. For construction projects, templates for daily reports and weekly project meeting agendas are also included. We utilize VPM (Virtual Project Manager) for construction a project, which is a web-based platform for monitoring schedules, budgets, and earned revenue reporting. It can also interface with daily reports, progress photographs and other construction information. This information can be made available electronically to all stakeholders.
One major purpose of the planning we do as part of the PMP described above is to assure that adequate time and resources are available to meet project deadlines. If the risk register identifies resource or schedule risks, appropriate measures are also clearly identified to mitigate those risks. Based on our previous experience with the other municipalities we have identified specific plans and procedures for these services. In addition, we are fully dedicated to meeting project demands based on the approach we have outlined. In doing so, we have looked at our workload and resources to assure no conflicts exist to divert staff from this project.
Services Provided
We provide excellent project management services based on our client’s needs. We work with the most recognized and accepted instruments and codes, such as the Public Contract Code, the Standard Specification for Public Works Construction, Greenbook, CALTRANS Standard Specifications, Uniform Building Code, American with Disabilities Act, and local standards to complete and manage all project phases form preliminary design through construction.

RE: Construction Management and Inspection Services for Citywide Traffic Signal Safety Upgrades - CIP 5651 Federal Project No. 5186(017)
Mr. Keys and the Selection Committee:
Southstar Engineering & Consulting, Inc. (Southstar) is bringing a team to the City of Hemet to deliver success on Citywide Traffic Signal Safety Upgrades. This team includes hand-picked specialists and an abundance of expertise in constructing federally funded signalization safety upgrade projects.
Safety is always a top priority at Southstar, and a project like this is directly in our wheelhouse. By upgrading the forty (40) intersections with new traffic signal controllers, APS push buttons, ped-heads, and LED luminaires for roadway and
safety lights, the citizens of Hemet will enjoy the benefits of an increased level of security.
For more than 15 years, Southstar has built a successful track record of delivering roadway, bridge, interchange, intersection upgrades, and highway system improvement projects,
primarily in San Bernardino and Riverside Counties.
Southstar has worked with a variety of agencies in Southern California, including RCTD, the City of Menifee, Murrieta, SBCTA, Ontario, Corona, Riverside, Fontana, Moreno Valley, Palm Springs, La Quinta, Caltrans District 8, and RCTC. Our team won the ACEC 2021 Award for the I-15 / Cajalco Road interchange improvements project for the City of Corona, completed in March 2020. The lead inspector proposed is also a citizen of Hemet, having lived in the area for over 15 years.
Project Manager Jason Bennecke and Resident Engineer Amr Abuelhassan each bring more than 30 years of Caltrans and local roadway experience. They have shown an unwavering commitment to innovation in order to minimize construction schedules and bring projects to completion under budget, all while maximizing communications with the public. This includes documenting all contract activities in the field, as well as all financial supporting documentation of all progress payments, change order work, and as-built conditions. With federal funds, it is critical that all staffing rates, escalations, classifications, duties, and budgets are closely adhered to in order to ensure efficient invoice processing and approvals by Hemet staff. Both Jason and Amr are former Caltrans project managers, have worked successfully with the folks in the Office of Local Assistance for decades and are intimately familiar with the various Exhibits and requirements of the LAPM. Since this project will use federal HSIP funds (part of the 2015 federal FAST program), this aspect is critical when selecting a CM firm.

CONSTRUCTABILITY/BID-ABILITY
REVIEW
The Southstar team of experienced
construction inspectors and managers will perform a detailed Constructability Review of the project plans, specifications, and bid list. The team members will look for anything that will improve the quality of the bid package to the contractors. Typical issues found are inconsistencies with project quantities, staging issues, specifications that do not match the bid list, and anything out of the ordinary for industry standards. In addition, the review involves and evaluation of existing geotechnical reports and maps, proposed project schedule and number of contract days, site drainage adequacy, ADA compliance, permits and environmental commitments requirements, constructability, and bid-ability, bid schedule, engineer’s estimate, and traffic control. The detailed review will also include possible consolidation of construction stages to allow for early completion of the project.
PRE-BID AND CONTRACT AWARD SUPPORT
Southstar will assist the City of Hemet and the program manager WSP with the overall solicitation of bids, bidder’s questions, the pre-bid conference, bid reviews, and recommendation of award, including detailed coordination of responses to bidders’ questions, review and discussion with applicable stakeholders and/or your designer, Parsons, and preparation of necessary addenda to the project documents as needed. As directed by the City of Hemet, Southstar will perform bid analysis by reviewing all bids submitted for completeness, balance, and responsiveness and, if directed, will prepare a recommendation of award letter to the Board.

City of Hemet - Proposal for CM and Inspection Services for Citywide Traffic Signal Safety Upgrades - CIP 5651 - Federal Project No. 5186(017) Description of Services
TASK 1: PROJECT COORDINATION
ADMINISTRATION OF CONSTRUCTION CONTRACTS
Administering construction contracts requires compliance with the Public Contracts Code, the Contract Documents, and Special Provisions. Southstar’s team’s familiarity with these relevant documents starts with the constructability review stage where they apply their decades of experience in administering construction contracts by adding or editing specific sections in the contract to ensure Hemet’s and the Public’s interests are protected. Once the contract documents are finalized and bid solicitation is in progress, Southstar’s team will study the contract documents as well as the RE Pending File and will be aware of any and all special requirements related to the Project. Moreover, administering a construction contract effectively requires full documentation of any and all work performed on the project, including all communications with the Contractor and the project team. Timely resolution of all RFIs and field issues is key to keeping the project on schedule and keeping the budget under control. Southstar’s team members have successfully administered hundreds of projects that were delivered on schedule and within budget.
COMMUNICATIONS BETWEEN CONTRACTORS AND BETWEEN CONTRACTORS AND
OTHER PROJECT PARTICIPANTS
It is the Resident Engineer’s responsibility to serve as the focal point of communication on the Project; the RE will be implementing the Project’s communications plan from day 1. Once the communication plan is prepared at the onset, it will be implemented and maintained by the RE. All updates will be implemented regularly. All communications will either be in writing or confirmed in writing if took place verbally. The communication plan will clearly identify lines of communication and directions. It will clearly list flow of information matrix and how work is authorized and approved in the field.
REVIEW AND NEGOTIATION OF CONTRACT CHANGES, DISPUTES, AND MAINTENANCE
OF PROJECT RECORD FILES AND DOCUMENTATION
Contract Change Orders (CCOs) can be requested by the contractor after discovery of a field conflict or can be initiated by Hemet for a change of scope. The team will determine the merit, scope, estimated cost and schedule impacts to the project as a result of potential CCOs requested by the contractor, and provide recommendations to Hemet. The team will also negotiate change orders as directed by Hemet if there is addition or change in scope. All changed orders will be monitored and logged in the CCO Log that will be created and updated by OE Amr Abuelhassan.
Effective change order administration is imperative for controlling cost and schedule on a construction project. The goal is to provide timely direction to the contractor while assuring that the costs of changes are fair and reasonable to both the contractor and Hemet. Issues may arise that have the potential for leading to claims. They minimize and avoid potential disputes by staying involved with the project and listening to the concerns of all project stakeholders. Southstar’s intent is to meet with the contractor and resolve issues without delay and at the lowest possible level. They also recognize the importance of maintaining proper documentation pertaining to any dispute. If a dispute develops into a claim, they will review the dispute or claim, determine additional analysis to be performed, decide on merit, and provide recommendations to Hemet. Southstar has a history of resolving issues prior to completion of the project and are skilled at examining issues along with related specifications and maintaining detailed project documentation which mitigates potential claims from the contractor. All relevant information as it is compiled and becomes available will be shared with the City of Hemet project Manager and will be included in the monthly Progress Report.
16.M

WEEKLY AND MONTHLY PROGRESS REPORTS
The Southstar team will provide Hemet with project status reports on a weekly and monthly basis, and as requested by Hemet. The weekly reports will provide a summary of the activities completed the previous week, ongoing activities for the current week, and scheduled activities for the following week.
This report will also include any field conflicts and issues that may have arisen during the week. The monthly reports will describe the status of the project’s budget, schedule, submittals, change orders, claims in process, and current and anticipated work progress. Earned Value Reports will be available to the City of Hemet if requested.
CONSTRUCTION SAFETY AND SECURITY PLAN REVIEW AND MONITORING Nothing is more important than the safety of the construction team and the public. Southstar’s team will ensure conformity to all safety provision sin the OSHA Construction and Safety Manual. A project-specific safety plan will be prepared prior to the start of construction and every team member will be required to read, sign, and implement it. In addition. Weekly tailgate safety meetings will be held for the project team and topics relevant to ongoing and upcoming construction activities will be covered. In addition, team members are trained to collaborate with the contractor on all aspects of the construction operation and safety precautions. In addition to receiving and reviewing the Contractor’s Health and Safety Plan, inspectors in the field regularly attend the daily safety meetings held by the contractor every morning at the beginning of the shift.
TAILGATE BRIEFINGS & CONSTRUCTION SCHEDULE
Our team members are trained to collaborate with the contractor on all aspects of the construction operation and safety precautions. In addition to receiving and reviewing the Contractor’s Health and Safety Plan, inspectors in the field regularly attend the daily tailgate briefings and general safety meetings held by the contractor. The entire team will be aware of the ongoing operations and will be prepared to deal with potential risks. In addition, Southstar’s field team will monitor the contractor’s operations and will check against the submitted 3-week lookahead schedules. The team will be noting any deviation from the planned work so that RE Amr Abuelhassan will be able to determine any potential schedule impacts and have the opportunity to mitigate any impacts and costs. Catching issues early and maintaining a strong partnering relationship with the contractor can make the difference in keeping a project on schedule and within budget. Inspectors will be responsible for monitoring the quantities of materials placed and will incorporate that with the monthly estimate, noting the progress of work and percent complete for each item. This information will assist Amr in determining the progress of the project. Additional reports are available to determine the earned value progress of the project, a truer sense of progress than just dollars versus time. All the information is compiled and will be shared with the Hemet project Manager and will be included in the monthly Progress Report.
COST CONTROL AND ESTIMATING
The Southstar team will monitor and manage the initiation, preparation, review, and justifications for project cost reduction proposals submitted by the contractor, Parsons, the City of Hemet, or Southstar to affect the most desirable benefit to the project. Any proposal will be thoroughly reviewed by the team and discussed with Hemet for potential implementation after establishment of merit.
ASSESSING LDS, BACK CHARGES, OR SIMILAR ADJUSTMENT TO FINAL CONTRACT VALUE
Maintaining proper accounting of contract time is extremely important to be able to assess LDs and/ or back charges. Proper time accounting starts with the creation of a weekly statement of working days (WSWD) at the start of the project. The WSWD must be accurately updated and maintained on a daily basis and shared with the Contractor on a weekly basis. If the contractor disputes any aspect of the issued report, it must be addressed and resolved immediately to prevent a stoppage in properly tracking contract time. The WSWD goes hand in hand with the baseline and monthly schedule updates submitted by the Contractor to establish the merit of adding any days to the contract. Timely submission of schedule updates from the contractor and review and approval by the team is key in keeping the project on track and keep accurate account of the contract days. This accurate accounting of contract days will result in Hemet standing on solid grounds when assessing LDs for delayed project completion.
Final contract value will be determined while taking into account all project costs and any credits as well as LDs assessed on the contract.

City of Hemet - Proposal for CM and Inspection Services for Citywide Traffic Signal Safety Upgrades - CIP 5651 - Federal Project No. 5186(017) Description of Services
REVIEW OF RFIS AND SUBMITTALS
The Southstar team will review project submittals, such as the Storm Water Pollution Prevention Plan (SWPPP), asphalt and concrete mix designs, excavation plans, shop drawings, materials suppliers, materials sites, testing and start-up plans, etc. They will also approve or recommend approval of, subject to delegation of authority from the City of Hemet, other documents requiring review and approval.
The Southstar team will respond to the contractor’s Requests for Information (RFIs) or forward them to the design engineers as deemed necessary. A weekly tracking report listing new, resolved, and outstanding RFIs will be prepared by the team and submitted to Hemet and will be discussed at the weekly progress meeting with the contractor. Follow up on all outstanding RFIs will be conducted by RE Amr Abuelhassan to resolve issues efficiently. OE will create and maintain and RFI Log that will track any RFI from inception to closure.

TASK 2: CONSTRUCTION OBSERVATION
SUPPORT FOR UTILITY RELOCATION WORK
Coordination with any and all third-party utility companies to obtain power sources, services cabinet locations, and other relocations required to eliminate conflicts in a timely manner is a major challenge.
Southstar’s team members are familiar with utility relocation process and are very experienced in utility coordination. It is recommended to complete utility relocation work prior to start of construction, if possible. Utility coordination meetings will be scheduled early and on an on-going basis to establish and perpetuate clear, efficient communications to eliminate potential risks to the schedule and project cost.
CONSTRUCTION SUPPORT
With federal funds used on this project and Caltrans Local Assistance overseeing expenditures, hyperaccurate budgeting and accounting is required. Southstar will use a Progress Payment spreadsheet,

which tracks the approved billable rates for each approved member of the CM team (including subs), hours worked each month, monthly progress payment amounts, total invoiced to date, percent complete and amount remaining for each staff member on the team. If any proposed staffing changes to the original approved budget are required, they must be requested to and authorized by Hemet prior to making the change. The Caltrans Local Assistance forms will be used for this process. It is of extreme importance that every penny of CM funds be properly tracked using the LAPM forms and procedures, as it is assumed this project will be audited by Caltrans.
INSPECTION CONTROL
Field Inspectors are the first line of defense on any construction project. It is important to have seasoned and experienced field inspectors in the lead of any field activities to ensure contractor’s compliance with the plans and specifications and to provide a quality product to the City of Hemet and the public. It is also critical for proper documentation of all field activities to maintain accurate measurement and payment records on all Contract Items. The Southstar team is comprised of seasoned construction management personnel with many years of individual experience on projects such as this one. Lead Construction Inspector Mike Smith has completed complex projects and has supported RE Amr Abuelhassan in delivering multiple successful projects in recent history and to the present. Mike will be engaged in the construction phase from day one and will be on the project until the completion of construction. In the field, Southstar’s team will make all reasonable efforts to guard Hemet against defects and deficiencies in the contractor’s work. The field inspector’s daily diaries will contain full documentation and photographs of the work performed. Consistent and accurate written and photo documentation of all field activities is of paramount importance in protecting Hemet against contractor claims and costly contract change orders.
TASK 3: TRAFFIC SIGNAL TIMING PLANS
The project is to upgrade the Traffic Signals at several major corridors in the City of Hemet to improve pedestrian safety at these intersections by changing the Pedestrian Signal Head to Count-Down Module and the Pedestrian Push Button APS Push Button Assembly. Southstar shall develop traffic signal timing plans for the forty (40) signal locations associated with the project. The timing plan we establish shall be developed in compliance with the latest CA MUTCD timing standards. Southstar will create plans for Omni eX controller software to provide the best safety upgrade for the City of Hemet.
Major Corridors include:
• Sanderson Avenue • State Avenue • Stetson Avenue • Acacia Avenue • Devonshire Avenue TASK 4: LABOR COMPLIANCE
LABOR COMPLIANCE OVERSIGHT AND ENFORCEMENT
The Southstar team will verify compliance with Federal and State labor laws by reviewing contractor’s certified payroll records and performing worker interviews. Labor compliance is an important part of the Construction Manager’s effort to protect the wages, benefits, and employment rights of staff on the project. Southstar utilizes the services of Mr. Ramon Carlos, former Labor Compliance Supervisor at Caltrans, to verify full compliance.
ANALYSIS AND APPROVAL OF CONTRACTORS’ CONSTRUCTION SCHEDULES AND
PROGRESS PAYMENTS
We will review and approve the Contractor’s Critical Path Method (CPM) schedule. Southstar is fully able to use Primavera P6 and Microsoft project to review, monitor, and analyze the contractor’s schedule.
Updates to the schedule will be reviewed monthly against the project baseline schedule, progress verified, and potential issues causing delay to the project will be identified and mitigated.
Schedule control starts with the contractor’s submission of a baseline schedule, approval of the schedule, and timely schedule updates. Once these are approved, they will be checked against actual activities in the field and any discrepancies noted. The contractor must have a narrative for any changes between monthly updates and they will review these. They will also ask the contractor to provide a twoto four-week look-ahead schedule that will allow for weekly planning of inspections, materials testing, and plans for off-site inspections, if needed. All of these activities will be discussed in the weekly meeting with the contractor.
CONSTRUCTION CAPITAL (CONTRACTOR)
Catching issues early and resolving them will be every team member’s responsibility, particularly the inspectors in the field. This proactive mindset will assist in keeping the project within budget and schedule because problems are not hidden, and impacts can be anticipated in advance.
Each month the team prepares progress payments for all work completed by the contractor for review by RE Amr Abuelhassan and the City of Hemet project Manager. Each progress payment is linked to the previous payment, and they verify that the Contractor only receives payment for pay items or change order extra work bills that the contractor is entitled to. Likewise, they will review certified payrolls, DBE reports and EEO records as applicable to ensure labor compliance. The team also review progress reports, lien waivers, inventory of materials-on-hand, quantity surveys and monthly schedule updates.
Retention and other applicable deductions are reviewed to verify they are properly recorded on each progress pay estimate. All bid items over/under runs will be closely monitored and shared with Hemet before any item approaches the 25% increase/decrease mark.

FEDERAL COMPLIANCE OVERSIGHT AND ASSISTANCE WITH ENFORCEMENT,
INCLUDING BUY AMERICA
Southstar’s team members are trained in administering federally funded projects and have successfully been in many compliance audits by Federal and State auditors. Expenditure of all federal funds will be closely monitored, and a paper trail will be present for any authorization of expenditure including regular contract bid items as well as all extra work authorization. DBE goals and Buy America requirements will be closely monitored and updated. Meeting these goals is extremely important as the team will be working closely with the contractor to achieve these goals.
TASK 5: POST-CONSTRUCTION SERVICES
PUNCH-LIST FOR FINAL ACCEPTANCE
The Southstar team will deliver a final completed project to the City of Hemet in compliance with the PS&E package, and all applicable codes, permits and standards. The team will perform final inspections and issue punch-lists of incomplete work, monitor punch list completion, coordinate final project acceptance with Hemet and other stakeholders, close out the project’s files, and turn them over to Hemet with the project’s as-built plans and work with Hemet in coordinating, completing, and filing all invoicing and necessary documentation to ensure proper and full reimbursement of funds.
RECORDS OF MATERIAL TESTING, INSPECTION, AND CERTIFICATION Written reports summarizing the results of all tests performed will be prepared and contain a rendering, opinion, certificate, or warranty of the materials that are tested and inspected. Copies of all test results will be provided for documentation.
CHANGE ORDER RESOLUTION
When an issue is identified by the contractor in an RFI. The RE will review and evaluate a resolution to the issue at hand and will brief the City of Hemet Project Manager to have the full understanding of the issue. Amr will provide a recommended resolution to the matter and if approved by Hemet, will be negotiated with the Contractor to agree on time and cost impacts if any and to provide clear direction for the way forward. It is the team’s goal to resolve all change orders at the lowest level and prior to performing the work. All extra work will be properly evaluated and agreed to with the contractor prior to the start of work. Hemet will be involved from the time the issue is found and is being worked on.
Following this simple process of effective and sustained communication with the Contractor and Hemet, there should be no contract change orders remaining unresolved during the closeout period.
ESTABLISH SUBSTANTIAL AND FINAL COMPLETION DATES
Substantial completion is achieved when nearly complete beneficial use of the constructed facilities is gained. At this milestone, there may be remaining items such as landscaping for example where it will not have an impact on the operation of the facility. About three months prior to substantial completion, an extensive punchlist will be started for the entire project. The list will be dynamic as it will be open to add items as they approach final completion as well as removing items completed. Final completion date will be achieved when all project items are completed and all punchlist items have been addressed.
FINAL PROGRESS PAYMENT WITH REQUIRED DOCUMENTATION
RE Amr Abuelhassan will create a project Report that identifies the construction of the project, the final cost of construction including construction management and administration, a list of all Contract Change Orders, a list of Construction Claims and the result of each after resolution, and photo and video documentation of construction.
• Item Closeout - All open contract items will be closed out and balanced. Item overruns and underruns will be resolved with the contractor. Contract Change Orders to adjust item prices will be created if necessary. • Claims Report – Amr will prepare a Claims Report for each claim that is outstanding and unresolved at the end of the construction project. Claim Reports shall be in accordance with the Caltrans Construction Manual. • Proposed Final Estimate – Amr will prepare the Proposed Final Estimate and obtain contractor’s concurrence. This document shall be provided after resolution of any open claims.

ENFORCE MANUFACTURER WARRANTIES
All equipment and systems installed per the project specifications will be tested and commissioned into service by the team. All specified manufacturer warranties will be monitored and strictly adhered to during warranty periods. Southstar’s team will ensure that the City of Hemet will receive a fully functional and compliant project at acceptance and during the warranty period.
ENSURE AS-BUILTS ARE CREATED AND PROPERLY STORED
The Southstar team will maintain a red-lined set of “As-Built” plans in the construction field office documenting as-built conditions. At the end of construction, the team will coordinate with the design engineer on the preparation of a set of original structure tracings with As-Built corrections in accordance with Caltrans Local Assistance Procedures Manual. As-Built plans for roadway items shall be in accordance with Caltrans standards. As-Built drawings will be reviewed to confirm all changes to the plans are accurately documented. Following the review, they will be transmitted to the design engineer to be updated into the electronic plan set with RE Amr Abuelhassan’s signature and transmitted to Hemet for archiving.
