Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below. School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the third-party endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. The United States Supreme Court has recently ruled in part that: “denying a generally available benefit [from government] solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified only by a state interest of the highest order.” The City is of the opinion that not all grants to religious schools are prohibited under this and other similar rulings. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says:
“[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. City Of Rancho Cordova: Employment Boost
Provide a
Project/Program
Synopsis
This AI-powered job search tool helps Rancho Cordova residents streamline applications by tracking job postings, setting follow-up reminders, and generating resumes, follow-up emails, and Statements of Qualifications. The tool increases job search efficiency, improves employment outcomes, and will be offered free to local job seekers with grant funding.

Provide a
Project/Program
Description
Project Summary:

Our project aims to enhance employment opportunities for Rancho Cordova residents by providing an AI-powered Chrome extension that streamlines job applications. This tool will help job seekers tailor resumes to job listings, create Statements of Qualifications (SOQs) if needed, generate follow-up messages, and craft personalized messages to send to companies. The technology will ensure that applicants stay engaged, increase their chances of success, and ultimately help reduce unemployment in the community.

With a grant from Rancho Cordova, we will offer this service for free to local job seekers and measure its impact on employment outcomes.

Problem Statement:

Many job seekers struggle with organization, follow-ups, and crafting strong applications—key factors in securing employment. Studies show that persistent follow-ups significantly increase interview callbacks, yet most applicants fail to follow up consistently. Additionally, crafting compelling resumes and SOQs is time-consuming and challenging for many.

For only 2-4 cents per interaction, our AI-powered tool can generate personalized resumes, follow-up emails, and SOQs at scale. By removing friction from the job search process, we can help Rancho Cordova residents apply to more jobs, follow up effectively, and improve their chances of securing employment.

Proposed Solution:

The AI-powered job search tool will:

ITEM 12.1. ATTACHMENT 3

Page 1819 of 1939 ends

Allow users to tailor resumes to specific job listings.

Generate Statements of Qualifications (SOQs) as needed.

Create AI-powered follow-up messages to send to companies.

Provide personalized outreach messages for job seekers to engage with potential employers.

Verify Rancho Cordova residency and allocate usage credits accordingly.

Provide the City of Rancho Cordova with user metrics and progress reports.

Projected Impact:
150,000 total Resumes, Follow-Ups, Follow-Up Messages, and Statements of Qualifications generated with $5,000 in funding.

Thousands of local residents supported in their job search at no cost to them.

Community Benefits & Alignment with CEIF Guidelines:

This initiative directly supports the city’s grant focus areas:

Education – Teaches job seekers how to effectively apply and follow up.

Quality of Life – Increases employment rates, improving residents’ financial stability.

Civic Engagement – Encourages proactive job searching and networking.

Community Pride – More job opportunities strengthen Rancho Cordova’s workforce.

This initiative directly supports the city’s grant focus areas:

Education – Teaches job seekers how to effectively apply and follow up.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Description
The Innovate Rancho Summit: Navigating the Future of Rancho Cordova's Smart City Vision is a transformative half-day event scheduled for Fall 2025, designed to position Rancho Cordova as a smart city leader.

Building on the Chamber Business Outlook, this summit unites 200 participants—business professionals, technology entrepreneurs, community members, and policymakers—to explore technological advancements, with a focus on artificial intelligence (AI). ARK Strategies Inc. requests $130,000 from the CEIF, contributing $20,000 in volunteer effort, for a total cost of $150,000. This initiative aligns with CEIF priorities of Education, Quality of Life, Civic Engagement, and Community Pride, driving innovation and resilience.

Rancho Cordova stands at a pivotal moment in an era of rapid technological evolution. AI is reshaping urban landscapes—optimizing infrastructure, enhancing services, and amplifying cyber threats. In 2023, cities adopting smart technologies saw 15% economic growth, yet faced rising AI-driven risks. The summit addresses this duality, offering actionable insights through:

Keynote Addresses: Visionary leaders will explore AI’s role in smart cities (e.g., traffic management, energy efficiency).

Panel Discussions: Experts will debate AI-driven opportunities and cybersecurity challenges.

Hands-On Workshops: Participants will engage with AI tools (e.g., predictive analytics demos) and learn AI threat mitigation (e.g., deepfake detection).

The event features:

AI-Driven Smart City Solutions: Sessions on AI for municipal efficiency (e.g., waste management) and citizen services (e.g., chatbots).

AI Threat Awareness: Training on recognizing AI-generated scams and securing digital infrastructure.

Interactive Networking: Breakout groups to spark collaborations on ITEM 12.1. ATTACHMENT 3

Page 1835 of 1939 ends

smart city projects.

Held at a rented venue with catering, the summit maximizes engagement via A/V setups and materials like AI-focused guides. It adapts to virtual formats if needed, ensuring accessibility. The $150,000 budget ($130,000 CEIF, $20,000 ARK volunteer effort) is below the $200,000 market rate for similar events, reflecting efficiency. Costs include $100,000 for program delivery (experts, tech, materials) and $50,000 for operations (venue, catering). No additional funding is sought, as ARK’s contribution and CEIF support fully fund the summit.

Goals include uniting 50 leaders in a coalition, boosting tech literacy for 75% of attendees, fostering 10 collaborations, and enhancing cybersecurity awareness (80% satisfaction). These metrics ensure impact.

Benefits include:

Community Understanding: Demystifies AI for smart city growth.

Network Strength: Connects stakeholders for innovation.

Innovation Hub: Positions Rancho Cordova regionally.

The summit catalyzes economic development and well-being, empowering participants to harness AI for prosperity while safeguarding against risks.

Innovate Rancho Summit: Navigating the Future of Rancho Cordova's Smart City Vision
Grant Application for Community Enhancement & Investment Fund (CEIF) FY 2025/2026 Applicant Organization: ARK Strategies Inc
Project/Program Name
Innovate Rancho Summit: Navigating the Future of Rancho Cordova's Smart City Vision Project/Program Synopsis: The Innovate Rancho Summit, a half-day event in Fall 2025, explores AI-driven smart city innovations. Uniting businesses, policymakers, and residents, it fosters collaboration via expert talks and workshops. ARK Strategies Inc. requests $130,000 from CEIF, contributing $20,000 volunteer effort, enhancing education and community prosperity.

Project/Program Description: The Innovate Rancho Summit: Navigating the Future of Rancho Cordova's Smart City Vision is a transformative half-day event scheduled for Fall 2025, designed to position Rancho Cordova as a smart city leader.

• Keynote Addresses: Visionary leaders will explore AI’s role in smart cities (e.g., traffic management, energy efficiency).

ITEM 12.1. ATTACHMENT 3

Page 1843 of 1939 ends

• Panel Discussions: Experts will debate AI-driven opportunities and cybersecurity challenges.
• Hands-On Workshops: Participants will engage with AI tools (e.g., predictive analytics demos) and learn AI threat mitigation (e.g., deepfake detection).

The event features:
• AI-Driven Smart City Solutions: Sessions on AI for municipal efficiency (e.g., waste management) and citizen services (e.g., chatbots).
• AI Threat Awareness: Training on recognizing AI-generated scams and securing digital infrastructure.
• Interactive Networking: Breakout groups to spark collaborations on smart city projects.

• Community Understanding: Demystifies AI for smart city growth. • Network Strength: Connects stakeholders for innovation. • Innovation Hub: Positions Rancho Cordova regionally.

The summit catalyzes economic development and well-being, empowering participants to harness AI for prosperity while safeguarding against risks.

Project/Program Team
ARK Strategies Inc.’s team includes certified technology experts (e.g., CISSP) with AI and cybersecurity expertise, technology entrepreneurs, and community engagement specialists. With extensive experience in smart city initiatives, they deliver insights and ITEM 12.1. ATTACHMENT 3

Big Brothers Big Sisters: Youth Mentoring Initiative
Provide a
Project/Program
Synopsis
A traditional mentoring model that pairs adult mentors (“Bigs”) with children/youth (“Littles”) for 1:1 outings and activities based on shared interests, aimed at fostering higher aspirations, building confidence, and paving the way for educational success.

Provide a
Project/Program
Description
Our Youth Mentoring Initiative matches and adapts each mentoring relationship according to the specific needs of the child/mentee (Little) and requires that each volunteer mentor (Big) commits to a minimum of one year to help in establishing trust and consistency with their Little. Bigs and Littles meet two to four times per month, engaging in simple yet meaningful activities. Sometimes they will connect to engage in sports activities or experience something new together, while other times they may focus on career exploration and schoolwork. These moments, big and small, create lasting impacts that shape the lives of both the child and the mentor in ways beyond measure. Through this program, we provide the skills and tools necessary to navigate challenges and avoid risky situations while also offering resources and support to help them achieve their educational goals.

Our volunteer mentors (Bigs) play a vital role in the success of this program. They provide a consistent, positive presence in the lives of children who may have experienced instability, serving as mentors, role models, and friends. Before being matched, all potential Bigs undergo a thorough screening process in accordance with Big Brothers Big Sisters National Standards of Excellence. This includes a formal application, background and reference checks, an in-person interview, and comprehensive orientation and training. Volunteers from diverse backgrounds receive guidance on maintaining confidentiality and fostering relationships built on trust, ensuring each child is paired with the right mentor for their needs. Once a match is established, our staff provides continuous support and supervision through regular check-ins with Bigs, Littles, and their families. We offer ongoing training and resources to strengthen these relationships and help them succeed.

Continuing to expand our Youth Mentoring Initiative throughout Rancho Cordova will directly advance the goals of the City’s Community Enhancement & Investment Fund, particularly in youth services. Our holistic approach goes beyond traditional youth services, integrating key city priorities such as arts, culture, history, entertainment, and community service/volunteerism. We encourage mentor-mentee matches to engage in local experiences, fostering a deeper connection to the community.

Professionally supported one-on-one mentorship is among the most effective strategies for guiding youth through critical milestones – whether selecting postsecondary education or career paths, promoting healthier lifestyles, or cultivating leadership roles within their communities.

Goals
The overarching goal at BBBS-GSA is to support youth in achieving major milestones that are indicative of long-term success – first generation high school diplomas, postsecondary planning, and ultimately a living-wage job.

Through our comprehensive mentorship program, BBBS-GSA is on a mission to drive relationships that ignite the power and promise of youth, fostering a generation of future leaders with the potential to change our world. By providing a holistic program structure, we ensure that our Littles are provided with consistency, support, friendship, and education, and that our Bigs receive in-depth training, resources, and guidance from staff to be successful mentors to at-risk youth.

To measure impact and ensure we meet the needs of the City of Rancho Cordova community, we utilize the Youth Outcomes Survey (YOS). This federally funded survey assesses program impact in various areas, including academic improvement, mental wellness, and the likelihood of graduating high school. Our established program evaluation process supports the impact of mentorship, highlighting the positive impact on a child’s life when he or she has a trusted adult to seek guidance from. After completing a full academic year engaged in our Community Based Mentoring, we aim to show improvements in key categories such as:
· 90% retention rate of our matches
· 80% experience an improvement in academics after 6 months in the program
· 60% experience an improvement in school attendance 6 months into the program
· 75% of participants 16+ years of age complete 1 workforce activity in the first 9 months
Program participants are also asked to complete the Strength of Relationship (SOR) survey to capture data on relationship qualities that predict strength of relationship between each Big and Little. The survey asks questions about soft skill development, how they feel about themselves, avoidance of risky behaviors and overall mental health. We expect to see an over 50% improvement from 80% of youth participants after 6 months engaged in the program.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
One of the most common challenges faced by BBBS-GSA in its provision of services/reaching goals is attracting enough Littles and Bigs to complete successful matches. Due to limited – but growing – community awareness in the City of Rancho Cordova we could potentially face challenges in meeting the goal of 20 matches during the proposed timeline.

To reduce the challenge of low interest in our services, we will partner with local schools, businesses, and other nonprofits in Rancho Cordova to boost awareness. This will include social media campaigns, attending/tabling community events, and in-the-field recruitment efforts.

Another potential challenge comes with the reality of mentorship programs:
on occasion, we may be faced with unsuccessful matches. This may occur due to a change in availability to commit to the project, low engagement between a pair, or lack of similar interests.

Through regular check-ins with both mentors and mentees, program staff will ensure that matches maintain positive engagement. Should any potential issues arise, program staff will address them immediately and may need to re-match Littles/Bigs. Ultimately, successful recruitment is made possible by ongoing support/resources and regular and open communication.

ABC10 HELPS BIG BROTHERS BIG SISTERS OF THE GREATER SACRAMENTO AREA RAISE MORE THAN $310,000
SACRAMENTO, Calif. – Big Brothers Big Sisters of the Greater Sacramento Area (BBBSGSA) held its 60th Anniversary Gala on November 16 with sponsorship support from ABC10 that helped raise $310,050 to fund mentorship programs for local youth.

Other sponsors included Mark III Construction as presenting sponsor, and contributions from Pacific Coast Building Products, Downey Brand and Teichert Construction.

ABC10’s weekday evening news anchor, Chris Thomas, served as the event emcee, lending his voice to an evening that highlighted the profound impact of mentorship and community-driven generosity. The funds raised will go toward mentor training, youth programs and resources for local kids and their families. “The team at ABC10 lives out our commitment to ‘We Stand For You’ every day, and the success of this event further proves the impact we can make when our community works together,” said Risa Omega, ABC10’s President & General Manager. “We’re grateful to continue to support BBBS-GSA's remarkable work for kids in our area.” ABC10 has worked closely with BBBS-GSA to increase the organization’s visibility, leveraging the station’s platform to engage and unite the Sacramento community in supporting effective youth mentorship.
“The incredible support from our community allows us to provide programs and resources that have a lasting, positive influence on youth throughout the Greater Sacramento area,” said Jacob Peterson, President and CEO of BBBS-GSA. “Because of everyone who came together for our gala, we can continue to change lives through impactful mentorship.” To further support BBBS-GSA, adults in the community can donate or sign up to mentor as a “Big” at bbbs-sac.org. BBBS Greater Sacramento Area – Volunteer Hours
Proposed Matches in Rancho Cordova = 20 (20 Littles and 20 Bigs) All Bigs (mentors) serve as unpaid volunteers and meet with their Littles an average of 4 hours per month.

Volunteer Calculation:
20 Volunteers providing 4 hours per month = 48 hours/year each. 48 hours x 20 volunteers = 960 hours total.
960 hours x $33.49 = $32,150.40 in volunteer hours provided to the program.

Teams and Dreams Foundation: Registering Foster Youth in Extracurricular Activities
Provide a
Project/Program
Synopsis
The Teams and Dreams Foundation aims to create opportunities and supportive services for foster children and adopted foster children to reach their dreams by providing access to extracurricular and enrichment activities. Our 501(c)3 non-profit offers programs to foster youth Sacramento and Placer Counties.

Provide a
Project/Program
Description
Having the option to be involved in any extracurricular and enrichment activities is one area that many foster children do not have the opportunity to be a part of in their childhood. These activities give local foster children a chance to have a sense of belonging, improve their physical and mental health, social and leadership skills, and create healthy habits to become successful adults. Currently, foster parents are not given a stipend for their children to participate in enrichment activities, which can greatly impact their chances of being involved in these activities. We help foster children find a hobby or activity that they are passionate about which can be lifechanging now and long into the future.

Tell us about your
Project/Program
Team
The non-profit was founded in April of 2022 by a couple, Chuck and Alicia, wishing to adopt via foster care with a desire to help foster children. Alicia and Chuck both volunteer their time to run the non-profit and do not currently take a salary. They also have a few volunteers (including myself) to help with grants, community outreach and events.

Provide your
Project/Program
Goals
In 2023 Teams and Dreams enrolled 58 foster and adopted foster children programs. In 2024 the organization helped 73 children enroll in enrichment activities. This year our goal is to double our impact. Per calendar year, foster and adopted foster children can be funded for up to $500 for extra curricular and enrichment activities. A $10,000 grant will allow 20 additional foster and adopted foster youth in programs. The money will be used to enroll youth in programs and not for overhead costs.

Description
Rancho Cordova's Active Streets “Cicladova” is a one day festival which aims to build awareness for equitable transportation alternatives and to community members of Rancho Cordova. The goal is to hold an Active Streets event (similar to CicLAvia.com) that includes walking and rolling, and active transportation activities such as a quick build streetscape, a bike rodeo, blender bikes, bike repair and other activities related to health and wellness. For years, the City of Rancho Cordova has supported work to improve bicycling and bicycling infrastructure. Rancho Cordova is primed for an event that brings energy, enthusiasm and awareness to active transportation experiences for citizens to both engage and participate in decisions about how streets could be re-envisioned.

Last year, SABA hosted the first Cicladova in Rancho Cordova, closing a few blocks of Coloma Rd. to vehicle and opening it up entirely for pedestrians, and cyclists. The street was temporarily closed to motor vehicles and opened to the public for biking, walking, skating, and other forms of human-powered transportation. Approximately 300 people came out to experience Coloma without traffic or speeding vehicles and enjoyed the activities and community assets available during the event. It's a community event that promotes healthier, more sustainable transportation options and encourages people to explore the city in a car-free environment.

Key aspects of Cicladova include:

Open Streets: Streets are closed to cars.

Family-Friendly: The event is open to people of all ages and abilities.

Health & Environment: It promotes physical activity, and public health Environmental Impact: By encouraging cycling, walking, and other forms of sustainable transportation, Cicladova contributes to reduced air pollution and noise levels on event days. It also raises awareness about the need to reduce car dependency.

Social Inclusion & Accessibility: Cicladova is an event for everyone, regardless of socioeconomic background. It fosters social inclusion by providing a free, accessible space where people can exercise and meet others.

Community Engagement: People come together for a fun day out, enjoying food, art, and performances.

We envision a collaborative approach with a project team reaching out to neighborhoods across all of Rancho Cordova, with added promotion through all of the May is Bike Month channels. Everyone else will be active partners in planning and execution of the project.

Goals
Research shows that Rancho Cordovans have a high rate of being killed or severely injured by biking or walking in the city. Dangerous street intersections, distracted driving and aggressive driving are all higher than statewide averages. This means that Rancho Cordova needs to re-design its high injury streets to calm traffic and save lives. Our Active Streets event will bring much needed attention to the streets highlighting the potential changes in the streetscape and help build a culture of riding that, in turn, makes everyone safer. We are shooting to reach 1000+ residents during the event, through active promotion and engagement. Our diverse project team will conduct outreach in neighborhoods to ensure diverse participation.

We are planning for three main evaluation metrics for the event. SABA will conduct more thorough outreach across all of Rancho Cordova than in 2024. We expect the Project team to design an outreach plan and aid in implementation. We will measure participation during the event, planning efforts prior to the event, as well as attitudes about active transportation post event.

Metrics include but are not limited to:

The Project Team will reach out to all of the neighborhoods and all of the businesses situated along the final street closure.

At least 1000 people will attend the “ Cicladova”.

At least 100 people will report increasing their awareness of active transportation opportunities and will offer feedback on the quick-build demonstration design.

The Project Team will meet monthly, and more frequently as the event date approaches to debrief and gather notes available to the City.

These notes will be combined into a “playbook” of sorts, a how-to guide that others may find useful in the future.

While SABA is adept at hosting Festivals like this on a short timeline, we would prefer a bit more time. So, the greatest challenge will be doing deep outreach in a short timeframe. On the plus side, we hosted this event in 2024 and have a checklist and timeline for permits, and we'll get moving on outreach to vendors and community organizations that would benefit the community and help them build awareness about their work during the Festival.

DATE: April 7, 2025
TO: Honorable Mayor and Council Members
FROM: Micah Runner, City Manager
SUBJECT: CITY COUNCIL STRATEGIC FRAMEWORK AND CITYWIDE GOALS

RECOMMENDATION
Staff recommends that the City Council approve by motion the Strategic Framework incorporating a new citywide vision statement, five strategic focus areas and new citywide goals.

RESULT OF RECOMMENDED ACTION
Adoption of the Strategic Framework (Attachment 2) will establish a new vision, strategic focus areas/priorities and new citywide goals that will guide the organization and serve the community for the next two (2) years.

BACKGROUND
On January 28, 2025, the City Council held a visioning workshop to discuss governance, values and strategic visioning. The purpose of the retreat was to reflect on the City's accomplishments, identify key priorities, and build a shared strategic framework that will guide the City's direction over the next several years. The facilitator of the conversation, Nancy Hetrick with Raftelis provided a summary report (Attachment 1) that summarizes the January 28, 2025, workshop.

Through collaborative discussion and consensus-building, the Council developed an updated vision and affirmed the strategic framework including Council priorities with updated citywide goals. The Strategic Framework (Attachment 2) is intended to shape long-term decision-making and policy development over the next few years and incorporates a citywide vision, council priority areas and goals.

The unified citywide vision that was discussed at the workshop:
"A unified and innovative city with the can-do approach, where quality services, infrastructure, and technology together with engaged residents, businesses, and partners create an outstanding quality of life."
The five Council priorities/strategic focus areas and their corresponding citywide goal:
• Grow Strong Neighborhoods
o Goal: Foster the growth of vibrant, livable neighborhoods that prioritize safety, enhance quality of life, and strengthen community connectedness. By promoting

education, investment, enforcement and inclusive engagement, we will create environments where all residents feel secure, supported and empowered to thrive.
• Build Robust Infrastructure
o Goal: Develop and maintain a reliable, well-integrated infrastructure system that ensures access to essential services for all residents while being adaptable to future growth. By prioritizing sustainability, efficiency, and proactive maintenance, we will create a foundation for long-term resilience and support the evolving needs of the community.
• Lead Community Growth and Innovation
o Goal: Promote the city was a forward-thinking regional hub for creating new economic opportunities, supporting local entrepreneurs, fostering sustainable community planning, and driving long-term economic prosperity through strategic growth and development.
• Create Vibrant Community and Cultural Places
o Goal: Enhance community vibrancy by creating a diverse array of arts, entertainment, and cultural opportunities that bring people together. Through strategic partnerships we will strengthen the sense of place, encourage community engagement, and improve the overall quality of life for all residents. • Promote Organizational Excellence
o Achieve organizational excellence by cultivating a nimble, collaborative environment that embraces change and drives innovation. Through forwardthinking strategies and a commitment to continuous improvement, we will ensure that our organization remains adaptable, efficient, and prepared to meet the evolving needs of our community.

The Council priorities/strategic focus areas will be implemented and tracked through the development of performance indicators. Initial draft performance indicators for each Council priorities/strategic focus areas are included in Attachment 3.

City of Rancho Cordova / City Council Retreat Report 2
The City of Rancho Cordova, CA, held a City Council Retreat on January 28th, 2025. The retreat was planned and facilitated by Raftelis.

Opening and Welcome
The City Manager, Micah Runner, opened the retreat by thanking Council for their time and commitment. He emphasized the goal of developing a strategic framework that can be carried forward, highlighting that a clear strategic focus and vision will enable staff to deliver better results.

Hometown Headlines
Council members were asked to think about the future of Rancho Cordova and develop a front-page newspaper headline they would be proud to see in two years. Quality of life and innovation emerged as key themes, setting the tone for the retreat. Headlines are captured below and the themes in the graphic to the right:
 Rancho Cordova Leads Area Cities in Resident Satisfaction, Economic Development, and Quality of Services
 Rancho Cordova Leads Area in Innovation for Quality of Life  Rancho Cordova: The Smartest and Most Sustainable City in Northern California
 The New Silicon Valley: Rancho Cordova- Generating Over 50,000 New Jobs and 200 Million Dollars in a New AI Ecosphere
 Rancho Cordova is the Clear Winner in Quality of Life in The Area  Best Run Organization
Leading with a Citywide Perspective
The group reviewed Resolution No. 74-2024, focused on sustaining a citywide perspective in governance. Discussion highlights are captured below and the themes are in the graphic to the right:
 Effective Communication: The City Manager maintains
strong communication with Council, ensuring Council is wellinformed. Kudos were given for this approach.  Data-Driven Decision-Making: Council remains committed to incorporating data-driven approaches in governance.
 Equity in Services: Rancho Cordova has done well in
maintaining equity in services provided across the city.  District Check-In: The current district setup is functioning well, with no signs of siloing between districts.

Council’s Legacy
Council members reflected on the legacy they hope to leave for the City, reflecting on the question: how do you want the community to remember this council?
ITEM 12.3. ATTACHMENT 1

Page 1925 of 1939 ends

City of Rancho Cordova / City Council Retreat Report 3
How Do You Want the Community to Remember This Council? Would like to be remembered for its unity and diversity.

Hope to be recognized for a wealth of knowledge, with backgrounds in law, science, and technology, and as experienced Council members providing historical perspectives to appreciate progress.

Want to be known for their attention to detail in decision-making.

Leave a legacy of investing in and empowering groups, and fostering strong partnerships to better serve the community.

Like to be remembered as a team that had fun while working together.

Some believe the best legacy is not being remembered at all—if they do their job well, the community won’t have to think about the government. Instead, they will have earned the trust of residents by providing effective, reliable service, especially in a time of declining trust in government.

Council Values
Council reviewed the existing set of Council Values and reached consensus that no changes were needed. They still resonate and reflect that they believe is important. The values are shown below.

Collaborative
We actively engage with partners;
develop consensus through
teamwork; and strive for open and
authentic two-way
communication in all that we do.

Welcoming and Inclusive
We cultivate an environment
where everyone feels valued,
respected, and has a sense of
belonging.

Community-focused
We listen to understand and
deliver on what matters to
community members to ensure an
exceptional quality of life.

Fiscally Responsible
We are responsible stewards of the
City’s finances and apply best
financial and operational practices
to ensure long-term financial
health.

Innovative
We seek continuous improvement
through data-driven solutions,
best practices, and organizational
efficiency.

Fun
We take our jobs, but not
ourselves, seriously. We cultivate
a positive work environment for
all.

Effective Governance
The facilitator provided additional context for Council by reviewing frameworks for governance within the Council-Manager form of government. These included:
 The Tension Between Political Acceptability, Operational Sustainability, and What Gets Done: A framework that highlights the intersection of what Council is collectively willing to do/support and the organization’s capacity to implement. Council expressed a desire to work toward a shift of increased organizational capacity/sustainability to address the interests of Council (political acceptability).  The Council Priorities/Day-to-Day Operations Distinction: A reminder that the bulk of the organization’s work, time, and resources are spent addressing core-service delivery. It is important to keep day-to-day work in view, though Council priorities may be most visible at times.

 Investing in workforce development to support job growth and economic stability.
 Attracting new businesses to the area to strengthen the local economy.
 Embracing AI and leveraging new technology to enhance city services.
 Pride in the people of the city and the competence within the Council and organization.

Vision
Vision statements are aspirational and intended to reflect what a City wants to make true in the future. A wellarticulated vision serves as the organization's north star, guiding decision-making and long-term priorities.

Council was presented with three sample vision statements, drafted based on themes from interviews and staff input. The sample statements were:

These samples provided a starting point for discussion and refinement. During the conversation, Council affirmed key elements from some statements while identifying additional aspects that should be included. Based on this input, a modified vision statement has been drafted for further review and refinement by Council.

We are a regional leader driving innovation, building a connected community, and ensuring an exceptional, sustainable quality of life for current and future generations.

Rancho Cordova is a city committed to innovation and fostering opportunities for residents and businesses to thrive together.

Closing
Council members expressed confidence in the retreat outcomes, feeling positive about the framework and excited about upcoming opportunities. The City Manager closed the retreat by thanking everyone for their time and for contributing to a solid foundation for moving forward.

Next Steps
A one-page document outlining the Council’s vision and priorities will be developed by Raftelis and provided to Council for adoption.
