Has your
organization sought
or will seek other
funding for this
project/program?
Yes, actively seeking funding support or have secured additional funding support for this project/program.

Describe any funding
secured or being
sought for this
project/program?
Our programming receives in-kind support from local volunteer professionals who act as mentors for our students, teachers who spend time outside of the projects working to support recruitment and student prep, and restoration partners who work before and after field days to ensure the projects get completed successfully. We have secured funding through the SMUD Sustainable Communities program and are actively seeking alternative funding through the Sacramento Area Sewer District's Confluence Grant Program for this school and additional Sacramentobased schools/projects.

Please describe any
ongoing operations
and maintenance
costs beyond Fiscal
Year 2025/2026, if
applicable.

Due to the repetitive structure of our programming operations and maintenance costs would be relatively the same year to year during the 3 year cycle aside from the personnel due to COLA we provide our staff, providing our program the ability to ensure consistency for our partners.

For

that span multiple
years, please
describe your
sustainability plan
and whether it is
viable as a single
year request.

As a well established program, the Center for Land-Based Learning's SLEWS Program has worked to ensure sustainability when it comes to project planning and implementation from year to year. For 3 years we have worked consistently with schools within the Rancho Cordova community engaging them in a variety of restoration work. We have been working with a variety of partners (restoration lead, landowner, school, mentors, etc.) in the area and we continue to cultivate sustainable relationships within the community and find our program truly thrives when funding spans multiple years allowing us to continue supporting our already established relationships. As a program that continues to grow we hope our continued interest in support by the Community Enhancement & Investment Fund shows our ability to put on programming that is worth a multi-year contract. Though one year contracts are very appreciated it creates unnecessary hardship for schools when it comes to planning consistent programming year after year.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
Over the past three years we have worked diligent with partners and schools within the Rancho Cordova community to adapt our project as challenges arise. The major barrier we have seen for school participation is the cost of busing and substitute teacher costs. By including those costs in our proposal we are working to reduce the barrier for participation. In addition to these costs we have seen a shift in our project partners availability and site location shift from year to year. To ensure we are appropriately prepared we conduct site visits at the end of each summer to narrow down appropriate projects and select a site the August/September before the upcoming school year. This ensures we are selecting feasible project sites that meet the needs of the program. As a result of almost 25 years in the industry, we have learned how to create an adaptive SLEWS program that meets the overarching goals for the schools we work with. I do not foresee any challenges hindering our ability to be successful in completing our projects.

We have identified our project for year 1 in partnership with Soil Born Farms. We have not yet identified an exact location for the year 2 and year 3 projects, as each summer we work with our restoration partners to select appropriate SLEWS field sites for participating schools. Once we know the number of SLEWS projects that will be funded, the SLEWS Program Manager tours potential project sites with restoration partners over the summer. Longtime restoration partners like Sacramento Area Sewer District, Yolo County Resource Conservation District and the Sacramento Tree Foundation seek to involve local students in the restoration projects they are already planning, and keep the SLEWS Program in mind when visiting project sites. Project sites with willing landowners and suitable locations are visited by the SLEWS Program Manager in late spring and early summer to determine the best sites for the upcoming season. Sites are selected by the end of August based on ease of access, project size and scope, funding availability, and diversity of tasks. Once all sites are established, participating schools are matched with a project site based on location and school requests. We are currently in communication with the Sacramento Tree Foundation, Sacramento Area Sewer District, Soil Born Farms as well as various other partners about potential sites and hope to have a site locked down sooner rather than later.

Some of our SLEWS projects are on public lands (past projects include sites in the Franklin Channel, Yolo Bypass Wildlife Area, Capay Open Space Park, and Stone Lakes National Wildlife Refuge), but many take place on privately owned farms and ranches. In order to be considered for a SLEWS site, the landowner must be on board with the program and complete a landowner agreement.

Restoring Nature, Empowering Youth: A Collaborative Approach to Environmental Stewardship with SLEWS and The George Washington Carver Guild
Personnel Costs: Program & project planning and coordination for 3 SLEWS field days per year with George Washington Carver High School. Time includes restoration project and partner development, teacher meetings and scheduling, classroom presentations, curriculum development, outreach and recognition, mentor recruitment and training, and program evaluations.

Project Supplies/Materials: Project supplies can be field day dependent due to the needs of the landowner, development of various curriculum, and discussions with project partners. Examples include food, restoration tools, porto-potty/sanitation, and bus transportation for students, but they can vary based on the restoration work needed by each landowner and the educational activities requested by the teacher.

Indirect Costs: Indirect costs were estimated in accordance with the Center for Land-Based Learning's approved Negotiated Indirect Cost Rate Agreement at the federally-negotiated rate of 30.05%. The rate agreement was approved by our cognizant agency the US Department of Agriculture on 5/17/23.

City of Rancho Cordova

Rancho Cordova, CA 95670
RE: Letter of Support for Center for Land Based Learning’s (CLBL) Application to the Rancho Cordova Community Enhancement and Investment Fund Dear Ms. Stephens,
On behalf of the Sacramento Municipal Utility District (SMUD), I am proud to provide this letter of support for CLBL for their application to the Rancho Cordova Community Enhancement and Investment Fund. CLBL aims to use these funds to support their Student and Landowner Education and Watershed Stewardship (SLEWS) Program.

As the nation’s sixth-largest, community-owned, not-for-profit electric service provider, SMUD has been providing low-cost, reliable electricity to Sacramento County for more than 75 years. SMUD is a recognized industry leader and award winner for its innovative energy efficiency programs, renewable power technologies and for its sustainable solutions for a healthier environment. Today, SMUD’s power supply is on average about 50 percent carbon free and SMUD has a goal to reach zero carbon in its electricity production by 2030. SMUD’s rates and customer bills are consistently among the lowest in California, and are today, on average, more than 50 percent lower than its neighboring investor-owned utility. For more information on SMUD’s Zero Carbon Plan and its customer programs, visit smud.org.

The Center for Land Based Leaning proposes to use the Community Enhancement and Investment Funds to support the participation of Cordova High School and George Washington Carver School of Arts and Sciences in the SLEWS program. The SLEWS program encourages high school students to dig into habitat restoration through real projects on farms, ranches, and open spaces. Hands-in-the-dirt experiences bring science to life and stimulate environmental stewardship by connecting youth to real, tangible solutions for big problems like climate change and habitat loss.

SMUD and CLBL have a long and fruitful relationship centered on creating a sustainable and healthy environment for the Greater Sacramento Region. CLBL is a valued member of the Sustainable Communities Program here at SMUD as well as a recent Shine Award winner for their education and habitat restoration efforts on Del Paso Boulevard in North Sacramento.

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below. School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the third-party endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. The United States Supreme Court has recently ruled in part that: “denying a generally available benefit [from government] solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified only by a state interest of the highest order.” The City is of the opinion that not all grants to religious schools are prohibited under this and other similar rulings. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says:
“[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. Synopsis
I Love Rancho Cordova Hoodie Giveaway
Our project aims to manufacture hoodies made with our organization’s logo to give to members of the community during the 2025 holiday season.

Provide a
Project/Program
Description
We would like to launch a community initiative to provide hoodies to citizens of the community in December of 2025. This project aligns with the City of Rancho Cordova’s Community Enhancement & Investment Fund guidelines by fostering civic engagement, promoting a sense of belonging, and supporting families in need. Through this effort, we aim to provide warmth, city pride, and community identity.

The hoodies will feature the I Love Rancho Cordova logo, reinforcing local pride and encouraging citizens to take pride in their community. By distributing the hoodies directly to citizens, we will ensure that they reach people who are interested in showing their pride in being a member of the community.

Tell us about your
Project/Program
Team
Our team consists of Edward Harris, Brandon Coleman, and Elliott Stevenson. All three gentlemen are long time residents of Rancho Cordova and have attended schools in the city, along with having businesses in the city.

We have partnered with JG Graphics, a local print shop in Rancho Cordova that will manufacture the hoodies.

Provide your
Project/Program
Goals
The I Love Rancho Cordova Hoodie Giveaway is all about giving back to citizens in our community. Next December, we would like to make sure 500 people receive a hoodie. More than just a piece of clothing, these hoodies help build city spirit, bring families together, and show local pride.

We will work with a local businesses to make this happen, and will track our progress by having an online sign-up form. With careful planning, and community support, we will wrap it all up with a fun giveaway event at . It is a small gesture with a big impact, bringing
smiles, warmth, and a stronger sense of community to Rancho Cordova.

We already completed a smaller giveaway on March 10, 2025 in which are are gave away hoodies to one fifth grade class at Williamson Elementary School. Our overall goal, in time, is to provide hoodies on a larger scale, and to become a well known local charity.

With a strong presence of over 1,000 Kannada families in the Greater Sacramento area, KSS hosts an annual event that attracts more than 500 participants from various cultural and professional backgrounds, including elected representatives, public officials, business leaders, and community volunteers.

The Cultural and Ethnic Integration Festival (CEIF) serves as a platform to educate, celebrate, and integrate diverse cultures within the community.

Held in the heart of Rancho Cordova, this event enhances cultural awareness, promotes community involvement, and fosters a sense of belonging among residents.

The festival features an array of performances, including theatrical productions depicting mythological stories, folk songs and dances that symbolize social harmony, and various artistic expressions. Designed to inspire curiosity, problem-solving, and teamwork, this initiative aims to lay the groundwork for a lasting passion for STEM subjects.

Provide a
Project/Program
Description
This project aims to create a STEM program to cultivate awareness about technology. The program plans to cater for 50 students in grades 4 to 8.

And we chose VEX IQ Robotics program as a medium to teach STEM. This program will be offered at W. E. Mitchell Middle School. And it will be open to kids from other schools nearby.

Our goal is to spark interest and excitement about STEM (Science, Technology, Engineering, and Math) among students. The program is architected like a camp where kids learn about robotics and compete in fun challenges. Teach the kids that technology is exciting and not to be intimidated about it.

In the previous year, our program was mainly promoted to students within the school cafeteria. Interested students then approached their parents to sign up. This year, our strategy is to first inform parents directly and let them decide whether they want to enroll their children. We plan to set up booths on parents' nights to showcase the exciting aspects of our program and encourage parents to actively engage. By involving parents, we aim to encourage them to understand and prioritize our program in their schedules.

We've also learned that shorter sessions work better for kids, so we've divided the program into two parts— Season Fall: September to December and Season Spring: January to April, with each season lasting 2 hours a week.

Although W. E. Mitchell Middle School wanted to have a VEX robotics program in their STEM curriculum, it was never offered. Falkon Academy has successful programs in other middle schools like Folsom Middle School, Marina Village Middle School and Pleasant Grove Middle School, so we're stepping in to help. Our program is easy to understand, making it engaging for kids.

Our broader mission is to bring STEM education to everyone, especially those who might not have many opportunities. We've talked to Dr. Garcia, the principal at W. E. Mitchell Middle School, and she supports our project.

To make this happen, we need funding for three important things:

1. Staff Compensation: We want to make sure our instructors are paid for their hard work.

2. School Room Rental: This covers the cost of using a classroom at the school where kids can learn and have fun.

3. Scholarships and Incentives: We want to help students who may face financial challenges by offering scholarships by offering it as a free program. We'll also provide $50 incentive for attending 80% of the program - to keep kids excited about coming to the program.

In a nutshell, this project is about making STEM education fun and accessible for students at W. E. Mitchell Middle School. By bringing robotics to more kids, we hope to inspire a love for learning and set them up for success in the future.

VEX Robotics Description: The VEX Robotics, which was created by Innovation First, Inc., is recognized as a leading classroom robotics platform. It has been designed to nurture creative advancement in robotics and knowledge of STEM education. It could be compared to Lego Robotics. But VEX is more engineering concepts based. VEX has programs from Elementary to Highschool. IQ is all plastic based robots that enable plug and play easy building. The added advantage of VEX robotics is that its being used by multiple schools across the country including FCUSD. For example, Riverview STEM, Folsom Middle School.

Falkon Academy: Falkon Academy was formed in 2022. And so far we have taught more than 200kids about robotics. 1 of out team got selected for VEX World Competition. And 4 of our teams got selected for VEX State Competition. We offer our programs at Folsom Middle School, Marina Village Middle School, Pleasant Grove Middle School. We also partner with Folsom Parks and Rec and Rocklin Parks and Rec and offer these programs as summer camps. – Our goal is to provide bring STEM programs to our community that are very popular around the country by not offered by schools. And get kids excited about technology and help build tomorrows workforce.

Project Synopsis:

Falkon Academy plans to cultivate STEM interest in 4th to 8th graders at W. E. Mitchell Middle School through an engaging Robotics program. Designed to inspire curiosity, problem-solving, and teamwork, this initiative aims to lay the groundwork for a lasting passion for STEM subjects.

Project Description:

To ensure the successful execution of the International Yoga Day event, we will leverage a variety of in-kind contributions, including volunteer support and financial contributions from external funders and donors. To Whom It May Concern,
I am writing to express my enthusiastic support for Yoga Fest 2026, organized by the Art of Living Foundation in celebration of International Yoga Day. As a resident of Rancho Cordova, I had the pleasure of attending last year’s event, and it was truly a remarkable experience that brought our community together in a unique and meaningful way.

Yoga Fest provided a wonderful opportunity to connect with others in the community, meet like-minded individuals, and engage in activities that promoted well-being, mindfulness, and relaxation. It was inspiring to see people of all ages and backgrounds come together to celebrate health, culture, and unity. The event was not only uplifting but also an incredible ſÍƅ ťĺ ôƄŕôŘĖôIJèô ťēô æôIJôƱťŜ ĺċ yoga, meditation, and holistic wellness in an inclusive and welcoming environment.

I wholeheartedly support the return of Yoga Fest to Rancho Cordova because of the positive impact it has on our community. Events like this encourage healthier lifestyles, stress reduction, and community engagement, making our city a more vibrant and connected place. I look forward to attending again this year and seeing even more residents participate in this transformative experience.

I strongly urge support for this initiative, as it contributes to both individual well-being and the overall wellness of our community. Thank you for considering this valuable event, which truly enhances the spirit of Rancho Cordova.

Sincerely,

Description
The Vision, The Void, The Call to ACTION!!! My Name is Will Logo a Rancho Cordova Native and growing up here there was a lack in sports and mentorship for minority kids here in rancho. -Vision At MFYSL it is our mission to provide positive outlets for at risk youth through affordable rec sports (Flag Football, Basketball, MMA, and Volleyball). Not only do we provide sports for our youth here at MFYSL but we also believe that character matters! All coaches will be trained and required to help mentor and teach our youth the character curriculum we've developed ourselves called (Character of Champions). Character of Champions consist of our 7 pillars of Gold which are Respect, Kindness, Self Control, Self Discipline, Resilience, Perserverance and Composure. This will not only enhance the quality of athletics and sportsmanship in Rancho Cordova but be the foundation to a better quality of citizenship for the future of our beloved city of Rancho Cordova. -The Void Mayes Freeman Youth Sports League was named after two gifted athletes that grew up in Rancho Cordova Marcus Mayes and Mark Freeman who were also best friends. Marcus Mayes was an all-star at Mills Little League while Mark Freeman was a gifted wide receiver for the then Rosemont JR Warriors as Lincoln Village was not yet inside of our city limits forcing families to travel Hiram Johnson area for school and or athletics. Both sports programs are no longer in existence.

Unfortunately, during his middle school and high school years Marcus Mayes would stop playing sports and joined a well-known gang here is Rancho Cordova (East Side Piru). The gang influence and lifestyle eventually led to his death as he was a victim of gun violence and was gunned down on Lincoln Village drive and Viking way in May of 2008 at only the age of 18. Mark Freeman was a promising athlete as well but dealt with health issues he battled with his entire life and also was surrounded with gang influence here in Rancho. Freeman sadly would battle with mental health issues during the final days of his life which was one of the symptoms in the health defect he was born with and in March of 2020 that battle would sadly come to an end. Mark Freeman was only 31. - The Call to Action Marcus Mayes and Mark Freeman are only two of the countless stories of many youths from Rancho Cordova that could have benefitted from an affordable/free sports and mentorship program that helps redirect youth to a positive outlet with positive influence and positive role models.

At MFYSL we carry this mission in our hearts as we fulfill the purpose in making our community stronger

PROJECT GOALS 1. Provide city of Rancho Cordova with free youth sports for kids ages (5-13) 2. YOUTH SPORTS PARTICIPATION 3. Crime Prevention 4. Youth Mental Health and Fitness 5. Youth Mentorship through Sports and Enrichment In 2023 we had 120 plus players registered ITEM 12.1. ATTACHMENT 3

Page 519 of 1939 ends

to participate in our Inaugural Flag Football season. 108 players were registered online and According to our Google Registration Forms data of the 108 youth 35.19% were from the Rancho Cordova area. This was the largest percentage of youth registered than any other community in Sacramento . Our Google data reveals a glaring deficiency in resources for the youth and families in Rancho Cordova. We've made it our goal and mission to provide affordable/no-cost sports & enrichment programs to better serve OUR families in Rancho Cordova. Youth sports participation is down in children aged 6-12 and financial hardship could be a factor.

According to the Project Play website Youth Sports Facts: Participation Rates - Project Play in 2022 America saw families making $100,000 or more a year participation at 42.7% in youth sports while families making $25,000 or under only saw 25.8% participation. -Our Goal is to close this gap by providing a FREE sports program for the community. Investment in prevention with youth will always cultivate positive results and a stronger foundation to a community. According to the United Nation Office on Drugs and Crime website "Using sports to help people, especially youth, has proven to be an effective tool in keeping them from falling into a cycle of anti-social behavior, violence, crime and drug use." Sports, Keeping Youth Away from Crime (unodc.org) According to Crimegrade.org a crime occurs every 2 hours and 44 minutes in Rancho Cordova Ca. What is even more alarming is according crimegrade.org, more property crime occurs in the west part of Rancho Cordova about 426 times a year compared to the east part of Rancho Cordova with 0 property crimes per year. -Our Goal is to target the youth in the west part of Rancho Cordova to see a long term impact and crime prevention. We believe by building up our youth today by enriching them with affordable sports, character building and mentoring programs plants the seeds for a stronger foundation for a better tomorrow in our community. Improving overall physical health and fitness levels of participants through regular physical activity and sports engagement. Team sports participation is key for youth development, helping facilitate social skills, boost self-esteem, and improve both physical and mental health and well-being. "The mental health benefits of sports were found to be explained by a higher sense of belonging with peers. What can be concluded is that feelings of belongingness that come from being part of a team can boost mental health for children and teens. " The Good and Bad of Youth Athletics on Your Child’s Mental Health - Mission Harbor Behavioral Health (sbtreatment.com) -Improving overall physical health and fitness levels of participants through regular physical activity and sports engagement.

Character Matters At MFYSL we believe in building youth from the INSIDE OUT and that begins with CHARACTER! The teaching of our 7 pillars of GOLD (Respect, Kindness, Self Control, Self Discipline, Resilience, Perserverance and Composure) will be the emphasis at the beginning and ending of every practice and game. At the end of the season each team will recognize and award a medal to a player who is worthy of the Character Of Champions mantle. TRACKING & MEASURING PROGRESS Quantitative Data Analysis: Analyze attendance records, participation rates, demographic information, pre/post-program assessments, to track changes and trends over time. Surveys & Questionnaires: Collect feedback from participants, community members and stakeholders to gauge satisfaction, perceived impact and areas for improvement. Social Network Analysis:

Examine the relationships and interactions within the community network to understand how the program has influenced social connections, networks ITEM 12.1. ATTACHMENT 3

My name is Immanuel Kelly. I am a lifelong resident of Sacramento, predominantly in then Rosemont and Rancho Cordova areas. I am a basketball official with the Northern California Officials Association (NCOA) as well as the Head Coach of the Supersonics Basketball Program at the Sacramento YMCA.

This letter is to voice my support for the MFYSL sports league. I was able to watch a few flag football games last year and I am extremely impressed with the brand that is being built here. As both an official and a coach I have seen my fair share of youth sports environments and atmospheres, and from my experience the MFYSL provides such a positive experience for not only the kids but for everyone involved. While highly competitive the league operated as one. The coaches were passionate about what they were doing and were excellent at balancing the hard work, commitment, and competitive drive with positive sportsmanship. What I noticed most about the adults was the community. Many of the organizers, coaches, and referees were local guys who all grew up together and wished they had had more competitive youth leagues in the area growing up. It's beautiful to see them step up and provide better for the future generations. My good friend Will Logo who I have known since childhood is an astounding organizer with an unprecedented passion, vision, and most importantly love for the youth that drives his hard work to make this an excellent league that will only continue to develop and get better. He is an outstanding leader, coach, friend, and person overall. I have met very few as stand up as Coach Logo. To see what he has done on the court, on the field, in the community, and in his life in general is simply outstanding. He is the perfect person for the perfect project. The MFYS is off to an outstanding start in my opinion and will only grow into something greater. All it needs is the support of the community. I too would like to support the league in some capacity going forward as I believe that this league is about more than just sports, but about being a part of something bigger than ourselves and providing memories we can all share and appreciate for the rest of our lives. I think things are off to a great start, and I look forward to seeing whats in store for the league. Consider this my endorsement.

Sincerely,
Immanuel Kelly

Letter Of Support
February, 28th
To the city council of Rancho Cordova
I am writing this letter in support of MFYSL free or reduced sports programs for our youth.

My name is Beth Terrill, I have lived in Rancho Cordova the majority of my 36 years of life. As a child to a single income household, I myself was unable to participate in sports activities some years due to the cost. I played softball and was a cheerleader for the Jr Lancers program in the mid to late 90s.

I am now living in Rancho Cordova, raising my 4 children alone and find it difficult at times to enroll my kiddos in sports programs simply because of the cost. My 16 year old lost out on participating as a child and my 13 year old is almost past that time as well for most of the youth programs prior to High School. I have had my 10 year old son in football the last 2 years and can see a significant change in mannerisms, respect, and self confidence.

Last Spring 2023 my son's football coach from the Summer 2022 season invited many of us to participate in MFYSL flag football program. The season cost less than a meal at Denny's and gave my son the opportunity to work on his offensive skills, become more skilled in footwork, and overall have fun. He grew so much being in that program and it was open to children of all areas and ages.

I know I am not the only single income household and sports costs are getting more and more expensive as the years go on. I would love to support ideas that make it easier for families to be able to participate in a wide variety of sports.

Currently, I am a full time employee for the state of California, and I am the Registrar for the Rancho Cordova Jr Lancers Football and Cheer Program. I grew up playing sports in this area and have been able to see the extent of what sports can do for kids that are struggling with various aspects of life.

My passion is to help shape and support youth sports of all types, to help children find something to be passionate about that is healthy for them, and to bring the community together again.

Thank you for your time in reading this letter. Please do not hesitate to contact me if you have any questions.
-Beth Terrill

Letter Of Support
Thank you,
Dycen Samuels II
To whom this may concern,
Hello, my name is Dycen Samuels. I had the privilege of being the lead referee for the Mayes Freeman youth league. When my friend Mr. logo approached me about being the ref for flag football, I didn’t know what to expect but knowing him I knew he would put his all into it. When I got there, he exceeded my expectations, families of all ages and ethnicities came from all over Sacramento to be a part of the league for the first year.

Most of the families had to travel to Arden Way from South Sacramento, Rancho Cordova, and North Sacramento to be a part of it and the turnout was unbelievable. Parents, grandparents, cousins, uncles and aunts all came to support their child in a small, carpeted church gymnasium. Nothing glamorous, but everything we needed. There were also refreshments provided and first aid kits with the medical Staff It was something that I wasn’t shocked to see, but it was great to be a part of.

Growing up in Rancho Cordova we had little to no older representation to show us the way besides the OK program. A lot of people came to support because they were from our community and we grew up with them so to see their kids now getting older and we can be those role models for them gave me a sense of pride and responsibility. When I was a child any positive representation of my gender, which is male and my race which is black, I held dear to my heart and I remember all the positive things I was taught which kept me away from drugs and out of the jail system. I see this league growing, and with that we will need a lot more support from the city of Rancho Cordova so that we can limit the travel, but also have a better and sufficient facility to accommodate these youth. Thank you for giving this letter a read and I appreciate your time.

Page 533 of 1939 ends

To whom it concerns,
Im writing to express my support of the Mayes Freeman Youth Sports league for Rancho Cordova because I believe it will benefit the community by continuing the tradition of producing successful Rancho Cordova citizens and reducing crime.

I am a proud Lancer Alum where I participated in track and football throughout high school. I am a graduate of UC Davis with a bachelor’s in economics. I have served in executive leadership roles for some of Californias largest agriculture and food enterprises and today I own a successful consulting firm advising some of Americas largest food manufactures.

I share this experience because I am a Rancho Cordova native and have benefited tremendously from community programs in my youth. Sports programs were instrumental in keeping me away from crime and violence, teaching me discipline and accountability and inspiring me to dream of achieving goals I never knew existed.

Unfortunately, it’s not hard to find examples of decaying communities in California where teenagers and young adults are resorting to bold crimes and underwhelming achievement. Trends like this are formulaic and will continue to worsen if not addressed immediately. While the combination of antagonists that entice adolescence to substance abuse, crime, and aimlessness evolve with every generation; sports will always provide the structure, guidance and inspiration that is instrumental in the successful development of our community’s youth. While there may be programs like the Mayes Freeman Youth Sports League in surrounding communities, often the children that aren’t able to travel are the ones most at risk and stand to gain the most.

The leadership of the Mayes Freeman Youth Spors League, like me, are Alum of this community. They have the experience to coach sports but more importantly the passion to provide the mentorship so crucial to building a successful foundation for the personal development of our community’s youth. I am a strong advocate of ensuring Rancho Cordova has programs where our youth can find this.

As a business owner, resident, and community Alum I share this perspective in strong support of the Mayes Freeman Youth Sports League and ask the leadership of Rancho Cordova to adopt and support this program.

Thank you,
Jonathan Finau,

Book Buddies Club: Vending Literacy, Growing Minds
Provide a
Project/Program
Synopsis
The Book Buddies Club promotes literacy and positive behavior by providing book vending machines at White Rock and Rancho Cordova Elementary Schools and supplying free books to youth through community events and existing machines. Through this initiative, children receive free books, fostering a love for reading and expanding home libraries.

Provide a
Project/Program
Description
Kiwanis Club of Rancho Cordova’s Book Buddies Club expands home libraries by freely giving books to young people in many ways, including at community events and afterschool programs, while encouraging family literacy activities. We have recently supported school and RCYC book vending machines, as they dispense books chosen by young people as earned rewards for positive behavior. By placing a book vending machine at White Rock and Rancho Cordova Elementary Schools, the Book Buddies Club and the City’s CEIF, will bring book ownership to more local young people, while rewarding their active and positive engagement in school programs. The CEIF grant will purchase and place two professionally wrapped book vending machine at the selected schools and will stock them each with at least 250 books of particular interest to the diverse young people of Rancho Cordova. The wrap will feature the logos of the CEIF and the Kiwanis Club of Rancho Cordova Book Buddies Club, thus showing the partnership between our organizations to support literacy for our community’s children, youth and families. The CEIF grant will also buy books to supplement book machines at six local schools, the RCYC and community event distributions for five consecutive years. The grant will fund the purchase of CEIF branded stickers to be place in each book purchased in partnership with the Kiwanis Club of Rancho Cordova Book Buddies Club program. Every Book Buddies Club books is also sticked with a project branded QR code that leads to resources on family literacy located on our Kiwanis Club’s website. Each respective book vending machine location will select criteria by which youth will earn tokens to “buy” books from the machines. Thus, in addition to promoting literacy, the earning of tokens will promote positive youth development. Strengthening literacy among children and families is a vehicle for improving the quality of life. Installing two new book vending machines in the community and helping to supply books existing machines is an exciting way for youth to continue choosing their own books which they’ve earned through their positive actions. Additionally, Kiwanis Club of Rancho Cordova supply books at community events using a prize wheel or other interactive mechanism where youth can win a book or other literacy themed prize.

Tell us about your
Project/Program Team
Volunteers of the Kiwanis Club of Rancho Cordova provide leadership and coordination for this project. Key participants include Nora Stroke, Ashley Hill, Kathleen Ross, Deborah Barrell, Larry Ladd, Dee Cee Lee, and Linda Burkholder. The Kiwanis Club collaborates with Folsom Cordova USD, Sacramento City USD, Elk Grove USD, the Rancho Cordova Police Activities League, The Boys and Girls Club, The Cordova Community Council, and the Cordova Recreation and Park District to implement various aspects of the Book Buddies Club. School principals and RCYC staff actively support and help facilitate supporting book vending machines and other routes of distributing free books.

By June 2026, a minimum of 700 books will be distributed to existing school and Rancho Cordova Youth Center vending machines, ensuring at least 100 books per machine. Each year, purchases will also include enough CEIF and Book Buddies QR code stickers to label every book acquired.

For the following years, from July 1, 2026, to June 30, 2030, the program will continue its efforts annually. Each December, a minimum of 200 books will be purchased and prepared for community events, along with stickers, bookmarks, and flyers for distribution.

Additionally, enough CEIF and Book Buddies QR code stickers will be purchased to label every book for the year. By June of each year, at least 900 books will be distributed to existing school and Rancho Cordova Youth Center vending machines, maintaining a steady supply of 100 books per machine.

Yes, the Kiwanis Club of Rancho Cordova is always actively seeking donations and hosting fundraisers to support the Book Buddies Club project and other club initiatives that support Rancho Cordova youth. Our club engages with local businesses, community partners, and individual donors to secure funding and in-kind contributions for books, scholarships, youth leadership programs, and more. Additionally, we organize fundraising events throughout the year to sustain and expand the program, ensuring that more children in Rancho Cordova have access to books in their homes. This grant will complement our ongoing efforts, allowing us to reach even more students and enhance literacy opportunities in the community.

Please describe any

maintenance costs
beyond Fiscal Year
2025/2026, if

Beyond Fiscal Year 2025/2026, the ongoing costs for the Book Buddies Club project will primarily include purchasing books to restock vending machines and distribute at community events. Additional costs will cover CEIF and Book Buddies QR code stickers for labeling each book, as well as bookmarks, flyers, and other promotional materials to promote literacy.

The Kiwanis Club of Rancho Cordova will not be responsible for any maintenance of the book vending machines. Instead, maintenance and upkeep will be the responsibility of the schools and organizations housing the machines. The club will continue to actively seek donations, sponsorships, and fundraising opportunities to support book purchases and program sustainability, ensuring continued access to books for children in Rancho Cordova.

The Book Buddies Club is designed as a sustainable, multi-year initiative to increase book ownership among children and youth in Rancho Cordova. Sustainability is ensured through ongoing fundraising efforts, donations, and partnerships with local organizations, schools, and community groups. The Kiwanis Club of Rancho Cordova actively seeks financial support through grants, sponsorships, and community fundraising events to maintain a steady supply of books for vending machines and community distributions.

While this project is structured for long-term impact, it is also viable as a single-year request. If funded for one year, the program will successfully establish two new book vending machines, stock existing machines, and distribute books at community events.

However, continued funding beyond the initial year will maximize the program’s reach and ensure a consistent flow of books into the hands of children who need them most.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Synopsis
Festival of Flowers, Festival of colors and Kite Festival (Multicultural Integration Projects) organized by the Sacramento Telangana Association, brings together diverse cultures through traditional dances, music, art exhibitions, and educational workshops.

Project/Program
Description
Festival of flowers:

The Sacramento Telangana Association is a non-profit organization dedicated to preserving and promoting the rich culture and arts of India.

Our mission is to bridge the gap between diverse ethnic communities and integrate multiple cultures through active civic engagement and community involvement.

Every year, during the September-October time frame, the Sacramento Telangana Association organizes the festival called "Bathukamma" - Festival of Flowers. This vibrant and colorful festival celebrates the intrinsic relationship between earth, water, plants, flowers, and human beings, fostering a sense of community integration and harmony. The festival highlights the beauty of nature, the collective spirit of people, the indomitable spirit of women, and the scientific approach of agrarian communities towards preserving natural resources in a celebratory manner.

The Bathukamma festival is a unique event that showcases the cultural heritage of Telangana through various activities. These include traditional dances, music performances, art exhibitions, and educational workshops on making Bathukamma, which is a beautiful floral arrangement. The festival also features authentic Telangana cuisine, served free to all attendees, providing a delightful culinary experience.

The Sacramento Telangana Association requests community enhancement grant funds to celebrate the Festival of Flowers. This festival encourages active civic engagement and provides a strong sense of place for residents through arts, music, culture, education, and entertainment. Over the last ten years, this festival has become a medium for integrating different cultures into the community, fostering mutual respect and understanding.

For the year 2025, we are partnering with other non-profits and faith organizations to achieve wider community outreach. In the last ten years of celebration, we have successfully attracted approximately 2,000 community members from diverse ethnic and cultural backgrounds. This includes elected representatives, public officials, business leaders, community leaders, and volunteers. The Measure H grants would enable us to further progress, educate, and organize this unique festival in the heart ITEM 12.1. ATTACHMENT 3

of the City of Rancho Cordova.

The Bathukamma – Festival of Flowers has the potential to become a major tourist attraction, drawing visitors from across the region and beyond. It promotes the image of the City of Rancho Cordova as a cultural capital, enhancing its reputation and contributing to its economic growth.

By bringing visitors from various cities such as Folsom, Roseville, Rocklin, Stockton, Yuba City, Fremont, San Ramon, Fresno, Modesto, and Fairfield, the festival generates new revenue for the local economy and creates opportunities for partnerships that improve the quality of life in Rancho Cordova.

In summary, the Bathukamma festival is not just a celebration of flowers; it is a celebration of community, culture, and the collective spirit of people. It serves as a platform for cultural exchange, education, and civic engagement, making it an invaluable asset to the Sacramento region.

Kite Festival:

Sacramento Telangana Association (STA) and Kannada Sangam and Sargam are partnering every year to celebrate International Kite Festival in the City.

We aim to bring a new International Kite Festival to Rancho Cordova.

Similar festivals are held annually in many cities across the USA and around the world, attracting kite flyers from all over.

In the next International Kite Festival we like to will include categories such as the largest kite, smallest kite, most unique kite, highest flying kite, and most colorful kite.

STA will be partnering with RCTT to promote and work in collaboration with the objective of boosting tourism to the city of Rancho Cordova. We are anticipating a high level of enthusiasm and participation.

The International Kite Festival is a free event open to all ages, and we plan to provide light snacks and refreshments for the participants.

Festival of Colors:

City of Rancho Cordova has been sponsoring this colorful festival as part of community enhancement funds for the last 4 years. During the festival, many kids participated and enjoyed the event at Stone Creek Park, Capitol Village, and the Children’s Museum. With past experiences, we strongly believe this festival will reach more kids in the community, providing entertainment and education to the next generations. This festival brings joy to the people in the community, and the colors remind us to celebrate life despite any hurdles.

Festival of Flowers:

Our goal is to integrate different cultures and ethnicity of the Greater Sacramento region by providing experiences in arts, music, culture, and education. This festival connects various sectors of the community through active civic engagement, fostering a strong sense of place and community pride. It promotes community relations through arts, music, culture, education, and entertainment.

This festival is an open event and free for all community members. It remains a celebration of women's glory and symbolic women's power. The festival is dedicated to worshiping womanhood and nature’s system by valuing flowers.

It is important to educate our future generations about different cultures, traditions, and the diverse world. As the world becomes increasingly interconnected, cultural understanding is crucial. The Bathukamma festival helps our community's children learn to accept and respect different cultures and traditions, making them better citizens.

The festival includes several exciting programs such as dancing, an art exhibition, an educational workshop on making Bathukamma, and tasting authentic Telangana food, which will be served free.

Our organization is committed to ensuring the continued success and impact of our project, the Flowers Festival, beyond the initial grant period.

Our sustainability plan is multifaceted, incorporating various strategies to secure ongoing funding, engage the community, and adapt to changing circumstances.

We recognize the importance of diversifying our funding sources to reduce dependency on the city grant. In addition to the grant funding, we plan to seek support from private foundations, individual donors, corporate sponsorships, and earned income streams. By broadening our funding base, we aim to mitigate the risk of funding gaps and ensure the financial stability of the Flowers Festival over time.

Community support is essential to the sustainability of our project. We will actively engage with local residents, stakeholders, and partners to cultivate a sense of ownership and investment in the initiative. This includes hosting community events, workshops, and outreach activities to raise awareness, gather feedback, and mobilize support. By fostering strong relationships with the community, we aim to build a network of advocates and volunteers who will champion the Flowers Festival program and contribute to its longterm success.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Description
Mathnasium Rancho Cordova: After-School Math Tutoring
Program
Program Overview
Mathnasium Rancho Cordova proposes a year-long, after-school math tutoring program designed to help K-12 students improve their math skills through personalized learning plans. The program will assess each student’s current skill level, provide targeted instruction to fill gaps, and measure progress through pre- and post-assessments. This initiative aims to foster confidence in math, support academic achievement, and encourage long-term interest in STEM fields.

Community Benefit & Alignment with CEIF Goals
This program directly supports Rancho Cordova’s commitment to youth services and education by:

Improving Academic Performance: Many students struggle with math, which can impact their confidence and future opportunities. By providing customized tutoring, we help students meet and exceed grade-level expectations.

Encouraging STEM Engagement: By building a strong math
foundation, students gain greater access to STEM-related careers, enhancing workforce readiness and innovation.

Supporting Educational Equity: The program ensures that students from all backgrounds receive the support they need to succeed, bridging achievement gaps.

Fostering Community Collaboration: Partnering with schools, teachers, and parents creates a collective effort toward student success. Parents may also volunteer as tutors, further strengthening community ties.

Augmenting Classroom Learning: While classroom teachers are ITEM 12.1. ATTACHMENT 3

Page 587 of 1939 ends

deeply invested in their students' success, they are often limited by the time available and the number of students they must support. This program serves as an augmentation to classroom instruction, providing additional individualized attention that enhances the overall quality of education.

Program Structure
Student Selection & Assessment:

Students will be selected based on grade-level and skill assessments.

A pre-assessment will determine each student’s learning gaps.

A post-assessment will measure progress upon completion of each level.

Tutoring Sessions:

Sessions will be held after school at designated locations within Rancho Cordova schools.

Students will receive individualized instruction tailored to their learning needs.

Tutors will be trained educators and qualified Mathnasium instructors.

Program Duration & Schedule:

The program will run for a full academic year, ensuring sustained support.

Sessions will take place multiple times per week, depending on student needs.

Measurable Outcomes & Evaluation:

Student progress will be tracked through ongoing assessments and milestone achievements.

Success metrics will include improved math proficiency, increased confidence, and greater engagement in STEM-related activities.

Funding Request & Budget Allocation
The requested grant funding will cover the following expenses:

Tutoring Staff Salaries: Compensation for trained math instructors.

Educational Materials: Workbooks, digital learning tools, and assessment resources.

Operational Costs: Facility rental (if required), administrative costs, and technology for tutoring support.

Long-Term Impact
This program is designed to create lasting benefits for students and the Rancho Cordova community. By building strong foundational math skills, students will be better prepared for future academic and career opportunities. Increased STEM engagement will contribute to a more skilled ITEM 12.1. workforce, benefiting the local economy. Additionally, by providing individualized support that complements classroom instruction, this program will ease the burden on teachers and contribute to a more effective learning environment.

Conclusion
The Mathnasium Rancho Cordova After-School Math Tutoring Program will provide critical educational support to students, ensuring they gain the skills necessary to succeed in math and beyond. With the city’s support, we can make a meaningful impact on youth development, academic achievement, and community growth.

Please explain why
you are not seeking
any other funding
support for your
project/program?
We are not seeking other funding support because this grant aligns directly with our mission to provide accessible, high-quality math tutoring to students in Rancho Cordova. By securing CEIF funding, we can reduce financial barriers for families and ensure that all students, regardless of income, receive the support they need. Additionally, leveraging schoolprovided space helps keep costs low, making this program financially sustainable within the scope of the grant without requiring additional funding sources. This focused funding approach ensures program efficiency and maximizes student impact.

Please describe any
ongoing operations
and maintenance
costs beyond Fiscal
Year 2025/2026, if
applicable.

For Fiscal Year 2025/2026, we are assuming to start with approximately 100 students. Beyond this initial year, if the community values the program and demand grows, we anticipate additional operational and maintenance costs. These may include hiring more tutors, expanding materials, and increasing administrative support. To ensure long-term sustainability, the program may seek additional funding sources or adjust the fee structure to accommodate the growing needs of students while maintaining a highquality experience.

The Mathnasium tutoring program will begin in Fall 2025, with student enrollment and assessments occurring in August. Tutoring sessions will start in September 2025, running after school throughout the academic year, with regular evaluations in December and May. The program will conclude at the end of the school year in June 2026. Pre- and postassessments will track student progress, and the final report will be submitted in July 2026. The project aims to be fully operational for one year, with potential for growth in subsequent years if demand increases.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
Anticipated challenges include coordinating with schools for space availability, maintaining consistent student enrollment, and ensuring the program meets varying student needs. We also anticipate potential staffing shortages or challenges in recruiting qualified tutors. To address these challenges, we will build strong relationships with schools for continued support, monitor student progress closely to adapt learning plans, and have a contingency plan for recruitment by working with local educational networks and offering incentives for tutor retention. Flexibility and proactive communication will be key to overcoming any hurdles that arise during the program.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Description
We are planning to create a closet that is stocked with items that promote self-care, emotional regulation and stress-relief. Items that may be included are books on topics such as grief and loss, managing stress, etc, as well, as stress management tools and support baskets for kids experiencing grief and loss. Support staff at the school site, including the site social worker will help manage the closet and ensure that students have access to the care items that they need.

A Mental Health Care Closet in schools is a valuable resource that provides students with essential items and support to promote well-being.

This initiative enhances the community in several ways:

1. Promotes Student Well-Being
By offering self-care products, calming tools, and stress-relief items, the closet helps students manage their mental health and personal care needs.

Access to these resources can reduce anxiety and improve focus in school.

2. Reduces Stigma Around Mental Health
A care closet normalizes seeking help by creating a supportive and inclusive environment.

It encourages open conversations about mental health among students, teachers, and parents.

3. Encourages a Culture of Compassion and Support
Schools with mental health resources create a caring community where students feel valued and supported.

It empowers students to look out for one another and promotes a sense of belonging.

4. Improves Academic Success and Attendance
When students have their basic needs met, they are more likely to stay engaged in learning.

Less stress and anxiety mean better focus, leading to improved academic performance and school participation.

Goals
Our program objectives are:

Promote Equity and Student Well Being: The mental health care closet aims to create a level playing field for all students by ensuring that they have access to resources and tools that provide needed support during challenging times.

Building Confidence and Improve Academic Success: By providing students with tools and resources they need, we empower them to approach their education with confidence. Feeling supported and secure, students can better concentrate on academic and social development.

Fostering a Supportive Community and Reduce Stigma surrounding mental health needs: The mental health care closet is not just about material resources, it's about building a sense of community. Families, teachers, and students coming together to support one another creates a positive and nurturing environment, enhancing the overall school experience.

The Community Guild will work closely with point staff, such as the school social worker to determine which supplies will be most beneficial to each grade. Careful inventory will be kept to assess need. Non-identifying data will be collected as to who most utilizes the care closet, and its success in meeting its goals in helping students to learn to manage their socialemotional and mental health needs to be successful in school.

schedule
We anticipate getting the mental health care closet stocked and prepared for the beginning of the 2025/2026 school year and running the program through the school year. The school year begins on August 18, 2025. By starting the project the prior week, we should be able to fully stock the closet an ensure it is prepared for when students arrive on campus.

implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
The initial challenge will be in ensuring that all staff is aware of the program and how to help students access the support. To address this we plan to provide clear communication with staff about the supports and limitations of the mental health care closet and how they can help students access this support, as well as where they can get any additional questions answered.

As additional needs/questions arise, we will continue to communicate and brainstorm the best ways to manage these.
