implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
If ANKUR cannot hold the event indoor due to COVID or any other restrictions, then we will do the following :
1. Have virtual workshops over Zoom with our Volunteers and Cultural Team for rehearsals.
2. Invest on pre-recorded programs leveraging Quality Recording and Live Digital Tools.
3. Multiple Vendors along with Volunteers will be engaged so that we can produce a quality virtual program.
From 2020 we have had a great experience in conducting our events both in-person and virtual. We will use best practices and lessons learned from these events to ensure that we continue to hold our events per City, County, State and Federal health and safety guidelines. Alternatively if California Public Health and/or Sacramento County Health Orders permit then we have also planned to have the event outdoor using Open Auditorium and/or Social Distancing. At this moment we are keeping all our options open and will plan accordingly.

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below. School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the third-party endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. The United States Supreme Court has recently ruled in part that: “denying a generally available benefit [from government] solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified only by a state interest of the highest order.” The City is of the opinion that not all grants to religious schools are prohibited under this and other similar rulings. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says:
“[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Project/Program
Description
Suvidha International Foundation is thrilled to organize a vibrant and culturally enriching Diwali celebration in the City of Rancho Cordova.
Diwali, one of India’s most significant festivals, is cherished by millions worldwide, including the diverse and growing community in Rancho Cordova. Known as the Festival of Lights, Diwali symbolizes the victory of light over darkness and good over evil. It serves as a joyous occasion that brings people together to celebrate prosperity, hope, and unity.
The 2024 Diwali Celebrations organized by Suvidha International Foundation were a tremendous success, made possible through the generous support of the City of Rancho Cordova’s CEIF grant. The event fostered community cohesion, celebrated cultural diversity, and demonstrated how different traditions can enhance inclusivity and resilience. Attendees expressed immense appreciation for the City of Rancho Cordova and Suvidha International Foundation’s efforts in organizing such a meaningful event. Due to its positive impact on cultural enrichment and social bonding, many community members have requested the Foundation to continue hosting the celebrations.
In response to this enthusiastic support, Suvidha International Foundation is delighted to announce the Diwali Celebrations for 2025, set to take place at the scenic Village Green Park, located at 3141 Bridgeway Drive, Rancho Cordova. The event will be held on Saturday, October 20, 2025, from noon to 9:00 PM. This year’s celebration promises to be even more spectacular, featuring an exciting mix of cultural performances, traditional rituals, festive decorations, and engaging activities for all age groups.
Attendees will experience a wide array of cultural performances, including classical and folk dances, as well as musical showcases that capture the essence of Diwali. Local artists and community groups will have the opportunity to showcase their talents and share the richness of Indian culture with a broader audience. A diverse selection of food vendors will offer authentic Indian cuisine, allowing guests to indulge in traditional festive delicacies. The event will also have local businesses and non-profit stalls, providing an opportunity for community engagement and support.
ITEM 12.1. ATTACHMENT 3
One of the highlights of the celebration will be the ceremonial lighting of lamps (diyas), symbolizing the triumph of light over darkness and the ushering in of positivity and prosperity. This symbolic act will serve as a unifying moment for all attendees, reinforcing the core values of Diwali— hope, joy, and togetherness. The event will also feature interactive activities such as rangoli competitions, henna art stations, and saree and lehenga competitions, providing an opportunity to explore the significance of Diwali traditions in an engaging manner.
For children, the celebration will include a fun-filled carnival with kid-friendly games and activities. Additionally, if permitted by the City and parks authorities, a mesmerizing sane and safe fireworks display will illuminate the sky, capturing the celebratory spirit of Diwali and leaving attendees with unforgettable memories.
Suvidha International Foundation remains committed to promoting cultural exchange and strengthening community ties through events like Diwali. By hosting this celebration, the Foundation aims to create an inclusive environment where people from all backgrounds can come together, share traditions, and build meaningful connections. The event also provides a platform for local businesses, artists, and volunteers to actively participate and contribute to the cultural vibrancy of Rancho Cordova.
The success of this event relies on the collaborative efforts of community members, local organizations, and generous sponsors. Suvidha International Foundation warmly welcomes volunteers, performers, and sponsors to join hands in making the 2025 Diwali celebration a truly unforgettable experience.
The Foundation extends its heartfelt gratitude to the City of Rancho Cordova for its continued support in fostering cultural and community initiatives. Through this event, Suvidha International Foundation aspires to spread the light of Diwali, bringing joy, unity, and cultural appreciation to the heart of Rancho Cordova.

Suvidha International Foundation is excited to organize a wonderful Diwali Celebration for our community. As we prepare, we know there may be some challenges, such as managing the venue, coordinating volunteers, handling technical issues, unexpected weather, large crowds, and lastminute changes. By planning ahead, we can overcome these challenges and ensure a smooth event.
To make this happen, we are securing all logistics including fireworks permission early, and setting up backup plans where needed. Clear communication with our team, vendors, and volunteers will help us stay organized and quickly adjust if needed. We will check all technical equipment before the event and have a team ready to fix any issues. We also have a plan for crowd control, extra volunteers on standby, and security and first-aid arrangements to keep everyone safe. Most importantly, we will stay flexible and find solutions to any unexpected problems.
With teamwork and preparation, we can make this Diwali Celebration a joyful and memorable event. We appreciate your support and welcome any ideas to help us improve our planning. Let’s make this a great success together!

Rancho Cordova Junior Lancers Football and Cheer: Enhancements after Rebuild

Synopsis
Continue our mission to become a competitive and destination feeder program in Rancho Cordova.
Provide a
Project/Program
Description
Our youth sports program has benefitted immensely from support and the CEIF Fund in the last two years. We have been able to offer a completely different experience for our players, coaches and community. For our football players, we have been able to purchase more protective equipment, like Guardian Caps, to keep them safe during games and practice. Our organization started using Guardian Caps even before the NFL did and now you see players like Damar Hamlin wearing his cap every game. Our cheerleaders are also experiencing a more robust season with a JAMZ Camp and two local JAMZ National Competitions. Our organization also hosted Jamboree in August 2024 for our entire league and brought 1000’s of people to the City of Rancho Cordova for a fun day of scrimmages and cheer. That day was a major success with several City Council members attending the event and offering praise for how the day went. In addition to offering a robust snack bar, our organization also hosted food and drink trucks from three local businesses, Kona Ice, Game Day Burgers and Mama’s Marthas Tacos. Our entire organization has benefited and improved from the CEIF funds, and we want to continue that path.
Our organization would like additional CEIF funds to:
• Enhance training for coaching staff of football and cheer • Purchase of tackling systems that reduce injuries in our free community clinics and practices
• Keep our cheer program competitive by attending JAMZ Camp and our League Competition
• Hire security personnel at home games to keep patrons and cash safe • Marketing on social media for our organization to promote community events like our training camps and BBQs

Goals
Rancho Cordova Junior Lancers Football and Cheer have several tangible goals for our upcoming 2025 season and for upcoming seasons:
· Grow enrollments for football and cheer by 5% every season · 20 football coaches attend Max Miller’s Clinic of Champions · 10 cheer coaches attend the YCADA Cheer Conference
· 0 safety incidents at home games
· Host one league event in 2025 that brings in visitors and revenue to the City of Rancho Cordova
These are measurable goals, and we have already been hitting these targets, especially in enrollment numbers and hosting league events. Our organization also has additional goals with softer targets that will aim at improving the view of football in Rancho Cordova and partner with Cordova High School to build a strong feeder program, like that of other teams in our area:
· Partner with Cordova High School football and cheer coaches · Coordinate coaching support for cheer and football with CHS · Work in partnership with the school district to keep all home games safe Our funding requests will align in sync with the goals above and continue to move our organization forward.

Has your
organization sought
or will seek other
funding for this
project/program?
No, not seeking any other funding support.
Please explain why
you are not seeking
any other funding
support for your
project/program?
Instead of seeking additional funding, we have removed funding requests for administrative and overhead costs for our program. For example, we have typically asked for the CEIF grant to pay for our insurance costs for the organization. That funding is no longer required because RCJL is now with the SAC league and we can obtain a way better cost for insurance than we did with the AYF league.
We are looking to use the CEIF funds for enhancements to our program like the annual coaches training and the football equipment.
RCJL has many fundraisers planned for 2025 to cover other administrative and overhead costs.
RCAA also supports our program by covering lights at our practice fields.
Please describe any
ongoing operations
and maintenance
costs beyond Fiscal
Year 2025/2026, if
applicable.
The biggest maintenance and operations costs our organization faces will be our helmet reconditioning and cheer uniform costs.
Helmet reconditioning is required for our helmets every two years. We send our helmets to a company that is also used by CHS and they spend months cleaning and replacing the padding and safety gear. Helmets will also need to be replaced as they age or become to worn for reconditioning.
Cheer uniforms is another ongoing cost. Our organization was able to purchase a large inventory of cheer uniforms (shells and skirt) for the next few years. The uniforms are of excellent quality and should last us another two or three seasons. However, we will eventually want to replace them for a new style in 2027 or 2028.

What challenges do
you anticipate in your

implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
RCJL is now back with the Sierra Athletic Conference for the 2025 season.
We are very excited to be back in this league.
As an executive board and organization, we have had some lessons learned in the past seasons in regards to the behavior of our fans, parents and coaches. Behavior must be regulated and controlled at all times during home games and the foundation of our expectations for parents MUST be set in the beginning of the season with communications and meetings.
In order to make sure our home games go smoothly, we plan to implement or have implemented the following:
Pre-season parent meeting with entire organization
Parent meetings with each level to review expectations of behavior (RANCHO Way)
Code of Conduct review and signature with parents and athletes Coach training (Max Miller Conference 2025)
Pre-season football coach meeting with entire Executive Board Pre-season cheer coach meeting with entire Executive Board Paid security at all home games
Our board has seen these measures have success in the past season. We also had paid security at the last few home games and that helped with maintaining the general flow of home games and to also keep the large amounts of cash secure at the home gate entrance and the snack bar. This was done for proactive crowd management and we would like to continue the use of paid security at our home games.

Volunteers and Board Members
The entire organization is run on volunteers. No volunteer or board member is paid for the countless hours they put in for the entire year.
The total amount of dollars for volunteer support would be impossible to calculate.
Executive board members support the program year-round, and it is a second job for most of us. This figure would be millions of dollars for the executive board member team.
Parents and guardians of our players donate at least 20 hours every season. If this must be calculated, please see below:

To the City of Rancho Cordova,
My name is Elisabeth Terrill and I have been a resident of the city of Rancho Cordova on and off since June of 1987. I am wriƟng today on behalf of the Rancho Cordova Jr Lancers. The organizaƟon has asked for funding to help in their effort to reach the community and its residents. As a former Jr Lancer Cheerleader, I cannot begin to express how much I would like to see this organizaƟon back to its glory.
My son, Ian, just finished his second season as a Rancho Cordova Jr Lancer Football Player and I cannot begin to explain how much I have seen him grow in maturity and respect for his elders. Prior to joining the team, he was very shy and reserved, nervous to speak to new friends, and unsure of himself. He is now convinced he will one day be an NFL player and is beyond proud of his accomplishments with his teammates.
Because of these reasons, I am wriƟng this leƩer to support grant funding for the Jr Lancers. I have seem the program grow leaps and bounds in the last two years and use funding wisely to grow the program and offer more opportuniƟes for the City of Rancho Cordova. The free camps and clinics they offer in the spring and summer have helped introduce sports to children who may not have had the opportunity to play in the past. The Jr Lancers were also able to host a league Jamboree last season and that was an amazing event for the program and for the community.
I fully support the Jr Lancers in their effort to reach the kids of this community in a posiƟve and producƟve manner.
Sincerely,
Beth Terrill

To Whom it May Concern,
My name is Jennifer Nezbeth, and I have been a Rancho Cordova resident for the last 4 years. My husband and I moved to this area in 2020 with our four daughters after living in Lodi for almost 5 years.
When we moved to Rancho Cordova, the first thing my husband and I sought out for our four girls was a strong cheerleading program. I specifically remember finding the Rancho Cordova Junior Lancers on a post from Next Door. My daughter cheered with the Lodi Colts since she was 3 years old, and I was looking for another program to help her transition to a new area and make friends. The Junior Lancers were that program for my daughter.
My daughter, Olivia, joined the team in 2021 and then my daughter Sienna joined the team in 2023. Cheer has greatly helped both of my daughters in different aspects of their life. For Olivia, the Junior Lancers helped her meet friends in a new town. For Sienna, the Junior Lancers helped her anxiety and attention issues. I have seen both girls grow so much from the program.
I am writing this to support the program and their request for CEIF funding. The program has improved so much after COVID and has been able to become stronger. My daughters specifically benefited from the CEIF funding by being able to go to cheer camps and multiple competitions in ONE season. Those experiences were great for them!
I support the Junior Lancers and their mission and goals for our children and community.
Sincerely,
Jennifer Nezbeth

Two of my daughters have been involved with the cheer program and have learned four major attributes promoting good character: teamwork, humility, respect, and discipline. Teamwork: cooperating and communicating with fellow cheer athletes to be the best team they can be. Humility: experiencing the agony of defeat with the determination to improve and achieve excellence in the future.
Respect; learning from the wisdom and experience of their coaches. Discipline; with the occasional absence of motivation, they understand the commitment they have made, and participation and perseverance is the key to success.
The Jr. Lancer program has a long legacy of supporting young people to put forth their best effort.
Furthermore, the goal of this program is to support the transformation of young people to mature adults who will contribute to the culture of Rancho Cordova and beyond for the better. Your financial support will continue the proud legacy the Jr. Lancer program has worked diligently to achieve. Thank you for your consideration.
Thank you,
Robert Nezbeth II

The Patrol wanted to find a way to engage more youth in enjoying the beauty and joy of biking on the trail as well as on the streets of Rancho Cordova. Located right behind Hagen Park, Cordova High School was the natural place to begin. The school already owned 50 Trek bikes being held in storage and not used for almost ten years. Twenty five students started the 2023 program. Fifteen finished receiving a brand new Trek Bicycle by riding the entire 31 miles of the American River Trail. Then in 2024 almost 40 students showed up for day one. Twenty nine finished on November 9th.
Having learned a lot these first two years, we request funding for a growing program for 2025. Here is an outline of what is planned:
1. With the help of CHS Administrative Staff, we will recruit 2025 program participants during the spring semester. We learned in the 2024 program that 40 students were too many. While we were able to provide bikes and rudimentary training, relationships between mentors and participants were sacrificed to handle the numbers. So this year, we will recruit no more than 30--15 boys and 15 girls. Since we know that there will be some dropouts, we hope to finish with 20-25 students. Recruiting the program participants before the end of the school year will provide time to meet with parents during the summer, recruiting new volunteer mentors from the Rancho Cordova community, doing extensive training for mentors well before the program starts.
2. This year, rather than adding more students, we are adding time for learning, training, and relationship building. Rather than a ten-week program, it will be twelve weeks in 2025 starting the first Saturday after Labor Day and finishing the Saturday before Thanksgiving. The extra two weeks will enable us to do more extensive bike maintenance training and better preparation for riding distances, not only on the Parkway, but on city ITEM 12.1. ATTACHMENT 3
streets as well. We will also be taking the Velo Lancers to ride on other trails, such as the El Dorado trail near Placerville, Ca.
3. The first two years, we leaned heavily on American River Bike Patrollers to be the mentors. While there will still be a number of Patrol Members involved in the program, we will focus on recruiting and training mentors from the Rancho Cordova Community, from parents, teachers, bike clubs, and others. We will work closely with the Sacramento Area Bicycle Advocates and other cycling clubs to identify potential mentors.
4. Another first for 2025 will be an advanced role for 2023 and 2024 program "graduates". Those who have completed the program will have an opportunity to become a Velo Lancer Junior Mentor. This responsibility will be taken very seriously and student mentors will be required to commit to at least ten weeks of the program and to two training sessions for mentoring. These junior mentors will be expected to assist the new students with bike maintenance and riding skills, as well as first aid and proper behavior on the trail.
5. Trek Bicycle Company has already expressed their interest working with us to provide bikes for the students again next fall. We will once again have a final day when students will be required to ride the entire 31 miles from Beal's Point at Folsom Lake to Discovery Park, where students will be met by parents, siblings, teachers, administrators, city officials and American River Bike Patrol Members to celebrate the culmination of the twelve week program.
6. From day one, the Velo Lancers learn that they must EARN the bikes.
These are not gifts for good behavior. Instead they are the results of hard work, riding miles they never imagined possible, getting dirty by doing simple bike maintenance and repairs. It would do these students a disservice to engage them in a program where they really did not get deeply engaged in both riding and maintaining their bikes.
7. And finally, mentors for the students will once again have the honor of meeting and working with some fantastic young people from all over the world.
Tell us about your
Project/Program
Team
The project team includes an Advisory Committee made up of ARBP Mentors and Velo Lancer Director, Lary Bucher. Advisory Committee members meet as needed to provide creative thinking and overall support for the program. Specific jobs include fundraising, mentor recruiting and communications, purchasing and budget control, Lary is a retired teacher who provides leadership for the program and serves as liaison with CHS Administrators and teachers. The team is also made up of at least twenty mentors, half of whom this year will come from volunteers recruited from the RC community.

Goals
1. Continue to build strong collaborative relationship between the ARBP and Cordova High School administrators, teachers and students.
Assistance in identifying up to 30 diverse students for the program will be the result.
2. Up to ten of our mentors will be recruited and trained from the Rancho Cordova Community. Presentations to the PTA, community service organizations, and biking clubs will be started in the spring of 2024.
3. A total of 20-25 mentors will participate in training sessions and program development for the Fall 25 Velo Lancer Program
4. At least 25 students will complete the entire 12 week program, will finish with the ride down the entire American River Parkway, and be welcomed and congratulated by family, friends, mentors, and public officials.
5. Students will receive in-depth training in safe cycling skills (braking, shifting, trail courtesy, hand signals, verbal warnings, speed control).
Students will also become fluent in bicycle maintenance (setting seat height, recognizing when there are problems, pumping up tires, removing and fixing tires/tubes, and cleaning and oiling chains.
6. Up to ten former graduates will be offered opportunity to become Junior Velo Lancer Mentors and will receive specific training about their role as junior mentors.
7. The program will continue to be an important aspect of the American River Bike Patrol Program and will support the program as they have in the past with a pledge of up to $10,000.

should those or other

Based on the last 2 years of experience, the only anticipated changes that could come about would be through facilities issues, or possibly school scheduling conflict issues. Neither of these two things seems likely, but are possible. In both cases we would work with the school administration to remedy any possible challenge. The other challenge will be to recruit and train local Rancho Cordova volunteer mentors. If we cannot reach this goal, memers of the American River Bike Patrol will no doubt fill in the blank spots.

I am writing to express my enthusiastic support for the Cordova High School Junior Patrol Program and to advocate for the allocation of Community Enhancement and Investment Funds towards this invaluable initiative. The Cordova High School Junior Patrol Program serves as a vital resource for our community, offering students a unique opportunity to develop essential life skills while making a positive impact on their peers and surroundings. As Principal of Cordova High School, I have witnessed firsthand the transformative effect this program has had on the students involved.
By providing funding for the Cordova High School Junior Patrol Program, we are investing in the future of our youth and fostering a safer, more inclusive environment for our community. The program not only teaches valuable lessons in safe riding, responsibility, and teamwork but also instills a sense of civic duty and community pride in its participants.
Furthermore, the Junior Patrol Program plays a crucial role in promoting positive interactions between students and community members. Through various activities, students and mentors alike, learn the importance of mutual respect, cooperation, and effective communication, laying the foundation for meaningful relationships built on trust and understanding.
I urge you to consider the application for funding for the Cordova High School Junior Patrol Program favorably. Your support will not only benefit the students at Cordova High but will also have a lasting impact on our community as a whole.
Thank you for your time and consideration. Should you require any further information or assistance, please do not hesitate to contact me.

To the City of Rancho Cordova,
It is with honor that I write this letter of recommendation for the Velo Lancer Bike Program. I have been working in education for 25 years, and I have worked with many different programs throughout this time, but this is by far one of the best. When I was first approached to help with recruiting scholars for the program, I couldn’t believe what was being offered, a free bike. How incredible!
I was so excited for our scholars who could use a bike that would not only help them have transportation to and from school but would also allow them a better shot at getting and retaining a job. But this program turned out to be so much more than earning a free bike. The members are taught about bike safety and bike maintenance. Beyond learning how to take care of their bike, they learn how to take care of each other and the trails. They learn about resilience and grit and how to take care of their bodies as they push to ride more and more miles each week they meet.
This program enriches our youth and enriches our community. I can’t say enough good things about the Velo Lancer Bike Program. We all know that a program is only as good as the people behind it all. Rich Fowler, Lary Bucher, Vic Massenkoff and all the other volunteers of the American River Bike Patrol are inspiring, influential, and compassionate people.
I love everything about the Velo Lancer Bike Program; it is truly one of a kind. Thank you, City of Rancho Cordova, for being invested in continuing to make Rancho Cordova a city we are all proud to be a part of and for the generous grants you have provided. It is my hope that the Velo Lancer program will be funded again so another cohort of Lancers will have the opportunity to experience this positively impactful program.

The Velo Riders have profoundly transformed my life by providing me with freedom, transporta:on, and access to a mul:tude of opportuni:es. During the summer, I relied on my bicycle to commute to and from work, and even now that school is in session, I con:nue to ride my bicycle to school. This program has allowed me to explore the American River, San Francisco, and my community, giving me something to look forward to every week. It's not just about geFng from one place to another—it's about the sense of independence and connec:on to the community that comes with it. Riding with the Velo Riders has introduced me to new friends and strengthened my sense of belonging. The camaraderie and support within the group are unmatched, and it's inspiring to see how we all come together for a common purpose. Moreover, the Velo Riders have brought people together, promo:ng safety and coopera:on among residents. Their presence on the trails ensures that everyone can enjoy their rides with peace of mind, knowing that help is always nearby if needed. They are beyond deserving of the grant to not only build their program but also enhance the community. The posi:ve impact they have made is evident in the smiles of the riders and the gra:tude of the community members. This program is truly amazing, and I love being a part of something special. Being able to ride my bike around the American River, San Francisco, and my community has been monumental to me, providing a sense of adventure and joy that I cherish.
The Velo Riders have given me a new perspec:ve on life, and I am incredibly grateful for the opportuni:es and experiences they have afforded me.

Description
As the City of Rancho Cordova and the Sacramento region implement strategies to address climate resiliency and mitigate the effects of excess carbon emissions, it is crucial to begin this work with the young-adults that are entering college and career pathways. The Center for Land-Based Learning offers multiple transformative, experience-based programs for adults and high school learners that aim to build resilient communities and thriving ecosystems. The Student and Landowner Education and Watershed Stewardship Program provides high school students the opportunity to engage in research-based, habitat restoration practices and environmental activities that contribute to making a positive impact in Sacramento region's shift towards climate resiliency. The SLEWS program addresses community-centered, environmental needs through hands-on activities that promote leadership skills, and exposes students to career and college pathways. As of March, 2025, 9,152 SLEWS students have participated in 318 projects across several Northern California counties while planting 406,532 native plants during the course of 1,099 field days.
The ecological benefits of planting native trees, shrubs and forbs of the SLEWS program include carbon sequestration, absorbing air and water pollutants, creating wildlife corridors, establishing pollinator habitat for beneficial insects, erosion control and soil improvement within the project site and ultimately influencing the larger region. When finished with their three-day habitat restoration project, the students leave with a valuable set of habitat restoration skills and with the experience of having worked alongside mentors involved in the agro-environmental industry. An important part of the SLEWS experience is drawing from mentors’ lived experiences and career choices, exposing students to a wide variety of career paths and fields, ranging from wildlife biology and soil science to environmental policy, mechanical engineering, and cattle ranching. The mentors immerse themselves in the projects' goals with the students and collaborate in the educational activities all the while sharing valuable career-focused experiences and advice. The SLEWS program has established itself in the Sacramento region as a consistent, valuable and dependable environmental education partner for numerous organizations like Sacramento Area Sewer District (SASD), Sacramento Municipal Sewer ITEM 12.1. District (SMUD), Yolo Resource Conservation District and the Sacramento Tree Foundation.
During this year’s SLEWS season, Cordova High School students established pollinator habitat hedgerows at the Sacramento Area Sewer District’s Bufferlands site. During the habitat restoration and educational portions of the day, the students were involved in practical, hands-on activities that built-on their classroom experiences. In coordination with the high school teachers and restoration partners, the restoration and environmental education activities of each field day were designed and aligned with Next Generation Science Standards and with project-site specific criteria, e.g., learning about the Laguna Creek Watershed and the Bufferland’s wildlife. Another crucial part of our program that the students were able to experience was the installation of the irrigation system that young plants need in order to survive in their first years after planting, as well as the safe-practice of using appropriate tools for planting native tree, shrubs, and grass species. A student from Cordova High School shares:
SLEWS is a program that I would recommend for anyone, even if they are from an urban area. My favorite thing is that we are able to do hands-on work that eventually helps the environment, giving us experience and the security that we contributed to something big. What I've gained from attending only twice is more than what I would have if I went to a conference. This is because our SLEWS mentors take the time to get to know, focus on, and incorporate their knowledge into the students.
Receiving the continued support of the Rancho Cordova Community Enhancement and Investment Fund would allow more students from Cordova High School to participate in SLEWS. Students are creating a lasting ecological legacy through habitat restoration, expanding their environmental knowledge and are building on a skill-set that can be used to further address their community’s and region’s climate needs.

Goals
As an organization, we aim to inspire, educate and cultivate future generations of farmers, agricultural leaders and environmental stewards.
The goal of this project is to engage high school students in habitat restoration through a series of hands-on field days at local project sites that develop science skills and environmental stewardship in youth. Thirty students are selected by their teachers to join SLEWS on three days of field work over the course of several months. Participating students take part in a pre-program survey that establishes a baseline of knowledge in ITEM 12.1. ATTACHMENT 3
areas of ecology and natural resource management and a post-survey that assists in measuring increased knowledge and experience. The SLEWS coordinator, working closely with the teacher and restoration partner, ensures that the students are exposed to field day activities that address the multifaceted, quickly evolving workforce or secondary education paths in the environmental and agricultural fields. Over the three days of work, the students are able to witness the progress of their work and build-on their natural resource management knowledge. The SLEWS coordinator meets frequently with the project’s team to ensure the restoration and environmental education goals are met and discuss areas for improvement.
This project will achieve its goal through the following objectives:
Objective 1: Provide Cordova high school students with transformative experiences in nature to increase their appreciation, understanding, and respect for sustainable agriculture and nature.
Objective 2: Increase student’s exposure and access to college and career pathways, especially in the environmental science and natural resource field.
Objective 3: Expose students to pathways with which they can apply the skills gained through SLEWS in their communities and the greater region SLEWS aims to instill a life-long passion and desire among students to promote environmental awareness, apply critical-thinking and leadership skills, in order for them to positively impact the City of Rancho Cordova or whichever place life takes them. With the support of the City of Rancho Cordova our three year proposal would have the ability to provide Cordova High School students with consistent access to the program. Through a dynamic, multi-phase approach that blends immersive fieldwork with interactive classroom lessons, students gain invaluable knowledge, broaden their perspectives, and forge a deep, personal connection to the land. Each 30-student cohort is paired with a local restoration project, diving into ecological field studies where they uncover potential career paths and college opportunities in natural resource management and environmental science. As they return to their adopted project over time, students witness the lasting impact of their contributions, seeing firsthand how their efforts shape the environment.
By equipping students with essential workforce development and leadership skills, we ensure that young people from the City of Rancho Cordova are empowered to step confidently into their futures, no matter what career they choose. At the heart of our work lies the power of experiential learning—opportunities that bring academic concepts to life.
For our SLEWS Program, these field day visits are transformative, offering students a chance to directly experience the work of environmental stewardship and habitat restoration. These hands-on opportunities ignite their curiosity and passion, guiding them to explore and pursue careers in agriculture, science, and technology, while instilling a sense of purpose as they become the next generation of climate-conscious leaders.
To assist in measuring our impact, we conduct pre and post surveys for all students. In addition to our surveys, the SLEWS Program Manager conducts debriefing sessions after each field day to receive feedback from ITEM 12.1. ATTACHMENT 3
partners and mentors on the quality of the restoration work, the flow of the day's agenda, and the student and mentor experience. After the season is complete, the Manager meets with teachers and partners to assess the program as a whole and identify program strengths and areas of improvement for the following season.

Our program receives in-kind support from local volunteer professionals who act as mentors for our students, teachers who spend time outside of the projects working to support recruitment and student prep, and restoration partners who work before and after field days to ensure the projects get completed successfully. We have secured funding through the SMUD Sustainable Communities program and are actively seeking alternative funding through the Sacramento Area Sewer District's Confluence Grant Program for this school and additional Sacramentobased schools/projects.

Due to the nature of our programming, our program operations and maintenance costs remain relatively the same from year to year. During the three year cycle the major item that we see an increase in cost is the personnel category as we work to ensure our staff receive a COLA every year, thus increasing the salary cost.

As an organization that has received multi one-year contracts from the City of Rancho Cordova we have proven our ability to ensure sustainability from year to year, building stronger, long-lasting partnerships within the region. We have been working with a variety of partners to guarantee we have many different plans of action in case adjustment is needed. Though a single year request has been successful, it does not provide great consistency for the school or our partners, allowing us to think about longterm projects that could have a greater impact on the City of Rancho Cordova itself. Through the support of a multi-year request the city allows the SLEWS Program to have a greater impact on the Rancho Cordova community ensuring students have the ability to become advocates for the program from year to year.

implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
As an established program we have experienced numerous challenges that we have had to overcome including rain delays, COVID, project feasibility, etc. Despite these challenges, we have found the best way to ensure success is to keep open communication with all partners involved. We work as a team to keep consistent communication with all partners involved and engage with a solution-oriented mindset that is consistently working to adapt to the ongoing changes. We work to ensure we always have alternative back up days planned, potential alternative restoration activities, and alternative restoration sites knowing that we need to be adaptable. I do not foresee any challenges hindering our ability to complete the project and meet the goals/objectives.

We have not yet identified an exact location for this project, as each summer we work with our restoration partners to select appropriate SLEWS field sites for our participating schools. Once we know the number of potential project sites that will be funded, the SLEWS Program Manager tours potential project sites with restoration partners over the summer.
Longtime restoration partners like Yolo Resource Conservation District and the Sacramento Tree Foundation seek to involve local students in the restoration projects that are already planning, and keep the SLEWS Program in mind when visiting project sites. Project sites with willing landowners and suitable locations are visited by the SLEWS Program Manager in late spring and early summer to determine the best sites for the upcoming season. Sites are selected by the end of August based on ease of access, project size and scope, funding availability, and diversity of tasks. Once all sites are established, participating schools are matched with a project site based on location and school requests. We are currently in communication with the Sacramento Tree Foundation, Sacramento Area Sewer District, and various other partners about potential sites and hope to have a site locked down by the end of summer.
Some our SLEWS Projects are on public lands (past projects sites include Franklin Channel, the Historic Nicolaus Dairy, and Stone Lakes Wildlife Refuge), but many take place on privately owned farms and ranches. In order to be considered for a SLEWS site, the landowner must be on board with the program and complete a landowner agreement.

RE: Letter of Support for Center for Land Based Learning’s (CLBL) Application to the Rancho Cordova Community Enhancement and Investment Fund Dear Ms. Stephens,
On behalf of the Sacramento Municipal Utility District (SMUD), I am proud to provide this letter of support for CLBL for their application to the Rancho Cordova Community Enhancement and Investment Fund. CLBL aims to use these funds to support their Student and Landowner Education and Watershed Stewardship (SLEWS) Program.
As the nation’s sixth-largest, community-owned, not-for-profit electric service provider, SMUD has been providing low-cost, reliable electricity to Sacramento County for more than 75 years. SMUD is a recognized industry leader and award winner for its innovative energy efficiency programs, renewable power technologies and for its sustainable solutions for a healthier environment. Today, SMUD’s power supply is on average about 50 percent carbon free and SMUD has a goal to reach zero carbon in its electricity production by 2030. SMUD’s rates and customer bills are consistently among the lowest in California, and are today, on average, more than 50 percent lower than its neighboring investor-owned utility. For more information on SMUD’s Zero Carbon Plan and its customer programs, visit smud.org.
The Center for Land Based Leaning proposes to use the Community Enhancement and Investment Funds to support the participation of Cordova High School and George Washington Carver School of Arts and Sciences in the SLEWS program. The SLEWS program encourages high school students to dig into habitat restoration through real projects on farms, ranches, and open spaces. Hands-in-the-dirt experiences bring science to life and stimulate environmental stewardship by connecting youth to real, tangible solutions for big problems like climate change and habitat loss.
SMUD and CLBL have a long and fruitful relationship centered on creating a sustainable and healthy environment for the Greater Sacramento Region. CLBL is a valued member of the Sustainable Communities Program here at SMUD as well as a recent Shine Award winner for their education and habitat restoration efforts on Del Paso Boulevard in North Sacramento.

Description
New Pacific Charter Rancho Cordova (NPC-RC) is a diverse public charter school dedicated to fostering academic excellence and holistic student development. Serving a student body from varied socioeconomic, educational, and cultural backgrounds, NPC-RC provides a supportive and inclusive environment where every child is empowered to thrive.
As a developing school in its second year, NPC-RC faces challenges due to limited resources, making it difficult to provide students with extended learning opportunities beyond the classroom. Despite the dedication of educators and families, many students lack access to enrichment programs that enhance academic success, social development, and future career readiness.
An afterschool STEAM and anti-bullying initiative is crucial to address this gap, providing students with a safe, structured, and engaging environment where they can explore technology, develop critical thinking skills, and build positive peer relationships. Without such programs, many students risk falling behind academically and socially, missing out on opportunities that could shape their future success.
Investing in this initiative allows us to turn after school hours into a time of growth, empowerment, and connection, ensuring that every child— regardless of background or circumstance—has the tools and support needed to thrive in school and beyond.
This initiative not only focuses on academic enrichment but also addresses the urgent need for bullying prevention and social inclusion by incorporating workshops and guided discussions on bullying awareness, its impact, and proactive strategies for fostering empathy, respect, and belonging. By equipping students with both technical knowledge and interpersonal skills necessary to create a positive, inclusive school culture, the STEAM Empowerment & Anti-Bullying Initiative will have a lasting impact on students, families, and the broader Rancho Cordova community.
The integration of STEAM education and anti-bullying initiatives within this ITEM 12.1. ATTACHMENT 3
program will create meaningful and lasting effects on both students and the broader Rancho Cordova community by:
Equipping youth with critical skills in technology, problem-solving, and communication that enhance both academic achievement and future career readiness.
Fostering social-emotional learning to cultivate a safer, more inclusive school environment where students feel supported, valued, and empowered.
Encouraging collaboration, creativity, and critical thinking by engaging students from diverse backgrounds in hands-on, team-based STEAM activities.
Raising bullying awareness and prevention through student-led campaigns and peer support networks, equipping students with tools to promote respect, empathy, and a positive school culture.
Combining academic enrichment with social development, this initiative will strengthen the community, preparing students not only for future success but also for becoming leaders in fostering inclusivity and innovation.
This program directly supports Rancho Cordova’s vision of fostering community engagement and expanding educational opportunities for local youth. Aligned with the mission of the Community Enhancement & Investment Fund, this initiative empowers the next generation by providing transformative learning experiences that equip students with the skills, confidence, and support needed to thrive academically and socially. By investing in this program, the community is investing in its future leaders, innovators, and changemakers, ensuring a stronger, more connected, and enriched Rancho Cordova.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
One of the primary challenges we anticipate in the implementation of our project/program is ensuring consistent student participation due to competing after-school activities. To address this, we plan to engage students through personalized invitations, offering flexible participation options to accommodate their schedules, and creating incentives for attendance, such as rewards and recognition.
Another potential challenge is securing and maintaining the necessary resources and equipment. To mitigate this, we have established strong partnerships with local businesses and community organizations, and we will continue to seek additional funding and in-kind contributions. Regular maintenance and careful management of resources will be prioritized to ensure the program runs smoothly.
Additionally, we foresee the challenge of effectively integrating and coordinating various club activities and events. To manage this, we have developed a detailed timeline and schedule, allowing us to monitor progress and make adjustments as needed. Regular communication and collaboration among club leaders, volunteers, and participants will be essential to maintaining alignment and achieving our goals.
In the event that unforeseen challenges arise, our plan includes a flexible and adaptable approach to problem-solving. We will conduct regular assessments and gather feedback from students, parents, and volunteers to identify any issues early on. This proactive approach will allow us to address challenges promptly and implement necessary changes to keep the project/program on track.
Overall, our commitment to planning, communication, and community support will be key to overcoming challenges and ensuring the success of our project/program.

STEAM Empowerment & Anti-Bullying Initiative
Project/Program Synopsis:
This project will establish an after-school STEAM (Science, Technology, Engineering, Arts, and Mathematics) program aimed at engaging students in creative, hands-on learning activities, while also launching an anti-bullying campaign to foster a culture of inclusivity and kindness. This initiative will enhance community youth development in Rancho Cordova.
Project/Program Description:
ITEM 12.1. ATTACHMENT 3
Investing in this initiative allows us to turn after school hours into a time of growth, empowerment, and connection, ensuring that every child—regardless of background or circumstance—has the tools and support needed to thrive in school and beyond.
The integration of STEAM education and anti-bullying initiatives within this program will create meaningful and lasting effects on both students and the broader Rancho Cordova community by:
• Equipping youth with critical skills in technology, problem-solving, and communication that enhance both academic achievement and future career readiness.
• Fostering social-emotional learning to cultivate a safer, more inclusive school environment where students feel supported, valued, and empowered. • Encouraging collaboration, creativity, and critical thinking by engaging students from diverse backgrounds in hands-on, team-based STEAM activities. • Raising bullying awareness and prevention through student-led campaigns and peer support networks, equipping students with tools to promote respect, empathy, and a positive school culture.
Aligned with the mission of the Community Enhancement & Investment Fund, this initiative empowers the ITEM 12.1. ATTACHMENT 3
next generation by providing transformative learning experiences that equip students with the skills, confidence, and support needed to thrive academically and socially. By investing in this program, the community is investing in its future leaders, innovators, and changemakers, ensuring a stronger, more connected, and enriched Rancho Cordova.

Role of Club Leaders & Community Partnerships
The Club Leaders will play a key role in coordinating and facilitating each club, ensuring students receive engaging, well-structured learning experiences. Their responsibilities include, but are not limited to:
• Teaching lessons and leading activities based on structured lesson plans. • Coordinating guest speakers to provide real-world insights and expertise. • Developing community partnerships to enhance learning opportunities.
All Club Leaders are dedicated parent volunteers who are contributing their time and expertise free of charge to help establish and sustain this afterschool program. Their commitment ensures that students have access to enriching extracurricular activities without financial barriers.
Each club will have dedicated club leaders who will play an active role in both instruction and facilitation. The structure of instruction will vary based on the club's focus and available resources:
• Book/Creative Writing Club: A parent volunteer will be responsible for developing and executing the curriculum, ensuring students engage in meaningful reading, writing, and discussion activities.
• Robotics Club: The Club Leader will provide instruction on foundational concepts, while also collaborating with volunteers from local colleges who will contribute their expertise, offering students hands-on learning experiences in robotics and engineering.
• Other Clubs: Club Leaders will provide direct instruction as needed while incorporating guest instructors, mentors, or volunteers to enhance student engagement and exposure to specialized topics.
This blended approach ensures that students receive quality instruction, benefit from community partnerships, and gain real-world insights from experts in various fields.
Community Partnerships & Volunteer Support
Club Leaders will also serve as connectors between the school and the local community, engaging with organizations and institutions to bring valuable learning experiences into the program. Some examples include:
ITEM 12.1. ATTACHMENT 3
• The parent volunteer for the Student Leadership Club will coordinate with the Police Activities League to integrate their Anti-Bullying Campaign, helping students develop leadership skills and social responsibility.

Project/Program Details
Project/Program Schedule:
• Start Date: August 1, 2025
• Completion Date: May 26, 2026
Program activities will align with the school year, including weekly after-school sessions, monthly workshops, and community outreach events. Each of our afterschool clubs will run from August to May, accommodating up to 32 students per club, with the exception of the Spelling Bee Club.
Flexible Enrollment Clubs:
For clubs such as the Creative Arts Club, Lego Club, and Board/Chess Club, students will have flexible participation, allowing them to attend on designated days throughout the school year, provided space is available (maximum 32 students per club). • Sign-ups will be available to track participation and ensure equitable access. • Students may choose to participate in different clubs on different weeks (e.g., attending Creative Arts one week and Lego Club another week). • If a student wishes to enroll in multiple clubs, we will collaborate with the school, parents, and students to determine the best fit while maintaining a welcoming and inclusive environment.
ITEM 12.1. ATTACHMENT 3
• Our overarching goal is to foster a sense of community and belonging by ensuring that all students have access to enriching afterschool opportunities.
Cohort-Based Clubs:
For clubs requiring consistent participation and structured progression, such as the:
• Spelling Bee Club (aligned with the Scripps National Spelling Bee schedule) • Robotics Club
• Coding Club
• Student Leadership Club
Students must commit to attending regularly throughout the year, as these clubs involve project-based learning and deadlines. The Spelling Bee Club, for example, will follow a structured curriculum to prepare students for regional and national competitions.
Book/Creative Writing Club:
Participation in the Book/Creative Writing Club will be book-based. Students will commit to each book cycle, and once a book is completed, an announcement will be made for the next book, allowing students to sign up accordingly.
By structuring our afterschool program this way, we aim to provide accessible, enriching opportunities while maintaining the commitment and structure needed for goal-oriented clubs. Our ultimate goal is to create a supportive and engaging environment where every student can explore their interests and build a sense of belonging.
Are students choosing to participate in one of the classes at a time? For how long? • It depends on the type of club.
• For flexible enrollment clubs (Creative Arts, Lego, Board/Chess), students can choose to participate on a week-to-week basis, as long as space is available. • For cohort-based clubs (Spelling Bee, Robotics, Coding, Student Leadership), students must commit for the entire school year, as these clubs follow structured curriculums with specific goals, deadlines, and competitions. • In the Book/Creative Writing Club, students commit for the duration of a book and can choose to join the next book cycle once the current one is completed.
Can they choose one class type one week and then switch the next week? • Yes, but only for flexible enrollment clubs.

Dear Community Grant Team,
I am writing to express my wholehearted support for the after-school program focused on STEAM (Science, Technology, Engineering, Arts, and Mathematics) activities that New Pacific Charters is offering to students. As someone deeply invested in promoting educational opportunities that nurture the next generation of thinkers and innovators, I believe this program will have an incredibly positive impact on the children it serves.
STEAM education plays a crucial role in preparing students for the future. It fosters creativity, problem-solving, and critical thinking—skills that are essential in our rapidly changing world. By combining the practical application of science, technology, engineering, arts, and mathematics, the program not only helps students understand complex concepts but also ignites their passion for learning and discovery.
The after-school environment provides an excellent opportunity for students to explore STEAM topics outside the traditional classroom setting. It allows them to engage in handson activities, collaborate with peers, and gain exposure to real-world applications that can inspire lifelong interests and even future careers. This holistic approach to learning will undoubtedly benefit the students, helping them develop a strong foundation in critical areas that are increasingly in demand in today’s workforce.
I am confident that this program will encourage students to expand their horizons, think creatively, and develop a love for learning that will serve them well throughout their academic journey and beyond. I fully support New Pacific Charter in its efforts to offer such a meaningful and impactful experience to students and look forward to seeing the positive outcomes that will result from this initiative.
Thank you for your continued dedication to fostering an educational environment where students can thrive. Should you need any further support or information, please feel free to reach out to me directly.

Subject: Endorsement of Grant for After-School STEAM Programs Dear Community Grant Committee,
I am honored to write in strong support of New Pacific Charter School’s grant application for funding to establish after-school STEAM programs. As a teacher at New Pacific Charter School in Rancho Cordova, I see firsthand the transformative impact that access to handson, inquiry-based learning experiences can have on our students, particularly in a community as diverse—economically, culturally, and racially—as ours.
Our students are eager to explore the fields of Science, Technology, Engineering, Art, and Mathematics (STEAM), but many lack the resources and opportunities to do so outside of the classroom. This after-school STEAM program will provide them with critical exposure to innovative learning, creative problem-solving, and collaborative teamwork—essential skills for success in both education and future careers. By fostering curiosity and confidence in STEAM fields, this program will help bridge opportunity gaps that too often hinder students from underrepresented backgrounds.
With dedicated space and committed educators, we are prepared to implement a program that will make a lasting impact on our students and the broader community. However, we cannot do it alone. Your generous support will ensure that all students, regardless of socioeconomic status, have access to high-quality enrichment that inspires a lifelong love of learning and exploration.
I wholeheartedly endorse this initiative and urge you to consider the profound difference it will make for our students and their futures. Please do not hesitate to reach out if you require any further information.
Sincerely,
Kate Buxton

Project/Program
Synopsis
This program will put (5) high-quality culturally relevant books into the hands and homes of 6,000 of Sacramento County’s under resourced Tk-2nd grade students. CEIF funding would enable us to reach Abraham Lincoln and Cordova Meadows Elementary, and both are excited about the project.
This project delivers dimensional literacy impact.

Project/Program
Description
Our program leverages existing research on windows and mirrors, summer reading, and the importance of books in the home. The City of Rancho Cordova CEIF funding will help us reach 562 kids in the Folsom Cordova and Sacramento City Unified School Districts. Each student will receive (5) brand new books that reflect their gender and ethnicity so they can pull from their lived experiences to become faster and more confident readers. (5) Books because reading (5) books during school breaks helps a student retain previously gained reading levels. Included in every bag (and available at every event) is a parent handout detailing the 6 pillars of literacy and tips on how parents can participate in their child’s literacy education. This is translated into Spanish from English, and we are working on additional translations in seven other languages. We align our work with the most current research and measure our results by the relationships we build and the data we gather from the California Literacy Map to make sure we are relevant to all our stakeholders
Our culturally relevant book giveaway program supports the literacy education of the children we reach. We reach the most under-resourced children because we know, often, they don’t have books in their home.
Abraham Lincoln and Cordova Meadows have a Title I rate of 88% and 92% respectively. CEIF funding will help us reach the most underresourced children in Rancho Cordova. Our program aligns with several of Rancho Cordova’s key focus areas including Arts and Culture, Youth and Children, and Education. Culturally Relevant books by BIPOC authors enrich the lives of the students (and families) that receive them. By supporting early readers to achieve literacy proficiency we are directly enhancing education outcomes and, ultimately, economic development.
When children cannot read, they grow up to be adults who cannot read and often cannot fully participate in our social structure.
Sacramento was identified as the 2nd most diverse city in the 2020 census. Our Book Giveaway program is set in this context. Our work in matching the cultures of our communities to the books we give, is recognized by the families we impact and is core to our work. We ensure that every child sees themselves in their bag of books by using demographic data from the California Literacy Map and gender data provided by the school site. For the Fall of 2024 we generated over 84 unique book curations to cater to the demographic and gender breakdowns of each school site. Bilingual Spanish/English books are included in most curations and are based on the rate of the school sites Latine population.
In each bag of books, we include information to help parents help their kids learn to read. We have learned that often parents see themselves for the first time in a book through this program. This increases parent engagement with the program and makes it more likely that these books will be utilized in the home. Reading is, without a doubt, the most critical equity skill a person can learn. Reading is agency. Because Sacramento is the most diverse city in America, and reading is the most critical equity skill that can be taught to these children, we work intentionally to include all voices at all levels.

Goals
At the Sacramento Literacy Foundation our mission is to help all children read at grade-level. Our book giveaway program, putting culturally relevant high-quality books in the hands and homes of our most under-resourced kids, is a concrete step in providing tools to our youngest and most vulnerable students and their parents. We have given out 100,000 books and we estimate that we have put a book in approximately 32% of the homes that previously had no books. Our goals with this program are: 1.
Putting books in homes. 2. Making sure that the students we reach receive a book where they are the protagonist. 3. Supporting kids to hold onto previously gained reading skills. Our goal is to get all kids’ reading! In our work, we are measuring the number of books we can put in kids’ hands and homes. We are measuring program expansion through partnerships, and we are measuring school site reading and chronic absenteeism rates detailed by our GIS mapping tool, the California Literacy Map. In our Book Giveaway program, we measure success by the number of kids reached and increasing that number year-over-year. We estimate that there are another 20,000 under-resourced homes that do not have books. Our goal is to continuously expand our programming in creative ways to reach all those families. Program expansion relies on our ability to build successful relationships with schools and parents. As we expand, we will also need to rely on our ability to build successful relationships with partnering organizations. And finally, to expand we have to build more relationships with individual and institutional funders who want to extend themselves into the early literacy space through their philanthropy.
Big picture, we use The California Literacy Map - a tool we created in 2016 to measure where kids were reading and where they were not reading. The map details literacy rates, chronic absenteeism rates and provides school site data that is useful to literacy providers, educators, policy makers and philanthropists. The map is available to the public and has experienced slow but increased use over time. In conclusion, we measure our success by increasing the number of books we can put in the homes of children who do not have them, coupled with increasing the relationships that are required to achieve those increases. We use the California Literacy map to both assess where we expand to and to measure increases and decreases in literacy rates at the school site, district, county and State level.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
The biggest challenge our program could potentially face is the national tariffs on goods imported from China. More than 90% of children’s books are published in China. Previously children’s books were exempt from any tariffs but as of now, children’s books have been added to the list of items that will have a 10% tariff. This means the cost of all children’s books could increase by 10%.
The Foundation’s primary source of funding comes from private philanthropy. Fortunately, we have not had to rely on federal funding for programing although we are looking to local government grant opportunities to help expand this program. If local government grants, such as the CEIF are negatively impacted by federal cuts then this will negatively impact our ability to expand the program.
In conclusion, as the cost of these books increases, we will have to increase our capacity to raise additional private funds or reduce the number of children that receive a bag of books.

To Whom It May Concern,
I am writing to express Abraham Lincoln Elementary School’s enthusiastic support for the Sacramento Literacy Foundation and the valuable work it is doing to promote literacy and foster a love of books.
As a passionate advocate for education and community engagement, I wholeheartedly believe that reading is one of the most powerful tools we must use to empower individuals and transform communities.
The Sacramento Literacy Foundation donated over 250 diverse books to kindergarten, first grade, and second grade students at our Back to School Night this school year. Students and families were excited to be able to have access to books to support their literacy at home. This access to books helps bridge gaps and provide children and adults with the resources and skills they need to succeed academically and personally. Furthermore, the joy of reading has the power to unlock new possibilities, ignite imaginations, and foster a lifelong love of learning.
The ability of Sacramento Literacy Foundation to provide access to high quality diverse books, encourage literacy, and inspire readers of all ages is vital, especially in today’s world where access to educational resources can often be limited. Their dedication to expanding literacy opportunities is making a tangible difference, and I am confident that their efforts will continue to have a lasting impact on the lives of many individuals. I commend their work in organizing and making accessible book drives and promoting literacy in underserved communities.
Please know that our school supports Sacramento Literacy Foundation and its mission to promote literacy. We look forward to being able to partner with them in the future. It is inspiring to see how the foundation is positively influencing the future, one book at a time.
Sincerely,
Anuja Ramil

Dear CEIF Committee,
I am writing to express Cordova Meadow Elementary School’s enthusiastic endorsement of the Sacramento Literacy Foundation. If the program is funded, we would want the culturally relevant books for our TK-2nd grade students. I have connected with the foundation and believe this book giveaway program will provide our students with valuable literacy tools to assist in better reading outcomes. The development of effective reading skills will empower our students to be successful in life and be transformational for the community of Rancho Cordova.
Providing students with culturally relevant reading materials is becoming increasingly difficult, especially in communities where educational resources are limited. I believe these books will allow our students to see themselves in their stories, making it more likely that they will read them.
Our school is supportive of the Sacramento Literacy Foundation’s mission to promote literacy. We hope that this funding will lead to a partnership with them in the future.
Sincerely,
Veronica Pesavento

Restoring Nature, Empowering Youth: A Collaborative Approach to Environmental Stewardship with SLEWS and The George Washington Carver Guild
Provide a
Project/Program
Synopsis
The Student & Landowner Education & Watershed Stewardship (SLEWS) program engages high school students from the City of Rancho Cordova in habitat restoration through a series of hands-on field days at real projects that develop science skills and environmental stewardship incorporating hands-on, place-based, environmental education activities.
Provide a
Project/Program
Description
As the complexities of climate change, natural resources, and agriculture continue to increase, we strive to create vital programming that meets the needs of the communities we serve. It is our goal to cultivate the future of farming by providing communities with access to impactful careers in the agricultural and environmental sector; creating more equitable as well as resilient communities; and restoring innovative ecosystems. In order to achieve our goals as an organization, we have a range of youth and adult programs that allow us to provide critical agricultural and environmental education as well as hands-on learning experiences. Over the past three years, high school students from the City of Rancho Cordova have engaged in one of our foundation youth programs, the Student and Landowner Education and Watershed Stewardship Program (SLEWS).
SLEWS provides students with hands-in-the-dirt experiences that bring science to life and stimulate environmental stewardship by connecting youth to climate adaptation techniques and building biodiversity. By including students from George Washington Carver in habitat restoration, SLEWS addresses the need for healthier land and more wildlife habitat, and the need to instill conservation and stewardship values in high school students through workforce development. Through the SLEWS Program, students learn numerous restoration tasks including how to safely use tools, install a drip irrigation system, plant native trees, shrubs, and grasses, build and install wildlife structures, and more. By working in small groups to accomplish tasks, students gain valuable skills in effective communication, teamwork, and cooperation. Learning activities both in the field and in the classroom further enhance the student experience, providing them with necessary context on the impact of their work.
Throughout their experience, students hear from mentors and restoration professionals about their education and career paths, giving them insight into future opportunities. To further demonstrate the importance of this program, here is a quote from one of our previous SLEWS students who received a stipend award as a result of participation for the 2023-2024 school year:

“To be able to send this letter, writing about your impact on my life, is eyeopening because it reflects your support and your teachings. This is not an award to me, but a tug to a bright future that you have helped me discover. From the bottom of my heart, thank you. Thank you for providing support to the George Washington Carver community and the students. Thank you for supporting me. Thank you for being the light in the dark. This is something I will take and reminisce [about] throughout my life.”
With your support, we would be able to provide George Washington Carver School of Arts & Sciences with consistent access to the SLEWS Program that has a direct impact on the community. For the first year of the proposal, Soil Born Farms is excited to partner with the Center for LandBased Learning (CLBL) and the SLEWS Program to implement habitat improvement projects at their 55-acre historic ranch located within the American River Parkway. Through this project, students will have the opportunity to act as the "boots on the ground" assistance while learning about a cornerstone organization within their local community. Introducing students to the conservation strategies implemented by our various partners, students gain personal experience, learn about careers, and build critical skills. Year after year we have shown consistency with the commitment of our partners so we hope you will consider us a strong applicant for a 3 year funding opportunity.

Goals
The mission of the Center for Land-Based Learning is to inspire, educate, and cultivate future generations of farmers, agricultural leaders and natural resource stewards. The focus of our youth programming is to introduce students to the education and career pathways available to them in agriculture and natural resources. We equip students with the workforce development and leadership skills they need to be competitive in the job market. At the heart of our work are the experiential learning opportunities available to students that bring to life the topics they learn during field day trips.
For our SLEWS Program, field day visits are critical to students as they experience firsthand the work required to become environmental stewards and restore habitats. These hands-on opportunities help students explore and build their careers in agriculture, science, and technology. Our youth programs are developing the problem-solvers needed for a healthy, robust and sustainable world. Post-field day survey results indicate 95.7% of ITEM 12.1. ATTACHMENT 3
students are more interested in careers related to agriculture or natural resources after participating in the SLEWS program and an impressive
95.6% would consider doing SLEWS activities on their own or with others outside of the program. Additionally, 87% of students shared what they learned with family and friends, demonstrating the impact of SLEWS going beyond the students themselves. These results have stayed consistent year after year showing the great success our program achieves.
The overall objective of this project is to assist in the design and implementation of wildlife and pollinator habitat projects, incorporating outreach and learning opportunities to underserved communities increasing student exposure to college and career opportunities in the field of natural resources. This project will work to meet 5 separate objectives: 1.
Improving plant and forest health/productivity, 2. Working with agriculture operations to protect surface and groundwater quality. 3. Improve soil health, and 4. Enhancing habitat for terrestrial and aquatic species. 5.
Engage students in college and career opportunities in the field of natural resources. The project objectives will be carried out and based on the below measurable accomplishments and deliverables.
Through multi-phased fieldwork and associated in-class lessons, students build knowledge, perspective and personal connection to the land. Each 30-student cohort is matched with a regional restoration project and participates in ecological field studies where youth discover careers and college opportunities in natural resource management and environmental science. Students see the lasting impact of their work over multiple visits to their adopted project. In addition to the work itself, the impact of SLEWS is measured with student surveys at the beginning and end of the year, and assessments at each field day. These evaluation tools and methods are the result of years of collaboration and adaptation. The pre- and postsurveys were developed to assess changes in student knowledge, attitudes, and actions over the course of the school year. At the end of each field day, staff and mentors document student engagement in field day activities and record student quotes that demonstrate student learning and attitudes toward the environment. Key indicators include developing a connection to the land, seeing their potential to affect positive change and understanding the need for and effects of restoration. Each year we analyze student responses to these evaluation tools, share among our staff, and make appropriate changes to the program.
Progress toward restoration goals for the SLEWS Program are measured by the implementation of restoration tasks such as the number of plants installed or area of invasive weeds removed. An example of a typical SLEWS project is a native plant hedgerow which helps create wildlife corridors, increase biodiversity, and provide pollinator habitat. We are continually impressed with what SLEWS students can accomplish - a project like this involves planting 300-400 native plants (plus protective tubes), installing 3000-4000 feet of irrigation tubing and emitters, and other activities including mulching, plug planting, weeding, and building and installing wildlife structures. These accomplishments and our educational activities from each SLEWS field day are highlighted on our social media and website. As SLEWS is typically only involved in the first implementation year of a restoration project, long term maintenance and ITEM 12.1. ATTACHMENT 3
monitoring is accomplished by our restoration partners and the land managers themselves. SLEWS restoration projects are carefully chosen using the SLEWS participation guidelines to ensure that any project we are involved in has the support and long-term plan for success. In addition to our surveys, the SLEWS Program Manager conducts debriefing sessions after each field day to receive feedback from partners and mentors on the quality of the restoration work, the flow of the day's agenda, and the student and mentor experience. After the season is complete, the Manager meets with teachers and partners to assess the program as a whole and identify program strengths and areas of improvement for the following season.
