Alexandra Yakovleva
Artist/Participator
3/8/2025
Dear City of Rancho Cordova,
I am writing to share my experience from a series of Sunday workshops I attended at Ri-Nu Imagination, an organization run by Anu Aaltonen Bond. The workshops were led by various talented artists, including a veteran artist named John, who guided us through a variety of artistic techniques. Over the course of 2.5 months, we learned skills such as perspective, points of reference, shading, and how to blend acrylic paints using gradation techniques. John also shared his own artwork, filled with hope, dreams, and visions for the future, which inspired us all.
In addition to John’s workshops, we also had the opportunity to participate in a Zentangleworkshop led by a different artist. This session was particularly soothing and meditative, offering a chance for deep focus and calm through intricate, repetitive patterns. The Zentangle technique provided a peaceful escape and allowed us to center ourselves while engaging in a creative and mindful process.
What made these workshops particularly meaningful was their ability to help participants, including myself, process painful thoughts and emotional challenges. The winter months can be especially difficult, and the act of creating art allowed me to reflect and find healing through the creative process. The techniques I learned, as well as the new perspectives I gained through painting and Zentangle, gave me a fresh outlook on my own life and experiences.
At the conclusion of the workshops, we had a reception that included an art exhibit, where we had the opportunity to exhibit our paintings and drawings. This was an incredibly exciting moment, as we were able to share our thoughts, complement each other on our achievements, and reflect on how workshops helped us to connect and explore our artistic abilities. The sense of accomplishment and camaraderie was deeply moving.
Art, as taught in these workshops, provided not only an outlet for creative expression but also a tool for emotional healing. The opportunity to explore new points of reference, work through difficult emotions, and practice mindfulness was incredibly therapeutic. I am deeply grateful for the experience and the positive impact it has had on my life.
Sincerely,
Alexandra Yakovleva

Subject: Letter of Recommendation for Ri-Nu Imagination’s Healing Art Workshops
Dear Anu,
I am honored to write this letter in support of Ri-Nu Imagination and its Healing Art Workshops, led by the talented and dedicated Anu Aaltonen-Bond. As someone who has seen the power of art in fostering healing and emotional well-being, I wholeheartedly recommend continued funding for this invaluable program.
Anu Aaltonen-Bond’s work through Ri-Nu Imagination provides a unique and nurturing space where individuals from all walks of life can use creative expression as a tool for self-discovery and emotional resilience. These workshops offer participants the opportunity to heal, connect, and find solace in a supportive environment, especially those facing personal challenges, trauma, or mental health struggles.
Personally, I have seen the profound impact of artistic expression in my own life and within my family. Art has the ability to break through barriers where words may fail, offering an outlet for emotions that might otherwise remain unspoken. Programs like the Healing Art Workshops are essential in our communities, giving individuals the resources and encouragement they need to navigate life’s complexities.
I strongly urge you to support Ri-Nu Imagination and the Healing Art Workshops so that Anu Aaltonen-Bond can continue her mission of bringing creativity, healing, and connection to those who need it most. Her dedication, passion, and expertise make this program a cornerstone of community well-being.
Thank you for your time and consideration. Please feel free to reach out if you require any further information.
Sincerely,
Arjun Joshi

Description
The Rancho Cordova Film Office, in collaboration with the Rancho Cordova Police Activities League (PAL), seeks funding through the Community Enhancement and Investment Grant to provide an immersive, hands-on filmmaking experience for local youth. Building on the success of our 2024 student film The Mineshaft, we will engage approximately 20 - 25 students in the complete filmmaking process—from concept development to production and post-production—while fostering creativity, teamwork, and technical skills.
Provide Youth with Hands-On Filmmaking Training:
Engage 20 -25 local students in scriptwriting, directing, cinematography, sound recording, and editing.
Foster teamwork, leadership, and problem-solving skills through realworld film production.
Create an Engaging and Professional-Quality Student Film:
Develop an original, student-led sci-fi thriller (The Cave).
Utilize The Heartstoppers Haunted House as the primary filming location, with permission from the Cordova Community Council.
Encourage Positive Community Engagement and Career
Development:
Provide mentorship from industry professionals to inspire future careers in film, media, and the arts.
Showcase the completed film through community screenings and potential film festival submissions.
Teach Post-Production & Distribution Strategies:
Offer hands-on editing instruction to students using professional software.
Guide students on how to bring their film to market, including promotional strategies and festival submissions.
This program builds on our proven success with previous youth filmmaking initiatives. In 2024, our student-led horror film The Mineshaft was met with critical praise, showcasing the talents of local youth in both acting and filmmaking. Additionally, we collaborated with senior students at Kinney High School to produce another successful film. These experiences demonstrate that Rancho Cordova’s youth have both the interest and the talent to excel in filmmaking when given the right tools and mentorship.
By funding this project, the City of Rancho Cordova will provide students with a constructive, career-focused opportunity, keeping them engaged in positive community activities while fostering skills applicable to multiple industries.

Meals on Wheels Sacramento County: Senior Nutrition Services Provide a
Project/Program
Synopsis
Meals on Wheels is requesting $50,000 to serve 12,500 meals to City of Rancho Cordova senior residents through the Home Delivered Meal and the Restaurant Programs, at a shared cost of $4/meal.

Project/Program
Description
Meals on Wheels (MoW) will serve a total of 12,500 meals to an unduplicated 160 Rancho Cordova senior residents across both programs:
11,250 meals will be served through the Home delivered meal program; and 1,250 meals will be served through the Restaurant program .
MoW has operated the senior nutrition program since 2010, when the County of Sacramento could no longer sustain these vital services. Since then, we have served over 7 million meals and we are on track to serve our 8 millionth meal in early 2026. MoW is more than just a meal, we provide status checks and resources to help our seniors age gracefully and independently in their own homes and community. The pandemic uncovered a deep need in our community for nutritional support amongst our seniors:
according to MoW California, 18.2% of seniors live alone. MoW America states that meals for a senior for one year costs less than a day in the hospital or a month in a care facility. Our service and nutritional support helps keep our seniors healthy, preventing unnecessary hospitalizations and premature institutionalization. We provide nutrition education four times per year on topics relevant to our participants that helps them to make healthier- more nutrient dense- nutritional choices outside of our program, too.
The home delivered meals program delivers either a box of five frozen meals once per week or a hot meal daily, M-F. Our flagship program, we delivered 29,611 meals to 148 unduplicated Rancho Cordova residents in 2024, showcasing the true need in the City of Rancho Cordova for meal and support services. We utilize both paid and volunteer drivers, and most of our volunteer drivers have been with us for many years and have developed close relationships with their participants. Meals are made in Elk Grove, by Brick House Restaurant and Lounge and brought to our Harlin distribution center where volunteers pick up their route items for delivery to participants in Rancho Cordova.
In 2024, the Restaurant Program (RP) served 479 meals to 9 participants.
Prior to Covid, we had a Community Cafe in Rancho Cordova, and the RP has served some of those participants since. This program operated under the Great Plates program during Covid when Cafes were shut down. The seniors get a meal "credit" card, which is pre-loaded with the number of meal credits each month and the senior can take it to any of our restaurant partner locations during their open hours and eat one of our approved meals. It is a sit down meal, not a take out, and we find that our participants are meeting at the restaurant, or traveling to the restaurant and then sharing their meal together, fulfilling the social aspect of the traditional Congregate program. Our goal for the RP is to increase significantly meals and participants this year as we continue our search for an appopriate Community Cafe partner in Rancho Cordova.
These grant funds make up the City's share of costs of providing meals and gatekeeping services to Rancho Cordova seniors, allowing for 12,500 more meals to be served than the CDBG funding alone can support, a total of 23,750 meals will be served to Rancho Cordova seniors under the two grants.

Goals
Serve 12,500 meals to seniors living in the City of Rancho Cordova. We anticipate 160 unduplicated Rancho Cordova senior residents will be served under this grant:
11,250 meals will be served to 145 eligible, homebound and frail seniors that live in Rancho Cordova. Each senior will receive a frozen box of five meals once per week, a hot meal daily M-F, or a hybrid route that is a combination of five total hot and frozen meals.
1,250 meals will be served to 15 mobile seniors that live in Rancho Cordova. Each senior will receive a meal card that is loaded with the number of meal credits they can utilize each month. Meals do not accumulate, but are refreshed back to the appropriate total each month- it is a use it or lose it system. Participants can eat at any approved restaurant vendor and choose any of the approved meals during the vendor's open hours, providing more flexibility than the Cafe program allows. Currently, we have one approved vendor in Rancho Cordova, Brookside, and we hope to add another this fiscal year.
We will after daily review of route sheets and rosters, we run meal and participant counts reports monthly and quarterly, and can provide our spreadsheet to you quarterly or as requested to update you on our progress towards our goals.

MoW is primarily funded through the Older Americans Act funding through the California Department of Aging and Agency on Aging/Area4. MoW also receives support from Sacramento Housing and Redevelopment Agency, who executes CDBG funding for the City and County of Sacramento, CDBG and GF funding from the City of Citrus Heights, CDBG and CSG funding from the City of Elk Grove and CDBG funding from the City of Rancho Cordova. We are actively working to increase our private grants, fundraising events, public donations and foundation grants so we can increase the number of meals and seniors we serve.

Year 2025/2026, if

Meals on Wheels is the Senior Nutrition provider and has operated the senior nutrition program since 2010, when the County could no longer afford to sustain the program. Entering our fifteenth year of operations, our programmatic goal is to increase the number of meals and seniors we serve so no senior goes hungry in Sacramento County. We need the support of the public, our local governments and officials to achieve that goal. We are asking for $50,000, or 12,500 meals at $4 per meal to bridge the gap of what CDBG and other funders are able to fund and cover more of the meals MoW serves in the City of Rancho Cordova. We ask the same $4 per meal share of cost of all Cities and SHRA.
We are asking this year for a single year's funding as we hope to grow our Restaurant Program to serve more meals and seniors and also find a Community Cafe host so we can once again have a Cafe program in Rancho Cordova.

MoW serves meals Monday through Friday, 250 days per year, excluding holidays:
Independence Day, Labor Day, Thanksgiving and the day after Thanksgiving, Christmas Day, New Year's Day, MLK, Jr. Day, President's Day and Memorial Day.
However, our home delivered meal participants receive a double delivery when a holiday falls on their normal delivery day. Our hot participants receive one extra meal to warm up on the holiday and our frozen participants receive a second box of five frozen meals to cover the week of the holiday so participants are not without their meal(s) due to a holiday.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
MoW has a wait list of seniors waiting to receive meal service and the City of Rancho Cordova is no exception. If we are falling short of meeting our service goals, we will add additional volunteer routes in Rancho Cordova to increase the number of meals and seniors served to meet our goals.
MoW delivers a five meal pack of shelf stable meals to each home delivered participant to keep on hand in case of emergencies, which are funded by the County's Transit Occupancy Tax funds. If an emergency occurs that MoW is unable to deliver meals to a participant, we ask them to eat their SSM pack and we will replace it during our next regularly scheduled delivery. Fortunately, during our fourteen years, we have not missed a single meal route, showing our determination and resiliance.
While we provide the SSM's just in case, we work very hard to make sure each meal route is covered each day.
During the pandemic, when the stay at home order forced the closure of all of our cafes, our team pivoted to delivering meals to our cafe participants.
We have no doubt that we can make similar or other adaptations should the circumstances arise that force us to make changes. Our models are also easily scaleable, up or down to easily meet our scope of service goals.

School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the third-party endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. The United States Supreme Court has recently ruled in part that: “denying a generally available benefit [from government] solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified only by a state interest of the highest order.” The City is of the opinion that not all grants to religious schools are prohibited under this and other similar rulings. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says:
“[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. Project/Program
Synopsis
Cheer Connect aims to provide access to cheerleading and tumbling for low-income athletes by offering financial support and a comprehensive program that fosters teamwork, discipline, and personal development. We believe that every child, regardless of socioeconomic status, should have the opportunity to experience the positive impacts of cheerleading.
Provide a
Project/Program
Description
The rising costs associated with sports participation have become a significant barrier for many talented athletes, resulting in some being unable to complete their seasons or pursue their passions and goals. During their formative years, youth engagement in sports is crucial for maintaining an active lifestyle, as this period in their development is highly influential. It is essential for these young individuals to have access to positive mentorship and guidance as they navigate their athletic journeys.
The CheerXperience: Cheer Connect project offers several benefits to the community, promoting inclusivity, health, and social cohesion. Here are the key advantages:
1. Increased Access to Sports
By providing financial support and resources for low-income athletes, the project reduces economic barriers that often prevent youth from participating in competitive cheerleading. This inclusivity ensures that children from diverse backgrounds can engage in sports, promoting equality and access to physical activity.
2. Promotion of Health and Wellness
Cheerleading is an active sport that encourages fitness through exercise, coordination, and movement. By participating in CheerXperience, athletes will develop healthier lifestyles, which can lead to long-term physical and mental health benefits. Regular engagement in physical activity can reduce obesity rates and improve overall well-being in the community.
3. Development of Life Skills
Participants in the program will learn essential life skills such as teamwork, discipline, time management, and leadership. These skills are transferable beyond sports, providing young athletes with tools to succeed in academics, future employment, and personal relationships.
ITEM 12.1. ATTACHMENT 3
4. Fostering Community Engagement
CheerXperience will actively engage with local businesses, schools, and organizations to build a network of support. This collaboration fosters a sense of community ownership and pride, as local stakeholders come together to invest in the future of their youth.
5. Building Social Connections
The program will create a supportive environment where athletes can form friendships and bonds with peers who share similar interests. This social interaction can combat feelings of isolation and help create a sense of belonging, contributing positively to the emotional and social development of participants.
6. Encouraging Volunteerism
CheerXperience can inspire community members to volunteer as coaches, mentors, or event organizers. This involvement can enhance community ties and create a culture of giving back, as residents contribute their time and skills to support local youth.
7. Showcasing Talent and Diversity
Through performances and competitions, CheerXperience provides a platform for participants to showcase their talents. This visibility not only highlights the skills of the athletes but also celebrates the diversity within the community, fostering appreciation and acceptance among residents.
8. Economic Impact
By engaging local businesses as sponsors and partners, CheerXperience can stimulate the local economy. Events and competitions attract families and visitors, providing opportunities for local businesses to engage with a broader audience.
Conclusion
Overall, the CheerXperience project addresses critical gaps in access to competitive cheerleading while enriching the community by promoting health, inclusivity, and social cohesion. By investing in the youth of the community, the program lays the foundation for a stronger, more united, and empowered future generation.

describe your
sustainability plan
and whether it is
viable as a single
year request.
The sustainability of the proposed plan for our Cheer Connect program, which includes expenses for coaches' wages, athlete uniforms, travel, and competition fees, hinges on several factors.
1. Funding Source: If the funding is secured as a one-time grant, the plan may serve effectively as a single-year initiative, allowing the program to operate and support its athletes for that duration. However, reliance on a single funding request may pose challenges for long-term sustainability.
2. Cost Management: The proposed budget indicates substantial expenses, particularly for travel and accommodations. Cost management strategies, such as fundraising events or partnerships with local businesses, could enhance sustainability if the program seeks to extend beyond the initial year.
3. Program Outcomes: Evaluating the impact of the program on athletes' development and overall success will be essential. If the program demonstrates clear benefits and outcomes, it may attract further funding in subsequent years from donors or supporters.
4. Community Engagement: Strong community involvement and support can contribute to sustainability. Engaging parents, local businesses, and alumni may help create a network that supports the program financially and logistically over multiple years.
In summary, while the plan is viable as a single-year request and can effectively support the cheerleading team during that time, its long-term sustainability will depend on securing ongoing funding, effective cost management, demonstrable outcomes, and community support ITEM 12.1. ATTACHMENT 3

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
Recruitment and Retention:
Issue: Attracting and retaining a sufficient number of committed athletes may pose a challenge, particularly if there is competition from other activities.
Plan: Implement targeted recruitment strategies that highlight the benefits of joining the program, such as skill development, teamwork, and community involvement. Regular communication and engagement with athletes and parents can help maintain interest and commitment.
Skill Levels and Training Variability:
Issue: Athletes may have varying skill levels, making it challenging to ensure everyone progresses and feels included.
Plan: Create individualized training plans and utilize peer mentorship within the team to help less experienced members develop their skills alongside advanced athletes.
Injury Management:
Issue: Injuries can occur in cheerleading, impacting both individual athletes and the team as a whole.
Plan: Emphasize safety during practices, encourage proper warm-up and cool-down techniques, and ensure that coaches are trained in first aid.
Establish a clear protocol for handling injuries and ensure open communication with athletes regarding their health and well-being. 4 - Project/Program Location

Recycled Runway: Addressing Challenges with Strategic Solutions Participant Engagement & Retention
Potential Challenge: Some students may face scheduling conflicts, motivation dips, or unexpected
life events that could impact their participation.
Solution: We will offer flexible scheduling, mentorship support, and a collaborative learning
environment. Regular check-ins, peer encouragement, and progress tracking will ensure all
participants stay committed to completing their seasonal collections.
Sourcing Sustainable Materials
Potential Challenge: Ensuring a consistent supply of recycled and upcycled materials for garment

creative ways to repurpose textiles using what is available.
Community Awareness & Audience Growth
Potential Challenge: Expanding the program's visibility and ensuring strong attendance for the final
Recycled Runway Fashion Show.
Solution: We will launch an active marketing campaign, utilizing social media, local media
partnerships, and community collaborations. By involving participants in branding and promotional
efforts, they will gain valuable real-world marketing experience while helping build excitement
around the program.
Funding for Long-Term Sustainability
Potential Challenge: While initial funding supports program launch, ongoing financial sustainability is
crucial for future expansion.
Solution: In addition to CEIF funding, we will apply for SMUD's Shine Program and seek corporate
sponsorships and retail partnerships. Additionally, revenue generated from selling participant
designs at Atrium 916 and local retailers, will help reinvest into the program.
Technical & Equipment Accessibility
Potential Challenge: Some participants may not have prior experience using industrial sewing
machines or specialized design software.
Solution: The program includes introductory workshops that cover essential skills in sewing, pattern
making, textile printing, and digital design tools. Participants will receive hands-on training with
professional guidance to build confidence and technical proficiency.
Ensuring Program Impact & Measurable Success
Potential Challenge: Measuring program effectiveness and tracking longterm impact on participants.
ITEM 12.1. ATTACHMENT 3
Solution: We will collect participant feedback, pre- and post-program assessments, and success
stories to track skill development, employment pathways, and business ventures launched as a
result of the program. This data will guide future improvements and strengthen our case for
continued funding and support.
Potential Problem:
We don’t get full grant ask. The $16,800 budgeted for space rental.
Expanding to upstairs unit.
Solution:
We utilize the space we currently have.
By taking a solution-oriented approach to these challenges, Recycled Runway will not only
navigate potential obstacles but thrive as a dynamic and evolving program that empowers
young designers, strengthens the community, and promotes sustainability in Rancho
Cordova

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below.
Synopsis
Heart Craft Studio is committed to making art accessible in the Rancho Cordova community, regardless of age, ability, or socioeconomic status.
Through the Art for All Initiative, we aim to provide intergenerational workshops & art programs for underserved communities,
including seniors, veterans, and individuals with disabilities of all ages.

Project/Program
Description
For the past 4+ years, Heart Craft Studio has become a community safe space for accessible creative exploration. Being structured as a single member LLC business has positioned Heart Craft to become its own funding source for our deeper, more impactful work beyond paint & sips and private events. Through our business oriented endeavors, we have built out sustainability to provide free and low cost events to underserved populations in our community, such as our established partnerships with FCUSD, CRPD, and the VA. As previous
CEIF/Measure R grant recipients, our work together with the City of Rancho Cordova to expand our accessible and inclusive art programming has left a lasting impact on all of the individuals we have worked with so far, and we have become a known and growing resource for many individuals and organizations through our local collaborations and partnerships within these specific populations.
We recently shifted back to our roots as a mobile art studio, as we have organically grown out of the studio on Sunrise and into the community. Our existing work with our local underserved communities includes several established partnerships: we currently organize and run monthly workshops with FCUSD’s Walnutwood School - Adolescent Parent Program, bimonthly creative workshops with a group of local disabled veterans with the VA (we held several of these classes at city hall this year!), monthly adaptive art events with local senior centers and memory care facilities, as well as a robust line up of low-cost, weekly classes through Cordova Recreations & Parks District catalog and facilities. Through these existing programs, we see the need and value of establishing more of these local partnerships and opportunities to serve even more individuals in these populations in our city.
We plan to continue these existing programs mentioned above in-kind, but we are seeking this funding to help us expand access to our art education and community connection services by increasing the opportunities to participate through more free and low-cost events, as well as build more awareness of our services to the people and ITEM 12.1. ATTACHMENT 3
populations who would benefit most from them.
We see time and again in our all-ages classes the value and impact our artists leave with by creating alongside other artists of ALL ages and abilities. The dynamic between young and and young-at-heart artists is one that is full of support, encouragement, wisdom, storytelling, and playfulness. The connections that happen in our classes have inspired us launch intergenerational workshops, which aim to intentionally bring youth, seniors, and families together to create AND connect. It is our hope that through creating art and connections together, these events will enhance social well being for ALL, and foster a sense of belonging and inclusion for all participants. By bringing diverse community members together through creative expression, the opportunities for mentorship, storytelling, and a deep sense of community is sure to come our of each event, feeling seen and heard through each participants individual expressions of art.
We seek to continue to expand our community-based art workshops specifically for our community's youth, seniors, veterans, and underserved communities by focusing on the following goals: building upon our existing operations with our current partnerships in serving these specific participant segments by launching intergenerational art experiences, hosting free and low-cost events for each of these underserved populations in Rancho Cordova, provide adaptive art participants with their own adaptive creative tools to take home with them in an effort to create even more accessibility to their own creative expression, and expand our local partnerships with new centers and facilities that serve these populations, and growing our team of talented, nurturing creative instructors and assistants to continue to support the work we have become most known for in our community. This initiative builds upon our previous grant-supported work with the Community Enhancement and Investment by continuing and expanding upon our accessible and inclusive art programming, which from inception has aimed to foster creativity, strengthen social connections, and enhance the well-being of our community participants.
Tell us about your
Project/Program
Team
Our current project team includes myself, Danielle Vinson, owner and founder of Heart Craft Studio. I have a tiny but mighty team of incredibly talented creative instructors that are all adaptively trained and highly experienced in accessibility, inclusion, and supporting/guiding adaptive art experiences. My team is currently comprised of Alex Rutz, Kristin Fuller, and Isabella Mapuana. We hope to open 1-2 new positions on our team to help support these expanded operations through the Art for All Initiative.

Goals
Goals & Objectives
1. Expand access to art education We currently run several separate, low-cost, ongoing community partnerships in Rancho Cordova serving these specific participant demographics (detailed in our project description), which we plan to continue in-kind. With this grant funding, we aim to expand these services and continue to build new partnerships even deeper into our community by offering more free and low-cost creative events and workshops aimed toward intergenerational and underserved communities within our city boundaries.
2. Provide participants with adaptive tools they can keep The cost of adaptive supplies is unnecessarily high due to its assumed need. In an effort to reduce the barriers for differently abled artists, we seek to equip participants with their own adaptive tools/devices at no cost to them (like silicone grips, foam grips, adaptive creative tools, etc.), in an effort to inspire participants to create their art both in our workshops/events and on their own, too.
3. Grow our team to support increased operations We currently have a team of four nurturing and talented creatives that are all trained and experience with working with a wide variety of individuals. We are eager to open up 1-2 new positions within our team and train them to become more adaptively trained, accessibility and inclusion focused individuals in our community which organically enhances the quality of life for Rancho Cordova residents of all abilities by providing more disability-aware and support-friendly individuals both in our events and out in town.
4. Promote intergenerational engagement Through all-ages events, we aim to promote intergenerational connections by creating specific opportunities for youth, seniors, and families to collaborate and connect through engaging creative projects.
5. Increase our local partnerships to serve these populations We currently have several local partnerships that we plan to continue to serve in kind, but with this funding, we seek to expand our local partnerships in Rancho Cordova with other organizations and groups that meet the prospective criteria.
6. Increase awareness of our services to the people who would benefit most from them We are exceptionally confident in the services we provide, but we recognize the importance of being able to reach the individuals we aim to serve. Through a strategic marketing and outreach plan, we aim to become a more prominent
pillar/resource for accessibility and inclusion in the arts.

We recognize the work we do as being more aligned with the non-profit sector. Separately from this initiative, we plan to establish a separate 501c3 non-profit to open more doors and funding opportunities to help us expand our services on a larger scale. We do not currently have those steps in place, however we hope to make some progress in this area over the remaining months in 2025 and will begin to pursue more funding opportunities as we advance. We do not anticipate any overlap, as we are aware of the process and nature of these things, however we are committed to the continued expansion of these services and will ensure that future funding opportunities are focused on other goals in an effort to maintain the integrity of the investments.

Implementation Timeline
Projected Start Date: July 1, 2025
Quarter 1: Program development, community outreach, scheduling, and hiring.
Quarter 2: Free community event to explore our services and connect with our local underserved populations, with an emphasis on accessibility, inclusion, and intergenerational connections, in an effort to boost awareness of upcoming low-cost workshops and partnership opportunities
Quarter 3: Free event to kick off the official launch of low-cost intergenerational and underserved community workshops. Launch 1-2 new partnerships.
Quarter 4: Free showcase community event of of participant artwork, impact assessment, and future planning. Continued services across all partnerships.
End Date: June 30, 2026
What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
The acquisition of low-cost facilities to support these workshops and events will be our biggest challenge, however I am confident that through our existing partnerships, network, and presence in our community, we will be able to navigate this challenge smoothly. We have utilized city hall's facility rentals this year and the partnership has been quite smooth and pleasant - while we hope to continue getting out into our community, we will definitely utilize city hall's facility options for any program facing a venue constraint.

The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. Description
The Rancho Cordova First-Time Homebuyer Education Program aims to address the critical challenge of low homeownership rates within our community by implementing a personalized, supportive approach to homebuyer education and mentorship. Our program is designed to break down the complex barriers that prevent many Rancho Cordova residents from achieving homeownership. We focus on creating a supportive learning environment where potential homebuyers can gain knowledge, build confidence, and develop concrete plans for achieving their homeownership goals.
The program will operate through three interconnected components:
Personalized Homebuyer Coaching: Each participant will receive personalized, one-on-one coaching sessions with experienced homeownership counselors. These sessions will help participants assess their current financial situation, identify barriers to homeownership, and create actionable plans to address these challenges.
Financial Literacy Workshops: Monthly workshops will cover essential topics including credit improvement, saving for down payments, understanding mortgages, navigating the homebuying process, and maintaining a home. These workshops will be practical and interactive, providing participants with useful tools and resources.
Peer Mentorship Network: We will connect program participants with recent successful first-time homebuyers from Rancho Cordova who can share their experiences, provide encouragement, and offer practical insights about the local housing market.
This program will directly benefit the Rancho Cordova community by:
Increasing homeownership rates, particularly among underrepresented groups
Building generational wealth and economic stability for residents Empowering community members with financial knowledge and confidence
Creating a supportive network of homebuyers and homeowners within Rancho Cordova
Addressing the specific challenges faced by Rancho Cordova residents in today's housing market
The program aligns perfectly with the City's Community Enhancement & Investment Fund guidelines by directly addressing community needs, fostering personal development, promoting economic stability, and creating lasting positive change within Rancho Cordova.

Re: Rancho Cordova First-Time Homebuyer Education Program To whom it may concern,
I am writing to support the application by Dr. Jeffrey Mrizek for his project Smart Start AI.
Jeffrey is a fellow in the Sacramento Entrepreneurship Academy's 2025 cohort. His project is well developed and ready to offer to the communuity. Home ownership is the primary path to self-sufficiency and family wealth in the US, and home ownership is increasingly out of reach. There is an unacceptable percent of our population living paycheck to paycheck. This economic status keeps a too-high percentage of our population at risk of devastating financial events and risk of bankruptcy.
Homebuyer education will help first time homebuyers develop the plan and courage to begin to establish family wealth. I encourage you to accept Dr. Mrizek's project for funding and delivery.

Michael Freedman

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below.
Kumon of Rancho Cordova: Math and Reading Tutoring Accelerator for All Children
Provide a
Project/Program
Synopsis
Free Math and Reading Tutoring for low-income families attending a public school in Rancho Cordova with children ages four and above at Kumon of Rancho Cordova, an established and successful franchise of the world renown Kumon Method with over 60 years of success.
ITEM 12.1. ATTACHMENT 3
Provide a
Project/Program
Description
Free Tutoring at Kumon of Rancho Cordova would be available for up to 20 families who qualify for CalFresh/SNAP/EBT Cards attending a public school in Rancho Cordova, limited to one subject per child, Math OR Reading.
Students receive a free assessment and individualized learning plan from Irene or Sung, the center owners and instructors. Students come to the center for instruction twice a week, 30 minutes per session, and receive individually prescribed Kumon worksheets to complete at home on days when not at the center.
Students who do not have the transportation and have internet access or a tablet at home may use KumonConnect.
As Kumon owners and instructors, we have been trained to carry out the following Kumon worldwide mission statement in our very own communities:
Through Kumon Method study, we aim to help each child fulfill his or her own potential by developing academic ability, as well as the mindset and skills for self-learning, so that they become independent individuals who can play an active role in society in the future.
We, at Kumon, including at our specific Rancho Cordova center, have helped millions of children not only obtain the ability to read, write and do math, but to reach above grade-level standards and complete this in an accelerated yet frustration-free time-frame.
Rancho Cordova is home to a number of elementary schools, some with as high as 90% of economically disadvantaged students (Cordova Villa Elementary), and extremely low math and reading scores (e.g., At Rancho Cordova Elementary, only 12% of students scored at or above the proficient level for math, and 19% scored at or above that level for reading).
Receiving this grant would be an extremely important opportunity to reach children and youth in the community who would greatly benefit from Kumon and would otherwise not be able to afford such services.
Please see attached a 2023 news article about a Kumon center in Kentucky who partnered with a non-profit called the Louisville Urban League to provide free tutoring services for public school students, similar to our grant proposal.

Team
My husband Sung Kim and I, Irene Kim have owned and operated Kumon of Rancho Cordova for over 10 years. We are extensively trained and certified professional Kumon instructors, and each have B.A.s from top universities and J.D.s from top law schools. We employ 10 part-time graders/assistants, many who are previous Kumon students. We also work with a few local homeschool charter schools requiring intensive applications and background checks. We are passionate about education and have an earnest desire to help children succeed.

Goals
"Kumon Tutoring for All" Goals:
Fill all 20 spots for free tutoring by reaching out to economically disadvantaged public elementary schools in Rancho Cordova, and enrolling families who qualify for CalFresh/SNAP/EBT Cards.
Track each student's individual progress with an initial assessment, twice weekly assignment assessments, prescribed individual study plan, and achievement test progress reports.
Students should complete each level, i.e., grade, in Math or Reading within 1-3 months, and depending on initial assessment, reach gradelevel or above grade-level within that timeframe (e.g., if student is 1 year behind grade level, aim to reach grade level within 6 months).
Be aware that these families may be in need of more regular and frequent support and communication.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
CEIF notification of decisions would go out by late June, so we would need to reach out and partner with teachers and schools before the school ends for possible candidates.
Other anticipated challenges and proposed solutions:
1. We do not fill the 20 spots (which seems unlikely), or qualified students who sign up do not show up or un-enroll. In this case, we have many existing families at our Kumon of Rancho Cordova (about 150 on average) and would use income tax returns to provide the grant benefits to existing families.
2. Proof of economic disadvantage: Look to EBT Cards, but possibly Income Tax Return for the previous year.
3. Proof of student enrollment at Rancho Cordova Elementary School: We would need to explore which documents would be acceptable. 4 - Project/Program Location

Description
The American River Parkway Foundation’s Parkway CONNECT program is dedicated to fostering inclusive, engaging experiences that bring the community to the American River Parkway. We are launching the Art in the Parkway project as part of this program initiative. This project will host free events focusing on creative expression through hands-on art and writing. In partnership with Heart Craft Studio and 916 Ink, this program will provide accessible, no-cost opportunities for individuals of all ages to engage in artistic and literary activities while exploring the Parkway.
As an extension of Parkway CONNECT, Art in the Parkway builds upon our existing efforts to introduce new and diverse audiences to the Parkway. By integrating art, writing, and outdoor exploration, we aim to remove barriers to engagement and provide alternative pathways for individuals to connect with nature in meaningful ways. This initiative will work with Heart Craft Studio and 916 Ink twice per year, for a total of 4 events at the River Bend Outdoor Educational Center located in Rancho Cordova.

Description
The Western Swing Hall of Fame Festival is a beloved annual event held in Rancho Cordova that celebrates the history and cultural significance of Western Swing music. This festival, held every first weekend of October, brings together musicians, dancers, and music enthusiasts from across California and beyond. It honors the legacy of Western Swing, a genre that blends jazz, country, and folk music, and provides a space for people of all ages to experience and appreciate this uniquely American style.
Local Roots
Western Swing has deep roots in Sacramento County's history, and the festival serves as a vital part of preserving and sharing that history.
Rancho Cordova has long been a hub for music and community, and this festival strengthens that connection by drawing attention to the area's role in shaping Western Swing’s evolution. The festival’s live performances feature top Western Swing musicians and provide an opportunity for attendees to learn about the genre’s rich past. It also offers dance lessons and educational workshops, allowing people to immerse themselves in the music and history of Western Swing.
The festival’s impact extends beyond the music. It fosters a sense of community pride and strengthens local connections. Rancho Cordova residents come together to support the event, volunteering, attending, and contributing to the city’s cultural vibrancy. The festival provides an opportunity for residents to interact with visitors from across the state and beyond, enriching the local cultural landscape. It also plays a role in promoting Sacramento County’s broader historical significance, drawing attention to its influence on Western Swing and its continued role in California's musical scene.
Economics & the Community
Economically, the festival has a substantial impact on local businesses. It draws visitors from outside the area, increasing business for local hotels, restaurants, and shops. With more people attending the event each year, the festival supports the growth of Rancho Cordova as a cultural ITEM 12.1. ATTACHMENT 3
destination, benefiting local vendors and helping to establish the city as a hub for arts and music. Local businesses can also engage with attendees through sponsorships and vendor opportunities, which help build longlasting partnerships with the community and festival-goers.
Expansion
In 2025, we aim to expand the festival’s scope and impact. By adding more performances, workshops, and interactive activities, we intend to make the event larger and more inclusive, reaching a broader audience and enhancing the festival’s cultural and educational value. Our goal is to make this festival an even more integral part of Rancho Cordova’s cultural calendar while preserving the rich heritage of Sacramento County in the process.
The CEIF grant will be crucial in making this growth possible. With this support, we plan to elevate the festival by improving production quality, expanding marketing efforts, and reaching a wider audience. The funding will help us create a more significant community event, increase visibility, and ensure that the festival becomes more sustainable over time.
As we look to the future, we are committed to building a festival that not only showcases the history of Western Swing but also supports local businesses, encourages community involvement, and continues to celebrate the cultural heritage of Sacramento County. We plan to diversify funding sources through sponsorships, ticket sales, and merchandise, allowing the festival to grow and remain a staple of Rancho Cordova’s cultural identity.
The Western Swing Hall of Fame Festival is not just an event; it’s a celebration of community, history, and music. It highlights Rancho Cordova’s place in California’s cultural landscape while creating opportunities for the community to come together and celebrate their shared heritage. With the support of the CEIF grant, we will continue to enhance the festival, making it a lasting tradition that draws visitors from near and far, celebrates Sacramento County’s musical history, and brings lasting value to the community.
