Potter the Otter:

Potter the Otter: A Healthy Adventure was created by

About the Exhibit
Potter invites visitors to join him on a healthy adventure to be their best selves. With his friends – Moose, Goose, Toada, and Kanga – he sets off to catch the fastest fish, the Rainbow Racer, in order to achieve his goal of joining the water polo team. Along the way, Potter learns that drinking water, eating fruits and veggies, and being active will help him be the best he can be.

In Potter’s world, visitors can snap a commemorative photo in front of Potter’s house before visiting The Market to shop for fruits and veggies that feel, smell and look like the real deal. Kids will have fun preparing a healthy meal at Moose’s Café and figuring out what a balanced plate of veggies and fruits looks like at the Food Puzzle.

Potter and his buddy Toada splash around in Bubbling Brook and help kids discover that water is better than sugary drinks at Sugar Drop Plinko and Water Fountain Challenge. Kids can meet up with the Kangas at Lapis Lake and explore how exercise improves moods by playing with the Happy Exerciser and competing in a Pedal Boat Chase against family and friends.

Near the end of Potter’s exploits, children can help Potter catch the Rainbow Racer and take his well-deserved place on the water polo team – celebrating the healthy choices of eating fruits and veggies, drinking plenty of water, and being active.

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below. School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the third-party endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. The United States Supreme Court has recently ruled in part that: “denying a generally available benefit [from government] solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified only by a state interest of the highest order.” The City is of the opinion that not all grants to religious schools are prohibited under this and other similar rulings. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says:
“[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Synopsis
Building on the established success of the Rancho Cordova Certified Farmers' Market, this proposal will further develop the market's quality and reach through family-friendly amenities; improved equipment and staffing; and substantial enhancements to signage and marketing.

Description
The Sunrise Station Farmers' Market served the Rancho Cordova community for years under the management of Dan and Renae Best. In 2024, the market was transferred to the management of Alchemist CDC.

While Alchemist has preserved the many strengths of the market (support for local farms and affordable access to fresh produce), we've also sought to improve the market and deepen its connection to the community of RC.

This involved renaming the market to the Rancho Cordova Certified Farmers' Market (RCCFM); increasing outreach to residents and stakeholders; diversifying the market with offerings like coffee and hot food; introducing tables and chairs, adding small touches to welcome children with sidewalk chalk and hula hoops, and seeking partnerships with groups and organizations within RC such as Bicycling Advocates for Rancho Cordova and.Rancho Cordova Arts. Through a $5000 grant from the City of Rancho Cordova, we were also able to commission two face-inthe-hole photo opportunity boards from artists living in the City, which will be debuted at the market by April.

These efforts have made a real impact, with the market attracting more customers overall and reaching a new peak of 950 customers in midAugust. Long-time vendors at the market have reported feeling reenergized by the improvements and happy to continue selling their fruits and vegetables in Rancho Cordova. Many of the new customers at the market are families with young children, who enjoy the friendly atmosphere and delicious, nutritious foods available, but have remarked upon their desire for additional kid-friendly activities. We are actively seeking to establish relationships with Rancho Cordova-based artists to set up two arts/crafts booths with rotating vendors in order to provide these artisans with additional economic opportunities within their city.

While we have seen encouraging successes in the first year of our operations, there are many areas ripe for improvement to be addressed with this proposal:

Although we have attracted new customers, we still find that only a small percentage of RC residents have visited the market even once.

ITEM 12.1. ATTACHMENT 3

Page 1641 of 1939 ends

We aim to change this by partnering with Sacramento Regional Transit to place improved signage, as well as with a marketing campaign that will involve placing flyers in businesses and community areas as well as sending postcards to targeted neighborhoods. We have also designated a portion of our budget for promotions that can be used for at-market drawings, veggie vouchers, and more that will allow us to experiment with small-scale promotions and learn which approaches most effectively attract new customers and visitors to the market.

In addition to signage which will raise awareness of new customers, we have identified a need for signage in three other categories. First, wayfinding signage deployed during the market will help customers accessing the market via automobile to safely find the designated parking areas and avoid incidents of turning in to the market area.

Second, there is a need for pole-mounted signage in the market area warning drivers that it is a no-parking area on Saturday mornings.

Occasionally, cars are left parked in the market area overnight and create potential hazards and conflicts as the market sets up around them. Third, there is a need for temporary signage to be deployed during market hours to reserve some of the immediate parking spaces as ADA Accessible, as the permanent ADA spots in the parking lot are located at the far end of the lot toward the railroad. (Combined signage, marketing, and promotions: $10,300)
Due to the nature of market operations, we must keep the bulk of our market equipment (cones, canopies, tables, chairs, etc.) in a storage container at the light rail station. Our current container is in poor condition with bad ventilation, leading to consistent issues for the equipment stored within it as well as a less-than-desirable aesthetic from the exterior. SacRT is working to erect fencing behind which the container can be stored, but the container itself also needs to be replaced with a container in better condition with appropriate aftermarket ventilation. ($6000) To enhance the family atmosphere of the market, we aim to purchase two large rolls of soft artificial turf that can be laid out as a sort of picnic area during the market. We intend to add a children's play farm stand and a small toddler slide on the turf as well. ($830) With the addition of amenities, our set up and clean up process is more demanding. To address this, we propose funding the addition of a part-time market assistant and the purchase of a safe utility cart. ($7626)

Provide your
Project/Program
Goals

1. Increase market attendance by 40% year over year (e.g. comparing the first Saturday in August 2025 to the first Saturday in August 2024).

Attendance is taken by the market manager who walks the entire market on regularly scheduled intervals with a click counter, tracking the number of people present at each of those intervals and adding them together at the end of the day. We intend to evaluate July 2025 - June 2026 for this metric.

2. Increase annual CalFresh/Market Match distribution at RCCFM by 25%, when comparing 2024 to 2026. 2024 combined CalFresh/Market Match was $50,449. Given that this grant will not be awarded and put into use until halfway through 2025, we cannot expect it to result in this level of growth in 2025, but aim to see this growth accomplished by 2026. All CalFresh and Market Match distribution at the market is meticulously tracked by our CalFresh at Farmers' Market team.

3. Raise the profile of RCCFM. While this is a difficult metric to track and has no perfect dataset, we aim to measure this by seeing our total social media follower count for RCCFM profiles on Instagram and Facebook double (currently a combined 674 followers). We also aim to see RCCFM covered in three pieces of local reporting by June 2026.

4. Increase first time market visitors by 500 through promotions and marketing, tracked by incentivizing visitors to bring marketing postcards, special event flyers, etc., with geographic information to the market so that we can evaluate which promotional and marketing approaches are most effective in different areas of the city.

5. Promote RCCFM with a postcard campaign by August 2025. If there are delays in the grant award that make this timeline impracticable, the postcard campaign will be shifted to Spring 2026 as it would not be the best use of resources to make a major promotional push too late in the growing season.

Describe any funding
secured or being
sought for this
project/program?
The CalFresh and Market Match programming elements of the RCCFM are funded by the California Market Match program (CMMC Funding). We are also seeking additional funding from the County of Sacramento to support that work. We have operated CalFresh/Market Match in Sacramento County since 2011 and have established and stable funding.

Other costs are supported by funding from farmers' market vendor stall fees and Alchemist CDC's unrestricted general funds.

We are also seeking sponsorships for the market.

At present, RCCFM does not use volunteers, but we plan to incorporate volunteer opportunities this year as we have extensive experience working with volunteers in other programs.

Assuming timely award of the grant funds:

1. July 2025: Order new shipping container and all other equipment except signage. Add after-market accessories to the shipping container (vents, specialty lock, GPS tracker) upon receipt. Deploy equipment as it is received. Design and order postcard marketing campaign. Post job for Market Assistant.

2. August 2025: Design and order all signage. Conduct interviews and hire Market Assistant. Promote market enhancements via social media. Begin promotions to attract new customers (e.g. distributing veggie vouchers at a back to school night, hosting drawings for market prize packs, etc.). Conduct press outreach.

3. September 2025: Receive and deploy all signage. Continue promotions throughout the year. Deploy signage.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
The most significant challenge we anticipate would be a delay in the final award of grant funds, which would impact our marketing timeline. RCCFM is a year-round market, but the market is at its most attractive and vibrant from May - October, when the most desirable summer crops are available (stone fruit, sweet corn, melons, tomatoes, peppers, etc.). When attracting new customers, it is ideal to reach them in the first half or mid-point of this peak season. If our postcard campaign could not be deployed in time, we would run it in March/April 2026.

Additionally, current federal policies including tariffs are causing high fluctuations in item pricing and current equipment prices may change substantially by the time of grant award. To accomodate this, we have budgeted room for price fluctuations on all items.

Re: Sacramento Regional Transit District (SacRT)’s Strong Support For Alchemist CDC’s Application For The City of Rancho Cordova Community Enhancement & Investment Fund Grant

Dear Community Enhancement & Investment Fund Review Committee, On behalf of SacRT, I am writing to express our strong support of Alchemist CDC’s grant application for the City of Rancho Cordova’s Community Enhancement & Investment Fund Grant. SacRT owns the Sunrise Light Rail Station Park and Ride Lot at which Alchemist CDC operates the Rancho Cordova Certified Farmers’ Market. Alchemist CDC operates under an executed lease arrangement for the use of the parking lot.

We are aware of and supportive of the Alchemist CDC Community Enhancement & Investment Fund application to improve the farmers’ market and have previously met with their team to discuss locations for signage to attract new customers to the market, provide way-finding signage, and the placement of signage to warn against parking in the designated market area on Saturday mornings.

Furthermore, we are supportive of their efforts to enhance the farmers’ market with additional marketing, amenities, staffing, and equipment.

For the above reasons, we strongly support Alchemist CDC’s grant application.

Thank you for your time and consideration.

Sincerely,
Henry Li

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below.

School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the thirdparty endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says: “[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. ARK Strategies: Comprehensive Cybersecurity Assessment Services for Small Businesses and Non-Profit Organizations
Provide a
Project/Program
Synopsis
ARK Strategies Inc. proposes partnering with Rancho Cordova to enhance cybersecurity for 25 local small businesses and non-profits. Through assessments, strategic improvements, and training, we'll strengthen defenses against escalating cyber threats, including those amplified by AI advancements.

This initiative safeguards critical community pillars, fostering resilience and security.

Provide a
Project/Program
Description
Project Objectives, Methodology, and Deliverables
Objectives: To conduct comprehensive cybersecurity assessments, mitigate vulnerabilities, implement strategic improvements, and promote cybersecurity best practices among small businesses and non-profit organizations.

Methodology: A systematic approach encompassing consultations, assessments, scanning, testing, policy reviews, and training.

Deliverables: Cybersecurity assessment reports, action plans, policy recommendations, and training materials for each participating entity.

Selection Process for Participating Small Businesses and Non-Profit Organizations
In collaboration with the City of Rancho Cordova, business advocacy groups, and community organizations, ARK Strategies Inc will employ a targeted and collaborative method to select 25 entities, aiming to support those vital to the city's economic and communal fabric.

Criteria for Selection:

Vulnerability and Need: Priority given to entities showing clear vulnerability to cyber threats and a significant need for cybersecurity enhancements.

Community Impact: Preference for entities that provide essential services or significantly contribute to local economic development, job creation, and community support.

Commitment to Improvement: Entities must be dedicated to enhancing their cybersecurity posture through the implementation of recommended measures and participation in training programs.

Diversity and Inclusion: Focus on achieving a diverse selection of businesses and non-profits, including those owned by underrepresented groups or located in economically disadvantaged areas.

Justification for Including Local Non-Profits
Incorporating local non-profit organizations into this cybersecurity initiative recognizes their integral role in serving the Rancho Cordova community. Nonprofits are the backbone of our community, providing essential services related to community engagement, arts, culture, history, entertainment, community pride, and overall quality of life. Unlike larger businesses, non-profits often operate with limited budgets and minimal IT resources, making them particularly vulnerable to cyberattacks. They manage sensitive client data, process donations, and coordinate vital community programs, all of which are at risk if their systems are ITEM 12.1. ATTACHMENT 3

Page 1654 of 1939 ends

compromised. A cyberattack could disrupt their services, damage their reputation, and divert critical funds away from their core missions. By bolstering their cybersecurity, we not only protect these organizations but also safeguard the community members they serve, ensuring the continuity and integrity of essential services that contribute significantly to Rancho Cordova's social fabric and overall well-being. This initiative provides non-profits with the immediate attention and resources they desperately need to protect themselves and continue serving the community.

Expected Benefits
Investing in this project will markedly elevate the City of Rancho Cordova's stature as a leader in business support and community safety, showcasing our commitment to fostering a business-friendly environment that prioritizes the welfare of its enterprises and citizens alike. By significantly enhancing digital security, we not only protect our economic assets but also demonstrate to current and potential businesses that Rancho Cordova is a forward-thinking city dedicated to their success and security.

The initiative will bolster economic and communal resilience, ensuring that our local businesses and non-profits can thrive even in the face of increasing cyber threats. This resilience translates into a more stable local economy, with businesses that are better equipped to grow, innovate, and contribute to the community without the looming fear of cyber disruptions.

Supporting regulatory compliance is another critical benefit. As businesses increasingly navigate complex digital regulations, this project will provide them with the necessary tools and knowledge to meet these requirements efficiently, thereby avoiding potential fines and legal complications that can detract from their focus on growth and service delivery.

Moreover, by offering cost-effective cybersecurity solutions, we are removing a significant barrier for small businesses and non-profits that might otherwise be unable to afford such critical protections. This approach not only secures their operations but also signals to the broader community and potential investors that Rancho Cordova is a city that invests in its future, cares deeply about its community, and takes tangible steps to ensure its collective prosperity and safety.

Ultimately, the expected benefits of this project extend beyond immediate cybersecurity improvements. They encompass fostering a more robust economic environment, enhancing the city's reputation as a supportive and secure place to do business, and strengthening the social fabric by ensuring that the organizations serving our community are protected. This initiative is a clear statement of our commitment to the city's long-term economic and social wellbeing, reinforcing Rancho Cordova's image as a city that is not only businessfriendly but also deeply committed to the security and success of its community.

Comprehensive Cybersecurity Assessment Services for Small Businesses and Non-Profit Organizations
Applicant Organization: ARK Strategies Inc
Project Title: Comprehensive Cybersecurity Assessment Services for Small Businesses and Non-Profit Organizations
Number of Beneficiaries: 25 Small Businesses and Non-Profit Organizations in the City of Rancho Cordova
ARK Strategies Inc. is requesting $375,000 in grant funding Executive Summary
ARK Strategies Inc. seeks a partnership with the City of Rancho Cordova to enrich our community by providing comprehensive cybersecurity assessment services to 25 local small businesses and non-profit organizations. Supported by the City's Community Enhancement & Investment Fund, this initiative enhances the cybersecurity resilience of these critical community pillars. Through evaluations, strategic enhancements, and training, we'll fortify their defenses against escalating cyber threats, made more dangerous by recent AI advancements.

This proposal directly meets the CEIF funding criteria by: enhancing public safety by safeguarding sensitive data and essential services; supporting economic growth by protecting local businesses from costly cyberattacks; and improving the quality of life for Rancho Cordova residents by fostering a secure and thriving community. Addressing the cybersecurity risks to these vital entities is an investment in the continued prosperity and resilience of Rancho Cordova.

This initiative demonstrates our commitment to protecting the digital infrastructure of essential organizations. ARK Strategies Inc. is eager to partner with the city council and staff, combining our objectives and resources to foster a safer, more vibrant community.

Importance of the Proposal
In an era where digital integrity is crucial, the security of small businesses and non-profit organizations is fundamentally linked to robust cybersecurity defenses. These entities are pillars of Rancho Cordova's economic diversity, innovation, and communal identity. The increasing sophistication of cyberattacks, fueled by advancements in artificial intelligence, makes enhanced cybersecurity measures more critical than ever. By addressing this urgent need, this proposal ensures a secure operational environment, protecting Rancho Cordova's economic and social assets. This initiative sets a precedent in municipal cybersecurity support, highlighting our commitment to a secure, thriving, and resilient local economy.

Project Objectives, Methodology, and Deliverables
Objectives: To conduct comprehensive cybersecurity assessments, mitigate vulnerabilities, implement strategic improvements, and promote cybersecurity best practices among small businesses and non-profit organizations.

Methodology: A systematic approach encompassing consultations, assessments, scanning, testing, policy reviews, and training.

Deliverables: Cybersecurity assessment reports, action plans, policy recommendations, and training materials for each participating entity.

Selection Process for Participating Small Businesses and Non-Profit Organizations In collaboration with the City of Rancho Cordova, business advocacy groups, and community organizations, ARK Strategies Inc will employ a targeted and collaborative method to select 25 entities, aiming to support those vital to the city's economic and communal fabric.

Non-profits are the backbone of our community, providing essential services related to community engagement, arts, culture, history, entertainment, community pride, and overall quality of life. Unlike larger businesses, non-profits often operate with limited budgets and minimal IT resources, making them particularly vulnerable to cyberattacks. They manage sensitive client data, process donations, and coordinate vital community programs, all of which are at risk if their systems are compromised. A cyberattack could ITEM 12.1. ATTACHMENT 3

Page 1665 of 1939 ends

disrupt their services, damage their reputation, and divert critical funds away from their core missions.

Investing in this project will markedly elevate the City of Rancho Cordova's stature as a leader in business support and community safety, showcasing our commitment to fostering a businessfriendly environment that prioritizes the welfare of its enterprises and citizens alike.

This initiative is a clear statement of our commitment to the city's long-term economic and social well-being, reinforcing Rancho Cordova's image as a city that is not only business-friendly but also deeply committed to the security and success of its community.

Project/Program
Synopsis
FCCP’s initiative empowers multicultural under-resourced families in Rancho Cordova through arts, education, and civic engagement. By hosting cultural events, financial literacy workshops, and leadership opportunities, we foster self-expression, community pride, and active participation, strengthening connections and ensuring equitable access to resources for a thriving, inclusive community.

Project/Program
Description
The Folsom Cordova Community Partnership (FCCP) is dedicated to fostering an inclusive Rancho Cordova by supporting under-resourced families. This initiative builds on our past work with African American families, expanding to serve a broader multicultural community through arts, education, civic engagement, and community pride programs. Our goal is to strengthen protective factors that empower families, promote participation, and deepen their connection to the city.

Many families in Rancho Cordova face barriers to essential services, education, and civic engagement. Our initiative bridges these gaps by offering meaningful programming that fosters self-expression, cultural pride, and lifelong learning. By creating spaces for connection and empowerment, we reduce social isolation and increase opportunities for economic and educational advancement.

Civic engagement is a key focus. Rancho Cordova thrives when residents are actively involved in shaping its future. Our initiative provides leadership training, advocacy workshops, and networking opportunities to equip families with the tools to engage with city leaders. Through informational sessions and community meetings, we encourage participation in elections, census awareness, and policy discussions, ensuring families have a voice in shaping the city’s future.

Community pride is another core element. We organize cultural celebrations like Novruz, Juneteenth, and storytelling festivals that showcase the city’s diversity and foster intergenerational learning.

Collaborating with local artists and cultural leaders, we create opportunities for residents to celebrate their heritage while strengthening Rancho Cordova’s social fabric.

This project aligns with Rancho Cordova’s Community Enhancement & Investment Fund priorities:

Arts, Culture, History, and Entertainment: We engage local artists, ITEM 12.1. ATTACHMENT 3

Page 1671 of 1939 ends

entertainers, and writers to create vibrant cultural experiences that promote self-expression and learning.

Civic Engagement: We empower families with knowledge and skills to advocate for their needs, engage with local leaders, and participate in civic life.

Community Pride: Through cultural events and creative initiatives, we foster a shared sense of belonging and connection.

Education: Workshops and partnerships, including financial literacy training with local businesses like Chase, promote personal growth and economic empowerment.

A key impact of this project is retaining trusted community-based staff.

Many of our team members, trained through the Trusted Messenger Program by OCPSC and the Child Abuse Prevention Center, have built deep relationships within the community. However, funding cuts put these critical roles at risk. Securing funding ensures program continuity and sustains a workforce uniquely equipped to serve Rancho Cordova’s families.

FCCP currently facilitates active weekly groups with Latinx, Afghan, Slavic, and African American families. Parent Leaders and volunteers will support outreach and program implementation, working alongside key partners such as the Rancho Cordova Chamber of Commerce, SMUD, RCUSD, and the Art Chamber. These partnerships enhance programming and identify community champions to strengthen engagement.

To ensure accessibility, we will offer hybrid programming, reducing barriers related to transportation, childcare, and work schedules. Success will be measured through attendance tracking, surveys, participant feedback, and ongoing engagement levels.

Funding will support honorariums for guest speakers, artists, and facilitators, ensuring high-quality programming. It will also cover materials for arts and cultural activities, expand outreach efforts, and support event logistics.

Through this initiative, FCCP envisions a Rancho Cordova where all families have access to enriching experiences that inspire growth, unity, and pride. This investment reinforces the city’s commitment to an inclusive and vibrant community where every resident feels valued and empowered. More than a service, this project is a movement—one that nurtures engagement, celebration, and shared responsibility for Rancho Cordova’s future.

Tell us about your

Team
Our team is fully prepared to implement this initiative, thanks to training from the Trusted Messenger Program through OCPSC and the Child Abuse Prevention Center. These staff members have built strong relationships within the community, but funding cuts threaten their roles.

Supporting them not only saves on training costs but also ensures consistent, culturally responsive support for under-resourced families in Rancho Cordova. This initiative is a critical investment in the well-being of our community, providing equitable access to resources and opportunities that help all families thrive, regardless of their background.

October: Host a major cultural event in Rancho Cordova to celebrate community heritage and provide a platform for local artists and performers.

November: Continue educational workshops on financial literacy, and parent engagement. Introduce specialized art workshops, such as storytelling and poetry nights, in collaboration with local creatives.

December: Conduct a mid-year program evaluation, collecting participant feedback and assessing program reach. Adjust outreach strategies as needed for increased participation.

Phase 3: Strengthening Community Impact (January – March 2025) January: Expand civic engagement initiatives by inviting local politicians, activists, and organizations to speak on advocacy and community involvement.

February: Organize a financial empowerment series in partnership with Chase Bank, focusing on budgeting, savings, and
entrepreneurship.

March: Celebrate Women’s History Month with a community leadership panel featuring female entrepreneurs and community advocates.

Phase 4: Program Completion and Sustainability Planning (April – June 2025)
April: Host workshops and activities focused on mental well-being, self-care, and stress management for families. Partner with local mental health professionals to provide resources and discussions on emotional resilience and wellness. Offer art therapy sessions and mindfulness activities to promote healing and self-expression.

May: Conduct a final program evaluation, measuring success through participant feedback, attendance records, and community impact assessments.

June: Host a closing event celebrating program milestones, recognizing volunteers, and laying the foundation for ongoing community engagement efforts.

Throughout the year, we will maintain weekly engagement groups, ensuring families have access to ongoing support, resources, and leadership opportunities. By the project’s completion, we expect to have strengthened community pride, expanded educational access, and empowered families in Rancho Cordova.

complete your
project/program
should those or other
challenges arise?
Challenge: Due to funding cuts, we may lose trained staff from the Trusted Messenger Program, who have already built trust with the families they serve.

Solution: We will prioritize securing additional funding, leveraging partnerships with local organizations, and utilizing trained Parent Leaders and volunteers to maintain program consistency.

Retaining experienced staff will also reduce training costs and ensure continuity of services.

1. Community Outreach and Engagement
Challenge: Engaging under-resourced families,
especially those facing language barriers or limited
access to transportation, may be difficult.

Solution: We will continue our successful grassroots
outreach strategies, including door-to-door engagement, digital campaigns, and collaboration with trusted
community organizations. Bilingual staff and Parent
Leaders will play a key role in reaching diverse families.

1. Securing Consistent Participation
Challenge: Families may face barriers such as
work schedules, childcare needs, or
transportation limitations, which could impact
consistent attendance.

Solution: We will offer hybrid events (both inperson and virtual options) to increase accessibility and accommodate different
schedules. Additionally, we will provide
childcare support during in-person sessions and
offer incentives such as stipends for Parent
Leaders and volunteers to encourage sustained
engagement.

1. Funding for Guest Speakers and
Facilitators
Challenge: Bringing in relevant local
artists, educators, and business leaders
requires funding, which may be limited.

Solution: We will seek sponsorships
and in-kind support from partners like
Rancho Cordova Chamber of
Commerce, SMUD, RCUSD, and the Art
Chamber. Additionally, we will apply for
supplementary grants to support
speaker and facilitator costs.

1. Measuring Program Success and
Impact
Challenge: Tracking the longterm impact of our initiatives can be challenging without
effective data collection
methods.

ITEM 12.1. ATTACHMENT 3

Page 1678 of 1939 ends

Solution: We will implement
attendance tracking, pre- and
post-surveys, and participant
feedback forms. Success will
be measured through
engagement levels, personal
stories, and program
evaluations to ensure
continuous improvement.

By proactively addressing these challenges with strategic planning, collaboration, hybrid engagement opportunities, and adaptability, we will ensure the successful implementation of this project, delivering lasting benefits to the Rancho Cordova community.

Rancho Cordova HART Winter Sanctuary and Ongoing Services Provide a
Project/Program
Synopsis
Rancho Cordova HART provides a Winter Sanctuary Program and continuous support to individuals experiencing homelessness in our community. Our program includes operating a rotating Winter Sanctuary Shelter Program and providing services and resources to help move people off the street and into stable and safe housing.

Project/Program
Description
Rancho Cordova HART's mission is to provide services to the unhoused in our community by creating community-driven programs. Through this grant, our unhoused neighbors will receive much-needed services, financial assistance, and shelter during the coldest months of the year. Funds will be allocated to bus passes, services to provide individuals with rental assistance, move-in assistance (such as application/background check fees), and to support the operation of the Winter Sanctuary Shelter Program. Expected costs for the Winter Sanctuary Shelter Program operation include organizing, transportation, food, cleaning supplies, and intake-related expenses.

Winter Sanctuary Shelter Program: HART members and faith communities operate the Winter Sanctuary Shelter Program in Rancho Cordova to provide free overnight shelter, warmth, meals, community, and connection to mainline health and housing-related services for men & women who are experiencing homelessness in our area during the coldest months of the year. Guests are invited to arrive at the intake site at 5 pm each evening to create a consistent meeting place. Guests of the Winter Sanctuary meet with the outreach navigator and, most importantly, become part of the HART family and Rancho Cordova community. Following intake, guests are transported to the host church or overnight location for the evening. Here, guests are provided with a hot meal and shower and receive housing counseling from the Rancho Cordova outreach worker and other mainline services from community partners. In the morning, guests are provided coffee and breakfast, then transportation back to the intake site. HART volunteers and Rancho Cordova community members fully staff, plan, and operate the program.

Housing Counseling/Services: Rancho Cordova HART's goal is to assist those on the street or in the Winter Sanctuary Program to achieve permanent housing. HART will use Community Enhancement Funds to remove the barriers to housing by covering the costs of security deposits, bus passes, or similar "move-in costs." These funds will also support those leaving the Rancho Cordova Transitional House.

Tell us about your
Project/Program
Team
Rancho Cordova HART operates the local rotating shelter program with the help of church partners and local volunteers. HART volunteers work with clients on additional issues such as transportation to the DMV and filling in applications to rent.

We are a local collaboration between the faith-based community, businesses, residents, and nonprofits. During the off-season, HART acts as a local resource for the homeless population and assists with supporting the city's new transitional house.

Describe any funding
secured or being
sought for this
project/program?
Item number 6 in the above budget will be donated by members of churches. This accounts for physical space donated. Facilities and staff/volunteers for each night of the shelter are donated by the faith communities that make up Rancho Cordova HART. If we hope to expand the number of Winter Sanctuary weeks (which we presume to do), the number will increase partner churches' contributions of the physical space.

Item number 7 in the above budget will be donated by members of our HART community. The Winter Sanctuary Program is entirely planned and run by volunteers. Each night guests are given a hot meal, shower, connection to resources, and a safe place to sleep. In the morning, they are provided a to-go lunch. The program runs seven days weekly for nine weeks during the year's coldest months. Sixty-one days of shelter are provided. On average, eight volunteers watch over the program guests and serve food each night. These volunteers stay for, on average, five hours each night. Each stays at different shifts throughout the day and night.

Some arrive early with the guests; others send the guests off in the morning.

This funding is secured. It is likely to grow, considering the success of the 2025-26 shelter season and the consistency of our new leadership.

Description
Enhancing Fitrah’s Anti-Gang & Youth Violence Prevention AfterSchool Program Program Enhancement Overview Fitrah has successfully implemented a social enterprise that provides job training and mentorship to at-risk youth in Rancho Cordova. We have established a strong foundation with previous funding, but additional resources are needed to enhance our existing program, expand our reach, and deepen our impact on vulnerable youth. We aim to strengthen the Anti-Gang & Youth Violence Prevention After-School Program by expanding services, increasing capacity, and integrating more comprehensive support systems emphasizing mentorship.

Alignment with Measure H and the Community Enhancement & Investment Fund This enhancement aligns with Measure H and the City of Rancho Cordova’s Community Enhancement & Investment Fund by focusing on youth development, public safety, and workforce readiness. By further developing our program, we can provide more at-risk youth with critical mentorship, job training, and life skills that will help prevent gang involvement and youth violence while fostering long-term stability and success.

Key Enhancements to the Program:

1. Expanded Mentorship & Violence Prevention Workshops
Increase the number of trained mentors and expand mentorship availability to accommodate more youth.

Develop specialized workshops on trauma-informed care, mental health support, and restorative justice practices.

Strengthen partnerships with former incarcerated members who have become advocates, law enforcement, and community
leaders to provide real-world insights and intervention strategies.

1. Enhanced Job Training & Workforce Development

Offer in-depth financial literacy training and independent living skills to prepare youth for self-sufficiency.

Strengthen collaborations with educational institutions and workforce development programs to create long-term career pathways.

1. Greater Community Engagement & Service Learning
Expand youth-led community service projects to foster leadership and civic engagement.

Increase parental involvement through structured workshops designed to strengthen family support networks.

Build stronger partnerships with local businesses and law enforcement agencies to bridge gaps and promote trust within the community.

Expected Community Impact
Crime Reduction & Public Safety: Providing more structured, positive alternatives to gang involvement can help reduce crime and enhance safety in Rancho Cordova.

Youth Empowerment & Economic Growth: More youth will gain the skills necessary for sustainable employment, contributing to economic stability and reducing recidivism.

Stronger Families & Community Connections: We can build a more connected and resilient support network for at-risk youth through increased family engagement and community collaboration.

By investing in the enhancement of Fitrah’s Anti-Gang & Youth Violence Prevention After-School Program, Rancho Cordova can further its commitment to creating a safer, more inclusive community where young people are empowered to break cycles of violence, achieve economic independence, and become positive contributors to society. This funding will allow us to scale our impact, ensuring that no youth is left behind.

Has your
organization sought
or will seek other
funding for this
project/program?
Yes, actively seeking funding support or have secured additional funding support for this project/program.

Describe any funding
secured or being
sought for this
project/program?
Fitrah has secured funding from key sources to support its programs. A major contributor is SMUD’s Sustainable Communities program, which has played a crucial role in Fitrah’s growth and expansion. Additionally, the federally funded FreshSuccess program through the Foundation for California Community College will enable Fitrah to be a CalFresh provider, which in turn provides essential wraparound support for youth and funding reimbursement for Fitrah's growth. Pro-Youth also funds Fitrah’s workshops focused on life assessments and has been a key partner for several years.

Beyond these secured funds, Fitrah receives corporate support from JPMorgan Chase, Golden 1 (as a multi-year partner), Bank of Marin, and Enterprise Holdings. The organization seeks additional funding through local and national grants, corporate sponsorships, and individual donations.

Fitrah is continually growing its social enterprise and strengthening its outcome to become a more self-sustainable organization in the future.

Fitrah is also strengthening partnerships with businesses and community organizations to secure in-kind donations and financial support. These efforts will enhance operational capacity, expand job training and life skills workshops, and bolster mentorship initiatives for youth.

What challenges do
you anticipate in your

implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?

1. Funding Delays or Gaps
Challenge: Given the expansion plans, including new equipment, space, and staffing, securing sufficient and timely funding could be a challenge.

Delays in grant approval or unexpected funding gaps might affect our ability to implement certain components of the project as scheduled.

Solution:

We will diversify our funding sources, including securing commitments from both public and private sectors.

Develop a fundraising strategy that includes donor engagement, local ITEM 12.1. ATTACHMENT 3

community events, and online campaigns.

Have contingency plans in place to prioritize core activities and delay non-essential tasks if needed.

2. Space and Equipment Renovation Delays
Challenge: Renovating the warehouse and setting up new equipment for additional workstations could experience delays, especially with supply chain issues or construction setbacks. This could push back the timeline for the expanded job training programs.

Solution:

Plan for flexibility in the renovation schedule and secure backup options for equipment delivery.

Engage contractors and vendors early to confirm timelines and keep communication open for adjustments.

In parallel, explore temporary solutions, such as leasing additional space or utilizing community partnerships to continue operations while renovations are underway.

3. Youth Engagement and Recruitment
Challenge: Recruiting and retaining youth participants for both paid job training and life skills workshops can be challenging, especially if youth are juggling school, family responsibilities, or are disengaged from the system.

Solution:

Strengthen partnerships with schools, community organizations, and juvenile justice systems to ensure a steady stream of referrals.

Offer incentives such as stipends for participation and guaranteed mentorship to make the program more appealing.

Implement flexible schedules for training and workshops to accommodate the varying needs of participants.

4. Maintaining Program Quality with Increased Scale
Challenge: As we scale up the program, maintaining the same level of quality in training and workshops can become difficult. More participants means more responsibility for staff and mentors, which could stretch resources thin.

Solution:

Provide additional training and ongoing support for staff and AmeriCorps members to ensure they are equipped to handle the growing number of participants.

Set up regular check-ins and evaluations to assess program effectiveness and make improvements.

Consider bringing in volunteers or partnering with local businesses to help manage the workload and provide expert insight.

ITEM 12.1. ATTACHMENT 3

Page 1726 of 1939 ends

5. Building Strong Partnerships
Challenge: Strengthening and maintaining partnerships with organizations like Capital Academy and other community entities is essential, but it can be time-consuming. Misalignment of goals, priorities, or communication lapses could create roadblocks.

Solution:

Foster transparent, open communication from the outset and set clear, measurable goals for collaboration.

Schedule regular check-ins with partners to ensure alignment and address issues early on.

Document agreements, expectations, and feedback to maintain a shared vision for the program.

6. Evaluation and Impact Measurement
Challenge: Measuring the true impact of the program on youth participants (in terms of job readiness, life skills, and long-term success) can be complex and resource-intensive.

Solution:

Develop a streamlined, consistent evaluation process early in the project, with a focus on both qualitative and quantitative data.

Engage participants in the evaluation process to get their feedback and incorporate it into program design.

Work with an evaluation partner or third-party to get objective insights and recommendations for continuous improvement.

City of Rancho Cordova CEIF Grant Committee
2729 Prospect Park Drive
Rancho Cordova, CA 95670
Subject: Letter of Support for Fitrah’s CEIF Grant Application Dear CEIF Grant Committee,
On behalf of Fresh Success, I am pleased to provide this letter of support for Fitrah’s application for funding through the City of Rancho Cordova’s Community Enhancement & Investment Fund (CEIF). Fitrah is in the process of becoming a third-party provider in the Fresh Success CalFresh Employment and Training (E&T) program.

Fresh Success helps providers expand services to low-income participants by leveraging federal funds through partial reimbursements. Third-party providers receive a 45% reimbursement on eligible expenses, allowing local investments to stretch further. These reimbursements can be reinvested into providers' programs, fostering growth and enhancing services for low-income individuals.

Fitrah delivers critical resources to Sacramento’s most vulnerable youth, equipping them with essential job skills, paid work experience, and wraparound support services. By becoming a Fresh Success provider, Fitrah will be able to leverage federal reimbursement funds to expand existing services, such as job training and mentorship, for low-income participants facing multiple barriers to employment.

Fitrah’s services align with CEIF's goals of increasing workforce readiness, enhancing public safety, and fostering positive youth development. CEIF funding will enable Fitrah to receive a 45% reimbursement through the Fresh Success program when spent on eligible costs. This will maximize the impact of CEIF funds, allowing Fitrah to serve even more youth in Rancho Cordova and provide them with the opportunities and support needed to build a better future.

Subject: Letter of Support for Fitrah – CEIF Grant
Dear Members of the City of Rancho Cordova Committee,
On behalf of PRO Youth & Families, I am writing to express our strong support for Fitrah and their application for the CEIF grant. For the past two years, we have been proud collaborators with Fitrah in our shared mission to uplift and empower Sacramento County’s most vulnerable youth. Their work in providing paid job training, mentorship, and essential life skills has been invaluable in breaking cycles of homelessness, violence, and recidivism.

Through our partnership, we have provided youth with access to critical resources such as LoveNotes program workshops, equipping them with the skills necessary to build and maintain healthy relationships. These workshops have played a key role in fostering emotional intelligence and resilience among the young people we serve.

Looking ahead, we are committed to deepening our collaboration with Fitrah to address the urgent needs of youth reentering the community from probation. By working together, we will provide these individuals with mentorship, essential life skills, and the resources necessary to help them successfully reintegrate and avoid recidivism. Our goal is to ensure that every young person, especially those facing the greatest barriers, has the support and opportunities needed to thrive.

The work Fitrah is doing is critical, and securing this grant will allow them to expand their impact and reach even more youth in need. We strongly urge you to support their application and invest in a program that is making a tangible, lasting change in the lives of Sacramento County’s most vulnerable youth.

Thank you for your time and consideration. Please do not hesitate to reach out if you have any questions or require further information.

Sincerely,

To City of Rancho Cordova grant review team,
I am pleased to write this letter of recommendation for FITRAH in recognition of their outstanding work in the community. As a valued partner in the field of criminal justice reform and reentry support for youth, FITRAH has consistently demonstrated a deep commitment to empowering individuals and fostering meaningful change.

Through their dedicated efforts, FITRAH has provided critical services such as employment training, and mentorship, directly impacting the lives of youth. Their innovative approach and compassionate advocacy have made them a trusted resource for those navigating the challenges of reentry.

Our collaboration with FITRAH has been instrumental in advancing our shared mission of supporting formerly incarcerated youth as they reintegrate into society. Their leadership, dedication, and community-centered approach make them an invaluable asset to the work of criminal justice reform.

I highly recommend FITRAH to any entity seeking to collaborate with a committed and effective nonprofit organization. Their work not only transforms individual lives but also strengthens the fabric of our community as a whole.

To whom it may concern:

Please accept this letter as a sign of support for Wide Open Walls’ TOT grant application for its annual WOW Festival.

Public art, and celebration of arts and culture, are essential for any tourism destination. Wide Open Walls has provided visitors with a vibrant, citywide gallery of murals that can be explored at any time, and continues to entice both residents and tourists to discover Sacramento’s neighborhoods through art. But more than that – Wide Open Walls has transformed the city itself.

While Sacramento’s arts and culture scene continues to grow, our reputation as a festival host is also flourishing. The WOW Festival offers an ideal blend of both attributes and gives visitors yet another reason to come and experience Sacramento.

We look forward to welcoming the WOW Festival back to Sacramento and support their efforts to enrich our city landscape for both residents and visitors alike.

Sincerely,
Mike Testa

Letter of Support: Sacramento County Process: 2022-23 Transient Occupancy Tax (TOT) Grant Program
Dear Members of the Sacramento County Board of Supervisors:

I am writing to support Wide Open Walls’ Transient Occupancy Tax (TOT) grant application for their annual Mural Festival. The work the organization has done since its inception has made more than just a visual improvement for the Sacramento region. Here at Sacramento State, they have created numerous murals including the iconic SACRAMENTO wall. I am confident that most students, parents, friends, and relatives have taken photos in front of the mural and shared them not only personally but on social media and around the world.

Since I moved to Sacramento in 2015, I have enjoyed watching as a growing number of creative and eye-catching murals have gone up around the city. Thanks Wide Open Walls, beautiful art adorns once blank and dreary spaces. Wide Open Walls has enabled artists to create landmarks in our region and has given the community something to be proud of.

One of the reasons our University continues to support and partner with Wide Open Walls is that they have an incredible impact on the beauty of our campus and our community, which has a positive impact on recruiting new students. This partnership will continue to be part of our marketing budget.

Sacramento is becoming an arts and culture destination, thanks in part to Wide Open Walls. Your continued support of the WOW Mural Festival will ensure its success and the positive impact it has on our region.

Sincerely,
Robert S. Nelsen
President

To Whom It May Concern:

On behalf of the Sacramento City Unified School District, I am honored to endorse and support the Wide Open Walls organization and the amazing mural program they have brought to the Sacramento City Unified School District.

As a district, we work to provide opportunities for all students to learn, grow, and reach their greatness. We know that navigating distance learning during a global pandemic was incredibly challenging and has had detrimental effects on the social-emotional health and well-being of our students, even as they returned to the classroom. The needs of our students continue to be our priority, which is why our Climate, Culture, and Social Emotional Learning department has expanded our support systems to include unique visual and performing arts opportunities for our students.

Our partnership with Wide Open Walls is one such program and has produced, and continues to produce, incredible results at our school sites. While SCUSD continues to invest in our campuses by improving facilities and upgrading technology, Wide Open Walls has provided the students, parents, teachers, and community a sense of pride and ownership of the schools by providing dozens of enormous, high-quality murals at each site they visit. These projects have positively impacted the mental health and well-being of students all over our district.

Wide Open Walls’ expertise in managing these school-wide events is very evident. From planning the logistics of curating dozens of artists at the same time to paint murals on our blank walls, to giving students the opportunity to be a part of the creative process, these events have proven to be a great opportunity for our students and our district. With every event that we plan with Wide Open Walls, I can see our students' eyes light up with joy and pride. This partnership has been changing how communities view their schools. It has created opportunities for local artists and new-found interest from our students in the visual arts. Several schools that have hosted Wide Open Walls events have had an influx of parent interest and volunteers to create campus art rooms and projects.

Supporting Wide Open Walls' vision of “art for all” is something SCUSD has invested in and should be a priority for all that share the same vision. I am confident that Wide Open Walls will be able to recreate this experience for any school district that is willing to invest in their schools as much as we have. We will continue to support this organization as they expand their educational endeavors and fully recommend them to any school or district that wants to utilize the arts to improve student mental health and provide life-changing visual art experiences for its students.

Sincerely,
Charles Deangelus, VAPA Coordinator

To whom it may concern:

This letter of reference is in support of Wide Open Walls, having worked with them to produce more than thirty murals on the campus of Hiram Johnson High School in Sacramento City Unified School District. My name is Jill Thom and I am one of the Assistant Principals at the site, and the point person for WOW during planning and implementation.

Once Wide Open Walls team started planning, there was very little I needed to do or prepare.

Both David Sobon (CEO), and Heather Haight (Project Manager), made regular visits to the site to document sizes and locations of walls to best place artists with their vision. David also does extensive research on the school, neighborhood, and past celebrities to reflect the diverse historical stories throughout the generations.

WOW also met regularly with the art teachers to support them in creating student driven murals by class and individual. They financially supported that work and encouraged the students and staff to be involved. A few WOW artists also included HJHS students in contributing to their murals! This was a huge point of excitement for the students! As the artists started arriving on campus, Heather started to live at the school to ensure they were supported, and the impact did not fall on the school staff. The day of the event was more of the same. HJHS staff showed up, but the work was owned by WOW. They are wellplanned, organized, and excited about the project. Their energy and passion for this work is contagious and it was one the best weeks on the campus for staff and students.

The murals completed at our school have greatly affected our school climate. Students are seen daily enjoying each mural and finding something new. Our teachers walk the different spaces, enjoying the work, and talking about what they see and feel from each mural. Students are learning to express themselves through art and words. I also have heard from our surrounding community that they are very pleased with the artwork and believe this has improved the beauty of our school. Many neighbors have commented that when walking the neighborhood, they always find something new in the murals, and enjoy viewing them each time they pass.

The school has always been nice, but the addition of the murals has increased the beauty and interest tenfold. I cannot thank Wide Open Walls enough for choosing us to share this wonderful gift. I would recommend that all Administrators advocate for your schools to become a partner with Wide Open Walls. Best decision ever!
Sincerely,
Jill Thom

It has been my pleasure to work with Wide Open Walls this year. In October, my school was selected to have several artists create murals that were specific to our school and vision. Once the Wide Open Walls team started planning, there was very little I needed to do or prepare. For me, the entire experience with Wide Open Walls was flawless. They are well-planned and organized. The work that was done fits our school community; the work was fast and respected the workspace.

The murals completed at our school have greatly affected our school climate.

To whom it may concern:

It is a distinct pleasure to share my experiences with my collaboration and work with Wide Open Walls. As the former Principal of Tahoe Elementary School, my first impression of the school campus in touring the grounds and taking personal snapshots of the the sight lines allowed me to challenge and suggest immediate changes to the climate and culture. Heather Haight, one of our wonderful Art Docents, and I walked the grounds together in August 2021, and I challenged her with, “Claim a Wall”, because it frankly was not acceptable. I asked Heather, “why do we have plain walls when we do not have plain students?” Heather accepted the challenge, and the rest of the progressive story is Wide Open Walls excellence! The efforts and unique collection of artists, themes, and culturally relevant presentations transformed the entire educational spaces into proud spaces of purposeful value for the community at large, the Sac City Unified School District, and City of Sacramento. The Wide Open Walls team executed the work and delivered what is clearly an exceptional blend of Passion, Purpose, and Precision with student focus and colorful displays. As one student exclaimed, “We have a whole new city at our school!”, upon their return the following Monday. My goal was to surprise the entire school body and Wide Open Walls surpassed this notion. Wide Open Walls are well-planned, organized, and keenly in tune with uplifting school spaces. The work is connected to our school community, respected, and efficient with minimal impact to the operational workspace.

The murals completed at our school have greatly affected our school climate. Students are seen daily enjoying each mural and finding something new. Our teachers walk the different spaces, enjoying the work, and talking about what they see and feel from each mural. Students are learning to express themselves through art and words. I have personally witnessed local residents and outsiders coming to take pictures and selfies to share. Community members and neighbors have expressed their appreciation and continued joy with what has transpired. The number of people that stop, pause, and
appreciate are far too many to count.

Tahoe Elementary School has reset the standards for educational purposes and Wide Open Walls are the stewards for that change! The efforts of many through Wide Open Walls and the donations of art expression are invaluable statements to why our students, families, and community stakeholders need each other for future success! I am proud to endorse and recommend that Administrators advocate for your schools to become a partner with Wide Open Walls. Historical Artistic Expressions Await!

ARK Strategies: Cyber Safe Seniors - Cybersecurity Awareness and Education Program

Project/Program
Synopsis
Cyber Safe Seniors equips Rancho Cordova’s seniors with cybersecurity skills through four workshops. Addressing AI-enhanced threats, it promotes safe digital practices and confidence. ARK Strategies Inc. requests $50,000 from CEIF, contributing $10,000 volunteer effort, enhancing education, quality of life, and community pride.

Project/Program
Description
In an era of escalating cyber threats, Rancho Cordova’s senior citizens are increasingly vulnerable, particularly to sophisticated AI-driven attacks like phishing and deepfakes. The Cyber Safe Seniors: Cybersecurity Awareness and Education Program, proposed by ARK Strategies Inc., addresses this pressing need by delivering four one-day interactive workshops from July 2025 to June 2026. With a total cost of $60,000— $50,000 requested from the Community Enhancement & Investment Fund (CEIF) and $10,000 contributed as volunteer effort by ARK Strategies Inc. —this initiative empowers 100 seniors with critical knowledge and tools to navigate the digital world securely, fostering a safer, more inclusive community.

The digital landscape poses unique challenges for seniors, who often lack familiarity with modern cybersecurity threats. In 2023, 60% of cybercrime victims over 60 lost personal data or funds, a risk amplified by AI technologies that create convincing scams. This program bridges that gap, aligning with CEIF priorities of Education, Quality of Life, and Community Pride. It ensures seniors remain active digital participants without fear, reinforcing Rancho Cordova’s commitment to protecting its residents.

Each workshop, targeting 25 seniors, features a dynamic curriculum tailored for accessibility and engagement. Core topics include identifying phishing emails, securing devices, and practicing digital hygiene. To address emerging threats, we’ve integrated AI-specific components:

Recognizing AI-Generated Scams: Seniors will learn to spot deepfake calls, AI-crafted phishing emails, and other fraudulent tactics.

Safe Use of AI Tools: Instruction on using password managers, voice assistants, and other AI-driven aids securely.

Understanding AI Threats: Basic insights into how AI powers modern cyberattacks, demystifying the technology.

The program goes beyond lectures, incorporating hands-on exercises (e.g., spotting scam emails) and real-world scenarios (e.g., a fake bank call). This ITEM 12.1. ATTACHMENT 3

Page 1768 of 1939 ends

interactive approach, led by certified cybersecurity experts and seniorfriendly moderators, ensures seniors grasp practical skills. Workshops will be held quarterly—July 2025, October 2025, January 2026, and April 2026 —at a rented venue, with lunch provided to encourage participation. A final evaluation in June 2026 will assess outcomes.

The $60,000 budget reflects cost efficiency. At $15,000 per workshop, this is below the market rate of $20,000–$25,000 annually for similar programs.

ARK Strategies Inc.’s $10,000 volunteer contribution (staff time) reduces the CEIF request to $50,000, maximizing fund impact. Costs break down as: $30,000 for trainers/moderators, $12,000 for AI-focused materials, $6,000 for lunch/treats, and $12,000 for venue/miscellaneous expenses.

We are not seeking additional funding, as this budget, paired with our inkind support, fully sustains the program.

Goals include equipping 100 seniors with skills (30% increase in threat recognition via pre/post-tests), promoting safe AI tool use (75% adoption), and fostering a supportive community (90% satisfaction). These metrics ensure measurable success. The program adapts to challenges—e.g., health concerns—by offering virtual delivery, ensuring uninterrupted access.

Cyber Safe Seniors delivers tangible benefits: enhanced awareness reduces seniors’ vulnerability, safe practices protect personal data, and peer support builds confidence. It positions Rancho Cordova as a leader in senior-focused digital literacy, enhancing community resilience. By funding this initiative, the city invests in its seniors’ well-being, aligning with its vision of care and progress.

Cyber Safe Seniors: Cybersecurity Awareness and Education Program Grant Application for Community Enhancement & Investment Fund (CEIF) FY 2025/26 Applicant Organization: ARK Strategies Inc
ARK Strategies Inc. initially proposed the Cyber Safe Seniors: Cybersecurity Awareness and Education Program to empower Rancho Cordova’s senior citizens with cybersecurity knowledge through four one-day workshops. The original intent was to address seniors’ vulnerability to digital threats, promote safe online practices, and enhance community well-being. Below, we’ve refined this vision to meet CEIF requirements, adjusting the total cost to $60,000 (with $50,000 requested from CEIF and $10,000 as our volunteer contributions) and embedding AI-focused education to tackle modern threats.

Project/Program Name: Cyber Safe Seniors: Cybersecurity Awareness and Education Program
Project/Program Synopsis: Cyber Safe Seniors equips Rancho Cordova’s seniors with cybersecurity skills through four workshops. Addressing AI-enhanced threats, it promotes safe digital practices and confidence. ARK Strategies Inc. requests $50,000 from CEIF, contributing $10,000 volunteer effort, enhancing education, quality of life, and community pride.

Project/Program Description: In an era of escalating cyber threats, Rancho Cordova’s senior citizens are increasingly vulnerable, particularly to sophisticated AI-driven attacks like phishing and deepfakes. The Cyber Safe Seniors: Cybersecurity Awareness and Education Program, proposed by ARK Strategies Inc., addresses this pressing need by delivering four one-day interactive workshops from July 2025 to June 2026. With a total cost of $60,000—$50,000 requested from the Community Enhancement & Investment Fund (CEIF) and $10,000 contributed as volunteer effort by ARK Strategies Inc.—this initiative empowers 100 seniors with critical knowledge and tools to navigate the digital world securely, fostering a safer, more inclusive community.

The digital landscape poses unique challenges for seniors, who often lack familiarity with modern cybersecurity threats. In 2023, 60% of cybercrime victims over 60 lost personal data or funds, a risk amplified by AI technologies that create convincing scams. This ITEM 12.1. ATTACHMENT 3

Page 1777 of 1939 ends

program bridges that gap, aligning with CEIF priorities of Education, Quality of Life, and Community Pride. It ensures seniors remain active digital participants without fear, reinforcing Rancho Cordova’s commitment to protecting its residents.

Each workshop, targeting 25 seniors, features a dynamic curriculum tailored for accessibility and engagement. Core topics include identifying with phishing emails, securing devices, and practicing digital hygiene. To address emerging threats, we’ve integrated AI-specific components:
• Recognizing AI-Generated Scams: Seniors will learn to spot deep-fake calls, AIcrafted phishing emails, and other fraudulent tactics. • Safe Use of AI Tools: Instruction on using password managers, voice assistants, and other AI-driven aids securely.
• Understanding AI Threats: Basic insights into how AI powers modern cyberattacks, demystifying the technology.

The program goes beyond lectures, incorporating hands-on exercises (e.g., spotting scam emails) and real-world scenarios (e.g., a fake bank call). This interactive approach, led by certified cybersecurity experts and senior-friendly moderators, ensures seniors grasp practical skills. Workshops will be held quarterly—July 2025, October 2025, January 2026, and April 2026—at a rented venue, with lunch provided to encourage participation.

We are not seeking additional funding, as this budget, paired with our in-kind support, fully sustains the program.

Goals include equipping 100 seniors with skills (30% increase in threat recognition via pre/post-tests), promoting safe AI tool use (75% adoption), and fostering a supportive community (90% satisfaction). These metrics ensure measurable success. The program adapts to challenges—e.g., health concerns—by offering virtual delivery, ensuring uninterrupted access.

Cyber Safe Seniors delivers tangible benefits: enhanced awareness reduces seniors’ vulnerability, safe practices protect personal data, and peer support builds confidence. It positions Rancho Cordova as a leader in senior-focused digital literacy, enhancing ITEM 12.1. ATTACHMENT 3

community resilience. By funding this initiative, the city invests in its seniors’ well-being, aligning with its vision of care and progress.

Project/Program Team:ARK Strategies Inc.’s team comprises certified cybersecurity experts (CISSP, CISM) skilled in AI-threat mitigation and moderators experienced in senior education. With a decade of protecting organizations, our professionals deliver technical expertise, while moderators ensure accessibility. The team contributes $10,000 in volunteer time, reflecting our commitment to Rancho Cordova’s seniors. (58 words)

Sacramento Performing Arts Conservatory: Cordova Youth Spotlight Orchestra Streamlined
Provide a
Project/Program
Synopsis
The SPAC organization will field a strong 30-member tuition-free Cordova Youth Spotlight orchestra that will perform two or more public concerts for Rancho Cordova residents, at least one of which will be free. Students will attend two one-hour orchestra classes per week coinciding with the academic calendar.

Provide a
Project/Program
Description
In the face of continued challenges around location, the SPAC organization will focus on fielding a strong somewhat smaller Cordova Youth Spotlight Orchestra (CYSO) comprising 30 to 35 students at most instead of the 45 to 60 students of previous years. Thanks to the generosity of the Rancho Cordova Moose Lodge #2357, SPAC can depend on two hours of classroom/rehearsal space per week--space that is convenient for students and free for CYSO use. Free space for five previously offered beginner and intermediate classes that promoted students into the orchestra is only sporadically available. Instead, CYSO members will be aggressively recruited strictly from intermediate and advanced music students with public school and/or private music training. Reduced offerings will enable the organization to attract instructors with pay closer to industry standards and to eliminate advertising to elementary schools.

At the same time, a smaller orchestra will support more flexible concert venues, including outdoor events. The orchestra will be able to take its music to the people and establish a quality reputation that can attract sufficient numbers to professional (and expensive) venues like the Cordova High School Performing Arts Center. Target performance venues include the Moose Family Center, the Sacramento Children's Museum, Cordova branch library, churches, shopping center parking lots, Cordova Food Locker, local nursing facilities and hospitals, and shopping malls. Outdoor performances will require an investment in audio equipment including a portable sound system and individual instrument amplifiers, transmitters/receivers. The organization already has people who know how to operate the equipment and space to store the equipment between performances.

The long-range goal is to establish a permanent location in Rancho Cordova that includes office, classroom, and storage space (for the instrument lending inventory). To that end, the organization is developing programs to generate income and to reduce expenses. To generate income, the organization CEO was recently trained and certified to provide music therapy. She is still in the process of qualifying as a provider for Alta ITEM 12.1. ATTACHMENT 3

Page 1782 of 1939 ends

California Regional Center, and the organization will continue working to become an independent provider with its own ability to bill insurance companies. In addition, the organization is forming a small tuition-based band inspired by Beethoven Rocks that will perform classics in rock style.

The band will pay for itself after an initial investment in audio equipment, for which the organization has applied for a Sacramento County grant. To reduce expenses, the organization will give a free instrument to every student who registers in 2025-2026 and thereby reduce surplus instruments and associated storage costs.

People need music. Music brings people together. It is an outlet for expression, a source of hope and courage, and an escape from the stresses of everyday life. Young people particularly need recognition of their hard work and acquired skills and a community where they feel understood and accepted. Public school music students spend years practicing and performing in school concerts attended mostly by family.

This project will give them an opportunity to advance their music and listening skills, build relationships with like-minded peers, create life-long memories and friendships, and receive broad recognition for their talents.

Successful performance will absolutely build self-confidence and a positive self-image--the same benefits attributed to sports, but better and without significant risk of bodily injury.

Team
The Sacramento Performing Arts Conservatory (SPAC) is responsible for the development and delivery of this project. SPAC is a nonprofit 501 c3 organization governed by a volunteer CEO and a distinguished 8-member volunteer Board of Directors. SPAC has brought music and art classes and events to schools and communities in the Sacramento area since 2005.

Leveraging a large inventory of musical instruments and ongoing partnerships with schools, businesses, and community groups, SPAC has enabled hundreds of underserved youths to learn to play an instrument and perform for their communities. Parents are volunteer stage/classroom managers, photographer/videographers, and media and audio producers.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
It may be more difficult than anticipated to find outdoor venues for orchestra performances. Based on preliminary discussions with potential event hosts, the sound and size of the orchestra may distract from event activities and objectives. To preclude such objections, the program will plan from the beginning to stage mini orchestras, dividing the orchestra into subgroups and selecting and arranging music for fewer pieces to achieve a softer sound. At the end of the program, organizers will assess the success of the program, including satisfaction with a sound that is less than that of a "full" orchestra.

More publicity may be needed to attract orchestra members among busy high school students in lieu of promoting them from discontinued beginner classes. More publicity will be needed to host independent events if community sponsors are not sufficient.

Description
Swara Media is a unified media platform that integrates radio, podcasts, music, magazine, and WebTV into one seamless platform. Our mission is to create engaging content that resonates with the local community and beyond. As a media partner, Swara Media will play a pivotal role in promoting Rancho Cordova City events and activities through consistent, high-quality media engagement.

Swara Media is uniquely positioned to serve as a strong partner for Rancho Cordova City, offering a robust platform to amplify the city’s events, culture, and community initiatives. Through its multi-channel approach, Swara Media will ensure maximum visibility and engagement, helping the city foster deeper connections with its residents and stakeholders. With the support of CEIF Grant funding, Swara Media will be able to enhance the outreach, increase participation, and elevate the Rancho Cordova brand through innovative media engagement.

Rancho Cordova is known for its vibrant community events, including signature celebrations like the Rancho Cordova 4th of July Celebration, the Rancho Cordova Air Show, and numerous cultural, community, and recreational events throughout the year. Swara Media will actively cover these key city events, providing real-time updates, live broadcasts, interviews with organizers and attendees, and post-event highlights to maintain ongoing community interest and engagement.

In addition to signature events, Swara Media will also cover local community initiatives, neighborhood activities, city council updates, and other public engagements. By offering a dedicated media space for community stories and local news, we aim to strengthen civic pride and encourage more residents to participate in city events. Our magazine and WebTV segments will feature in-depth coverage of event preparations, behind-the-scenes glimpses, and community reactions, while our radio and podcast segments will offer interviews and event recaps to keep residents informed and connected.

Regular updates and promotions will be shared across all media formats to ensure maximum visibility and community participation, making Rancho Cordova's events more inclusive and widely appreciated.
