Dear City of Rancho Cordova,
I am writing to express my full support for the application of a grant to establish a Mental Health Care Closet at AM Winn. As a parent of a student at the school, I have seen firsthand the growing need for support and resources dedicated to the mental well-being of students.
In today's challenging environment, mental health issues among young people are more prevalent than ever, and I believe that it is essential for our school to provide comprehensive, accessible resources to help students navigate their emotional and psychological struggles. A Mental Health Care Closet would provide essential items and resources to students who may not have access to them otherwise, promoting a healthier and more supportive school environment.
I am confident that this project would benefit not just my own child, but all students at AM Winn, helping them to thrive academically, emotionally, and socially.
As a parent, I deeply appreciate the school's commitment to improving the mental health of its students. I believe the establishment of a Mental Health Care Closet will provide invaluable support for those facing mental health challenges and contribute to the overall well-being of the school community.
Thank you for considering this important initiative. I fully support this grant application and look forward to seeing the positive impact it will have on our students.
Sincerely,
Aaron Smith
Parent

Thank you for your interest in applying to the City of Rancho Cordova's Community Enhancement & Investment Fund. Applications are open from February 10, 2025, to March 14, 2025 (Noon). Before you being please read the notes about deadlines and certain types of grant applications/grants below. School/Park Application Deadline **Note that projects or programs involving a park or school district have a deadline of March 3 (Noon) to allow for the third-party endorsement process by the grant deadline.** A Note about Religious Schools and the Application/Grant Process **Note for grant applications from religious schools. The United States Supreme Court has recently ruled in part that: “denying a generally available benefit [from government] solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified only by a state interest of the highest order.” The City is of the opinion that not all grants to religious schools are prohibited under this and other similar rulings. However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says:
“[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. The City will accept applications for grants of these City public funds from religious schools, but will have language in the grant agreements to address the possibility and consequences of legal challenges and new court decisions on this and related topics. ** Future Grant Opportunities If you are interested in remaining up-to-date on available grants from the City of Rancho Cordova, click here to sign up for the Grants Interest List. Project/Program
Synopsis
The plan is to support and encourage physical fitness as a positive outlet for afterschool sports at Mills Middle, Mitchell Middle, and Kinney High School
Provide a
Project/Program
Description
Now more than ever sports serves our students needs for social emotional learning, interactive connection with peers and adults, and motivation for academic growth. This project will enhance the educational programs and athletic programs at our three secondary schools in Rancho Cordova.
Evidence supports that one of the best Positive Behavior Intervention and Supports (PBIS) for students is athletics. Ensuring our athletic programs have the necessary equipment / supplies and means to support our students is paramount to the success of our community. These three schools have expanded after school athletic programs and are challenged to raise funds to support the ongoing needs of our students.
Tell us about your
Project/Program
Team
The Team responsible for ensuring that this project is implemented will be made up of site administrators and district representation. Team members:
Principal Dana Carrigan, MMS, Principal Sandra Garcia, MtMS, and Principal Allen Sims, KHS, and Peter Maroon, District Director of Athletics.
Provide your
Project/Program
Goals
Our goals are to ensure that students have access to after school athletic programs and remove financial barriers. State and district general funding only provides coaching stipends and funds for safety items. Working with the policies of the school district, we want to encourage student-athletes to participate in local school sports programs. We can accomplish these goals by:
-Updating equipment and supplies to maintain and improve competitive edge
- Cover transportation cost for athletics (reducing financial barrier) - Provide a safe environment by improving facilities
- Provide additional funds for stipends and increase enrichment needs - Promote school pride and recognition
- Expand athletic opportunities for alternative school

Synopsis
The Measure H grant will support the homeless students in Rancho Cordova by providing essential services like food, clothing, and educational resources. This holistic approach addresses basic needs, helping students stay focused on their studies and promoting academic success and wellbeing despite the challenges they face.
Provide a
Project/Program
Description
The Homeless Student Services Program is designed to ensure that students experiencing homelessness have access to essential resources, services, and opportunities vital for their academic success, emotional development, and overall well-being. This program seeks to eliminate barriers that could hinder homeless students from thriving in an educational environment.
The grant proposal aims to benefit these students while aligning with the City’s Community Enhancement and Investment Fund guidelines. The funding will enable us to provide crucial services to homeless students, addressing their immediate needs and fostering educational achievement.
The program will encompass the following components:
1. Food Insecurity: Our initiative focuses on delivering nutritious meals to homeless students, ensuring they have consistent access to healthy food options. By addressing their nutritional needs, we aim to support their overall health and well-being. This assistance will empower them to fully concentrate on their academic studies and personal development, free from the overwhelming stress and distraction caused by hunger.
2. Clothing and Hygiene Supplies: Students will receive appropriate clothing, including weather-appropriate attire and footwear. Additionally, hygiene kits filled with personal care items such as soap, shampoo, and toothpaste will be distributed to help students feel clean and confident while attending school.
3. Transportation Assistance: Transportation poses a significant challenge for homeless students. Although the school district offers bus passes and city services (SacRT), there are instances where bus access may not be feasible. This program will provide bicycles and helmets to ensure that students can travel to school safely.
4. Extracurricular Participation: The McKinney-Vento Act ensures that students experiencing homelessness have the right to immediate ITEM 12.1. ATTACHMENT 3
enrollment in school, and it also actively promotes their involvement in extracurricular activities. To support these students, our program will provide essential resources that enable their full participation. This includes offering appropriate clothing, uniforms, and specialized gear required for various sports and clubs. By removing the barriers associated with obtaining these resources, we aim to help homeless students engage in enriching experiences outside the classroom, fostering their social development and personal interests.
5. School Supplies - Essential school supplies play a crucial role in every child's educational journey. This program aims to ensure that students have access to a comprehensive range of necessary items, including highquality scientific calculators featuring advanced functions for math and science courses. Additionally, it will provide a variety of vibrant art supplies, such as colored pencils, paint sets, and sketch pads, which are vital for creative projects and assignments in art classes. By supplying these essential tools, we aim to enhance the learning experience and equip students for success in their studies.
Community Benefit Based on the City’s Guidelines and Criteria:
Enhancement of Educational Outcomes: By addressing the specific needs of homeless students, such as food insecurity and a lack of educational resources, this program aims to reduce dropout rates and improve academic performance. Students experiencing homelessness who receive consistent academic support are more likely to graduate from high school, which opens up greater opportunities for higher education, employment, and economic independence.
Long-Term Economic Growth: Investing in the education and well-being of homeless students fosters long-term economic growth. By assisting these students in overcoming challenges and achieving graduation, we equip them to enter the workforce. Consequently, they will contribute to the local economy, fulfill their tax obligations, and lessen their dependence on social services.
In conclusion, supporting homeless students aligns with the City’s Community Enhancement and Investment Fund guidelines by addressing the immediate needs of these students and their families. This approach promotes educational success and fosters a more stable and resilient community. By meeting their educational needs, we also help students become self-sufficient. Empowering homeless students to succeed in school while providing families with necessary resources benefits not only the students but the entire community as a whole.

Goals
The McKinney-Vento Act is designed to safeguard the educational rights of homeless children and youth, ensuring they have access to the same educational opportunities as their peers. This legislative framework aims to facilitate their enrollment in schools, maintain regular attendance, and enable active participation in school-related activities.
Our program goes beyond simply enrolling students; we are committed to creating a supportive environment that addresses the various challenges they face. We recognize that barriers to education such as lack of transportation, school supplies, and essential resources can significantly hinder a child's ability to thrive academically. Therefore, we are dedicated to providing comprehensive support that includes access to necessities like food, clothing, and hygiene products.
Our goal is to remove these obstacles as we strive to ensure that students not only attend school but are also engaged participants in school life. Our goal is to empower these children and youth, helping them to build a strong foundation for their future while fostering a sense of belonging and community within the educational system.
By consistently identifying and collecting data on homeless students through a comprehensive needs assessment process, we will be able to effectively address and fulfill the specific goals outlined in our program.
This involves not only categorizing the various challenges faced by these students but also understanding their emotional, academic, and social needs. By gathering detailed insights, we can tailor our interventions and resources to ensure we provide meaningful support, thereby enhancing the overall success and well-being of our homeless student population Below are the data collected for the school year 2023-2024 and the services we have provided with ongoing funding from the City of Rancho Cordova and the current data for the first half of the school year 2024- 2025.

schedule
Over the course of the three-year project, we will diligently allocate funding to address the fundamental and essential needs of homeless students residing in Rancho Cordova. Each year, the financial resources will be systematically distributed across the two semesters of the academic year, ensuring that support is provided consistently throughout the school year.
In order to maintain transparency and accountability, comprehensive reports detailing the utilization of funds and the impact of our efforts will be submitted twice during each fiscal year, specifically in December and May.
These reports will outline the progress made, challenges encountered, and the overall effectiveness of our initiatives in improving the lives and educational experiences of these vulnerable students.
Here is the Project timeline to make sure the funding will be used in a timely manner.
Total for three years
Food 9,000
Grocery Cards 12,000
Clothing, Hygewne, School Supplies, and other essentials 24,000 45,000
The team will follow these steps to ensure the timeline is adhered to and the goals are achieved:
1. Each member of the team will have clear and defined roles and responsibilities.
2. We will conduct regular check-ins and project updates to identify potential delays.
3. Milestones and checkpoints will be established to facilitate tracking progress.
4. Progress will be monitored in real-time, by using Google Sheets.

What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
Yes, the program is fully capable of functioning in a virtual environment. By implementing thoughtful adaptations, we can ensure that the unique needs of homeless students are adequately addressed.
One of the initiatives we could launch is an online platform where students can easily order essential items such as clothing and hygiene kits by calling us or filling out a Google form. This system would offer various delivery options to ensure that these necessities are conveniently brought directly to the students' locations, or a designated pick-up location thus catering to their individual circumstances.
Additionally, we can explore the option of distributing gift cards to the families of these students. These cards will empower families to purchase their essentials—ranging from clothing and hygiene products to crucial school supplies, grocery gift cards, and restaurant gift cards. The gift cards will not allow them to purchase alcohol or tobacco. This approach not only fosters independence but also ensures that each family can select items that best suit their specific needs. Through these measures, we aim to create a supportive and responsive program that truly serves the community during challenging times.

Funding Request Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for Community Enhancement & Investment.
Total project cost: $45,000.00 for three (3) years; $15000/year Estimated breakdown of project expenditures:
The program is designed to allocate funding specifically for various essential expenditures that directly support the basic needs of homeless students, with a particular focus on unaccompanied youth. This funding will cover a range of necessities, including nutritious food items to ensure proper sustenance, grocery staples that provide balanced meals, and appropriate clothing to help these students maintain dignity and warmth. Additionally, the program will fund essential school supplies, such as notebooks, writing instruments, backpacks, calculators, and art supplies to facilitate academic participation. Beyond these, other vital essentials may include hygiene products and personal care items, all aimed at providing comprehensive support to help these young individuals thrive despite their challenging circumstances.

By gathering detailed insights, we can tailor our interventions and resources to ensure we provide meaningful support, thereby enhancing the overall success and well-being of our homeless student population Below are the data collected for the school year 2023-2024 and the services we have provided with ongoing funding from the City of Rancho Cordova and the current data for the first half of the school year 2024-2025.

Exhibit E- Total number of Rancho Cordova Homeless Student who benefitted from MH Fund Exhibit A provides a comprehensive overview of the homeless population categorized by city of residence, highlighting Rancho Cordova as the locality with the highest number of homeless students. Exhibit B focuses on unaccompanied youth, demonstrating that Rancho Cordova also has the largest population of these individuals.
Moving on to Exhibit C details the allocation of the Measure H Fund for the FCUSD Families in Transition Program during the 2023-2024 academic year. These resources were strategically utilized to assist a total of 227 students, which represents 38% of the homeless student population in Rancho Cordova. The program specifically targeted higher-risk students, including those whose families were experiencing unsheltered living conditions, residing in temporary hotels or motels, staying in shelters, and those identified as Unaccompanied Homeless Youth (UHY).
Exhibit D presents the data for the homeless student count in Rancho Cordova for the first half of the 2024-2025 school year. A total of 561 students were identified, and 111 students, as shown in Exhibit E, received support from the current funding.
In terms of support services, the program offered various essential assistance options, including food gifts, grocery gift cards, and support for clothing and shoes. These resources aimed to alleviate some of the immediate challenges faced by these vulnerable students and their families.
The school dashboard for 2024 (Exhibit F) shows a significant 9.6% reduction in chronic absenteeism among homeless students in our district. This improvement reflects the effectiveness of the support systems we have implemented. It underscores the importance of ongoing collaboration to ensure that every student can thrive both academically and socially. Our goal has been to reduce chronic absenteeism and improve graduation rates for homeless students, empowering them and helping to break the cycle of homelessness.

The team is committed to putting in significant effort to systematically gather and analyze relevant data, ensuring that we stay focused on providing services that are both meaningful and impactful to our stakeholders. By utilizing the specific metrics detailed above, we will have a clear framework to guide the implementation of our programs. This approach will enable us to monitor progress effectively and make necessary adjustments to our strategies in response to the data, ensuring that we meet our objectives and continually improve our
services.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

FCUSD Mills Middle School Positive Behavior Intervention Supports Provide a
Project/Program
Synopsis
The PBIS team at Mills Middle School supports the student engagement and the behavioral and academic success of all students. Additionally, the program supports and promotes the climate and culture of the school. We do this through the use of reward and incentive programs as well as student engagement programs.
Provide a
Project/Program
Description
Behavior/Academic/Attendance/Climate and Culture Rewards and Incentive Programs:
1. Behavior Rewards and Incentives
a. Tier 1: Mills Bills/Student Store Rewards Program: Mills uses Mills Bills as our PBIS token economy. Students who demonstrate any of the 5 P’s (Prompt, Prepared, Polite, Positive, and/or Productive) may be rewarded with a Mills Bill. Students bank their Mills Bills using the online platform 5- Star and have the opportunity to buy various prizes and/or experiences through our digital Student Store.
b. Tier 2: Check-In/Check-Out Rewards
Check-In/Check-Out is a highly effective Tier 2 intervention where students are paired with a mentor and given daily and weekly goals to improve their attendance, behavior, and academics.
c. Tier 2: Behavior Academy Incentives
Each quarter we run multiple 6-week Behavior Academies where students who struggle with demonstrating specific behaviors are retaught appropriate behavior skills to be successful at school and in life. .
2. Academic Rewards and Incentives:
a. Student of the Quarter
Any staff member can nominate one student per quarter as their Student of the Quarter. Nominated students are announced through a video presentation during Advisory and receive a certificate, golden ticket, and invitation to the Student of the Quarter Celebration.
b. Mustang of the Year

c. English Learner (EL) Reclassification Party
Reward for English Learners who passed the ELPAC exam and have reclassified as Fluent English Proficient.
d. Triple A (AAA). See Field Trips
3. Attendance Rewards and Incentives:
a. Donut Club
Each month a school-wide class compeon is held focusing on positive attendance. Each month the class period changes and the requirement may change from best attendance to most improved attendance. b. Attendance Super Stars
Each quarter Attendance SuperStars will be awarded with a certificate.
Mills is working with our Community Partners to offer rewards such as complimentary dessert coupons at Chick-fil-A to all our Attendance Super Stars.
4. Climate and Culture:
a. 6th Grade Class Shirts
During Rodeo Day (day before school starts) we welcome all of our incoming 6th graders with a class t-shirt in their class color. This is their class shirt they will have for the next three years. Students wear them during spirit days and rallies.
b. Safe School Ambassador End-of-Year Celebration
Reward for students who successfully complete the year as a Safe School Ambassador. Safe School Ambassadors are student leaders who champion awareness and prevention of school bullying.
c. Schoolwide Quarter Rewards-Extended FLEX
At the end of each quarter, students enjoy an hour-long extended FLEX period where they can choose an event of their choice to send. This is a wonderful opportunity for students to try new hobbies, spend me with their friends and favorite staff members, or have additional me to play sports.
ALL students are able to participate in this event and it has very quickly become a highlight that both students and staff look forward to. d. Mustang Round Up
At the end of the year, students enjoy a day of enrichment and fun, where they can choose 3 different events of their choice to send. In the past students have participated in cultural events like making guacamole and ITEM 12.1. ATTACHMENT 3
horchata and various clubs have their year of year celebrations (Amerian, Muslim, SAGA, Chess Club, etc.).
e. SEL Survey Incentives
Twice a year our students take a district wide SEL survey to learn how students are feeling about school and learn what SEL skills our students may need additional skill building opportunities. We use incentives to ensure as many students as possible take the survey.
Field Trips:
1. Triple A (AAA)
Students who qualify for AAA have outstanding Academics (3.0 GPA or higher), Arrivals (no more than 2 lates), and Atude (all “S” and/or “O’ citizenship marks). To incentivize and reward students we take students on a field trip each semester. Past field trips have been to the movie theater and roller skating.
2. 8th Grade End-of-Year Field Trip
To celebrate finishing middle school, students who meet promotion criteria are invited to go on a field trip to Golfland Sunsplash in Roseville, CA. To help make this field trip more affordable for students, we pay part of the admission cost for qualifying students.

Synopsis
In 2021, The JROTC program was reestablished at Cordova High School after being dormant for several years due to the pandemic and instructor vacancies. Fortunately, the resurgence of the program has created a leadership/character building forum that not only supports high school students but middle school students as well.
Provide a
Project/Program
Description
Since its inception the JROTC program has been interwoven into the local community. Our cadets are called upon to open little league games, support veteran events, and supplement local park, and road clean-ups. Most notably, our Cadets foster school pride through our participation in football games and school-related ceremonies. We cherish the relationships established with our Community Partners. Hence, our funding request is built upon the premise of maintaining our community obligations and growing the JROTC program beyond its current student footprint. In the span of two years our program has grown from roughly forty students to hundred plus at the start of SY 2024/2025. The growth has created shortfalls in our program when it comes to uniform items and equipment.
Therefore, we would like to request funding in addition to the support we receive from our school district and the Air Force to stabilize our operating deficiencies.

Project/Program
Synopsis
Our school recently received the CA PBIS Silver Implementation Award, as a site we work collaboratively to ensure a positive climate for our students, built with routines, systems, and incentives. Our goal is to increase the number of incentives and opportunities for students to be celebrated.
Provide a
Project/Program
Description
Implementation of the following tangible and experiential rewards within 3 years.
Increase tangible rewards:
School-brand merchandise: (t-shirts, stickers, water bottles, etc.) - school-branded items promote school pride and sense of belonging, making students feel more connected to their community. When students earn and then wear these items, it reinforces positive behavior by associating it with visible reward, and also sends a positive message to other students.
Student store-Mitchell Mart (a variety of appealing items: pencils, fidgets, keychains, snacks etc.) -Tangible and motivating reinforcement system for Mitchell behavior expectations (3Bs), students earn tickets for displaying positive behaviors that align with Mitchell 3Bs and then exchange them for items. Promotes goal setting, delayed gratification, teaches cause and effect, reinforces the idea that positive choice leads to positive outcome.
CICO (Check-in and Check-out) rewards- targeted PBIS intervention designed to provide daily positive reinforcement for students who need extra support in meeting their behavioral or academic goals.
Behavior Academies incentives -tiered, group interventions that help students develop skills in the area of Social Emotional Learning. Incentives offered during these structured groups help with engagement, motivation to attend, and reinforcement of learned skills.
SEL survey incentives- These surveys provide critical data on student well being, school climate, and shape interventions, and supports needed on campus. Unfortunately, many students either avoid completing them or don’t take them seriously leading to inaccurate or incomplete data. Offering incentives can significantly improve participation and quality of responses.
STAFF Coffee/Tea and a Snack Cart- bi-weekly initiative where designated staff distribute coffee/tea and a snack directly to a teacher or staff member. These incentives will boost staff morale, recognize teacher ITEM 12.1. ATTACHMENT 3
efforts, maintain motivation, create a positive climate, and reinforce PBIS implementation.
Monthly Mental Health Awareness tables incentives- providing dedicated space for students to learn about mental health, normalize mental health conversations, raise awareness of mental health struggles among youth, provide resources and teach positive coping strategies.
Super Star Bags-student recognition program, where teachers nominate one student each week to receive a Super star bag filled with incentives in recognition of their efforts that week in alignment with school’s PBIS values (Be Responsible, Be Safe, Be Respectful) This program, helps build trust, confidence, sense of belonging and strengthens teacher-student relationship.
Experiential Rewards and Events:
Monthly Assemblies and Guest Speakers- This program reinforces positive behavior through role models, motivational speakers, and SEL learning strategies practiced in a large group setting. Additionally this program fosters a sense of community and belonging.
Music at Lunch- integrating music into the lunch period creates a positive, engaging atmosphere for students, helping to reduce stress, and increase school spirit. However, our sound system is outdated and does not function properly.
Annual field trips per grade level-Once per year field trips for 6th, 7th, and 8th graders. Examples: roller rink, sunsplash, movie theatre etc. This incentive program encourages students to remain engaged, responsible, and goal oriented while reinforcing positive choices.
Engagement Materials:
School wide posters-consistent visual reinforcement of PBIS expectations, which helps maintain a school-wide culture of positivity and reinforces expectations in a non punitive way.

Recognize and reward positive behaviors by bringing back the Mitchell Mart, a student store where students can redeem their PBIS tickets for a reward item.
Recognize attendance growth - Short term rewards after SART meetings and Long term rewards. LED Lights, water bottles, snacks, meal vouchers.
Proactive Incentives for attendance: Small and large class size attendance competitions (Donut/Bagel Party).
Roll out a Check in Check Out program: Small group of students and staff members that are working to build connectedness one on one.
Incentives for completing check ins.
Climate and culture - Marauder breakfast for marauders of the semester. Hygiene and personal items (Tooth paste, deodorant, shampoo, brushes, gel, laundry detergent, etc.) to supplement the kindness closet.
Class t-shirts to create connectedness at pep rallies. More planned activities such as staff versus students volleyball game, egg spoon race, mini games to encourage school morale.

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Synopsis
Our school’s annual student art show has been confined to the cafeteria due to a lack of display space. Description
W.E. Mitchell Middle School’s annual spring music and art show, Evening on the Green, is a long-standing tradition celebrating student creativity through visual and performing arts. While the school band and choir perform on a large outdoor lawn, the student art show has been confined to the cafeteria due to a lack of display space. This hidden location limits accessibility and visibility, preventing many attendees from experiencing the full scope of the work created by students during the school year. On the planning end, this location creates significant challenges for setup and installation of the gallery, as the cafeteria is full of tables and other items/structures for serving food during the school day that cannot be removed. Additionally, teachers and staff cannot set up in the space ahead of time due to students being served lunch, which leaves very little time to create the gallery displays before the event begins.
We seek funding to purchase movable art display panels, allowing us to relocate the students’ visual art exhibition outdoors alongside the musical performances. This enhancement will:
Improve community engagement by displaying student artwork in the heart of Evening on the Green. Moving the gallery outdoors invites more families and community members to experience and appreciate the work created in our visual art programs as well as our music and performing arts programs.
Increase accessibility and visibility by ensuring that all attendees can enjoy the artwork, making the event more inclusive and welcoming.
Support student growth and pride in academic achievements by displaying student art in a professional-style exhibit. This builds confidence, encourages artistic expression, and validates students’ creative accomplishments.
Provides a long-term investment in durable display panels that can be used year after year for Evening on the Green and other school-wide events, enhancing future community arts initiatives.
This project aligns with the city’s goals by showcasing youth development and accomplishments and expanding public access to the arts. By integrating the visual and performing arts into one cohesive event, we will strengthen the connection between our students, families, and the broader community.

Goals
1. Increase visibility of the Student Art Gallery during our annual Evening on the Green event by moving the gallery outdoors Measure foot traffic around the new outdoor display area compared to previous years.
Survey attendees to assess awareness of the art show before and after the move.
2. Create an integrated arts experience by bringing together the visual and performing arts into a single cohesive, multi-disciplinary event.
Count the number of attendees participating in both the visual and performing arts sections of the event.
Conduct post-event surveys to gauge attendee satisfaction with the integration of the arts.
3. Provide a safe, accessible, and reusable display for student art by purchasing durable movable panels and corresponding storage for efficient transport, setup, and takedown.
Successful purchase and setup of the art panels and storage container before the event.
Evaluate the condition of artwork before and after the event to ensure safe storage and display.
Track how long it takes to set up and tear down the exhibit, aiming for a streamlined process.
4. Enhance Community Engagement in the arts and build stronger connections between students, families, and the school
Measure the number of first-time attendees or community members engaged in the event.
Gather feedback and survey data from the community about their experience, focusing on whether the integration of visual and performing arts made the event more engaging.
45 Provide authentic opportunities for student recognition and an audience for their creative work
Increase the number of students whose artwork is displayed in the show compared to previous years, with the goal of having every student enrolled in a visual arts class displaying at least one piece for the show.
Survey students on their experience in participating in the event to gauge its impact.

This project is relatively straightforward, in that we simply need to order the materials in order to be able to transfer the event outdoors. Once we have the panels, we will be able to set up and display the work the day of the event. The panels themselves are simple to set up and take down. If indoor gatherings are restricted but outdoor events are permitted, we can adapt by setting up the art display in an outdoor space with proper distancing and safety protocols (e.g., mask-wearing, sanitization stations, and controlled entry/exit points).

However, these United States Supreme Court decisions remain in conflict with a section of the California State Constitution that says: “[n]either the Legislature, nor any county, city and county, township, school district, or other municipal corporation, shall ever make an appropriation, or pay from any public fund whatever, or grant anything to or in aid of any religious sect, church, creed, or sectarian purpose, or help to support or sustain any school, college, university, hospital, or other institution controlled by any religious creed, church, or sectarian denomination whatever; nor shall any grant or donation of personal property or real estate ever be made by the state, or any city, city and county, town, or other municipal corporation for any religious creed, church, or sectarian purpose whatever”. A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available. Provide a Project/Program
Description
Since 1992, 501(c)(3) nonprofit Campus Life Connection (CLC) has served thousands of youth in Sacramento County.
CLC’s mission is to develop character, confidence, and responsibility in youth through educational, social, and physical programs such as Point Break Workshops, which provide hope and effect positive change for individuals.
Point Break is a nationally-recognized, evidence-based, anti-bullying/pro-empathy program that creates an atmosphere of honest communication in which students and faculty collaborate in a workshop setting. Point Break uses evidence-based workshops[1] to make schools more accepting, empowering places.
These workshops have proven to increase empathy, which decreases bullying and harassment, relieves racial and ethnic tension, and unifies the students, regardless of socio-economic status. By students becoming aware that their peers struggle with the same issues, the door is opened for honest sharing and empathy, causing a positive chain reaction on campus. Through this intense, seven-hour process, students who have been silent in the past find courage to share and to trust their peers. Other direct results of Point Break workshops are better understanding, empathy among students, and reconciliation between teachers and students, in addition to youth learning leadership skills and gaining confidence.
Many students are still suffering from the after-effects of school closures, including experiencing disconnection from their peers, and school administrators throughout the region report they are seeing the worst behavior including bullying in students than ever before. About 19.2% of students in grades 6-12 experienced bullying nationwide during the 2021-2022 school year[2]. Bullying negatively impacts students’ academic achievement, success, and emotional and physical health[3].
Schools with anti-bullying programs reduce bullying by 50%[4]. Point Break has proven to increase empathy and reduce bullying and is a huge success locally. Its workshops empower schools to address many social issues facing students and over 50% of students have revealed through the workshops that they have had suicidal thoughts. Countless stories of suicide, isolation, addiction, and neglect that occur in the lives of students with whom Point Break works are exposed through the workshops, but Point Break provides these hurting students with a path to healing and healthy relationships with adults and other students.
In the past 20 years of holding Point Break workshops, the lessons we have learned are that society, culture, and teens are changing quickly as a result of social media, smart phones, and the pandemic. Many of the teens with whom we work are unable to look people in the eyes, can't hold conversations well, and struggle with having face-to-face relationships. This is a tremendous barrier that emerges as soon as each Point Break workshop begins and is an obstacle Point Break strives to eliminate.
The workshops’ results are so life-transforming that school districts actively seek out workshops as school staff have witnessed tremendous improvement of students’ behavior and a great reduction of school suspensions.
To date, CLC has held approximately 18 Point Break workshops in Rancho Cordova, benefitting thousands of students from Mills and Mitchell Middle Schools, and Cordova and Kinney High Schools:
2025: One workshop/four follow-up sessions (150 Mills students). 2024: One workshop/four follow-ups (150 Mills students). 2023: Two workshops/four follow-ups (160 Mills students). 2022: Two workshops/four follow-ups (240 Mitchell students). 2020: One workshop/four follow-ups (100 Mitchell students). 2019: One workshop/four follow-ups (100 Mills seventh graders); one workshop/four follow-ups (120 Mitchell seventh graders); one workshop/four follow-ups (120 Cordova 9th-12th-graders). 2018: One workshop/four follow-ups (Mitchell seventh graders). 2017: Two workshops/eight follow-ups (all Mills’ students). 2016: One workshop/four follow-ups at Mills; one workshop/four follow-ups for Kinney students. 2015: One workshop/four follow-ups at Mills; one workshop/four follow-ups for Kinney students.
Grant funds will provide two Point Break workshops and up to four follow-up sessions for Mills Middle School, engaging approximately 180 Rancho Cordova students and positively changing—directly and indirectly—the lives of thousands more in the community. Point Break supports the mental and emotional development of youth as we teach them empathy and provide struggling students with a hopeful life outlook through the life-changing workshops and follow-ups. With grant funding, Point Break’s proven effectiveness will create an empowering, sustainable difference on this and succeeding generations in Rancho Cordova. The lives of Rancho Cordova students CAN be transformed in a single day. *Campus Life Connection (CLC), a 501(c)(3) nonprofit, which has served at-risk/high-risk young people in the greater Sacramento area since 1992, is a faith-based organization at its core, but participation in any faith-based activity is optional to youth and they are never required to participate in faith-based activities to receive coaching, mentoring, care, and the programs’ full benefits.

Provide your
Project/Program Goals
One of Campus Life Connection (CLC)’s goals is to reach youth to prevent bullying and destructive life choices and to encourage positive behavior that ensures future success in life.
The Search Institute[1] developed a list of 40 Developmental Assets for youth and their chance for success in life. The more Developmental Assets a young person has, the greater the likelihood of their success. The Search Institute has a five-decade legacy of examining and making concrete key—but sometimes hidden—dimensions of development, including:
personal strengths, skills, attitudes and values; community, school, and family supports and developmental relationships; non-cognitive skills and socio-emotional traits; and personal sparks, passions, and purpose. Surveying the target population reveals that, in many cases, the students with whom Point Break works have only two of the 40 Developmental Assets; these two Assets are often a result of the schools’ efforts to engage youth and create boundaries. Based on Point Break’s proven effectiveness in reaching youth to effect positive change, participating students could add an additional 25 Developmental Assets for a total of 27. CLC desires to improve students’ chances of success in life and by adding 25 Developmental Assets, these students substantially increase their potential for a positive future.
Point Break’s specific project goal is to decrease bullying and foster empathy among students and, through its day-long workshop and four weeks of follow-up sessions, it also adds 25 Developmental Assets to the students participating, thereby substantially increasing their potential for a positive future. After every Point Break workshop, many faculty and volunteers are close to tears as they relay stories of the students, whom had been in their “family” group (i.e., small group of students with an adult leader) for the day, opening up and revealing their individual struggles of suffering from bullying, depression, suicidal tendencies, and more.
Biddle Consulting Group (BCG) conducted a thorough, two-year research study on Point Break’s effectiveness[2]. They evaluated its impact in key areas and found Point Break has a statistically significant impact on students’ attitudes, behaviors, and values on campuses. Four weeks of follow-up sessions will measure the success of each Point Break workshop. The pre- and post-surveys given to students learn more about their potential Risk Factors and include questions regarding how safe they feel in their environment.
The Substance Abuse & Mental Health Administration and National Registry of Evidence-Based Programs & Practices also conducted a yearlong review and designated Point Break as a nationally-recognized, evidence-based program that school administrators can use to address problems students face.
Two Point Break workshops and up to four weeks of follow-up sessions at Mills Middle School would engage approximately 180 Rancho Cordova students and positively impact—directly and indirectly—the lives of thousands more in the Rancho Cordova community.
The metrics by which progress in reaching goals can be measured is feedback from school administrators, teachers, and students.
Quote from Point Break Workshop for Mills Middle School on January 16, 2025:
“Point Break is an invaluable asset to Mills Middle School and we love collaborating with the team each year. Our students look forward to Point Break every year and they talk about the experience for long after the day. We have seen a decrease in bullying behaviors and an increase in empathy and student connection with one another and their teachers as a direct cause of spending the day with the Point Break team. The Point Break team is relatable, genuine, kind, and welcoming and our students gravitate toward each of them within minutes. The Point Break team remembers our students and our staff and makes instant connections with them, which makes it such a personal experience. Students and staff leave Point Break filled with energy and a new outlook on relationships and how we can make Mills Middle School even better. We look forward to continuing our partnership with Point Break for many years to come.” — Aya Handler, LMFT #100192 Mental Health Specialist, Mills Middle School Another one of Mills Middle School’s counselors wrote, “Thank you and the team for another wonderful Point Break workshop! We always appreciate you coming to Mills and the impact you leave on our kids.❤” “Every year Point Break has made a tremendous impact upon our school climate. The Point Break staff create a safe environment for our students; they do this by speaking to the heart about real life experiences and then giving students opportunities for intimate conversations with a caring facilitator. Students and staff are incredibly moved by the openness of one another. The repeated feedback from students is that ‘they no longer feel alone.’ I can’t say enough to recommend Point Break!”
— Janice Shippy, Counselor, Mills Middle School
The project team’s efforts can remain focused by evaluating how we can continually improve program quality. In response to schools’ requests, we are now offering Point Break assemblies, which are shorter workshops to accommodate some schools' needs for a shorter workshop due to staffing and/or facility limitations.
We are also improving program quality by continually training our new and existing staff to increase our excellence, and we are constantly improving our team and program to make it more effective. We are always improving the games, talks, and methods we use in building empathy and breaking down barriers to create an encouraging and supportive community on campus. We don't want to just have all the participants feel good for the day; our goal is to have the Point Break workshops leave a lasting impact that stays with the students for the rest of their lives and that also reaches even beyond the lives of the participants.

project/program schedule
Point Break workshops are typically held during the school year, between September and April. Workshops are held based on each school’s schedule and preference. The tentative timeline for the four workshops is:
Mills Middle School: September 2025-April 2026
Point Break also implements a follow-up aspect to each one-day workshop.
The follow-up consists of up to four sessions that can be done during lunch, during a study block, or even before school.
Students who participated in Point Break are invited back during the designated time where a Point Break team member will facilitate an activity and discussion targeting one of the eight key areas (e.g., bullying/teasing, willingness to reach for help, gossiping, openness of expression, judging others, valuing others, having empathy toward others, and having a hopeful life outlook) as a means to continue the momentum started by the workshop. Most follow-ups are done in four consecutive weeks following each Point Break workshop, but they can also be spaced out depending on the need and desire of the school.
What challenges do you
anticipate in your
project/program's
implementation? What is
your plan to complete your
project/program should those
or other challenges arise?
A possible challenge to our project’s implementation could be more school closures in the future. We have learned to be flexible with the planned workshops and to work with schools to make any adjustments as necessary to the scheduled workshops. In the past, we were able to successfully complete our grant projects despite the covid restrictions by working with the schools to reschedule the workshops.
An additional challenge we anticipate in our project’s implementation is that we have recently observed that today's students don't know how to feel and then process and cope with their emotions, and they are emotionally different than all the other students with whom we've worked in previous years. Consequently, we've had to modify some of our processes to learn how to be more effective in reaching these students.
For example, in prior years, at the end of each workshop, participants would tape a piece of paper with the statement "I've got your back" to their backs, and other students would sign those papers to commit to encouraging and supporting them in the future on campus. This year, we have improved our program by giving students time to write affirmations or encouraging notes to the students who were sitting on their left and on their right (as well as to rest of the students in their small group if time allows), so that each student goes home with at least two notes to keep as a reminder of what they learned and of all the people who care for them and support them. This adjustment has actually enhanced our program's effectiveness in providing a source of long-lasting encouragement to students. 4 - Project/Program Location

To Whom it May Concern:
I am pleased to support Point Break in their pursuit of program funding. Point Break has helped thousands of middle and high school students across the United States and the Sacramento Region through their workshops and programs offered to schools. Through their six hour school workshops, students improve social competence, problem-solving skills, personal responsibility, and honest communication.
Point Break continues to work diligently to create partnerships with local government, law enforcement, and nonprofit organizations in an effort to expand their reach to schools in need of the services they provide. Point Break addresses core relational issues that young people face each day on campus. By collaborating with high schools and the local community, they develop healthy learning environments.
I fully support the efforts of Point Break as they seek external funding to support their programs aimed at empowering students to develop character, confidence, and responsibility while also preventing acts of bullying, hatred, or violence on campus and in the community.
Point Break continues to serve as a vital asset to my district, and I fully support their efforts to expand their programs, therefore helping more students grow and thrive.
Organizations such as Point Break are the lifeblood of our community, and I hope you will support them as they work hard to expand their reach across the region.
Sincerely,
KEVIN KILEY

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Enhancement to Sunrise Elementary Playground
Provide a
Project/Program
Synopsis
This project would enhance the Sunrise Elementary playground in two major ways:
1. Adding seating on the playground
2. Enhancing the aesthetic of the playground/fostering creativity among children by adding a mural
The playground is open to other organizations in the community, who would also benefit from this enhancement.
Provide a
Project/Program
Description
Seating
At present, the Sunrise Elementary playground has three picnic style tables on the playground, which seats approximately 18 individuals. This has simply not been enough to accommodate the needs of 1,300+ students and adults on campus. This project proposes adding 5 more tables, which would create seating for 30 more individuals.
Not only would seating give children a chance to rest and catch their breath in the shade, especially in hot temperatures, seating would provide a place for children to be in a calmer environment on the playground, especially for children may need a break from overstimulation.
Also, having picnic style seating/tables is also important given how overcrowded the school is. Children are permitted limited time in the cafeteria to eat lunch. They have scheduled time in the cafeteria (20 minutes), but often times it can be much less when factoring in time between turn over between the groups, waiting in the lunch time, etc. This is often isn't enough time for children to eat their lunch, especially if waiting in long lunch lines, and children often complain about not having enough time. Having tables would give children more time to eat their lunch outside on the playground if they cannot finish their lunch in the cafeteria. It would also provide for a place for children to have their snacks during morning and afternoon recess.
Adding this seating would also provide social benefits. Seating will encourage socialization, allowing children to sit and interact with one another. It will foster a sense of community for children during the school day, as well as for adults and the community during campus use outside of school hours.
ITEM 12.1. ATTACHMENT 3
Overall, this seating would add to the functionary, needs, comfort, and accessibly of Sunrise Elementary's playground and benefits students and the greater community who uses the space.
Mural
In terms of aesthetic, a mural would transform the playground from a plain, uninspiring space into a visually stimulating environment. Bright colors and creative designs can make the playground more inviting and fun.
In terms of creativity/imagination, a mural can would really inspire elementary school aged children's creativity and provide them with an engaging, imaginative backdrop. This can spark storytelling, play, and exploration based on the themes of the mural. If this grant request is approved, the Sunrise PFO plans to have students submit their designs for the mural to really bring the community together in beautifying our campus and city. This will given students who contribute to the mural design a sense of pride and a forever connection to their elementary school.
In terms of the social/emotional impact, a mural would have important effects. Positive imagery, inclusive designs, and colorful art can improve children's moods, making the playground feel like a safe and welcoming space for everyone, especially when it reflects diversity and inclusion.
Students will also feel very much involved in this enhancement to their school.
Tell us about your
Project/Program
Team
The project team will consist of the Sunrise Elementary Parent Faculty Organization (PFO), Sunrise Elementary administration, parent volunteers, and a local muralist.
Provide your
Project/Program
Goals
The goal will to be to work on both the seating and mural enhancements at the same time and during the same month. There will be a project administrator, who has already been identified. The project will be documented through meeting and progress notes. The Sunrise PFO will organize a volunteer workday to assemble the tables with parent volunteers and clear away debris/dirt where the mural will go. Volunteers have already been confirmed, and the volunteers are experienced in assembling tables.
The muralist can work outside of school hours.

Describe any funding
secured or being
sought for this
project/program?
The Sunrise PFO will also seek funding from the jog-a-thon proceeds, if there are enough proceeds to contribute. We have been experiencing a decreased in voluntary financial support/contributions from our families. We are still trying to fundraise. However, the Sunrise PFO supports so many other student and school needs, and based on discussions that are already occurring, there will be a significant need for field trip financial support/scholarships, which the PFO provides to all grade levels. For this reason, even if the jogathon generates enough proceeds to allocate those proceeds to other uses (such as this Playground Enhancement Project), providing scholarships to make sure that every student can go on a field trip may usurp a lot of money. For example and context, students are already returning their interest forms for next year's 6th grade science camp overnight trip. Out of the initial 11 students who submitted their responses, 4 have already indicated that their student will need financial assistance.

The goal will be to secure the supplies and enter into a contract with a muralist as soon as possible, and to enter into a contract in July 2025. The anticipated start date of the project will be August 1, 2025, and we expect to complete the project no later than November 1, 2025. Realistically, we believe that the project can be complete by the end of September 2025.
The goal will be to start as soon as the EGUSD approves the site modification request for the mural.
What challenges do
you anticipate in your
project/program's
implementation?
What is your plan to
complete your
project/program
should those or other
challenges arise?
We may experience delays due to getting approval from EGUSD of the site modification. In order to add the mural, Sunrise Elementary's Administration will be required to obtain a site modification approval from the District.
While we do not expect an unreasonable delay, this could potentially impact the project completion date, which is why we included an end date of November 2025. We do not expect any delays in delivery of our tables, as they are in stock. We also do not expect any delays in assembly of the tables, as our volunteers are confirmed.

Description
We are excited to present a request for funding to build a dedicated school track at AM Winn Waldorf K-8, a K-8 public school that is Waldorf-inspired and serves a majority of students who are socioeconomically disadvantaged. We are committed to promoting physical health, well-being, and academic success for our students. This project aims to create a safe and inclusive space where students can engage in various physical activities, foster teamwork, and build lifelong healthy habits.
Project Overview: The proposed school track will serve as a versatile space for multiple activities, including physical education classes, extracurricular sports, and community events. The track will be designed with the latest safety standards and accessible features to ensure that all students, regardless of their physical abilities, can participate and benefit.
Benefits of the School Track:
Physical Health: Regular physical activity is essential for students' physical development and overall health. The track will provide a designated space for running, walking, and other exercises, encouraging students to stay active.
Mental Well-Being: Physical activity is known to improve mental health by reducing stress, anxiety, and depression. The track will offer students an opportunity to release energy, focus better in class, and build self-esteem.
Academic Performance: Studies have shown a positive correlation between physical activity and academic achievement. By integrating the track into our physical education curriculum, we aim to enhance students' cognitive functions and academic performance.
Community Engagement: The track will not only benefit our students but also serve as a valuable resource for the entire community. We plan to host community events, family fitness days, and sports tournaments; fostering a sense of unity and involvement.
Growth and Development: The construction of the track will play a vital role in supporting the overall growth and development of our children and youth, providing them with opportunities to learn important life skills through physical activities and teamwork.
Strengthening Community Connections: Sports serve as a positive outlet for building stronger community connections, promoting physical fitness, and enhancing participation in sporting activities among students and families.

AM Winn School Track Project: Community Support Letter
Dear Rancho Cordova City Council Members,
We, the undersigned, are writing to express our wholehearted support for the construction of a dedicated school track at AM Winn K-8, a Waldorf-inspired public school serving a majority of students who are socioeconomically disadvantaged. This project represents a crucial investment in the physical health, mental well-being, and academic success of our children.
The proposed school track will provide a safe and inclusive space where students can engage in regular physical activities, fostering teamwork and building lifelong healthy habits. The track will also serve as a valuable resource for the entire community, hosting various events that bring families together and promote a sense of unity.
We believe that the construction of the school track will have a profound impact on our children's growth and development, oƯering them opportunities to learn important life skills through physical activities and teamwork. By supporting this project, we are investing in the future of our community and ensuring that our students have the best possible environment to thrive.
We, the undersigned, strongly urge all stakeholders and potential funders to support this vital initiative and help make the vision of the school track reality.

To whom it may concern:
I am writing to express how impactful the construction of a track at AM Winn Elementary School would be for my family and our community. As a parent of a student at the school, I have seen firsthand the challenges our children face when practicing sports on the current field.
My son, who plays soccer, has come home multiple times with twisted ankles due to the uneven and worn-out condition of the field. This not only impacts his ability to participate in sports but also his safety and well-being. Having a dedicated, safe surface for students to practice running and other physical activities would make a significant diƯerence in their overall fitness and enjoyment of physical education.
AM Winn is a special place. It's a school with a big heart and a loving community. With limited resources, we haven't had as many opportunities to celebrate our school's sportsmanship and students. They have wonderful capacity, and a track would help them show up for themselves and our school. It would also allow the school to host track and field events, oƯering an opportunity for our students to engage in healthy competition and teamwork.
I believe that building a track at AM Winn would be a valuable investment in the physical and emotional health of our students. I respectfully urge you to consider the positive impact this project would have on the entire school community.
Thank you for your time and consideration.
Sincerely,
Margee Burch

A separate call for programming opportunities with the Rancho Cordova Youth Center is anticipated later in 2025. The list is also used to advertise separate art programs when funds are available.

Project/Program
Synopsis
GSS aims to bring together gujaratis (people with origins from Gujarat, a State in India) to enhance and promote its cultural diversity. We accomplish this by hosting a number of events annually for members and non-members. These events include Kite Flying, Holi, Annual Picnic, Navratri, and Diwali.

Description
The Navratri Festival is very unique to the State of Gujarat, where the young, adults and elders (both male and female) come together to dance as part of the celebrations of the female Goddess that destroyed evil and established the good, faith and happiness. In previous years, we have celebrated this festival at Mather Sports Complex or at a Folsom Cordova School District multipurpose room. We are looking for a venue for two nights to host this event in FY25-26 with adequate capacity, power supply access, and public restrooms for about 1000 people. We hope to find a partner in the city that can assist in hosting this event. This event is open to members and non-members.
The Annual Picnic is a way to gather our members, local community, family friends, and share food from our culture thereby passing our roots to young kids. Previously, we have successfully hosted this event at Stone Creek Community Park. We hope to continue that for next year.
For two consecutive years now, we have hosted a Sports/Kids event. This is where we bring together kids, adults, and seniors and allow them to show their skills in traditional Indian sports and games. We held this event at the Lincoln Village Community Park. We had sack races, lemon and spoon races, Kabbadi, Yoga, and cricket match to promote sports and games from our culture and region. We plan to host this event again at Lincoln Village Community Park.
Holi and Kite Flying are also traditional cultural events that promote Gujarati culture. Kite flying activity requires a different set of skills. It teaches teamwork. Young kids learn how to tie the strings on different materials of kites and then fly them.
During Holi, we celebrate the colors in our life. It is a joyous occasion with arrival of spring and new crops. The community enjoys getting together, throwing colors on each other, and welcoming spring.
