How CCA bills compare with the utility's

A CCA sets the generation part of the bill; the utility still charges for delivery and adds an exit fee, the Power Charge Indifference Adjustment (PCIA), to every CCA customer's bill. The comparisons below are the ones the CCAs and utilities must publish for a typical household.

From published comparisons — check the source. Each utility and CCA must publish a joint rate comparison of a typical residential bill. The figures below are copied from those comparisons; each links to its source. A comparison is a snapshot: rates change several times a year.

Default product compared with the utility, by year

The latest comparison of each year. The default product is the one customers get unless they choose another; some cities picked a greener, dearer default. Click a cell for the source; each CCA's page lists every comparison.

The exit fee decides the sign

The PCIA charges CCA customers for power the utility bought before they left. It depends on the year a community left (its vintage) and changes every January. When it rises, CCA bills rise even if the CCA's own price does not; in 2026 PG&E's own customers get a credit while customers who left between 2016 and 2024 pay 3.6–5.4¢ per kWh.
