(c) If Consultant, or any officer, employee, agent or subconsultant of Consultant, provides any information or work product in violation of this Agreement, then City shall have the right to reimbursement and indemnity from Consultant for any damages, costs and fees, including attorney’s fees, caused by or incurred as a result of Consultant’s conduct. (d) Consultant shall promptly notify City should Consultant, its officers, employees, agents or subconsultants be served with any summons, complaint, subpoena, notice of deposition, request for documents, interrogatories, request for admissions or other discovery request, court order or subpoena from any party regarding this Agreement and the work performed thereunder. City retains the right, but has no obligation, to represent Consultant or be present at any deposition, hearing or similar proceeding. Consultant agrees to cooperate fully with City and to provide City with the opportunity to review any response to discovery requests provided by Consultant. However, this right to review any such response does not imply or mean the right by City to control, direct, or rewrite said response.
SECTION 16. INDEMNIFICATION.
(a) INDEMNIFICATION BY CONSULTANT. To the fullest extent permitted by law, Consultant shall indemnify, protect, defend (with legal counsel reasonably acceptable to City) and hold harmless City and any and all of its elected and appointed officials, officers, employees, representatives and agents (“Indemnified Parties”) from and against any and all claims, actions and proceedings (whether at law or equity, administrative or judicial), demands, orders, judgments, losses, injuries (including, without limitation, injury to or death of an employee of Consultant or subconsultants), liabilities of every kind (including, without limitation, incidental and consequential damages, court costs, and litigation expenses, and fees of expert consultants or expert witnesses incurred in connection therewith and cost of investigation), damages, costs and expenses, including attorney’s fees and costs, (collectively "Claims") that arise out of, pertain to, or relate to, directly or indirectly, in whole or in part, any goods provided or performance of Services by Consultant, its officers, agents, employees, representatives, subconsultants, anyone directly or indirectly employed by any of them, or anyone that they control. Consultant’s duty to indemnify, protect, defend and hold harmless Indemnified Parties, shall not include any Claims arising from the sole negligence or willful misconduct of the Indemnified Parties. (b) INDEMNIFICATION FROM SUB-CONSULTANTS. Consultant agrees to obtain executed indemnity agreements with provisions identical to those set forth here in this section from each and every subconsultant, subcontractor or any other person or entity involved by, for, with or on behalf of Consultant in the performance of this Agreement naming the Indemnified Parties as additional indemnitees. In the event Consultant fails to obtain such indemnity obligations from others as required here, Consultant agrees to be fully responsible according to the terms of this section. Failure of City to monitor compliance with these requirements imposes no additional obligations on City and will in no way act as a waiver of any rights hereunder. This obligation to indemnify and defend City as set

forth herein is binding on the successors, assigns or heirs of Consultant and shall survive the termination of this Agreement and this section.
SECTION 17. INSURANCE.
Consultant agrees to obtain and maintain in full force and effect during the Term of this Agreement the insurance policies set forth in Addendum “1” “Insurance” and made a part of this Agreement. All insurance policies shall be subject to approval by City as to form and content.
These requirements are subject to amendment or waiver if so approved in writing by the City Manager. Consultant agrees to provide City with copies of required policies upon request.
SECTION 18. ASSIGNMENT.
The expertise and experience of Consultant are material considerations for this Agreement.
City has an interest in the qualifications and capability of the persons and entities who will fulfill the duties and obligations imposed upon Consultant under this Agreement. In recognition of that interest, Consultant shall not assign or transfer this Agreement or any portion of this Agreement or the performance of any of Consultant’s duties or obligations under this Agreement without the prior written consent of the City, which may be given in the sole and absolute discretion of the City Manager. Any attempted assignment shall be ineffective, null and void, and shall constitute a material breach of this Agreement entitling City to any and all remedies at law or in equity, including termination of this Agreement pursuant to Section 20 “Termination of Agreement.” City acknowledges, however, that Consultant, in the performance of its duties pursuant to this Agreement, may utilize subconsultants.
If in the performance of its duties Consultant utilizes subconsultants or subcontractors, Consultant covenants that subcontracts, if any, shall contain a provision making subconsultants or subcontractors subject to all provisions stipulated in this Agreement, including without limitation, the insurance obligations set forth in Section 17 “Insurance.” The Consultant acknowledges and agrees that the City is an intended beneficiary of any work performedby any subconsultant or subcontractor for purposes of establishing a duty of care between any subconsultant or subcontractor and the City.
SECTION 19. CONTINUITY OF PERSONNEL.
Consultant shall make every reasonable effort to maintain the stability and continuity of Consultant’s staff and subcontractors / subconsultants, if any, assigned to perform the Services.
Consultant shall notify City of any changes in Consultant’s staff and subcontractors / subconsultants, if any, assigned to perform the Services prior to and during any such performance.
SECTION 20. TERMINATION OF AGREEMENT.
(a) City may terminate this Agreement, with or without cause, at any time by giving written notice of termination to Consultant. In the event such notice is given, Consultant shall cease immediately all work in progress.
(b) Consultant may terminate this Agreement for cause at any time upon thirty (30) days written notice of termination to City.

(c) If either Consultant or City fail to perform any material obligation under this Agreement, then, in addition to any other remedies, either Consultant, or City may terminate this Agreement immediately upon written notice.
(d) Upon termination of this Agreement by either Consultant or City, all property belonging exclusively to City which is in Consultant’s possession shall be returned to City. Consultant shall furnish to City a final invoice for work performed and expenses incurred by Consultant, prepared as set forth in Section 4 “Compensation and Method of Payment” of this Agreement. This final invoice shall be reviewed and paid in the same manner as set forth in Section 4 “Compensation and Method of Payment” of this Agreement. (e) Upon written notice, City may suspend all or any portion of Consultant’s performance under this Agreement at its sole option and for its convenience for a reasonable period of time not to exceed six (6) months. City will pay to Consultant a sum equivalent to the reasonable value of the services satisfactorily provided up to the date of suspension. City may rescind the suspension prior to or at six (6) months by providing Consultant with written notice of the rescission, at which time Consultant would be required to resume performance in compliance with the terms and provisions of this Agreement. Consultant will be entitled to an extension of time to complete performance under this Agreement equal to the length of the suspension unless otherwise agreed to in writing by the Parties.
SECTION 21. DEFAULT.
In the event that Consultant is in default under the terms of this Agreement, the City shall not have any obligation or duty to continue compensating Consultant for any work performed after the date of default. Instead, the City may give notice to Consultant of the default and the reasons for the default. The notice shall include the timeframe in which Consultant may cure the default.
This timeframe is presumptively thirty (30) days, but may be extended or reduced, if circumstances warrant. During the period of time that Consultant is in default, the City shall hold all invoices and shall, when the default is cured, proceed with payment on the invoices. In the alternative, the City may, in its sole discretion, elect to pay some or all of the outstanding invoices during the period of default. If Consultant does not cure the default, the City may take necessary steps to terminate this Agreement under Section 20 “Termination of Agreement.” Any failure on the part of the City to give notice of the Consultant’s default shall not be deemed to result in a waiver of the City’s legal rights or any rights arising out of any provision of this Agreement.
SECTION 22. EXCUSABLE DELAYS.
Consultant shall not be liable for damages, including liquidated damages, if any, caused by delay in performance or failure to perform due to causes beyond the control of Consultant. Such causes include, but are not limited to, acts of God, acts of the public enemy, acts of federal, state or local governments, acts of City, court orders, fires, floods, epidemics, strikes, embargoes, and unusually severe weather. The term and price of this Agreement shall be equitably adjusted for any delays due to such causes.

P ROJECT A PPROACH
Traffic Engineering Services can be one of the most
challenging areas of an agency’s responsibilities. This is due to a number of challenges including the voluminous
and changing laws and regulations applying to traffic
operations as well as the inherent liability of critical infrastructure meant to serve the traveling
public. Ensuring the safety of the traveling public, as well as, communicating and fielding public complaints is an
ongoing challenge. Traffic Engineering is sometimes
described as a combination of art and science. TKE has
extensive experience communicating with the public,
decision makers, internal stakeholders and those who
work in the public right-of-way, which is critical to
successful results. TKE staff have experience with all of these aspects including field experience working with
signal technicians and solving timing problems,
experience communicating with decision makers and the
public about transportation challenges, experience
delivering safety and operations improvement projects,

SECTION 3 | SCOPE OF WORK
CEQA experience with traffic and parking studies,
testimony and expert witness work in court and more.
TKE’s goal is the successful project delivery of the City’s traffic engineering needs. Our definition of successful project delivery is:
Δ Task/Project Completion that Meets all Project
Safety Requirements
Δ Task/Project Completion that Protects the City’s
Interests
Δ Task/Project Completion on Schedule
Δ Task/Project Completion within Budget
To successfully achieve each of the items listed above, it is vital that an efficient and effective form of
communication is maintained throughout the project
duration. TKE’s staff is highly trained in the art of
communication. By way of phone calls, emails, and in
person meetings, TKE regularly and routinely keeps City staff informed of all aspects of the project. Through the preparation of meeting minutes, progress reports and
project update memorandums TKE ensures that City staff
is fully appraised of the project status.
P ROJECT M ANAGEMENT
TKE provides effective project management services to a variety of clients. We have successfully delivered
extensive and highly visible transportation, traffic,

management summary. The summary includes
project name and related number, description of
progress, budget status, schedule compliance,
and anticipated upcoming accomplishments.
C OMMUNICATION
Communications with agencies’ staff is another
important component to effective project
management. In addition to the monthly
progress reports, TKE meets with clients as
needed to ensure the projects are proceeding as
anticipated. We document each discussion or
meeting with notes and electronically mail them
to the project team within three days of the
meeting/conference indicating action items and
a schedule for completion of these items.
R ECORD K EEPING
TKE keeps records in an organized filing system
both in hard copy and electronic forms. This
organized filing system allows TKE to access
records immediately should they be needed.
M EETINGS
TKE meets with project stakeholders as needed
including the public, permitting agencies,
utilities, etc. We meet with them at the project’s
onset and throughout the course of project
development to ensure all stakeholder project
needs are considered in the project design. All
meeting preparation (City Staff Reports, agendas,
exhibits, slide shows, etc.) will be prepared by
TKE for each meeting. Again, meetings will be
documented. TKE has provided numerous
similar presentations to Councils and
Committees (closed sessions, council meetings,
transportation commissions, planning
commissions, community meetings, etc.).
T EAM M EETING
Team meetings include all parties that have any
interest in the project development. In
particular, the City’s Engineering, Public Works

vertical curvature, super elevation, stopping and sight distances, grade and various other factors. In addition, TKE has experience with the design of State and Federally funded traffic and transportation projects. Our funding experience includes design and funding management of
projects with CDBG, SR2S, ATP, LPP, HSIP, ARRA, CMAQ,
and SAFETEA-LU funding.
S OLUTIONS TO C RITICAL I SSUES
With the variety of shifting technologies, policies and laws in the transportation industry, it is critical for the City to be supported by a true expert in the industry. One
example is the shift from a level of service (LOS) standard under CEQA to a Vehicle Miles Traveled (VMT) standard
consistent with SB743. TKE staffs are not only
knowledgeable with respect to these changes but are at
the forefront in implementing these changes
statewide. Similarly, as Intelligent Transportation System (ITS) technologies continue to shift, it is critical to not only be aware of these changes but to actively prepare for
these changes. TKE staff are likewise acknowledged
experts in the ITS industry having designed and built
multiple cutting edge ITS projects including advanced
signal control (Smart Signals) and Connected Vehicle
applications. One final example of challenges which
could face the City through the course of this contract include the implementation of a new Advanced Traffic
Management System (ATMS), new controllers and a new
Traffic Operations Center (TOC). These changes will
involve implementation of new signal timing plans. TKE’s staff have deep knowledge of these changes and can help the City prepare for and update City files and procedures to take full advantage of these future changes.
S TEPS FOR S UCCESS
The tasks necessary for completion of assigned activities will vary depending on the nature and originator of a
request. Generally, task assignments will be divided into two categories.
First, requests related to safety will be prioritized and will follow standard traffic maintenance procedures with
proper documentation and feedback provided to any
public stakeholders. Documentation and swift handling
of these requests is important to reduce liability on the City once a request has been identified as a potential
safety hazard. If the City has a standard process for
handling and responding to these requests, that process will be followed. If not, TKE’s staff have checklists and processes which have been successfully utilized in the
past which will be suggested.
The majority of these requests will be generated by the public. This includes assistance to investigate and
provide written responses to complaints or requests
received by residents and to assist Traffic Signal
Maintenance Technicians/Electricians and other City staff with traffic signal programming, timing, and

communications. If a request is not related to an
immediate operations or safety concern, the task
assignment will be categorized accordingly with
regulatory or time critical requests prioritized first in order to ensure timely responses. The scope of the task will be examined and a process for accomplishing the
assignment will be discussed with City staff. Milestones and acceptable deadlines will be established and
followed through to successful project completion.

(c) Where City has reason to believe that any of the documents or records required to be maintained pursuant to this section may be lost or discarded due to dissolution or termination of Consultant’s business, City may, by written request, require that custody of such documents or records be given to the City. Access to such documents and records shall be granted to City, as well as to its successors in interest and authorized representatives.

• The Civic Center Storm Drain (SD2201) and Oasis Street Beautification (ST2303) Projects: WEBB prepared the City of Indio’s Master Drainage Plan and identified areas that have consistently experienced flooding problems. WEBB assisted the City with the State of California – Urban Flood Protection Grant for $4.1 million. In addition, WEBB prepared Plans, Specifications, and Estimates (PS&E) for the project. The project includes the construction of storm drains, curb extensions, curb ramps, and rain gardens along Oasis Street, Requa Avenue, Smurr Street, and Jackson Street. The project will install drainage swale and underground storm drain pipes. In addition, the project will install new trees in Marshall Parkway and throughout the project, with rain gardens along Oasis Street, Smurr Street, and Requa Avenue. As we progressed with the design, the City added a Scope of Services, which more than doubled the construction cost. According to the project schedule, the project was supposed to go out to bid by the end of August 2023. Even with a doubled scope of work during the late design phase, WEBB was able to complete the PS&E with additional in-house resources and go out to bid in November 2023. • Indio Sports Park Project: WEBB provided project management and final engineering services for the Indio Sports Park located between Market Street and Avenue 44 west of Jackson Street. Our services included aerial and field surveys to facilitate project design, obtaining as-built plans from utility companies, conducting a preliminary basin feasibility analysis and hydrology study, creating Water Quality Management Plans (WQMP), and developing preliminary and final grading plans, sewer and water plans, as well as off-site street and storm drain improvement plans.
• Complete Streets Plan with Drainage Master Plan: Jefferson Street/Highway 111 Intersection and Hjorth Street/Avenue 50 Intersection:The intersection of Jefferson Street and Highway 111 is located in the Cities of Indio and La Quinta. The pavement was in poor condition with block, longitudinal, and transverse cracking. The ride within the intersection is rough and noisy, especially northbound and southbound. There were low spots located within the intersection, which created drainage issues. Both cities received many complaints from residents and elected officials, so both cities wanted to rehabilitate the intersection before the Christmas Holidays. WEBB designed the project in a short time and also recommended a rehabilitation method so the construction would have the least impact on the traffic at one of the busiest intersections in the valley. The City wanted to construct the southbound right turn on Hjorth Street at Avenue 50 before the next music festival. WEBB was able to assist the City with the design and construction of the right turn before the festivals.
Agreements for Professional Services to perform As-Needed Professional C... Page 476 of 2161 6 • Jackson Storm Drain Evaluation: WEBB conducted an evaluation of the Jackson Street Storm Drain on behalf of the City. This evaluation encompassed compiling topography and land use plans for the project area, conducting a hydrology analysis, obtaining as-built plans from the City, and reviewing the pertinent 36-inch storm drain pipe that discharged into Jackson Street, along with all upstream storm drain pipes connected to the 36-inch pipe. Additionally, WEBB conducted a field review of the project site and performed a hydraulic analysis of affected catch basins. WEBB also undertook a study to propose alternative solutions for the pipe installation leading to the White Water River, identified potential drainage improvements, prepared exhibits, and compiled a technical memorandum containing our recommendations.

We will coordinate the ongoing projects with the Cities, sub-consultants, and other agencies. We will maintain project files and prepare memos, letters, emails, and any other communication necessary to manage the project.
DELIVERABLE(S): Project Management, PDT Meetings (assumption of 24 meetings), Meeting Agendas and Minutes (electronic), roject Schedules, Monthly Invoices, Quality Control TASK 2: SURVEY
2.1 Research/Mobilization
We will perform the following tasks prior to the commencement of field surveying activities:
• Secure vertical benchmark data sheets located within the general project area from the County of Riverside and the Cities to tie results to the North American Vertical Datum of 1988 (NAVD88) • Perform necessary research with the Cities to obtain centerline monument ties • Secure available parcel/tract/records of survey/corner records/record mapping from Riverside County to identify all local control/cadaster
• Secure roadway as-built facilities from Riverside County and the Cities for the entire project area
2.2 Control Survey
Upon completing all research efforts, field crews will perform a Control Survey using conventional and GPS-based survey methods. Field surveying efforts will include the location of local centerline monuments/property corners necessary to retrace/re-establish rights of way and street centerlines and vertical benchmarks. We will compile all data and generate a Project Control Report illustrating found data, field notes, and vertical/horizontal datums to be utilized for the project. This report will be utilized for the basis of all survey control efforts as part of this project and will support future construction staking efforts. We will set aerial ground targets necessary for control of the project and the required Aerial Survey.
2.3 Aerial Survey and Design Topography
We will use an aerial sub-consultant to provide a 1-inch = 40-FT scale topographic map of the project area, with color digital orthophoto, consisting of accuracies of plus or minus 0.295-FT and accuracies of 0.195-FT as it relates to the Digital Terrain Model (D.T.M.).
The Design Survey supplements the Aerial Survey with a greater level of accuracy as required. Our field crews will perform a ground survey using conventional methods to locate all hardscape, drainage features, utility facilities, break lines, driveways, and other pertinent improvements. Supplemental ground survey efforts will include cross-sections at 50-FT intervals and at midpoints of driveway approaches within the project limits. Sufficient detail will be obtained to confirm ADA compliance at driveways and curb access ramps.
The design survey data will be tied to the horizontal and vertical controls established for the project.
We will generate a Survey Base Map at 1-inch = 40-FT scale. Mapped features will generally include the edge of pavement/curb and gutter/sidewalk, driveways, landscape features such as monument signs/irrigation control valves/significant vegetation, manholes, drop inlets, walls, signs, utility/light/signal poles, above ground utility service facilities, storm drain facilities, and other visible improvements at the surface elevation.
Agreements for Professional Services to perform As-Needed Professional C... Page 485 of 2161 15 Break lines will be collected along all mapped improvements listed above to create continuous contours with a 1.0-FT interval and a Digital Terrain Model (D.T.M.).
Land Net Base Mapping will augment research efforts identified in Section 2.1 above. WEBB will analyze provided title reports (obtaining title reports is out of scope for this proposal), record mapping, and find project control to establish existing street centerlines, rights-of-way, and property lines of record using industry-accepted boundary retracement practices. All resolved linework will be illustrated in the Survey Base Map depicting found local monuments/cadaster, pertinent notes on means/methods of retracement efforts, assessor's parcel numbers, ownership of record, and measured bearings/distances.
Our assumption is a Record of Survey is not required to be filed with the County of Riverside per Section 8762 of the California Professional Land Surveyors’ Act (Business and Professions Code §§ 8700 – 8805). Should field conditions dictate otherwise, we will notify the City with a recommended action plan/additional cost .
DELIVERABLES: Project Control Report in PDF and Word PNEZD formats, Survey Base Map in PDF and AutoCAD formats, Digital Terrain Model (D.T.M.) in electronic formats TASK 3: UTILITY COORDINATION
3.1 Data Compilation/Site Visit
We will contact Dig-Alert to secure an official ticket with contact information of all known utilities within the project limits. Record request forms will be sent to all utility owners requesting as-built facilities and available record drawings. Additional research will be performed with the Cities, County, and CVWD to identify locations/potential existence of City/County/CVWD owned facilities within the project limits.
Upon compiling as-built information from utility owners, WEBB will conduct a site visit to identify all existing improvements shown on the as-builts to verify their accuracy and note facilities such as manholes and valves that are identified in the as-built plans but not visible in the field. These conditions will be flagged and sent to our project survey team. Additionally, follow-up discussions with the utility owners will occur for these cases in the event past improvement projects inadvertently paved over the manhole/valve covers.
3.2 Utility Conflict Mapping/Utility Relocation Coordination and Agreements WEBB will utilize as-built data and maps obtained from the utility companies to prepare existing utility base mapping and identify all utilities on the plans that are within the project limits. The utility mapping developed for the PS&E will be verified through topographic surveys.
During the design development, high and low-risk facilities will be identified, and a Utility Conflict Matrix will be developed to record the findings and begin coordination with the utility owners. Based on our preliminary research, all utilities within the existing right-of-way appear to be in a franchise agreement. Utility agreements and compensation from the City to utility owners to relocate is not anticipated, nor will privately owned water/sewer relocations be performed by the City other than manhole/valve cover adjustments. We will provide all correspondence/communication efforts to the City upon completion of the final design.

Intangible Qualities:
1. Understanding drainage and creative solutions
The City of Indio (City) implements a stormwater policy requiring all new developments to retain 100- year, 24-hour storms on-site. Many developments meeting this requirement have been established in the City. These self-contained developments changed the dynamics of the City in many aspects and are fine examples of sustainable development, groundwater recharge, and flood control projects.
While some self-contained developments exist within the City, there are older developments and other areas that need master plan storm drain facilities.
Albert A. Webb Associates (WEBB) updated the Master Drainage Plan (M.D.P.), which addresses current and future needs. The proposed facilities include channels, storm drains, detention basins, infiltration basins, parkway underground infiltration pipes, and other conveyance capable of reliving flooding problems within the City. The ground elevations for more than half of the City are below sea level, and most of the area in the City, especially south of the Coachella Valley Storm Water Channel and south of Avenue 48, is very flat and lacks drainage infrastructures. A good portion of the City streets have an average slope of less than 0.3%. Under these conditions, some streets and surrounding areas are flooded during rain events. The City needs a consultant who has a great understanding of regional and local drainage, including existing problem areas. Even before the M.D.P. Study, WEBB proposed a creative and cost-effective drainage solution with underground perforated pipes for the Madison Street Project (ST503K). Since then, WEBB has helped the City with Jackson Street, Civic Center Storm Drain (SD2201), and the Sports Park (ST 2303) projects.
The City had a drainage problem at Jackson Street at Kenner Street intersection, causing flooding at the back of the homes at Circle Drive. The City needed a quick analysis and creative solution to address the flooding issues. The WEBB drainage team analyzed the problem and came up with a fast and cost-effective solution.
2. Relationship with Utility Providers
The same WEBB team has been working on the Coachella Valley Projects, starting with the Varner Road and Monterey Street Improvements Projects in Thousand Palms in 2004. It has established excellent relationships with the following utility providers. • Frontier Communications
• Imperial Irrigation District
• Southern California Gas Company
Agreements for Professional Services to perform As-Needed Professional C... Page 496 of 2161 26 • Spectrum

The extension of the Hemet MDP Line C was an important component to provide surface flooding relief and flood protection of a predominately developed portion of the City of Hemet. The extension of the Hemet MDP Line C was an important component to provide surface flooding relief and flood protection of a predominately developed portion of the City of Hemet.
This segment of the Master Plan Facility represents the middle one third of the entire Line C System. The critical component of this project was implementing a master planned facility in a highly urbanized area of the City extremely constrained by multiple utilities. WEBB completed a Preliminary Design Report that outlined the most feasible alignment for this facility. WEBB is currently preparing final design plans and specifications for this backbone drainage facility.
Wildwood Creek Basin, City of Yucaipa (City) - Joseph served as Project Manager for design of a multipurpose watershed basin in Wildwood Creek in the City of Yucaipa. WEBB provided engineering services that accommodated the critical needs of the City. This project is located in the middle of a major watercourse. The watershed tributary to the project is over 4,000 acres and the creek is designated on the Flood Insurance Rate Map by FEMA. The City’s goal was to reduce the peak flow utilizing a series of detention basins that in turn will reduce peak flow rates downstream and reduce the burden on those downstream facilities. This reduction in peak flow rates was accomplished through the removal of sediment/debris load and the attenuation of peak flooding through the use of the proposed basins. In addition to providing flood control benefits, this project also provided certain environmental and water quality benefits. To do this, the flood control facilities were developed in such a manner so the construction preserves riparian vegetation, where possible, and implements other measures for environmental and water quality impacts. In order to accomplish this, WEBB reviewed the conceptual design and provided a more precise analysis of the level of flood control protection the basins will provide. WEBB also prepared detailed hydrologic, hydraulic, and sediment transport models to determine peak runoff rates, flood volume, and debris load.
North Indio Regional Flood Control Channel Project, Coachella Valley Water District (CVWD) - Joseph is the Technical Lead for the North Indio Regional Flood Control Channel Project which is a key component of the CVWD flood protection mission in the Coachella Valley. The project will complete the link between existing flood control facilities in the north Indio area, providing increased flood protection for the region.
The project consists of over three miles of concrete lined trapezoidal and rectangular channels, including numerous culvert crossings of existing and future streets. To date, WEBB has prepared the hydraulic analysis, preliminary design, and environmental documentation for the project. WEBB is currently in the process of preparing the final design plans, specifications, and estimates. WEBB is also responsible for preparing the CLOMR and providing public outreach and right-of-way acquisition services.
University Wash Channel, Riverside County Flood Control & Water Conservation District - Joseph was Technical Lead for the University Wash Storm Drain Project including the planning, analysis, and design of a large diameter master plan storm drain that connects existing upstream and downstream facilities together.
This project was unique in that the 2,450 LF - 90-inch RCP required for this project had to be designed to maneuver its way through a developed industrial corridor of the City. Key to this project was the coordination with local businesses to ensure construction of the storm drain minimized impacts to business operations.

The project worked closely with Beaumont Cherry Valley Water District to incorporate the storm drain project into the agencies groundwater recharge program. JLC followed the RCFC & WCD design and drafting guidelines to develop a Plan, Specifications, and Cost Estimates bid package.
Nuevo Road Street Improvements & Bridge Replacement Project, City of Perris: Mr. Castaneda was retained by Tri-Lake Consultants as a sub-consultant to provide engineering and analytical technical support in the preparation of a Hydrology & Hydraulic Report, Water Quality Management Plan, Hydraulic Analysis for Perris Channel and storm drain & BMP improvement plans. The reports and plans are required to support the design of the proposed bridge that will cross the Perris Valley Channel. The project major challenges is the limited right-of-way envelope and the design grades controlled by Perris Valley Channel. The project will include the design of a 200 foot long bridge and 2,600 linear feet of roadway improvements from Murrieta Road to the west and extending to Evans Road to the east. The project will include the design of 700 feet of storm drain, 2-3 BMPs, and channel improvements for Perris Valley Channel.
Nicolas Road Street and Culvert Improvements, City of Temecula:
Mr. Castaneda was requested by MBI/City of Temecula to prepare a hydrology, hydraulic and water quality design and analyses for 5,500 linear feet of roadway improvements and a 300 foot skewed arched culvert. The project required the preparation of Plans, Specifications and Cost Estimates for the Captial Improvement Project. The project incorporated an arched culvert and storm drain systems that ranged in size from 18-inches to 60-inches in diameter. JLC prepared a conceptual drainage and water quality solution to provide the project flood protection and water quality BMPs. The project implemented rock swales with sand media and selftreating areas to meet the water quality provisions outlined in the EPA Green Street Standards.
