Agreements for Professional Services to perform As-Needed Professional C... Page 520 of 2161 50 SCE TRTP Segment 8, Chino Hills - Michael served as the Land Survey Lead of the TRTP SEG 8 Chino Hills Project. WEBB’s scope of work for this project was to provide the civil engineering work associated with undergrounding of the TRTP Segment 8 transmission lines. The project was very complex and involved grading in hilly terrain, between houses, through parks, a golf course, and across many public roads. The project included many environmental constraints which WEBB incorporated into project plans and specifications by working closely with SCE environmental team and consultant.

The work included designing construction access roads along the

3.5 mile duct banks between two proposed transition stations generally located from just east of Pipeline Avenue to just west of Canon Lane in the City of Chino Hills. The purpose of the construction access road (width varied between

11.5 to 33.5-FT) was to facilitate excavation of duct banks trenches and installation of conduits. WEBB designed erosion control plans and measures associated with construction access roads to ensure no erosion or sediment flow into the natural drainages and streams. WEBB also designed the restoration and the permanent access road plans to be implemented right after the completion of duct banks construction to restore the ground surface as close to the pre-construction condition as possible.

Michael Johnson, LLS, is the Practice Area Leader of WEBB’s Land Survey & Mapping Department. Michael has years of experience in all aspects of surveying from initial project coordination and research, performing survey data adjustments and analysis, to overseeing and providing construction staking through final as-built and ALTA surveys.

Michael trained and supervised several field crews including technical office and support staff. From entitlement to field survey and construction to delivery of a completed product, Michael has the knowledge and experience to provide the entire range of services any municipal, private development, or construction company has come to expect. As part of the private and public sector of development, Michael gained experience with subdivisions, retail centers, commercial distribution centers, pipelines, tank site & reservoir projects, mass grading and hillside slope projects, hospitals, schools, training facilities for fire & police, highways, channels, parking structures, and many others.

Michael is responsible for providing technical support, survey analysis, overseeing field work and management for specific projects, and field data processing and adjustments, among many other duties. He provides his expertise and broad range of skills for solutions to complex and large scale projects.

Agreements for Professional Services to perform As-Needed Professional C... Page 521 of 2161 51 Archibald Avenue and Schleisman Road Ultimate Intersection Improvements, Eastvale – Michael served as the land survey lead for the Archibald Avenue and Schleisman Road Intersection Improvements to the ultimate design configuration per the General Plan.

Archibald Avenue and Schleisman Road are both Urban Arterial roads with 152-FT ultimate right-of-way width typical sections. The design included expanded intersection widths to allow for right-turn pockets, dual left turn lanes in all directions, and raised medians. A new traffic signal and signing and striping was also designed and installed per Riverside County Standards. Existing SCE Poles along the west side of Archibald Avenue also had to be relocated to allow for the widening of Archibald Avenue. This was done through a Joint Use Agreement (JUA) between the County of Riverside and SCE since SCE had prior rights along this section of Archibald Avenue. Jason was responsible for the coordination of plans between three developers (Lewis, Richland, & Capital Pacific Homes), processing of Plans through the County of Riverside, and obtaining approvals for construction.

Case Road Sewer, Eastern Municipal Water District - Michael served as Land Surveyor on the WEBB Team that prepared the project feasibility study, which analyzed two different options. The first was the Beaumont option which expands and upgrades treatment at the City’s WWTP. For this option three different WWTP configurations were evaluated. In addition, options were explored to dispose of waste brine from the advanced treatment system. The second option was to consolidate treatment with YVWD and deliver all wastewater flow there. For each option detailed cost estimates were developed taking into account capital cost and O&M costs.

In the end the City Council selected the Beaumont option. The preliminary design includes the preparation of 20%-30% plans for both the WWTP expansion as well as a 23-mile brine disposal pipeline connecting to the IEBL in San Bernardino.

Dillon Road Water Main Replacement, Coachella Valley Water District - Michael provided Land Survey and Mapping Services for the WEBB Team responsible for designing a domestic water transmission main system providing a reliable water supply to the District’s service area located northeast of Sun City Palm Desert in Riverside County near the community of Indio Hills. Currently, this County service area, Improvement District 18, is an isolated pressure zone located near the end of the Sky Valley Domestic Water System, which has limited supply capacity between BS 04701 and R 4711. The approximately 4.2 mile alignment travels from BS 04701 located near the intersection of Dillon Road and Western Avenue to R 4711 which is 800-FTnorth of the intersection of 30th Avenue and Sunny Rock Road. Construction of the pipeline occurred on the north shoulder of Dillon Road to match the Phase 1 project.

Enchanted Heights Sewer System, Eastern Municipal Water District - Michael provided Land Survey and Mapping Services for the Enchanted Heights Sewer System Infrastructures Project. In order to provide a sewer collection system for 542 dwelling units located within the 170 acre Enchanted Heights area of Riverside County and City of Perris, WEBB prepared final engineering plans and specifications for a gravity collection system. This system included approximately 23,000-LF of 8-inch gravity pipe, 3,000-LF of 6-inch force main, and a new sanitary sewer lift station (Luckens). As part of this project, WEBB also upgraded the District’s existing Diana Lift Station by installing a new emergency generator, upgrade MCC site access improvements, asphalt paving, and security fencing. WEBB completed an evaluation of three potential site locations to provide the District flexibility in handling affected property owners and acquiring the right-of-way for the proposed lift station.

Washington Street Turn Lanes, City of La Quinta - WEBB prepared Plans, Specifications, and Cost Estimates (PS&E), and contract bid documents for the Washington Street Dual Left Turn at Avenue 48 and Washington Street Dedicated Right Turn at Eisenhower Drive to increase traffic capacity in this area of La Quinta. These projects required preparation of street improvement, traffic signal modification, and signing & striping plans. In addition, the project also required utility coordination and relocation, removal and replacement of landscaping, and preparation of legals and plats for additional right-of-way.

Palm Canyon Crosswalk, City of Palm Springs - As the Community Engineer for this 3,600-acre private community that serves a population of approximately 14,000 residents, WEBB is responsible for planning, design, construction management, and development of the traffic management program for all associated roadways and trails. This community has over 50 miles of roadways and trails. The trail system is a combination of Class I and Class II trails that wind throughout the community similarly to the Whitewater Channel Bike Trail. This system is used by the residents of Canyon Lake to access the amenities throughout the community including over ten parks, 18-hole golf course, equestrian center, community lodge, beaches, and backbone roads. WEBB provides construction management, inspection, civil engineering, design, and environmental permitting services for all facilities including the Association’s 15 parks and recreation facilities.

Madison Street Improvement Project, City of Indio - WEBB provided the alignment study, Project Design Report, environmental, utility relocation, rightof-way acquisition, roundabout feasibility, preparation Plans, Specifications, and Cost Estimates (PS&E), and multi-agency coordination effort. Madison Street from Avenue 50 to Avenue 52 is an approximately one mile long arterial roadway located within the City of Indio and the City of La Quinta. The typical street section of Madison Street does not currently conform to both cities’ General Plan Circulation Elements. Jon helped both cities reach an agreement on a modified typical street section. The project will be constructed in two phases; Phase I will install three lanes and Phase II will install an additional two lanes. Phase I of the project has a very aggressive schedule because of the pavement condition and music festival schedule on the polo grounds, which are located at the east boundary. Jon is managing both cities and other agencies involved to move the project forward aggressively and meet the schedule.

Ken Perez Sr. has been in the electrical field for more than 40 years with experience in both construction as well as electrical engineering design. For the last 30 years, he has been working on the engineering side of the industry with an emphasis in lighting design. His actual field experience has given him a tremendous edge over his competition
in that he knows firsthand HOW an electrical system is
installed, which he is then able to more clearly translate this to the design documents. This approach has enabled him
to keep costly change orders down to a minimum for his
client’s benefit. He has continued his knowledge in lighting fundamentals and electrical engineering by staying active with on-going classes in his field of expertise. These classes include Lighting Fundamentals through the IESNA and state sponsored classes for Energy Conservation Measures.

Ken’s experience has caught the attention of many
municipal agencies and has been called upon to offer expert advice on lighting ordinances as well as lighting design guide criteria.

SECTION 18. ASSIGNMENT.

The expertise and experience of Consultant are material considerations for this Agreement.

City has an interest in the qualifications and capability of the persons and entities who will fulfill the duties and obligations imposed upon Consultant under this Agreement. In recognition of that interest, Consultant shall not assign or transfer this Agreement or any portion of this Agreement or the performance of any of Consultant’s duties or obligations under this Agreement without the prior written consent of the City, which may be given in the sole and absolute discretion of the City Manager. Any attempted assignment shall be ineffective, null and void, and shall constitute a material breach of this Agreement entitling City to any and all remedies at law or in equity, including termination of this Agreement pursuant to Section 20 “Termination of Agreement.” City acknowledges, however, that Consultant, in the performance of its duties pursuant to this Agreement, may utilize subconsultants.

If in the performance of its duties Consultant utilizes subconsultants or subcontractors, Consultant covenants that subcontracts, if any, shall contain a provision making subconsultants or subcontractors subject to all provisions stipulated in this Agreement, including without limitation, the insurance obligations set forth in Section 17 “Insurance.” The Consultant acknowledges and agrees that the City is an intended beneficiary of any work performedby any subconsultant or subcontractor for purposes of establishing a duty of care between any subconsultant or subcontractor and the City.

Consultant shall make every reasonable effort to maintain the stability and continuity of Consultant’s staff and subcontractors / subconsultants, if any, assigned to perform the Services.

This final invoice shall be reviewed and paid in the same manner as set forth in Section 4 “Compensation and Method of Payment” of this Agreement. (e) Upon written notice, City may suspend all or any portion of Consultant’s performance under this Agreement at its sole option and for its convenience for a reasonable period of time not to exceed six (6) months. City will pay to Consultant a sum equivalent to the reasonable value of the services satisfactorily provided up to the date of suspension. City may rescind the suspension prior to or at six (6) months by providing Consultant with written notice of the rescission, at which time Consultant would be required to resume performance in compliance with the terms and provisions of this Agreement. Consultant will be entitled to an extension of time to complete performance under this Agreement equal to the length of the suspension unless otherwise agreed to in writing by the Parties.

SECTION 21. DEFAULT.

In the event that Consultant is in default under the terms of this Agreement, the City shall not have any obligation or duty to continue compensating Consultant for any work performed after the date of default. During the period of time that Consultant is in default, the City shall hold all invoices and shall, when the default is cured, proceed with payment on the invoices. In the alternative, the City may, in its sole discretion, elect to pay some or all of the outstanding invoices during the period of default. If Consultant does not cure the default, the City may take necessary steps to terminate this Agreement under Section 20 “Termination of Agreement.” Any failure on the part of the City to give notice of the Consultant’s default shall not be deemed to result in a waiver of the City’s legal rights or any rights arising out of any provision of this Agreement.

SECTION 22. EXCUSABLE DELAYS.

Consultant shall not be liable for damages, including liquidated damages, if any, caused by delay in performance or failure to perform due to causes beyond the control of Consultant. Such causes include, but are not limited to, acts of God, acts of the public enemy, acts of federal, state or local governments, acts of City, court orders, fires, floods, epidemics, strikes, embargoes, and unusually severe weather. SUBJECT: QUALIFICATIONS FOR ON-CALL PROFESSIONAL

CIVIL ENGINEERING SERVICES
Dear Mr. Wassil:

Hartzog & Crabill, Inc. (HCI) is pleased to submit this Qualifications package to the City of Indio for providing On-Call Professional Civil Engineering Services. HCI understands that it is the City’s intent to establish a team structure of consultant firms on a 3-year cycle to facilitate procurement of various engineering services on an on-call basis.

HCI is proposing to provide on-call civil engineering services specifically to:
 Prepare Traffic Signal and Related Engineering Plans and Specifications  Perform Quantity Take-offs and Prepare Engineer Estimates, as identified under Section III. Scope of Services in the City’s Request for Qualifications (RFQ) issued on March 29, 2024. The City’s RFQ is incorporated in its entirety as a part of our qualifications proposal. Likewise, if selected, HCI understands that our proposed qualifications will be incorporated in its entirety as part of the consultant contract, and will jointly become part of the “Professional Services Agreement” if said Agreement is fully executed by HCI and the City of Indio.

In the course of our (30+) years in business, HCI staff have successfully provided these same types of on-call professional engineering services to numerous Southern California city agencies, where we have continued to build on their foundation for a viable, responsive traffic engineering function.

Our service to our client agencies over these past years also affords us knowledge of client expectations and work products required. As we have successfully been performing these types of services for the City of Indio for numerous years, HCI is uniquely qualified and capable to continue performing quality work to achieve the City’s objectives on an on-going/oncall flexible service basis. We look forward to continue working with City staff and sharing our experience and expertise with the common goal of everimproving traffic safety and efficiency in the City of Indio.

I, Gerald J. Stock, am executive vice-president and owner of HCI, a California corporation.

I am authorized to commit to contractual terms and conditions resulting from this submittal.

My email address is [email protected].

Our Senior Engineer, Mr. Scott Ma, PE, TE, will be assigned as the Project Manager (main point of contact) in responsible charge of any on-call professional civil engineering services that are requested by the City of Indio. As you may know, Scott has been in responsible charge for the successful completion of numerous signing and striping plans that include the addition of bicycle lanes for the City of Indio during these past recent years. Scott is also currently completing the latest citywide E&T Survey for Speed Limits per AB 43 requirements.

For most requested services, HCI proposes to serve the City of Indio as a sole prime consultant on specific projects and does not intend on using any sub-contractors, with exception to obtaining City-requested traffic count data and possible traffic signal pole foundation design potholing. All personnel listed are available and headquartered at our Tustin office.

HCI agrees to the terms in the RFQ, and respectfully requests the City’s review and approval for certain revisions on only one page of the proposed sample Professional Services Agreement (redlined exceptions are attached in the Appendix to this proposal).

By signing this cover letter of transmittal below, I attest that all information submitted in the attached qualifications proposal is true and correct. On behalf of HCI, we sincerely appreciate the opportunity to submit the attached proposal package and being considered to continue serving your community.

Very truly yours,

3. SCOPE OF WORK: (continued)
In general, HCI understands that the City’s on-call civil engineering services may require development of construction documents for necessary roadway and highway engineering plans, including traffic signal plans, signing and striping plans, and also may include plancheck and traffic studies.

More specifically, we understand that the City is interested in selecting consultants who have the civil, and traffic, engineering experience and expertise to provide as-needed engineering services, including traffic signal design, signing & striping design, and possibly plan-check services, traffic analysis, and circulation review for undefined projects.

We also understand the purpose of developing a qualified list of consultants capable of performing this work is to have a ready contract and required insurance in place to streamline the process of contracting for engineering and design work on various projects.

These services are intended to be an on-call/as-needed basis to supplement staff’s efforts where specific expertise is required or time constraints necessitate consultant assistance.

HCI provides these and other types of traffic engineering services, including traffic signal timing, warrant analyses, construction observation services, and other traffic-related duties in a comprehensive and timely manner.

HCI does possess the expertise, experience, and familiarity in successfully providing the requested traffic engineering design services, including working with various regional agencies such as Riverside County and Caltrans District 8. We have provided responses on our typical on-call engineering experience and capabilities below each type of possibly requested engineering consultant service that may be assigned by the City.

It should be noted, a distinct advantage for HCI over our competitors is that we offer our client cities on-going remote and local (off-site/on-site) management of their traffic signal systems.

If selected, our company Principal listed in our cover letter, as well as our Senior Engineer, Mr. Scott Ma, PE, TE, and our Associate Engineer, Mr. Michael Vallado, will serve the City of Indio in providing design and/or recommendations and services requested on an oncall basis by the City’s principal contact. 1. Provide traffic engineering design.

HCI has extensive experience in the development of traffic engineering plans, such as new traffic signal, traffic signal modification, signal interconnect, signing and striping, and traffic control plans, as these are our firm’s primary service products.

For each of these types of plans, HCI includes technical provisions and engineer’s estimates that complement each plan set providing complete PS&E that is ready for construction bidding on time and within the approved schedule. Examples of our different types of designs can be submitted for the City’s review upon request.

2. Review, plan-check, and make recommendations on traffic plans and reports, and provide input relating to traffic issues on planning and development applications.

Our staff also has extensive experience in reviewing and analyzing all types of City and developer-related plans, as well as assimilating the findings and recommendations into easily understood summations. Our experience and expertise also allows quick and complete site plan review for all types of civil and traffic engineering applications to determine conformance to traffic, parking, access, street and pavement, subdivision requirements, meetings with developers or contractors to resolve traffic issues, with capability to present findings to City staff, City Council and/or Planning Commission. It is noted that many development-related services such as the review of street improvement or traffic signal plans are project specific and are treated as recoverable project costs.

Upon request, HCI staff will render and remit a typed plan-check correction/clarification list (2 copies) to the Public Works Department within (10) working days from notification by the City for a typical development project.

3. SCOPE OF WORK: (continued)

7. Work closely with City staff, Caltrans, Riverside County, and local law enforcement agencies in analyzing traffic-related issues and mitigation.

A tenet of HCI is our belief that we serve as an extension of City staff and consider ourselves as associates in the well-being of the City. Through our successful work in the City of Indio and other communities, HCI already has these relationships firmly established. One notable and particularly important relationship is working with Caltrans. HCI staff has been able to quickly contact the correct person for project development, along with other similar individuals at Caltrans District 8 as well as Riverside County, in order to resolve traffic-related matters that affect our client cities.

8. Work with City staff and other consultants in developing, monitoring and providing input into traffic services.

Since our client base are primarily municipalities, we have extensive experience working with both City staffs and other city consultants in providing the support necessary to ensure that transportation planning and traffic services required by the City are met.

These associations also afford HCI the opportunity to learn and share new technologies, products and procedures with our client cities.

9. When requested, advise the City regarding traffic-related matters.

HCI’s collective experience and expertise in most aspects of traffic and transportation engineering allows our staff to provide advice and recommendations to our client cities on numerous traffic issues. If a new or unique situation arises, HCI staff does not hesitate in performing the research necessary to determine an appropriate action or recommendation.

10. Work closely with schools and related traffic circulation issues.

HCI staff has had the opportunity to work with many public and private schools over the past several years. Our staff has also worked closely with Police Services and elected officials on traffic-related issues.

Page 13 ends

3. SCOPE OF WORK: (continued)

11. Develop a prioritized list of traffic improvement projects for inclusion into the City’s Capital Improvement Program (CIP) and incorporate into existing project lists.

HCI has also worked with many of our client cities in identifying and developing long and short-range CIP projects consistent with the economic capabilities of the City. A fundamental goal of HCI in developing CIP projects is to provide City staff with that data necessary to make meaningful decisions at critical stages of the project’s development, in order to provide viable, achievable options. Consistently reaching this goal assists with resolving issues and problems associated with each project.

Possible traffic engineering candidate projects the City of Indio may desire to consider or expand on include the following:
a.) Video surveillance of other major intersections or street segments. b.) Identification and analysis of potential critical intersections, improvement alternatives, and funding opportunities.
c.) An updated Signal Construction or Modification Priority List, including long-term maintenance and equipment needs.
d.) Implementation of citywide emergency vehicle preemption (EVP) systems. e.) Changeable message signs.
f.) Countdown pedestrian signal indications.

12. Other duties, as assigned by City Engineer or Director of Public Works.

As previously noted, HCI’s collective experience and expertise in most aspects of traffic and transportation engineering allows our staff to provide recommendations to our client cities on numerous traffic issues. Consequently, if a unique situation arises or a new duty is assigned by the City’s principal contact, HCI staff will not hesitate in performing the research necessary to determine an appropriate action or recommendation. If other services are requested on a project-by-project basis, HCI will negotiate with the City and provide a pre-agreed scope of work and hours required to complete the work. It is important to note, our proposed staff is distinctly ready to serve the City of Indio Public Works Department, and is immediately available to perform any of the requested traffic engineering services with minimal supervision (including any backload of City work).

X. AGREEMENT:

As HCI is currently serving several local agencies with on-call traffic engineering services, HCI is very familiar with the City’s requirements under their Professional Services Agreement. It is important to note, HCI has had no failures or refusals in completing a contract, and has no other financial interests in other lines of business.

HCI agrees to the terms in the RFQ, and only requests the City’s review and approval for certain revisions on one page of the proposed Agreement (outlined exceptions are attached in the Appendix to this proposal).

HCI understands that, if selected, our proposal will be incorporated in its entirety as part of a new contract, and will jointly become part of the “Agreement for Professional Services” once said Agreement is fully executed by HCI and the City of Indio.

HCI also understands that the execution of an On-call Professional Civil Engineering Services contract does not guarantee the City of Indio will award work to the selected consultant(s).

HCI will provide updated insurance and business license requirements at the time of execution of a new agreement for a three-year contract, with two optional one year renewals for a possible total length up to five years.

A copy of our current insurance is attached for the City’s review. Our legal name and information for contractual purposes is provided below:

B. COST PROPOSAL:

The City of Indio requests the consultant to separately provide a company fee schedule of hourly rates applicable to all proposed staff who may work on City projects. HCI understands that, if selected, our firm may be invited to participate in submission of specific proposals for various projects over the contract duration period. Therefore, as these services are ‘on-call’ and no specific services have been requested at this time, HCI is providing our proposed hourly rate schedule for the City’s consideration in the attached separate file.

c. Method Of Sharing
If all of the other insurance permits contribution
by equal shares, we will follow this method also.

Under this approach each insurer contributes
equal amounts until it has paid its applicable
limit of insurance or none of the loss remains,
whichever comes first.

If any of the other insurance does not permit
contribution by equal shares, we will contribute
by limits. Under this methoo, each insurer's
share is based on the ratio of its applicable limit
of insurance to the total applicable limits of
insurance of all insurers.
d. Primary And Non-Contributory Insurance If
Required By Written Contract
If you specifically agree in a written contract or
agreement that the insurance afforded to an
insured under this Coverage Part must apply on
a primary basis, or a primary and noncontributory basis. this insurance is primary to other insurance that is available to such insured
which covers such insured as a named insured,
and we will not share with that other insurance,
provided that:
(1) The "bodily injury'' or "property damage" for
which coverage is sought occurs; and
(2) The "personal and advertising injury" for
which coverage is sought is caused by an
offense that is committed;
subsequent to the signing of that contract or
agreement by you.

5. Premium Audit
a. We will compute all premiums for this Coverage
Part in accordance with our rules and rates.
b. Premium shown in this Coverage Part as
advance premium is a deposit premium only. At
the close of each audit perioo we will compute
the earned premium for that period and send
notice to the first Named Insured. The due date
for audit and retrospective premiums is the date
shown as the due date on the bill. If the sum of
the advance and audit premiums paid for the
policy period is greater than the earned
premium, we will return the excess to the first
Named Insured.
c. The first Named Insured must keep records of
the information we need for premium
computation, and send us copies at such times
as we may request.

6. Representations
By accepting this policy, you agree:
a. The statements in the Declarations are
accurate and complete;
b. Those statements are based upon
representations you made to us; and
c. We have issued this policy in reliance upon
your representations.

CIVIL ENGINEERING SERVICES

PROFESSIONAL FEES
As specified in the City’s RFQ, under this separate file, HCI is proposing the attached Schedule of Hourly Rates for all our proposed staff positions that may be performing various on-call professional civil engineering services on a time-and-materials (T&M) basis under a new agreement.

HCI understands that the City of Indio is limiting the mark-up of outside direct costs/services and sub-consultant work on this on-call agreement to a maximum of 10%.

As mentioned, for most requested services, HCI proposes to serve the City of Indio as a sole prime consultant on specific projects and does not intend on using any sub-contractors, with exception to obtaining City-requested traffic count data and possible design potholing to make sure utilities are clear of new, larger traffic signal pole foundations.

HCI will maintain these hourly rates during the three (3) year duration of a new contract with the City of Indio. We also understand there may be up to two additional annual renewals for a total five year contract. HCI respectfully requests rate increases in possible years 4 and 5, and will provide the City with the revised rate sheets before the fiscal year end (by May 1st) each applicable year.

HCI also understands that future proposals for individual specific projects will be requested by the City of Indio from firms which are selected and have executed agreements for professional on-call civil engineering services. The attached rates will be used to prepare these specific proposals.

Re: RFQ for On-Call Professional Civil Engineering Services Building Communities. Improving Lives
Dear Timothy and Other Selection Committee Members,
As the Coachella Valley’s oldest and largest city, and one of the fastest growing, the City of Indio has a great challenge providing high quality infrastructure and community facilities to its residents. The City has a robust Capital Improvement Program (CIP), which covers many components of City infrastructure, from streets and bridges, to buildings and parks. Your CIP is ambitious and well under way, having recently undertaken the public safety, civic center and park facilities, and your downtown renovations are attracting new businesses and patrons to the area. This is largely due to the City Council’s direction to preserve and utilize Measure X proceeds for capital projects and enhanced road maintenance. Since the City is eager to complete this robust CIP, you need to have the confidence that projects can be delivered on-time and within budget. You require a multi-faceted engineering firm that is responsive, and prioritizes close communication, quality, integrity, detailed documentation, technical proficiency, and stewardship to protect your interests and realize your vision of being “recognized as a vibrant community for arts and entertainment, education, commerce, and culture.” HR Green Pacific, Inc. (HR Green) is the team to provide Indio with experienced On-Call Civil Professional Engineering Services.

HR Green, as a company and team members, have for more than 100 years provided civil engineering services to public agencies across the country, including providing on-call engineering services to over 75 agencies in Southern California. We feel our civil engineering experience and commitment serving communities align with the City’s desire to continue to be the “City of Festivals,” creating a memorable destination for your visitors, and providing an unsurpassed quality of life for your residents and business community. HR Green has the technical ability and the local knowledge required to meet and exceed the City’s expectations.

HR Green’s Differentiators
Our team brings the following unique qualifications to the project:

On-Call Engineering and Project Management
City of Palm Desert
Palm Desert is a thriving, year-round community (50,000+ population) and resort destination in the Coachella Valley. The City has established a dynamic strategic plan focusing on key initiatives to promote a thriving, safe, and sustainable community that attracts innovative employers by virtue of its diverse, highly qualified workforce and synergistic business, civic, and educational partnerships. With limited in-house engineering staff resources, the City has tactically utilized consultants to deliver a litany of services and projects aligned to their strategic plan, goals, and vision.

Since 2017 HR Green has provided a broad array of consulting services, beginning with serving as Interim Public Works Director to manage the City’s day-to-day departmental operations. This included the planning, design, and construction of CIP and land development projects. Thereafter, in 2021 HR Green was contracted for On-Call Support Services for Development Services and Public Works. To date, our areas of responsibility have generally included, but are not limited to, staff augmentation, program management, project management, and construction management, inspection (road improvements, bike lanes, encroachment permits), strategic planning of the Traffic Division, plan review (building and civil), and development services assessment of their use of TRAKiT in the context of creating a one-stop permit shop.

SELECTED PROJECTS
Section 29 Retention Basin Alternative Analysis: The City of Palm Desert contracted HR Green to complete a study of existing documents for the adequacy of their retention basin southwest of Highway 10/Sonny Bono Memorial Freeway, near Portola Avenue and Dinah Shore Dr. The report considered existing plans, documents, land uses, projected uses, and water runoff within the City of Palm Desert Benefit Assessment District No. 1 (“Section 29 Basin”) to determine the adequacy to detain onsite flows.

The study identified whether the current Section 29 retention basin capacity is adequate for retaining onsite flows attributed to the development of the Section 29 Basin consistent with the intent of the Resolution that established the City of Palm Desert Benefit Assessment District No. 1 to pay for the maintenance and servicing of the existing Section 29 retention basin and facilities.

An alternative analysis was presented after investigating the current pond design to address the need for additional retention volume. The analysis eliminated alternatives that were either high-risk, cost-prohibitive, schedule-prohibitive, or generally unfeasible based on the progress of current development projects. The anticipated alternatives included expanding the existing retention pond, installing infiltration vaults, using individual undeveloped parcels for retention, creating stormwater drainage wells, integrating stormwater retention with adjacent development, over-excavating and importing high-infiltration soils, and adding a supplemental retention pond on other city property. Each alternative was evaluated by providing a cost-benefit analysis, life cycle analysis, drainage emergency overflow analysis, rough order of magnitude (ROM) cost estimate on a per-unit basis, and additional information required to complete preliminary design.

The ultimate solution was to provide a supplemental retention pond on the adjacent park property. By selecting this alternative, the City can decrease the time associated with renegotiating easements and land acquisition. The City’s Parks department has conceptual ideas for the park site, but by combining efforts, we laid out a retention basin design that has duel-use purposes for a future park and retention basin. A two-tier system was designed to reduce sediment transport to the larger section of retention basin that will also be used as a soccer field. Walking paths are integrated into the design to benefit the surrounding residents. The retention pond provides much-needed flood attenuation for the surrounding areas where development is rapidly occurring, protecting citizens during flood events. This project is currently under construction.

Hurricane Hilary Flood Response: Over the course of several days in August, 2023, Southern California was inundated with rainfall from Hurricane Hilary, resulting in flash floods and mudslides throughout the Coachella Valley. While hurricanes in this part of the world are uncommon, the Valley often receives massive amounts of rain in a very short time period. Due to the hurricane, the City of Palm Desert experienced unexpected and destructive flooding events from 3-6” of rain in a short amount of time. Once the waters dissipated, the City needed to know what had happened and what could be done to prevent it in the future.

HR Green was hired by the City to provide an analysis of the event.

We used United States Geological Survey (USGS) available data and the storm hyetograph from the National Oceanic and Atmospheric Administration (NOAA) to model the flooding from Hurricane Hilary. Unfortunately, HR Green was not involved in previous flood analysis for the Coachella Valley, as our model not only showed that flood waters would cross Highway I-10, but where it would cross; and the City would have been better prepared for this unprecedented event.

HR Green has proposed several alternatives to mitigate future flooding events and the governing body of Palm Desert is currently deliberating which alternative they would like to pursue. When the City of Palm Desert is ready to proceed, HR Green will be ready and able to help them implement the analysis, design and construction related services to protect the City going into the future.

Citywide Traffic Signal Modifications: HR Green prepared Traffic Signal Modification plans for several locations across the City. The scope included the removal and replacement of the traffic signal controller cabinet assembly, removal and replacement of all of the existing traffic signal conductors, the removal of the existing loop detectors, the replacement of all emergency vehicle preemption devices, the upgrade of all non-compliant pedestrian pushbuttons and the removal of an existing ethernet radio communication system. HR Green prepared new conductor schedules and pole schedules and provided construction direction for each location. Challenges included the need to protect existing fiber connection and equipment and ensure adequate conduit capacity at each signal. Additionally, all improvements must accomodate future fiber and communication equipment for CVAG’s CV Sync project currently under construction.

City of Jurupa Valley
HR Green provides full departmental management and on-site civil project staffing, planning, and engineering. We have helped procure federal, state, and regional funding (ATP, HSIP, Safe Route to Schools, SB1, CalRecycle, etc.) as well as prepared PS&E for CIP projects and have overseen the design and construction of 150 miles of pavement rehabilitation as well as Complete Streets and Green Streets.

SELECTED PROJECTS
Limonite Avenue Widening: This project included the widening of the existing 2-lane rural road to a 5-lane urban arterial with a raised center median. The existing vertical alignment had a major sump location which severely flooded during heavy rain events. As part of the project the vertical alignment was redesigned to raise that section of the road an construct a double box culvert to allow for the flow of Pyrite Creek under the roadway. Several alternatives were looked at, including the box culvert and constructing a new bridge. The box culverts were in direct conflict with an existing sewer main running throughout the project which also needed to be relocated. Both east and west ends of the project were existing signalized intersections. Traffic signal modification plans were prepared to accommodate the widening as well as add dedicated right turn lanes. In order to construct the project detailed staging and traffic control plans were prepared including constructing temporary paving in order to keep the road open to both directions of traffic at all times.

Van Buren Boulevard Widening: This project included the widening of the existing 4-lane arterial to a 6-lane expressway while maintaining the raised center median. The roadway was widened with new curb and gutter, and the shoulder on the west side was graded for a future multi-purpose trail. Due to the close proximity to residential development on the west side and a Union Pacific Railroad on the east side, retaining walls were designed throughout most of the corridor to avoid significant cut/fill slopes on private property. In addition to the retaining walls, a new sound wall was placed along the entire west wide of the project. In addition to the street improvements new storm drain was added where necessary and existing culverts were modified to accommodate the new improvements. An existing signalized intersection was also modified to accommodate the new travel lanes. With Van Buren Boulevard being such a heavily traveled roadway during peak hours detailed staging plans were required. Permanent right-of-way or temporary construction easements were required in order to construct the project at 13 parcels.

Sunnyslope Area SR2S Sidewalk Improvements: This project included the design of nearly two (2) miles of new sidewalks in the vicinity of Sunnyslope Elementary School. The project included new sidewalks, new ADA access ramp bump-outs to shorten crossings, a pedestrian activated rectangular rapid flashing beacon at an uncontrolled school crossing, and new high visibility crosswalks throughout the project. The design had to consider the steep grade changes at the residential properties of which most already sat below the existing roadway.

TRAFFIC ENGINEERING & DESIGN
Traffic Signals & Communication Systems (Fiber Optic
and Wireless) - HR Green has vast experience with traffic design including traffic signal systems for new intersections, modifications, and/or replacements. As mentioned in our reference projects, we have significant experience with Pedestrian Hybrid Beacons, Rectangular Rapid Flash Beacon systems, and other improvements that are typically connected to a City’s overall communication system.

Our traffic signal design process includes the location of poles, handholes, cabinets (signal controller and/or fiber hub), vehicle detection, conduit, fiber optic interconnection, power coordination, lighting, signage, pedestrian and
bicyclist detection, emergency vehicle pre-emption, transit signal priority, and other associated ITS components. When designing the vehicle detection systems, we will work
closely with City staff to understand any opportunities to place the detection for current or future adaptive signal control or automated traffic signal performance measures implementation.

HR Green also has experience coordinating with railroads for traffic signal projects that require pre-emption / timing coordination with adjacent at-grade railroad crossings. We have experience coordinating with the railroads to determine the simultaneous or advance pre-emption timing needs and the design of communications interconnect cable between the traffic signal system cabinet and the railroad bungalow cabinet.

Intelligent Transportation Systems (ITS) - HR Green has completed Intelligent Transportation System (ITS) Master Plan projects using the systems engineering process to identify system requirements and satisfy federal aid requirements.

Our team has completed systems engineering documentation for several adaptive signal control and automated traffic signal performance central management systems for our clients. As a part of those projects, we assisted our clients through the development of an RFP and selection process for the actual system, as well as providing the design and oversight for the signal detection and communication systems to go along
with the new management software. We are also familiar
with emergency vehicle preemption systems and transit
signal priority systems that are incorporated into traffic signal systems.

Lighting & Electrical Design - HR Green has expertise
in street lighting layout, planning, and design, including pedestrian scale lighting. We are well versed in electrical design for these types of lighting infrastructure projects incorporating the local jurisdiction’s lighting details, specifications and lighting ordinances into the final design.

We perform photometric analyses and prepare lighting layouts for corridors or intersections utilizing utility poles and/or supplemental streetlights to ensure that adequate lighting is provided. We work closely with our clients, as well as local electricity providers as they often provide street lighting, to develop plans that accommodate the local standard lighting fixtures and lighting levels.

Corridor Signal Timing & Progression Plans - HR
Green follows a proven process to successfully design
and refine individual intersection timing plans along with corridor progression timing strategies, ultimately providing efficient travel and improved air quality. Our team is familiar with various advanced traffic management system (ATMS)
software packages, and the inputs needed for signal timing.

We also understand that corridor progression developed
through software isn’t perfect; once the initial timings plans are incorporated into the system, further adjustments will be needed based on our field observations driving through the corridors. We know that Indio is surrounded by other adjacent jurisdictions and that the traveling public does not care about the transfer of jurisdiction while traveling along a corridor, we have experience collaborating with neighboring Cities with the goals of interoperability of traffic signal systems to provide the best traffic flow progression along a corridor regardless of jurisdiction.

signal timing of all intersections within the CVAG’s
CV Sinc Project throughout the Coachella Valley.

Traffic Signal Pole Structural/Condition Inspections
HR Green has staff that is certified by the National Bridge Inspection Standards (NBIS) to perform bridge inspections for structural and condition evaluations and staff that are licensed structural professional engineers in the State of California.

We have experience providing reviews of traffic signal poles, cantilever sign structures, and truss structures in multiple states.

Neighborhood Traffic Management
HR Green will address residential traffic circulation and safety issues as well as address respond to requests
for service from the public regarding traffic and parking issues.

The most critical aspects of investigating citizen requests include:

XTo make sure each initial request is accurately recorded.

XA comprehensive investigation is conducted in a
reasonably timely manner taking into account the
complexity of the request.

XA proper response is provided to the citizen, HOA, etc. in a timely matter even if to say that the matter is still under investigation. If someone takes the time to make
an inquiry, we make sure someone keeps the inquirer
informed on progress toward a resolution.

XWhere necessary, work orders are issued to make any
changes needed to address the citizen’s concerns.

HR Green will help plan and prepare work orders for
installing or removing traffic control devices, pavement markings and parking restrictions including documenting the decision making process.

XFunding for capital projects are programmed if the
response to the request requires the undertaking of a
significant capital project. If not, the request can be considered for prioritization as part of developing the next Capital Improvement Program.
