AŌer the City’s pre-design or pre-construcƟon meeƟng, we again hold our own in-house "Project Kick-Off" meeƟng between the project manager design team and the surveying staff to idenƟfy rouƟne and unique tasks during the project. We also review the man-hour budget and schedule to set goals to meet specific milestones.

The Project Manager will review the project and budget during our in-house daily project meeƟngs and make submiƩal to the City of Hemet at the 30%, 60%, 90%, and 100% compleƟon points. Subject: On-Call Engineering Services: Category D – Construction Management and Category E – Public Works Construction Inspection
Dear Ms. Sunds,
Dudek appreciates the opportunity to submit our qualifications for OnCall Engineering Services in the Construction Management and Public Works Construction Inspection categories to the City of Hemet (City).

Dudek recently managed the expansion and tenant improvements on the City’s Police Station and assisted with determining the work required to improve the City’s Library. We have enjoyed our relationship with the City and look forward to continuing our working relationship.

Our Construction Management Division has also completed numerous projects throughout the area and similar to those listed in the City’s Capital Improvement Program (CIP). We have direct experience providing construction management and inspection services on municipal projects, including street improvement, traffic signal, sewer, storm drain, park, and public building projects. We have reviewed the City’s CIP and have identified several projects that we have direct experience managing similar projects. The Hemet projects include:
▪ Water Projects: Oakland Ave/Santa Fe Water Main Replacement, Echo Hills Tank site, Water Drop Replacements, 4-inch to 8-inch Water Main Upgrades, Well 15/16 Treatment ▪ Sewer Projects: Manhole Rehabilitation, 2021/22 Citywide Sewer Main replacement ▪ Storm Drain: Heartland Basin
▪ Roads/Transportation: City Wide Street Improvements, McSweeney Parkway Crossing ▪ Parks: Skateboard Park at Gibbel Park
▪ Buildings: Police Department Security Improvements
Dudek has recent experience managing and inspecting similar projects to some of the City’s projects identified in the City’s CIP.

Local Experience and Approach to On-Call Services
Dudek is currently providing as-needed construction management and inspection services to local cities in the area, including Temecula, Menifee, Corona, and Palm Springs. We have ongoing projects in the area similar to the projects listed in the City’s CIP and will potentially be able to share staff and resources to keep costs down.

On-Call Construction Management and Public Works Construction Inspection Services 3 Team’s Local Involvement and Knowledge
Dudek's construction management professionals have
been working throughout Orange County for over 35 years.

Dudek has offices in San Juan Capistrano and Pasadena
that are located less than an hour from the City’s offices; our close proximity puts our staff at your office for vital face-to-face meetings to address project progress and to work together to develop viable solutions to project
challenges. George Litzinger, P.E., our proposed project director, has over 35 years of experience working
throughout the area.

Dudek is proud of our successful history of projects and the relationships we have established, including with
various neighboring cities and agencies throughout your area. Our extensive local experience and familiarity will allow the Dudek team to hit the ground running, eliminating any delay or disruption to the project schedule.

On-Call Experts
Public agencies face the challenge of delivering superior services while managing tighter budgets, fluctuating workloads, more regulations, and increasingly complex projects requiring in-depth technical specialization.

Maintaining a full-time, in-house staff to meet all those requirements can be difficult and expensive. Dudek’s construction management staff routinely serve as extension of staff, filling roles that help our clients fulfill their service obligations. Dudek has built a reputation for providing supplementary construction management, inspection, federal funding expertise, scheduling, cost estimating, environmental, planning, regulatory, engineering, and operations services offering public agencies a cost-effective way to accomplish short- and longterm goals.

With our skilled staff, we expand your ability to tackle more projects and expedite complex project processing by leveraging our long-standing relationships with regulatory agencies. The key to extension of staff services is seamless integration into our clients’ processes. Our professionals work to understand your team’s processes and apply our expertise within that structure. The result is maximized efficiency without sacrificing valuable time and energy. Our method of integration has led to more than 180 successful municipal as-needed and extension-ofstaff contracts, some lasting more than 20 years.

Dudek’s Construction Management Division is currently providing on-call services to over 30 cities, water and wastewater districts, and municipal agencies throughout Southern California.

Dudek offers the City of Hemet a practiced,
dedicated team with extensive experience in
the area who can hit the ground running.

State & Federally Funded Project Experience
With state and/or federally funded projects, all documentation must be in order so that the City gets timely reimbursement. The Dudek team has a strong federal and state-funded project track record regarding audits and has successfully passed each one. The City can rest assured that Dudek will be in compliance with Caltrans and that the City will get their money.

The key to success is to develop a clear understanding of project issues that will be encountered during construction. Dudek’s approach is to make certain that our understanding of project issues and the methods we implement to manage the project are consistent and mutual to that of the City and per the Caltrans Local Assistance Procedures Manual (LAPM). Our goal will be to develop and propose solutions to issues, implement a management plan that addresses the scope of work, and provides a “hands-on” team of construction professionals that will be maintained throughout the project. Dudek personnel all have Caltrans experience, have worked with the Caltrans LAPM and are accustomed to coordination with their staff.

The personnel selected for this contract all have Federal and State funded project experience and are accustomed to administering projects in accordance with LAPM and FHWA requirements. 5. Understanding and Approach
Work Plan and Methodology
Understanding the City’s Objectives
Dudek understands the City of Hemet is seeking consultants to provide on-call construction management, testing, and inspection services for various capital improvement projects. With this proposal, Dudek presents an array of construction management services and expertise—a toolkit for the City to initiate and complete your important projects. Our assembled team offers a broad range of expertise under an experienced project manager. The Dudek team approach is to provide the City with construction management, testing, and inspection services that facilitate projects that are completed per code, on time, within budget, and to the City’s standards. Dudek places a great emphasis on establishing cooperative and professional working relationships to realize this mutual goal.

Detailed Scope of Work
Our proposed method is based on our previous experience providing a wide range of as-needed construction management services to augment staffing to local cities. We can provide full turnkey CM teams for large projects or staff inspectors for small permit projects depending on the City’s needs and budget. Our past staff augmentation projects included: roadway and street rehabilitation, storm drain, water and wastewater, permit projects, parks, and building projects. We provide our as-needed services based on the client’s needs.

George Litzinger, PE, will be in charge of leading the Dudek team and will be the City’s main point of contact for the contract. Mr. Litzinger will recommend/assign personnel with directly relevant experience and training related to each task order assigned by the City.

Task 1 General Services
Administration
The Dudek Team views our role as an extension of City staff in administering the construction contract to ensure the contract document requirements meet the high expectations of the City. Our approach in administering the contract will be proactive communication with all stakeholders, resolving issues as they arise, being firm with the contractor, properly documenting the project, and effectively managing and conserving the project budget and contingency. We will maintain open lines of communication with the City, in addition to the contractors, consultants, and other agencies involved in each project.

All assigned team members will make themselves familiar with City procedures and related design documents available once they are assigned to a project and will be reviewed and approved by the City prior to assignment.

Dudek will assign staff based on their area of expertise and the involvement required for each project. We will provide multiple full turnkey CM teams, full or part-time construction managers and inspectors depending on the workload level needed.

On Dudek’s previous as-needed CM contracts, a majority of the services required were part-time construction managers and part-time inspectors, rather than high dollar project managers and full-time CM teams. Our team was built with an emphasis on construction managers and inspectors to meet this demand. All team members are experienced in handling a multiple project workload, as has been our experience on previous as-needed

Page 353 of 1362 ends

17.M

Page 2407 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 12 contracts. All team members are available to be anywhere in the City within 24-hours’ notice on any level of construction management services commitment needed by the City, whether multiple large projects or intermittent small projects requiring part-time commitments. We understand these as-needed contracts can sometimes have very little advanced notice. The Dudek team is well experienced in these situations, as shown by our previous experience with as-needed contracts.

Management
Our project manager, George Litzinger, PE, will be in charge of the overall coordination, assigning staffing for projects, and ultimately responsible for quality control and successful completion of each project. We anticipate the City will submit a task order request and Mr. Litzinger will review the types of services required for the specific project and assign the appropriate staff to these projects. Mr. Litzinger will work closely with the City’s project manager to refine the task order, scope of work, and proposed fee. Once the City is satisfied with the selected staff, scope and fee, Mr. Litzinger will review the scope, project schedule, and budget and provide the selected staff plans and specifications for the task order. A project specific procedure manual (utilizing the City’s CM manual) and list of stakeholders involved with the project will be given to the assigned staff. The assigned staff will then report to City’s project manager.

Once given the order to proceed, the construction manager or inspector will assist the City from the bid solicitation, contract execution, construction, and final close-out phases of the project as needed by the City.

Project specific procedures and controls will be established based on the Procedures Manual and an overall communication loop will be established and maintained throughout the project. This will maintain that all stakeholders are kept aware of project issues and deliverables and that the contract requirements are being met.

The Procedures Manual describes management and administration procedures, such as the City requirements, procedures, lines of communication, submittal requirements, project forms to be used, inspection and testing requirements, permits, pay procedures, etc. The manual outlines the lines of communication and indicates how all parties involved in the project will interact on the project, as well as provide the contractor with guidelines to follow and simplify submittal and coordination efforts. Also listed will be the requirements to minimize impacts to residents, including allowed work hours, location of lay-down areas and construction staff parking, site access areas, traffic control, and construction haul route requirements.

Task 2 Constructability Review
Our team will perform a thorough review of the specifications and plans prior to bid. We will provide a marked up set of plans accompanied with a comment sheet identifying constructability and potential claims issues as well as proposing solutions for these issues. Resolving issues prior to bid produces lower and more competitive bids and minimizes disputes during construction. We will assign the appropriate staff – construction managers, engineers, and special inspectors – drawing on their area of expertise on similar projects. During review of the plans and specifications, we will use our experience and lessons learned from our previous projects. We will also review all soils reports and permits required for these projects to identify issues that are potential problems. We also suggest having joint review meetings with the design engineer to review and discuss our comments.

Task 3 On-Call Construction Management Services
Task 3.1 Construction Contract Administration
Correspondence, Reports, and Other Project-Related Communication Our team will maintain a firm and fair policy in dealing with the contractor. Our approach is to be diligent in controlling the work through enforcing good workmanship and ensuring conformance of materials and equipment to the contract documents. We will assist the contractor by alerting them to special project requirements, such as

Page 354 of 1362 ends

Page 2408 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 13 project standards, and any other utilities. The construction manager will ensure submittals, RFIs, design clarifications and change order requests are dealt with expeditiously and will respond to all inquiries accordingly.

Inspections and tests will be made promptly. Regularly scheduled progress and technical coordination meetings will be held to identify/resolve issues, coordinate, and update project status. Claims for additional work will be reviewed against the contract documents for validity, accuracy, and method of computing. Valid claims for additional work will be brought to the City with a recommendation. Invalid claims will be rejected.

The key to avoiding unnecessary claims and schedule delays is our timely response to contractor submittals and inquiries. Strict adherence to the contract documents will also help to avoid disputes and schedule delays. Along with daily construction activity reports provided by the Dudek Team inspector, the construction manager will also provide regular progress reports to the City, which will include photo project documentation, potential claims, safety concerns, coordination, detailed force account activities, adjacent property issues, manpower, and possible delay reports.

Task 3.2 Construction Progress Meetings
The construction manager will maintain ongoing interaction with the City and the contractor at progress meetings and project updates will be conducted at regular intervals after start of construction. The construction manager will schedule and chair weekly and monthly meetings with representatives of the contractor, subcontractors, and the City to discuss all project matters (e.g., progress, 3-week look ahead schedule, job problems, Notices of Noncompliance, actions requiring clarification of design intent, ambiguities in contract documents, etc.).

Responsibilities for response will be assigned to appropriate participants. Action monitoring will be implemented to ensure compliance and timely response by all parties. Other affected agencies and entities will be invited and encouraged to attend to hear the information firsthand. Their attendance will be mandatory if specific issues to address are in their area of responsibility. The meetings will be documented and distributed to the City, contractor, design engineer, and others as requested for a complete record of project transactions and will be included in the project files.

Task 3.3 Submittal/Shop Drawing Review
The construction manager will receive, log, review, and comment on all contractor submittals/shop drawings for the project. All submittals will be digitized into an electronic PDF format and stored as a part of the project documentation. A submittal log will be kept to track the status on all submittals. The log will identify each submittal and re-submittal, date received, reviewer, when returned to the contractor, action required, and other pertinent information. The construction manager will review and respond to all submittals and will send certain submittals for review to the appropriate party – City, design engineer, and other agencies, as necessary. We will ensure mock-ups for decorative work are prepared by the contractor and then reviewed and approved by the City prior to the start of this work.

Task 3.4 Critical Path Method Construction Schedule Review The contractor’s schedule will be closely reviewed by the construction manager, assuring all project items and dates are accurate and in compliance with the contract documents, including submittal review times, long lead/lag items, etc. These reviews will be performed and submitted with each monthly progress payment. If discrepancies are discovered, the contractor will be immediately notified to re-submit an accurate schedule. The construction manager will maintain accurate records of the project schedule by using a Statement of Working Days form to document days worked by the contractor, working days lost to weather or other similar delays, and any change order extension days that will be provided to the contractor weekly. In reviewing the contractor schedule, the construction manager will ensure the contractor has properly phased his work per the contract, i.e.

Task 3.5 Requests for Information (RFI) Review
Dudek will receive, log, review, and comment on all contractor RFIs during the project. Dudek will review and respond to all RFIs and send RFIs to the appropriate party for review – City, design engineer, and other agencies as necessary. Dudek will process written responses to contractor RFIs and distribute responses to the contractor and the City in a timely manner.

Task 3.6 Contract Change Order Management
Dudek will review all requests for contract changes by the contractor and respond promptly to these requests, whether they are or are not within the scope of the contract documents. Legitimate requests will be reviewed for compliance with construction document procedures, non-legitimate requests will be rejected. Cost and method for determining additional work will be reviewed for accuracy and appropriateness. Dudek will review all change requests with the City and will not authorize any changes without the approval of the City’s project manager.

Dudek will review and negotiate cost and method for determining additional work. Dudek will provide the City a complete and accurate cost estimate for changes. On legitimate change requests or owner-initiated changes approved by the City, Dudek will make recommendations on whether the contractor’s cost proposal is appropriate or to proceed with this change on an extra work basis so that changes are cost effective for the City. Dudek will assist in the resolution of all potential change requests and claims that may arise during the course of the project.

Experience and knowledge of proper contract management is imperative for a successful project. The Dudek Team brings these qualities to this project. Consistent with modern construction management techniques, we will implement a computer-based, integrated, document tracking system (DTS), Primavera Project Manager, to administer the City’s projects.

Task 4 Controls and Scheduling
The Dudek Team places significant importance on the development, use, and updating of the critical path method (CPM) construction schedule. CPM schedules play a key role in resolving claims and delays. Once the contractor submits the CPM construction schedule, we will review and analyze each activity and the logic to determine if the work conforms to the contract requirements and if the work can be built to the contractor schedule. We will compare production rates, verify material delivery dates, verify conformance schedule of values, permit and environmental constraints, review for logic requirements. We will check to see if adequate time is devoted to each construction activity and provide written response to the contractor’s schedule submittals.

The construction manager will develop a detailed job schedule to fully understand the contract work and use this schedule to evaluate the contractor’s schedule. We plan to be ahead of the contractor with schedule analysis, and this tool helps us understand what the contractor is trying to achieve with his schedule. Often, the contractor schedule is too broad; we will require sufficient work breakdown structure detail for the construction manager to evaluate each activity and cost.

In order to ensure certain project issues are identified and resolved quickly, project issues will be organized daily, weekly, and monthly in construction reports to meet FE standards. The report will detail daily reports, weekly meetings, scheduling, and coordination issues that arise. The report will be included in the monthly progress report as described below. The construction manager will prepare and submit a weekly statements of working days to the contractor stating the weather conditions, critical activities, and status of remaining working days.

On-Call Construction Management and Public Works Construction Inspection Services 15 Task 4.1 Progress Reports
Each day, the construction manager will provide a written report indicating the progress and work completed that day, noting any problems and any decisions or direction given by the City or Dudek team. The report will note any work by the subconsultants including geotechnical, materials testing, or special inspections performed. The construction manager shall also prepare weekly and monthly reports updating information pertaining to the following:
▪ Schedule Reports. Evaluation of contractor's monthly schedule update, identification of poor field production, or other contractor-caused delays.
▪ Progress Photos. Time-stamped, captioned, digital images depicting critical milestones in the progress of work.
▪ Weekly Project Progress Meeting Minutes
▪ Quality Assurance/Quality Control (QA/QC) Reports. Including daily inspection diaries, material testing results, geotechnical or environmental issues, notices of non-compliance to the contractor, and any other pertinent issues
▪ Unresolved Issues. Keeping these issues at the forefront so they are resolved and are not dismissed and dragged out throughout the project.

Task 4.2 Progress Payments
The Dudek team realizes the importance of an accurate timely review of the contractor’s billing quantities each month. The construction manager will meet with the contractor and discuss the status of billable quantities, schedule of values, and “as-builts” before the end of the month. The construction manager will then make a recommendation to the City for the approval estimate for the monthly payment quantities. Bid item quantity over and underruns will also be reviewed to determine if a unit price cost adjustment is necessary. The progress payment will be processed through the City’s Project Manager.

Task 5 Estimating
The Dudek team includes a certified professional estimator to assist in preparing change order cost estimates, review of contractor cost estimates, value engineering estimates, and claims. These detailed cost estimates will include all documentation used in determining costs, detailed work sheets for establishing production rates, labor, equipment and material costs, and basis of estimate. All contractor cost estimates will be reviewed and evaluated as described above. A recommendation and estimate will be provided to the City for each item as well. We can also prepare construction project cost estimates, if needed.

Task 6 Certified Payroll
As with all public works projects, the general contractor is required to submit Certified Payroll and is also responsible for ensuring all their subcontractors also submit theirs. Updated Certified Payrolls shall be submitted with each pay application and reviewed for compliance with for federal and stage wage requirements. The construction manager shall review and compare to the inspectors daily report, which will indicate on a daily basis who is working on site and their prevailing wage classification. Many times, contractors will have members of the crew working many classifications a day, including labor, operator, pipe layer, mason, etc. Each employee shall be paid for what activities they are working on site. If the construction manager finds discrepancies, on-site “employee interviews” will be performed with the standard State of California form asking information from the employee, such as tasks completed this week, are you being paid operators wage when operating equipment, etc.

17.M

Page 2411 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 16 The contractors must be held accountable to ensure the employees are being paid the appropriate wages. If not, the contractor pay requests may be held until proper compensation is achieved.

Task 7 Change Order and Claims Management
It is critical our team efficiently and fairly manages the change order and claims processes. One of our primary responsibilities will be managing the City’s contingency budget while managing these projects. Our team will ensure the City is notified and briefed on every potential change order (PCO), independent estimates are done for change requests, negotiated fairly, and that the City pays a fair price for change order work performed. Changes will be logged and tracked on daily, weekly, and monthly reports.

Potential changes must be dealt with quickly and brought to the attention of the construction manager who will brief the City immediately. When a contractor submits a change order request, we will ensure that they provide proper documentation to justify their request in their opinion. We will check the validity of the proposed change order with the Contract Document. If the proposed change order appears valid, Dudek will review all proposed costs and requested time extensions. Dudek will provide the City with a thorough estimate of costs from multiple suppliers and manufacturers and will then submit findings to the City. We will discuss the issue with both prior to any correspondence with the contractor. Once all parties have discussed the proposed change order and an agreement on the response is concluded, the construction manager will give the contractor a written response either rejecting their proposal with backup documentation or requesting the contractor proceed with the proposed change with an agreed-upon price or direction to proceed on a force account/time-and-material basis.

Dudek will have no authority to issue changes or modifications to the Contract Documents without approval of the City. Changes will be initiated by the City or requested by the contractor. We will track, document, and negotiate all changes for added costs of credits with the contractor and evaluate all schedule impacts of changes in addition to advising the City of equitable costs and time adjustments for proposed or authorized changes. The construction manager will coordinate change order procedures for preparation of changes to be executed by the contractor. Tracking logs and status for reporting of all changes is a part of the proposed document control system. During the pre-construction phase, we will implement a dispute resolution process to resolve claims as quickly as possible and at the lowest level possible. The dispute resolution ladder will be implemented whenever a claim cannot be resolved quickly.

Task 8 Safety and Security Monitoring
As with all Dudek projects, safety of construction personnel and the public will be our top priority. As documented in the Project Specifications, all project safety is the sole responsibility of the general contractor. Dudek will confirm that the contractor has all required safety data, including OSHA excavation permits, Injury and Illness Prevention plan, confined space entry plans, and any other documents required by law. The Dudek Team will review the contractor’s emergency response plan prior to construction and update the plan as the project progresses to ensure public safety. Dudek will require written proof of the required contractor safety meetings on a weekly basis. The contractor will address and resolve any situation observed by our field staff that appears to put any person in immediate danger.

Task 9 Inspection Services
Task 9.1 General Inspection
The Dudek Team includes a wide range of experienced inspectors in roadway, pipelines, pump stations, buildings, parks, and site work projects. We can provide any type of inspection required: dual role construction manager/inspector for most small projects, certified special inspectors for deputy inspections, geotechnical

17.M

Page 2412 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 17 inspectors for soils inspections, and electrical/instrumentation/mechanical inspectors for process facilities to meet any of the City inspection staff augmentation needs. The construction manager will provide the City with a resident and or/inspection team candidates to meet the needs of each specific task order. The inspectors will regularly review the plans and project requirements throughout a project to ensure the contractor’s work and workmanship meets contract requirements.

During an inspection, our inspectors will check the contractor’s work to verify quality installation conformance with the contract documents and City standards, and to make certain that the contractor uses the highest-quality materials and workmanship. We strictly enforce the project specifications and standard specifications of public works construction to verify a quality installation that meets or exceeds the project requirements. All inspection performed will be followed up with an accurate and concise daily construction report and submitted to the City at the end of each day. The report will document construction activities, changes in conditions, labor, and equipment used that day.

Dudek will encourage, monitor, and stay on top of the contractor to perform at a high level to provide the City with a great project. We will enforce these expectations starting at the preconstruction meeting and continuing throughout construction. Delays or deficiencies will be brought to the attention of the City and the contractor immediately with corrective action to follow, which will include withholding of payment for unsatisfactory work. The contractor will be required to provide a recommended corrective action for approval, and we will make sure the contractor follows through. Payment will be withheld until this item is completed to the satisfaction of the City.

Monitoring activities will be conducted as follows:
▪ Review traffic control equipment and personnel to ensure that the project is safely constructed and that the public is not unreasonably delayed.
▪ Review and verify pedestrian and handicap access potentially impacted by the project to ensure that pedestrian traffic and handicap traffic is safely afforded access throughout the project. ▪ Ensure that the contractor maintains traffic control, pedestrian access, and storm runoff at all times (during weekends, holidays, and storms).
▪ Ensure that the contractor protects its worksite from pedestrians and motorists at all times and nighttime traffic controls are secured at the end of each workday. Whenever trench plates are used on the roadway, the inspector shall ensure that the trench plates are properly ramped and secured to the pavement at the end of each workday.
▪ Enforce storm water runoff control and pollution plans at all times. ▪ Evaluate work in progress and give a weekly status report to the City for the City’s use in determining any effect of scheduling delays and any needed enforcement or corrective action.

Project Documentation
The importance of proper project documentation is imperative. Our team knows project documentation is as much a responsibility as any task of their work. The inspector will prepare on a daily basis a complete report indicating all of the construction activities performed that day. All material quantities installed are documented, contractor equipment and labor documented by type and hours worked. Any specific project issues will be addressed, conversations logged and updated as-built drawings confirmed. Hard copy and electronic files will be kept and organized for all of the project documentation. All correspondence, submittals, logs, daily reports, photos, etc., will be kept digitally per City filing standards. The inspector will also be responsible for coordinating and scheduling other materials and system testing as described below.

Page 359 of 1362 ends

17.M

Page 2413 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 18 Dudek understands the importance of the project materials being properly manufactured and tested to conform to the project specifications during the production of materials at the manufacturer’s plant. Materials that have not been certified from the manufacturer’s plant will not be allowed on the project site. In addition, when arriving at the site, the Dudek inspector will check all materials and equipment for conformance to the plans, specifications, and project-approved submittal. If the materials do not comply, they will be marked rejected and require removal from the project site. Once the materials or equipment have been inspected and approved, Dudek will ensure that proper storage techniques, according to the manufacturer’s storage requirements, are completed.

Task 9.2 Civil Inspections
The Dudek team is experienced in civil inspections, grading, streets, bridges, pipelines, storm drains, sewer, parks, site work and landscaping and have provided these inspection services on nearly every project we have completed. Every inspector on our team is qualified to provide civil inspection services. Our civil inspection services will include checking grades and alignments, water and sewer pipeline inspections to insure proper bedding, pipe materials, cathodic protection, trench depth, compaction and paving thickness.

Task 9.3 Special Inspections (Optional Task)
The Dudek team includes ICBO-certified special inspectors in reinforced concrete, structural masonry, and anchor bolts, and all are well versed with building codes and ADA regulations. If requested, Dudek can provide special inspection, or if the City will have others provide these services, our staff will coordinate these inspections and review all completed daily reports and testing forms to ensure the work is in compliance. Our inspectors are capable of inspecting multiple large and small projects, including conventional wood frame, steel, cast-in-place concrete, masonry, tilt-up, buildings, walls, and pre-stressed tanks.

Task 9.5 Electrical Inspections on Street Lights and Traffic Signals Dudek inspectors are experienced with electrical inspection of City street and traffic signal systems. They will be responsible for ensuring all field testing of electrical equipment/systems meet the plan and code requirements.

They will inspect all levels of the electrical construction, including: dry utility trenches, raceways wiring, switch gear, panels, and wiring to verify the work is completed to plan and code. Dudek inspectors will ensure all loop testing/checks, and verify ground and megher testing, for example, are completed prior to energizing the equipment.

Task 9.6 SWPPP Inspection
A detailed, project specific SWPPP will be submitted by the contractor to specify pollution prevention and erosion control measures they are to follow. However, it has been Dudek’s experience that the success or failure of any erosion control and storm water pollution prevention program is based on the level of inspection or enforcement that is provided during construction. Dudek is experienced with inspection and enforcement of local, large-scale construction projects that require extensive storm water and erosion control protection measures. Our inspectors have a thorough and complete understanding of SWPPP requirements and will work with the contractor and regulatory agencies to make this part of the project a success. Our team also includes certified QSP inspectors, if needed. SWPPP compliance will be inspected and enforced on a regular basis. Enforcement means notifying the contractor immediately if BMP’s are not in accordance with the approved SWPPP and following up to make sure these items are addressed promptly.

Task 9.7 Soil and Materials Testing
Dudek will coordinate and schedule all required geotechnical and material testing services to be performed by our subconsultant, Atlas Technical Consultants, and any consultants retained by the City throughout the course of the projects. Field inspectors would observe and test the processing, placement, and compaction of all fill and backfill

17.M

Page 2414 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 19 materials during project construction. Furthermore, Dudek will coordinate all as-needed site visits by the geotechnical consultant during construction to provide geotechnical engineering consultation and recommendations with regard to appropriate mitigation measures. The construction manager will review and keep records of all materials testing, lab and special inspection reports, and testing logs for each project.

Task 9.8 Traffic Control Inspection
Our construction managers and inspectors will make every effort to mitigate traffic these impacts to the extent feasible, communicate as needed with the affected residents, and maintain tight adherence the approved traffic control plans. The inspectors will strictly enforce hours of work in the roadway, recessing of trench plates, inspect traffic control and sweeping of the road at the end of each day. We suggest message boards be installed at both ends of the project and door hanger notices are distributed by the contractor two weeks in advance of open trench work on major thoroughfares. It will be critical to communicate regularly and accurately with the residents in advance of and during the work. Experience has demonstrated to us that residents have a keen awareness of the circumstances that can affect them the most severely, and that there are often alternatives available to mitigate these circumstances. Adjusting traffic control or operations slightly to keep a left turn into a driveway open or special signage, for instance, can help significantly. Avoiding surprises, providing realistic schedules and staying on track are critical to reducing complaints.

Task 9.9 Encroachment Permit Inspection
Our inspectors have extensive encroachment permit inspection experience, acting as City inspectors for the City of San Marcos, City of Oceanside, and City of La Mesa on many types of public and private utilities and development projects. Our inspectors have reviewed, issued, tracked, and inspected hundreds of encroachment permit projects and through this experience, we have gained the requisite knowledge to propose methods to better track permits, as it can become onerous at times.

Task 10 Environmental Coordination
Our construction managers and inspectors assigned to each project will all read, understand, and enforce all environmental and permit (federal, state and local) requirements on every project. Our construction managers and inspectors will coordinate and work closely with the City’s environmental resource services throughout the course of the project, as it will be a major stakeholder. Dudek is widely known for its environmental services and offers the City our wide range of biological, archeological, paleontological, and permitting resources, if needed by the City.

Task 11 Construction Closeout
Task 11.1 Administration
Project closeout activities will include completion of final punch list items, submission of guarantees/warranties, approval of O&M manuals, submission lien releases and bonds, release of retention, and warranty repairs. The Dudek Team will be planning and working on project closeout well before the end of project, as this is typically the most difficult deliverables to get out of the contractor. Close items will be discussed at the weekly progress meetings and Dudek will provide the contractor a summarized listing of these required items. These lists will include the contract closeout items and the timing for their submission, which will be incorporated in the contractor’s schedule. As the project winds down, demobilization of CMP staff will be done in accordance with the timeline established in our procedures plan and per the approval of the City.

On-Call Construction Management and Public Works Construction Inspection Services 20 Task 11.2 Construction Contract Closeout
Punch lists: During the course of the project, the construction manager will develop and track informal deficiency lists as part of the weekly progress meetings to complete corrective work during the course of the project rather than waiting until the end of the project. Our goal will be to have only a few issues on a brief punch list rather than a massive punch list to be completed at the end of project. The Dudek team will perform a pre-punch list inspection walkthrough prior to scheduling City or other agency staff for a final walkthrough inspection. The goal is to ensure the project is really ready for punch list and not only substantially completed. The construction manager will schedule, coordinate, and conduct the final walk-through with all required parties for project sign off. Once final walk through inspection is complete, the construction manager will generate a detailed punch list organized by discipline and provide it to the contractor. Outstanding items will be monitored through to completion.

As-Built Drawings: The construction manager will maintain his own set of up to date as-built drawings; these asbuilts will include all design changes, RFIs, and field changes. This set will be used to check the contractor’s set of as-builts to ensure they are up to date and complete prior each monthly progress payment and at the end of the project. After reviewing the contractor’s set with ours, we will issue the City one complete set of as-built record drawings.

Closeout Documentation: Once all the lien releases are received, outstanding punch list work are completed, and all construction managers have verified all work is completed in accordance with the contract documents, the Dudek Team will recommend acceptance of the project. We will prepare a final payment estimate and release of retention and assist with filing a Notice of Completion.

The Dudek team will furnish digital and hard copies of project files correspondence, inspection records, O&M manuals, photos, and all other project-related files within 30-days of the filing of Notice of Completion. A project summary report will also be prepared and submitted to the City along with the project files.

On-Call Construction Management and Public Works Construction Inspection Services 21 Construction Management Approach
Construction Management
Philosophy
Our philosophy is that obtaining quality construction
is a combined responsibility of the construction
contractor and the construction team. Our mutual
goal must be a quality product conforming to the
contract requirements. A cooperative and
professional working relationship must be
established to realize this common goal. The plan
specifications establish the standards the
construction inspector will use to monitor the
project’s progress. Quality assurance (QA) is the
process by which the construction manager (CM)
and inspector delivers the end product, using plan
specifications, the contract, conditions of approval,
and permits. The process starts well before
construction and includes reviews of the plans and
specifications for bidding and constructability.

The key to success for the City’s construction
projects is to develop a clear understanding of the
project and issues that will be encountered during
construction. The CM’s role is to understand and
interpret each project’s plans, specifications, and
permits to ensure compliance. They must be able to
anticipate and have knowledge of the challenges
the contractor will face and have the ability to
proactively discuss and resolve them with the
contractor, engineers, property owners, and the
public-at-large to avoid negatively impacting the
project schedule and budget.

Communications in Writing
Paperwork is critically important in construction
management. All communication will be provided to
effected personnel in writing. Our inspectors
maintain daily logs, complete incident reports, and
photograph elements of a project. CMs will provide
monthly progress pay estimates, contract change
orders, labor and equipment records, personnel
records, and other general correspondence that will
ensure the effectiveness of your projects. We have
found this philosophy helps alleviate any
miscommunication or forgotten responsibilities.

Four Steps to Project Success

1. Establish a Single Point of Contact At the
start of the project, the construction manager must
be established as the single point of contact between
the owner and the contractor and must be
responsible for overall project coordination. This
eliminates misunderstandings and misdirection. The
construction manager can then effectively administer
the contract, maintain proactive communication with
stakeholders, promptly resolve issues when they
arise, properly document the project, conserve the
project budget and contingency, and stay firm with
the contractor.

2. Maintain a Strict Adherence to the Contract
Documents Most disputes/claims result from the
contractor straying from contract requirements. Once
this happens, it is exceedingly difficult to realign
contractor work with the contract specifications. To
avoid this issue, the construction manager must
maintain strict adherence to the contract when
communicating with the contractor. The construction
manager must be firm and fair with the contractor to
maintain consistent, accurate progress.

3. Timely Response to Issues The key to avoiding
controllable schedule delays is timely responses to
submittals, requests for information (RFIs), and other
contractor inquiries. The construction manager must
pre-review submittal, RFIs, and change orders that
must be reviewed by the design engineer or owner,
and regularly follow up to gain prompt approval.

Coordination meetings and conference calls help to
quickly resolve issues and avoid a progressively
bigger issue.

4. Quality Assurance Selecting qualified
construction managers and inspectors with a track
record of successfully inspecting similar projects lays the foundation for project success. QA team leads
must be skilled at documenting, testing, and
coordinating material testing/special inspection to
help ensure that work is completed in accordance
with the contract documents. If work does not meet
contractual standards, it is rejected and reworked
until acceptable. When the construction manager
crafts and implements a proven, tailored QA
program, it will prevent lingering long-term
maintenance issues and costs.

On-Call Construction Management and Public Works Construction Inspection Services 22 Allocation of Resources & Budget
The Dudek team is composed of a wide range of experienced, local talent who can meet any of the City’s needs.

George Litzinger, a firm principal who leads Dudek’s construction management practice, will be assigned as the City’s main administrative contact. Mr. Litzinger will be supported by the team of inspectors, special inspectors, and administrative staff. Mr. Litzinger will maintain open and effective lines of communication with the City regarding a project’s status. Prior to initiating contract management services in support of each task order request, Mr. Litzinger and his team will develop a project procedures plan based on five elements per the City’s requirements: (1) Team; (2) Budget; (3) Schedule; (4) Lines of communication; (5) QA/QC.

Each element will be part of the management approach and will be used for allocation of staff resources, establishment of budget and schedule milestones, and assessment of progress during the course of work.

Project Management / Quality Control
Key elements of our project management approach to keep project deliverables on time and error-free are:
▪ Assigning Principal-in-Charge George Litzinger, PE, who has over 35 years’ project experience ▪ Assigning personnel with directly relevant experience and training related to each task assignment ▪ Using senior-level staff for QA/QC of work products before they are delivered to the City ▪ Maintaining open and effective lines of communication with the City regarding a project’s status ▪ Early involvement in development, planning, staffing, and implementation of project work.

Schedule Control
Dudek’s construction management and inspection staff will provide services on a timely basis so as not to cause any delay to the City’s projects. This goes for other City consultants not contracted directly to Dudek. Any consultant working on construction projects managed by Dudek for the City will be replaced immediately if they are the cause of delays to the project.

Multi-Project Management
Dudek’s construction managers are accustomed to managing multiple projects at any given time. They typically use a variety of management software to manage projects, including Virtual Project Manager (VPM), Expedition, and Prolog.

Dudek project managers can manage any project allowing flexibility in managing budget and schedule tracking systems. Consequently, our project managers can not only manage multiple projects, but can quickly pickup and support other project managers if the need arises
Approach to Conflict Resolution
Construction Manager Responsibility
It is the construction manager’s job to ensure that cost, schedule output, and analysis are timely and accurate.

The construction manager provides project cost accounting and scheduling and is responsible for on-site supervision and direction of project control activities. This includes facilitating project team meetings, providing quality control and cost schedule analysis, utility and agency coordination, enforcement of permits, change order cost analysis, and claims mitigation.

Page 364 of 1362 ends

17.M

Page 2418 of 3712 ends

On-Call Construction Management and Public Works Construction Inspection Services 23 Lines of Communication
To effectively manage a project, the construction manager serves as the single point of contact for all verbal and written communication. Establishing a sole point of contact for the contractor and owner at the beginning of the project helps avoid miscommunication, which is extremely detrimental to project success. The preconstruction meeting sets the tone for the project flow, standards, roles, and responsibilities. We make it clear that the contractor is not to proceed with any directive unless it comes directly from us and to notify us immediately if directives are received from others. This also applies to other consultants and agencies we are responsible for coordinating. Weekly construction progress meetings provide written lines of communication and documentation to continually address issues until they are resolved.

We maintain an open line of project communication using weekly construction progress meetings with the City, contractor, utility companies and other affected parties. Conflicts are either resolved at these meetings or in the field with our inspector. Any issues that cannot be resolved at the meetings, such as claims, are resolved at separate negotiation sessions.

Partnering
From the start, we set standards of open communication, team-building, and problem solving strategies and procedures to establish a working relationship among the owner, contractor, construction manager, and inspectors. Mutual trust and cooperation must be fostered to prevent confrontational and adversarial situations.

We facilitate willingness in all parties to enter into such a relationship and work effectively with all participants.

Approach to Document Control
The Dudek team has the expertise to implement an Internet-compatible document tracking system (DTS) that would provide timely access to information for the City, the design engineer, and various contractors. The DTS will allow the contractor to submit Requests for Information (RFIs) online and would allow the design engineer to respond to RFIs online. Key advantages to this are reduction in data entry and quicker turnaround time. Another benefit is that the City could maintain remote access to all project documentation, thus enabling performance monitoring of the construction management consultant.

A key part of our construction management and inspection activity is timely and accurate reporting to the City.

Owing to the full and comprehensive implementation of the DTS, the Dudek team will be able to respond quickly, professionally, and consistently to City inquiries. The reporting system will be tailored to the needs of the City and will include the following major components:
▪ Narrative Progress Reports – Prepared monthly to describe schedule, cost, estimating, and accounting activity, including an executive summary, as well as discussions of construction and utility relocation progress. These reports will include schedule and progress payment status, the preceding month's developments, plans for the current month, future plans, issues, requests, recommendations, and general comments. When required, Dudek's construction manager (CM) will provide weekly written narratives addressing specific issues and/or disputes.
▪ Schedule Reports – Evaluation of contractor's monthly schedule update, identification of poor field production or other contractor caused delays.
▪ Progress Photos – Time-stamped, captioned, digital images depicting critical milestones in the work. ▪ Weekly Project Progress Meeting Minutes
▪ Quality Assurance/Quality Control (QA/QC) Reports -- Including daily inspection diaries and Notices of Non-Compliance to the contractor.

On-Call Construction Management and Public Works Construction Inspection Services 24

6. Quality Assurance
Quality assurance (QA) is the process by which the construction manager and inspector deliver the end project using plan specifications, the contract, conditions of approval, and permits. The process starts well before construction and includes reviews of the plans and specifications for bidding and constructability.

Our team develops a clear understanding of the project and issues that will be encountered during construction.

Dudek’s construction management role involves understanding and interpreting each project’s plans, specifications, and permits to ensure compliance. We anticipate and have knowledge of the challenges the contractor will face, and we use a quality control (QC) approach to keep project deliverables on time and error free by taking the following measures:
▪ Assigning Mr. Litzinger as team lead to provide the City with an experienced point of contact ▪ Assigning personnel with relevant experience and training related to each task assignment ▪ Using senior-level staff for QA/QC of work products before they are delivered to the City ▪ Maintaining effective lines of communication with the City regarding project status ▪ Early involvement in project work development, planning, staffing, and implementation ▪ Developing a project plan based on team, budget, schedule, and communication prior to initiating contract management services in support of each project request.

Inspectors will provide technical inspection at each job site where the contractor is performing work to ensure compliance with the contract documents. They will coordinate material deliveries, inspect materials as they arrive on site, and verify that all materials and equipment are properly stored. Inspectors will prepare daily reports as required by the project scope of work and the City’s standards.

Hamner Avenue was widened from a two-lane street to three lanes in each direction but currently striped for two in each direction. Improvements include curb, gutter, sidewalk, asphalt pavement, relocation of a City of Norco 20-inch potable waterline, installation of a 30-inch waterline owned by the Chino Desalter Authority (as part of their future expansion), and storm drain improvements. The traffic signal at Citrus Street was modified for a four-way intersection to accommodate the future Silverlakes Equestrian and Sports Park. A 42-foot-wide by 15-foot-high causeway was constructed under Hamner Avenue south of Citrus Street to provide flood relief from the adjacent Santa Ana River and also provide access to the adjacent park on the west side of Hamner Avenue located in the City of Eastvale. A detention basin was constructed as part of the project and resides on the west side of Hamner Avenue, south of Citrus Street and acts as a desilting basin for the 72” storm drain that discharges to it. Hamner Avenue design took into consideration the future replacement of the Hamner Avenue Bridge 8
