5) UNDERSTANDING AND
APPROACH
17.M
5. UNDERSTANDING & APPROACH
CONCEPTUAL PLAN
We have successfully developed project management procedures that promote collaboration and teamwork, improve quality and maximize the value of each project. Z&K’s past performance with Cities, Counties, and other agencies shows our remarkable ability to control costs, guarantee great quality of work, and meet all project deadlines. We understand the importance of Schedule Control and are known in the industry for assisting the contractor to cut the project schedule and to yield significant savings for our clients through reduction of overhead construction management and construction costs. The most significant saving is less inconvenience to the traveling public and less City exposure due to shortened construction duration. This will help extend excess project funds into other important projects.
MANAGEMENT APPROACH
Z&K provides proven professional construction management and inspection techniques to ensure the safe construction of a quality project completed on time and within budget. Z&K accomplishes this by establishing the systems, policies, and procedures necessary to ensure adequate project controls are in place. The Senior Construction Inspector must ensure all parties understand the basic responsibilities and interrelationships of all team member such as the Owner (both project management and operations), the Design Engineer, the Contractor, the construction management team, and the subconsultants. Additionally, a good Inspector must have the knowledge and experience to effectively understand the interrelationships between the key management components of time, information, cost, and quality.
Decision making, including obtaining sufficient information to make reasoned decisions, is the key element leading to a successful project. The Z&K approach is founded on a thorough understanding of each of the management components critical to the project.
TIME MANAGEMENT
Time management uses scheduling to accurately manage and track the restrictive elements of time and resources throughout the project. The key to a successfully implemented and managed schedule is the development of an accurate, detailed, and realistic baseline schedule. Z&K will review the Contractor’s baseline schedule to ensure it is accurate and reasonable. Activity durations and logic ties will be examined for accuracy and constructability. The schedule logic and activity durations will also be analyzed to ensure the Contractor does not use float suppression techniques. Schedule float is a valuable resource for the Owner and the Contractor.
Schedule implementation and administration is the next step in proper time management.
The Contractor’s actual progress will be documented on a daily basis. The Z&K Team will review the progress with the Contractor at the weekly meetings. The Contractor’s threeweek-look-ahead schedule will be compared with the work plan on the record schedule to ensure the Contractor continues to use the record schedule as a management tool.
We will check the record schedule for activities with start dates that did not begin during the review period. This proactive approach flags potential delay issues for further discussion. The Z&K Team has extensive experience in dealing with changes from unforeseen conditions, owner-initiated changes, and other types of delates. The Contractor will be required to submit a time impact analysis for any issue with the potential to delay the overall progress of the work. Z&K will seek ways to mitigate the delay as the first course of action. This enables creative solutions for potential delay issues.
COST MANAGEMENT
Z&K will take the lead to ensure a cost management system is properly implemented and maintained. Z&K’s cost management role will be in two parts. The first is to track the value of the completed work to ensure accurate and detailed monthly progress billing by the contractor. Secondly, Z&K will proactively manage the change order process. The monthly progress billing will be tied to the construction schedule.
Work activities and material deliveries will be assigned the correct completion percentage by the Contractor. This will be reviewed by the Construction Inspector and discrepancies will be addressed. If necessary, the Contractor will revise and resubmit the schedule of values. This process ensures the Owner is accurately billed for the completed work monthly. Changes in work and unforeseen conditions will be closely monitored. Any costs for changes will be managed by the Z&K construction management team. An ongoing log of potential change issues will be maintained. These issues will be discussed and updated at each weekly meeting.
17.M
FUNDING MANAGEMENT
For state/federally funded projects, the City must comply with federal reporting requirements. Our team is experienced in complying with state and federal grant reporting and filing requirements. We pay close attention to these requirements and deadlines so that project funding remains unaffected and so that file audits are conducted quickly and efficiently. Our team is also experienced in ensuring that project documents show compliance with DBE reporting requirements, DBE goals, and/or good faith effort documented. Z&K is extremely familiar with Federal-Aid implementation and the Caltrans’ Local Assistance Procedures. Proper Project documentation is key in audits conducted by the Federal Highway Administration (FHWA) and Caltrans.
QUALITY MANAGEMENT
Quality management is an inherent CM responsibility. Z&K is knowledgeable and capable in all aspects of quality management. Quality assurance is the application of systematic methods to verify the effective implementation of quality control procedures. Z&K will manage the quality of the project by taking the quality assurance lead role and implementing the Z&K quality assurance program, which allocates quality control responsibilities to the various project participants to ensure the constructed product conforms to the contract plans and specifications. This includes a detailed inspection plan, inspection procedures, and documentation procedures for all inspection and test reports. Z&K will review the Contractor’s quality control procedures to ensure adequacy. Quality assurance includes quality of the constructed work as well as the quality of the Contractor’s document processes (such as the Contractor’s submittals and RFIs).
In Z&K’s experience, lack of quality in the paperwork with items such as poor submittals and unanswered RFIs may lead to lack of quality in the constructed product. Deficiencies in submittal quality control by the Contractor often leads to incorrect or inferior equipment and materials being installed. Likewise, lax procedures for the processing of RFIs may lead to misunderstandings and delays. The Z&K CM will take a proactive approach with the Contractor and the Design Engineer to ensure the quality of the RFI process is maintained.
Finally, Z&K regularly performs internal audits of its field operations to ensure the proper implementation of procedures for Z&K’s quality assurance program.
INFORMATION MANAGEMENT
Proper information flow is crucial to the success of a project. A construction project generates a large amount of information, which must be disseminated to all parties on a timely basis. The source of this information will cover the full spectrum including contracts, meeting minutes, drawings and specifications, submittals, requests for information (RFIs), pay requests, invoices, inspection reports, and so forth. Z&K has extensive experience providing document management solutions for its clients. Z&K’s approach to information management also includes building a communication framework to continually foster partnering and teamwork relationships for all of the project stakeholders. Z&K builds this framework from the start of the project with an all-inclusive kick-off meeting where the lines of communication and project responsibilities will be clearly explained to all of the project stakeholders.
The emphasis on project communication continues throughout the project with the weekly construction meetings. An agenda of meeting topics will be distributed in advance and include items such as safety, old business, updated progress of the work, RFIs, submittals, testing and inspection reports, non-conformance notices, environmental monitoring, change orders, three-week-look-ahead schedule, pay requests, and so forth. Unresolved issues will be carried over to the next week’s meeting until a final resolution is obtained.
Z&K has a strong knowledge of the City, County, State, and Federal codes and procedures that are required to deliver a successful project.
Some of the requirements are as follows: Project Construction Documents o Standard Plans for Public Works

17.M
6) QUALITY ASSURANCE
17.M
6. Quality Assurance
Z&K takes a proactive approach to Quality Assurance and Quality Control. We believe that no project is too small for quality and that everyone is responsible for quality. It is our goal to deliver a well-constructed project that will meet the City’s expectations of quality and functionality. The CM team
proposed on this project have over 30 years of experience in construction management, construction inspection, and project management. We have successfully utilized CM Agency delivery on a host of projects. Through this experience we have
developed project management procedures that promote
collaboration and teamwork, improve quality and maximize the value of the above project.
Quality Control starts with our inspectors in the field doing their job diligently and being properly equipped to perform their duties. It is our Construction Manager’s responsibility to make sure that our inspectors have the complete and proper
submittals, test equipment, conformed plans and specs, and standards they may need to properly oversee the project. With the right tools, our inspectors are on site to observe construction operations and materials and compare them with the project plans and specifications.
Quality Control continues with our Construction Manager through regular reviews of the inspector’s dailies. Dailies are reviewed for completeness and detail. Our inspectors are expected to record items such as quality of materials used or installed, any production testing that may have been performed, type of equipment and how it was used on the job, visitors to the jobsite, and any irregularities they may have noted that day. It is also our Construction Manager’s responsibility to review any material testing or special inspection that may have been done and makes sure that any failing tests are dealt with immediately.
Quality management is an inherent CM responsibility. Z&K is knowledgeable and capable in all aspects of quality management. Quality assurance is the application of systematic methods to verify the effective implementation of quality control procedures. Z&K will manage the quality of the project by taking the quality assurance lead role and implanting the Z&K quality assurance program, which allocated quality control responsibilities to the various project participants to ensure the constructed product conforms to the contract plans and specifications. This includes a detailed inspection plan, inspection procedures and documentation procedures for all inspection and test reports. Z&K will review the contractor’s quality control procedures. An ongoing deficiencies/corrective items list will be maintained, reviewed, and updated weekly. Z&K regularly preforms internal audits of its field operations to ensure the proper implementation of procedures for Z&K’s quality assurance program.
Quality assurance includes quality of the constructed work as well as the quality of the Contractor’s document
processes (such as the Contractor’s submittals and RFIs). In Z&K’s experience, lack of quality in the paperwork with items such as poor submittals and unanswered RFIs may
lead to lack of quality in the constructed product.
Deficiencies in submittal quality control by the Contractor often leads to incorrect or inferior equipment and materials being installed. Z&K will be proactive with the Contractor to ensure the quality of their submittals. Likewise, lax
procedures for the processing of RFIs may lead to
misunderstandings and delays. The Z&K CM will take a
proactive approach with the Contractor and the Design
Engineer to ensure the quality of the RFI process is
maintained. Finally, Z&K regularly performs internal audits of its field operations to ensure the proper implementation of procedures for Z&K’s quality assurance program.

On-Call Full-Service Engineering and Construction Management and Inspection Services
EXAMPLE PROJECT
Z&K Consultants is a full-service multi-disciplinary professional engineering consulting firm that is currently working with over 15 agencies in Southern California in a similar capacity. We specialize in Construction Management and Inspection services. We are very strong in Contract Administration and Claims. Our Construction Managers thoroughly understand contracts and have both construction and design backgrounds. On a recent project this year, we reduced a $30k Potential Change Order to $0 through contract negotiation and extra work execution strategy. We received a Notice of Force Majeure from a Contractor in another last month, and our response to the Contractor’s Force Majeure claim resulted in the Contractor promptly rescinding their claim to avoid the False Claim case we positioned to pursue with our response. In addition to the Construction Management and Inspection, we are proud of our strength to protect Agencies through strong negotiations and claims avoidance. We also prevail in scheduling and recovery schedules with many of our projects finishing within schedule and many ahead of schedule.
We currently hold numerous On-Call Construction Management and Inspection Projects. Our example project is our current work with the City of Chino and the City of San Bernardino. Our staff has worked seamlessly with City staff and have become a part of the City’s team. Our Construction Mangers, Project Managers, and Inspectors have been working with the City of Chino and City of San Bernardino for many years and we have received multiple contract extensions. 22 Transportation and Traffic Engineering Services
WEBB is currently providing on-call civil and traffic engineering services for the City of Palm Springs to assist with the City’s Capital Improvement Projects, obtaining grant funding, and resolving traffic and transportation issues throughout the City.
WEBB provided traffic and transportation engineering services for the following projects:
• Vista Chino (SR-111) and Via Miraleste and North Palm Canyon Drive (SR-111) and Via Escuela Intersection Improvement Project - WEBB assisted the City with study, preparation of CVAG funding application, design of traffic signal, street improvements and ADA ramps, utility coordination, and Caltrans Encroachment Permit applications. • Palm Canyon Drive (N-S) and Stevens Road (E-W) and Palm Canyon Drive (N-S) and Via Las Palmas (E-W) High Visibility Crosswalk Projects - WEBB assisted the City with study, preparation of CVAG funding application, design of traffic signal, street improvements and ADA ramps, and utility coordination. • Downtown Indian Canyon Corridor Two-Way Conversion and Pedestrian Safety Enhancement Project - WEBB provided pedestrian countdown heads, pedestrian detection, accessible pedestrian signals, leading pedestrian phasing, protected left-turn phasing, high visibility crosswalks, advanced stop lines, street lighting, and curb bulb-outs with ADA-accessible wheelchair ramps at 9 intersections throughout the city. • East Palm Canyon Pedestrian Safety Enhancement Project - WEBB assisted the City with study, preparation of CVAG funding application, design of traffic signal, street improvements and ADA ramps, and utility coordination with these projects.
• Gene Autry Trail Median: The City hired WEBB to prepare street, traffic signal, and signing & striping plans to construct a raised median and add left turn lanes at the intersection of Gene Autry Trail and Vista Chino, which is part of Caltrans’ SR-111. WEBB provided field survey services to provide accurate improvement plans to the City. WEBB also prepared an air quality report and a cultural resources study per the Caltrans Standard Environmental Reference Document.
Key issues and challenges:
In recent years, the City of Palm Springs was experiencing higher pedestrian and bicycle accidents in the downtown area.
The Coachella Valley Association of Governments (CVAG) created a Bicycle and Pedestrian Safety Program in 2017 that would provide up to $10 million in funding for a project that directly addressed bicycle and pedestrian accidents and fatalities on CVAG’s regional arterials. WEBB identified problem areas, proposed mitigation measures, and prepared funding applications for seven projects for the City of Palm Springs. Palm Springs was awarded funding in the amount over $6 million for five projects including $2 million for Indian Canyon pedestrian-bicycle safety enhancements.
These projects needed technology to reduce the vehicle-to-vehicle collisions and vehicle-to-pedestrian collisions. WEBB proposed a video detection system that provides dilemma zone detection and pedestrian detection radar system for the project. WEBB researched, coordinated, and received feedback from other agencies who have used this technology and invited the vendor to provide a demonstration to City Staff prior to including them into construction drawings.

23 WEBB is currently providing on-call traffic engineering services to assist the City of Cathedral City (City) in support of various City projects including federally funded initiatives. In collaboration with the City, Caltrans, and other agencies, WEBB has improved the City’s transportation network. Recent services include:
• Highway Safety Improvement Program (Cycle 8): WEBB successfully applied for federal funding through Caltrans’ HSIP in 2016 for Cathedral City. The City was awarded $1,674,000 to install advanced dilemma zone detection and countdown pedestrian signal heads at 20 signalized intersections. The upgrades will be done without the need for any matching funds from the City. WEBB sorted through city-wide SWITRS collision data and took inventory of existing traffic signal equipment to decide on appropriate countermeasures for high-occurrence locations. The application resulted in a very high 11.93 benefit/cost ratio
• Highway Safety Improvement Program (Cycle 9): WEBB successfully applied for federal funding through Caltrans’ HISP in 2018 for Cathedral City. The City was awarded $1,302,500 to install advanced dilemma zone detection and pedestrian signaling at 10 intersections, and $1,089,700 to install centerline and edge line rumble strips, flashing stop sign, and guardrails. The upgrades will be done without the need for any matching funds from the City. WEBB sorted through city-wide SWITRS collision data and took inventory of existing traffic signal equipment to decide on appropriate countermeasures for high-occurrence locations
Key Issues and Challenges:
The City received funding through the federal aid Highway Safety Improvement Program (HSIP) Cycle 8 under the jurisdiction of Caltrans District 8 Local Assistance Program. The WEBB Team conducted a thorough roadway safety analysis and assisted the City with the application for grant funding to reduce accidents and improve safety by improving signal hardware and providing advanced Dilemma Zone detection. The WEBB Team has recently completed environmental and design services for this project.
Most of the locations of the intersection included a five-section protected/permissive signal head that is not placed in the typical location per California Manual of Traffic Control Devices (CA-MUTCD), Figure 4D-11 (lined up with the lane line between the left-turn lane and through lane). Instead, the five-section heads are further to the right than the typical location which leads to poor visibility of the signal indication for left-turning vehicles. Some locations have other similar visibility problems caused by signal heads not being placed in a typical location. Poor visibility of the signal indications at an intersection can easily confuse as to which vehicle has the right-of-way and can lead to accidents. At all of the 20 intersections, advanced dilemma-zone detection systems were proposed. Also, WEBB designed pedestrian countdown heads, new traffic signal controllers, and cabinets. WEBB completed and received approval on environmental documents in record time.

24 WEBB provides On-Call Traffic Engineering services to the City of Lake Elsinore (City) to support City Staff and resolve traffic and transportation projects and concerns within the City. WEBB provided traffic and transportation engineering services for the following projects:
• City Consultant Traffic Engineer: WEBB serves as the consultant traffic engineer to the City and represents the City in traffic-related matters. Responsibilities include fielding resident requests, working with the local school districts, attending meetings with developers, and assisting other City departments • Highway Safety Improvement Program Grant Application (Cycle 8): WEBB researched possible traffic safety issues within the City and prepared applications for traffic safety improvements in the amount of $825,300 • Systemic Safety Analysis Report Program: Awarded $55,000 to prepare report with $5,500 in matching funds • Traffic Plan Check: WEBB receives and plan checks all submitted traffic control plans, traffic signal plans, and striping plans to ensure conformance with the latest edition of the California MUTCD and City requirements. WEBB works with the City and the applicant to provide a successful project • Striping Improvements: WEBB prepares signing & striping plans for known “trouble spots,” slurry seal projects, and bike lanes. WEBB designs the plans to enhance safety and traffic operations while adding to the City’s budding bike lane network
• Railroad Canyon Road Interchange Monitoring System: WEBB worked with City Staff, Caltrans, and McCain, Inc. to design and install traffic monitoring cameras and a communications system at five intersections at the Railroad Canyon Road/I-15 Interchange. WEBB and City Staff can now monitor traffic in real-time at those intersections and modify signal timings when needed
• Speed Surveys: WEBB conducted speed surveys on 103 roadway segments throughout the City to update the posted speed limits and ensure the continuation of legal speed enforcement • School Zones: WEBB procured and installed speed feedback signs at all schools within the City’s limits to further reinforce the locations of school zones. WEBB also observes school drop-off and pickup times and procedures and works with school staff to determine safety and operational improvements Key Issues and Challenges:
Railroad Canyon Road Interchange Signal Coordination:
The Railroad Canyon Road interchange at Interstate 15 is one of the busiest and complex interchanges in the region.
Railroad Canyon Road handles nearly all of the traffic from Interstate 15 to the City of Canyon Lake, City of Menifee and the Summerhill, Canyon Hills, and Summerly communities of Lake Elsinore. These areas have minimal viable roadway alternatives for transportation out of their communities. There are five signalized intersections within one quarter-mile along Railroad Canyon Road, including two Interstate 15 ramp intersections which dramatically increase the complexity of traveling in the area. Unlike many interchanges that have closely-spaced intersections, the Railroad Canyon Interchange experiences heavy volumes from the nearby intersecting streets due to the many businesses, shopping centers, and residential areas. This results in a need for a delicate balance at each intersection using traffic signal timing and coordination.
Any out-of-place signal phase or inaccurate signal coordination will lead to excessive traffic backups in multiple directions, including lengthy off-ramp queues that extend into the Interstate 15 general purpose lanes.

Key issues and challenges:
Highway 74 Safety Analysis:
Approximately six miles of Highway 74 between the City of Lake Elsinore and the City of Perris was relinquished to the County of Riverside by Caltrans few years ago. In last five years, the six mile segment experienced 11 fatal, 16 severe, 60 complaint of pain, 47 other visible injury, and 132 property damage type collisions. The County wanted to map these collisions, investigate cause of accidents, and propose countermeasures to reduce the future collisions. WEBB researched the collision data and mapped them in GIS and created exhibits, analyzed the data and proposed countermeasures like raised medians, traffic signal, rumble strip, and street lights. WEBB prepared concept design and construction cost estimate for budgeting and grant application purposes.

37 Section 5. Understanding and Approach
Experience with Work of Similar Scope
Our local knowledge and experience gives us the ability to efficiently assist the City throughout the analysis, planning, design, and construction process with a minimum of
“ramp up” time. Also, our proximity in relation to the City makes for easy coordination and a minimum of travel
time. We understand the needs of projects that provide
services to the public. Our management approach will
readily accommodate projects of the scope outlined in
the RFP. Public agencies that WEBB is currently providing on-call services to include, but are not limited to are the City of Hemet, West Valley Water District, Western
Municipal Water District, Coachella Valley Water District, Crestline-Lake Arrowhead Water Agency, Crestline
Village Water District, Chino Basin Desalter Authority, the City of Ontario Utilities Department in San Bernardino
County, County of Riverside, Imperial County, Riverside County Flood Control and Water Conservation District,
City of Grand Terrace, City of Chino, City of Palm Springs, City of Wildomar, City of Banning, City of Riverside,
City of Moreno Valley, City of Beaumont, and City of
Rancho Mirage.
Ability to Maintain Budgetary Control
Accurate estimates begin with a well-defined scope of
work. WEBB will work closely with the City to determine the parameters of the project and then, using our extensive database of cost information from similar projects, we
will prepare a detailed estimate to complete project
construction. Typically, project estimates are prepared during planning, preliminary design, and updated upon
completion of design. This process assists with identifying potential budgetary problems early so corrective action can be taken.

17.M
43 Information, Documentation, and Assistance Needed from the City WEBB has been working with the City on many projects and is familiar with the City’s goals, objectives, and requirements.
WEBB will be able to complete the work with very little information, documentation, and assistance from the City. Some of the information, documentation, and assistance needed to complete the projects are as follows:
a. Budget
b. Schedule
c. City’s goal and objective
d. Information on other projects in the area that may have impact to the project e. General plan traffic volumes (for the street widening project) f. Plan check
g. Boilerplate specifications
h. Special requirements
Technology, Innovations, and Processes to Help the City Meet its Objective Here is some of the technology WEBB will provide to meet the City’s objective:
WEBB’s Traffic and Transportation Department has expertise in Highway Capacity Software (HCS), SYNCHRO, SimTraffic, and TransCAD. WEBB will be able to provide assistance to the City from transportation planning to operations. WEBB will be able to project future traffic volumes and determine improvements needed to keep facilities at acceptable levels of service. With the software capability, WEBB will be able to optimize needed improvements.
WEBB has placed processes for different types of projects and they are listed below:
Traffic Signal – It is very important to locate not only underground utilities for traffic signal projects, but it is also important to locate overhead utilities. Many times overhead power lines and communication lines cross intersections in any direction. WEBB will always not only survey underground utilities, but also the height of overhead lines. WEBB also understands the clearance requirement for power lines and communication lines. WEBB either designs the traffic signal to avoid them or will let the client or utility consultants know to relocate or raise lines.
Street Improvements – Usually agencies widen or improve streets after 10 to 20 years. These streets are overlaid many times so there is no straight cross slope between crown and lip of the gutter. Many engineers survey crown and lip of the gutter to design street widening and they end up with a valley or an unusual grade break. WEBB is an expert in the design of street widening projects. WEBB project managers meet with survey crews and explain how to obtain grade breaks for the best design possible.
Water and Wastewater Treatment Systems – WEBB’s Team has been designing water and wastewater treatment systems for clients throughout the western United States including advanced systems utilizing membrane treatment. WEBB is currently designing the upgrade to the City of Beaumont’s wastewater treatment plant utilizing reverse osmosis membranes for total dissolved solids (TDS) reduction.
Management Philosophy
WEBB understands the absolute need for strong project management. Our team will factor in all critical issues associated with schedules. Communication and coordination between an engineering consultant and the City is paramount to each project. To guarantee continuous and effective communication, our project manager is assigned to serve as the primary point of contact to the City and a principal-in-charge will be monitoring the process as a whole. This will ensure a constant and effective way of communication resulting in strong schedule control and meeting design milestones.
17.M
44 WEBB’s project managers will be responsible for the day-to-day project and technical management of the project including:
• Facilitating frequent and consistent communications with the City • Implementing the overall delivery plan
• Managing the overall scope, schedule, and budget
• Implementing the QA/QC Program
• Weekly e-mail updates and monthly status reports on progress The project manager will be responsible for facilitating final decisions by the City, coordination, management, communicating with the project team and City Project Manager, and preparing and reviewing design deliverables.
Schedule Management
A preliminary schedule will be prepared, provided, and discussed. In collaboration with the City, the project schedule and milestones will be evaluated and modifications will be made to set the final baseline schedule during the initial project kick-off process. The baseline schedule will be monitored and tracked by our project manager to maintain the project milestones and manage critical path items. A tracking schedule will be provided with monthly updates and all schedule variances identified. Actions required to correct schedule deviations will be developed and implemented by the team.
The project schedule is an effective management tool when developed and maintained to guide the design team through the tasks required to successfully complete a project. WEBB uses Microsoft Project software to schedule and track project tasks.
Key components of maintaining the project schedule revolve around the following actions between WEBB and the City:
1. Close coordination with the City (including operations and engineering personnel) during the Preliminary Design and evaluation tasks.
2. Coordinating early on with the City to confirm the alignment for the proposed water mains.
3. Effectively and thoroughly addressing City comments and concerns throughout the project.
4. Processing required permits early in the project
WEBB will perform initial coordination with the agencies which establishes the basis for completion of these items through the preliminary and final design phases. The project manager continually reviews the project schedule, project budget, and work completed to date. The project manager will then discuss the results of this review with the City and provide updates every week. If necessary, corrective measures will be implemented and the project schedule updated.
Cost/Budget Management Plan
The proposed project budget will be prepared based on the project RFP requirements. Our project manager will track the final budget compared to the actual earned value, task completion, and cost-to-date, and will identify any project cost variance at least monthly. Corrective actions will be taken to maintain the project budget. If changes to the scope and budget are deemed necessary, our project manager will work with the City to justify the need and clearly define the impacts.
Issue Management/Risk Management
The tracking of project issues and management of risks is facilitated through a tracking log and available to the City and the project team. With issues being raised through e-mail, phone calls, and meetings throughout the duration of the project, having a centralized document ensures project impacts are identified, logged, assigned, analyzed, acted upon, and addressed as part of the design process.
Communication Plan and Management
Communication between all team members and City Staff is critical to its success. A key differentiator between our project team and our competitors is our physical locations and our ability to meet with City Staff and stakeholders quickly. Whether it is City Council meetings, a community workshop, or a strategy meeting with the City, representatives from the Project Team can be there within 30 minutes.
17.M
45 Section 6. Quality Assurance
Quality Management
WEBB has established an extensive in-house Quality Assurance/Quality Control (QA/QC) Program that all project managers must conform to for all of our projects. This program is overseen by our chief operations officer, who continually monitors compliance with our in-house QA/QC Program. Our team utilizes WEBB’s detailed approach to quality assurance and quality control. It demands our principal leaders rigorously scrutinize every critical aspect of a project. Our quality assurance begins with developing a close and continuous line of communication between the WEBB Team and the City.
Our past experience indicates good communication is a critical element to project success. Under our project protocol, we keep an organized directory of all project-related communication, meeting minutes and action items, documents, images, data, and plan sets which allows us to respond quickly to requests. We will seek the input of operations and engineering staff throughout the project development to ensure the project meets the needs of the client.
The quality control for all projects is embedded in every stage of the project development. Our QA/QC Program is designed to enhance the cooperation and synergy between the disciplines in-house, our design teams, subconsultants, and the City. Our entire staff is part of the QA/QC Program and each plays a significant role in its implementation. As an underlying principle of our QA/QC Program, WEBB will utilize senior level staff to review the work product to utilize the experience and knowledge to each aspect of the project. By bringing these disciplines together early in the project, we are able to recommend the best project alternative and develop a list of critical design issues that need to be addressed as detailed design is implemented.
After the preliminary design has been developed, the project will receive a comprehensive internal peer review prior to submittal. The peer review panel consists of WEBB professionals apart from the design team. This peer review will be utilized to ensure the preliminary design is clear, concise, comprehensive, and most importantly, meets the objectives of the City. Final approval at 100% is achieved only after the associate responsible for each portion of the project signs off on our internal QA/QC approved document, known as the “Zero Sheet”, prior to submittal to the City.

Division
CONTACT NAME: Richard Telles, Project Manager
TELEPHONE: 213.473.7961

DATES OF SERVICES: 2018 - 2019
PROJECT SUMMARY
BV provided Civil Engineering Design Services to the City for the maintenance of the waterproofing surrounding an underground bunker on Mt. Lee near the Hollywood sign. The bunker serves as a critical communication center for the City of Los Angeles.
The bunker leaked water during the past couple wet seasons and site reconnaissance determined the bunker’s waterproofing envelope reached its service life and required replacement. BV led the civil engineering design to remove and replace the parking lot above the bunker and associated drainage. Some of the challenges faced to the design team were a short timeline to design and permit the recommended improvements, limited information on underground utilities, and potential additional permitting requirements. BV recommended a surface drainage design that was able to minimize site impacts, decrease review time, and limit conflicts with underground utilities. In addition, the project required close coordination with the City of LA Department of Building and Safety (LADBS). BV successfully navigated the plan check process and was successful in obtaining the building and grading permits.
Other aspects of the project included managing the architectural engineering subcontractor that designed the waterproofing envelope which consisted of a Coreflex Thermoplastic waterproofing membrane. The project also included construction administration. Additional City of Los Angeles Project include: LA GSA - LAWA CTA Phase 2 - ADA Pass thru for FennARC; LA GSA - HCID Bradley Milken ADA Renovations; City of LA - Water Line DOT Bldg.; LA GS -Arcadia Regional Park ADA Improvements.

DATES OF SERVICES: 2017 - 2020
PROJECT SUMMARY
BV provided the City of South Gate with professional services for an ADA Self-Evaluation and Transition Plan to ensure public facilities and right-of-way are in compliance with ADA regulations and other applicable codes. Certified Access Specialist (CASp) led the field survey team to perform the ADA compliance evaluations for City buildings, parks, parking lots, streets, intersections, sidewalks, and related public improvements affecting access by persons with disabilities. Buildings and facilities included over 12 buildings, 9 parks and other recreation areas, sports facilities, City maintenance yards, 3 reservoirs, two elevated tanks, and 11 water wells. Areas in the public right of way included 125 miles of streets, curb ramps, sidewalks, pedestrian actuated push buttons at traffic control signals (83 traffic signals), parking areas, and 34 GATE bus stops and 166 Metro bus stops. In developing the Transition Plan, BV collaborated with City staff and stakeholders for the review of the Self Evaluation results to establish a prioritized list of non-compliant elements, schedules for the mitigation of these non-compliant elements, as well as cost estimates for all mitigation measures.
Another key project responsibility was actively preparing for public participation and outreach efforts such as establishing meetings with persons with disabilities as well as the surrounding community to ensure they can participate in the ADA compliance program and become part of the solution. BV used ArcGIS to facilitate a quick turnaround of surveys relating to specific areas of the City transportation infrastructure, such as curb ramps. Our team prepared a GIS map containing geospatial information regarding each barrier. BV also utilized Filemaker Go (field) and Filemaker Pro Desktop), which enabled our CASps’ and field survey teams to enter data directly into an existing database.

The existing monument was detached from its concrete base and moved to a new location on a newly designed and constructed concrete base.
At the Irvine Regional Park location, the relocated monument has a triangular slab on grade around its base, similar to the old location. The BV project team designed a new path of travel, lighting system and a stable base foundation and pedestal.
Relocation of the monument was successful and completed in time for the annual memorial ceremony held at the park.
Ranch Mission Viejo (The Ranch) Development Plan Check
BV provides plan check and map check review of various projects and backbone infrastructure associated with Planning Area 1 of the Ranch Plan. The 23,000-acre development is composed of 6,000 buildable acres. Bureau Veritas staff review tentative maps, site development plans, rough grading and precise grading plans, Runoff Management Plans, hydrology and hydraulic studies, Water Quality Management Plans, revetment plans, storm drain plans, and street improvement plans, checking for conformance to the County of Orange standards and regulations, easements and right-of-way requirements and for conformance to the conditions of approval. In the first year, our team reviewed and commented on 25 plans and reports with increasing volume as the project began to break ground. Our team participated in roundtable discussions facilitated by the County with developers to ensure cognizance of current standards to help speed review times and ease approvals. Our staff is proficient using the County’s APPS Program to input plan check comments, log and track projects, track plan reviewer time for invoicing, generate reports, log and forward plans to other departments, and track fee deposits.
Plan check and related services are conducted in accordance with all accepted industry professional practices, and comply with the applicable regulations.

PROJECT SUMMARY
BV has provided as-needed public works plan review, water quality report review, and extension of staff services for nearly 30 years. Technical reviews have ensured that plans and maps are compliant with City ordinances, standards, conditions of approval, and the Subdivision Map Act, stormwater quality regulations, and local, state, and federal regulations. Currently, we are providing public works plan review for the final phases of Canyon Hills Specific Plan and associated infill projects. The infill projects include rough grading, street improvements, storm drains, detention basins, and related reports. We are also providing public works plan review for the 12 phase, 1,600 home Alberhill Ranch development. This 500+ acre master planned hillside development includes extensive park and recreation elements. As part of our responsibilities, we separated CFD-funded reviews from in-tract reviews, advised the developer on County drainage standards prior to starting design to facilitate plan conformance and approvals, reviewed that the regional detention basin design supported both current conditions, and the future development’s expansion.
Additional plan review assignments have included the review of improvement plans to include the interim and final storm drain facilities for three major community facilities districts: Ramsgate, Canyon Hills, and Summerly. The largest of these developments, Ramsgate Community Development, located off of Highway 74, included seven separate developments with improvements, grading plans, and final maps to accommodate close to 2,000 lots. Plan review consisted of street and storm drain improvements, detention basin, and routing calculations, stormwater quality BMP facilities, rough grading and final maps for individual tract maps throughout the project. For all three districts, improvements included storm drain facilities to accommodate a major wash. Commercial sites have also been reviewed for high-profile Target, Home Depot, Lowes, and Walmart commercial development.

PROJECT SUMMARY
BV has provided development review/processing and map review to the City since its incorporation in 1991. Originally, when the City was first incorporated, BV initiated policies and procedures for the transition of development cases from the County and were instrumental in writing the City’s grading code and manual. Reviewed projects have run the full scale in size and type from improvement and grading plans and maps for large, low-density estate type subdivisions, to single commercial lots and single-family residences as well as drainage plans per RCFC&WCD’s standards. Our plan review personnel have reviewed major road improvement projects, business parks, shopping centers, new residential housing developments, infrastructure, and public right-of-way projects. Staff assignments have included infrastructure, mass grading, roads, sidewalks, curb and gutter, underground utilities, AC overlay, sub grade, structural, and NPDES compliance. In addition, we have also been responsible for providing on-site extension of engineering staff to work with designers, developers, property owners, contractors, and permitting agencies to develop and condition projects.
BV also developed an eight-page “NPDES New Development Requirements Handout” so that the City can pass it on to developers, builders, and engineers of work prior to Site Plan review to proactively assist them with NPDES requirements prior to any design work. This effort saves the developers a considerable amount of money as well as review time for the City. Once a WQMP was approved, BV staff entered it and all other pertinent information into the City’s MS4 database, relieving the City of this time-consuming task.
For the 521-acre Vineyard development which featured 1,200 homes within a sensitive environmental habitat, we prepared grading bonds and agreement; reviewed improvement plans and a dual water quality system to ensure compliance with the 401 Permit requirements; and coordinated water quality issues through the San Diego Regional Water Quality Control Board.
The large specific plan subdivision plan checks have required the review of both interim and final drainage improvements.
Moreover, we have reviewed the design and improvements for Stormwater Quality Best Management Practices. Our staff also designed various storm drain improvements and Best Management Practices to Riverside County Flood Control and Water Conservation District standards.

Understanding of Project Objectives
BV understands that the City is seeking consultants to provide General Civil Engineering and Land Development Services. BV maintains a robust staff and breadth of resources which allows us to expand or contract our services based on the needs of the City of Hemet.
BV has thoroughly reviewed the Scope of Work presented in the RFQ. We are in agreement to provide the following Scope of Services outlined in the RFQ:
• BV will provide general consulting and technical advice. • BV will review for completeness of developer application and submittals.
• BV will review and/or production of engineering quantity estimates and costs.
• BV will review rough and precise grading improvement
plans; geological and geotechnical reports; erosion
control plans; parking lot plans; landscape and
irrigation plans; water quality management plans; street improvement plans, storm drain plans, and hydrology
studies.
• BV will review utility plans including domestic and
reclaimed water and sanitary sewer improvements.
• BV will provide Third party review consultation related to documents prepared by the City’s Engineering Division or other consultants retained by the City.
• BV will provide other engineering and design services as requested.
BV approaches each project with a fresh set of ideas and a unique, comprehensive team arrangement that caters to the specific task order. Additionally, BV understands the diversity of the City’s projects that will be assigned under this contract in which we have a comprehensive project team to address any conceivable technical service that may be required.
Project, budget, and schedule are developed through a
detailed task/hour work plan for specific tasks and level of effort to meet individual task order requirements. Our work plan will identify the most qualified and experienced project team members and will include quality control reviews at all strategic project phases.
Innovative design approach includes the following:
• Assigning the right professionals to meet the City’s
needs. Conduct a thorough review of the scope of work in which BV will assign the most qualified and experienced project team personnel to match the specific needs of the project.
• Project Management Plan. At the start of a project, BV in collaboration with the City of Hemet, will visit the site and review the Scope of Work with any other stakeholders to engage development of the Project Management
Plan (PMP) and the project’s program. After reviewing,
discussing, and fully understanding the scope of work
and the City’s expectations, the BV Project Manager will prepare the PMP corresponding to the scope complexity
and time constraints of the project.
The PMP contains descriptions of the project and the
deliverables list of the various tasks, schedule, and detailed work plan for the elements of each task, as well as the project staff members responsible for that element. The plan also includes the task budgets, anticipated billings, project and client organization procedures for correspondence,
filing, approvals, project control, company standards, City Guidelines, governing agency specifications, and the quality control plan.
BV follows the Project Management Institute (PMI) principals when implementing the PMP. The main topics are:
• Identifying the scope early on by engaging the
stakeholders and ensuring a realistic project budget.
• Planning, initiating and scoping, validation and verification of the program/project.
• Resources - making sure BV has the appropriate staffing and expertise on the project and can adjust staffing when necessary to meet the project schedule.
• Communication with the team and stakeholders all of the time using the latest available technology.
• Integration of the entire team with the stakeholders to be part of the overall solution.
• Monitoring and Controlling deliverables and meeting the stakeholders expectations of the project team.
• Cost and Schedule monitoring at all times and in detail at each phase of project delivery.
• Risk – identifying uncertainties early on and figuring their risks into the project.
• Quality - validating deliverables versus accepting
deliverables; what is expected by the client, not the design team, for deliverables and quality of work.
• Process - proactive versus reactive process; project team communication to meet all expectations.
A copy of the PMP can be provided to the City’s Operations Manager for information purposes and to meet the auditing requirements of applicable requirements in which the plan is periodically reviewed and updated consistently.
