PROJECT UNDERSTANDING
We understand that the City is seeking architectural services for new designs or remodels of public buildings and parks, specifically ones related to modifications and remodels of the existing public safety department buildings. SVA has experience both with on-call civic project generally, and public safety construction and renovation specifically.
This range of experience gives us a comprehensive knowledge of challenges and solutions that are typical to these types of projects. SVA is currently providing on-call architectural services for Orange County Public Works and the County of Santa Clara Parks and Recreation Department. Projects for these clients vary in size and scope and include amphitheater remodels, restroom modernizations, ADA improvements, a maintenance building tenant improvement, new park shelters, and a sports complex update. Clients for public safety projects include the City of Vernon, City of Mountain View, City of Glendale, Culver City, Port of Los Angeles, Moreno Valley College, Allan Hancock College, and range in scope from small renovations to new construction of administrative and training facilities. Our team members are also experienced with city-, state-, and federally funded projects and understand the requirements for each.
APPROACH TO WORKING WITH THE CITY
SVA has had the pleasure of providing architectural services for various counties/cities and their respective communities throughout California; through continuous communication as a collective team, we have designed and delivered creative, sustainable, and cost-effective facilities.
We are dedicated to using comprehensive project management methods for all of our projects. These methods include user-driven design meetings and workshops, a robust QA/QC process that produces highly accurate construction documents, and budget and schedule control that adheres to the clients’ needs. In this way, we are able to incorporate feedback and creative design solutions from all team members—owner, architect, construction manager, engineers, and subcontractors—to form a collaborative effort, while eliminating waste and cutting costs. Our approach involves a three-pronged platform with the owner as one entity, the architect and engineers as the second, and the contractors or builders as the third; the three parties act as the core group to manage the integrated project delivery process.
SVA will coordinate with our consultants to prepare a detailed schedule and budget for the project at inception, against which the project manager, Doug Brown, will monitor work completed to date ona regular basis. At that time, he/she will also utilize a budget report to check expenditures against schedule and budget. We set up procedures to coordinate with each stakeholder from the outset when the contract is developed, establishing the baseline on how the coordination will occur. Further, we require each consultant to respond to a detailed quality review of their documents; this procedure is necessary to prevent conflicts between disciplines and to eliminate conflicts under construction.
During the project closeout phase, our team will work with the construction team to prepare a project punch list and review and check off the completion of all items within a reasonable timeframe. We will provide a close out check list and will review all close out documents and warranties prior to submission to the City. Our communications on the close out documents and punch list completion will be sent daily until all is complete.

TASKS NECESSARY FOR SUCCESSFUL COMPLETION
SVA organizes the workflow around major project milestones and also the daily and weekly increments that serve as benchmarks for our progress. Each week of the project should begin with an assessment of work to be done and identification of issues, coordination among the team members to resolve open issues, and a status check at the end of the week that feeds into the next week’s assessment. Microsoft Office is used for project scheduling, task tracking, client and consultant communication, specifications writing and administrative tasks.
METHODS FOR COST & SCHEDULE CONTROL
Below are the following methods we use for maintaining cost and schedule controls.
Cost Control
Cost control is a constant goal of management and is placed as a permanent item on the project meeting agendas. SVA Architects keeps up-to-date records of building system costs for its past and current assignments in an effort to monitor the costs of construction. Our team’s proactive cost management approach to providing cost estimates assures our clients are getting the most for their invested dollar as well as accurate pricing based upon our local market analysis and our understanding of the national economy. We employ a proven process that delivers the goals and objectives set by the client on time, on budget, and within quality standards. The detailed process of development of our estimate which includes checking the costs with the industry assures our ability to have an accurate estimate through each phase of the development.
Schedule Control
For schedule control, we establish a detailed work plan at the start of each phase, indicating the major tasks and milestones to be accomplished by each team member. This schedule is used to track the progress of design and construction throughout the assignment. We maintain a continuous communication with our clients, focusing on the important design, cost, and schedule issues to ensure both technical accuracy and timeliness of delivery. This is invaluable in fostering a team spirit for successful project completion. With substantial civic project experience, SVA has an excellent understanding of what it takes to provide a realistic and efficient project schedule.
COMPLETING TASKS ON TIME/TIMELY SCHEDULES
Our designs evolve from direct teamwork and collaboration between the client, the key stakeholders, our consultants, and our team. This process allows for a more creative project and professional synergy, while helping to remedy any issues in a timely manner.
Our firm takes a proactive approach to resolving issues through strong in-house educational programs, document quality assurance, and peer review programs. We strive to maintain this approach throughout the entire project from the production phase to the end of construction. The constant dialogue gives opportunity to discuss and analyze any budget or schedule challenges, permitting issues with code enforcing agencies, conflicting interests among project stakeholders, or even late client-requested design changes. Overall, our collaborative approach serves to diffuse disputes, questions, or conflicts that may arise during the project. This interdependent process saves time, cutting back on the standard review that each party traditionally completes independently. We work collectively and professionally to assess every building element from a design viewpoint as well as a technical perspective, resulting in thoroughly inclusive and outstanding projects for our clients.

QUALITY ASSURANCE / QUALITY CONTROL PROCEDURES
The SVA team firmly believes that the key to a successful quality assurance plan and process is the commitment of not simply a few key members but the entire team. It is the responsibility of all project team members to maintain the highest quality of standards for all project documentation at all times. This is a commitment and work philosophy that the SVA team takes very seriously and is at the core of each assignment we undertake. Every project is reviewed by the project manager as well as SVA’s QA/QC Director (David Forman, AIA) who provides a fresh set of eyes to both architectural and engineering drawings; David has over 35 years of K-12 project experience. Reviews are built into the project schedule at the kickoff meeting, and deadlines are established for all responses. Outlined are the assets that the SVA team brings to the QA/QC process.
» Revit Software - The ability to effectively integrate BIM is a significant part of SVA’s Quality Assurance effort.
The nature of the software allows our team to spend time more efficiently on design ideas and technical implementation. Revit has eliminated many of the manual procedures that exist in traditional CAD processes in preparing documents.
» Training - The SVA team utilizes a thorough and ongoing internal training program to remain current in methodologies and standards. We publish these standards internally, distribute them through our Intranet, and review them with our teams at regular in-house training sessions. » Document Delivery Checklists - During the design process, the SVA team incorporates tracking documents that monitor the status of deliverables and information required as part of the drawings at major project milestones. » Detail Standards - The SVA team has established multiple standard detail and project note sheets that outline essential technical information that is consistent from project to project. These standards address accessibility, life-safety and code requirements, and other key building components. » Library of Project References - Throughout the years, SVA has compiled a vast library of projects documented and constructed that are available for our staff to use as references and we use these at our regular internal training sessions.
CONSULTANT COORDINATION
SVA will regularly and diligently coordinate with our project team and consultants and oversee the schedule and budget throughout the projects. We will set up procedures to coordinate with the project committee and stakeholders from the outset when the contract is developed, establishing the baseline for how the coordination will occur. The project manager will prepare a status report to be submitted to the City with monthly milestones. Additionally, the manager will indicate on the schedule milestone meetings with various team members for review and approval. Each consultant is required to respond to a detailed quality review of their documents. This procedure is necessary to prevent conflicts between disciplines and to eliminate conflicts under construction.

7 SUSTAINABLE DESIGN
SVA’s environmental sensitivity goes beyond our office and it’s apparent in our design approach. The SVA team believes that sustainable and energy efficiency strategies should be integrated with the design of every project rather than looked at as an add-on or item to be easily removed during a value-engineering exercise. We understand that to deliver a successful project sustainable elements must be evaluated to ensure proper balance and value; our team utilizes a triple bottom line approach to validate our building strategies. In using this approach, we look at the overall environmental, economic and social impacts/benefits and select strategies that balance these three elements rather than leaning too heavily in one direction or another. We will begin our approach to sustainability, energy efficiency and LEED (Leadership in Energy & Environmental Design) with early integration of the project team and the key stakeholders to discuss sustainable opportunities for the projects and to develop a set of sustainable targets, performance metrics and goals to guide the design and construction efforts.

Approach
Structured Approach:
We have a structured approach to execute projects in an efficient manner that makes Transtech capable of providing the City with an efficient and quality product. Transtech has established guidelines and policies, including written manuals on quality control, project management, and design procedures for its staff and for its contract cities. These guidelines ensure a consistent approach to the execution of assignments undertaken by our organization in compliance with City’s specific procedures, standards and requirements.
The following paragraphs describe our general approach to deliver projects in an efficient and cost-effective manner. A project specific approach will be provided for each assigned project and will become part of the specific contract for the specific project.
• Project Management: Our approach is to provide proactive management and attempt to identify potential issues and problems in advance and take corrective actions before they become problems. This requires extensive handson knowledge, experience and management skills of the people involved in managing the project. Our team

members have extensive experience and proven track record in managing large and complex projects and bringing them to a completion on time and within budget.
• Approach to Cost Control and Change Orders: We evaluate project costs and develop feasible mitigation measures to minimize additional costs. We work as a team to solve problems or make modifications in the field to address unforeseen conditions or owner generated changes in a cost-effective manner. • Approach to Scheduling and Timely Completion of Project and Schedule Recovery: The baseline schedule should properly identify the project scope, critical path, project milestones, target dates, phases and sequences of work, and activity durations. When significant activities show that they are slipping from the baseline, we work with the contractor to develop recovery plans.
• Management of Documents: We use an electronic file management system. All construction forms, daily dairies, weekly statement of working days, etc. are stored in our electronic file system, and are per Caltrans documentation system. We provide these documents at the end of the project to the client in organized files as well as pdf files. • Safety and Security: We hold meetings with the contractor to review and discuss safety and security requirements, OSHA conformance, emergency security and safety procedures, and enforce security and safety responsibilities. • Funding Closeout: We prepare necessary closeout documentation required by the funding agencies, submit final reimbursement documentation, follow-up on the reimbursements, and final funds balance report. • Project Closeout: We recognize that closeout is an important part of the construction process. It signifies that the new facility structure is ready to use. We methodically handle all closeout tasks to ensure a smooth transition from construction to occupancy.
• Methodology for Communication to Inform City on Work Progress: Key project team members will attend periodic project progress meetings with City staff throughout the project duration. • Electronic common project information and file sharing platform: We create and provide access to project participates a common project information and file sharing platform.
Contract Administration Approach (Caltrans LAPM):
For construction contract administration, we follow guidelines described in Caltrans Local Assistance Procedures Manual (LAPM). Maintaining complete and accurate files is a very important aspect of managing federally funded projects. Generally, whenever the local agency is unable to produce requested data or information, it is assumed by reviewing personnel that the required actions were either never performed or not properly recorded. Organized project files can minimize these negative assumptions. Organization and content of the project file is one indicator of effective and efficient management of the project by the resident engineer. LAPM has been prepared to aid California local agencies scope, organize, design, construct and maintain their public transportation facilities when they seek Federal Highway Administration (FHWA) funded federal-aid or state funding. This manual describes the processes, procedures, documents, authorizations, approvals and certifications, which are required in order to receive federal-aid and/or state funds for many types of local transportation projects.

CIP Management:
Transtech manages Capital Project Program and maintains CIP Matrix and Schedule for various contract Cities. The CIP Matrix includes a detailed tracking info for each CIP, as well as a high-level project schedule status in bar chart format for various project phases. The CIP Matrix is updated frequently, and project status is presented to City Management at management meetings, as well as to City Council when directed by the City Management.

Project Control Systems:
Project controls are essential to keep complex construction projects on budget and on time. They help teams and stakeholders identify emerging risks early, before they become expensive, time-consuming problems.
With advance warning, these issues can be mitigated or avoided altogether. Project controls also give leadership the data they need to set realistic expectations, manage subcontractors, and plan with confidence. During the course of a project, program and project managers use controls to monitor time and cost expenditures and compare them to project lifecycle forecasts. They also rely on them to coordinate onsite execution with the milestones established during the design, procurement, entitlement, and preconstruction stages. The benefits of project controls are many. When they are put in place and used appropriately, they contribute to increased efficiency, decrease in delays and cost overruns, and fewer claims and costly litigation.
Our staff has experience will all of the major document control software systems including Procore, Autodesk ConstructWare (which has now become Construction Cloud), and Primavera P6. In our experience all major control software programs work basically the same way, and adapting from one software offering to another has a fairly small learning curve. Because the specific software is generally a choice made by the prime contractor, our staff is ready to partner with any user of any program. That said, not all projects require the ‘fire power’ associated with an expensive, sophisticated control system. Sometimes an intelligently designed filing system that stores basic Word, Excel, PDF, and email documents in the cloud is all a project really needs.
Issues Tracking System:
An issue tracking system provides an easy way to document issues, assign responsible party, and view the status of how the issue resolution is progressing. Complete documentation of issues is critical to mitigate risks on current projects and prevent similar issues on future projects. When issue tracking is integrated with the project management system, all documentation, and communications related to the project become centralized to provide complete transparency into project status.
Approach And Strategy For Managing, Negotiating, And Incorporating Changes In Project Scope:
Our approach and strategy is structured based on minimizing cost and schedule impacts, while evaluating change orders in a timely, fair and equitable manner.
A number of different factors can influence the development of Change Orders on projects, which can result from either foreseen or unforeseen conditions and may include:
• Design Modifications; Errors and Omissions; Changed Conditions; Additional/Reduced Work Scope; Owner-Directed Schedule Acceleration or Slowdown; Work Sequencing; Adjustments to Unit Pricing; Force Majeure Delays; Added Cost Incentives; Delayed, Denied, or Restricted Access to a Project Site; Inappropriate Rejection of the Contractor’s Work; Delays to Owner-Supplied Services and Materials
Our initial evaluation of a change order request incudes various elements:
• Is it already covered in the contract? Is it necessary to complete the work? Impact on the planned work? Will it affect or change the contractor’s planned method of performing the work? Will it cause a work-character change? Impact on the contract time? Methods of payment? Are there sufficient contingency funds? If not, can additional funds be obtained soon enough to prevent delays? Impacts on any regulatory conditions, permits, utilities, etc..
Change Order Documentation:
• We prepare the change order in a clear, concise, and explicit manner. A change orders should be easily understood by third parties reviewing it what work was performed without further explanation.
Project Partnering: Based on project’s size and complexity, Project Partnering may also be considered:
17.M
ON-CALL ENGINEERING SERVICES
Statement of Qualifications 29
• Partnering is a relationship between the owner and the contractor, formed in order to effectively complete the contract to the benefit of both parties. Through trust, cooperation and teamwork, the goal is to resolve conflicts at the lowest possible level.
Methods/Procedures for Developing /Publishing Project Status Reports/Records:
Project status reporting is another area where the solution should be tailored to the size and scope of the project being managed and the actual reporting product anticipated by the City. In addition to the size and scope of the project, the actual point in time of the project matters. For example, project status reporting for a design-build project that is currently preparing bridging documents will be significantly different from the report that would be prepared once construction has commenced. For smaller projects, it may be as simple as copying City staff when progress meetings are conducted. Typical progress meetings include schedule information (usually in the form of a 3-week look ahead), an RFI Log, a Submittal Log, a ‘Ball-in-Court List, a list of Field Directives (direction to perform changed work.), a list of Change Order Requests, and a list of approved Contract Change Orders. On larger projects this information may be condensed down to any format desired by the City. This type of progress reporting may also need to be prepared in different formats depending on the stakeholder that is being informed. More formal reports also often include photos of significant elements of the construction. In addition, budget information and cash flow information may be desired for certain stakeholders, but not necessarily for others.
Coordination with City:
Key project team members will attend periodic project progress meetings with City staff throughout the project duration. We will maintain and establish and maintain a close working relationship with City staff. We will manage assigned projects, carefully control costs and resources, and complete assigned work on schedule. We will provide progress reports to the City at regular intervals.
Expediting Projects:
Transtech understands the importance of being able to expedite tasks, when requested, by the City.
Transtech has sufficient staff and resources to expedite projects.
Expedited/Off-Business Hours/Weekend Services:
If the City receives a request from applicants for expedited plan check services, Transtech staff will provide additional resources to accommodate such a request. If the City requests inspection services, Transtech staff will provide additional resources to accommodate inspection requests during off business hours and weekends.

6) Quality Assurance
Quality Assurance Program:
During construction, an effective Quality Assurance Program will ensure the materials and workmanship incorporated into project conform to the requirements of the contract plans and specifications including approved changes. The main elements of a Quality Assurance Program are:
• Acceptance program
• Independent assurance program.
Typical Quality Assurance/Quality Control Measures:
We believe that quality control is the setting of minimum standards and/or quality requirements for the specific project. Quality assurance is the means by which the quality control measures will be monitored and/or enforced. We also believe that quality control and quality assurance measures need to be developed jointly with the client. To effectively establish quality control measures, we must understand the County’s specific expectations and/or level of desired quality for the specific project. Once the expectations have been defined, and the quality control measures established, the quality assurance measures can be established. A significant part of establishing the quality assurance measures includes the timing of the measure. QC/QA can only be effective when the measures are applied and/or evaluated in a timely manner.
Value Engineering:
Depending on a project’s size, complexity and the owner’s requirements, Value Engineering may also be considered. The Value Engineering may consist of a systematic process of review and analysis of the project during the concept and design phases, by a multi-disciplined team of persons not involved in the project, may include recommendations such as:
• To improve the value and quality of the project.
• To provide the needed functions safely, reliably, and at the lowest overall cost. • To reduce the time to complete the project.
• To combine or eliminate otherwise inefficient use of costly parts of the original proposed design for the project.

Willdan provided engineering design services to the City of Highland for the pavement rehabilitation on Cunningham Street between 9th Street north to Base Line and on McKinley Street between 9th Street north to Base Line, Project Nos. ola20002 & ola22001. The services included utility coordination, preparation of plans, specifications, and estimate (PS&E) and engineering during construction. The City has recently completed improvements along both streets for new sidewalks, drive approaches, curb access ramps, and curb & gutter constructed with Safe Routes To School (SRTS) funds. Furthermore, the SRTS project on Cunningham Street included resurfacing a portion of the east side of the street which can reduce the area of new pavement required. Along McKinley Street, new pavement was included along both sides of the street, however, the elevation of the new pavement was intentionally left below the elevation of the new lip of gutter, most likely to eliminate the need for milling along the lip of gutter for the proposed overlay.

Each project is assigned to a senior member of our staff with the background, experience, and availability best suited for the assignment.
Willdan has designated a team to provide as-needed general engineering support to the City for specific project/task work orders. The fundamental goal of Willdan's team is to provide the City with the highest level of support in completing the as-needed special tasks. This will require close personal coordination between Willdan and the City. To accomplish this, we will conduct interactive meetings with City staff throughout the course of each assignment to ensure all issues are addressed. Our team has a broad variety of talent and experience in city engineering; development review; public works permitting and inspection; capital improvement project design, inspection, and contract administration; facility and infrastructure maintenance and repair; surveying; and soils investigation. Combined with our understanding of the desired services, Willdan can assist the City with successful completion of all engineering matters.
Willdan will commit the appropriate staff to ensure specific projects, as well as the overall contract, are successful. Our intended approach is to:
Fully understand each project or task requested by the City Review each project scope of work in detail with the City Agree on course or extent of best-suited action
Proceed with project or task accordingly
Having successfully completed many other assignments of this type for other agencies in Riverside County, Willdan's proposed team understands City and County processes and possesses the technical and communication skills that are vital to ensuring each task receives the necessary attention, objectives are met, schedules are adhered to, and project tasks are within budget.
Methodology
Willdan's methodology focuses heavily on client service and communications. As a firm with a strong public agency orientation, many of our client relationships are long term and ones in which our staff develops intimate familiarity with City staff since we very often serve as an extension of City staff. As such, it is extremely important that our presence on each assignment is seamless.
Willdan's staff assigned as extension of city staff, most often work independently of the general engineering services project teams, since they are generally working directly for and with City staff as City staff. In this instance, the project team’s role is subservient to the primary assignment and only comes

into play on a support basis or on a project-specific basis, such as for additional services for capital improvement project design, reviewing tract and parcel maps, and structural assessments.
Communication Approach
Willdan recognizes that effective, ongoing
cooperative communication between all
parties over the course of any assignment
is essential to successful project
completion. This communication starts
with a project kick-off meeting where the
objectives and expectations of the City for
each awarded project are clearly
articulated and understood by Willdan. In
addition, agreed-upon methods and
scheduling of formal reporting are
established with identification of individuals to be involved in the project's decision-making process. This sets forth accountability and responsibility for informing and facilitating the project.
As the project progresses, communication continues through regular correspondence, teleconference discussions, and meetings with City staff seeking direction on issues that may arise and keeping City staff apprised of the project. Clear and concise progress updates are provided. Emails and teleconferences are utilized whenever possible and appropriate to minimize City staff time spent in meetings.
Technical Approach
As Project Manager, Mr. Tyrone Peter, PE, will serve as the single point of contact to City staff. Upon receipt of a project assignment or award, Mr. Peter will analyze the project and assign a Project Lead with the appropriate qualifications and experience to ensure tasks are completed in accordance with the City's goals and visions. Together, they will select qualified team members to provide technical support for the project.
Mr. Peter will convey all-important matters to the assigned Project Lead and the selected project team as appropriate. The Project Lead will, then, take full responsibility for understanding the project requirements, detailing the project scope requirements, and estimating the fee to complete the project effectively and efficiently. The assigned Project Lead will maintain the team members assigned to the project from beginning to end. This means the same individuals responsible for design elements are the same individuals reviewing shop drawings, preparing as-built plans, or responding to questions during the bidding or construction process. This management approach has been proven on past projects to be effective in delivering projects on time, within budget and to the client’s satisfaction.

City of Hemet

Key components of this approach are:
Project Initiation
Our project approach includes our dedication to meet early with City of Hemet staff to finalize the scope, schedule, and process, as discussed above. The assigned Project Lead – together with Mr. Peter – will hold a kick-off meeting with key Hemet staff outlining the project schedule, specific needs, and project information as appropriate. The Project Lead will prepare the meeting agenda and notes and provide them to Hemet’s staff in a timely manner. Once approved by the City, Willdan will await a notice to proceed from the City of Hemet. At this point, we will begin preliminary engineering and the project officially begins.
Project Objectives
The objectives of any project are essentially the objectives of the City of Hemet. Prior to initiating Willdan’s efforts, a thorough understanding of Hemet’s concerns and objectives is essential to ensure project success. Willdan will work closely with City staff and other involved agencies to identify specific goals, objectives, and challenges. The initial project scope and needs assessment are vital since the City of Hemet and other involved agency’s goals could impact the schedule and overall cost.
Project Scoping
Once the Project Manager has identified the City of Hemet’s goals for a project, he/she will work with Mr.
Peter to develop a comprehensive scope that clearly identifies the various tasks and associated deliverables – a critical component to ensure an effective and attainable project schedule. Willdan will develop a detailed scope of work that adheres to the sequence of tasks necessary to provide for project planning and design. Development of a comprehensive scope of work will aid Mr. Peter in minimizing miscommunication among all project team members, including City of Hemet staff and respective stakeholders.
Scheduling
Scheduling is a key component in any design process or project assignment. It enables the team to effectively deliver an on-time, within-budget project. It provides City staff and other reviewing agencies with the information they need to mobilize resources for timely reviews of project deliverables. The schedule allows the project team to mobilize appropriate staff in a timely manner to perform the tasks necessary for each deliverable.
After task requirements are identified, the Project Lead will work closely with Mr. Peter to determine staff availability. He/she will then allocate tasks to staff members, depending upon the workload and skill sets relative to the scope.
To best meet the objectives of a design process schedule, Willdan uses Microsoft Project scheduling software to regularly monitor the project's progress. Critical path methodology is used, and resource and cost loading are included when appropriate. Specific critical path items and key critical decisions that affect project progression are identified on a continuous basis.
Progress Reporting
Mr. Peter will develop regular progress reports to be delivered electronically to key City of Hemet staff using a standard memorandum format developed by our team. Regular progress meetings will be conducted by Mr. Peter to acquire information, keep staff informed of key design decisions, and obtain staff concurrence on project issues.

Staffing and Resource Management Plan
Willdan is completely committed to providing the staffing and resources required to complete projects under this contract on schedule and with high quality. To ensure we meet this commitment, we prepare labor projections for all projects. Projections are made for each individual project and then aggregated by the technical director to produce division/office-wide labor needs and identify shortages or surpluses.
Labor planning for this contract will be conducted on an individualized basis. Mr. Peter, together with each assigned Project Lead, will identify the staff required to complete each awarded project and calculate the hours. This data will be input into our project staffing needs plan on a weekly basis. If the City awards Willdan a significant amount of work, Willdan will hire additional personnel, if needed, to provide additional support, as necessary.
For activities that do not require a specific person (i.e., draftsperson, technical aide, word processing, etc.), this estimate will be done on a position basis. Project staffing assignments will match the experience of personnel with the degree of project complexity. Because resources are often shared for any given project, our project managers are very involved in our staff workload projections.
Subconsultant Management
Subconsultants will take all formal direction from our Task Managers. All activities related to the administration of the subconsultant agreements will be managed by Mr. Peter. He and the assigned Task Manager will review our subconsultants' progress on a weekly basis. All subconsultant work will be included in our quality control reviews.

6. Quality Assurance
Resource and Schedule Management
Mr. Peter will promote team communication, collaboration, and proper documentation in managing all task phases for projects awarded under this on-call contract. For each project, he will prepare a work plan that provides definitive direction to the project team as agreed to by the City during the initial kick-off meeting. The plan will address staffing and assignments, scope of work, deliverables, budget, and schedule with milestones.
The schedule will be updated monthly to reflect actual and forecasted completions. Mr. Peter will monitor all project progress weekly to anticipate and forecast potential issues and develop an advanced strategy to proactively mitigate problems before they impact the schedule. He will keep City staff informed of the overall schedule, including advanced notification of any necessary adjustments or actions to keep the project on track. Our approach to allocating resources and managing the schedule is outlined below. Assign staff with appropriate expertise to develop and deliver submittals correctly and avoid costly rework
Ensure project requirements are clearly understood by all team members and reinforced through frequent team communications and meetings
Develop thorough meeting minutes and hold team accountable for deadlines Identify issue(s) and assign extra support t if schedule indicates project elements need adjustments
Create detailed project schedule outlining all tasks, including quality assurance and control efforts and tasks to be performed by City staff – with completion dates necessary to achieve schedule goal
Consistently use project tools such as issues and decision logs, progress reports, and schedule updates
Frequently update City staff on task progress and discuss corrective measures to maintain schedule
Cost Analysis and Management
Willdan’s approach to cost control considers minimizing both design and construction costs. This starts with ensuring project assignments/awards are given to appropriate staff with expertise aligning with project needs. Accurate budget control is achieved through application of different cost tracking methods such as percent complete and comparing to costs incurred to assess budget status. Willdan’s Caltransand federally compliant accounting software segregates direct costs from indirect costs using methodologies consistent with federal accounting requirements. It provides enhanced compliance features to record, track, maintain, and accumulate direct and indirect costs incurred under our on-call contracts by assigning specific subcodes for individual tasks/projects and subcontractors. Willdan has successfully passed Caltrans pre- and post-project audits.

Project Management Tools
Willdan's project control system is designed to provide a coordinated effort between all task facets of a project in the framework of the pre-established master schedule, budget controls, and reporting system.
Our project control system provides an objective measure of performance – integrating:
Schedule Control
Our assigned Project Manager will prepare a work plan that provides definitive directions to the project team as agreed to by the City during the initial kick-off meeting. The plan will address staffing and assignments, scope of work, deliverables, budget, and schedule with milestones. If it is determined that a project is falling behind schedule, project managers meet with the respective team members, identify the problem, and ensure that extra support and effort are expended to bring the project back on schedule. Willdan will keep City staff informed of the overall schedule, including advanced notification of any necessary adjustments or actions to remain on track. Project managers monitor all progress on a weekly basis.
Cost Control
The budget control system is prepared in accordance with the work breakdown structure.
The budget becomes the control against which performance is measured. The budget is time phased by combining project master scheduling data with budget data. Actual costs are compared with budgeted costs and variances analyzed. Deviations between planned and actual cost can then be evaluated to forecast and control future work. Beginning with electronic timekeeping, project hours are assigned to the appropriate tasks and subtasks and booked as work-in-process. Pre-bill reports are generated that identify the hours to be billed, along with any other direct charges to the project. This is the information used to determine each month's invoicing. Once hours and charges are billed, they are shifted from Work-in-Process to Accounts Receivable to ensure that billed hours are inactivated.
Monitoring is easily accomplished through team member progress updates and comparisons between the scope of work, schedule, and budget.
Constructability Review
Our construction management team will perform a constructability review of the plans and specifications, including analysis of quantities and costs, check of construction phasing, full analysis of the contractor’s schedule, and applicable requirements for federal funding and reimbursement submittals. They will also review the SWPPP to confirm that the contractor’s plan meets QSP/QSD requirements and that all storm water permits are in place.
Additionally, our construction manager will maintain a project-first philosophy with the contractor. When this is achieved, construction is easy, straight forward, and accomplished with a minimum of issues. We are a team; and right is right and wrong is wrong for all parties.
When this is established, it creates a fair environment for all, and project success is achieved.

Quality Assurance and Control
Quality assurance and control procedures are critical to ensuring sound engineering practices and quality deliverables are produced for our clients. In accordance with Willdan's Quality Assurance/Control Manual, Ms. Vanessa Muñoz, PE, TE, PTOE will serve as the project's Quality Assurance Advisor. Project-specific quality assurance activities will be planned at the beginning of the project. There are four review levels for project deliverables:
Level 1 – peer review only
Level 2 – peer review and editorial review (documents)
Level 3 – peer review, editorial review, and engineer review Level 4 – all elements of Level 3 plus additional reviews by specific technical experts The two major components of the quality assurance review are technical and communication reviews. A Level 3 review will be performed on engineering design plans, specifications, and cost estimate to ensure the design is sound, constructible, and appropriate for the intended use and to confirm deliverables meet the scope of work requirements. This process involves reviews by independent designers and the Project Manager prior to submittal for formal review under the agreed-upon project-specific quality assurance plan. Project documents, including letters and correspondence, are subject to a Level 2. All subconsultants are held to Willdan's high-quality standards and deliverables are included and reviewed as part of our quality assurance process.
Progress Reporting
The submittal requirements and format for consistent monthly reporting of project costs and status will be confirmed with the City during the project start-up period. The status report will contain a project performance summary, action items, outstanding items to be resolved, updated schedule, and comparison and narrative of budgeted costs versus actual costs.
Manhour Control
The manhour breakdown structure subdivides the work into manageable segments and is the basis for our project managers' project control plan. The structure is tailored to specific project needs, but generally has typical elements, including codes to identify work segments and engineering disciplines, weekly reports, and project resources schedule. To monitor labor costs, each person performing work on a project completes a weekly timecard that identifies the project, segment of work, and engineering discipline by code. This simple system provides accountability for Willdan's payroll, billings, and progress reporting and serves as the basis for all cost-related project management data.
