The Project Manager will also prepare monthly project
status reports, which will be provided with each monthly pay application, to be submitted to the City’s Operations Manager.
The BV Team will work with the City’s current project
management system to post project documents including
plans, schedules, estimates, specifications, and design and construction drawings, etc., for effective management and collaboration.
Program Development/Validation/Gap Analysis
As BV moves along in developing the program, the firm’s programming methodology includes doing a thorough
analysis of existing conditions, reviewing existing
documentation, and interviewing the City’s Operations
Manager and staff to ensure a complete understanding of the agency’s objectives and specify design requirements — all in an effort to identify most, if not all possible “gaps” in information or data. Costs for initial implementation, maintenance, and life-cycle costs will be compiled, which will guide the design and decision-making process for a best-case scenario. The firm’s team will work with various representatives from the City to ensure the Scope of Work and its requirements are fully confirmed.
Services, Tools, and Systems which will be brought to the Project
BV is prepared to provide an unparalleled supply of high quality resources, personnel, and expertise to the City as it relates to the delivery of civil engineering and land development services. The following are descriptions of the resources BV will be utilizing while working on the City’s contract.
e-PLANREVIEW
BV uses a unique web-based interactive review system
to optimize team interaction and efficiency in the review process. This e-PLANREVIEW system is designed to streamline the review process, allowing efficient reviewer, designer, and owner collaboration. Designed to facilitate productive, efficient, well-coordinated documents, the system is an interactive, searchable database which allows the owner, program manager, or any design member to log review
comments, designer responses, owner comments, and
backcheck review comments. The e-PLAN database can export reports to MS Excel format for standardized reporting needs.
The program includes a report function automatically
exporting all review and response comments to a MS Excel file where needed to meet individual client standards. The system provides for categorizing of comments; code, constructability, coordination, and comment disposition status; open, closed, owner review pending, providing efficient recording, tracking, resolution of comments, and outstanding issues.
e-PLANREVIEW can be utilized by all reviewers to document comments. Input is standard web browser based, (MS explorer, Mozilla Firefox) and does not require software download or installation. Comments from multiple reviewers are entered “live” to the system enabling real time management and
progress review.
The system overlays comment tags and markups on PDF
file inputs and generates PDF composite “prints” with tags and comments, along with Excel export of comment logs
and review metadata. Excel exports are easily adapted to the client’s standard templates for uniformity.
Additional features include “handshake” import of Design Team responses, mark up tools, measurement of length and area, and internal overlay of updated drawing versions to easily identify changes to documents. The City’s staff and design teams are invited to utilize the system for comment response or can utilize excel spreadsheet logs for responses.
Scheduling Software
BV will provide planning and scheduling support for all project phases, from development and pre-design through construction closeout. The firm’s staff utilizes Primavera P6, SureTrak, Expedition, Meridian Prolog, Proliance, and Microsoft Project software for the preparation of schedules.
BV’s civil engineers are available to begin work immediately on this contract and will remain in their respective roles for the entire performance period.
Bluebeam Software for Collaboration with NCTD and
Contractors
Bluebeam is BV’s standard Adobe format used by all
employees. The firm utilizes Bluebeam Revu for all staff for efficient creation, edits, and management of PDF documents.
Examples of where BV has used Bluebeam include the firm’s work with CALTRANS for coordination and client reviews, the Division of the State Architect plan checks, and Los Angeles Unified School District constructability reviews.
Improvement of Document Quality, Field
Coordination, and Reduction of Change Orders
Project Controls
BV recognizes the importance of conducting infrastructure improvements projects within a controlled schedule budget as well as ensuring a high quality product to meet and exceed the expectations of the City of Hemet. The firm has standard project management, quality assurance, production and cost control procedures already in place for the management and performance of projects of this nature. The assigned project team is prepared to successfully complete the civil engineering and land development services within the time constraints as established.

28 Tab 5: Understanding and Approach
Cost Estimating and Cost Control
BV’s approach to managing and controlling project cost is founded in the identification and resolution of cost impacts early in the process when the firm has the most ability to influence the outcome. Potential costs are immediately
identified and analyzed during review of assessment findings.
We will then propose any corrections in which we will
track, address, and resolve on a continual basis. BV retains staff specializing in developing project schedules and cost estimating to provide exceptional project management.
Analysis and Identification of Cost Alternatives
The BV team has extensive experience in estimating and
managing costs during field assessment/evaluation through active analysis and identification of design elements and construction alternatives to effectively realize compliance with the targeted project budget. At each phase of the
process, the project is estimated and the project scope is compared. Differences are highlighted and resolved to provide alternatives which can optimize proposed improvements to align the project with the budget.
Throughout the field assessment phase, the firm will be proactive, establish cost effective parameters, prototypes, cost models, and define appropriate procurement strategies. At the project level, BV evaluates alternative construction materials, sustainable design choices, site opportunities, and phasing at every stage of development.
The firm examines various construction approaches in the use and development of standard elements and prototypes.
BV develops alternative project phasing and workarounds to alleviate schedule impacts due to material shortages, delayed equipment, site conditions, and adjacency issues which might impact a project.
Change Order Management
For a multitude of the City’s projects, a critical component of BV’s work involves change order management. Change
orders occur for numerous reasons including addition or deletion of scope, changes to the project duration, revisions to materials and specifications, drawing and specification errors, differing site conditions, contractual non-compliance as well as many other reasons. While change orders are
inevitable, they can lead to cost and schedule overruns. BV has become a recognized leader in managing change orders and significantly reducing the risk of claims which typically result in costly disputes and litigation. The firm has been successful in resolving complex design, scope, and construction issues from a variety of perspectives—owner, designer, contractor, and others. BV is committed to bringing a fresh perspective and dedicated effort to resolve issues which lead to change orders through a proactive management effort that focuses on thorough and careful analysis of the project. This includes contractual documents, drawings and designs to consistently monitor and track the cost and schedule impacts associated with project changes.
The firm recognizes the vital importance of completing a change order management process, not overlooking even
the smallest of details. Comprehensive and systematic
reviews of plans, specifications, and bid packages afford the best opportunity to identify errors, omissions, conflicts, and ambiguities which can impact the project. The other critical element is to ensure design documents adhere to applicable building codes including accessibility compliance. These can also be identified early in the design phase and corrective measures can be taken immediately rather than when
construction operations are underway.
Schedule Control
BV utilizes common techniques to keep projects streamlined, organized, and on schedule. Periodic review and reporting includes:
• Timeline Forecast – determination of how long a project will take using available information on labor, productivity, etc., including possible deviations/escalations.
• Progress Assessment – measurement of project progress including work estimates, inventories of supplies, and
materials, etc.
• Estimation Software – tracking of planned dates
compared to estimated dates and prediction on if
changes made to the schedule will progress project
ahead or put it behind.
• Progress Monitoring – identification of potential problems which can lead to delays. Systems include use of diaries, reports, meetings, etc. Determination is made as to whether or not delay prevention is cost effective for the project. • Data Collection – continual collection of project data to help identify potential problems. Sources include materials vendors, labor, managers, weather forecasts, etc.
• Schedule Adjustment – utilization of schedule change
control systems which require changes to move through a process with an approval procedure to prevent schedule
changes which could delay the project. Schedules are
made available in electronic and paper format in a graphic representation. Graphic schedules display current project progress and estimated project performance. Graphic
schedules aid the project team in identifying project
slippages while taking the steps necessary to correct them. • Scheduling Software - BV will provide planning
and scheduling support for all project phases from
development and pre-design through construction
closeout. The firm’s staff can utilize Primavera P6, SureTrak, Expedition, Meridian Prolog, Proliance, and Microsoft
Project software for the preparation of schedules.

Quality Control Program
BV’s Quality Assurance/Quality Control (QA/QC) has evolved over the years into a combined system which involves both project leadership and technical excellence. The roles of the Project Manager is to foster enhanced communication, control, and coordination. Communication and project leadership
is continually being refined and based upon the firm’s prior project experience. BV is committed to avoiding rework and utilizing systems which encourage project completion in the first attempt. This requires a commitment to planning and results as well as an enhanced project control of cost, schedule, and scope of work.
Quality control in a project encompasses not only the
completeness of the reports but the programmatic content, work plan, and costs of the work. BV pays special attention to the entire project to ensure all appropriate measures are taken to provide exceptional quality.
Rigorous quality assurance is provided for all projects produced by BV. The assurance is monitored by the firm’s principals and is established by two functions: Standards of Practice and Quality Control. BV’s deliberate application of these functions minimizes the occurrences of surprises or major change orders during construction. The firm’s top management has a total commitment to the project and
will have internally assigned both “QA/QC” officers and “Independent check” officers. These top personnel all have professional licenses in their fields.
Potential Challenges
BV has developed an approach to any City project based on our experience with projects of a similar nature. BV performs initial site visits and planning which identify any issues that may arise on the end of a project. With this approach, BV is able to identify issues early on the site analysis and planning phase of the project, developing viable solutions before these issues can even occur. For example, the challenge in improvement work is obtaining the accurate as-builts of the existing areas. If this information is not available, then comprehensive field verifications are required. In the event that an unforeseen issue occurs, BV quickly addresses this issue, determines its impact to the scope of work, schedule, and budget. We immediately discuss the issue with the client and stakeholders to provide solutions which are reviewed by responsible parties. Our goal with any project is to ensure the client and stakeholders have a clear understanding of the progress of a project at any given point of time.

PROJECT SUMMARY
The County issued BV a Master Contract to supplement its own internal staff. As an extension to the County and as the lead of the design team, BV is providing all phases of architectural and engineering, drawings, specifications, cost estimates, and building facility condition assessments and commissioning. BV also manages subconsultant providing such services as landscape architecture, data, security, cost estimating, geotechnical and hazardous materials assessments.
As part of the OC Public Works master agreement, BV worked with the OC Public Works to modify the existing Orange County Zoo Master Utility Plan. Per the Contractor’s request and OC Zoo’s/OCPW’s agreement, SCE had changed the design to convert the existing service switchboard “MSA” to a distribution switchboard and to install a new service switchboard and pad on the outside of the soda fountain building, adjacent to SCE’s new transformer pad. The new service switchgear is to back-feed existing switchboard “MSA” and is to provide power feeding for the existing Restroom Building.
This change entailed some additional effort on BV’s part for field investigation, communication, drawings changes, and assistance during construction. BV replaced the previous SCE design with the new SCE design in the construction set of drawings and revised the electrical drawings to incorporate the new changes. Additional structural engineering services were provided.

PROJECT SUMMARY
BV was selected to provide design review services by the Los Angeles County Department of Public Works for the remodel of the existing Carson Sheriff’s Station facility and new second story addition. The existing Carson Sheriff’s Station was a 19,250 square foot, single-story building with a partial basement level that was constructed in 1974.
BV conducted a field investigation of the existing facilities, a review of record drawings, and produced a set of scoping documents, performance specifications, and bubble diagrams with a comprehensive cost estimate. The basis of design and performance specifications include civil and site improvements, sustainability design measures, first and second floor conceptual designs, architectural and engineering systems design considerations, data/telephone/public announcement/communications and security systems, fire alarm and automatic sprinkler systems, and program cost estimating. BV provided a checklist and associated narrative to ensure the building will achieve LEED Silver certification.

BIOGRAPHY
Jack Panichapan has over thirty years of experience, ranging from new buildings, renovation, and interior design, to complete city campus master planning. Throughout his career, he has extensive experience in the need’s assessment, site survey and ADA analysis in all types of civic and public facilities, such as municipal, water district, corporate yard, health care facilities, and schools.
RELEVANT EXPERIENCE
San Gabriel Corporate Yard Facility | San Gabriel, CA
Located on a 3.5-acre narrow sloping parcel of land bordering a wash on one side and homes on another, the new Maintenance Facility for the city of San Gabriel had programmatic challenges with vehicular circulation, and noise mitigation that GPa was able to resolve architecturally on a narrow challenging site. The facility maximizes sustainable design features such as window shading strategies, recycled materials, and north-south fenestration orientation.
As the lead design Principal, Jack oversaw the programming development, schematic design on through construction administrative efforts for the new facility.
Water Replenishment District (WRD) ARC Advanced Water Treatment Facility| Pico Rivera, CA
The new 5-acre garden campus of Albert Robles Center (ARC), is a Water Treatment Facility that contains two main buildings among its variety of structures: A 45,000sf water treatment process building, and a 24,000sf Visitors Learning Center topped with a roof garden.
The facility provides delivery of purified recycled water to replenish aquifers creating a sustainable water supply while serving as an immersive learning environment for the community. It provides a tribute to the San Gabriel River’s presence and purpose in the region. The facility achieved LEED Platinum certification.
As the lead design Principal, Jack oversaw the community outreach efforts, schematic design on through construction administrative efforts for the new facility.
Westminster Corporate Yard and Police Training Facility | Westminster, CA The existing facility built in the early 1960s, is overcrowded, inefficient, and no longer sufficient to implement the city’s needs as a maintenance facility. GPa was obtained to update and expand the current facility. The new corporate yard will have a new administration building, canopy, fuel station, and warehouse facilities. The renovation and addition take place within the existing site of the city’s current municipal facility along with an adjacent site the city has obtained for a police training facility with a Firing Range that GPa also designed. One of the challenges of this project was that the facility was required to be operational during the course of renovation.
The new building has many notable sustainable features and reflect the scale of the surrounding residential neighborhood.
As the lead design Principal Jack worked with the city for a phasing plan to relocate staff and keep it operational during phasing plan to relocate staff and keep it operational during the course of construction. The course of construction.

Vic Nguyen, AIA, LEED ® AP
Design Director/Project Manager
BIOGRAPHY
Vic Nguyen has over twenty years of experience, ranging from development of complex mixed use, civic, and transportation-oriented projects, to highly detailed interiors of residential, retail, health care, and office environments. He has a wealth of experience working with cities and the community directly to attain consensus for project design and development.
RELEVANT EXPERIENCE
Ehlers Community Center | Buena Park, CA
The existing 30,000 square foot facility is composed of a campus of Community Buildings, Senior Citizens’ Center, and Banquet Facilities that is currently a major community gathering place. Built in the 1960s, the facility had a great deal of deterioration including dry rot along with deferred maintenance and was in need of updating. It also had issues of security and homeless accessing private courtyard areas of the facility. Many of the Mid-century modern exposed wood details needed to be repaired and protected.
GPa was selected to provide a strategic design to enhance security while also giving the facility a restoration and architectural update. Details were developed to repair and prevent future dry rot and deterioration.
As the Design Director, Vic lead the development of design schemes and renderings as a part of an interactive process to design the Facility with the City and the Community’s input and collaboration while staying on a restrictive budget.
Orange County Public Works Administrative Office Renovation| Santa Ana, CA The project scope required consolidating 8 distinct County Departments with over 100 employees spread among various floors of a midrise building into a single 14,000sf floor that was continuously occupied during the process. We provided full space planning as well as architectural services. We also developed a phasing plan for the move. During the process, we found many opportunities for shared optimized spaces among the various departments leading to less space requirements than when the Departments were separated. Understanding specific function and layouts required specifically for each department helped to standardize workstations and offer an optimum work layout for everyone while utilizing space much more efficiently and effectively.
Vic was the Design Director and Project Architect in charge of the design, phasing, entitlements, construction documents and construction administration for the project which also included move phasing for the stakeholders.
As Design Director, Vic led the overall Master Planning and Design Guideline effort for City entitlements and future development opportunities.

WRD is developing an advanced reclaimed water treatment campus ($100 million construction cost) that includes an approximately 45,000sf treatment plant process building and an approx. 24,150sf two story Administration and Visitors Building.
During the course of development, GPa developed the
general architectural aesthetic of the buildings and site landscape concepts and theme through several phases of
public outreach input with the surrounding community. The goal was to have a building and a campus that facilitated a welcome connection to the community.
The Design was developed through stages of Design-Build with an architectural philosophy which is consistent with the theme and character that has been established by WRD
in terms of outdoor connections, views, and transparency.
We worked interactively with WRD in order to ensure that the implementation of the final design aligns with the established budget, needs, and goals for the architecture of new facility.

DESCRIPTION:
The existing 2,900sf facility is composed of the City council chambers and attached lobby and restroom area. Built in the 1960s, the facility needed a significant amount of work to meet current ADA/accessible requirements by modifying the floor, ramps, stairs, doors, seating, and toilet rooms accessible upgrades. GPa completed the conceptual design stage. This included providing the City of Redondo Beach with a CASp Report, conceptual design, and statement of probable cost for review and approval. The next steps involve taking the established conceptual design scheme into further design development through to Construction Document through
Construction Administration services.
GPa provided a strategic design to meet ADA/accessible
requirements while also giving the facility an overall aesthetic architectural update. We provided design schemes and
renderings as a part of an interactive process to design it with the City input and collaboration while staying on a restrictive budget as noted on our original PDR early in the project development.
With the narrow site, the durability of the walls offers good resistance to the maintenance facility high volume

DESIGN QUALITY CONTROL
Regardless of whether the drawings pertain to retrofits or ground up new facilities, GPa will work very closely with the City and its stakeholders to define and understand how to meet the City’s objectives. This includes selecting the appropriate team members for the design, using resources effectively, preparing a design schedule with clear and feasible milestones and deadlines, and offering a fair and competitive design budget. GPa proposes the following design quality control approach to achieve these objectives.
Our design quality control processes include:
1) Design Criteria and Programming Validation – GPa, with significant input from the City, will develop clear parameters for what City space needs are and minimum criteria for City’s operational functionality and aesthetic preferences (e.g. space needs, departmental adjacencies, minimum square footages as needed, IT, security, sustainability, broader architecture context or civic design standards, etc). GPa will develop the criteria prior to completion of the Schematic Design documents and track and communicate changes through the design phase. GPa recommends scheduling interactive design workshops with the City early in the Conceptual Design development process to discuss design ideas and operational needs and solicit real-time feedback. Drawings, exhibits, reference designs, and renderings are used optimally and effectively to communicate ideas.
2) Design Reviews with City – GPa will prepare Design Control Documents during the design phase for the City and other relevant stakeholders to review for both conformance to the Design Criteria as well as to promote dialogue and input on the design at critical design milestones. Comments from all stakeholders will be collected in a standardized comment form and review periods will have fixed deadlines to meet the proposed schedule. At a minimum, Design Reviews will take place at Conceptual Design (CD), Schematic Design (SD), 65% Construction Documents and 95% Construction Documents design milestones. 3) Design Review Comment Resolution – GPa will compile all stakeholder comments to the Design Control Documents in a Design Management Log. The log will identify which party initiated each comment and require the same party to agree to close the comment when it has been addressed. Following completion of each Design Review period, GPa will meet with the City and other review stakeholders to page-turn through the comments and ensure that GPa clearly understands the intent of each comment or request.
Where possible, comments will be resolved in real-time during the meeting. The then-current Design Management Log will be submitted with each set of Design Control Documents to track the progress and close-out of design comments. Note that it is common for many comments from the CD and SD Design Reviews to be deferred to a future Design Review as many aspects of the design are detailed and evidenced during the construction documents phase.
4) Internal QA/QC – In between the formal review packages, GPa will perform internal reviews on the design development so as to track and/or correct variances to the Design Criteria and coordinate design output among the various design disciplines. This is accomplished by electronic file sharing, face-to-face coordination meetings, and in-house QC reviews prior to submitting each Design Control Document set.
GPa also has BIM software to effectively highlight items of needed coordination and refinement. 5) Design Deviations – There may be deviations to the Design Criteria that arise throughout the design phase, whether due to comments initiated by the City during the Design Reviews or due to internal design coordination and progression. GPa will track such deviations on the Design Management Log to flag them for review and acceptance by City, and other relevant stakeholders. It is imperative for all parties to provide timely feedback and approval to maintain the design schedule. 6) Submittal Reviews – We would perform shop drawing and other contractor submittal reviews to confirm compliance to the Design Control Documents and Design Criteria during construction.

BUDGET MANAGEMENT
Our team has worked on a comprehensive range of public works projects throughout California and is accustomed with fluctuations and impacts on costs that influence the construction of Public Works facilities, in particular.
As the project develops, our team can provide and update detailed cost estimates for the project. Knowing the cost estimates early allows us to make necessary adjustments to bring the project under budget with minor concessions. We use in house as well as professional cost estimating services to effectively control the project cost during design. More importantly, all major project decisions are evaluated in terms of cost impact on the project.
We inform our Clients of the cost impact on the project to assist with the decision-making process.
During the course of the project design, we will have scheduled opportunities to present our client with a statement of probable cost based on the current stage as a way to keep budget in check. Each stage of design will be accompanied by a general cost statement to keep the city knowledgeable every step of the way on the general cost of the noted improvements.

French Valley Marketplace Transportation Assessment, Riverside County (2019) GTS supported the proposed project located at northeast corner of Highway 79/Winchester Road and Thompson Road in the French Valley area of Riverside County. The proposed project includes a commercial development with grocery, pharmacy, retail, fitness center, gas station, and fast-food restaurants totaling approximately 133,000 square feet. The project would be developed in two phases.
The analysis identified several intersections that will not meet the County standards (analysis was prior to July 2020 and as such VMT analysis was optional and LOS analysis was used for determining the significant impacts under CEQA). To mitigate project-related impacts along Highway 79, the project would pay the required Transportation Uniform Mitigation Fee (TUMF). Other local intersection improvements will also be constructed along with mitigation measures to help reduce the overall vehicle trips generated by the proposal including pedestrian walkways, crossings and sidewalks, short- and long-term bicycle parking on-site such as lockers, and encouraging tenants to have a transportation demand management plan for employees, which could include incentives for carpooling or vanpooling or use of alternative modes, flexible work hours, telecommuting etc.

21 City of Hemet On-Call Engineering Services - Transportation and Traffic Engineering Services Understanding and Approach
General Approach
Our general project approach to on-call traffic engineering and studies encompasses three components:
i. Research of Relevant Background Information: this includes items such as previous studies, records of prior approvals or resolutions, conditions of approval that may be relevant to the project under consideration, etc. ii. Application of our Engineering and Planning Knowledge: to discern prospective issues including controversial issues and providing notice to the City staff. Our knowledge is based on the collective experience of our team members coupled with the relevant background information. In delivering our services we build on:
a) Policies and Procedures at the Local, Regional, State, and Federal levels: which include regulations and guidelines impacting the municipal traffic engineering process from the City code to elements like SB 1, SB743, the regional Green House Gas/SCS policies and plans, MUTCD, the Complete Streets guidelines among others.
b) Emerging Trends in Traffic Engineering Practice and Technology: which includes elements such as Vision Zero, concepts of Complete Streets and Active Transportation considerations. Similarly, changes in the MUTCD and the new Highway Safety Manual affect the practice of municipal transportation traffic engineering. iii. Effective and Timely Communication: whereby we expect on-going interaction with City staff during each task order where progress can be monitored. This could include weekly touchpoints to discuss the project and ensure all parties are up to date on project progress. We anticipate that informal check in meetings will occur regularly.
Project Management Approach
GTS provides the capabilities needed to complete high-priority transportation projects or provide solid recommendations to City staff and elected officials on how to address particular transportation issues. We understand that communication, responsiveness, efficiency, and collaboration are critical to our successful partnerships with local municipalities.
Rawad Hani will be City’s main point of contact and will manage the task orders and staff to execute the required tasks adequately and efficiently. His responsibilities include leading the project management, scoping, and coordinating with experts from the GTS team, among others. Upon receiving a task order request, our response proposal will include the following:
• A description of the services to be provided (scope and methodology) • The name and position of each person to be assigned to perform the services • A schedule with the milestones
• The estimated number of hours and cost to complete the services Upon notice to proceed and depending on the specific task order, a kick-off meeting may be required to coordinate the specifics of our project approach and work tasks to ensure we meet the overall goals and objectives. This meeting will be used to establish the goals and objectives for the task order, refine the approach and/or schedule, establish project team communication and stakeholder coordination aspects, discuss data or design requirements, and confirm deliverables and milestones. All project deliverables will be provided to the City in draft format, with time for comments and feedback. Our approach to project delivery emphasizes quality control to ensure that all work products are delivered free of errors. For this engagement, all work products will be reviewed by our quality assurance manager or a key team member prior to submittal to the city. As can be attested to by our references, our project team consistently collaborates to deliver a quality work product in a timely manner. At the end of every task, GTS will conduct a task review process that may include a quick survey to gauge our success from your perspective. We share the feedback among the project team in an effort to constantly improve.
Work Plan
The following sections describe typical task orders carried out as part of on-call contracts illustrating our work plan.
17.M
22 City of Hemet On-Call Engineering Services - Transportation and Traffic Engineering Services
1. Plans, Specifications, and Estimates;
GTS will prepare plans, specifications and estimates (PS&E) to accommodate the construction requirements for traffic signals, signing and striping, traffic control plans and other ITS design tasks.
We typically anticipate producing plans for the following:
• Street Improvement Plans – to accommodate ADA compliant curb ramps and raised median noses • Signing and Striping Design
• Traffic Signal Plan – to propose agreed upon traffic signal improvements and operations based on the developed recommendations
GTS team believes a detailed field review and as-built plan verification will provide a good base plan for a highquality design plan and will result in higher efficiencies (less time and costs). Prior to preparing a base plan for the street improvement and traffic engineering design, GTS will obtain copies of available as-built drawings and other available database/information pertaining to the project from the City and other agencies if needed.
The field review will include identifying design constraints, verifying as-built information, and observing general site conditions. We will document our findings with photos taken as part of our field review. We will review the preliminary utility information and prepare and send notifications to all utility companies known to operate within the project area. Underground and overhead utilities will be identified, and potential conflicts will be noted and resolved during final design.
Typical tasks could include:
1.1 Topographic Land Survey: The design survey will be developed at 1”=20’ scale and will include the following items:
• Sufficient spot elevations and breaklines to accurately develop contours at a 1.0’ interval. • Curbs, right-of-way (and jurisdiction boundary line), flowlines, and gutters. • Paving types.
• Roadway crown elevations and striping.
• Above ground evidence of utilities.
1.2 Street Improvement Plan: GTS will modify the existing curb ramps to comply with ADA guidelines at the intersection. GTS will utilize the topographic land survey to produce the street improvement plan. The street improvements will be limited to ADA curb ramp reconstruction. GTS will perform a detailed ADA evaluation. We will design all proposed curb ramps per the standards agreed upon with the City. The plans will clearly show limits of construction and curb ramp grades and details. The curb ramp details will be prepared at 1”=10’ scale.
1.3 Singing and Striping Design: GTS will incorporate any striping and signage modifications at the project intersection on the corresponding traffic signal plan if it is part of a signal design project or will produce separate signing and striping plans.
Striping and signage services will include items like improving existing bike lane signages, reinstalling faded striping, or other striping or signage that may be required.
1.4 Traffic Signal Plan: Utilizing the traffic signal as-built plans, survey, and field investigation data, GTS will prepare a traffic signal base plan at the intersection. The base plan is the backbone to accurately design proposed improvements. At this stage of the process, a thorough review is performed on the base plan to ensure accuracy prior to design. The base plan will include centerline, right-of-way, relevant existing street improvements, and existing traffic controls. We will prepare the base plan in accordance with City’s format and standards. If the intersection has shared jurisdiction with other cities we will also work with their standards.
GTS has extensive experience in traffic signal design and will utilize that knowledge to identify potential conflicts before the project goes into construction. For example, proposed signal poles will be strategically placed in the optimum location for driver/pedestrian visibility and will adhere to ADA guidelines. We will also evaluate any current deficiencies or sub-standard equipment that should be upgraded to meet current City and City agreed-upon standards.
17.M
23 City of Hemet On-Call Engineering Services - Transportation and Traffic Engineering Services We will provide a detailed traffic signal plan per City agreed-upon format, standards and specifications. The plan will propose approved signal phases, clearly identify all existing, proposed and removed traffic signal equipment to correspond the overall design intent and shown existing and proposed improvements. The traffic signal plan will be 1”=20’ scale unless directed otherwise.
1.5 Utility Verification and Coordination: GTS will request a contact list from the City of utility companies with facilities at the project intersection. We will request utility maps and compile underground and above ground utilities in a separate digital file. This file will be referenced into all relevant design plans and clearly labeled to identify utility type, size, and owner. This will allow us to identify any potential impacts and modify the design as necessary.
We will also send a notification to all utility companies within the project limits at the 70%, and/or final design stage for their review to determine if there are any possible conflicts with the proposed improvements. GTS will work closely with the utility companies and other City departments to resolve conflicts prior to final design.
A communication log will be preserved throughout the project and provided to the City upon request. GTS will provide coordination with electric utility companies if the design includes modification to the service pedestal and/ or point of connection (POC).
1.6 Specifications and Cost Estimates: GTS will prepare the technical specifications using the City’s boilerplate template or Caltrans required template and required format. We will use the City-required standards and specifications.
1.7 Pre-Construction Support: GTS will provide pre-construction support services for this project after plans have been approved by the City and other agency. We will attend pre-bid meeting and answer the questions during the construction bidding process regarding the design and specifications. If there are omissions or conflicts in the design prior to the award to contractor, GTS will provide a plan revision.
1.8 Construction Support: GTS will provide construction support services for this project during construction.
These services include, but are not limited to attending a pre-construction meeting, responding to questions during the construction, reviewing contractor submittals within 72 hours, responding to contractor’s requests for information (RFIs) or Change Request (CR), revising design plans per CR, maintaining a log of all changes to approved plan set, reviewing and making recommendations to Contract Change Order (CCO), and providing progress reports.
1.9 As-Built Plan Preparation: After the completion of project construction, we will request the redline markings prepared by the project inspectors and/or contractors on the signed design plans, for preparation of as-built plans. The as-built plans will be signed and submitted to the City for the completion of the project Sample Recent Relevant Projects:

2. Review/Prepare Transportation Impact Studies;
We understand that typical task orders could include the review of traffic impact studies produced by others.
GTS will help the City review the Traffic Impact Study (TIS) of proposed development projects to ensure that the technical report is adequate for supporting the analysis, findings, and conclusions of the Traffic/Transportation section of the environmental document. The TIS will be evaluated in accordance with the City’s criteria and standards, as well as industry standards set forth by ITE, HCM, and other applicable standards.
The following scope of work is anticipated to be required for the peer review of the TIS:
• Review the most current project description to fully understand the scope of the proposed project and ensure that it is consistent with the project as analyzed in the applicant’s TIS.
17.M
24 City of Hemet On-Call Engineering Services - Transportation and Traffic Engineering Services • Review the TIS for consistency of the analysis methodology with City and industry-standard requirements, including any measures identified in the report to reduce identified traffic impacts. • Upon review of the TIS, we will discuss the peer review approach and initial findings with the City staff, to ensure that City requirements have been addressed.
• Provide a written summary of the peer review of the TIS in the form of a comments matrix identifying any shortcomings or fatal flaws and outlining findings, including items needing clarification or recommendations to be addressed by the Project Applicants.
• Provide a review of the applicant’s responses to the comments matrix to ensure that comments are addressed We will conduct the review (or analysis) in a timely and thorough manner. After the TIS has been deemed complete and adequate, the City can incorporate the findings and recommendations of the technical report into the environmental document or the City Council staff report recommendations. Any measures outlined in the technical report to reduce traffic impacts will be reviewed for their adequacy and ability to reduce identified impacts to a level of less than significant.

Re: On-Call Engineering Services
Dear Candace and Other Selection Committee Members,
Prior to the onset of the Covid-19 pandemic, the City of Hemet began experiencing a resurgence in development that was previously subdued for more than a decade. Over the past three years, that resurgence grew into an explosion as the City developed vacant land and workers could be productive working from anywhere, including home in the City of Hemet. From this growth, the City needed to pivot quickly to assist the development community while continuing to protect the existing constituents. The City now needs to maintain and upgrade vital infrastructure, including streets, water, sewer, and drainage.
At the beginning of 2019, the City of Hemet had several years of infrastructure funding available to address the years of deteriorating infrastructure. However, the limited in-house staff resources precluded the City from completing the necessary work. The common denominator to managing the development community and addressing infrastructure needs was the need for a strong engineering team, which is where HR Green Pacific, Inc. (HR Green) continues to assist the City of Hemet in this capacity.

City of Jurupa Valley
HR Green provides full departmental management and on-site civil project staffing, planning, and engineering. We have helped procure federal, state, and regional funding (ATP, HSIP, Safe Route to Schools, SB1, CalRycle, etc.) as well as prepared PS&E for CIP projects and have overseen the design and construction of 150 miles of pavement rehabilitation as well as Complete Streets and Green Streets. Our staff have utilized rubberized asphalt strategies (saving the City construction costs of up to $70,000 and incorporating “Green” recycle methodologies, such as reuse of scrap tires and leveraging local processing facilities, leading to less pollution and truck activity). We created a Pavement Management Report and maintenance program. Recently, our staff completed a Citywide Master Plan for Streets and Trails. Our staff manage and handle the development department, utilizing electronic plan check to provide timely and thorough review.
Over the past few years our engineers and construction staff have coordinated the construction of $60 million of Jurupa Community Services District (JCSD) water and sewer pipelines through residential and arterial roadway right-of-way as well as channel and flood control facilities owned by the Riverside County Flood Control and Water Conservation District. Our staff plan reviewed and coordinated the design a major pipeline along Limonite Avenue, a major arterial involving a tight utility envelope. This involved the preparation of a complex traffic management plan requiring major detours due to the closure of Limonite Avenue for six months. We offered JCSD guidance and support from project inception through project completion.

5) Understanding and Approach
The City of Hemet, a “City of Opportunity,” has experienced significant growth over the past few years. This has created the need to streamline the development entitlement, review, and approval process, while keeping pace with CIP infrastructure improvements to support not only the 4,500 SFR homes currently being entitled, but also replace and upgrade aging and/or substandard infrastructure assets. On June 23, 2021, the City adopted a Strategic Plan that was centered on five (5) key goals: 1) Quality of Life 2) Economic Opportunity 3) Community Engagement 4) Partnership & Collaboration 5) Organizational Effectiveness.
From an “Economic Opportunity” perspective in promoting smart development, the City has prioritized streamlining development review and approval processes and practices. HR Green has supported the City by creating a streamlined electronic plan check process, coordinating closely with the Planning Department during the and meeting early and often with applicants throughout the entitlement and review process.
As a seamless extension of your Engineering Department since 2019, HR Green has coordinated with the Public Works Department to program and facilitate the delivery of diverse Capital Improvement Program (CIP) projects, which have ranged from making structural improvements to city roads, bridges, and concrete walkways to street striping, pavement rehabilitations to improving major street water and sewer pipelines. In fact, HR Green developed the first five-year CIP since 2016, with the latest approved FY 22/23 CIP including over 90 projects with an estimated budget of $71,540,000, involving diverse funding source, such as Measure A, RMRA, Gas Tax, DIF, TUMF, CDBG, ATP, HSIP, Measure U, Riverside County Flood Control & Water Conservation District, City Sanitary Sewer, and City Water. Moreover, our staff regularly provides the City Council and Interim City Manager regular status updates on CIP projects that improve Hemet's infrastructure and aesthetics.
Our staff members are firmly ingrained in Hemet’s
operations and culture, have been instrumental
in implementing efficiencies and improvements,
streamlined development processes, and shepherded a
large volume of CIP projects from concept planning to
construction and ongoing maintenance.
Our approach, tasks necessary for successful
completion, and methods for maintaining cost and

“Leveling Up” the Review Process
HR Green has a proven internal plan
review coordination process, GreenTREx,
to make certain that each plan received is
properly processed and returned on time.
Our GreenTREx review process/program
allows us to efficiently complete plan tasks
concurrently. This is a formalized and
integrated process whereby Technician data
input and processing, Review, and Expert
staff manage quality control functions that
are consistently implemented on each and
every project. This allows multiple HR Green
staff members to assist at any phase of the
processing, review, and approval.
Each review is compared to the appropriate
Specific Plan, the final map, and other
improvement plans for the project to
verify conformance and no conflicts. These plans also
go through a thorough investigation for compliance to
conditions of approval, Federal, State, County, and City standards and regulations, Municipal Codes, Ordinances, Resolutions, policies, procedures, checklists, and City approved format/preferences.
At the conclusion of each review, the reviewer digitally stamps the first sheet of the plans or the cover page on reports with the date, reviewer’s initials, and submittal number. The redlines, a comprehensive comment letter,
and checklist are provided to all stakeholders. When
all comments have been addressed, the final set of
deliverables will be stamped as “Recommended for
Approval” and include the date and reviewer’s initials.
All documents are turned around on-time or ahead of
schedule. HR Green’s engineers begin their review as
soon as the plan check is received earnestly seeking to meet or beat your expectations by returning comments
ahead your published turnaround times. By taking
this proactive approach we are able to meet the most
hard-hitting schedules with a near perfect track record.
We have successfully met an aggressive schedule of
5/3/1 business day turnaround on an expedited services
contract. We have met or beaten this schedule better than 98% of the time.

On-Call Engineering Services
Z City of Hemet
5) Understanding and Approach CONSTRUCTION MANAGEMENT
The duties of the construction manager are to provide
oversight over the entire project directly for the City of Hemet, working with the engineer/architect and general
contractor to deliver the project on time, at or under
budget, and to the owner’s expected standard of quality.
They are responsible for monitoring construction sites
to ensure that government regulations and Occupational
Safety and Health Administration (OSHA) laws are
followed. Regardless of the delivery system used (designbuild, at-risk, etc.), our Construction Managers (CM) act as an advisor to the City, charged with assuring projects progress smoothly and achieve the City's objectives.
Preconstruction Phase
The preconstruction phase sets the stage for the
experience and outcome of the project. Our CM/RE will
develop a detailed project initiation document that will be the basis for describing the City's objectives and the means for successful delivery. The CM will collaborate
with the project team to transition the project design into the construction phase of the project.
Constructability Review and Value Engineering
We believe it essential to verify scope and constructability before the project is bid. Our preconstruction phase of the project includes performing a detailed review of the contract documents and field conditions. The activities included in our review process are:
▪ Perform constructability review, review plans, and
technical specifications for completeness and
constructability.
▪ Review the engineer’s estimate for accuracy.
▪ Provide value engineering reviews.
▪ Identify design/construction alternatives that may
be employed to reduce project duration and costs,
and minimize conflicts between the proposed
improvements and existing site improvements and
utilities.
APPROACH
HR Green’s Construction Managers will be responsible
for constructability reviews. We developed an internal
24-point constructability review checklist that allows us to identify potential issues in the project early. Following this consistent process allows our team to develop and
recommend cost-effective solutions prior to the issues
causing costly delays. The review also includes field visits to identify potential utility and/or ROW conflicts and to identify project stakeholder impacts. We will identify and recommend corrections of plan errors and omissions,
recommend innovative alternatives, offer potential material substitutions, identify utility conflicts, identify traffic control conflicts, etc. Our team will prepare a summary of the review and present it to the City and Design
Consultant during milestone stages and/or prior to the
start of construction. This established process had led to our success in maintaining project schedules and budgets on contracts managed by HR Green.
Budget and Schedule Management
Another essential preconstruction activity is planning
for schedule and budget management which includes
preparing a master project budget and schedule and
monitoring and review progress, budget, and schedule.
APPROACH
Like every municipality, the City of Hemet desires to
be good stewards of residents’ tax dollars. The best
way we can help to control spending is to effectively
manage project schedules and budgets. HR Green has
the capability to assist the City in the development,
management, and execution of the delivery of your
capital projects. Our team will prepare a master project budget and schedule and will monitor and review design
consultants’ and contractors progress, budget, and
schedule.
We have the experience using enterprise-based planning
and scheduling that integrates budget cost, actual cost and schedule as well as resources for your management
all your capital projects as an organization using Primavera P6. HR Green will take ownership of the project from the start and consistently review project schedules and cost estimates.

Following that meeting, we will deliver the contract to the City for formal execution.
Construction Phase
Stakeholder Coordination
RELATED SCOPE OF WORK
▪ Coordination with local residents, businesses,
emergency services, etc.
APPROACH
As representatives of the City, HR Green will support
efforts to keep the community informed of construction
activities throughout the project. We will review upcoming contractor work activities for potential impacts to residents and/or businesses and coordinate with the stakeholders to maintain parking and property access during construction.
HR Green will address project stakeholders’ concerns
while keeping the City informed of any issues. On past
projects, we have used a variety of tactics for public
outreach that can be scaled to meet the needs of a
project, the needs of the City, and the needs of the
community. Such strategies have included website and/
or social media updates, door hangers, public meetings, door-to-door outreach, and more.
Utility Coordination
RELATED SCOPE OF WORK
▪ Coordinate and facilitate coordination with utility
companies and contractor.
APPROACH
HR Green has significant experience addressing utility
challenges and coordinating construction activities in
utility-congested areas. Early coordination with the
utility companies and verification that the relocation
clears the proposed improvements will help to minimize
the probability of costly delays to the project during
construction. Our entire Construction Management team
will be focused on finding innovative ways to work around potential conflicts and keep the project on schedule.
Before construction, we will perform a utility engineering investigation to develop a matrix to track the status of the known utility conflicts, the status of their relocation efforts, utility contact information, permits needed/
received for the relocation, anticipated start dates/
completion dates of the relocation, all temporary or
permanent easements and/or ROW are secured, etc. The
matrix will be the foundation of how the known utility are tracked.
As unknown utilities are encountered, they will be
document immediately using contract plan drawings and
photos, an investigation into who the unknown utility
owner is will commence, and the utility matrix will be
updated and prioritized so all the utilities are addressed according to their impact on the critical path.
HR Green routinely hosts weekly utility coordination
meetings on our projects. These meetings are attended
by client representatives, the prime contractor, utility company representatives, and the construction
management leadership. The meetings provide an
opportunity for the project team to collaborate and have an in-depth understanding of potential impacts to the project schedule and/or project budget. This level of coordination allows for all project stakeholders to more efficiently plan and effectively implement the progress of the contract
work.
Keeping the lines of communication open among all the
project stakeholders has been the key to successful
relocation of multiple facilities on past projects managed by HR Green.
Traffic Control
RELATED SCOPE OF WORK

has always taken an aggressive preemptive approach
to managing erosion control. HR Green will observe the
contractor’s work area for compliance with the contract documents and notify the contractor if the erosion control measures are not in accordance with the SWPPP. Our staff will verify the contractor has implemented the corrective actions. HR Green has QSD/QSP certified staff with
experience in entering and monitoring SWPPPs within the State Multiple Application Reporting and Tracking System (SMARTS).
Schedule / Budget Control
RELATED SCOPE OF WORK
▪ Thorough knowledge of critical path scheduling,
including an ability to evaluate schedules submitted by contractors and to evaluate and anticipate downstream
impacts to those schedules during construction.
▪ Review contractor’s monthly payment request and
make recommendation for payment.
APPROACH
HR Green firmly believes that Critical Path Method
(CPM) schedule methodology should be employed when
managing or maintaining any project schedule. The
critical path is imperative to identifying the tasks which are driving milestones and completion dates. Managing
these milestones enables the schedule to be a tool for
crucial decision making and communication. By updating
the original schedule, changes in needs for personnel,
coordination and finances can be proactively managed.
Our Project Manager, Gary Yeo, is a scheduling specialist who has extensive experience in evaluating project
schedules, notices of potential time impacts, and time
impact analyses utilizing software, such as Primavera P6.
Gary will work with the contractor to verify the baseline progress schedule complies with the requirements of
the contract. The baseline schedule will then be used to monitor the contractor’s weekly progress. Gary will also review the monthly schedule updates for accuracy and
monitor the status of the project throughout the duration of the contract.
HR Green understands the importance of cost
management. Gary will monitor and control costs to stay within the available budget. Utilizing the cost reporting and bid information, the HR Green team records the bid
quantities and progress payment information, monitors
expenditures, estimates the cost to complete the project, and reports potential cost impacts to the City. The cost reporting includes the cost of potential change orders and potential issues we anticipate to occur that may have cost impacts.
In addition, Gary will continually track the construction management budget and staff projections to verify the
appropriate staffing levels are in place for the contractors work effort and the project can be completed within the assigned budget.

▪ Prepare weekly construction progress report to the
City.
▪ Monitor, evaluate, and report contractor’s labor
compliance.
▪ Project record audits.
APPROACH
HR Green recognizes the importance of maintaining
detailed and accurate project records. Accurate
documentation throughout a project leads to an
efficient project closeout. At HR Green, project closeout is managed from the onset of the project. Projectspecific strategies for final quantities are developed at project startup, including the development of tracking
spreadsheets for final quantity status, identification and documentation of specific requirements for each pay item, and identification of warranty and final documentation
needs for each item. Our Team excels in providing
exceptional project records for our clients and protecting their investments during audits. Our clients know our
documentation will pass audits and they will receive their full federal funding reimbursement without delay.
The foundation of this process is daily tracking and
documenting of all project activities, which includes
keeping a daily diary with all contractor activities,
weather, site conditions, and any notable contract-related correspondence.
All bid item quantities are also tracked daily, documented with plan sheets highlighting the pay item, calculations, and photos attached a daily inspection report. We will
index all the daily inspection reports and upload them to a web-based server to always allow our team access to
the documents. Our team will highlight completed work
on record drawings for progress updates and create a
material documentation deficiency list with each pay
estimate to be sent to the contractor.
HR Green will maintain all records on the project in
compliance with City, State, and Federal record keeping procedures, including DWR, diaries, shop drawings and
submittals, RFI drawings and sketches of measure items, sets of plans, record set plans, material on hand forms, and general correspondence.

with the project team. Our staff can perform all daily
work reports electronically, utilizing tablets in the field and uploading daily reports to a web-based network.
HR Green also utilizes Bluebeam software packages to
document record drawings, provide field change drawings to the contractor, and to collaborate within the project on a real-time basis.
We make sure the contractor signs off on quantities as the project progresses to mitigate any issues with quantities at closeout. Both the contractor and the assigned project/ construction manager will sign the final quantity sign-off sheet to document both parties’ agreement to the final
quantity of an item. We will incorporate final quantity discussion into our weekly progress meetings with a table of current final quantity status in the agenda and hold a closeout meeting with the contractor to resolve any
quantity discrepancies. We strive to deliver project records and the final pay estimate within six weeks of project
completion.
Safety
RELATED SCOPE OF WORK
