Zone 6-2 Pumping Station, West Valley Water District, Rialto, CA – Project Manager for the proposed project was commissioned to provide additional pumping capacity in the upper-most pressure zone through zone 7. ERSC proposed the Zone 6-2 Pumping Station to meet the District’s additional demands. The pumping station was equipped with 6 - 250 horsepower pumps capable of providing 12950 additional gallons per minute with one pump on stand-by. Electrical service from So-Cal Edison required existing pump station 6-1 and the new pump station 6-2 to have separate metering.
Ultimately, it was determined that adding an additional service was not feasible to the West Valley Water District. The existing meter and electrical service would be modified to accommodate dual metering which satisfied both the requirements of So-Cal Edison and the District.

State Street Gap Closure Project
State Street in the City of San Bernardino is a vital transportation corridor. The street currently exists in segmented portions throughout the western portion of the City. The City contracted with ERSC to provide roadway design and environmental clearance for the Street. Upon completion, the new roadway will improve traffic circulation from Baseline Street to SR210 Freeway.
Ultimately, State Street will be a four-lane roadway with a center median and bike lanes. The ERSC team is designing a new roadway in the portion of the project where no transportation infrastructure exists, rehabilitating existing portions to updated standard, and modifying intersections with new traffic signals and interconnect. ROW acquisition is required to complete the project.
The new planned alignment runs along the Department of Water Resources’ Santa Ana Valley Pipeline, a 9’ diameter portion of the State Water Project. Significant coordination with the agency is required to complete a DWR encroachment permit. Additional work is required for permitting from the Army Corps of Engineers for flood control purposes. A portion of the Lytle Creek Levee must be modified to accommodate the new improvements.
Sierra Way Storm Drain Project
The City of San Bernardino enlisted ERSC to design several new storm drain lines to connect to an existing storm drain line Sierra Way.
The project is within Comprehensive Storm Drain Plan (CSDP), Project No.7 within Zone 2 of the San Bernardino County Flood Control District. The project reach is identified as Project N0. 7-B23.The project consists of design and construction of the master drainage facilities including hydrology and hydraulic analysis, utility research, design survey, geotechnical investigation, pavement rehabilitation, utility coordination, and agency coordination. Approximately 5000LF of varied diameter storm drain was designed as part of the project.
CP 19-15 MDP Line 20
City Project 19-15 (CP19-15) involved the construction of master drainage plan facilities in Ramon Road and Farrell Drive. Each facility is part of the revised Master Drainage Plan for the City of Palm Springs (MDP) dated November 1982. Line 20 originates at Tahquitz Creek and exit along El Cielo drive to its intersection with Ramon Road.
Plans, specifications and estimates (PS&E) prepared for CP19-15 guided the installation of reinforced concrete box and various diameter reinforced concrete pipe storm drains in Ramon Road from El Cielo Drive to Farrell Drive and in Farrell Drive from Ramon Road to Tahquitz Canyon Way. Catch basins associated with Line 20 will intercept street flows at critical locations and locations where existing down and under drains require elimination and potential nuisance flows could enter the public right-of-way. Submittals of PS&E and supporting calculations were dictated by the Riverside County Flood Control and Water Conservation District Drafting Manual.

developed documentation for entitlement review, project entitlement conditions of approval based upon and derived from the regulatory base upon which all work hinges, including preliminary planning and design checklists, Guidance Documents for the development community, preparation of operational manuals for Planning, Building and Engineering Divisions, assisting city staff in the updating of municipal codes and policies that guide the land use process and procedures, and much more.
Project Management and Review Schedule
ERSC’s team strives to have plans approved within the first 3 plan checks to provide a business friendly, short timeline from the time of submittal to approval. Our goal is to promote development for the City, making sure that City Standards are implemented, and everyone is happy. The project schedule will be determined and maintained by the project applicant. The project review schedule shall be as stated on the City’s website and as outlined below:
Submittal Review Time Plan Receipt (Electronic)
1st Submittal 14 Business Days
2nd Submittal 10 Business Days Immediate
Final Approval 10 Business Days
Method to Reduce Comments on 2nd Submittal
ERSC believes that a proactive approach is best to ensure that all comments are addressed as early as possible. Our plan check staff are thorough in initial reviews and plans are review by a second set of eyes during our internal QA/QC process. Open lines of communication allow us to communicate directly with the engineers of record in the City to ensure no question goes unanswered.
Throughout the many years we have served public agencies, we have established working relationships with the various design engineers submitting plans to for review. We developed these relationships by working closely with engineers during the plan review process to understand design intent thereby avoiding unnecessary written comments.
Additional ERSC procedures to reduce plan review cycles:
• Comprehensive electronic record keeping: All plan check information is saved on our network for access. Redlines, transmittals, emails, supporting documents, and tracking logs are all available to ERSC staff in a central location for • Plan Check Software & Bluebeam REVU: ERSC utilizes Bluebeam Review to perform all plan check redlines. The software has allowed for clarity, precision, and speed in performing redlines for plan check projects.
ERSC has been utilizing Bluebeam in various capacities since 2017 with complete migration of our team to the software in 2020. In the City of Lake Elsinore, ERSC is working with the City to onboard Bluebeam Studio to transmits plans for corrections and documenting changes.
Also, for the City of Chino ERSC has been working with the City to on board Eplan Soft for reviewing plans and documenting changes. ERSC’s team is able to quickly adapt and onboard any of the City’s preferred software for reviewing and documenting plan checks.
• Comment Memo: As a part of the plan check process, ERSC summarizes all plan check comments in a memo format. Most frequently, our comments are summarized by sheet or section number and accompany the redlines with delivery. Some
additional comments are included in the memos occasionally when requesting additional information or requesting
compliance with certain conditions of approval. The memo is compiled in word format to allow the engineer of record to reply to any ERSC comment.
• Internal Tracking and Assignment: ERSC assigns plan check to internal staff utilizing our dedicated plan review software planform. Plans are assigned to an engineer with the
applicable due dates, notes, and other information. Upon review completion, the engineer will assign to QA/QC who will review and add other comments, as necessary. When QA/QC 41

is complete, the QA/QC will assign to admin staff for package and electronic delivery. Use of this system allows ERSC to monitor status on a per client and per project basis to allow for adherence to established schedules and quality expectations.
• Electronic Capabilities: ERSC has been providing electronic plan check delivery in most clients with success throughout recent assignments utilizing our internal Sharefile system. The current system allows for delivery, receipt, City access to files, developer restrictions to only their files, and notifications of uploads and deliveries. City staff have been provided usernames and access files as needed for their reference.
• Conflicts of Interest: By matter of corporate decision, ERSC has elected to exclusively serve the public sector’s municipalities and agencies. As such, we do not serve developers. We anticipate no conflict of interest to arise through the assignment of any plan review.
Task Order Accounting
Your project will benefit from a partner who keeps your goals and visions and the forefront of each decision. ERSC has reviewed the City’s current Development Fee Schedule and noted that the City collects their fees on a unit basis. This lends itself to time and materials. ERSC is familiar with the accounting for charges in plan check projects on a task order basis. ERSC utilizes Deltek Ajera (ERP), a Financial Management System that tracks time and expenses in a real-time format. Using ERP, ERSC assigns each task its individual phase number in the system using City’s tracking/file information and the project name. Each team member completes a timesheet in the system against the assignment’s phase number. That means, every hour that is placed on a timecard is instantly reflected in our system. This allows our project managers to control budgets as the project progresses. Upon invoicing, City can reference each project’s charges by City’s tracking/file information and the project name as well as an overall cost accounting for the billing period. Hours spent, billing rates, and overall charges by project and team member are all available for reference on each invoice and in the ERP system.
We here at ERSC are constantly working on efficiencies, and minimization of the cost to review projects of this nature. Our project managers are regularly monitoring job costs and making sure that plan checks are done expeditiously and within reasonable budgetary amounts.

ERSC’s size makes the firm flexible and adaptable to our clients’ preferred methods of project, budget, and schedule management. Summarized below is ERSC’s typical approach to managing the many facets of a successful project.
Involvement
Part of any successful project at ERSC is a Project Manager tasked with constant involvement, project familiarity, open communication with clients and team members, and participation in major design decisions. These basic principles ensure delivery of a complete project that is mindful of overall goals, impacts to the community, and the constructibility of the final design.
Budget
The budget for any project is a function of the work plan and tasks within that plan. ERSC approaches a budget the same way we approach a work plan and Fee Schedule. Projects are loaded into out accounting and time tracking program, Deltek Ajera, and broken down by task. Each task is preloaded identically to the work plan and Fee Schedule with the time allotted per billing rate and the total project budget. Any employee working within the project can account for their hours billed to a project, as well as remaining hours available for a task.
Accountability and ease of access to this information helps mitigate overruns.
ERSC finds that an extra set of eyes watching each facet of a project helps eliminate potential budget problems.
Schedule
Schedule maintenance can be as simple as ensuring that adequate resources are dedicated to the project. At ERSC, project teams are developed on a project-by-project basis from a pool of engineers and technicians. Regular staff meetings are held to discuss project needs and deadlines for a given period. Staff is maintained or enhanced for projects on an as-needed basis to ensure that project schedules are upheld. Staff assigned to a particular project will always have the necessary experience. It is our goal to maintain continuity within a given project team at all times. ERSC schedules are tied directly to our budget which lends all employees the incentive to remain at or ahead of any project schedule.
Quality Control/Quality Assurance
An additional and important facet is the quality of the work submitted. Quality design can ensure accurate bidding, minimize change orders, and ensure on-schedule completion. The adjacent flow chart summarizes the ERSC QA/QC process.
Institutional Knowledge
With current and previous experience in the City, ERSC has maintained a high level of institutional knowledge of the internal preferences and procedures applicable to Banning. ERSC’s staff understand the City’s infrastructure and posess the background knowledge necessary to be successful in completing projects unique to the area. Some of these features are discussed in the Statement of Understanding and Approach section of this submittal.

16 City of Yorba Linda – Equestrian Trail Segment 4
Dates: February 2022 to Present
Client: City of Yorba Linda
Contact: Regina Hu, PE, QSD – City of Yorba Linda - [email protected] - 714-961-7174 Location: Yorba Linda, California
Project Description: This project consisted of land records research and boundary surveys to establish the limits of various equestrian easements for the city of Yorba Linda. With the limits of the easements staked in the field, city officials were able to make determinations of encroachments and other factors that have caused the trails to be un-usable over the years.
GSi conducted the record map research to locate the limits of each easement shown on various tract and parcel maps on file with the county of Orange. Once the records research was completed, GSi provided the preliminary data to the city for their determination of what easements needed to be staked in the field for review by the city officials. Then GSi conducted field surveys to recover and survey various survey monuments shown on the recorded maps to establish a comprehensive base map of all the maps associated with the equestrian trail easements. While the crew was out there, they also surveyed the existing fences and walls that fell along the limits of the easements.
The field data was compiled in the office and the results were reflected in the base map with dimensions illustrating the geospatial relationship between the easements and the adjacent or encroaching walls. A final site walk was conducted with the city officials and GSi placed wooded stakes at the locations of the easements of concern. This gave the city officials a clear understanding of what issues need to be resolved in order to make the equestrian trail a more viable recreational option for the residents of Yorba Linda.

23 5. Understanding and Approach
Technical Approach
The section below describes approach to the scope of services and providing as needed land surveying support for the City of Hemet:
Participate in Field Meeting to Establish Scope and Design Parameters GSi cultivates close working relationships with all parties associated with a project to encourage communication, efficiency, and safety awareness. GSi’s Surveyors and Project Managers will establish points of contact, budget, scope requirements, safety guidelines, design constraints and other project parameters required to satisfy the specific needs of an assigned task. An onsite kick-off meeting could help address areas of concern while providing a chance for all stakeholders to collaborate and confer with developers, engineers, surveyors, and contractors involved with the project.
Record Maps/Research
Continuing to the next step of this example, investigation into existing property boundaries becomes the backbone by which all future improvements will be based. GSi personnel are experts at interpreting City, County and Public Land record maps, as well as legal descriptions, deeds, and patents. GSi relies on its extensive years of industry experience to assess project requirements and determine what services will meet the needs of the project. Geographic Information Systems (GIS) are utilized to investigate existing land rights, easements, encumbrances, and other records research to develop a parcel layer database with detailed attributes. At this due diligence stage, all title report data will be reviewed and analyzed as required for dividing/merging properties, public and private land ownership delineation, easement review, public improvements/encroachments, construction, and recording historic information. The review by our Professional Land Surveyors in this stage ensures that the interpretation of work by others is sound and reliable and then the data can be compiled and relayed to the client in a comprehensive GIS based map for further project development of design parameters.
Utility Research Mapping with Plan and Profile Support
Additional research during this stage of the project includes investigating existing utility stake holders in the project location. GSi Survey Crews and Analysts compile available record information and sub-grade utility locating data into plan and profile drawings, incorporating stationing and depth cover/clearance with manhole and catch basin invert elevations to provide a comprehensive overview of design conflicts.
All of the field work needs detailed office review beforehand, so it’s important to start this early in the project.
Control and Coordinate System Standards
All survey tasks will be tied horizontally to the California Coordinate System of 1983 (NAD83), using the appropriate zone, and vertically to the North American Vertical Datum of 1988 (NAVD88), unless other control coordinates are provided by the City of Hemet. If the client requires development of a continuallyoperating reference network, complete with GPS sensors that can monitor subsidence or deformation, the design of that network would be completed and approved in this stage. Control networks complete with aerial target layout could also be developed in this stage to address the needs of any aerial or unmanned aerial system (UAS) that may need to be utilized during the course of the project. GSi will check the accuracy of provided control networks before utilizing it and provide all the necessary field

24 notes, exhibits, plats, documents and Civil 3D/AutoCAD files to memorialize the results in a comprehensive deliverable. Maintenance of a vertical and horizontal survey monument and benchmark catalog system will be executed through an intuitive GIS application custom tailored to help coordinate City of Hemet surveying functions.
Boundary and Right-of-way Surveys
After research is complete, a site kick-off meeting and site safety plan is completed prior to starting the control, reconnaissance, and boundary monumentation surveys by our field crews. The field crews are supported by record research data and calculations, then the data is processed and analyzed by experienced survey technicians with final review and QA/QC performed by a Licensed Surveyor (LS).
The LS will supervise a control network design that will be utilized to survey boundary monuments and control the project moving forward. Static GPS baselines, Total Station Traverses and Digital Level loop data are used in the adjustment process. GSi personnel are experienced in A.L.T.A. surveys along with preparing other maps, exhibits, and reports that can be used to accurately disclose possible encroachments upon boundaries, rights-of-way, easements, environmental limits, and other sensitive areas at the project site.
With the field monument survey data, office surveyors generate a variety of base maps incorporating boundary data, record data, topographic data, as-built data, project control, route surveying data and GIS databases along with other available datasets, including aerial orthophotos and underground utility findings.
Topographic and Utility Surveys
In most cases, topographic and utility survey data is collected at the same time as the boundary surveys.
For longer projects, this step could include an aerial photogrammetric survey and field work by the survey crew would include QC and infill for data obscured by the aircraft. GSi carries out small-scale and largescale topographic and bathymetric surveys using a combination of total station, laser scanner, SONAR, GPS, aerial or mobile LiDAR and UAS technologies that best fit the client’s time and accuracy requirements.
Aerial and mobile LiDAR surveys are carried out by several trusted subcontractors utilizing Global Navigation Satellite System (GNSS) control, but the data processing, classification and verification by ground survey QA/QC checks are completed in-house along with data infill provided by our in-house static LiDAR scanning procedures. In addition, some underground utilities are located and marked out by trusted subcontractors, but the survey and QA/QC of those marks are carried out in-house. Our in-house utilization of UAS imagery can provide a visual inspection of the utility mark-out for review in the office at a later date.
Mapping Services
Most mapping services begin once all the field data is collected and GSi employs a team of highly skilled draftspersons adept at supplying electronic and paper deliverables for a wide variety of design sets, construction layouts, as-built plans, and exhibits. We utilize the latest versions of industry standard programs such as Civil 3D, PLS-CADD, Microstation, Trimble Business Center and Esri products. In-house GIS application development can also be implemented to provide further data analysis and accuracy assessment products required to satisfy each project’s needs.

25 Easement Legal Description and Plats Preparation
As the project progresses into final design stages, further easement perfection services may be required.
GSi has extensive experience in reviewing and interpreting deeds, record maps, instruments, and transfer documents to plot existing easements as well as preparing documents to establish new easements as necessary while adhering to City, County, State and Federal requirements. Once completed, the legal description exhibits can be utilized in property acquisitions, lot line adjustments, Parcel Map Waivers, street vacations/dedications, and court filings.
Professional Recording Services
If the need for a filed map or professional certification arises, GSi is experienced in the execution and filing of Record of Survey maps, Corner Records, Tract Maps, Parcel Maps, street vacations/dedications, lot line adjustments, Parcel Map waivers, and related documents for compliance with the California State Subdivision Map Act requirements and other applicable codes and regulations. Each document will be stamped and signed, as necessary, as acting Surveyor.
Construction Staking
As the design stage is completed and moves toward construction, the detailed survey planning from project inception will have established a reliable control network by which all construction requirements can be measured. GSi has a vast wealth of experience in all aspects of construction staking including site/work limit staking, environmental staking, structure/footing location staking, rough/final grading and road staking, utility upgrades/new construction, structure deformation monitoring and as-built surveys/certifications. We routinely stake out proposed improvements for job walk reviews, providing onsite survey support to re-locate features or collect additional survey data as required by the engineers on the job walk. Streamlined workflows can be established according to the client’s needs for on-going reporting on things such as quantity and volume surveys to ensure compliance, measure progress or quantify import and export of materials. Our experienced crews can consult as required to meet needs on-demand with real-time office support as required.
As-Built Drawings
GSi stands ready to complete as-built surveys and drawings shortly after construction, and even during the construction phase of the project. Accurate monitoring of construction sites for various parameters can be provided in clear and concise reporting as required by the project demands. Professional Engineers and Surveyors will review and provide comments for various engineering plans such as but not limited to street improvement plans, storm drain plans, grading plans, Water Quality Management Plans (WQMP), and hydrology reports. GSI’s team approach has a proven track record of success in managing, recording, and analyzing complicated data sets and intricate specifications required to make large infrastructure projects a success.
Monumentation/Restoration Surveys and Centerline Ties
GSi Survey Crews are regularly asked to conduct monument preservation activities so that monumentation can be reestablished in the event of damage or removal throughout the course of a project. GSi ensures that any property corners that may be potentially damaged or destroyed during construction are properly tied out beforehand, so that the corners can be restored following construction, and that Corner Records and/or Records of Survey can be filed pursuant to State law. During this process, as with all deliverables, plan review comments shall be returned to the City of Hemet in an expedient

Budget Control
Estimating and Scheduling
We have a dedicated set of survey personnel who specialize in estimating and scheduling. All our estimators have a strong survey background and use their experience to apply realistic judgement to the effort required to complete a task. Typical factors that are taken into consideration when creating a cost estimate and corresponding schedule include:
• Labor: The cost of human effort expended towards project objectives. • Materials: The cost of resources needed to create products. • Equipment: The cost of buying and maintaining equipment used in project work. • Services: The cost of external work that a company seeks for any given project (vendors, contractors, etc.).
• Information Technology: Hardware and software requirements. • Facilities: The cost of renting or using specialized equipment, services, or locations. • Contingency costs: Costs added to the project budget to address specific risks.
When scheduling, our team considers the project scope then establishes the sequence of tasks. Care is taken to prioritize project tasks and link task dependencies to determine which tasks can be done simultaneously versus those that are dependent on others. Task dependencies are mapped out in the project schedule to prevent bottlenecks and blocks. Each task on the schedule details the related resources and costs associated with completing it. This allows us to accurately plan the team’s time and keep their workload balanced. Milestones are determined to signal anchors such as project start and end date, the need for budgetary checks, and progress meetings. The milestones focus on the major progress points that must be reached to achieve success.
Our estimating team works with the client to offer alternative solutions where possible to reduce costs and increase efficiency. We are also able to compact project schedules by adding additional resources to projects of urgent or emergency nature. Our flexible approach to project coordination and delivery ensures all client objectives are met in terms of cost, quality, and time.
Cost Controls
Over the years of managing many projects, GSi has learned the best way to create an effective project budget is by using historical data and referencing lessons learned. Like creating the project schedule, accurate resourcing, and the hours/cost for those involved is key, the budget will be reviewed by other in-house experts for confirmation. The budget is tracked in real time throughout the course of the project via Microsoft Project. Any deviations on budget are communicated to the client immediately to ensure they get back on track and an official change order must be implemented. Devising a clear scope document and schedule at the beginning of the project is essential to keeping the project on track in terms of cost, time, and quality.

NAMES AND QUALIFICATIONS OF SUB-CONSULTANTS
National Data & Surveying Services (NDS)
As mentioned, HCI anticipates using NDS, headquartered in Los Angeles, as our sub-consultant for obtaining City-requested traffic count data collection. Typically, HCI works with NDS to collect required vehicular traffic and pedestrian data as part of City-requested surveys, studies, and investigations. Founded in 1989, NDS was established to deliver accurate and professional solutions to their client’s traffic, transit and GIS/GPS data collection needs. NDS has over (30) years of successful operations, and an outstanding team of (100) professional full time employees that have established them as the foremost, full service traffic and transit data collection company on the west coast. NDS is certified as a SBE by the State of California. HCI has successfully partnered with NDS on numerous data collection projects over the last (16) years, realizing their competitive pricing on their efficient data collection. Projects that HCI has completed with NDS include data collection for numerous stop sign warrant analyses, traffic signal warrants analyses, left-turn phasing/delay warrant studies, citywide E&T speed limit surveys, citywide ADT flow maps, truck classification counts for TI calculations, traffic signal timing development (free & coordinated timing), Synchro Level-of-Service (LOS) operational/queuing analyses, crosswalk analyses, video surveillance, and parking studies. Upon request by the City, HCI will work with NDS to conduct count data collection specific for each task.
Bess Testlab, Inc.
As mentioned, as part of certain City-approved preliminary traffic design work, HCI will use a certified potholing company, Bess TestLab, Inc. (Bess) as our sub-consultant. We realize that certain traffic signal pole foundations are larger diameter and deeper per the latest State standards, and contractors may have issues with conflicting underground utilities when digging the foundations. Therefore, as part of the completion of certain preliminary designs, HCI and Bess will identify the actual locations in the field for the proposed larger-size signal pole foundations in the field. Bess will then complete the number of City-approved potholes at the project location.
This potholing task is becoming more necessary in order to verify that equipment such as new traffic signal pole foundations being designed are accommodated in the sidewalk area, and prevent having to relocate pole placement during construction, or worst-case, prevent having to re-order new traffic signal poles during construction causing delay and extra costs. Bess uses special equipment, skilled personnel, certified safety-sensitive hazmat-trained technicians and supplies required to perform designation and utility location services using dust-controlled, soil-monitored VOC (volatile organic compounds) sensored, soil extraction methods. HCI has successfully partnered with Bess (as Saf-r-Dig before the company shut down) for potholing tasks on several design projects over the last five years, including for the Cities of Bellflower and Indio.

Statement of Qualifications for On-Call Engineering Services for the City of Hemet, CA
5. UNDERSTANDING AND APPROACH:
ON-CALL TRANSPORTATION AND TRAFFIC ENGINEERING SERVICES:
HCI understands that the City of Hemet’s intent of this RFQ is to provide a range of engineering services on an on-call/as-needed basis. As can be seen in our prior Relevant Experience section, HCI has been providing similar on-call traffic engineering services and traffic signal operations support services to several Southern California local city agencies for numerous years.
It is noted, HCI has reviewed all tasks identified in the City’s RFQ, under Section III.
Services To Be Provided, under B. Transportation and Traffic Engineering Services, and confirm that they are all included as part of our services offered to the City. There are no other required, additional or optional services to mention, unless requested by the City.
In careful review of the City’s RFQ, we are providing our knowledge, skill sets, qualifications, and experience related to what is being sought in this discipline (as listed below):
1. Design Engineering Services (Traffic Signal, Signal Interconnect, & ITS Design Plans) HCI has extensive experience in the development of traffic engineering plans, such as new traffic signal, traffic signal modification, signal interconnect, and ITS as these are among our firm’s primary service products. Upon request by the contract officer, HCI will generally begin a traffic design by completing a topographic field-review of the intersection/location. More specifically, HCI staff conducts a field review to verify existing equipment and/or document roadway features including curb, gutter, median alignments, sidewalks, driveways, catch basins, curb returns, bus and bicycle routes, signing and striping. HCI also reviews the project roadways and compare the layout drawings against existing field conditions. Potential conflicts between proposed improvements and underground/overhead utilities (other infrastructure) are investigated.
HCI then prepares a base design plan using AutoCAD for the project location. After incorporating all necessary utility data, a preliminary traffic plan is prepared that takes the existing and modified street and intersection geometries into consideration, along with other factors that may influence the design and/or operation of the system. Each plan includes necessary notes/specifications for applicable equipment removal and installation.
The majority of our traffic signal design work is designed in conformance with Sections 86 and 87 of the State of California (Caltrans) Specifications and Standard Plans, latest edition, and is compliant with the City’s most current signal design standards and technical provisions. The traffic plans generally include: General and construction notes, phase diagram, conductor, detector and pole schedules, and any other details necessary for construction.
The plans are typically prepared at 20-scale or 40-scale and plotted on ‘D’ size (24”x36”) sheets with standard City title block. HCI usually provides a 60% and 90%-complete progress submittal of the preliminary traffic plans to the City for design review. Comments received during the City’s review are incorporated in a timely manner into the final 100% plan submittal.

5. UNDERSTANDING AND APPROACH: (continued)
2. Plan-Checking Services / Private Development Plan-Check (cont’d) HCI has the capability and does practice digital plan review. As this method has been requested more often in order to conserve materials and plan delivery time, HCI staff often receives traffic plans in PDF format for plan-check review. Our designers review each plan and provide comments in using the Adobe Acrobat PDF or Nitro PDF programs. These softwares provide the “commenting” features to provide dated comments on the PDF file in red text, strike-outs, leader arrows, and applicable notes. In this way, the comments may be saved and emailed back and forth from/to the City, in a quick, neat manner.
If the City prefers, HCI also has the capability to more quickly print plans received by the city on full-scale sheets from our plotter, and have our engineers prepare plan-check comments by hand in red pencil/pen. Upon completion, the sheets are scanned into our network as PDF files using our large-scale color scanner. These files are then emailed to the City/consultant quickly without having to use regular mail or overnight delivery. If requested, our reviews conclude with developing detailed, project-specific Conditions of Approval for the City’s consideration. It is noted that many development-related services such as the review of street improvement or traffic signal plans are project specific and are treated as recoverable project costs. With our internet based tools and 12-person available staff, HCI is very capable of taking on and efficiently managing multiple design/review projects.
3. Other Traffic/Transportation Engineering Services, including Reports & Surveying Warrant Analyses/Reports
Our staff also prepares numerous amounts of traffic operations and warrant analysis reports every year for various city agencies, such as operational level-of-service (LOS), traffic signal warrants, left-turn phasing warrants, queuing analyses, multiway stop warrants, traffic signal master plans, flashing beacon warrants, traffic calming studies, citywide Engineering and Traffic (E&T) surveys for speed limits, etc. HCI staff also completes field reviews for sight distance, order applicable vehicular and pedestrian count data, and quickly gathers, prepares, and analyzes SWITRS collision data (via i-SWITRS website), prepares exhibits, and develops reports for literally hundreds of traffic studies for our client cities.
Upon request by the contract officer, HCI will also provide critical intersection calculations to several of our client city agencies on a bi-annual basis for compliance with the region’s Congestion Management Program (CMP) and Highway Performance Monitoring System (HPMS).
In regards to the CMP, HCI typically gathers peak-hour turning movement counts for the specified intersections, and applies these traffic volumes, number of lanes for each approach leg, and timing to obtain an intersection LOS.
17.M
Statement of Qualifications for On-Call Engineering Services for the City of Hemet, CA
5. UNDERSTANDING AND APPROACH: (continued)
3. Other Traffic/Transportation Engineering Services, including Reports & Surveying (cont’d) More specifically, HCI utilizes the Intersection Capacity Utilization (ICU) or the Highway Capacity Manual (HCM) methodologies, as appropriate, to complete peak-hour intersection levelof-service (LOS) calculations. Typically, HCI uses the HCM methodology to determine LOS at traffic signalized intersections using the Synchro Traffic Signal software, unless the ICU methodology is specified. HCI then reviews the results, determines applicable deficiencies, and provides a recommendations report to the City for improving LOS to acceptable standards, such as additional lanes, protected left-turns, overlap phases, and signal timing.
HCI has also assisted with numerous grant applications for our client cities. We have worked with City staffs to identify potential improvement projects that meet the criteria of the grants. Two types of grants that are issued practically on yearly basis are the Safe Route to Schools (SRTS) grant and Highway Safety Improvement Program (HSIP) grant. HCI staff is very familiar with the requirements of these two grant applications.
Software
HCI uses state-of-the-art licensed AutoCAD software, as well as the Microsoft Office suite of programs, Synchro 11, and Adobe & Nitro PDF programs on our office computers. More specifically, our designers use the AutoCAD software for all of our design plan work, which typically include traffic signal plans (new or modification), signing and striping plans, signal interconnect plans, certain civil plans, and report exhibits. All of our staff’s computers use the Microsoft Office programs (including Excel, Word, Outlook, & Powerpoint) to complete various reports, memos, specifications, and estimates as part of the requested PS&E design work.
In regards to Simulation/Modeling, our engineers use the Synchro program, as well as the latest Tru-Traffic time-space coordination timing software, for various timing development and evaluations, modeling and simulations. HCI is very familiar with Synchro, which uses the Highway Capacity Manual (HCM) methodology, for corridor timing development. HCI typically uses Synchro, and/or the ICU methodology as well, for providing critical intersection calculations to several of our client city agencies on a bi-annual basis for compliance with the region’s Congestion Management Program (CMP).
HCI typically gathers peak-hour turning movement counts for the specified intersections, and properly applies these traffic volumes, number of lanes for each approach leg, and signal timing parameters into the Synchro program to obtain peak-hour intersection level-of-service (LOS) and delay calculations. HCI then reviews the results, determines applicable deficiencies, and provides a recommendations report to the City for improving LOS to acceptable standards, such as additional lanes, protected left-turns, overlap phases, and signal timing.

TRAFFIC SIGNAL OPERATIONS SUPPORT SERVICES:
It is noted, we are including an explanation of our traffic signal support services for the City’s review. We understand these particular services may not be needed; however, they are provided as part of our experience information for the City’s consideration.
As mentioned, HCI currently manages the traffic signals and signal systems of (11) cities on a daily basis. Consequently, we have a very good understanding and are infinitely familiar with both the Econolite control equipment as well as the Centracs and Aries Traffic Management System softwares for traffic signal systems management. In regards to coordination timing and separate time-referencing devices, all signal controller time clocks that we manage are constantly updated through our Centracs and Aries Traffic Management softwares, which are always connected to the GPS time via internet.
HCI’s project-specific experience includes extensive knowledge on the local agency’s signal controllers. HCI staff continuously (daily) interfaces with the signal controllers in our client cities which currently use the Econolite ASC/2S, ASC/3, and the latest Cobalt system controllers, the ASC/2M master controllers, and managed by the Centracs and Aries Traffic Signal Management systems.
HCI staff’s “hands-on” traffic signal timing experience comprises all levels of timing applications, including timing input into signal system controllers manually and from our traffic signal management center through our licensed system software, designing and installing special “custom” traffic signal operational circuitry, and maintaining signal interconnect operations.
Our same team members have been working with several City staffs during the past several years in monitoring their City’s systems.
Lastly, throughout the past years, HCI has maintained a good working relationship with Caltrans, as several projects have been implemented that successfully interfaced with freeway interchange traffic signal systems.
In conjunction, HCI staff continues our on-going excellent relationships with most traffic signal, lighting, and signal maintenance contractors (and their technicians) including Econolite Group (Aegis), Siemens ITS, Computer Services Company (CSC), Bear Electric, St. Francis, as well as with Caltrans and the County of Riverside for any shared City/State or City/County intersections.
17.M

5. UNDERSTANDING AND APPROACH: (continued)
Approach
The specific approach to our traffic signal operations and management services that HCI provides to our client agencies includes the following:
HCI typically provides a Traffic Signal Systems Specialist for the monitoring support on all the City’s traffic signals. The Specialist sets up the Scheduled Operations on the Centracs or Aries Traffic Management systems specifically for our client City’s systems in order to automatically perform a variety of tasks. Specifically, the Centracs/Aries functions and Specialist’s time spent on these services include performing the following daily sub-tasks:
1. The Scheduled Operations automatically gather and store historical data and real-time information on all the City’s traffic signal operations programmed;
2. The data is reviewed daily to verify that all traffic signals are working properly;
3. Any malfunctions logged are immediately reported to the City’s designated traffic signal maintenance contractor, for dispatch;
4. The historical data is also analyzed to identify traffic volumes and patterns in order to assist in determining if adjustments to signal timing is necessary;
5. Verify if all timing is programmed correctly in each master and local controller.
HCI staff typically reports traffic signal problems and malfunctions to the City’s traffic signal maintenance contractor within (24) hours. HCI staff coordinates all work associated with the City’s contractor and also provides verification to the City of their completed work. HCI staff often assists the City in resolving traffic signal control complaints by speaking by phone/email/in person with the resident(s)/City personnel on their specific request/complaint. HCI staff completes the necessary investigation and makes recommendations to the City on identified traffic signal improvements, such as equipment upgrade, more efficient signal phasing, significant timing adjustments, any new coordinated signal control systems, etc.
Upon request, HCI staff may also drive each project arterial during peak-periods in order to verify and fine-tune coordination timing. If necessary and approved by the City, HCI also coordinates/gathers updated traffic counts as part of the investigation.
The above approach has proven to be a valuable service to our client cities, as the on-going scheduled signal management has minimized overall time in troubleshooting, repair, and maintenance company efforts by City staff on their citywide traffic signal system. In turn, this controlled management service actually saves the City on the amount of time and personnel required to monitor and repair signal related issues.

As part of our on-call traffic engineering and on-going signal management services, HCI staff remains available to provide assistance to the City contract officer and/or contractors during the construction phases, as applicable, either in person, or via email or phone.
As we specialize in traffic design as well, HCI prides itself on timely design phase submittals, complete internal plan-checks of our own designs or other consultants’ designs, and consistently providing a quick turn-around for addressing comments. We typically provide 60%, 90% and final submittals on our designs within 4 to 8 weeks, and rarely have significant comments on our own design plans. Upon review and final approval by the City of the preliminary engineering plans submitted, a final set of the plans, specifications, and construction estimate (PS&E) are typically submitted within a week, including a construction item list with quantity extensions and definitions suitable for bidding. Our typical turn-around for plan-check services is within one to two weeks from receipt.
Similarly, HCI can control costs by providing accurate and timely invoices through internal control measures. HCI prides itself on consistently working with the City to quickly address requests and staying in budget. HCI’s ability to take a request from the City for a traffic design all the way through completion of construction, including signal timing and operations tasks, ensures greater accuracy, efficiency, and timely results.
17.M

6. QUALITY ASSURANCE: (continued)
Quality Control/Quality Assurance (QA/QC)
HCI employs the following QA/QC program that outlines the definition of roles, responsibilities, expectations, review requirements, and quality standards of all services, documents, and procedures in order to ensure a high standard of work:
a) Service Request or Plan Review:
Our service tasks and submitted documents go through three levels of review prior to response: Initial Peer Review, Project Manager Review, and QA/QC Review. This three-tiered review allows for error mitigation on three separated levels of detail: ground level (signal design and management check, drafting, calculations, and document formatting), project management level (signal design and management decision, and project intent compliance) and quality assurance level (signal design and management confirmation, completeness of document and ensure “biddable” or “implementable” plans). Our service tasks and plan checks look at the 5C’s: consistent, correct, clear, constructible, and complete. b) Communication:
HCI will stay in constant communication with the City contract officer to ensure we understand the service request and have all necessary milestones in place and that we meet those milestones. As previous clients can attest to, our team will allocate as many engineering and support staff to the project to ensure the schedule is maintained and that the City is satisfied with the delivery of the project. We make it a point to accommodate our client's needs, and we guarantee satisfaction with our ability to deliver. By making ourselves consistently available to the City, we avoid delays and any defects to the final traffic PS&E or any signal services that could occur as a result of miscommunication or misunderstanding. c) Scheduling:
For the remote possibility there is a delay, our project manager will develop strategies to bring the project back on track using all necessary means at no additional cost to the City. Above all else, clear communication will be the critical item in bringing any schedule slippage back on track. Our staff will actively communicate with the contract officer and affected parties to reschedule or reallocate resources in an effort to expedite all necessary items. Tasks can be reorganized to allow for staggering of work items.
7. EXCEPTIONS AND/OR OTHER RELEVANT INFORMATION:
We have reviewed the City’s standard agreement, and do not have exceptions to provide at this time.
8. COST APPROACH:
As outlined in Section V of the City’s RFQ, under 8) Cost Approach, as these are on-call, as-needed engineering services, HCI is providing our Schedule of Hourly Rates (attached) for compensation of City-requested Transportation and Traffic Engineering Services.
