2023-2024 Community Development Block Grant - Ad Hoc Committee Appointment RECOMMENDED ACTION:
It is respectfully recommended that the City Council:
Form the CDBG Ad Hoc Committee with the appointment of two Council Members for the 2023-2024 CDBG application selection and funding recommendations.
BACKGROUND:
The City of Hemet is an entitlement city of the Community Development Block Grant program and as such receives annual grants on a formula basis from HUD. The purpose of CDBG is to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services, with maximum feasible priority given to activities which benefit low and moderate income persons. The City of Hemet is responsible for developing their own programs and funding priorities within the CDBG (HUD) requirements, as well as monitoring sub-recipients of the funds awarded under this grant.
In order to receive Community Development Block Grant (CDBG) funding the City is required to prepare an Annual Action Plan. This plan identifies the City’s priorities and objectives for CDBG funding during the 2023-2024 program year. CDBG funds can be used for a variety of activities including but not limited to, afterschool activities, child care, education, health programs, job training, public transportation, and senior or youth programs. In addition, CDBG can fund public facilities development or improvements such as clinics, community centers, domestic violence and homeless shelters, economic development activities, fire stations, libraries, parks and playgrounds and street improvements. The participation of residents, service providers, government agencies, community organizations, businesses and other interested parties is an essential part of developing the City’s Annual Action Plan (AAP).
It is anticipated that the City will receive approximately $872,957 in CDBG funding for the 2023-2024 program year, July 1, 2023 through June 30, 2024. The Notice of Funding Availability was published in La Prensa and The Press Enterprise on October 7, 2022. The CDBG funding applications were
18.C
made available for interested parties to apply from October 7 through December 2, 2022. All applications were due to the City on December 5, 2022. Regulations established by HUD for receiving CDBG funding require citizen participation in establishing funding needs and priorities. Information gathered will be summarized and incorporated into the City’s 2023-2024 Annual Action Plan. To date no written public comments have been received. The Annual Action Plan draft will be available for public review, comment and a public hearing before final submission to HUD before July 11, 2023.
DISCUSSION:
To start the review of the CDBG applications received for FY 2023-2024, staff is requesting the City Council form the CDBG Ad Hoc committee with the appointment of two Council members for the 2023- 2024 CDBG application selection and funding recommendations.
PREVIOUS COUNCIL ACTION:
On December 13, 2022, this item was presented to the Hemet City Council for the initial public hearing for the FY 2023-24 Community Development Block Grant. The public hearing was held and no comments were received.
STRATEGIC PLAN INTEGRATION:
GOAL ONE: QUALITY OF LIFE:
To ensure that Hemet is safe, clean, attractive and comfortable for all who live, work, and visit.
The proposed action aligns with Council adopted objective of Quality of Life:
Objective 1: Enhance the visual appearance of the community to make it attractive and reduce blight.
GOAL THREE: COMMUNITY ENGAGEMENT
To connect and participate in a constant dialogue between members of the community, City staff, and elected officials to promote togetherness and positivity.
The proposed action aligns with Council adopted objective of Community Engagement:
Objective 1: Deliver messaging to the Community that connects, is consistent, and relevant.
Objective 2: Increase transparency for the public.
Objective 3: Increase the community's pride within the City.
GOAL FOUR: PARTNERSHIP & COLLABORATION
To pursue partnerships that will increase the opportunities available to the community, including our businesses, unemployed, and youth populations.
The proposed action aligns with Council adopted objective of Partnership & Collaboration:
Objective 1: Develop concepts and programs to increase opportunities for youth recreation.
Objective 2: Develop concepts and programs to enhance the quality of life services.
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.
The proposed action aligns with Council adopted objective of Organizational Effectiveness:
Objective 1: Operate in a financially sustainable manner.

A Resolution of the City Council of the City of Hemet, California, Amending the Fiscal Year 2022-23 Budget, Approving Appropriations and Amending the Budgeted Positions List RECOMMENDED ACTION:
It is respectfully recommended that the City Council:
Adopt a Resolution of the City Council of the City of Hemet, California, Amending the Fiscal Year 2022- 23 Budget, Approving Appropriations and Amending the Budgeted Positions List.
BACKGROUND:
Each year, the City Council adopts an operating budget that commits resources for the fiscal year. In this year, the budget also provided the resources available to implement the City's Strategic Plan and provide services to the public. The budget is a document that is amended during the year for various reasons including allocating funds for unscheduled items, actions by third parties which impact the budget, or changes in the economy.
The current fiscal year began July 2022 with the FY2022-23 budget adopted by Council on June 14, 2022. This document represented staff's best estimate of what each department needed to service the public and meet Strategic Plan goals.
ANALYSIS:
Economic Update
National
Globally, the baseline forecast is for growth to slow from 6.1 percent last year to 3.2 percent in 2022,
0.4 percentage point lower than in April 2022 according to the World Economic Outlook update. On a
18.D
national level, the United States economy is expected to grow at 1.9 percent year-over-year with 2023 growth to slow to zero percent with an expected real GDP growth to rebound to 1.7 in 2024.
Global inflation has been revised up due to food and energy prices as well as lingering supply-demand imbalances, and it is anticipated to reach 6.6 percent in advanced economies and 9.5 percent in emerging market and developing economies this year—upward revisions of 0.9 and 0.8 percentage point, respectively. In 2023, disinflationary monetary policy is expected to bite, with global output growing by just 2.9 percent. Nationally, the US economy and the US consumer are defying expectations. US consumer spending has continued to support GDP growth despite the dual headwinds of rising interest rates and high inflation. For this reason, the forecast for Q4 2022 has been updated to 0.7 percent, vs. -0.5 percent. However, it is still expected that the US economy will fall into recession soon. The current expectation to see three quarters of negative GDP growth starting in Q1 2023. However, this down turn will be relatively mild and brief, and growth should rebound in 2024 as inflation ebbs further and the Fed begins to loosen monetary policy.
While easing supply-side constraints and a more hawkish monetary policy are cooling inflation, rising interest rates will tip the US economy into a broad-based recession. This contraction will impact extremely tight labor markets and drive the unemployment rate higher. Still the jobless rate may peak at 4.5 percent, which by historical standards is quite low. This expectation reflects severe labor shortages that may continue despite the downturn.
State
The good news is that the actions taken by the Federal Reserve will have a milder impact on California’s economy.
According to the UCLA Anderson Forecast, the employment picture in California remains in flux. Over the past three months, the picture has evolved slightly as the three sectors of health care and social services, leisure and hospitality, and education have shown the largest gains in jobs.
Ongoing flex work arrangements by California companies and the continued lack of Asian tourists arriving in the state have resulted in an incomplete recovery. With neither of those factors likely to change in the coming months, the recovery is expected to remain on a shallow trend.
Higher interest rates have led to a downturn in California’s housing markets. The median price of singlefamily homes in the state has declined on a seasonally adjusted basis. As of October 2022, the median price was 8.4% below its previous peak but had returned to early 2021 levels. Nevertheless, California housing is not overbuilt. The surge in construction of accessory dwelling units as well as new infrastructure and continued growth in construction of industrial space will shield the state from the more severe interest rate–induced contraction expected in the rest of the nation.
With employment growth in green tech, medical tech, aerospace and construction fueled by the infrastructure and defense budgets, and a healthy rainy-day fund in Sacramento, the 2023 forecast for California is for more a moderate slowing or, in the case of a recession, a milder downturn than for the U.S. overall.
Local
In Hemet, the local economy continues to grow as the City emerges from the pandemic; however, sales tax receipts were down slightly from prior quarters receipts by .2%.
18.D
In the current FY2022-23, sales tax Measure U continue to be very strong with year-to-date numbers trending similar to last year's revenues. Early reports show strong revenues in vehicle sales, general consumer goods, and construction. Community Development and Engineering are very busy with new developments coming in to the City and permits on new homes issued at record rates. Unemployment rates continue to drop for the Riverside and San Bernardino region with the most recent report showing a 4.2% for October 2022, below the 5.4% from October 2021.
DISCUSSION:
FY2022-23 Year-To-Date Revenues and Expenditures
The General Fund (including Measure U) has collected 24% of revenues budgeted through the 5th month (November) of the 2022-23 fiscal year. Measure U alone has collected 27.8% of revenues budgeted. This amount is typical as the majority of General Fund revenues collected through property taxes are received in the second half of the fiscal year and sales tax revenues are generally received two months in arrears.
General Fund revenues are projected to end slightly higher due to the increase in Sales Tax and Measure U Transaction Tax Reports. In Community Development, the slight increase is based on a Grant Reimbursement from the SB-2 Planning Grant. Grant funds will help Community Development with their staffing needs for the remainder of the FY 2022-23. Additionally, Police Administrative Citations and contract increases with the Hemet Unified School District have shown increases respectively at mid-year.
General Fund expenditures are running under budget through the end of the second quarter at 40% mainly due to vacancies in budgeted positions.
In the Non-General Funds, revenues are also on track for this time of year. Gas Tax, Measure A, and Sewer and Water revenues are delayed by 1 to 2 months. Water and Sewer are billed in arrears.
Revenues from Lighting & Landscape Districts are mainly received after the December and April property tax payments are processed by the County of Riverside.
With several CIP projects planned, but not completed in the Streets/Gas Tax, Measure A, Water, Sewer, and Development Impact Funds, line items are below target on expenditures. Several projects started, but not yet completed are listed either under Purchase Order Carryovers or Continuing Appropriations. As with last fiscal year, Finance and the City Manager's office worked with departments to ensure only projects that were truly still active and expected to be completed within the current fiscal year were allowed on the carryover lists.
Mid-Year Review
Departments and divisions regularly review their Program budgets to ensure adequate funding exists in order to continue providing services to the Community and will periodically make requests for adjustments. Annually, at mid-year, a thorough review is completed giving operations an opportunity to bring forward to Council items deemed critical to operations but were unknown at the start of the budget cycle. These items assist departments as they work to meet their Strategic Plan goals.
Adjustments were necessary for both Revenues and Expenditures as a result of this review.
18.D
REVENUE ADJUSTMENTS
General Fund revenues are projected to end slightly higher due to the increases in Property Tax, Use of Money and Property and Intergovernmental, with the lion's share of increases in Property Tax.
Compared to the initial budget projection, overall property taxes are expected to come in at 5.4% above the adopted budget projection. Staff is recommending a mid-year revenue increase to Property Tax revenue in the amount of $850,000.
In Community Development staff is recommending a $134,579 increase to the projected mid-year revenue. The increase is based on a SB-2 Planning Grant that was not anticipated at the time the 2022- 23 fiscal year budget was adopted.
In other Financing Sources, staff is recommending a mid-year revenue increase of $89,052 for contract increases with the Hemet Unified School District that was not anticipated at the adoption of the fiscal year 2022-23 budget.
Lastly, year to date Alarm Permit Fees have already exceeded the initial budget expectation and as such, staff is recommending a mid-year budget increase of $15,000 to the fiscal year 2022-23 revenue estimates for Charges for Services.
EXPENDITURE ADJUSTMENTS
General Fund
On the expenditure side, the Fire Department, Animal Regulation, Community Development and Public Works/Engineering have requested increases to their respective budgets to support ongoing operations.
The Fire Department is requesting an increase of $120,000 to its EMS operations budget for additional storage lockers and personal protective equipment needed for the 15 additional Safer Grant Firefighters. These costs were not anticipated at the adoption of the FY 2022-23 budget. This request is being recommended for approval.
Animal Regulation is requesting a budget increase of $75,000 for service contract amendments with the Ramona Humane Society that were recently negotiated. At the adoption of the FY 2022-23 budget these contract amendments were not anticipated. This request is being recommended for approval.
Community Development is requesting an amendment to the FY 2022-23 budget in the amount of $130,376 for staffing shortages. This will enable the department to recruit for an Office Specialist III, Associate Planner and Economic Development Analyst. This amount has been adjusted to reflect the budget need for the remainder of the fiscal year. This request is being recommended for approval.
Lastly, Engineering is requesting a budget increase in the amount of $25,169 for an Office Specialist III. This amount has been adjusted to reflect the budget need for the remainder of the fiscal year. This request is being recommended for approval.
Non-General Fund
18.D
On the non-General Fund side, staff in Information Technology and Public Works are requesting budget increases.
Information Technology is requesting a budget increase of $163,200 for Barracuda online services. The current contract is set to expire in April 2023. To renew the contract, staff is requesting an increase of $163,200 to its current year budget.
Public Works is requesting a mid-year budget increase in the amount of $12,000 to fund the LED streetlights replacement in the McSweeny Farms Community's first phase and decrease electricity costs.
Public Works is also requesting a mid-year budget increase for City wide increased utility costs for all facilities. Public works is estimated an additional $280,000 for all City-wide facilities. There is no General Fund impact as these costs will be paid out of existing Facility Maintenance Fund balance.
A comprehensive list of recommended adjustments to the City's budget is included below along with a brief explanation of each item. A table of all proposed adjustments is included in Attachment 4.
Request for Council Action:
It is recommended that Council approve the following items:
General Fund Revenues
• A mid-year revenue increase to Property Tax revenue in the amount of $850,000 account number 110-0505
• A mid-year revenue increase to Charges for Services in the amount of $15,000 account number 110-0699
• A mid year revenue increase to Other Financing Sources in the amount of $89,052 account number 110-0746
• A mid-year revenue increase to Community Development in the amount of $134,579 (various accounts)
General Fund Expenditures
• Increase Fire Department's EMS Operations budget in account 115-3241-2450 by $20,000 for storage lockers
• Increase Fire Department's EMS Operations budget in account 115-3241-2700 by $100,000 for personal protective equipment

• Increase Public Works Engineering budget in account 120-4101-1100 by $25,169 for an Office Specialist III
Non-General Fund Expenditures
18.D
• Increase Information Technology budget in account 680-1933-2265 by $163,200 for services contract costs
• Increase Assessments Districts budget in account 227-8288-2450 by $12,000 for LED lighting upgrades
• Increase Facility Maintenance budget in account 685-4560-2105 by $280,000 for increased utility costs
STRATEGIC PLAN INTEGRATION:
GOAL THREE: COMMUNITY ENGAGEMENT
To connect and participate in a constant dialogue between members of the community, City staff, and elected officials to promote togetherness and positivity.
Objective 1: Deliver messaging to the Community that connects, is consistent, and relevant.
Objective 2: Increase transparency for the public.
Objective 3: Increase the community's pride within the City.
FISCAL IMPACT:
If the Mid-Year Budget Amendment is approved as presented, the increase to General Fund expenditures would amount to $350,545 with $120,000 of this amount for Measure U. Non-General Fund expenditures will increase by $455,200. General Fund revenues will increase by $1,088,631. The increase in General Fund revenues more than offsets requested General Fund expenditures. Any revenues collected in excess of expenditures will be added to the existing Unreserved Fund Balance.
