Along the approximately 5.5 mile stretch of road within the project limits, the phases required the construction of 152 ADA ramps and 22 ADA driveways in total and 7,105 linear feet of median curb height construction, along with the construction of bus pads, curb gutter and sidewalk repairs, and signing and striping replacement. The main objective is to improve the PCI of the street segments following our team’s professional assessment of the existing pavement conditions in order to extend the street service life, improve safety by upgrading to safer streets with better ride quality and pedestrian access, minimize future maintenance costs and enhance aesthetics. This project is funded through Measure M2, SB1 and Infrastructure Reserves Funds.
OE is providing the City of Downey with Engineering Design services for the Residential Streets Pavement Rehabilitation Project for Areas 1, 2, and 4. The main objective is to improve the PCI of the area residential street segments in order to extend the street service life, improve safety, minimize costs and maintenance needs, and enhance aesthetics. In order to accurately develop a scope of work and fees for the design services, OE conducted a detailed field evaluation, a thorough review of the City’s Pavement Management Plan, and approximated the costs for the construction activities to develop a final list of residential street segments.
OE was then able to determine the quantity of streets that could be incorporated into the engineering design, which rehabilitation method to use and which method could be feasibly rehabilitated while adhering to the City’s available budget, along with providing recommendations and estimates. Upon approval by the City, the team then began to prepare separate PS&E packages for areas 1, 2 and 4. The work across the three zones covered nearly 29 miles of residential streets. On a number of segments OE is using straight grade between tie-in points at adjacent segments to maximized drainage slopes. A total of 164 Curb Ramps are being reconstructed to meet ADA compliance along with 85 total driveways, in addition to street widening and single-sided street parking construction. Collaboration with Caltrans, LA County Flood Control District and Union Pacific Rail Road was also performed in order to acquire permit acquisitions on the segments. The work was completed on time within the assigned schedule and within the set budget.

OE is providing Design Engineering services on phase 2 for the City of Norwalk’s Local Residential Streets Rehabilitation, Zone 19 Project. The pavement management zone limits are bound by Stranstead Avenue to the west, Priscila Street to the north, Shoemaker Avenue to the east, and Rosecrans Avenue to the south, containing approximately 37,500 linear feet (7.1 miles) of local road surface slated for rehabilitation. The project is split into two phases: Phase A for concrete work, and Phase B for asphalt work, with the objective of improving the PCI for residential streets, extending the useful roadway life to at least 20 years, improving drainage, upgrading to safer and easier ride quality streets with greater pedestrian access, minimizing future maintenance costs and enhancing aesthetics. The scope called for the development of PS&E to include a total of 94 ADA curb ramps and 8 slotted cross gutters, along with driveway apron construction, utility appurtenance adjustments and relocation, and signing and striping replacement. OE is also utilizing a state-of-the-art high-speed 3D point cloud laser scanner to conduct surveys of approximately 60 existing centerline monuments for preservation.
OE is providing Design Engineering services to the City of Long Beach involving Citywide ADA Curb Ramps and Path of Travel Pedestrian Accessibility Improvements. The objective of the project is to design and construct at least 20,000 new ADA compliant curb ramps over the next 20 years in accordance with current State and Federal accessibility codes and standards. The project is to complete 1,000 of those ramps deemed most critical for accessibility. OE’s team utilizes AutoCAD Civil 3D on 3D surfaces for the designs in compliance with the Long Beach Standard Plan No. 122 in order to satisfy the maximum allowable slopes dictated in the most current version of Caltrans Standard Plan A88A, and has had to consider other accessibility standards due to occasional unavailability of a suitable ramp case and type. The project work entails the preparation of detailed individual curb ramp construction plans with the inclusion of horizontal geometrics, design elevations and dimensions, and utility appurtenance adjustments and relocations, along with concrete infrastructure such as curb, gutter, cross-gutters, and sidewalk. The necessary reconstruction is incorporated in order to accommodate the new curb ramps, meet accessibility requirements, and maintain drainage. Additional design elements have also required consideration, which involve constructing 32”x54” size flat landings next to each pedestrian push-button at signalized intersections and installing guardrails where retaining curbs adjoin walkable hard surfaces. Due to the large volume of ramps reconstructed each year, small batches of design details and construction of the ramps are being provided to the City at regular intervals through out a continuous process, with City submittals made on a monthly basis at a scaled frequency and quality.
OE provided Design Engineering and Construction Inspection services to the City of Rancho Cucamonga for a consecutive 3 year period. OE will set up a design kick-off meeting with City staff to discuss the scope of work, objectives, criteria, technical requirements, and project schedule. OE is ready to collaborate and deliver on any given project despite the special circumstances we find ourselves in. OE can allocate appropriate resources and withstand external factors. Our team uses Microsoft Teams to collaborate on projects, both internally and with our clients. This allows us to setup live video conferences for status meetings, review plans digitally with the City, and provide clarifications and talk through any issues or concerns. It is important that the scope of work and schedule be reviewed and finalized by the City at the kick-off meeting to ensure a smooth and successful project. OE will also meet with the City in the office or in the field as many times as necessary to reach an understanding of project objectives, schedule, terms of contract and other design related issues. status update reports
OE will submit to the City weekly status reports for the duration of each project. These will include project status, action item list, ongoing items, schedule updates, upcoming critical items and will also include attachments/ exhibits of critical items in need of discussion. Reports will be submitted by email in PDF format. This includes preparing Earned Value (EV) Report and invoice per City requirements. OE has done this on projects for other Cities, giving us greater understanding of City expectations. schedul e controls
OE will provide all necessary coordination hours required to ensure that the project remains on schedule. We believe that management requires proactive management in order to address issues before becoming a critical item and to avoid delays and problems. To keep projects efficient, on track, and to maintain transparency, our investment in scheduling tools include Microsoft Project MICROSOFT PROJECT and Microsoft Primavera (P6) MICROSOFT
PRIMAVERA along
with course work training and execution participation by our in-house staff. When OE is awarded a contract, our team updates the schedule with the Notice to Proceed date. This is then imported into our proprietary solution “Onward Collab” which the City will then have full access to. From there, OE can seamlessly document and assign tasks and subtasks. The result is that the details and the progress of the project would be available at all times to be tracked by the City and by our QA/QC team in real-time. Project Managers are then enabled to assess the workload of every team member at any given time, so that immediate adjustments can be made to the project. The City would then have immediate access to all change details. This system also allows for back and forth dialogue regarding a specific task or subtask and can be centralized and reviewed at any point.
Another view that can be utilized is the Board View involving buckets of tasks representing a team member. schedul e slippa ge tracking
OE will work diligently to ensure the City is immediately aware of any slippage in the project schedule. Our track record proves that we have been on target on all of our projects and we are committed to keeping it that way. For the remote possibility there is a delay, OE will develop strategies to bring the project back on track using all necessary means at no additional cost to the City. Above all else, clear communication will be the critical item in bringing any schedule slippage back on track. In many instances, tasks can be reorganized to allow for staggering of work items.

Earned Value (ev) & Planned Value (PV) reports
OE prepares an Earned Value (EV) Report on a monthly basis which allows us to assess the “Health of Schedule” and to proactively identify ways to get on track. OE will also prepare Earned Value Charts to submit with our invoices. We have included these charts on past Projects (samples are shown below). These indicate to the City what the Planned Value (PV), Earned Value (EV) and Percent Complete is with each billing cycle so that the City can see that the amount spent matches the level of work and effort placed.

document CONTROL
OE operates on a HIPAA Certified, enterprise grade, cloud filing system that will be used on all documents and folders to ensure proper documentation and transparency. We map all of the City’s standards, folder structure, templates and document formats and store it on our cloud-based ENTERPRISE account for implementation. This cloud-based account allows for secure, remote access and review of our entire filing system by City staff, to ensure that documentation and filing is done in compliance with the project requirements. Each City staff member attached to the project will be able to select a password which provides access to view, upload, or download any of the project files (PS&E/Schedule/Utility Logs/Field Observations/ Daily Reports/Photo Diaries, etc.) without having to change the City’s existing IT framework. This document control system is also compliant with Caltrans’ LAPM filing requirements. Additionally, this flexibility allows the City staff access to the project files anywhere and on any device, as well as provide access to select files (like photos) to other collaborators.
cost CONTROL
One of our core corporate philosophies is honesty and transparency, and costs and budgeting is no exception.
We use Advanced Financial Software to prepare invoices and reports, which allows the City to request billing statements at any time in the billing cycle. We can also send a real-time report of hours and expenses, letting the City easily compare proposed resources to resources used and/or remaining. The most critical step is making sure the budget is as reliable and as accurate as possible, and falls within the City’s allotted budget.
OE prides itself on being flexible and being able to reduce project costs or staying within the budget.

QA Quality Assurance is a proactive
measure taken to verify that the
systems and procedures OE has put
in place are in conformance with the
City’s requirements and expectations. Achieving design
quality is the foundation for keeping costs under control during construction. By focusing resources on producing quality design, QA provides a better return on investment.
It must be followed during all phases of project design, from Phase 1: Concept Development, Phase II: Preliminary Design, Phase III: Final Design, and Phase IV: Bid and Award.
The most effective Construction Management (CM)
approach should begin during design because emphasizing design quality and design clarity is the surest way to
minimize the amount of change orders, claims and
construction costs. The most effective and productive QA approach is focusing on producing well-documented, well designed plans and specifications at a standard of high quality. This would mean it must be Clear and
understandable, Complete, Correct, Consistent, and
Constructible (the “5 C’s”). The Contractor receiving high quality plans would know exactly what to bid, keeping
areas of interpretation to a minimum.
The requirement for public bidding provides additional
incentive for the design engineering team to achieve both quality and clarity in project plans and specifications. The primary goal in achieving the highest project quality is obtained by implementing and maintaining both accuracy
and consistency among the calculations, drawings,
specifications on all project documents.
Plan checks will check that the plans meet the 5 C’s:
Consistent, Clear, Correct, Constructible, and Complete.
QC Quality Control means performing all
activities in conformance with valid
requirements, no matter how large
or small their overall contribution
would be to the design process. Good CAD techniques,
attention to detail, and checking that plans are correct and useful to the contractor are also essential to quality.
Our project engineers and project managers recognize
that quality is the result of several processes. It requires a team to perform many appropriate activities at the right time during the plans development process. Quality
Control does not solely consist of a review after a product is completed. It is an approach alongside an understanding that quality is a critical point of focus throughout every moment of the design process.
The design team follows OE’s established design policies, procedures, standards and guidelines in the preparation and review of all design products for compliance and good engineering practice as directed by the Project QC Plan.

oran ge vest application
Orange Vest © is a proprietary tool (web application and iOS application) which streamlines and organizes construction documents, built with the inspection team in mind. Orange Vest allows the CM and Inspector to document work in real-time, and to have field quantities, materials, labor, and equipment automatically update Quantity Sheets, Earned Value Charts, Cost Over Time Charts, Quantity Over Time Charts, and Percent Complete Over Time Charts. It also allows the team to proactively monitor bid items that are nearing 75% complete and keep track of any overages. The Orange Vest © application allows users to generate Field Notifications (Incident Reports), manage PunchLists, automatically generate Weekly Statement of Working Day reports, manage Potential Change Orders, Unit Price Change Orders, and Contract Change Orders. On the Construction Management side, it allows users to review and approve/reject submittals and respond to RFIs.
The value of this tool is unprecedented. It took our team over 4 years to develop, and it includes input from former County, District, and Public Works Professionals and Supervising Inspectors.
The following showcases further details, features and usages of this tool:
RFI Modul e
Requests for information (RFI) –Throughout all phases of a project, questions come up. In the past, the questions would be fragmented across platforms. Some via email, some hard copy, some scanned, some via text, some over the phone. The RFI module allows you to centralize these requests and to respond to them directly. A user can submit an RFI, either as a user of the app or via a public link for each project. They also mark that RFI as Normal, Expedited, or Critical. They can also attach a PDF to that RFI if needed. Once it is submitted, the Construction and Project Manager is notified via email that an RFI has been submitted, they can respond right away, and the response will be sent directly to the original party that submitted the RFI. The system will also prioritize alerts to the PM/CM so that they address expedited and critical RFIs first. Anytime a change is made to an RFI, the program automatically makes a PDF that includes the RFI information, when an answer is added, that PDF is updated to include the answer. The system also auto-generates a PDF log of the RFIs.
SUBMITTAL MODULE
The Submittal Module allows Contractors to submit documentation for the materials and processes that they plan to use during construction. Our Submittal Module allows the Contractor to send in the PDF (via our app or public link). The Contractor can submit that document as a new submittal or as a follow up to a previous submittal (re-submittal). The PM/CM is then notified SECTION 5: Understanding and Approach

When done, the PM/CM selects a status for that Submittal (Approved-No Exceptions Taken, Approved-Make Corrections Noted, Rejected, Rejected-Revise & Resubmit, Rejected-Submit Specified Item). Then a cover page is auto-generated for that marked up document, which includes an entire tracking history for that Submittal as well as a digital stamp with signature. dashboard at a glan ce
The project dashboard gives you a quick look at the project’s progress, so you know at a glance how many days are remaining, whether or not any daily reports are missing or incomplete, how much time has elapsed, the estimated earned value (automatically updated with each published daily report), the weather forecast that includes an hour-by-hour breakdown, and charting tools to dive deeper on the project’s numbers.
dashboard : In-Depth
The project dashboard has three charts currently available: cost over time, which can be viewed for the project as a whole, or specifically for up to 3 bid items at a time; the quantity over time chart, showing both the cumulative & the day/week/month totals for the project as a whole or as individual bid items; the percent complete over time chart, which can be viewed for the project or for individual bid items (up to 3 at a time).

daily reporting
The daily report is the brains of the application. We built our app with the inspector in mind, as the inspector is the eyes and ears of the project. The daily report dashboard gives the inspector his daily information at a glance. The top bar allows the inspector to jump into work performed (to track labor, equipment, and quantities completed), PCO (potential change orders), notes, tickets, punch list, and weekly recap.
bid itemization
Adding a bid item is easy, and it takes all the guess work out of it. No more typos or inaccurate bid items. These are pulled directly from the bid sheet which is uploaded to the system as a CSV file (or manually input). Once a bid item is in, you are ready to add labor and equipment hours to it, or to add quantities performed that day.

project classifications
Once you add a bid item, assigning labor and equipment is a breeze. Just select the classification, and the system will filter only the personnel and equipment that fit that classification. You only need to type out the name and description once, and it is available throughout the project. If you prefer to put the name and description first, you can do that and the system will show you a list of classifications assigned to that person and equipment.
NOTE S
Notes are easy to input. They can be formatted & rearranged. You can use voice text to dictate your notes when you are in a rush. Then you can edit those notes later if needed. You can also assign notes specifically to a bid item, or you can type them out as general notes.

public outreach
informative web pages
OE offers informative web pages, hosted on a separate sub-domain linked directly to the City’s website. This allows OE to directly produce and update all public notices (PDFs), project information and updates, and dynamic maps without requiring City time and resources through the process. The website will also include enhanced public notices which we will prepare for the Contractor on behalf of the City. These notices are a great way for residents to be made aware of the project, to actually read the notices, and to follow any driving or parking restrictions. intera ctive web maps
OE has the tools and skills to build interactive and dynamic maps to keep the public informed. Any affected stakeholders can access our maps online for updates on detours, phasing, temporary parking, street closures, and general project limit information. OE would manage and update the site and content in real-time in accordance with City requirements. This in-turn provides the City with convenient, easy-to-access content for oversite and to disseminate valuable information.

Implement tools and documents for control to support the process of Change Management and the preparation/review of change orders for District approval. The Change Management Control is used for early warning and approval control of deviations in engineering cost, cost of material and equipment, and construction during all phases.
Reports will be kept in tracking submittals, tests performed, samples taken, non -compliance reports, and inspection/testing associated with non-compliant work.
Identify opportunities in a timely fashion so impacts to cost, schedule, quantities, and performance are realized and minimized or avoided. The primary focus is early identification of opportunities or potential risks, then finding alternative solutions to quickly implement corrective actions.
Our CMs & Inspectors will review the contractor’s weekly and daily schedules before work begins each day and closely coordinate with the Contractor to establish an understanding of the critical activities and work to be inspected.
Provide construction teams with the control tools and documents to accurately estimate, plan, and monitor work to meet the project’s cost, schedule, quantities, and performance.
During our many years of Construction Management and Inspection experience, we’ve come to understand that success comes through a solid QA/QC plan, implemented at the onset of a project. OE implements protocol from a detailed QA/QC manual that defines roles, responsibilities, expectations, review requirements, and quality standards of all documents and procedures within the firm’s organization.
Our team brings considerable experience with keeping projects on track - experience gained on many public works construction projects in Southern California.
We believe it is imperative that we have a full understanding of the timeline of each project, from beginning to end. We can personally build CPM schedules and handle the monthly updates with the responsible agencies.
Our Construction Managers will hold meetings with the contractor to discuss the status of the schedule and identify any potential roadblocks or challenges. They will review each monthly update promptly and provide comments or acceptance after receipt of the submittal from the Contractor.
We make a point, at the start of every project, to specifically tailor the QA/QC program and work plan to the specific project needs. OE’s team approach to project controls is to achieve estimating, cost control, and scheduling objectives through conscious planning and execution of the work, and through the continuous monitoring of cost, schedule, quantities, and performance. cONSTRUCTION MANAGEME NT QA & QC
GOALS we set TO ACHIEVE WHILE PRO-ACTIVELY MANAGING THE VARIOUS ASPECTS OF PROJECT CONTROLS.

Attn: Candace Sunds, Procurement Administrator
Subject: Proposal for On-Call Engineering Services
Dear Ms. Sunds,
STC Traffic, Inc. (STC) is pleased to submit our qualifications to the City of Hemet for On-Call Engineering Services — Category B (Transportation and Traffic Engineering Services).
STC is a leader in the traffic engineering, transportation planning, and Intelligent Transportation Systems field. We have worked hard over the last decade in order to become the premier traffic engineering firm in the region. STC has directly supported the City of Hemet since 2016 with a variety of transportation projects involving traffic signal design, citywide traffic signal timing updates, on-call grant services, preparation of traffic control plans, preparation of the City’s Systemic Safety Analysis Report (SSAR), engineering design for HSIP Cycle 8, and as-needed plan checks for Land Development. Our expertise is relevant and wide-ranging. In addition to directly supporting the City of Hemet, we serve as the go-to traffic engineering consultant for the Cities of Eastvale, Jurupa Valley, Moreno Valley, Menifee, Temecula, Lake Elsinore, Fontana, Beaumont, and Banning.
We have done an excellent job supporting Western Riverside County with a range of as-needed services.
By delivering projects and expertise in an open and value-oriented way, we help our clients become selfsufficient in the technical aspects of our work. Our work is all about trust. We build the confidence and trust of both City staff and elected officials, and this in turn builds the public’s confidence and trust in the City’s ability to deliver capital improvements. We take pride in empowering City staff.
We recognize that transportation-related capital improvements are critical to the City’s future plans.
Transportation infrastructure is the infrastructure that most needs to be planned, engineered, constructed, and operated within the City, and there are few areas of delivery more forward-facing than vital arterials, bike lanes, and pedestrian facilities. We offer the City unique value as a traffic engineering firm with a municipal focus that spans the entire lifecycle of projects.
We are not just planners and design engineers—we stay directly involved from concept through construction. This approach comes at a high value to our customers because we know, from an operational perspective, what questions to ask early in the planning process and how to engage the right partners to deliver capital improvements. Our business model is built around delivering local experience, specialized expertise, and quality. We maintain long-lasting relationships because we truly believe in
17.M
Category B: Transportation and Traffic Engineering Services STC Traffic, Inc. | Proposal for On-Call Engineering Services 2 delivering high-value service. It is our credo to be champions in our industry—and through our expertise, we can help Hemet enhance mobility for all users of the street.
The next decade presents tremendous opportunities, and we are excited to support the City’s growth. We are not outsiders. We have developed strong relationships with local and regional partners, and our own engineers continue to collaborate and go above and beyond to deliver excellent service for our clients.
We also recognize that the best relationship is a direct one, and through this contract, we can deliver exactly what the City needs on an immediate basis.
Our expertise in technology—now a cornerstone of our industry—also gives us unique insight into the City’s needs for managing, operating, and maintaining transportation infrastructure. We offer the City innovative, constructable, and cost-effective approaches that bridge planning and design principles with systems operation and maintenance. We write the specifications, develop the standards, and implement the processes, part of the services that we package for our on-call engineering services.
We are a small firm, but we bring a comprehensive approach that showcases diversity and puts the best engineers at the front and center of future traffic engineering, transportation planning, and grant writing in the City. The City is our priority. We have nearly twenty engineers available on an immediate day-today basis, and we continue to build on our reputation by providing high-quality work products, responsive service, and innovative solutions.
As the contact person for this RFQ and authorized representative to execute an agreement with the City, we have read and complied with all terms and conditions of the RFQ and acknowledge all addenda. We are willing and able to enter into a contract under the terms and conditions prescribed by the RFQ and the Services Agreement.
We look forward to the opportunity to collaborate with City staff on this contract.
Sincerely,
_

Category B: Transportation and Traffic Engineering Services STC Traffic, Inc. | Proposal for On-Call Engineering Services 4 Firm Profile and Background (Cont.)
The City of Hemet will select qualified engineering firms to provide on-call engineering services for Category B—Transportation and Traffic Engineering Services. The selected firm or firms will assist the City across a variety of key areas as detailed in the Scope of Work. In this role, selected firms will provide the City with a broad range of technical expertise, including an understanding of the local environment, any upcoming changes to the City’s Capital Improvement Program, and an understanding of current policies, procedures, and City projects. The STC Team is highly-qualified to provide the City of Hemet with the expertise needed to fulfill these requirements. Our project managers and technical staff have assisted in a similar role since our founding in 2007. A summary of our general qualifications is detailed below:
1. Proven Competence. Nearly 90% of STC’s client base is focused in the public sector, and we hold 17 on-call contracts for professional engineering services in Southern California. We are currently supporting the City on multiple task orders including as-needed plan checks for Land Development. For the City of Hemet, we have supported intersection design at Warren Rd and Auto Blvd; citywide traffic signal timing updates; traffic control plans for various street closures; development of the City’s SSAR; engineering design for traffic signal equipment upgrades; and nearly all of the services listed under Category B during the last six years.
2. Strength and Stability of the Firm. For over a decade, STC has been providing similar services to those required by the City of Hemet, all involving a wide range of traffic engineering, transportation planning, and grant writing expertise. Our successful track record in Western Riverside County, including our long-standing relationships with the Cities of Eastvale, Jurupa Valley, Menifee, Temecula, Banning, Fontana, and Moreno Valley, show our commitment and dedication to excellent customer service.
3. Staffing Capabilities. The Project Team that we market in our proposals is the staff that the City will work with on a day-to-day basis. The strength of our staff, including licenses and technical qualifications, is discussed in Section 3.
4. Track Record of Meeting Schedules for As-Needed Services. All of our client references will speak to our dedication and commitment to meeting project schedules. Our ability to meet project schedules and stay within budget is a reflection of our team’s robust project management procedures. No sub-consultants are proposed for this project.

3. Resumes of Team
In order to support a variety of traffic engineering and transportation planning services, we have structured our Organizational Chart with a degree of flexibility to reflect the City’s needs. STC isstructured as a full-service extension of City staff, allowing our planners, designers, and ITS experts to address the City’s immediate needs. For this contract, STC will work with the City to determine which of our Task Leads and staff are best suited to perform the requested services on an as-needed basis.
Our qualifications start with our people. STC’s staff is the foundation of our organization and has the highest level of expertise possible across the range of specialties included in the Scope of Work. Our key personnel have over 100 years of combined traffic engineering, transportation planning, and traffic signal systems engineering, management, operations, and maintenance experience. Resumes for STC’s Key Personnel are included with Attachment 2.
General Approach, Organization, and Staffing to Achieve Client Satisfaction • STC models its structure after a municipal Public Works/Engineering Division. We have worked as municipal employees and extensions of staff in our role as consultants; we operate and maintain TMCs and systems; we have been foreman for electrical contractors in traffic signal construction and maintenance; we have managed the municipal Public Works Electrical Division; and, we have worked for traffic signal system suppliers and manufacturers. It is highly unique to find such a group of experts under the umbrella of a single organization. • We have put forward a group capable of executing all of the elements listed in the Scope of Work for Category B, as well as a group who is highly-skilled at engaging and educating the community with respect to the benefits of active transportation and smart growth. We are in a great position to help the City receive final design and construction funding for key projects. • STC distinguishes itself as having the “beginning-to-end” project team who will think about future operations, about how pedestrians and cyclists will actually approach and move through improved corridors, how City improvements will integrate with signals, how the City can leverage existing and future infrastructure to provide all users better access to amenities, and ultimately how the City can deliver fully-funded and well-engineered projects—efforts that directly tie into our SSAR work for the City. Our engineers are hands-on with design improvements, advocating for the community and taking advantage of opportunities to maximize existing infrastructure without compromising vehicle safety.
• Our goal is to provide the City of Hemet with a hand-picked team of transportation planners, community engagement leaders, engineers, and technical specialists that can support every element of the City’s traffic engineering and transportation planning needs. • The culture at STC was built on a foundation of providing on-call traffic engineering and transportation planning services, with special focus in Western Riverside County. We understand the immediate nature of as-needed contracts and stand ready to serve the City when needs arise.
We have established successful on-call contracts with the Cities of Eastvale, Jurupa Valley, Moreno Valley, Menifee, Temecula, Lake Elsinore, Fontana, Beaumont, and Banning.

4.1 Direct Relevant Experience with the City of Hemet
STC has worked directly with the City of Hemet since 2016. Previously, STC held an On-Call Grant Assistance Services contract for which we successfully prepared SSARP, ATP 1 (Bikeway Connect), ATP 2 (Bike-Ped Masterplan), and HSIP Cycle 8 grants. In addition to various other planning and traffic engineering projects, including preparing the City’s Systemic Safety Analysis Report, we have provided significant traffic signal operations services to the Hemet community. A few highlights are detailed below:
1. Systemic Safety Analysis Report. Hemet was awarded SSARP funds by Caltrans, and STC was selected to prepare the SSAR after a competitive bid process. The Hemet SSAR identifies intersection and roadway safety issues and responds to them with a specialized list of systemic countermeasures. Each countermeasure was developed uniquely for the City and identified in the Local Roadway Safety Manual for California Local Road Owners. As part of the project, STC evaluated crash and roadway characteristics; ranked target locations based on crash frequency, severity, and risk factors; recommended citywide location-specific improvements; and engaged local community stakeholders. The report was completed/submitted to Caltrans in 2019.
2. Traffic Signal Design. STC provided intersection design services for the intersection of Warren Road/Auto Blvd. STC was responsible for all aspects of the intersection and traffic signal design project. After performing a field investigation, STC prepared street improvement designs, including erosion control plans, and design of the intersection traffic signal. Signal design plans included all aspects of the traffic signal, including traffic signal poles, signal heads, detection, conduits, Opticom devices, battery backup systems, signal interconnect stub‐outs, controller assembly, service point locations, and signing and striping modifications, along with developing signal timing plans in accordance with the latest CA-MUTCD standards and controller integration.
STC provided additional utility coordination, PS&E, and bid/construction support. STC was also responsible for project management, environmental services, survey, and ROW investigation.
3. As-Needed Grant Services. For the City of Hemet Bikeway Connect Project, STC prepared and submitted the grant application on behalf of the City to Caltrans, RCTC, and SCAG. STC’s efforts led to successful selection for grant award with $2.3M in approved funding for project improvements and the citywide bicycle/pedestrian safety education program.
4. Citywide Signal Timing Updates. In 2016, STC updated the traffic signal timing at all signalized intersections in the City of Hemet to reflect the current CA-MUTCD standards. STC’s engineers and technicians performed an inventory of the City’s 41 traffic signal cabinets in the field to gather the existing timing sheets, measure crosswalk lengths, and note posted speed limits to calculate the pedestrian and yellow clearance times. We additionally inventoried the signal controller types for each traffic signal. For corridors that had coordinated signal timing, STC made cycle length signal timing adjustments. STC prepared new intersection timing sheets and provided hands-on implementation of the proposed timing changes at each traffic signal cabinet.
5. HSIP Cycle 8 Signal Upgrade Project. STC provided engineering design, as a subcontractor, for signal equipment upgrades at 40 intersections throughout the City. Signal equipment includes:
LED safety lighting, pedestrian countdown heads, APS push buttons, and 2070 controllers.
6. As-Needed Plan Checks for Land Development. STC, as a subcontractor, provides plan checks for signing/striping, traffic control, traffic signals and street lighting. STC ensures that designs are up to City standards and comply with ADA, CA-MUTCD, and Caltrans standards.

He has worked on projects in the UK, the Middle East, and North America and brings a unique international perspective on transportation solutions and innovation. He has significant experience in transportation planning, including detailed analysis of transportation impacts analysis, Level of Service, and Vehicle Miles Traveled. He also has experience in community outreach, travel behavior modeling, intersection modeling, and interagency coordination.
On-Call Traffic Engineering Services | Menifee, CA
Mr. Wragg has conducted numerous reviews of traffic impact studies and pre-study scoping agreements on behalf of the City of Menifee as part of STC’s on-call contract. These have been for a range of developments, including family and senior residential, mixed-use commercial and retail (offices, shops, restaurants including fast food), and gas stations. The reviews require detailed sense-checking of study areas, intersection and roadway capacity analyses, thresholds of significance, project and cumulative traffic impact scenario testing (including existing, opening and horizon years), mitigation proposals, and project fair share calculations.
Murrieta Creek Bridge TIA/VMT | Temecula, CA
Mr. Wragg was responsible for developing the traffic impact analysis report in support of the permit application for provision of a new creek crossing in Temecula. Complex distribution plans were drawn up and scoping discussions with the City were undertaken to inform the TIA. The project also includes the provision of bike trail undercrossing so that existing trails will not be severed by the new bridge. This is one of the first studies to which the City will apply SB 743 requirements and Mr. Wragg is currently advising the City regarding VMT analysis inclusion in the project environmental documentation.
VMT Guidelines Update | Oceanside, CA
Per SB 743, the California Environmental Quality Act requires lead agencies to evaluate VMT impacts. Mr.
Wragg assisted in VMT analysis for the City of Oceanside and reviewed documentation to ensure compliance with SB 743 under CEQA analysis of transportation projects. The updated guidelines outline the steps to determine project VMT impacts, recommend thresholds of significance, and recommend mitigation measures.

RE: REQUEST FOR QUALIFICATIONS
FOR ON-CALL ENGINEERING SERVICE
CATEGORY/DISCIPLINE A: ARCHITECTURAL ENGINEERING SERVICES Dear Ms. Sunds,
SVA Architects, Inc. (SVA), a California corporation, is excited to submit our qualifications to the City of Hemet (City) to provide Architectural Engineering Services for your various projects. Our primary focus is civic work, and our proposed team members have been selected based on their civic project experience and overall architectural expertise. SVA will lead a skilled, multidisciplinary team and ensure that the implementation of each project will achieve the vision of the project committee. The City will benefit from a team that can demonstrate the following expertise:
• Relevant Public Sector Experience – We have developed a diverse portfolio of work and collaborated with various civic clients, among which are City of Moreno Valley, City of Riverside, Orange County Public Works, City of Beaumont, and most recently Cathedral City. These projects include designs for new construction and expansion as well as renovations and modernization of all scales. • Serving as “On-Call” Architects – Our team understands the expectations of this role and what an as-needed or on-call basis entails. We are currently an On-Call Architect for both Orange County Public Works and Rancho Santiago Community College District. We are working on over a dozen projects for each of them and can provide similar services to the City of Hemet.
• Sustainable Design Approach – We believe that sustainable design should be viewed as an integral part of every project rather than as an “add on” component. SVA has successfully delivered many LEED certified projects, as well as Zero Net Energy (ZNE) and Grid Neutral facilities. We can provide sustainable options for each of your assignments.
• Cost & Schedule Control — On-time and on-budget delivery is a constant goal of management and is placed as a permanent item on the project meeting agendas. We actively participate in maintaining the project budget, and our experience from past assignments has proven invaluable in obtaining the maximum value and quality for every construction dollar spent.
With an established portfolio of public works experience, SVA is eager to gain the City of Hemet to the list of satisfied clients. We will use a fully integrated design approach to meet and exceed the goals of your projects. Our reputation in completing similar projects, our many award-winning designs, and our repeat relationships with our clients makes us uniquely qualified. Please do not hesitate to reach out should there be any questions.
Sincerely,

SVA Architects, Inc. l City of Hemet | RFQ for On-Call Engineering Services | 18 The current site houses vital county services including the Department of Public Works, Department of Regional Planning, and the Building & Safety Division in an aging building. The new One-Stop Development Center will comprise the construction of a new building and the demolition of the old one. The new building is a one-story 7,500 sq. ft. building with public queuing/ waiting spaces interactive application workstations, and public restrooms. It will also include staff offices, open workstations, conference rooms, and a staff lunch area. The project places special emphasis on sustainability, incorporating rooftop photovoltaic panels, daylight orientation, electric vehicle charging stations, native landscaping, and irrigation.
This project relocated the Civic Center to an existing business complex directly across the street on La Habra Boulevard. The old civic center had dim corridors along with confusing split departments and an infrastructure not ready to accommodate today’s technology. The new City Hall houses all departments and functions including administration, finance, community development, public works, and engineering.
Moreover, the new location provides space for the existing Post Office, new Police evidence storage, and training workshop space. One of the key design features of the new City Hall is the transformation of the exterior courtyard to an enclosed atrium-style lobby, filled with natural light, this now serves as the central hub for all the City’s services.

SVA Architects, Inc. l City of Hemet | RFQ for On-Call Engineering Services | 19 In 2016, the City of Moreno Valley adopted a strategic plan known as “Momentum Moval” to expand cultural and recreational opportunities. The Moreno Valley Civic Center Amphitheater targets a seven-acre green space adjacent to the City Hall and Conference Recreation Center. The new 500- 600 seat theater hosts 75-100 events a year and serves as the city’s premier performance venue.
The new amphitheater provides seats in an open-air venue with an architectural style that responds to the adjacent civic center. The project is articulated by a translucent precast Kalwall band shell that focuses sound to the audience and, when lit up at night, serves as a glowing beacon of cultural activity. The ADA accessible stage features a large 9’ x 16’ LED screen that facilitates movie nights and serves as a backdrop for concert performances.
SVA is currently working on this project that will modify, expand, and enhance the City’s Community Amphitheater with a new Media Control Booth, two sound towers installed immediately in front of the Stage, and two new lighting towers appropriately spaced and installed in front of the first tier of the lawn seating area.
The new Media Control Booth will serve as the Master Control Center for all lighting, acoustical, and communication systems within the Community Amphitheater. The Stage A/V Room Rack Assembly will include the equipment/ parts, conduits, conductors, and connectors needed to assemble the Rack that will be located in the Stage A/V room and connection to the cables and conductors located on the stage.

SVA Architects, Inc. l City of Hemet | RFQ for On-Call Engineering Services | 20 SVA Architects worked with West Basin Municipal Water District on the renovations of ECLWRF. The ECLWRF re-envisions the visitor center experience with a reconfiguration of the existing large conference room; construction of new large divisible meeting/conference room, restrooms and storage rooms; remodeling of the reception and front office space area; and relocation of the control room.
A key design component is a multi-purpose visitor center/exhibit room that includes interpretive exhibits. These new exhibits have been created to showcase the designer waters being produced for the petroleum industry. The HVAC system was replaced, and the parking has been expanded to include an easy lot with a bus space. Additionally, all the landscaping has been replaced with new planters and seat walls.
The project consists of 100,000 sq. ft. of office tenant improvements and 75,000 sq. ft. of exterior/landscaping renovations. The interior tenant improvements consisted of a center for learning and innovation, in addition to a wellness and workout room.
IEHP’s objective is to provide a dedicated space for non-department specific company training and development such as leadership trainings, provider meetings, certification programs, orientations, community meetings, retreats, and college course classes. IEHP also promotes and encourages employee health and wellness education.

SVA Architects, Inc. l City of Hemet | RFQ for On-Call Engineering Services | 21 The original San Ysidro Branch Library was built in 1924 and was only 4,089 sq. ft. It lacked meeting rooms, a computer lab and onsite parking proving to be outdated and inadequate for the San Ysidro community.
The project involved the design and construction of a new single-story library of approximately 15,000 sq. ft. and the restoration of the existing designated historic home. The library building consists of Entry/Community Services, Computer Lab, Reader Service Area, Informal Reading/Special Feature Area, Reference Area, Multipurpose Room, Adult/Young Adult Area, Children’s Area, and Staff Support Areas.
The project comprises the complete demolition of the existing Margarita Recreation Center and pool and replacement with a completely new facility.
The new building will be a single-story structure of approximately 8,500 sq. ft. and include a multipurpose room (with room divider), dance/fitness room, classroom, kitchen, separate main and pool offices, restrooms with showers and changing areas, family restrooms, and storage.
The facility will also include an outdoor 25-yard pool with both zero-depth entry and diving board. The pool is the central focus of the project; however, the facility is intended as a multi-generational facility that can provide a variety of different programming such as dance/fitness, cooking classes, computer classes, and other programming.

SVA Architects, Inc. l City of Hemet | RFQ for On-Call Engineering Services | 22 SVA has been retained in conjunction with DLS Builders by the City of Westminster to redesign the existing Public Safety building located in the heart of the Westminster Civic Center complex to accommodate the growing needs of City Hall staff. This assignment re-imagines the office work areas of the building to accommodate City Hall staff while sequestering secured police facilities. The goal of the project is to accommodate approximately 17,000 sq. ft. of workspace for City Hall staff within the confines of the existing underutilized spaces of the Public Safety department and transform the building into a new combined City Hall/Public Safety facility. Modifications will be made to every level of this three-story complex and will be phased to allow continuous occupancy of the building.
This project is one in a series the City is undertaking to provide capital improvements to its fire stations. In collaboration with Fasone Construction, SVA is renovating this 2,200 sq. ft. fire station using Design-Build delivery.
The project converted four existing double-occupancy rooms into one doubleoccupancy and six single-occupancy rooms. The large restroom/shower rooms were converted into two single-occupancy restroom/shower rooms with an additional bay storage area. The existing kitchen was reconfigured into a more efficient layout and received new stainless-steel appliances.
Additionally, the station required mold removal, carpet replacement with hospital-grade linoleum, and installation of new diesel exhaust ventilation systems.
