SELECTED PROJECT EXPERIENCE
Z FY 2020/21 Annual Sewer Main Replacements & Re-lining, City of Hemet Project Manager for the replacement of roughly 3,900 linear feet and re-lining of roughly 4,500 linear feet of existing City sewer mains. The project also includes the abandonment of an existing orangeburg line which was constructed previously without an easement and now runs under various structures and hardscape improvements. The new line will be constructed on an adjacent street and connections will need to be re-made to approximately five homes.

Z Kirby Street and Arbor Parkway Water Main Replacement, City of Hemet Project Manager for the removal/abandonment and replacement of approximately 300 linear feet of existing 12” and 8” water main in two separate locations. The existing mains were old and deteriorating and currently dropped roughly 20’ below grade and crossed underneath the existing flood control channel in two locations. One of the mains had recently burst and damaged the concrete lined channel. The design not only included the replacement of the two mains but realigned them to now cross the flood control channel above grade while hanging on the side of the existing bridge. The design included the structural calculations for the proposed pipe hangers to ensure structural strength.

Z Echo Hills Tanks Site and Waterline Improvements, City of Hemet Project Manager for the addition of a third two-million-gallon storage tank at the City’s Echo Hills Tank Site. The addition of a third tank at the site will provide the ability to pump during off-peak time at a reduced energy rate, provide the capacity to improve fire protection, and meet the Department of Water Resources recommended storage capacity to meet supply needs on its highest demand days. The project will also install a new 24” line from the water tanks to the existing 24” main on State Street.

Various Water and Sewer Projects
City of Hemet
When the City lost a key employee, HR Green provided a seasoned Professional Engineer to work side by side with Community Development planning staff to streamline entitlement reviews, conditions of approval, and mapping approvals while the City completes a recruitment process. The City was concerned that the general fund be preserved, and that the development community pay fair share costs for study reviews and plan checks.

The costs are fully tracked and there is 95% cost recovery for the services provided.

Since then, HR Green has worked on several water and sewer projects throughout the City including:
▪ Oakland Avenue and Santa Fe Street Water Distribution Main ▪ Echo Hills Tanks Site and Waterline Improvements, City of Hemet ▪ FY 2020/21 Annual Sewer Main Replacements and
Re-lining
These projects and others have meant the replacement of miles of the City’s aging water distribution main, upsizing the existing pipelines, the addition of new water tanks to improve fire protection and reduce energy rates, and new lines constructed on correct easements to provide increased access and maintenance.

DESIGN AND ASSESSMENT
Bluff City Boulevard Infrastructure
City of Elgin, Illinois
As a part of the City of Elgin’s Long Term Control Plan (LTCP) implementation, the City hired HR Green to develop a comprehensive combined sewer separation strategy to meet its Combined Sewer Overflow (CSO) objective for the Bluff City Basin. The objective was to provide the City with a hydraulic study and overall basin separation strategy, identify cost efficiencies, and prepare a phasing plan. HR Green completed a combined sewer separation strategy that will be implemented in three (3) phases and achieve nearly full separation of combined sewer flows. The separation strategy also incorporated green infrastructure strategies within existing alleys to minimize runoff into the separate storm sewers. The City then hired HR Green to provide design plans and specifications, bidding and construction administration and inspection services for the first phase.

The first and second phases of the plan has been constructed and involved the following improvements:
▪ 7,485’ of 12” to 54” storm sewer
▪ 8,600’ of CIPP lining from 8’ round to 50” x 75” egg shaped sewer ▪ 7,000’ of 8” to 12” water mains
▪ 200’ of new 12” water main, directionally bored in Illinois DOT ROW. ▪ 4,800’ of 8” to 16” sanitary sewer, 8’ to 40’ deep
▪ Re-establishing 125 services from combined to new sanitary sewer. ▪ Abandonment of existing 50” x 75” egg shaped pipe under a building
▪ Temporary traffic signal design
▪ Traffic control plan
▪ Full width resurfacing and partial reconstruction of roadways

5) Understanding and Approach
Our staff members are firmly engrained in Hemet’s
operations and culture, have been instrumental in
implementing efficiencies and improvements, streamlined development processes, and shepherded a large volume
of CIP projects from concept planning to construction and ongoing maintenance. Our goal is to support the City in the operation of your City wells, pumps and reservoirs
in an efficient manner to maximize water production and storage while meeting all potable drinking water standards and reporting requirements. For example, HR Green has
implemented sanitary sewer rehabilitation technologies
to reduce infiltration and inflow. These include cured-inplace pipe linings, pipe-bursting, slip-lining, and in-pipe applied technologies for larger pipelines. Pipe bursting pipeline replacement solutions include HDPE, fusible PVC, and others. On a recent wastewater forcemain project for another municipal client, our alternative evaluation showed a benefit associated with the implementation of carbonfiber techniques. This reduced costs while also restoring pipeline integrity. Specific to this category we have the in-house technical proficiency to:
▪ Develop a condition assessment of the City’s existing water and sewer system infrastructure to identify
necessary Capital Improvement Plan (CIP) projects
for the next five-year rate period. The assessment
would include site visits, staff discussions, analysis
of equipment life expectancies, and analysis of your
existing as-built plans and studies/reports.
▪ Prepare a prioritized project list with input from the City, including a recommended timeframe for the
project implementation.
▪ Prepare budgetary cost estimates for the prioritized
project list to include in the CIP.
▪ Prepare PS&E packages for water and sewer pipeline
projects as well as related water improvements
The team that HR Green has assembled provides a proven
track record of collaboration and project execution. All the critical components of these assignments will be
managed by Steve Loriso, PE, QSD/QSP, who brings
proven experience and leadership on similar past projects and for Hemet over the past three years. The design will be lead by Chase Keys, PE who has been instrumental in
the successful delivery of CIP projects over the past three years.

Water Design & Permitting
HR Green provides comprehensive water services to move
public projects from conceptual planning through design, financing, permitting, construction, start-up and operation.

Our engineers make accountable decisions in the planning and design of well fields, reservoirs, treatment plants, storage, pumping and distribution systems. When it comes to maintaining the viable operation of source, treatment and distribution systems, we work with you to get your
facility running and help streamline the process. What is more, we understand the differences in industrial water treatment and are experienced to provide services that
address the specific needs of these projects.

Water and Sewer Planning
Our planning service assistance includes CIP planning,
water/wastewater utility extensions to new service areas, systematic asset rehabilitation, system modeling for
capacity needs and bottlenecks, regulatory compliance,
facility consolidations, chlorine/chloramine use, storage and pressure issues, water age strategies, water quality evaluations, CSO/SSO elimination, CMOM planning, and
consent decree compliance. GIS integration is routinely used for planning as a repository for the data gathered in the planning process. HR Green integrates assessment
studies into master planning resources. These assessment studies include MACP and PACP infrastructure grading,
smoke testing, flow monitoring, pressure testing, water quality data, etc. This data, once in a GIS database, can be readily accessed and preserved for future use. The
data can be integrated into hydraulic models for future evaluations and for smart system planning to proactively manage system operations and maintenance activities.

City of Jurupa Valley
HR Green’s staff created the development review and approval process, customized checklists/forms, and tested/implemented/continuously utilize Accela as the City’s automated permitting system with a seamless CityView 3600 interface. We have also assisted with the development of engineering design standards and guidelines to help with the plan checking process. We have provided a City Engineer, City Surveyor, on-site engineers, plan checkers, and inspectors to provide a comprehensive turn-key land development solution. Our staff has customized plan check checklists, leveraged electronic plan check, digital commenting, and mobile apps for web-based field inspections in real time; established development review processes; and consistently hold developer workshops and pre-planning meetings to facilitate entitlement process. We have processed grading plans, improvement plans, architectural plans and maps for thousands of new residential units.

HR Green also serves as the City NPDES Program Manager, overseeing compliance with federal, state, and regional water quality requirements.

Our staff members provide daily permit counter staffing (issue >60% of permits over the counter), accomplish 15,000+ building inspections annually (100% completed on-time); issue 1,500+ building permits annually, perform 1,500+ code enforcement inspections annually. We have achieved a 98% success rate meeting plan review schedules. Annually, this involves 2,100+ improvement plan sheets being reviewed, 2,200+ building plan reviews completed annually, and 150+ new planning projects reviewed.

Our efforts have reduced costs in permit processing and inspection fees to applicants by an estimated 20 – 35% due to shorter turnaround times and lower costs. Our team members regularly facilitate roundtable discussions with developers to create cognizance of current standards to help speed review times and ease approvals.

City of Moreno Valley
The City of Moreno Valley, with a population of 200,000+, is a rapidly growing community with a limited in-house staff and extensive service and staffing needs to keep pace with plan review and encroachment permit requests. The City has undergone a prolonged period of population growth and development activity. The City has limited in-house staff, depending on consultants to keep pace with the ongoing development/infrastructure network expansion.

HR Green is engaged to provide a variety of plan review and staff augmentation services.

To reduce earlier work backlog, in 2018 HR Green assigned and has continued to embed an on-Site Transportation Planner responsible for traffic study reviews. Since this time, he has reviewed 350+ traffic plans in order to reduce turn-around time and free up City staff to focus on other City priorities. This has prioritized attention on citywide fiber optic deployment, including the review and approach of encroachment permits related to poles, lights, gas, and conduit with leading telecom firms, such as Frontier. Our staff provides recommendations on mitigating or avoiding impacts to schools and planned developments.

5) Understanding and Approach
Our Staffing / Service Delivery Approach
Issue: Fit into Specific Municipal Culture
Solution: Every City has its own culture, reporting
structure, expectations, and goals. On-site consultant
staff must exhibit utmost professionalism and well-refined interpersonal skillsets to be a team player and seamlessly integrate within your organization while being nimble to respond to changing priorities and emergency situations.

Our personnel will:
▪ Carry cellular phones (all staff) and iPads (for all
field inspectors) for immediate communications and
real-time access to your automated permitting system
(Accela) and paperless/electronic templates, reports,
data, logs, etc.
▪ Provide on-site coverage of all Building and Safety
positions, as-needed.

Note: Staffing levels and hours will be reviewed with
the City to assure your needs are met. We also make a
commitment to 24/7 access to our staff in the event of
responding to emergencies and changing or unforeseen
conditions.

Issue: Follow City Protocols/Processes
Solution: Our staff will be knowledgeable with applicable codes, ordinances, design standards, and regulatory
requirements. They will be responsible for meeting the
performance expectations set forth by the City. Citizens and inter/intra-agency personnel interfacing with HR Green staff must feel they are having the same “transactional business” experience as they would with a City employee.

Issue: Flexibility/Adaptability to Respond to
Whatever Needs Arise
Solution: Within the municipal arena, particularly
where there is a lean organization, there are consistent time sensitive deadlines, emergency issues requiring
immediate response, diverse tasks, and potentially
changing priorities. Our on-site Building and Safety staff must possess a diverse technical skillset; be nimble,
quick, and flexible to embrace change; and possess the
ability to effectively transition between such assorted tasks as reviewing plans, analyzing codes and situations to consider appropriateness of alternative materials
and methods, writing a staff report, inspecting new
construction or improvements, and/or handling inquiries at the counter. A successful element of our Alternative Service Delivery philosophy is finding multi-faceted staff who can wear many hats, transition between various roles, and easily transition between different tasks in order to:
▪ Maximize utilization
▪ Minimize staff levels
▪ Maintain service consistency
▪ Reduce costs, paper, and storage
▪ Maximize a paperless office environment
Issue: Maintaining Clear & Open Lines of
Communication
Solution: Maintaining clear and open lines of
communication among City staff, permit applicants,
developers, engineers, architects, regulatory agencies, and other stakeholders are key to successful program delivery.

This includes excellent interpersonal, listening, and
problem-solving skills; detailed documentation; insightful progress and staff reports; electronic plan check tools and tracking logs; mastery of your automated permitting system; and building consensus to expedite reviews and
approvals while mitigating contentious code compliance
issues in a spirit of constructive dialogue and harmony.

Our staff will comply with all scope items, duties, and responsibilities of your community.

Methodology to Approach
Plan Review Services (Building, Structural, and Fire)
HR Green will handle all your building, structural, and fire plan review scope requirements in a timely manner. HR Green’s GreenTREx plan review process/program allows us to efficiently complete plan tasks concurrently. This is a formalized and integrated process where Technician data input and processing, Review, and Experienced professional staff manage quality control functions that are consistently implemented on each and every project. We have included a flowchart of this building plan check process in our SOQ and will meet or beat your plan review turnaround schedule.

HR Green has reviewed and processed complex structures, including parking structures, multi-story buildings, and high-rises up to 21 stories. These plans must comply with codes and regulations and represent structurally stable construction under all loading conditions through an efficient and timely plan review and back-check process noted below.

Final construction documents should depict "build-able" structures.

Our electronic plan review letters are formatted per building. They also list each plan review sheet in order to distinguish from plan resubmittals, as well as the date of the plans and all submittal supporting documents. In addition, our review letters all conclude with the name, phone number and email for each plan reviewer listed so that design professionals or permit applicants may contact them with any question(s) pertaining to the review comments or the project in general. Our goal is to limit the number of plan submittals for rapid permit release and to get to ground-breaking, ribbon-cutting, and for a final Certificate of Occupancy to be issued.

Cost Control and Schedule Management: By developing an independent estimate of project costs prior to construction contract advertising, HR Green provides you with greater confidence in the adequacy of funds and cash flow projections. We will create a Program Master Schedule and Work Plan for each project in your program to ensure cost-effective, and on-time construction.

Our proposed staff members are proficient in managing the construction of local, federal, state, and regionally-funded projects and possess a detailed knowledge of the Caltrans Local Assistance Procedures Manual (LAPM), the Caltrans Construction Manual, and “Greenbook” construction practices, and other Federal Highway Administration (FHWA) requirements.

Our staff members have a long and successful history supporting California public agencies in all facets of delivering the construction of capital projects which tap into a wide variety of funding sources (e.g., Gas Tax, TUMF, HSIP, SB 821, HBRR, ATP, CDBG, STIP, CalRecycle, TRIP, DIF, CFD, etc.). Our staff has coordinated extensively with Caltrans Local Assistance and regional officials related to funding requirements and processing procedures from planning to design and construction of capital projects.

We have a proven track record of successfully complying with the MS4 Permit and stormwater regulations with the Regional Water Quality Control Board as well as PM10 requirements.

Our goal is to provide helpful design standard insight, responsiveness, and collaboration early and often during construction while leveraging a construction management and inspection process, timely and comprehensive RFI/RFC responses, and electronic reporting to maximize efficiencies, promote project transparency, and save time and money.

Our Quality Control program will provide a framework for project requirements; risk management; project controls; value engineering; and Quality Assurance/Quality Control (QA/QC). We have worked with hundreds of public agencies to enhance quality control procedures that address specific agency needs for a full life lifecycle (concept planning, master planning, design, project management, construction, operations and maintenance).

Peer Review: Our QA/QC team members bring nearly 90 years of applicable experience reviewing the design of CIP projects for more than 50 Southern California agencies. They have developed and managed internal design and construction QA/QC processes for consulting engineering firms. Upon notice-to-proceed, our QA/QC Team, Project Manager,

and the City will begin the QC process at the scoping stage and continue implementation throughout the life of the project. This allows us to operate from the “big picture” perspective giving us greater flexibility to apply and discover innovative ways to meet the City’s project needs while implementing cost- and time-saving measures.

Risk Management: We will hold a meeting with a team of experts and stakeholders to discuss potential project issues and risks that may have an impact on the proposed schedule, budget, and success of the project. Project issues may involve buyoff from uninvolved 3rd parties or agencies, geotechnical issues, rising construction costs, permitting, and/or other work going on in the project area.

Once issues/risks are identified, a plan will be put in place and incorporated into the construction project management plans and schedule to manage, monitor, and when needed, elevate these issues in order to reduce/eliminate possible risks.

Value Engineering: We strive to identify and achieve project cost reductions whenever possible. We start at the concept level by gaining a full understanding of the design problem and possible solutions which is usually accomplished at the project definition stage. As the project progresses through the construction phase, it is not uncommon to find unanticipated field conditions which frequently can present a cost liability. At this point, our team will vigorously search out options to eliminate, transfer, share, or reduce these unforeseen costs. In some instances, these unanticipated conditions can actually be an opportunity for additional cost savings.

We will diligently work through construction contract close-out to save you money.

Tracking of Review, RFC, and RFI Comments: Comments are summarized electronically by our staff. This approach has been extremely effective in resolving comments prior to and during construction, avoiding repeat comments, and coordinating responses among disciplines.

The sample contract provided contains language that should be modified or clarified to be more specific to the services being delivered. Based on our review, we believe revisions will provide greater clarity as to contractual obligations as well as compliance with state law requirements, which will benefit both parties.

As we have done in the past, HR Green would like the opportunity to work with the City to develop the proposed agreement and address very specific issues. We would be prepared to discuss these matters immediately upon selection to assure that no time is lost and that the proposed work can be carried out in a timely manner.

Cost Control
Our Quality Control program will provide a framework for project requirements; risk management; project controls; value engineering; and Quality Assurance/Quality Control (QA/QC). We have worked with numerous public agencies to enhance quality control procedures that address specific agency needs for a full life lifecycle (concept planning, master planning, design, project management, construction, operations and maintenance).

We will develop a project-specific Quality Plan and risk management plan. This mini plan will be an extract of a quality control plan – a plan that is also used as a design guideline as well. This plan establishes the design, plan layout, and critical elements of the quality control review process. We will confirm the adequacy and clarity of established standards and controls for the project scope and implementation procedures for the entire team.

Each submittal will be reviewed by our staff members who will recommend revisions and make revisions. They will check for product quality, sound reasoning, logical assumptions, compliance with applicable technical methodologies, and adherence to scope. The mini plan will be updated during the various stages of submittal to meet the changing conditions encountered throughout the project life cycle. This is a continuous process focusing of communication and reporting to tie the process together. Upon project completion, our staff will capture project successes and areas of improvement to incorporate lessons learned into the QA/QC guidelines for future City work.

Peer Review: Upon notice-to-proceed, our QA/QC Team, Project Manager, Lead Engineer, and the City will begin the QC process at the scoping stage and continue implementation throughout the life of the project. This allows us to operate from the “big picture” perspective giving us greater flexibility to apply and discover innovative ways to meet the City's project needs while implementing cost- and time-saving measures.

Design Risk Management: At the project identification and initiation stage, we will hold a meeting with a team of experts and stakeholders to discuss potential project issues and risks that may have an impact on the proposed schedule, budget, and success of the project. Project issues may involve buyoff from uninvolved 3rd parties or agencies, geotechnical issues, rising construction costs, permitting, and/or other work going on in the project area. Once issues/risks are identified, a plan will be put in place and incorporated into the project management plans and schedule to manage, monitor, and when needed, elevate these issues in order to reduce/eliminate possible risks.

By developing an independent estimate of project costs prior to construction contract advertising, HR Green provides you with greater confidence in the adequacy of funds and cash flow projections.

Schedule Control
HR Green employs proven best practices and a proactive plan to control project schedules.

Utilizing Microsoft Project, our CIP and engineering schedule will specifically include QC deliverable milestones and critical path that list the significant QC activities, including task level reviews, project manager and constructability reviews, schedule reviews, budget reviews and, most importantly, construction document reviews. We will develop, resource load, baseline, and consistently monitor the progress of the project. Our schedule update is essential to give the City an overview of the project status, issues, budgets and, most importantly, delivery date.

We consistently incorporate best practice tools (implementation of policies, procedures, and standards) in our assignments. This flexibility and adaptability adds great value in responding to changing needs without missing a beat. Our staff will maintain effective and open communication with stakeholders early on so they understand the latest standards and requirements, and are receiving the requisite supporting data and documentation to expeditiously move forward with construction and compliance with design standards.

One of the most helpful ways to keep projects on track is to establish open communication early and often (verbal and comprehensive written documentation/correspondence) throughout the design and construction process. Establishing a positive rapport and working relationship at the initial and subsequent meetings will promote constructive dialogue between stakeholders. Mutual buy-in can be established on areas of concern, performance expectations, goals, action items, methods of construction, design standards, code interpretations, milestones, etc. Our staff will serve as a facilitator and problem-solver to maintain forward momentum. They will visit the site to determine the improvements are practicable to existing site conditions and will try to anticipate issues to avoid future disputes.

HR Green continues to add well-respected staff to our 600+ in-house resources. We can call upon additional staff or specific technical proficiency to get your project back on schedule, if needed.

As discussed earlier, HR Green will implement the most appropriate proven best practice tools and technologies to reduce paper, save time and money, enhance collaboration; and streamline communication and service delivery. Some of these items include, but will not be limited to:
▪ Maximize usage of City’s mapping and integration platform and decision-making tool to track data and identify trends in CIP, permit, and maintenance activity; infrastructure assets; actions; and results
▪ Monthly status reports for City Manager and City Council

We have reviewed our current workload and can assure the City of Hemet of our availability and our commitment to serve public sector clients. IMEG engineering professionals assigned are prepared to fully commit the time and resources deemed necessary for the successful completion of our
services. The commitment of assigned staff for this project will not adversely impact existing client commitments. Our assigned staff for this project will be committed to the project(s) through its successful completion. As a national firm of 2,000 employees (250 in California), we have the resources to augment staff if and when necessary to accommodate any schedule adjustments. We strongly commit ourselves to all segments of the project within the timeframe identified in the RFP.

IMEG has reviewed the scope of services outlined in the Request for Proposal (RFP) and understands that the City of Hemet is soliciting services for On-Call Professional Engineering Services. IMEG will perform the scope of
services described in the RFP and understands that services will vary and be based on a task order basis at the discretion of the City. We are well-qualified to provide engineering services for the City’s projects including, but not limited to :
• Architectural Engineering Services
• Transportation and Traffic Engineering Services
• General Civil Engineering and Land Development
• Construction Management
• Public Works Construction Inspections
• Survey Services
• Water and Sewer System Design and Assessment
Services
• Plan Checking Services Within Various Disciplines
IMEG’s large multi-disciplinary staff of over 250+
professionals (California) is a substantial resource pool. The size of our staff allows us to dedicate the exact resources required to deliver to the desired end product within
established timeframes.

At IMEG, we approach things a little differently. As your engineer and partner, we have a unique opportunity to solve these challenges for you. We are there with you when the concept design begins, we align the design intent to your goals, we serve as your partner throughout the construction process, and then see that the initial goals are achieved in actual operation.

At the beginning of each project, we review current
workload. We prepare an estimate of man-hours for each
phase of the project. Hours are based on individual tasks and by personnel required, i.e. principals, engineers, design technicians, CAD technicians, and specification coordinators.

Team members are chosen based on both availability and
experience with the project scope. Schedule of estimated man-hours is coordinated with our rolling four-month
database of assignments. Also, we have the manpower to
commit to begin working on projects to the City immediately upon award.

With this approach, there is no fragmentation or hand-off, we take you through the entire process from start to finish.

It is our standard practice that no team members will be replaced for the duration of a project without prior approval of the City. We understand that each project presents a unique set of challenges that demands the attention of the design team to develop innovative solutions to meet the City’s objectives.

It is our mission to provide high quality consulting
engineering services to our clients. Our team is highly qualified with many years of experience in engineering, analysis, design, review and construction projects. Every team member firmly embraces a philosophy that identifies the client’s project needs from concept to design and through completion of construction.

IMEG CORP. | City of Hemet | On-Call Engineering Services 13 We understand that each project presents a unique set of challenges that demands the attention of the design team to develop innovative solutions to meet the project objectives.

The following are the areas that
we are proposing to provide the
City of Hemet assistance with:

Engineering Design and Construction will include,
but not be limited to assist with the following; consultant contract management where no conflicts of interest exist, prepare and process Requests for Proposals and help to
conduct consultant selection processes per City policy, provide hydrology and hydraulic/ drainage reports, models, and studies, prepare plans, specifications, engineering design calculations, and cost estimates, coordinate design and construction activities with City departments, other agencies, citizens, and regulatory agencies, manage a variety of challenging multidisciplinary projects from budget
inception through construction, ensure delivery of projects within schedule and budget, obtain easements provide
public outreach coordination and exhibits, provide utility coordination and notifications for a variety of projects.

Administration/Miscellaneous Provide assistance to the
City with the following; coordinate with other agencies, the public, and utility companies on engineering matters, prepare CAD exhibits, public outreach material, complex Microsoft Excel spreadsheets, Microsoft Word documents, PowerPoint presentations, as directed, for a variety of Engineering and Public Works topics, provide other engineering support
services, as needed.

IMEG, through our long history of providing on-call
engineering services, understands that your City staff
expects the following from your consultants:

1. Technical expertise to provide accurate and reliable products

2. Cost efficiency

3. Local staff for both timely responses and maintenance of relationships
Our promise to you is to provide this level of service with every task order. IMEG presents the following tasks for consideration:

TASK 1: PROJECT MANAGEMENT
Our constant philosophy is to be a customer-centric
organization. In today’s environment, we believe it is
essential to ensure we deliver real value to our clients. We are able to do so by establishing processes from years of experience.

Ensuring we have the right team members focused on taking the right steps in an efficient manner saves time and money and solves problems for our clients before they move to the next step. IMEG sees the value in these methodologies both internally and for our clients and suppliers. We
employ specific methods to manage projects and develop
design, starting at the earliest planning and programming phases and continuing through the CD phase. Successfully developing a design starts with:
• Understanding the client’s needs
• Providing leadership and key personnel to aid the client in determining solutions that are uniquely right for them and the needs of the project
• Identify and mitigate risk

Page 1118 of 1362 ends

17.M

Page 3172 of 3712 ends

IMEG CORP. | City of Hemet | On-Call Engineering Services 14 It is essential to meet with the City to present/discuss/ expand the team’s ideas. We fully explain each design
strategy/alternative. We like to leave this initial meeting with a narrowed list of strategies which will then require further analysis. The design process is taking a collection of ideas and making it reality.

Project Management is far more than tracking schedules, verifying budgets and maintaining quality. While these items are indeed vital to the success of each task order, we’ve take project management a step further by developing a
work plan. The work plan may be simple or complex; they are used by our project managers to both track the task and communicate the project’s progress to you, our client.

Communication is essential with every project. Through it, we can adjust our team’s approach as needed throughout the project rather than only at design completion meetings.

Even so, it begins with our meetings during which data will be exchanged so all of our team members – the City staff, IMEG staff and sub-consulting staff – are fully versed in the progress and have a unified effort moving forward. These meetings will be as follows:

MEETINGS
Kick-off: Will entail establishing the communications
protocol of the project, individual team members, attainment of initial data, establishment of project expectations, and potentially, walking the project site.

Progress Meetings: These meeting would happen through
various forms. This typically involves telephone calls, impromptu office meetings, emails or even texts.

There could be more in person meetings, however, if in
person meetings are not forseeable, the meetings can be conducted through a web meeting software such as Zoom or Microsoft Teams. We fully believe that face-to-face meetings provide the best interaction and, ultimately, the best result, but these meetings are not always possible. IMEG is
prepared to establish an on-site meeting system suitable for the City as well as any of your other interested parties. We insist on making sure you are aware of the progress within the project. These meetings will be held regularly to discuss the progress of the task order.

Workshops: While not every task order will require
workshops, IMEG offers these meetings to discuss the details of the design to date and determine modifications needed in future and final submittals.

TASK 2: DESIGN REPORTS
Requirements for design reports can vary, depending upon the type of task being performed. For example, a master plan report demands different content than does a model evaluation. A lift station would have different requirements than a wastewater treatment plant improvement. On top of that, the permitting requirements would increase the variety required. Therefore, IMEG will work with you, through each task order and with each permitting agency to determine the format and content required for each.

Our typical design report includes the following:

1. Project Background

2. References and Regulations

3. Study Results
a. Existing System
b. Problem Statement

4. Alternative Discussions (Conceptual Design)

5. Alternative Opinion of Probable Construction Costs

6. Recommendation.

While the outline presented was designed to provide
you the information necessary to make decisions, some
alternative requirements could be required. Such additional requirements often involve describing the City’s current financial plans and capabilities and how the City will
fund such a project. IMEG will consider each regulatory requirement and provide you with the design report that meets these and your needs.

Page 3173 of 3712 ends

IMEG CORP. | City of Hemet | On-Call Engineering Services 15 TASK 3: DETAILED DESIGN AND CONSTRUCTION

DOCUMENTS
Based on the City’s various submittal guidelines, this task involves the development of a Preliminary Design (60%
Submittal) and a Final Design (90% Submittal). IMEG will develop the plans, specifications, and if necessary, right-ofway maps and legal descriptions.

For the Preliminary Design, IMEG will provide the process design as well as base maps, survey data, site layouts
and initial infrastructure design. This information must be provided early in the process to allow efficiency and eliminate as many delays and changes as possible.

Depending upon the task order, IMEG may request a
workshop after the Preliminary Design is completed to
discuss the design progress. During such a meeting, IMEG and the City would discuss concerns with the design,
various solutions and the best alternative for the City. These meetings are intended to maintain a teaming relationship so this becomes a product of good communication and a
combined knowledge-base. During this meeting, IMEG will develop a matrix of the comments so that we can properly address each comment to the best interest of the project and the City.

The success of the workshop and the project will guide the City staff and IMEG on such surveying needs as rights-of-way adjustments, real estate acquisition and exhibit development.

This portion of the project could take a significant amount of time, depending upon the cooperation of landowners and other interested parties.

After the preliminary design workshop, IMEG will endeavor to complete the design - to 90% completion. We will use the matrix developed in the workshop (or, if the project does not warrant a workshop, we will endeavor to meet independently and attain the needed information to develop such a matrix) to modify the design direction as needed and complete the bidding documents. At the conclusion of the 90% design, IMEG will meet with City staff, if necessary, to fully discuss the project, the plans, the technical specifications, and the front-end documents. Information exchanged in this
meeting will, again, be collected and included in a matrix.

This matrix will be used to push the design to 100-percent complete and to the satisfaction of the City.

TASK 4: CONTRACTING ASSISTANCE
Throughout the bidding phase of the project, IMEG will
assist the City by interpreting the bid documents and will be available to both the City and to the potential bidders for consultation. With each consultation, IMEG will document the discussions held and submit those conversations to the City for distribution to the other potential bidders.

Our intent is to extend our service of quality by assisting you in the selection of a respectable contractor. At the request of the City, IMEG is prepared to attend and assist in the bid opening process; we will provide a background review of the apparent low bidder and provide the City with a
recommendation. We will also assist you in issuing a Noticeof-Award, executing the Contract, and issuing a Notice-toProceed.

TASK 5: CONSTRUCTION PHASE SERVICES
IMEG will provide shop drawing reviews as well as develop the record drawings, review the Contractor’s submittals, provide change order review, respond to Requests for
Information (RFI), and provide any support efforts to provide construction drawing clarifications aimed to convey the intended design. To accomplish this, IMEG will provide
engineering reviews during construction. This service not only provides IMEG with a constant knowledge of the
project, it also helps the contractor with communication and review, ultimately giving the City a quality final product.

IMEG CORP. | City of Hemet | On-Call Engineering Services 16 It is our mission to provide high quality consulting
engineering services to our clients. Our team is highly qualified with many years of experience in engineering, analysis, design, review and construction projects. Every team member firmly embraces a philosophy that identifies the client’s project needs from concept to design and through completion of construction.

We understand that each awarded project presents a unique set of challenges that demands the attention of the design team to develop innovative solutions to meet the project objectives.

Our team’s responsiveness to our clients and our compliance with project schedules is paramount to us. We understand the sensitivity involved in maintaining quick turnaround time and efficient scheduling. We will develop a schedule that shall include milestone dates and deliverables. We will be active participants in working with the team on each project schedule. We’ll rely on the timely delivery of information provided by others and we understand that others will rely on us delivering timely information to them. As a firm of 2,000 employees, we have the resources to augment staff to accommodate any schedule need.

In the event that our team identifies that a schedule begins to slide, our project management staff will inform the City of the issue, its cause and our action to recover the schedule.

This recovery plan may include additional meetings,
mandatory design staff overtime, or issuing multiple
packages to ensure larger construction milestones are met.

We understand the time required for each step and will be active participants in the scheduling process so that there are no assumptions or surprises.

The following is our approach to performing our services in a harmonious manner:
• Open and continuous communication with all parties
involved in the project and on all unresolved issues and items
• Prompt responses to questions from the team through
an expeditious review process
• Thorough review and understanding of the conditions
that may be causing conflict
• Open-minded approach by listening to all team
members, understanding their concerns and points of
view, and developing solutions as a team effort
• Immediate site visits to resolve any design conflicts or construction related problems
• Maintaining document integrity by identifying
alternatives that avoid changes to the original scope
• Resolutions to problems that minimize hardships to the entire team and its members
Our philosophy of quality control starts in the beginning of a project and continues throughout the design. For most projects, we would have a kick-off meeting with City staff to review design standards and coordinate everyone into the same thought process. We would then hold weekly internal design team meetings to identify questions, research,
and ideas for design options that may develop during the project. Prior to the release of documents at milestones, senior engineers not involved in the design will review the documents. Early in the project, these reviews are used to verify design concepts and intent, while later in the project these reviews are used to catch as many project details as possible that could lead to issues in the field during construction. We will request users to review construction documents at 60%, 90%, and 100% completion to assure
user group buy-in and approval.

Our internal quality assurance minimizes the possibility of misinterpretation of the documents by bidders and reduces the opportunity for change orders during construction. The culture of a design firm is defined internally by leadership and characterized externally by relationships. We value these relationships and understand that it is impossible to have an attitude of service and
quality externally without
being deeply committed
to those same attitudes
internally. This
mindset is supported
by IMEG’s review
process that provides
each employee
feedback not only
from supervisors,
but also peers and
subordinates.

IMEG CORP. | City of Hemet | On-Call Engineering Services 17 Budget and Scope Tracking
We approach budget control as a pro-active,
rather than reactive process. A cost model
will be established apportioning the budget
to building systems and components.

Professional judgment, as well as life-cycle
analysis, and continuous validation will be
exercised to keep awarded project within budget. Historical models of previously completed projects will be used to validate initial project assumptions. The major components of the building systems are reviewed and priorities are established with the owner and user group on where to
emphasize financial resources. The historical models are escalated to current market conditions, reviewed, and used as baselines for comparison.

We utilize value-engineering practices during the schematic and design development phases. We focus value engineering on identifying the true value of an item to the owner. It is a balance of scope, budget, and quality. Our approach to value engineering emphasizes the value received as opposed to concentrating solely on initial costs. We see maintainability, function, and energy consumption as key factors important in the evaluation of alternative designs.

In developing value-engineering studies, we also concentrate on what impact the selection of one particular system or material will have on other related systems. We strive to identify all these inter-relationships before developing a value engineering study for a system. Our recommendations have consistently provided cost economies, schedule
acceleration, and value engineering savings relative to products and life-cycle costs.

Client Interaction
IMEG takes a proactive approach in communication with
the entire team to communicate all project issues, including constant communication with you the client. We insist
on regular team meetings to resolve design issues and to progress in the design of the project. We feel this open line of communication is essential to resolving all design conflicts, design issues and other matters that affect the construction activities of the project. After all, we do not design and draw a project simply to design and draw them, we create documents to facilitate construction activities.

The Following is our approach and policy to expedite the project process and simplify any conflicts:
• Open communication with all parties involved in the
project and open continuous communication on all
unresolved issues/items
• Proper justification of our engineering design to the City of Hemet to resolve any conflicts
• Prompt response to questions. Expeditious submittal
review process
• Arrange immediate site visits to resolve any conflicts or related problems
• Whenever conflict or problems are identified, it is the responsibility of the entire project team to work together for an expedient resolution
• The project team shall maintain an open-minded
approach by listening to all team members, and
understanding their concerns and point of view
• Maintain the integrity of the construction documents by identifying alternatives that avoid changes to the original scope
• Thoroughly review and understand the conditions that
are causing conflict
• Resolutions to conflicts shall minimize hardships to
construction team & its respective members
Our team’s responsiveness to the City of Hemet and our
compliance with project schedules is paramount to us. We understand the sensitivity involved in maintaining quick turnaround time and efficient scheduling. We will develop a schedule that shall include milestone dates and deliverables.

We will be active participants in working with the team on each project schedule. Because of our experience in multiple project types and delivery methods, we understand the
time required for each step and will be active participants in the scheduling process so that there are no assumptions or surprises. As a firm of 2,000 employees, we have the resources to augment staff to accommodate any schedule
need.

to effectively integrate the necessary engineering services with the City’s staff to create a process that is coordinated, consistent, and predictable. Below is a listing of available services that Interwest can provide the City of Hemet and which we have provided to several municipalities throughout California.

Public involvement and community outreach for traffic and transportation projects that impact the public. Civic engagement is a key component to planning and implementing traffic solutions. Tasks may include public meetings, workshops and one-on-meetings with residents. Other tasks may include attendance and participation in public meetings, creation of various education and outreach materials such as flyers, PowerPoint presentations, etc.

Preparation of engineering studies in response to citizen requests for traffic control device installations and modifications, such as stop signs, traffic signals, crosswalks, traffic channelization and speed zones. These studies will typically include the review of traffic collision, traffic count and/or speed survey data, field review of existing traffic control devices and motorist/pedestrian/bicyclist behavior, corner sight distance analysis, minimum stopping sight distance analysis, warrant studies based on the California Manual on Uniform Traffic Control Devices (CA MUTCD) and City standards/guidelines, discussions with City staff regarding the findings and recommendations, preparation of concept/final plans, as needed, and a report summarizing the findings and recommendations. If requested, the study will also be presented at community meetings or City Council meetings.

Address school-related traffic concerns, including meeting with school staff, parents and residents, field observation of behavior, data collection as-needed, analysis of the need for speed feedback signs, crossing guards, crosswalks, stop signs, flashing beacons, etc., recommendations and a summary of findings and recommendations.

Preparation of traffic impact analysis reports, including discussions with City staff regarding study intersections, project opening year, approved projects and any project concerns, a review of the site plan regarding internal circulation and external access, a field review of existing intersection geometrics and any unusual conditions, traffic count data collection, project trip generation and assignment, level of service analysis based on City guidelines/standards, identification of significant project impacts, proposed mitigation measures, and a report summarizing the analysis, findings and recommendations.

Review of traffic impact studies prepared by others for private development, including the review of on-site circulation and project access, study intersections, project trip generation and assignment, level of service methodology and assumptions, accuracy of analysis and conclusions, appropriateness and feasibility of proposed mitigation measures, assist City staff prepare the conditions of approval, and preparation of comment memo. If requested, Interwest staff will attend Planning Commission and City Council meetings to make presentations and answer questions.

Preparation of signing and striping plans, traffic signal plans, traffic control plans and traffic calming plans. These tasks will generally include the collection of existing plans for the street segment or intersection, field review to compare the plans to existing conditions, traffic data collection, as-needed meetings with City staff to ensure complete understanding of the desired design and to discuss/clarify any options, timely revisions in response to plan review comments, and signed and stamped final plans, specifications and cost estimate. The plans 21

Page 1148 of 1362 ends

17.M

Page 3202 of 3712 ends

and specifications will be prepared in accordance with City standards, the CA MUTCD and other applicable standards.

Private and public development plan review for traffic-related plans, ensuring that the plans are in compliance with City and other applicable standards. The reviews will include recommendations for approval (conditions of approval).

Review of traffic signal timing plans and collision data for intersections, with recommended adjustments. We will provide technical advice to City’s staff in connection with the maintenance and the operation of the City’s traffic signal facilities.

Assistance in the development of relevant policies. Many changes are taking place in transportation engineering that cities need to be prepared for. They include SB 743 regarding changes to how traffic studies are prepared for CEQA, including the use of vehicle mile traveled (VMT) instead of intersection or street segment level of service (LOS) to determine a proposed project’s significant impact. The state is currently finalizing the regulations. Cities need to develop their own policies and fee programs in response to these new regulations to protect their interests. Autonomous (self-driving) cars are already being tested. Their potential impacts are unknown. They could increase the number of trips but reduce the needed parking. The transportation engineering profession, as well as our own traffic engineers, is tracking their development.

Preparation of grant applications for funding from Federal, State, and regional agencies for traffic safety studies and improvements.

GENERAL CIVIL PLAN CHECK
All plans examination services will be performed by a licensed Civil Engineer. For more complex projects and when needed to meet peak workload demands, additional support will be provided from our regional offices. Our plans examiners understand and are intimately familiar with applicable state and federal requirements, industry standards, and plan review procedures and will readily assist with solutions to complicated plan review issues.

Our staff will work with project applicants in a collaborative and professional manner to quickly identify and resolve violations of codes, standards or local ordinances. They will provide thorough plan reviews in an effort to ensure complete and accurate actions. The discussion above describes Interwest’s philosophy and approach of “how” we do our work. A typical scenario for “what” we do related to the review and processing of improvement plans; grading and erosion control plans; final and parcel maps; water, sewer and recycled water improvement plans; storm water standards questionnaire and storm water quality management plans is outlined below.

Provide plan reviews for:
 Completeness of Application and Submittals - Review development applications for adequacy and compliance with the City Municipal Code, City Engineering Standards, City Landscape Manual, the latest Storm Water Quality Regulations and Best Management Practices, Local Municipal Water District Standards, and other applicable codes and standards used by the City.
 Engineering Quantity Estimates and Costs - Review engineering quantities for accuracy and cost estimates for reasonableness of unit costs based on current industry trends.  Rough and Precise Grading Improvement Plans - Review/check plans for compliance with the projects Conditions of Approval, as well as City codes and regulations including onsite drainage and all offsite improvements and Geotechnical Report review for grading permits and special projects.
 Drainage, Storm Drain and Flood Control - Review/check improvements, utility and grading plans with subdivision submittals for compliance with the City Hydrology Manual and related LID development measures.
 Hydrology and Hydraulics - Review/check reports for compliance with projects Conditions of Approval as well as the City Drainage Design Standards, Hydrology Manuals, Local Drainage Manual. Utilize appropriate hydrology and hydraulics software programs.  NPDES and AQMD Guidelines - Review federally and state mandated reports required under the NPDES and AQMD guidelines.
 Street Improvement Plans; Signing and Striping Plans, Traffic Signal Plans and Traffic Studies/Reports - Review/check plans for compliance with the projects Conditions of Approval, as well as with the following: City Standards and Design Manual, Caltrans Highway Design Manual, Caltrans Traffic Manual, Caltrans Standard Plans and Specifications, County 27

Page 1154 of 1362 ends

17.M

Page 3208 of 3712 ends

Hydrology Manuals, Local Drainage Manuals, the Americans with Disabilities Act, and California Title 24 requirements.
 Utility Plans - Review utility plans including domestic and reclaimed water and sanitary sewer improvements.
 Tract and Parcel Maps - Review tract and parcel maps for the procedure of survey review, mathematical closure, and compliance with Subdivision Map Act, the Land Surveyor’s Act, the approved tentative map, the approved conditions of approval and a current title report.  Lot Line Adjustment - Review lot line adjustment documents as needed.  Legal Descriptions - Oversee the preparation of legal descriptions and plats for the City for easements or rights-of-way.
 Surveying, Maps, and Title Services - Oversee land surveying and map/easement or legal description preparation. Customarily, title preparation is performed by a licensed title company and we do not perform this service. We have partnered with Orange Coast Title to provide Title Services as a subconsultant. We will perform research and gather other title-related documents and instruments as necessary and requested.
 Plan Check Guidelines - Assist with development of engineering design standards and guidelines to help with the plan checking process.
 Planned Developments - Review plans for consistency with other planned developments. • Reviews include evaluation of required reports, studies, grading and improvement plans, and design professional’s recommendations. Each plan review is assigned to a design plan reviewer with oversight of the project manager. The assigned design plan reviewer will be committed to the project and will furnish all subsequent submittal reviews for the project. This maintains a consistent review and avoids “late hit” comments.
• Map checking will be overseen by professional engineer’s licensed to practice land surveying or by licensed Land Surveyors.
• Soils reports will be evaluated, and confirmation of recommendations will be included on the plans.

Boundary conditions will be evaluated to maintain continuity with surrounding properties and maintain existing drainage patterns. Construction erosion control and post construction water quality control will be reviewed for compliance with the storm water quality management permit in effect.
• Each plan review will be accompanied with a letter summarizing the red-line comments. This letter will be addressed directly to the applicant’s engineer or landscape architect, with a copy to City staff and the applicant. A complete, red-lined set of drawings and any reports will be returned to the design professional for use in their corrections.
• The Project Manager will meet with the Design Professional and City staff to review comments or to delineate the standards, which are not being met to assist in the timely completion of the review and meeting the maximum goal of two plan reviews. If necessary, the third review will confirm that all previous comments have been addressed. This meeting can take place via a virtual platform or in the Design Engineer’s office, if desired so that minor comments/discrepancies can be immediately addressed, and the improvement plans and reports can be deemed technically correct and submitted for signature approvals.
• We will meet with other client staff and outside agencies, as needed, to review their progress and/or their comments.
